Yesterday we charted the way Secretary of State John Kerry’s seemingly off-handed answer to a question about how Syria could deter a US strike morphed into what’s now being referred to as the “Lavrov Proposal“. As far as I can tell, it was Kerry’s predecessor Hillary Clinton who first publicly described the proposal for Syria to turn in its chemical weapons to international monitors as a US-Russian initiative (before she talked about endangered wildlife), rather than Russia seizing upon a US slip of the tongue, which is what it really looked liked. Well, while the proposal was actually first brought up by then-Senator Richard G. Lugar a little over a year ago, more people are now pushing the notion that Kerry’s gaffe wasn’t one at all, including the Secretary of State himself. Kerry provided his description of what went down on Monday during his remarks at the House Armed Services Committee today (emphasis mine):

Yesterday, we challenged the regime to turn them over to the secure control of the international community so that they could be destroyed. And that, of course, would be the ultimate way to degrade and deter Assad’s arsenal, and it is the ideal weapon – ideal way to take this weapon away from him.

This is how Kerry “challenged” Bashar al-Assad to hand over his chemical weapons:

Kerry continued that Russia “responded” to his challenge by saying they would come up with a proposal and that President Barack Obama would take a “hard look” at it if it was produced within a limited time. (Interestingly, the President hasn’t ruled it out.) Kerry also argued something we’re hearing over and over again now: this potentially good outcome would not have been possible without a credible threat of US military force.

After Kerry announced this US “challenge” in London during the question/answer period of a press briefing and Russia announced it had a proposal within a few hours, former United States Assistant Secretary of State for Public Affairs Philip J. Crowley tweeted why this could be a life preserver for Obama:

Today, former New York Times executive editor Bill Keller repeated some of Crowley’s arguments while arguing that Kerry did not act as a “careless pawn”:

I’m told by a senior administration official that Kerry’s comment was not as offhanded as it seemed. According to this official, Kerry and his Russian counterpart, Sergey Lavrov, first discussed the idea back in the spring. They returned to it more seriously last week, and Putin and Obama talked about it in at the G20 summit in St. Petersburg. The official said the administration sees the danger that the Russians or the U.N. will make it a delaying tactic, but that “in Kerry’s mind and in the President’s mind, it can be a win-win:” either you disarm Syria of its chemical weapons quickly and verifiably, or by exhausting a credible diplomatic option you win support for tougher measures against the Assad regime.

Of course, that still doesn’t explain why this alleged US challenge was presented only after Kerry was prompted with a question from a CBS reporter and why the State Department initially categorically denied that Kerry had made a proposal. Here’s a reminder of yesterday’s Daily Press Briefing with Deputy Spokesperson Marie Harf (emphasis mine):

MS. HARF: Mm-hmm. But the Secretary was not making a proposal. The Secretary was making a –

MS. HARF: Thank you. The Secretary was making a rhetorical statement and you read the whole quote, which I actually appreciate you doing. Look, he’s not about to do this. That was – that’s what the –

*Update: Al-Monitor also reports that this proposal was in the making before Kerry’s comments on Monday. It still seems like Kerry at least jumped the gun, which is understandable, considering that he’s probably been going on less than 3 hours of sleep. In any case, here’s why all of this could unfortunately be going nowhere.

Ten years after right-wing and liberal hawks came together to push the U.S. into invading Iraq, key members of the two groups appear to be reuniting behind stronger U.S. military intervention in Syria.

While the liberals appear motivated by a desire to stop the violence and prevent its spread across borders, their right-wing colleagues, particularly neo-conservatives, see U.S. intervention as key to dealing Iran a strategic defeat in the region.

“…[T]he most important strategic goal continues to be to defeat Iran, our main adversary in the region,” according to Tuesday’s lead editorial in the Wall Street Journal.

“The risks of a jihadist victory in Damascus are real, at least in the short-term, but they are containable by Turkey and Israel,” the editorial asserted. “The far greater risk to Middle East stability and U.S. interests is a victorious arc of Iranian terror from the Gulf to the Mediterranean backed by nuclear weapons.”

The immediate impetus for the reunion between the country’s two interventionist forces seems related primarily to charges that Syrian security forces have used chemical weapons in several attacks on insurgents and growing fears that the two-year-old civil war is spilling over into and destabilising neighbouring countries.

Those fears gained greater urgency this week when Israeli warplanes twice attacked targets close to Damascus and reports surfaced that Lebanon’s Hezbollah has sharply escalated its role in actively defending the regime of President Bashar al-Assad.

