With US bombs dropping on Iraq once again and Israeli troops having moved out of Gaza, the fighting between Hamas and Israel has faded a bit from the headlines. But the battle for the narrative of the 2014 Gaza war is now stepping up its intensity, and, as usual, the truth seems to be losing.

To comprehend what has happened in Gaza and Israel over the past few months, one must understand not only the underlying causes, but also the immediate triggers. It is something of a victory that one of those underlying causes, the siege of the Gaza Strip, has remained at the center of the discourse, after spending much of the past seven years off the radar and outside of diplomatic and media discussions.

One overarching point, however, has become a virtual theme not only in Israel, but also in the United States and much of Europe: this latest conflagration started as a result of Hamas rockets being fired upon Israel. Yet only a willful misreading of the timeline can bring about this conclusion.

Triggers

Two events set the current escalation in violence in motion. One was precipitative: the unity government agreement between Fatah and Hamas. That move was welcomed, however conditionally, by the US and the international community, but was bitterly opposed by Israel’s far-right government.

Prime Minister Benjamin Netanyahu was concerned that a unified Palestinian government would be in a better position to restart the peace process to which he is so opposed, and possibly even wrangle international pressure toward some small concessions from Israel. He needed an opportunity to shatter that unity government without incurring the wrath such open defiance could bring, especially from Europe.

The second event was the spark that gave Netanyahu just what he wanted. The kidnapping and murder of three youths from an Israeli settlement presented him with a political opportunity and he seized it.

By the morning after the event, the Israeli government knew the youths were dead. Israelis are somewhat accustomed to people being killed, but when they are held captive, the country becomes incensed. So, Netanyahu maintained a charade about the young men being alive to whip the country into a frenzy.

As the anger in Israel built up, Netanyahu stoked the Palestinian fire with a massive operation in the West Bank, targeting Hamas operatives. The Israelis did this knowing that the kidnapping was not a Hamas operation, but one perpetrated by the Qawasmeh clan, which is affiliated with Hamas but is notorious for acting on its own. Recently, Israel has tried to cover up this aspect with claims about the perpetrators having received “funding” from Hamas. But that is a thin tale; this act didn’t require any funding.

So Israeli forces swept through the West Bank, sometimes encountering resistance that resulted in several Palestinian deaths, and brought the day-to-day lives of tens of thousands of Palestinians to a halt. They arrested hundreds without charge, including many who had been released in 2011 as part of the swap for the captured Israeli soldier, Gilad Shalit. That was a breach of the exchange agreement and a very sore point for Palestinians across the board.

It was at this point that one of the quietest periods in rocket fire from Gaza began to crack, although Hamas was not yet the party firing. Matters escalated from there, with all the horrors, bloodshed and destruction that we’ve since witnessed.

Facts vs. Half-Truths

That picture obviously doesn’t paint Israel in a very favorable light. So it’s no surprise that it is being distorted by the constant repetition, from a great many quarters, that “no country would tolerate rockets being fired at it or tunnels being dug across its border.”

We’ve been hearing that line or support for it even from people critical of Israel’s swath of destruction across Gaza. It is often a justification for Israel’s actions, within a criticism of Israel is “going too far,” perhaps even way too far. But this war was a lot more than a justifiable response taken too far.

Israel’s “right of self-defense” was defended like a holy relic. But little is ever mentioned about the requirement under international law for an occupying power to ensure the safety of the people under its occupation. In other words, Israel is ultimately responsible for the safety of Palestinians not only in the West Bank, but also in Gaza. Israel controls Gaza’s coastline, airspace and most of its borders as well as holding a “buffer zone” inside it. So even under the kindest interpretation, Israel is at least responsible for protecting Gaza from outside attack.

Israel is also undoubtedly absolutely responsible for the safety of its citizens. It certainly does have every right to protect Israeli civilians from attacks, whether from within or without. That, however, is not the same as the right of self-defense.

The tunnels, which have become a terrifying specter for Israelis despite the fact that they’ve been there for years in some cases and had not been used until this conflict was in full swing, did not necessitate the massive destruction that Israel caused in Gaza. Egypt managed to find a way to destroy hundreds of tunnels without levelling Rafah, for example.

It is, of course, true that countries do not tolerate cross-border fire and infiltration. But in most cases, countries avoid the whole question by not occupying territory over their border. True, Israel is not the only country engaging in occupation, but the examples are few and far between these days — relics of a bygone age when colonialism was in style. That’s why Israel is dealing with these vexing issues. Indeed, while sovereign states have the right of self-defense and the responsibility to protect their citizens, occupied people also have the right to resist — but we don’t hear that very often.

Of course, the right to resist does not mean Hamas or any other Palestinian group is justified in targeting civilians or putting civilians at undue risk with indiscriminate weapons. Any legitimate inquiry into the events of recent weeks must look at those crimes as well.

Still, the narrative needs to be kept in perspective. First, any balanced judgment of what has happened needs to recognize the capacity of each side not only for destruction, but also for avoiding undue destruction. It must also examine the scope and scale of damage suffered by each side.

A reasonable narrative must also consider the entire situation. The escalation to this conflict was caused by Israel’s attempt to shatter the Palestinian unity government. The war probably went further than Netanyahu — who is not adventurous by nature and tends to be more reluctant about engaging in large-scale military actions than most of his predecessors — really wanted. But this war did not start because Hamas increased its rocket fire. Nor did it begin with the goal of eradicating infiltration tunnels.

If people believe Israel was justified in its actions, then they should be defending the actions Israel actually took. Instead, the narrative is being shaped by an opening sentence: no country would tolerate rockets and tunnels. One hopes the entire truth will seep in, but when even many critical thinkers begin their argument that way, it’s hard to stay hopeful.

With a 72-hour truce apparently holding in Gaza and Israel having ended its ground operation, now seems like a fair time to assess where things stand. Has anyone emerged from this war in a better position? Is there anything that can, at least in a cynical and Machiavellian sense, be called a victory?

Palestine

It goes without saying that the overwhelming majority of the physical destruction was borne by the people of Gaza. At this point, the numbers are just horrifyingly grim: 1,968 dead — 1,626 of whom were civilians — and 7,920 wounded. While we don’t have a precise percentage, we do know that there are at least 2,111 children and 1,415 women among the wounded.

The already mangled sole power plant in Gaza was damaged even further, leaving most of the strip without electricity. The United Nations Development Program estimates between 16 and 18,000 homes were severely damaged or destroyed and over half a million Gazans (out of a population of roughly 1.8 million) have been internally displaced.

As one report put it, “…almost every piece of critical infrastructure, from electricity to water to sewage, has been seriously compromised by either direct hits from Israeli air strikes and shelling or collateral damage.”

This is clearly the worst hit Gaza has taken, demonstrably more severe than Operation Cast Lead (2008-09). Even so, there seems to be no appetite there for a return to the status quo ante from the mass media, social media or my own interactions; the call for an end to the seven-year Israeli blockade of Gaza as part of a lasting ceasefire persists.

Concomitantly, Hamas, though still facing the same problems as before (an inability to pay civil employees, increasing isolation in the region due to the decline of the Muslim Brotherhood and little leverage of their own to address Gaza’s economic woes) has been strengthened politically by Israel’s onslaught.

Once again, Hamas survived without conceding, and that grants them a considerable boost. It won’t last forever, of course, but they have re-established themselves as the leaders in confronting Israel. The unity agreement between Hamas and Fatah has also apparently survived the fighting, though in practice the destruction of Gaza’s infrastructure makes implementation there much more difficult. Palestinian unity was the primary reason that Israeli Prime Minister Benjamin Netanyahu lied to the Israeli public about the fates of the three murdered Israelis in June — the event that sparked the spiral into this violence. That, too, can be counted as a victory.

