Sunday’s New York Times story that the US and Iran have agreed in principle to direct bilateral negotiations over Iran’s nuclear program provides opportunity for a more honest conversation on Iran than the presidential candidates have had so far. Well, at least this is my hope.

I know the NYT report has already been rejected by the US and Iran. But the rejections on both sides have a similar quality. Despite the Iranian refusal to meet with the US in the talks that began in Istanbul last April, neither has rejected the possibility of bilateral talks as an outgrowth of the P5+1 process. And both have said that talks within the P5+1 frame will begin in late November (time and place to be determined). In any case, the P5+1 frame has increasingly become a venue dominated by US demands.

But the value of the NYT revelation or leak is not in the reporting of an agreement on a potential meeting but in the impact it may have on the nature of the conversation about Iran’s nuclear program. The reality is that the presidential race has so far managed to avoid the real Iran question. Certainly there has been grandstanding and threats. There was the frenzy over the need to set red line or deadline for Iran which was thankfully calmed — at least temporarily — by Prime Minister’s Benjamin Netanyahu’s inane performance at the UN.

The campaign has also been full of sounds bites regarding the seeming contrast between “having Israel’s back” and “not allowing daylight between Israel and the United States”. But there has been no conversation regarding the rapidly approaching decision time regarding Iran. No conversation regarding whether the United States, after years of offering what it knew would be refused, is willing to offer something that Iran can accept.

Everyone knows what the elements of the offer are: limits on levels of enrichment combined with a more robust inspection regime in exchange for calibrated reduction of some of the sanctions. There are many details to be worked out in difficult negotiations, but these details cannot even begin to be addressed without public acceptance of some enrichment in Iran or the acknowledgment of Iran’s proverbial “inalienable right.”

Why do I say that there is a rapidly approaching decision time for which direction to go in? Well, sanctions have worked to create economic havoc in Iran. No doubt both President Mahmoud Ahmadinejad and Leader Ali Khamenei are primarily responsible for the deteriorating conditions. But their responsibility lies not in their incompetence in managing the economy per se but in their miscalculation. Khamenei, in particular, suspected negotiations would not go anywhere (at least, this is what he keeps saying) but he failed to prepare the country for his publicized “resistance economy.”

A resistance economy cannot be created overnight; certainly not when the economic helm of the country is in the combined hands of a populist president who underestimated the force of sanctions and a cantankerous Parliament caught between the demands of higher ups and pressures from lobbies and constituencies.

Not that Khamenei does not want a deal. He does and the encounters of the past four years have exhibited his openness to talks whenever there was hope in or detection of a degree of flexibility in the US position. But these encounters have also shown that he perceives himself as standing at the helm of a highly contentious political terrain that demands addressing certain bottom lines for Iran.

With the draconian economic measures imposed on Iran in the past year, the same political terrain makes quite impossible the acceptance of a deal that does not bring about some immediate, palpable, even if small, relaxation of the sanctions regime.

Some would say that this is precisely why this is no time for flexibility on the part of the United States. It will be throwing a lifeline to Khamenei and “them,” whoever they are. Now that sanctions are working, going for the throat is the right thing to do, they say. In response to this argument, which is also prevalent among some in the Iranian Diaspora who yell hard, accusing any country negotiating with Iran of being a traitor to the cause of the Iranian people, I would say that they are not adequately aware of the social and ideological forces than can be mobilized inside Iran to maintain a defiant, albeit limping, country.

Unless Khamenei and company are given a way out of the mess they have taken Iran into (with some help from the US and company), chances are that we are heading into a war in the same way we headed to war in Iraq. A recent Foreign Affairs article by Ralf Ekeus, the former executive chairman of the UN special Commission on Iraq, and Malfrid-Braut hegghammer, is a good primer on how this could happen.

The reality is that the current sanctions regime does not constitute a stable situation. First, the instability (and instability is different from regime change as we are sadly learning in Syria) it might beget is a constant force for policy re-evaluation on all sides (other members of the P5+1 included). Second, maintaining sanctions require vigilance while egging on the sanctioned regime to become more risk-taking in trying to get around them. This is a formula for war and it will happen if a real effort at compromise is not made. Inflexibility will beget inflexibility.

An additional benefit from directing the conversation away from whether to attack Iran and how to sanction it further is the positive impact on the nuclear debate inside Iran. There is no doubt in my mind that the conversation that has focused on attacking or sanctioning Iran until it kneels or submits has had the effect of making the hardliners defiantly louder and silencing those pushing for the resolution of the “Amrika issue.”

The loudness of the defiant folks rests on a simple argument again articulated last week in no uncertain terms by Khamenei himself: America’s problem with Iran is not the nuclear issue and talks for the US are not intended to resolve the nuclear standoff; they are a means to extract surrender from Iran.