Both developments appear to have emboldened hawks here, particularly neo-conservatives who have sought for more than two decades to make the overthrow of the Assad dynasty in Damascus a major priority for U.S. Mideast policy and now see the conflict in Syria as a proxy war between Iran and Israel.

War-weariness and public disillusionment with U.S. interventions they championed in Iraq and Afghanistan, as well as President Barack Obama’s oft-expressed reservations about the wisdom of engaging in yet another war in a predominantly Muslim country, had kept the neo-conservatives and other right-wing hawks at bay.

But a combination of an ever-climbing death toll, Hezbollah’s increased involvement, the rise of radical Islamist groups within the insurgency, and the initial –albeit yet to be confirmed — estimates by U.S., Israeli, and Western European intelligence agencies that Assad’s forces have used chemical weapons, as well as Obama’s apparently offhand public warnings during last year’s election campaign that such use would cross a “red line”, have propelled some prominent liberals – most recently, New York Times columnist Bill Keller and former senior Obama policy official Anne Marie Slaughter — into their camp.

Led by the Wall Street Journal and William Kristol’s Weekly Standard, the neo-conservatives remain the most aggressive among the hawks in their advice, just as they were in the run-up to the Iraq war.

Thus, providing weapons to selected rebel groups – an option which the administration is considered most likely to exercise if the evidence of chemical weapons use by government forces is confirmed – is no longer considered sufficient.

“At this stage, (a better outcome of the conflict), this would require more than arming some rebels,” according to the Journal editorial. “It probably means imposing a no-fly zone and air strikes against Assad’s forces.

“We would not rule out the use of American and other ground troops to secure the chemical weapons,” the editorial writer added in a notable deviation from assurances offered by the hawks’ two most prominent Congressional champions – Republican Sens. John McCain and Lindsay Graham – who, in deference to public opinion, have said repeatedly that putting U.S. “boots on the ground” should be off the table.

This echoed Kristol’s own editorial in the Standard published on the weekend. Arming the rebels, he wrote, “could well be too little, too late. …It’s hard to see what a serious response would be short of direct American engagement – perhaps a combination of enforcement of a no-fly zone and aerial attacks. And no serious president would rule out a few boots on the ground…”

The Journal’s Pulitzer Prize-winning foreign-policy columnist, Bret Stephens, weighed in with even more specific advice Tuesday.

He called for Obama to “disable the runways of Syrian air bases, including the international airport in Damascus; …[u]se naval assets to impose a no-fly zone over western Syria; …[s]upply the Free Syrian Army with heavy military equipment, including armored personnel carriers and light tanks; [and b]e prepared to seize and remove Syria’s chemical weapons stockpile, even if it means putting boots (temporarily) on the ground.”

Liberal hawks have been less precise about what needs to be done, but their sense of urgency in favour of escalating U.S. military intervention – beginning with supplying the rebels with weapons – appears no less intense.

Slaughter, who served for two years as former Secretary of State Hillary Clinton’s policy planning chief and, as an influential Princeton University international-relations professor, urged U.S. intervention in both Iraq and Libya, publishedan op-ed in the Washington Post that warned that Assad’s alleged use of chemical weapons in Syria brought forth the spectre of the Rwandan genocide.

“For all the temptation to hide behind the decision to invade Iraq based on faulty intelligence about weapons of mass destruction, Obama must realize the tremendous damage he will do to the United States and to his legacy if he fails to act,” she wrote, without prescribing precisely what he should do.

Keller, who described himself as a “reluctant hawk” in an influential 1,500-word op-ed on the eve of the 2003 Iraq invasion, provided somewhat more detailed advice in 1,300-word, very prominently placed op-ed entitled “Syria is Not Iraq” Wednesday in which he quoted Slaughter, among other liberal hawks.

“The United States moves to assert control of the arming and training of rebels – funnelling weapons through the rebel Supreme Military Council, cultivating insurgents who commit to negotiation an orderly transition to a non-sectarian Syria,” he wrote.

“We make clear to President Assad that if he does not cease his campaign of terror and enter negotiations on a new order, he will pay a heavy price. When he refuses, we send missiles against his military installations until he, or more likely those around him, calculate that they should sue for peace.”

Keller, who several years after the Iraq invasion offered a somewhat muted apology for supporting that war, stressed that he did not “mean to make this sound easy,” but stressed that a disastrous outcome “is virtually inevitable if we stay out [of the conflict]. …Why wait for the next atrocity?” he asked.