The relationship between the Palestinian Authority and Hamas is very unclear. It seemed strained in June, as Israel swept through the West Bank under the pretext of looking for the three youths who they knew were already dead. Palestinian President Mahmoud Abbas continued his security cooperation with Israel during this time and even prevented demonstrations against Israel’s actions after the fighting started in Gaza.

But as the fighting wore on, Abbas, who at first supported Egypt’s ceasefire proposal that Hamas could not accept, began supporting Hamas’ demands to end the fighting. By the end, Abbas was accusing Israel of war crimes, threatening to sign the Rome Statute and thereby bringing Israel to the International Criminal Court, and calling for the blockade of Gaza to be lifted. Officially, the PA has not broken the unity agreement — another major victory for Hamas.

Yet Hamas could not have missed the signals of this round. They managed to increase global awareness of the blockade, but found themselves being pressured by the Arab League. Turkey and Qatar remain Hamas’ only allies, but they proved largely ineffectual against the United States, Egypt, and the Saudis (despite the Saudi rhetoric, which was varied and clearly unsympathetic to Hamas but sympathetic to Gazan civilians).

At this point, efforts again appear geared at getting the PA back into the business of controlling Gaza’s borders. For Hamas, that will be a mixed blessing. If it happens with the unity agreement intact, then Hamas will have won itself a clear place in the Palestinian political system, and Israel will have to accept it if they let the PA administer the border crossings. Israel won’t like that at all, but the US, Egypt and the Saudis may push hard for such an arrangement in the interest of stability. This would also be a step toward ending Hamas’ control over the strip, to the extent that there is anything that can legitimately be called Palestinian control in Gaza.

Israel

The Israelis are not buying into Prime Minister Netanyahu’s claim of decisive victory in this operation, but they are overwhelmingly supportive of his decisions. In part, this reflects an appreciation of reality — Israel did a lot of damage in Gaza, but didn’t do itself a lot of good. The other part is that most Israelis believe that Netanyahu didn’t really want things to go this far.

Bibi whipped his country into a racist frenzy when those young men were kidnapped. Knowing Israeli sensibilities as he does, Bibi knew that their deaths would end the story, but a kidnapping would continue to enrage hard-line sectors of the Jewish populace. The idea was to drum up popular support for a series of actions against Hamas which, Netanyahu hoped, would shatter the Palestinian unity deal.

But Bibi’s right flank immediately started pressuring for escalation. Bibi didn’t want that, but once Hamas started fighting back in earnest, the political pressure for a broader operation was more than he could resist. The pressure continued, as did Hamas’ firepower, probably more than Bibi expected them to use. As matters escalated, Netanyahu had to keep re-defining the mission’s goals. First it was punishing Hamas for the murders, then it was a “quiet for quiet” arrangement — in other words a straight up ceasefire.

That idea was not met with public approval. By this time, Israelis were considerably frightened. Hamas’ rockets were penetrating much farther into Israel than ever before, and while the Iron Dome defense system limited the actual damage, it did not limit the spread of fear. So, the Israeli goals became diminishing Hamas’ rocket ability and eliminating what Israel called “terror tunnels.”

The tunnels are very frightening to Israelis and Israel appears to have eliminated them. But there are two big problems with this narrative. Firstly, destroying the tunnels was the main focus of the ground operation, but Egypt managed to destroy hundreds of them without a military attack; they simply flooded them from the Egyptian side. The second problem is that, while Israeli fears about the tunnels are understandble, it’s worth noting that Israel has known about them for quite a while and Hamas hadn’t used them until this round of fighting began.

So what, really, did Israel achieve? It caused Hamas to use about two-thirds of its rockets, but those can be replenished, and at the point of the ceasefire, Hamas and other factions were still firing at will. Israel destroyed Hamas’ tunnels, but they had been there for years and were posing only a potential threat. Israel meanwhile failed to destroy the unity agreement, at least for now.

These gains were bought by Israel at the price of Palestinian blood, and a higher domestic death toll than Israel is accustomed to (67, including three civilians). As much as it appears like Tel Aviv doesn’t care about that price, it is clear that Israel’s image took a major hit in this engagement. Formerly sympathetic media showed injured Gazan children and destroyed neighborhoods. Even the United States expressed concern about the disregard for civilian life and called the attack on a United Nations school that was housing refugees “disgraceful.” The UK is now reviewing all military sales to Israel, and Spain has suspended all military sales.

Those things should not be overstated. England and Spain are merely expressing their displeasure at Israel’s total disregard for civilian life in Gaza and will re-commence their sales to Israel in due course. Despite its occasional statements, the US has repeatedly defended Israel throughout this episode and is using the ceasefire to send more supplies to its ally.

Still, Israel has definitely come out of this appearing far more villainous than Hamas. That’s going to make a difference going forward. Israel may no longer be able to bury the issue of the Gaza blockade, a form of collective punishment that has only helped solidify Hamas’ rule in Gaza and has deprived the people while failing to prevent the buildup of Hamas’ rockets. No one bought into the anti-Iran portion of Netanyahu’s rhetoric, another failure for Israel. Even in the US Jewish community, this onslaught shook a lot of pro-Israel faith and sent other Jews out of their living rooms and into the streets.

I see nothing but an illusion of victory here for the Israeli right. And for the rest of the country, the surge in extreme nationalism made Israel look a lot more like a fascist state than the Middle East’s “only democracy.”

The United States

There’s really little to say here. The US will look back at its actions in the Middle East in 2014 as one of the lowest periods in its diplomatic history. Secretary of State John Kerry failed to broker a ceasefire, and when he finally got one, it was broken within two hours. While both sides had different stories about who really broke the ceasefire, the Israeli narrative dominated and allowed Netanyahu to tell the United States not to “second-guess him” about Hamas.

Leaks to Israeli media disparaged both President Barack Obama and Kerry. The US again showed the world that while it does have the power to pressure Israel, it is not going to use it, no matter how bloody Israel’s actions become or how many times it insults its American patron. The US meanwhile stands alone in defending Israel’s actions.

The Obama administration has occasionally had some good ideas about the Middle East, but has repeatedly shown it doesn’t have a clue about how to implement them. It paints itself as an advocate for peace, but shows no willingness to back up its words in the face of Israeli resistance. That’s why it’s more important now than ever for Europe or some other outside party to push its way past the US in dealing with this issue.

The circumstances and the content of each proposal demonstrates very well why outside pressure is necessary to end this vexing, seemingly endless struggle and just how differently Israelis and Palestinians view both current events and the conflict as a whole.

Let’s look at the two proposals. Egypt, acting as the United States normally does, worked out the details of its ceasefire idea primarily with Israel. The deal reflects the Israeli and Egyptian agenda: it mostly follows the formula of “quiet for quiet,” essentially bringing back the status quo ante of early June. It offers Hamas a vague promise of future negotiations to address the siege of the Gaza Strip. But this is hardly something Hamas will put stock in. The 2012 ceasefire agreement, which was negotiated by then-Egyptian President Mohamed Morsi, a man much friendlier to Hamas than the current Egyptian leadership, also made such a promise and it never came to anything. Finally, Egypt says it is willing to open the Rafah border crossing between Gaza and Egypt more widely but only if Hamas allows Palestinian Authority security to police it instead of their own people.

It’s not hard to see why Hamas viewed that offer, and its exclusion from the talks, more like a call to surrender than a ceasefire. Indeed, that’s what it was. The offer was likely made with the expectation that Hamas would refuse it. That is one reason, along with the fact that I don’t see them getting a better deal from continued fighting, that I thought Hamas should have taken it. But it is perfectly understandable that they did not.

Hamas recently confirmed its terms for a ceasefire: Israel should lift the siege it has imposed on the strip for the last seven years, and release all the prisoners it arrested last month during its sweep of the West Bank while the Netanyahu government was keeping the Israeli public and the world from immediately finding out that the three youths who were ostensibly being searching for were already dead. In exchange, Hamas would agree to a ceasefire.