If Khamenei is not correct, then a clearer public articulation of the extent of compromises the United States may be contemplating in order to resolve the nuclear standoff can encourage a conversation inside Iran as well. My bet is that it will also empower those pushing for Iran to show a bit more flexibility in its bottom line.

Kissinger also merged Washington’s previously stated red line, an Iranian nuclear weapon, with Israel’s red line, nuclear capability, when arguing that the White House needs to decide what preventing Iran from obtaining a nuclear weapon boils down to:

Now, we do need to define for ourselves when we say that nuclear weapons are unacceptable — nuclear weapons capability is unacceptable — we need to know for ourselves what we mean by that. What is the definition?

I would say private red line, publicly decided in terms of tactical necessity.

Kissinger concluded by endorsing Mitt Romney’s “responsible foreign policy.”

On Iran, Mitt Romney told ABC that his “redlines” are essentially the same as Obama’s. But he subsequently changed his position on the subject when pressed by pro-Israel advocates in a private campaign forum, the Cable reports. It’s now unclear which position he and his foreign policy advisors agree on.

Martin Indyk: ‘I’m afraid that 2013 is going to be a year in which we`re going to have a military confrontation with Iran’”: On CBS’s Face the Nation Sunday morning talk show, former Ambassador to Israel and “architect” of the dual containment policy against Iran and Iraq during the 1990s Martin Indyk told host Bob Schieffer that no president would issue a public ultimatum, such as a “red line”, not even Romney:

The idea of putting out a public red line, in effect, issuing an ultimatum, is something that no president would do. You notice Governor Romney is not putting out a red line. Senator McCain didn`t, either, and neither is Bibi Netanyahu, for that matter, in terms of Israel`s own actions, because it locks you in.

And I think what`s clear is that the United States has a vital interest in preventing Iran from getting a nuclear weapon. There is still time, perhaps six months, even, by Prime Minister Netanyahu`s own time table, to try to see if a negotiated solution can be worked out. I`m pessimistic about that.

If that doesn`t work out, and we need to make every effort, exhaust every chance that it does work, then I`m afraid that 2013 is going to be a year in which we`re going to have a military confrontation with Iran.

Richard Haass, President of the Council on Foreign Relations, also suggested military action was possible in the near future and that the declaration of “red lines” would be unhelpeful, concurring that “instead of red lines, let me suggest deadlines,” arguing that “what we ought to do is go to the Iranians with a diplomatic offer and make clear what it is they have to stop doing, all the enrichment material they have to get rid of, the international inspections they have to accept, in return sanctions would be reduced, and they would be out from under the risk of attack.”

McCain: U.S. “is weakened” under Obama”: Also on Meet the Press this Sunday was Senator John McCain (R-AZ), who decried the Obama Administration’s Syria policy and complained that the US is ceding ground to radical Islamists:

McCain: In Syria, 20,000 people have been massacred. These people cry out for our help. They`ve been massacred, raped, tortured, beaten. And the president of the United States will not even speak up for them, much less provide them with the arms and equipment for a fair fight when Russian arms are flowing in, Iranian help and Hezbollah on the ground.

Schieffer: So, what is it that we`re doing wrong here?

McCain: Well, it`s disengagement. Prior to 9/11, we had a policy of containment. Then after 9/11, it was confrontation with the terrorists and al Qaeda. Now it`s disengagement.

Every time– you just saw the spokesperson– we`re leaving Iraq. We`re leaving Afghanistan. We`re leaving the area. The people in the area are having to adjust and they believe the United States is weak, and they are taking appropriate action.

McCain also criticized the President for having a public dispute over “red lines” with Netanyahu and said that the US should tell then Israelis “we will not let them cross and we will act with you militarily.”

Don’t Expect a Romney Intifadeh, the Palestinians Are Used to Disappointment”: Tony Karon of TIME responds to leaked remarks Mitt Romney made at a fundraiser in Florida in which he asserted that the Palestinians do not want a peace deal with Israel and suggested that his administration would “kick the ball down the field” with little hope for future progress on the peace process. Karon argues that while it is rare to hear such words from politicians in Israel, the West Bank or the US, in practice, kicking the ball down the field has been the “default policy” for the Obama Administration and its predecessors:

…. The prospect of achieving a two-state peace via a bilateral consensus at the negotiating table remains remote for the foreseeable future. Admitting as much, however, has been deemed unwise for the U.S., for Israel and for a Palestinian leadership that has invested the entirety of its political being in the Oslo accords. After all, admitting that there’s no prospect of ending the occupation through a “peace process” that survives only as a misleading label for the status quo would force all sides into an uncomfortable choice of accepting things as they are or finding new ways of changing it.