“Iraq should not keep us from doing the right thing in Syria…,’’ according to the op-ed’s subhead.

I’ll make this short.

Twenty-four hours ago, we posted Amb. Robert Hunter’s analysis of the Syria question and his appeal to Obama to “keep his nerve (backed by the US military leadership) and continue resisting attempts to drag the US even more deeply into Syria.” He prefaced his essay with a quotation from the British political TV series, “Yes, Prime Minister;” to wit: “It’s safer to be heartless than mindless. History is the triumph of the heartless over the mindless.”

Twelve hours later, I read Bill Keller’s column, “Syria is Not Iraq,” in Monday’s edition of the New York Times, which, to be frank, I found to a virtually perfect example of the kind of  mindlessness over heartlessness that Amb. Hunter may have had in mind. I know Keller is being completely sincere in his beliefs, but I was frankly appalled at what seemed to me precisely the thoughtlessness of the column, which, given its length (over 1300 words — just 200 words less than his infamous Feb 8, 2003 column, “The I-Can’t-Believe-I’m-a-Hawk Club,” that endorsed the Iraq invasion) and placement on the page, seemed calculated to convey the impression that it was The Final Word.

For mindlessness, take this passage, which follows his ruling out of putting U.S. boots on the ground, an outcome, he notes, “nobody favors:”

The United States moves to assert control of the arming and training of rebels — funneling weapons through the rebel Supreme Military Council, cultivating insurgents who commit to negotiating an orderly transition to a nonsectarian Syria. We make clear to President Assad that if he does not cease his campaign of terror and enter negotiations on a new order, he will pay a heavy price. When he refuses, we send missiles against his military installations until he, or more likely those around him, calculate that they should sue for peace.

All of this must be carefully choreographed and accompanied by a symphony of diplomacy to keep our allies with us and our adversaries at bay. The aim would be to eventually have a transition government, stabilized for a while by an international peacekeeping force drawn mostly from neighboring states like Turkey.

Now, without boots on the ground, how is it that the U.S. will “assert control of the arming and training of rebels?” And how will the Supreme Military Council ensure that only the “good” insurgents will get the weapons that will be funneled through the SMC? And are we sure that “sending missiles against his military installations” will persuade Assad and those around him to sue for peace? And if he or they don’t, what will be the next step to change his calculations? “Boots on the ground?” And how would he constitute “an international peacekeeping force drawn mostly from neighboring states like Turkey” when all of the neighbors are increasingly on one side or the other of the widening sectarian conflict? Sounds great, but who is he talking about? Iraq? Lebanon? Jordan, Saudi Arabia? And has he consulted the latest surveys on Turkish public opinion and what it might think about sending troops into Syria? Are these informed recommendations? Of course, Keller adds that he doesn’t “mean to make this sound easy,” but, in fact, that’s precisely what he’s doing, just as he did when he was a self-described “reluctant hawk” on Iraq.

Keller also notes that he was wrong on Iraq, calling his position a “humbling error of judgment.” But it’s clear that the statute of limitations on humility — and perhaps on the Iraq War itself — has expired. (Hence, “…getting Syria right starts with getting over Iraq.”) His column is anything but humble. It is filled with the conviction that he knows what’s best for all concerned, with confidence that his risk analysis is on the mark, that good guys and bad guys can be easily distinguished, that doing something is better than doing nothing (an idea he credits to an analyst at the Institute for the Study of War, an American Enterprise Institute satellite). In short, his column is filled with the same kind of arrogance that he brought to Iraq as a “reluctant hawk” ten years ago. Indeed, Syria and Iraq may not be the same, but Keller hasn’t changed.

New intelligence on Iran nuke work”: The Associated Press reports that the International Atomic Energy Association (IAEA) has received intelligence from the United States, Israel and at least two other Western countries showing that Iran has “moved further toward the ability to build a nuclear weapon”.

Nuclear Mullahs, Continued: Bill Keller responds to reader questions about his column that argues against a preemptive war on Iran’s nuclear program:

Q: You say that after an attack, Iran would have strong motivation to rebuild its nuclear facilities, this time faster and deeper underground. But the Israeli attacks on nuclear reactors at Osirak, Iraq, in 1981 and Al-Kibar, Syria, in 2007 were quite successful in keeping those countries non-nuclear.