Those terms are undoubtedly unacceptable for Israel, and Egypt for that matter. They won’t because they don’t have to. Each of them, by themselves, is far more powerful militarily than Hamas. Together, they are even more so, and they have the backing of the United States, quite openly. More discreetly, they also have the backing of much of the Arab leadership in Saudi Arabia and most of the Gulf states, which, with the exception of Qatar, generally despise Hamas and the Muslim Brotherhood, Hamas’ ideological forebears.

Therefore, Israel and Egypt will follow the most basic rule of international politics: might makes right. They will ignore minor details like peace, security for both Gazans and Israelis, and most of all, international law. They will do this because they can.

But really, what is Hamas demanding? That they be set free from a crippling siege that has remained in full force with only minor and occasional amelioration through ceasefires and flare-ups alike. That seems like a perfectly reasonable demand, an expectation, even, especially since Israel claims that it is no longer an occupying power in Gaza. Inside, that may be true, but Israel controls the airspace, the offshore areas and the overwhelming majority of Gaza’s borders, except for the southern one, which Egypt controls. It permits only limited amounts of supplies into the strip, bars many things like chemicals and building materials entirely and allows almost no exports. According to most international law experts, Israel has the responsibilities of an occupying power proportionate to the control it exerts. Thus, Israel is not responsible for internal policing of Gaza, but it is responsible for the effects of its control — meaning the siege is illegal.

Hamas, and most Palestinians, surely see the demand to lift the siege as a minimal one. Hamas is not, after all, demanding that the entire occupation regime be lifted for a ceasefire to take place, nor that Israel, for example, repair the damage it has done to Gaza’s only power plant or compensate Gaza for the destruction of its airport.

But the majority of Israelis see the siege as a defensive measure. They believe lifting it will enable Hamas to reload with much more and better weapons and then they will strike much harder and might, at that point be able to deliver a real blow to Israel, something far beyond their ability right now. Most Israelis do not see the Egyptian proposal as a Hamas surrender, but rather as a very reasonable return to the status quo ante.

Israelis believe their leaders when they say they are not targeting Gazan civilians, despite the rather conclusive evidence to the contrary (such as bombing an open beach with children playing on it, destroying a hospital with patients in it, bombing the homes of Hamas leaders with their families inside, etc.). Palestinians see the destruction of civilians, homes, and Gaza’s infrastructure as justifying firing rockets at Israel. Israelis see Hamas as willing to sacrifice its own civilians in order to kill Jews. Palestinians see Israel as offering them a choice of being bombed to death relatively quickly or starved to death more slowly.

The point is not whether one view or the other is right or wrong (we all obviously have an opinion on that, myself included). The point is that these are two completely irreconcilable views. When we combine that with the massive imbalance of both political and, especially, military power involved and the sense both sides have that they cannot afford to be seen as letting the “violence of the other” dictate the terms of the ceasefire, we see the impasse. So where does that leave us?

Ultimately, it is more than likely that Israel’s overwhelmingly greater ability to cause death and destruction, along with the fact that Hamas (and Gaza in general) has very few countries willing to stand up for it in the international arena, will force Hamas to accept a deal that closely resembles the one they just rejected. But all that will do is reset the clock to ticking down to the next round.

If there were a genuine desire to find a way to stop this endlessly repeating loop, there would need to be forceful international mediation. Such mediation cannot come from those countries that stand with Israel against Hamas (Egypt, the US) nor those who have the reverse position (Turkey, Qatar). It can only come from an international delegation, either under the auspices of the UN or in the form of a committee from a variety of countries. There would need to be international guarantees and sanctions applied to both sides (and, crucially, actually enforced) for violations of any agreement.

That, of course, is not something Israel would ever accept. It has no reason to sacrifice its impunity, because it has might — militarily, economically and politically — on its side. And as long as that is true, it simply has no good reason to moderate its position. In this regard, it acts like any other country. And the ineffectual Hamas rockets, terrifying though they may be to so many in Israel, are not coming anywhere near giving Israel any incentive to change.

The bottom line: it is the United States, which unconditionally runs interference for Israel in the Security Council and which arms Israel and completely ignores the fact that Israel uses US-made weapons in blatant contravention of US law, that is fueling this fire. It will support Israel in its refusal to allow any other outside party to mediate, and will certainly ensure that Israel retains its impunity. And the US will do this against the better judgment of its president and secretary of state, both of whom are well aware that the security of Israelis and the very lives of Palestinians both depend on ending the 47-year old occupation, lifting the siege of Gaza and allowing the Palestinians to achieve their freedom. Such is the effect of domestic politics in the United States, and it is playing out in blood in the Gaza Strip right now.

The fighting in Gaza will continue for some time, as a ceasefire agreement brokered by Egypt fell apart. Despite the bellicose language Israeli Prime Minister Benjamin Netanyahu has employed over the past week, it was Hamas and not Israel that rejected the proposal. This was, to be sure, the direct result of that proposal not meeting any of Hamas’ demands for a ceasefire and, because as one Israeli official put it, “…we discovered we’d made a cease-fire agreement with ourselves.” The dynamics of this turn of events are important and tell us much about how the ground has changed in the region. We first must ask why Hamas rejected the Egyptian proposal. They have been rather clear about their reasons:

  1. Hamas felt, quite correctly, that Egypt had essentially negotiated this deal with Israel, then presented it as a fait accompli to Hamas. In fact, they said they first heard about it through social media.
  2. Hamas has declared that they intend to come out of this round of fighting with some gains. In particular, they want to end the siege that Israel has imposed on the Gaza Strip since 2007, the release of all the prisoners who had been re-arrested recently after being freed in exchange for Hamas freeing Gilad Shalit in 2011, and the negotiation of a long term truce, as was agreed in 2012, but never acted upon. The terms of the proposal offered no such relief, or any real change to the status quo.
  3. Many among Hamas and other groups believe this proposal was deliberately put forth by Egypt as one Israel would accept and Hamas would reject, in order to legitimize further attacks on Gaza. The way things have unfolded, they may be correct.

Those reasons may show a certain rationality in Hamas’ refusal to accept a ceasefire. Wisdom and real concern for the innocents suffering under Israel’s bombings are far less apparent, however. In fact, Hamas’ refusal to accept the ceasefire completes the process of wiping from the memory of much of the world the fact that Israel initiated this round of fighting.

Rarely has Netanyahu been more accurate than earlier yesterday, when he said “[If Hamas] doesn’t accept the ceasefire proposal…Israel will have all the international legitimacy to broaden its military activity in order to achieve the necessary quiet.” Indeed, Hamas’ decision does exactly that. There will still be expressions of concern from various quarters, but for the most part, pressure on Israel to stop its onslaught from the US, EU, UN and even many Arab states will diminish essentially to zero. It is hard to imagine that the refusal is going to lead to a better deal. The only thing that might, and only might, do that is a massive uptick in civilian deaths from where the number is at now. Hardly something anyone would wish for. So, while Hamas may have had very good reason to reject this deal, it does not seem that rejection is a better option.

Indeed, one may argue that accepting the ceasefire deal with certain reservations may have put Hamas in a better position. At least the massive uptick in death and destruction in Gaza would have been stemmed, even if temporarily.

Egypt’s New Position

Hamas has issued a statement rejecting further Egyptian efforts to mediate a ceasefire. They will now accept only Turkey or Qatar in that role. Those are, not coincidentally, the only two significant states who support the political goals of the Muslim Brotherhood, which the new Egyptian regime joins Saudi Arabia and many of the Gulf States in despising.

Egypt has now demonstrated that not only has its position on Hamas hardened since the ouster of the Brotherhood and President Mohamed Morsi, it is even more antagonistic to Hamas than former President Hosni Mubarak. Given this, it is likely that the role Mubarak frequently played as a broker between Israel and Hamas is not one that the current General/President Abdel Fattah al-Sisi can assume, and this was a failed attempt to show that he could.