Netanyahu is being pressed by his own base in the direction of formalizing the de facto creeping annexation of the West Bank, while Abbas has become a kind of twilight figure, facing a rebellion on the ground that could sweep away the Palestinian Authority. He is once again threatening to walk away from Oslo and annul the agreement, to dissolve the Authority or to press forward with his bid for statehood at the U.N., but neither the U.S. nor Israel, nor many of the Palestinians on whose behalf he threatens these actions, appear to take such threats very seriously. Abbas may be waiting — in vain — for Washington to change course, but not many Palestinians believe that’s likely to happen.

Romney’s comments, and the extent to which they jibe with Obama’s default policies even as the catechisms of the peace process are duly recited, are simply a reminder that the game is up. No matter who wins the White House in November, the Palestinians aren’t going to get any change out of Washington.

Talk to Iran’s Leaders, but Look Beyond Them”: The New York Times runs an op-ed by CFR Fellow Ray Takeyh urging the US to cut “an interim deal” over Iran’s nuclear program so that it can move past the matter and focus on exerting more support to the political opposition there to compel the leadership to pursue a different course:

Once an interim deal is in place, the United States must take the lead in devising a coercive strategy to change the parameters of Iran’s domestic politics. A strategy of concerted pressure would seek to exploit all of Iran’s liabilities. The existing efforts to stress Iran’s economy would be complemented by an attempt to make common cause with the struggling opposition.

…. Under such intensified pressures, Ali Khamenei, the supreme leader, could acquiesce and negotiate with the opposition. There are members of the Iranian elite who appreciate the devastating cost of Iran’s intransigence and want a different approach to the international community. The problem is that these people have been pushed to the margins. If Khamenei senses that his grip on power is slipping, he might broaden his government to include opposition figures who would inject a measure of pragmatism and moderation into the system.

The history of proliferation suggests that regimes under stress do negotiate arms control treaties: Both the Soviet Union and North Korea signed many such agreements. …. Once there is a new outlook — as there was in the Soviet Union when Mikhail Gorbachev came to power — then it is possible to craft durable arms limitation agreements.

Maybe Netanyahu’s arrogance, greater than the norm even for Israeli prime ministers dealing with the United States, may be a force that eventually reshapes the relationship. It can do so by making it painfully clear to Americans what they are dealing with. M. J. Rosenberg evidently is talking about this when he goes so far as to say that Netanyahu “poses an existential threat to the Jewish state.” He is referring to the damage being done to the relations with the superpower patron—that “all Netanyahu is accomplishing with his ugly saber-rattling is threatening the survival of the US-Israel relationship.” That may well be the effect of Netanyahu’s behavior on the relationship, but perhaps we should not speak of this in terms of threats. Replacing the current pathological relationship with a more normal one certainly would be good for U.S. interests. Ultimately, however, it also would be good for the interests of Israel, which, in order to get off its current path of endless conflict and isolation, desperately needs the sort of tough love that it is not getting now.

James Kitfield argues that “by inserting himself into a U.S. presidential election, Israel’s Benjamin Netanyahu has jeopardized the long-term health of the alliance”:

But more important, this pressure on a U.S. president waging a tough reelection campaign all but guarantees that the enmity between Obama and Netanyahu will only worsen, to the point where they, like Shamir and Bush, may not talk frankly or show their true cards. What if one country wants to strike and other isn’t ready? What if one country strikes and then both need to coordinate the aftermath? If the leaders aren’t on the same page, their countries aren’t likely to be either. Netanyahu’s gambit has lowered trust when the stakes–war and a nuclear-armed rogue–are highest.

Barbara Slavin says Netanyahu’s misreading of US attitudes is harming his own strategy:

Recent polls show that 70% of the American people do not think it is worth attacking Iran to try to prevent it from developing nuclear weapons — and a majority would not join an Israeli strike against Iran. For someone partly raised and educated in the United States, the Israeli prime minister is profoundly misreading the American mood.

Instead of pushing the US government to agree to “red lines” beyond which Iran cannot cross, Netanyahu is alienating US officials and many other Americans — including those who count themselves pro-Israel. The Israeli prime minister is repeating a pattern of ill-considered behavior that made the administration of Bill Clinton so furious at him that Clinton’s campaign advisers eagerly went to Israel in 1999 to work for Netanyahu’s then political rival, Ehud Barak.

And while being less daring than the others, even Jeffrey Goldberg is trying to explain why Netanyahu is taking the risk of “alienating” Obama:

So why risk alienating the man who he believes will probably be president until January of 2017? Because Netanyahu genuinely believes that Obama, at the crucial moment (whether it is this year, next year or the year after), will flinch and allow Iran to cross the nuclear threshold. This is why he is pestering the President for red lines. I’ll get into the red line discussion later, but the nub of the issue now is Netanyahu’s view of Obama.