A: First, Iran’s multiple facilities, well fortified (especially the centrifuges buried deep in the rock at Fordow, near Qom) present a much tougher target than the reactors in Iraq and Syria. Second, and more important, the Osirak attack, far from stopping Iraq’s nuclear ambitions, hastened them. After Israel bombed the reactor, Saddam Hussein launched an accelerated, covert program to manufacture nuclear weapons. When the First Gulf War ended his ambitions in 1991, that program was well underway. Experts disagree how far Saddam was from having a weapon (estimates ranged from six months to three years) but the Israeli strike in Iraq accomplished what many fear a strike in Iran would accomplish: it gave the nuclear weapons program new life. Third, Israel’s attack on the (suspected) nuclear reactor in Syria was kept secret for a long time, so that Syria did not feel obliged to undertake reprisals against the superior Israeli military. It’s inconceivable that Iran and the world would not know whom to hold responsible for an attack on its facilities, and Iranian leaders would have to lash back, if only to save face. Fourth, what ended Iraq’s nuclear ambitions was a full-scale military invasion in 1991 – followed by an (unnecessary and botched) occupation in 2003. No doubt, occupying Iran would solve the problem of its nuclear program. Anybody up for that?

Former CIA Chief: Obama’s War on Terror Same as Bush’s, But With More Killing: Wired reports that Michael Hayden has offered words of praise for President Obama’s counterterrorism agenda after initially criticizing the POTUS’s early comments against programs Hayden helped formulate under George W. Bush, such as the use of “enhanced interrogation” techniques and domestic wiretapping:

“But let me repeat my hypothesis: Despite the frequent drama at the political level, America and Americans have found a comfortable center line in what it is they want their government to do and what it is they accept their government doing. It is that practical consensus that has fostered such powerful continuity between two vastly different presidents, George W. Bush and Barack Obama, when it comes, when it comes to this conflict,” Hayden said Friday while speaking at the University of Michigan.

But Hayden, in a nearly 80-minute lecture posted on C-Span, said Obama came to embrace Bush’s positions. Both Bush and Obama said the country was at war. The enemy was al-Qaida. The war was global in nature. And the United States would have to take the fight to the enemy, wherever it may be, he said.

The Deafness Before the Storm”: Vanity Fair’s Kurt Eichenwald delivers a bombshell report in the New York Times on the 11th anniversary of the September 11th attacks arguing that the Bush Administration had received multiple warnings prior to August 2001 from the CIA about Osama bin Laden’s intent and capabilities to attack US targets. According to Eichenwald, the White House dismissed the agency’s sources as agents “in” on a maskirovka directed by both Saddam Hussein and Bin Laden:

But some in the administration considered the warning to be just bluster. An intelligence official and a member of the Bush administration both told me in interviews that the neoconservative leaders who had recently assumed power at the Pentagon were warning the White House that the C.I.A. had been fooled; according to this theory, Bin Laden was merely pretending to be planning an attack to distract the administration from Saddam Hussein, whom the neoconservatives saw as a greater threat. Intelligence officials, these sources said, protested that the idea of Bin Laden, an Islamic fundamentalist, conspiring with Mr. Hussein, an Iraqi secularist, was ridiculous, but the neoconservatives’ suspicions were nevertheless carrying the day.

“The U.S. is not the target of a disinformation campaign by Usama Bin Laden,” the daily brief of June 29 read, using the government’s transliteration of Bin Laden’s first name. Going on for more than a page, the document recited much of the evidence, including an interview that month with a Middle Eastern journalist in which Bin Laden aides warned of a coming attack, as well as competitive pressures that the terrorist leader was feeling, given the number of Islamists being recruited for the separatist Russian region of Chechnya.

Iraqi Spokesman: Al-Hashemi Is ‘Connected Directly’ To Terrorists”: Al-Monitor interviews Iraqi Government spokesman Ali Aldabbagh on the in absentia death sentence against the country’s Vice President Tareq al-Hashemi and the ongoing oil revenues dispute between Baghdad and the Kurdish north. The wide-ranging interview also touched on Iran-Iraq relations, including an oblique reference to reports that the US is pressuring Iraq to do more to undermine Iranian assistance to the Syrian regime:

Al-Monitor:  The US has asked Iraq to inspect Iranian planes flying to Syria to prevent arms and material from reaching the Syrian government. Is this a reasonable request? Will the government of Iraq consider doing so?