This will please Netanyahu, who is surely seeing the new Egyptian regime as much more to his liking than anything that ever came before it. But it is going to complicate matters for the United States, all the more so as Israel is not likely to accept Turkey or Qatar as an intermediary. Without Egypt as a broker, the US is going to have a much harder time stabilizing these periodic escalations between Israel and Hamas. This, again, may suit Netanyahu, who believes US President Barack Obama is much too quick to try to end conflicts. But it also makes Israeli decisions as to when to back off more complicated, as the US will not be able to give Israel a way out that shields its leadership at least a little from the political fallout of ending these operations while Hamas is still in control of the Strip.

Hamas’ weakened position

Hamas is facing serious isolation. Egypt was surely never very sympathetic to Hamas, even when Morsi was in office. It is now even more firmly in the US-Israeli camp. Hamas’ support for Syrian rebels and the slow thaw of relations between the United States and Iran has (to Netanyahu’s chagrin) cooled the Hamas-Iran relationship, and Qatar has had to back away to some degree from its support of the Brotherhood and its affiliates like Hamas due to pressure from other Gulf states. This is why, despite the forecasts by many that this latest round will end with the status quo more or less maintained, Netanyahu, and probably also Mahmoud Abbas, believes a severe blow can now be struck against Hamas.

Netanyahu believes, not without reason, that this can be done without resorting to the kind of all-out assault, and even re-occupation, which is being pushed by his right flank in Israel. Consider the Islamist group’s current position. It was already struggling to pay workers in Gaza and had been arguing with the Palestinian Authority in Ramallah about who bears the responsibility. Egypt’s harder line has been stifling the “tunnel economy,” which was the only method for bringing many goods and supplies into Gaza that Israel would not permit to pass through its blockade. Hamas seemed to have nothing but rhetoric to offer to deal with the situation, and it was losing standing among the Palestinians, both in Gaza and the West Bank.

Islamic Jihad and other, more radical Palestinian factions, which Hamas was generally preventing from taking violent actions against Israel from Gaza, were accusing Hamas of abandoning its revolutionary ideals. Add to this the loss of much of its support from the rest of the Arab and Muslim world, in the wake of the decline of the Brotherhood throughout the region, and it’s not hard to see why Netanyahu believes that, even if the outcome of the current fighting is merely an agreement to go back to the way things were, he will still come out a big winner.

He may be right. But it is more likely that Israel’s continued attacks will cause the various factions to rally together, as they have in the past, strengthening Hamas’ position. It is also more likely to exacerbate the already dire predicament Abbas is in, as he has cracked down in the West Bank to prevent anti-Israel protests during the fighting, sacrificing what little respect and confidence the Palestinians had left in the PA President.

To Cease or not to Cease

Hamas, Islamic Jihad and other factions fighting in Gaza can certainly make the case that they have successfully stood firm under Israel’s attacks while demonstrating that they can shoot their missiles throughout Israel. The rockets being used in many cases were actually made in Gaza, along with what they have been able to smuggle in from outside. The fact that the locally made rockets include some of the medium range ones that have been penetrating farther into Israel than ever before is one reason Hamas is perhaps in less of a rush than one might think to stop the fighting.

The calculus, though, is cold and fails on a number of levels. The most obvious failure is the suffering of the people of Gaza. Over 190 Gazans have been killed, the vast majority civilians. These deaths do raise a great deal of anger among Palestinians against Israel, but to what end? There does not seem to be any victory, or even small gains, on the horizon for which these people are dying. When the fighting dies down, Israel will be the same villain in Gaza it always was, but people are surely going to wonder why the fighting went on for as long as it did with no gains in sight. And that is really the nub of it — there seems to be no hope for Hamas to achieve any of its goals, such as lifting the maritime blockade on Gaza or easing the border crossings. If they are hoping that other forces — such as those in Lebanon, which have lobbed a few projectiles across the border and to which Israel has responded quite forcefully — will be opening another flank against Israel, they are not paying attention to events in Syria and Iraq, which are occupying the efforts of Hezbollah and other parties that might be willing to engage Israel.

There simply isn’t an endgame that represents progress for Hamas. In 2012, when then-Egyptian President Morsi brokered an agreement, Hamas could claim a few minor concessions from Israel (which never really materialized once there was no pressure on Israel to follow through with them). There will be nothing of that sort here, but Hamas seems to be desperately clinging to the hope that it can extract something to base a claim of victory on.

That’s a terrible gamble. It is much more likely that the refusal to agree to a ceasefire is giving Netanyahu exactly what he wants: the chance to deliver a blow to a weakened Hamas regime in Gaza. Hamas has given Netanyahu the means to do this without having to overcome the global opposition that was apparent at the beginning of the current fighting. Their refusal is understandable. Israel has repeatedly failed to live up to prior agreements, and this entire thing does look very much like a setup cooked up by Egypt and Israel.

Still, it seems like the rejection of the ceasefire plays into Netanyahu’s hands even more than going along with it would have. Hamas was faced with two bad options. Some may say they chose the lesser of two evils, but they seem to have opted for the path of salvaging some pride while losing more innocent lives and gaining nothing.

Temptations of Power: Islamists & Illiberal Democracy In a New Middle East is a first-rate, thorough, yet controversial study of what drives political Islam as well as the complex relationship between political Islam and repressive regimes. The focus is on Egypt’s Muslim Brotherhood, Tunisia’s Ennahda, and Jordan’s Islamic Action Front.

The book is a welcome primer on contemporary political Islam and should be a required reading for students, academics, policymakers, policy and intelligence analysts, and anyone interested in the contemporary Middle East and the rise of Islamic political parties and movements. The author focuses on mainstream Sunni Islamist movements, the largest and most established of which is the Muslim Brotherhood, traces Islamists’ brush with political power, and examines at length their performance once in power, as in Egypt and Tunisia.

Shadi Hamid, a Fellow at the Brookings Institution, has spent several years interviewing Islamic activists and political party leaders in Egypt, Jordan, and Tunisia. He started writing the book before the eruption of the Arab revolutions in 2011 and interviewed numerous senior leaders and thinkers of the Egyptian Muslim Brotherhood, including the deposed Egyptian president, Mohamed Morsi. The author’s deep expertise in political Islam’s ideologies, politics, governing style, and tactics is clearly visible in this highly welcome book.

Key Arguments

The author advances several hypotheses, which should keep scholars of political Islam occupied for years to come. Perhaps his most controversial thesis is that regime repression has pushed Islamists “along a more moderate path.” He examines “two distinct phases in the Islamist narrative—one defined by the experience of repression and the other by the democratic openings made possible by the Arab revolutions.”

Islamists’ electoral strategies were carefully developed in order not to arouse the suspicions of the regime, the ruling party, or other non-Islamist parties. By running a limited number of candidates in any particular election, Islamists emphasized their motto of “participation not domination.”

While Islamists opted for elections and political participation in Egypt and Jordan, according to Hamid, they were far from being liberal democrats. The Muslim Brotherhood, for example, views itself not as a traditional political party but as a religious, social, and educational movement or organization.

Despite their active participation in electoral politics, “the goal of Islamist groups is the ‘Islamization’ of society, [which] goes well beyond the political realm.” The author expertly discusses the stages of Islamization, which the Muslim Brotherhood and other Islamist groups have pursued to Islamize the individual, the family, and the society at large. Once in power, Islamists have pursued a form of “illiberal democracy” by infringing on the liberties of others. In essence, moderation in the past four decades has not made Islamists liberal democrats.

Islamists have been more comfortable in opposition than in power. Rachid Ghannouchi, head of the Tunisian Enmahda, according to the author, warned Islamists that they would be “loved by the people before they get to power and then hated afterward.”