Q: You have long advocated negotiating seriously with Iran, something the Obama administration at least came into office intent on doing. Before talks got underway, however, street protests broke out in Tehran following the 2009 Presidential election. While the administration claimed this came as a complete shock to them, I imagine it was less so for you given that in 2007 you stated that Iran “is a country that may be confronting serious internal problems once Iranians don’t feel that the outside world, and particularly the United States, is subjecting them to a siege.” You also have personal experience with handling street demonstrations in Tehran. How did the Obama administration do in responding to the 2009 Iran protests in your opinion? What about the uprising that latter swept through much of the Arab world?

A: I do not feel that the United States had much freedom of action insofar as a response to the upheavals in Iran and more generally in the Middle East is concerned.  These processes are inherently connected with social change within the region, and especially so in regards to the phenomenon of massive political awakening of their younger populations.  The rhetoric that is used in that connection by many of the spokesmen involved in the upheavals tends to be democratic, but democracy is not necessarily the real object of mass political aspirations.  The aspirations are rooted in historical resentments, social discrimination, financial envy, and sheer frustration.  The result tends to be assertive populism which is not to be confused with imminent institutionalization of democratic processes.

Saudi Arabia May Become Oil Importer by 2030, Citigroup Says: A research report from Citigroup this week projected that at present domestic consumption rates, the Kingdom of Saudi Arabia will become a net importer of oil by 2030:

Oil and its derivatives are used for about half of the kingdom’s electricity production, which at peak rates is growing at about 8 percent a year, the bank said today in a an e-mailed report. A quarter of the country’s fuel production is used domestically, more per capita than other industrialized nations, as the cost is subsidized, according to the note.

“If Saudi Arabian oil consumption grows in line with peak power demand, the country could be a net oil importer by 2030,” Heidy Rehman, an analyst at the bank, wrote. The country already consumes all its natural-gas production and plans to develop nuclear power, which pose execution risk amid a lack of available experts, safety issues and cost overruns, Rehman said.

Last year the Guardian reported that a handful of Aramco executives had confided to US and Saudi officials that “the kingdom’s crude oil reserves may have been overstated by as much as 300bn barrels – nearly 40%” in recent years.

France gives Syria “liberated zones” aid, mulls weapons – source: Moving ahead of Turkey, the UK and the US, Reuters reports that France, one of the more enthusiastic voices in support of Syrian rebels — “has started helping rebel-held parts of Syria so these “liberated zones” can run themselves and is considering the possibility of supplying heavy artillery to protect them from government attacks.”

According to Reuters:

Paris said last week it had identified areas in the north, south and east that had escaped President Bashar al-Assad’s control, creating a chance for local communities to govern themselves without residents feeling they had to flee Syria.

“In zones where the regime has lost control, such as Tal Rifaat (40 km north of Aleppo), which has been free five months, local revolutionary councils have been set up to help the population and put in place an administration for these towns so as to avoid chaos like in Iraq when the regime pulls back,” the source said.

The source said France, which last week promised an extra 5 million euros ($6.25 million) to help Syrians, had started giving aid and money on Friday to five local authorities from three provinces – Deir al-Zor, Aleppo and Idlib. The areas are home to about 700,000 people.

Additional British and US humanitarian and communications aid has also been promised in the past few weeks. The Syrian government has complained that this aid is going to jihadist groups, the New York Times reports, also citing a report in Reuters in which the director of Doctors Without Borders claimed to have encountered many anti-Assad foreign fighters in Aleppo.

Supporters of the rebels, including unnamed US officials speaking to the Telegraph, have countered that all aid recipients have been carefully vetted for links to jihadist organizations.

Bridging the U.S.-Israeli gap on Iran: The Washington Post’s editorial board weighs in on the Democrat party controversy over whether or not to include language on Jerusalem in the 2012 party platform. The editors mainly focused on “the differences between Mr. Obama and Mr. Netanyahu over the urgency of considering military action against Iran.” The Post urges the administration to redress “the bizarre spectacle of senior U.S. military and diplomatic officials focusing their time and attention on trying to prevent an Israeli attack rather than an Iranian bomb” and publicly state that all options, and specifically military actions, are on the table:

Certainly there would be dangers to a more explicit presidential statement, including that the United States would start down a slippery slope toward war. But if Mr. Obama really is determined to take military action if Iran takes decisive steps toward producing a bomb, such as enriching uranium to bomb-grade levels or expelling inspectors, he would be wise to say so publicly. Doing so would improve relations with Mr. Netanyahu and deter unilateral Israeli action — and it might well convince Iran that the time has come to compromise.