Aldabbagh:  The US never asked [us] to do so, but it is our commitment not to allow the flow of arms or fighters to both parties in Syria. We had informed the Iranians that Iraq will never [allow the] use [of] its airspace to do so. Iraq is ready to be part of international efforts to stop any arms to Syria. We protect our borders from [allowing the flow of] any equipment or fighters to or from Syria. Iraq is totally committed to these principles. The US had satisfied with Iraq measures toward Syria.

:  How do you assess Iraq-Iran relations? Does your relationship with Iran complicate your ties with the United States, as in the case of Syria?

Aldabbagh
:  Never, on the contrary. The US understands that Iraq should maintain good relations with Iran, as we [have] been mediating between them. Even with the Syrians, we differ on some issues with US, while we agree and have the same ideas on some Syrian aspects. Such differences never affect our relations — the US respects Iraq sovergnity [sic] in building relations with others.

“Nuclear Mullahs”: The former executive editor of the New York Times, Bill Keller, summarizes the debate over Iran’s nuclear program and concludes that no war with Iran is far better than a preemptive war and hopes for a change in US policy toward Iran following the 2012 presidential election:

At the end of this theoretical exercise, we have two awful choices with unpredictable consequences. After immersing myself in the expert thinking on both sides, I think that, forced to choose, I would swallow hard and take the risks of a nuclear Iran over the gamble of a pre-emptive war. My view may be colored by a bit of post-Iraq syndrome.

What statesmen do when faced with bad options is create new ones. The third choice in this case is to negotiate a deal that lets Iran enrich uranium for civilian use (as it is entitled to do under the Nuclear Nonproliferation Treaty), that applies rigorous safeguards (because Iran cheats), that gradually relaxes sanctions and brings this wayward country into the community of more-or-less civilized nations.

That, of course, won’t happen before November. Any U.S. concession now would be decried by Republicans as an abandonment of Israel and a reward to a government that recently beat a democracy movement bloody. We can only hope that after the election we get some braver, more creative diplomacy, either from a liberated Obama or (hope springs eternal) a President Romney who has a Nixon-to-China moment.

“U.S. Attack on Iran Would Take Hundreds of Planes, Ships, and Missiles”: Noah Shachtman breaks down Anthony Cordesman’s assessment of what the United States would have to commit militarily if it were to launch “preventive strikes” against Iran’s nuclear sites. Cordesman seriously doubts Israel’s capacity to execute an effective attack and doesn’t necessarily favor the US doing it for the Israelis as Matthew Kroenig did late last year. In short, the costs would likely be monumental while the benefits would be short-lived:

* “Israel does not have the capability to carry out preventive strikes that could do more than delay Iran’s efforts for a year or two.” Despite the increasingly sharp rhetoric coming out of Jerusalem, the idea of Israel launching a unilateral attack is almost as bad as allowing Tehran to continue its nuclear work unchallenged.  It would invite wave after wave of Iranian counterattacks — by missile, terrorist, and boat — jeopardizing countries throughout the region. It would wreak havoc with the world’s oil supply. And that’s if Israel even manages to pull the mission off — something Cordesman very much doubts.

* The U.S. might be able to delay the nuclear program for up to 10 years. But to do so, it’ll be an enormous undertaking. The initial air strike alone will “require a large force allocation [including] the main bomber force, the suppression of enemy air defense system[s], escort aircraft for the protection of the bombers, electronic warfare for detection and jamming purposes, fighter sweep and combat air patrol to counter any air retaliation by Iran.”

“How to Tackle Iran”: The RAND corporation’s Dalia Dassa Kaye writes that Israel’s Iran policy and the US’s response to Israeli sabre-rattling can have damaging effects including a war that few want or need. Meanwhile there are other options and existing assurances that should be considered:

Rather than public posturing aimed at encouraging the United States to make such firm declaratory policies – creating a sense of mistrust and tension in U.S.-Israeli relations that can only benefit Iran – Israeli officials should work with their American counterparts to quietly seek common strategic understandings on what type of Iranian endgame is acceptable and what conditions would need to be in place for force to be contemplated.

At the same time, the United States can continue the wide array of “assurance” policies already underway to ease Israeli concerns over Iran and bolster its military capabilities. With all the apparent doubts among Israel’s political elite that they can’t count on the United States, it is easy to overlook the unprecedented levels of military assistance and cooperation between the two countries.