The book’s central argument, which is perhaps the most controversial as well, is that regime tolerance of the opposition, including allowing more political freedoms, did not necessarily lead to moderating policies promoted by Islamists. On the contrary, the author asserts, “increasing levels of repression, rather than resulting in radicalization, can have amoderating effect on Islamist groups, pushing them to reconsider and redefine their policy priorities.”

Islam, Politics, and Ideology

As governing parties, Islamists have sought popular support for their policies by moving to the center. The Muslim Brotherhood (MB) preached that “freedom and Islamization were not opposed but rather went hand in hand.” In the hundreds of hours of interviews, which the author conducted with MB activists and leaders, he sought to understand how and why Islamists adopted more moderate ideologies when they actually gained state power.

He challenges the prevailing view in academic literature, which states that Islamists moderate in response to “political participation and inclusion.” He tosses out the accepted “inclusion-moderation” hypothesis and the so-called “pothole theory of democracy” which maintain that when in power Islamists tend to focus on bread-and-butter issues and less on ideology. Hamid strongly argues that engaging Islamists, either on the part of the ruling regime or by outside actors, does not automatically push them to moderate.

This is a radical challenge not only to academic theorizing about Islamists’ political strategies but also to Western governments’ policies of Muslim world engagement, especially since the terrorist attacks of September 11, 2001. Policy makers in Western countries have urged authoritarian regimes in the Arab Muslim world to open up their political systems and allow mainstream Islamists to contest the political space.  Regimes are told that as Islamists experience more freedom and less repression, they would move away from radicalization and extremism and move toward the moderate center.

By contrast, the author argues that, when faced with extreme repression and the threat of eradication by the regime, Islamists tend to moderate. Despite continued regime repression and the massive arrests and convictions of MB leaders, the Muslim Brotherhood’s commitment to democratic politics has remained unshakeable. The MB followed a similar policy during Mubarak’s repressive regime. In the 1980s and 1990s, the MB formed political alliances with other parties in order to elect some of their members to the national legislature—first, with the Wafd Party and then with the Labor Socialist Party. Later on, MB parliamentary candidates ran for elections as independents.

Despite Egypt’s “turn to repression” in the 1990s, the MB continued to participate in parliamentary elections and to reach out to the West with their message of moderation, pragmatism, pluralism, and inclusion. In response to regime accusations in the 1990s depicting the Islamists as “regressive and close-minded,” the MB submitted more detailed statements to the public and to the outside world emphasizing their commitment to pragmatism and inclusion. The MB’s 1994 statement included sophisticated analysis of their commitment to pluralism, inclusion, women’s rights, and minority (read Christian) rights.

The last chapter “The Past and Future of Political Islam,” offers a brilliant analysis of the political ideology of political Islam, the recent experiences of political Islamists, and the lessons the region and the international community should take from these experiences. Although the MB committed huge political and ideological errors in its first year in office under Mohamed Morsi, it would be naïve and shortsighted to see the experience as a failure of political Islam itself. Although Morsi’s failure resulted from policies of a specific Islamist party in a particular country under unique circumstances, it could offer instructive lessons to other Islamist political parties that aspire to govern.

Concluding Comment

Sophisticated as this book is, the author did not establish a convincing causal relationship between repression and moderation and whether Islamists’ moderation was a response to regime repression or a strategy for survival.

For example, why was the MB “forced” to moderate, as Hamid puts it? If MB Islamists were “forced to moderate by their circumstance,” did those circumstances include regime repression, popular calls for democracy, the fear of liquidation by the regime, or a desire to win elections? Did the Islamists’ moderation reflect liberal tendencies or an innate desire to survive under repression? Were the frequent compromises the MB in Egypt and the Islamic Action Front in Jordan made in response to regime repression a sign of moderation or a strategy for survival? Was the shift the Muslim Brotherhood made toward political participation in the mid-1990s tactical or strategic? These critical questions are too often left begging.

Hamid does an excellent job, on the other hand, in discussing the role of foreign actors, especially the United States, in the MB’s evolving stance on democratic politics.

There was a real diplomatic blowup in the Knesset last week, when Naftali Bennett led a walkout of the chamber by his HaBayit HaYehudi party during a speech by European Union Parliamentary President Martin Schulz. The comment Schulz made that elicited his response was this: “A Palestinian youth asked me why an Israeli can use 70 cubic liters of water and a Palestinian just 17. I haven’t checked the data. I’m asking you if this is correct.”

Is this just another example of Israeli hyper-sensitivity and over-reaction? In fact, it is not. At first glance, this seems like a foreign leader framing a question, one that seems to be regarding an issue that makes Israel look no worse than frequent statements about settlements and foot-dragging on the peace process. It actually touches on an issue that is at the very heart of the Israel-Palestine conflict, but that is too often overlooked. That issue is water.

When one mentions water in conjunction with the Middle East, there is always this “oh, yeah” reaction as people remember that this is probably the single most important issue in the region. But it is too rarely considered in political analyses. It isn’t discussed often enough in the context of the roots of the Israel-Palestine conflict, but it is absolutely fundamental to Israeli policy and Palestinian dispossession.

People are usually puzzled as to why Israel risks international isolation and opprobrium in order to maintain its occupation. Is it religious zeal? Nationalistic fervor? An obsession with security considerations that Israel’s military might has transcended and that are based in military thinking that is a half-century out of date? All of these are very real factors. But somehow, water is never mentioned as more than an afterthought (and I confess, I am as much at fault as my fellows in this regard).

But anyone who has ever been to Israel and also to other countries in the region knows that Israel, although it certainly needs to be more water-conscious than most Western countries, lives a more water-rich lifestyle than any of its neighbors. Talk to older Israelis who remember things before 1967; that was a different Israel in many ways, and water was a big issue. The difference between Israelis and Palestinians in the West Bank and East Jerusalem is even more starkly visible; the contrast between homes with lush lawns and, in some cases, swimming pools in the settlements, and the arid homes of Palestinians with water cisterns on the roofs that are not always filled on schedule and often hold less than what is required between fillings is quite striking.

Today, and for more than four decades now, many of Israel’s major cities get a huge portion of their water from the mountain aquifer in the West Bank. Other water sources in Israel are dependent on this aquifer, and a few other smaller ones in the West Bank as well (see the map here). So not only would abandoning the West Bank mean that Israel loses a major portion of its water supply, the Palestinians would actually have the ability to control the sources of some water that is drawn within Israel’s internationally recognized boundaries.

That’s why water is always a sensitive issue. It’s made more so, of course, because, while the Palestinians and Israel “share” this major water resources, consumption is not at all equal. According to the Israeli human rights organization, B’Tselem, daily per capita water consumption among Palestinians connected to the water grid in the West Bank for domestic, urban, and industrial use is some 73 liters. In areas in the northern West Bank, consumption is much lower. In 2008, per capita daily consumption was 44 liters in the Jenin area and 37 liters in the Tubas area, according to B’Tselem’s statistics. Today it’s about 38 liter per day in Jenin, but 169 in Jericho, which is very close to Israeli usage. About 113,000 Palestinians are not connected to the water grid, however, and their daily consumption is a mere 20-50 liters.

Most Palestinian water consumption is thus considerably lower than the WHO’s and USAID’s recommended bare minimum of 100 liters per day, and considerably less than the Israeli average of about 183 liters per day. So, yes, Schulz overstated it when he said Israelis consume four times as much per capita as Palestinians. They “only” consume between 2.4 and 3.5 times as much, with the gap between the average Israeli and the worst off Palestinian being about 7.5 times as much. And, let’s remember, that this is a resource that Israel took from the Palestinians when they occupied the West Bank. Before that, under Jordanian rule, and for the most part under the British Mandate, West Bank Palestinians enjoyed full access to the water resources in their area.

The conditions described above apply only in the West Bank. In Gaza, the situation is much worse. Gaza depends almost entirely on the coastal aquifer, which is also used by Israel and Egypt. The Palestinian Water Authority pumps more than three times the aquifer’s replenishment rate per year, and even that, due to unreliable supplies of electricity, water supply is erratic on a daily basis.