U.S. military aid to Israel has reached record levels, providing Israel with the most advanced American weapon systems. President Obama and other senior administration officials have also made a number of public statements suggesting that U.S. policy is not to contain Iran but to prevent a nuclear weapons program. In the backdrop of such statements is a steady U.S. military buildup in the Gulf region, including the bolstering of naval vessels and fighter aircraft that could reach targets throughout Iran.

‘America the brittle?‘”: Stephen Walt reminds us that the US is secure and that the only way to get Americans to support militarist foreign policy is by scaring them into believing otherwise:

…The United States is very secure by almost any standard, and most countries in the world would be delighted to be as safe as we are. For this reason, most Americans don’t worry very much about foreign policy, and the only way you can motivate them to support the sort of activist foreign policy that we’ve become accustomed to since 1945 is to constantly exaggerate external threats. Americans have to be convinced that their personal safety and well-being are going to be directly affected by what happens in Afghanistan, Yemen, Syria, or some other far-flung region, or they won’t be willing to pay the costs of mucking about in these various places. Threat-mongering also depends on constantly overstating our adversaries’ capabilities and denigrating our own. So senior officials tell sympathetic journalists that our foes are “resilient” and clever and resourceful, etc., while bemoaning our alleged lack of fortitude. The good news is that it’s not true; if anything, Americans have been too willing to “pay any price and bear any burden” for quite some time.

“Tenacious Sanctions”: Paul Pillar writes that a US trade sanction from 1974 targeting the Soviet Union that’s still in effect even though it’s economically damaging demonstrates how this diplomatic tool can easily morph into a double-edged sword:

This baggage demonstrates how it is far harder to remove a sanction—either a special-purpose injunction such as Jackson-Vanik or placement on a list such as the one for state sponsors of terrorism—than to impose it in the first place. Imposition is usually a gesture of disapproval rather than a well-conceived tactic to elicit a change in behavior. Moreover, lifting of a sanction, regardless of changes in conditions that may justify lifting, gets perceived as making nice to the regime in question, and that can be a domestic political liability. As a result, sanctions that have already demonstrated their ineffectiveness get perpetuated; any disagreeable behavior by the targeted regime, even if it has little or nothing to do with the reason the sanction was imposed, is portrayed as a reason to keep the sanction in place.

“Remaking Bagram”: A day after the New York Times reported on US efforts to transfer its detention operations to the Afghan government in accordance with a March 9 Memorandum of Understanding, the Open Society Foundations (OSF) released a report finding that the agreement and US-retained management and authority over parts of the Detention Facility in Parwan (DFIP) at the Bagram airbase have resulted in an “Afghan internment regime” and “differences in understanding” about who controls the handling of suspects and detainees. As Eric Alterman, Stephen Walt and others have pointed out, his support for the war and excuses for it can never atone for the far-reaching, ongoing effects–over 100,000 dead Iraqis and the damning psychological effects on U.S. soldiers and society to name a few (even if news media cannot be charged with sole responsibility). Nevertheless his attempt to be more critical now is necessary and should be recognized. Like it or not, he has a large audience.

With that in mind consider Keller’s “Falling In and Out of War” op-ed published during the same week that we mark the 9th anniversary of the U.S.-led invasion of Iraq. He notes his previous mistakes and then urges those who are interested in causing more calamity in the Middle East to ask important questions not only about Iran, but Syria too. Of particular importance is the first question,”How is this our fight?”. Keller doesn’t mention Israel in this context but it doesn’t take a genius to make that connection when he says:

Often the American stake is not so clear-cut. We may feel an obligation to defend an ally. (Some allies more than others.) We have been known to fight for our economic interests. We intervene in the name of American values, an elastic rubric that can mean anything from halting a genocide to, in George W. Bush’s expansive doctrine, promoting freedom.

Are those U.S. citizens who reportedly support U.S. military action against Iran asking questions like these? We know that much of the U.S. military establishment and the Obama administration has been doing just that, even if some of the administration’s actions may be bringing us closer to an accidental confrontation.

In any case it’s a welcome development that the Times in general is approaching the Iran issue differently than the likes of the Wall Street Journal’s editorial board and particularly former Jerusalem Post editor Bret Stephens who is consistently furious that the U.S. is being cautious this time around. Simply compare Keller’s words posted above to these by Stephens:

How, then, should people think about the Iran state of play? By avoiding the misdirections of “intelligence.” For real intelligence, merely consider that a regime that can take a rock in its right hand to stone a woman to death should not have a nuclear bomb within reach of its left. Even a spook can grasp that.