Over-pumping of that aquifer is a long-term problem, one that pre-dates Israel’s occupation of the Strip in 1967, but is now reaching crisis proportions. According to WHO findings, the Strip is expected to exhaust its supply of usable drinking water in 2016. UNICEF says that at present, 90% of the water from the coastal aquifer is unfit for human consumption. The majority of Gaza’s citizens have to buy water from vendors, with some paying as much as one-third of their income on water.

The pollution of the aquifer will, of course, also have a significant effect on Israelis and Egyptians, even beyond the fact that they will have to find alternative water sources. The World Bank funded the construction of a water treatment plant to alleviate part of this problem, but although the plant has been completed, it stands idle, caught in the middle of a dispute between Israel and Hamas over Israel providing increased electricity to the Strip in order to run the plant (Gaza still depends on Israel for most of its energy needs).

One can expect that Israel will eventually address this issue. The siege has, from the beginning, been carefully managed by Israel to ensure the deprivation of Gaza’s population while avoiding the sort of massive death and illness that might create international outrage and force Israel to act. But the water issue, as it involves both Gaza and the West Bank, threatens to turn into something much greater.

Although some groups, including the International Committee of the Red Cross, had warned years before the outbreak of violence in Syria of the extent of destabilization that the water crisis there could cause, such warnings were not loud enough and went unheeded by all those world leaders (including the Obama administration) who are currently wringing their hands about their “inability” to take action to stop the ongoing civil war there. In the Occupied Palestinian Territories, a similar dynamic is currently underway, and it is complicated by the occupation, the concomitant restrictions on movement and on Palestinian access to water (while Israeli needs have not yet been impacted significantly) and by the continuing and increasingly petty bickering between the Palestinian Authority and Hamas.

The subject of water is therefore a touchy one for Israel on many levels. Not only is it an issue of unequal access to this most crucial of resources, but it also illustrates the difficulties of truly separating Israel and the Palestinians. Indeed, when it comes to water, it will be impossible for Israel to end the occupation and maintain its current standard of living with regard to water. It will also be impossible for any Palestinian entity to survive without significant external investment in irrigation, water treatment, desalinization, and other methods of conserving and treating water. In other words, when it comes to water, it is highly unlikely that Israel and the Palestinians can separate from each other as the Oslo formulation of a two-state solution envisions.

It has often been said that in the 21st century, water will become one of, if not the leading cause of war. That is nowhere more evident than in the Israel-Palestine conflict. The warning signs are all there now, before things spiral even farther than they already have. But water can also become the basis for a pressing need on which Israelis and Palestinians can cooperate. That can lead to a practical solution and, while that can be a single state as some advocate, it can also be a two-state vision, albeit one that is very different from the Oslo formulation. Two states existing in cooperation and mutual dependence is the key to avoiding more conflict and opening the door to healing. That, rather than the obsessive separation of the two peoples, can exist in two states and can lead to peace. Water can either be the spark for increased conflict or the key to a better future for both peoples. This is the choice facing Israelis, Palestinians and, yes, the United States.

Addendum: The Israeli journalist Amira Hass, writing in Ha’aretz, lists some very pertinent and basic facts about the use of water and the massive inequality therein between Israel and the Palestinians. She makes it quite clear that the situation is much more dire than even Schulz realizes and that Israel is going to great pains to ensure that people (including most Israelis) don’t know how bad it is. The so-called “renewed” Israel-Palestine peace process is turning out to be nothing more than an illusion, as many observers from across the political spectrum expected. But the United States is apparently intent on blowing more smoke to maintain that hallucination as long as possible. And the Palestinian Authority, typically, is falling into a trap.

US Secretary of State John Kerry’s idea to keep a tight lid on the proceedings was a good one if talks lead somewhere. If they don’t, the aggrieved side is likely to head to the media to air their grievances, feeling that the process is not getting them where they want and that public pressure is their only option. Doing so, however, will surely anger the United States and open the door for the party causing the leaks to end up with the lion’s share of the blame for the talks’ failure.

Amid reports of deep Palestinian dissatisfaction with the way the talks are going, the US seems to be offering the public the same long-view analysis that they did months ago. Not commenting on what is actually taking place between the Israelis and Palestinians in their discussions, a senior State Department official offered the view that the turmoil in Syria and Egypt is spurring the two sides toward compromise.

“Both sides have made clear to us and to each other that they do not want the turmoil to engulf them and that therefore it motivates them to try to resolve their conflict to prevent that from happening,” the official told reporters. This rationale was part of the explanation Kerry offered as he was bringing the sides together as to why this time would be different from previous rounds of talks. It fails, however, to address the matters that are bringing the talks crashing down, which are just like those problems from previous talks.

Palestinian negotiators have been telling reporters that Israel is insisting on a new interim agreement, where a provisional Palestinian state would be established on 60% of the West Bank and no settlements would be removed in the initial stage. That is a non-starter for Palestinians, and they were making that clear before the talks even resumed. For their part, the Israelis, and specifically Prime Minister Benjamin Netanyahu, have been making it equally clear that they will not use the 1967 borders as a reference and are not seeking anything more than establishing a new interim arrangement. So, the new impasse was entirely predictable. And this gives the US view the air of a performance, hiding the very real evidence that these talks were doomed from the first and the US should have, and may well have, known it.

Kerry’s decree that both sides refrain from talking to the media suits Israel just fine. The talks progressing at a snail’s pace or making no progress at all is very much in Netanyahu’s interest. Should there be measurable progress, it would set off a firestorm of political controversy in Israel, and would jeopardize his coalition, which is sympathetic to Israel’s settler population in the West Bank and is overwhelmingly committed to blocking any compromise on the key issues of Jerusalem and Palestinian refugees. Netanyahu’s biggest concerns thus far have centered around his own people; his man in the negotiating team, Yitzhak Molcho, is there to restrain Minister of Justice and lead negotiator Tzipi Livni from actually negotiating too much. So he is more than content to abide by Kerry’s diktat about talking to the media.

But the Palestinian team has to be concerned about the perception among their populace that they’ve been dragged back to the table to talk and allow Israel to claim it is negotiating in good faith while new settlement construction continues apace. Israel certainly has not made it any easier for them, announcing several new expansion projects in key settlement areas in the West Bank and East Jerusalem. And Israel’s refusal to recognize the 1967 borders as a starting point, and the US’ acceptance of that stance, gives the Palestinian people even more reason to see these talks as nothing more than a sham. The PA negotiators are desperate to find a way to get the United States to change this framework, but the US was playing an understated role from the beginning. That led to the first Palestinian complaint of US mediator Martin Indyk not being involved in the discussions. With US eyes fixed now on Syria and the soap opera playing around that issue on Capitol Hill, it is far less inclined to reconsider its approach to Israeli-Palestinian talks. So, they go to the media, leaking their complaints in the probably vain hope the US will care.

While the US is not very concerned about these Palestinian leaks for now, that is likely to change at one of two points. The first possibility could occur if the Syrian crisis diminishes in some way, Egypt doesn’t erupt again and there is a comparative calming. Then people might start paying attention to these sputtering talks and the Palestinian complaints could become a more prominent story. This doesn’t seem as likely as the second possibility: the talks fail and the blame game begins. That raises the question of whether the Obama administration will follow the example of Bill Clinton and blame the Palestinians. It might consider the devastating effect on any hope for peace that Clinton’s initial blaming of the Palestinians resulted in (he later modified his story, but by then it was too late and, in any case, a lot less people were paying attention). But Netanyahu will surely be portraying the Palestinians as the party responsible for the failure, and will be able to use as evidence the fact that they, publicly, went along with Kerry’s program while the Palestinians did not.

The fact that Kerry this week entreated the European Union to back off even their very meager ban on funding projects in and with Israeli settlements while the question of bombing Syria was raging says a lot about his disposition in these talks and the naiveté of the Palestinians in ever thinking the US would even try to get Israel to negotiate toward a Palestinian state based on the 1967 borders. There hasn’t been even the slightest hint of US pressure on Israel to make any concessions whatsoever, and this is why the Palestinians have run to the media, despite knowing that Kerry and Obama would be displeased. Unfortunately, US behavior in these revived talks has met and exceeded even the lowest expectations of fecklessness and fully reaffirmed its position as a thoroughly dishonest broker.

For the last few weeks, Lobelog has been noting the continued disagreements among US neoconservatives over how to respond to the military coup in Egypt, with a few prominent neocons such as Robert Kagan denouncing it while many others are supporting it and calling on the Egyptian military to finish off the Muslim Brotherhood (MB). These disagreements are continuing apace; yesterday, the Wall Street Journal‘s Bret Stephens offered the latest salvo with a call for the US to “Support Al Sisi“. The column is vintage Stephens: after offering his typical platitudes about the need to throw off comforting pieties and make the best of a set of bad options, he concludes: “Gen. Sisi may not need shiny new F-16s, but riot gear, tear gas, rubber bullets and Taser guns could help, especially to prevent the kind of bloodbaths the world witnessed last week.” Evidently this clear-eyed apostle of Seeing The World As It Is has determined that the Egyptian military has been massacring protesters with live ammo only because it’s been running low on rubber bullets.

But the neocons are only one segment of the US right-wing coalition, and their disagreements may not be symptomatic of what’s happening in the rest of it. Indeed, a wider focus could suggest that US right-wing support for the Egyptian military is even stronger than it might otherwise appear.

One particular aspect of the story that we might miss by focusing only on the neocons is the religious angle. Read National Review, still the flagship of the right and a place where various elements of the coalition mingle, and you will find very little on the killing of MB supporters, the rumored release of former President Hosni Mubarak, or other stories that have dominated mainstream coverage of Egypt. Instead, there’s a whole lot of coverage — and I do mean a whole, whole lot of coverage — of the plight of Egypt’s Coptic Christian minority. The Copts are facing a “jihad,” a “pogrom,” a “Kristallnacht“; unsurprisingly, the magazine’s editors have urged the US to “back Egypt’s military,” in large part to protect the Copts, whose status is “a good bellwether for whether progress is being made in Egyptian society.”

Meanwhile, other NR commentators are going farther. Witness David French (former head of Evangelicals for Mitt [Romney] and prominent Christian Zionist) demanding that the US leverage its aid to force the Egyptian military to step up its anti-MB campaign in defense of Christianity: “The Muslim Brotherhood is our enemy, the Egyptian Christians are victims of jihad, and the American-supplied Egyptian military can and should exercise decisive force.” While French does not spell out exactly what he means by “decisive force,” given the current political context it can only be taken as a show of support for the military’s indiscriminate massacres of MB supporters.

None of this, of course, is to diminish the plight of Egypt’s Coptic Christians — those of us living in security elsewhere should not scoff at the justified fear and foreboding that they must feel. It’s merely to say that reports on their predicament, like Andrew Doran’s, which make claims like “bizarrely, Western media have largely portrayed the Muslim Brotherhood [rather than Christians] as the victims of violence” — while making no mention whatsoever of the hundreds of MB supporters who have been killed in recent weeks — give readers a rather skewed perspective on the current situation.

Yet this is a perspective that we discount at our own peril. The foreign policy commentariat may tend to view the situation in Egypt through the lens of realism versus neoconservatism, or democracy promotion versus authoritarianism. But for large segments of the US public, the situation in Egypt is first, foremost and last a struggle between Muslims and Christians, and when viewed through this lens their unstinting support for the coup leaders is all but guaranteed.

The comedy of errors that is US involvement in Egypt is reaching new heights. The Obama administration continues to be torn by conflicting preferences and concerns. This week its blunders reached new heights after it blessed the trip of Republican Senators John McCain and Lindsey Graham to Egypt. The ensuing farce was inevitable.

The GOP Senators are somewhat less obstructionist than others in their party; they have not always opposed Barack Obama’s policies simply because they were his policies. While many of the current Republican crew are virtually absolute in opposing anything Obama does, McCain, in particular, has only done that most of the time. But they are certainly not Obama’s allies, and, while the administration made it clear that the duo were not their representatives in Egypt, it was almost certain they would only complicate matters. So, they did.

By hypocritically (even if accurately) labelling the military’s ouster of President Mohammed Morsi a coup, McCain and Graham further aggravated the box of Obama’s indecision. If anyone believes the good Senators are sincere in their call for the interim government to engage with the Muslim Brotherhood, they need only recall McCain’s description of them in 2011: “I think they are a radical group that first of all supports Sharia law; that in itself is anti-democratic — at least as far as women are concerned. They have been involved with other terrorist organizations and I believe that they should be specifically excluded from any transition government.” Does anyone seriously believe his views have changed so much in two years?

Moreover, while Graham and McCain made it clear they consider Morsi’s ouster a coup, they also support continuing aid to Egypt, which would be forbidden under US law if there was indeed a military coup.

But McCain and Graham are only one side of the coin. On the other is US Secretary of State John Kerry and his ill-advised statement that the military acted to “restore Egyptian democracy” when they ejected a duly elected president. In other words, we had the administration’s lead diplomat angering the Muslim Brotherhood with his statement, and GOP senators infuriating the military and its current government with their own. A nice double whammy.

As I pointed out last week, this sort of snafu is the result of indecisiveness on Obama’s part regarding how to respond to the events in Egypt. The Supreme Council of the Armed Forces (SCAF) represents the old Egypt, the one the US had a very cozy relationship with, and their announced agenda in the wake of deposing Morsi was for a new transition to a civilian government. But despite that, SCAF still ousted a democratically elected president in a military coup. The Muslim Brotherhood was one of a number of so-called moderate Islamist governments coming to power in the region in recent years, and might have represented a worrying trend for the Western interests of a potential region-wide alliance of states including Tunisia, Turkey and possibly others as change continues in the Arab world. The Brotherhood shot themselves in the foot by trying to impose their will on Egypt and attempting to re-establish a nearly dictatorial presidency and failing to take significant action on the economy. It seems, from current polls, that the Brotherhood has a lot less support in Egypt than they once did. But they were ousted in a coup, and while their protests are not winning over hearts and minds, neither is the harsh crackdown by the government.

What the US is seeing now is the potential for the Brotherhood to rebound from this major setback by taking up their familiar position of a besieged minority. Indeed, one of the greatest obstacles to reconciliation in Egypt is the Brotherhood’s willingness to embrace that familiar role again, and the government’s apparent willingness to use excessive force, which will enable the Brotherhood to regain some of the sympathy it has lost, if not now, at least in the long-term.

The military and Brotherhood seem both to be pursuing their agendas while remaining completely deaf to the interests and legitimacy of the other side. Indeed, while the Brotherhood is casting the military as just the latest in a long line of military usurpers in Egypt, the SCAF is portraying its adversary’s actions as a part of a “war on terror”, with the Brotherhood in the role of al-Qaeda. That will resonate in the West, which has a tendency to view all Islamists with the same lens. But such abject demonization is likely to have lasting and divisive effects, not only in Egypt, but throughout an Arab world already seething with conflict.

The words of McCain and Graham have perhaps chilled some of the US’ cozy relationship with the SCAF, but the SCAF leadership is well aware of the fact that the Senators do not speak for the Obama administration. In the end, their work will make Obama’s job a bit harder, mostly because they made the entire United States look foolish and poorly organized.

Kerry’s words, however, will prove to be a much greater impediment to US diplomacy in Egypt. By legitimizing the coup, Kerry may well have eliminated any chance for US mediation toward the goal of a truly inclusive government — the only alternative to anti-democratic rule by iron-fist or more spiralling chaos in Egypt. With the Brotherhood’s supporters continuing their protests, while apparently engendering only minority support among the Egyptian populace for such actions, and the military government continuing — and perhaps soon escalating — its crackdown on the Islamist forces it has recently characterized as terrorist elements, true mediation is needed now more than ever. But the waters are now so poisoned that the US and EU may be unable to help even with pure motives.

Considered together, the words of Kerry, Graham and McCain reflect the confusion of US policy in Egypt. It is an absence of policy, caused by a conflict between a desire to see the Middle East move toward moderate Islamist politics on the one hand and the understanding that a return to dictatorship, and the accompanying crackdowns on Islamists, is not going to bring the stability that, above all else, the West most desires. Those conflicting impulses have paralyzed US policymaking and brought about the comedy of errors we are now witnessing.

Ironically, the Brotherhood and related parties throughout the region were already marginalizing themselves and screwing up their chances at power. All the US and the Egyptian military had to do was let them hoist themselves on their own petard. Even now, freeing Morsi and other Brotherhood leaders in Egypt and allowing the people to vote again can well be expected to produce a very different result than it did in 2011. The deafness of all sides to the other — and the refusal to allow political processes to take their own course — has narrowed the options on all sides, leaving few good ones for anyone, especially the United States.

I agreed with the easily assailable decision by the Obama administration to refrain from labelling the ouster of Egyptian President Mohammed Morsi a coup. It still is my belief that doing so might be consistent with US law, but would not be helpful to Egypt. Instead of taking funding away from the military which, since it now directly controls the Egyptian till, would simply divert the lost funds from other places (causing even more distress to an already reeling Egyptian economy) it would be better to use the aid as leverage to push the Supreme Council of the Armed Forces (SCAF) toward an inclusive political process that would include drafting a broadly acceptable constitution and, with all due speed, re-installing a duly elected civilian government.

Yet, despite rhetoric supporting just such an outcome, the United States has done nothing to push for such an Egyptian future. The withholding of four F-16 fighter planes means nothing; the SCAF knows they will get the planes in due course and they have no immediate need for them. Mealy-mouthed statements from US officials calling for “all sides” to show restraint are boilerplate and meaningless, all the more so in the wake of the massive violence last weekend, where scores of Egyptian supporters of the Muslim Brotherhood were slaughtered.

What is the US’ desired outcome? Surely, the Obama administration is not comfortable with the level of violence we are currently seeing in Egypt. And equally surely, however much SCAF might be the familiar partner — the one we know and who can be counted on to cooperate with US policy initiatives — the administration must realize that a renewal of the sort of military dictatorship embodied by Gamal Abdel Nasser, Anwar Sadat and Hosni Mubarak cannot be re-installed permanently in Egypt anymore.

But it is also clear that the United States was not at all comfortable with the Muslim Brotherhood leadership in Egypt, or the rise, swept in by the Arab Awakening, of the moderate, anti-Salafist version of political Islam the Brotherhood represented. (Before there is any confusion, I do not believe the West did anything to hasten the downfall of Morsi in Egypt, nor to create the agitation against similar regimes in Tunisia and Turkey. But neither do I believe that Morsi’s failure elicited anything but satisfaction in Washington.)

The question of the US response to the coup in Egypt is not simply about Egypt. It is about the region more broadly. It is about Tunisia, the Gaza Strip, Syria and Turkey. The desire to pivot away from the Middle East, as well as Obama’s disdain for Bush-style “democracy promotion”, meant the US wouldn’t do much about the spread of political Islam. But when Morsi and, now, the Tunisian Ennahda Party, stumbled badly, they certainly didn’t mind.

The Turkish AKP seemed, at first, to have integrated some liberal values, including neo-liberal economics, with Islamist politics, but that too has frayed in 2013. US discomfort with Turkey was certainly sharpened by Turkish support for the Hamas government in Gaza. But it struck harder as Morsi’s Egypt and Recep Tayyip Erdoğan’s became closer and, using the historic prestige both countries have in the Muslim world, staked out regional leadership roles. There was every possibility that similar Islamist governments could emerge in Jordan and Syria, along with Libya. In time, the Gulf States could also see similar uprisings (as Bahrain already has) that, if successful, might give rise to Islamist governments. The possibility of that sort of regional unity must have given pause to policymakers in Washington, Jerusalem, London, Paris and even Moscow.

So it is not surprising that the US is lobbing rhetoric, rather than substantive pressure, as SCAF seeks to hammer the Brotherhood back into submission; back into an outlaw role. The declaration by SCAF Commander-in-Chief Abdel Fattah el-Sisi that the crackdown on the Brotherhood was part of a renewed “war on terror” was hardly lost on Western observers. Nor was the accompanying action against Hamas in Gaza, which is of a piece with the domestic battle against the Brotherhood. The US may feel that the SCAF is going too far with its tactics and risking long term instability, but they cannot object to the goal of neutralizing the Brotherhood and similar organizations in the region as a political force.

This is all a serious mis-read of the realities in the Middle East. Morsi brought the strife upon himself, with his bungling governance, his transparent attempt at a power grab and ignoring his campaign promises to create an inclusive government an restrain his own party’s Islamist leanings. The June 30 protest was a very real statement of dissatisfaction.

But since June 30, history has been re-written in Egypt. The Brotherhood was somehow cast as having been an illegitimate ruling party all along. Their electoral victory was supposedly a reflection of the fact that they were the only group that was organized and thus took advantage of hastily scheduled elections. This, of course, completely ignores the fact that the Brotherhood was not the only Islamist party to garner significant support. In fact, 368 of the 508 parliamentary seats went to Islamist parties. Only 115 were garnered by the liberals, centrists and leftists combined. The Egyptian people, having been burned by half a century of secular(ish) dictatorship, wanted to try something new. When that didn’t work, they protested and moved in a different direction. It’s called democracy.

And while June 30 certainly represented widespread dissatisfaction with the Morsi government, the numbers quoted have been called into serious doubt, and it is not at all clear that those demonstrating also supported a coup. What is clear is that the Brotherhood still has significant support in Egypt, along with major opposition. Driving them underground and labelling them terrorists is unlikely to produce a stable Egypt. A better tactic would have been to allow popular disenchantment with the Brotherhood to continue to grow and express itself in the ballot box.

In the last analysis, the US is largely standing by and watching rather than using the leverage it has with the SCAF to push for an inclusive political transition. The hope is surely that a stable Egypt will emerge after a death blow has been dealt to political Islam, not only in Egypt but throughout the region. That hope seems a bit too ambitious. The words of Professor Fawaz Gerges seem to encapsulate the larger view well:

The military’s removal of Morsi undermines Egypt’s fragile democratic experiment because there is a real danger that once again the Islamists will be suppressed and excluded from the political space. The writing is already on the wall with the arrest of Morsi and the targeting of scores of Brotherhood leaders. This does not bode well for the democratic transition because there will be no institutionalization of democracy without the Brotherhood, the biggest and oldest mainstream religiously based Islamist movement in the Middle East… As the central Islamist organization established in 1928, the failure of the Muslim Brotherhood’s first experience in power will likely taint the standing and image of its branches and junior ideological partners in Palestine, Jordan, Syria, and even Tunisia and Morocco. Hamas is already reeling from the violent storm in Cairo and the Muslim Brothers in Jordan are feeling the political heat and pressure at home. The Syrian Islamists are disoriented and fear that the tide has turned against them. The liberal-leaning opposition in Tunisia is energized and plans to go on the offensive against Ennahda. Even the mildly Islamist Justice and Development Party (AKP) and the Gulen Movement in Turkey are watching unfolding developments in neighboring Egypt with anxiety and disquiet. Nevertheless, it would be foolish to pen the obituary of the Islamist movement.

The US is allowing stability to be sacrificed in the hope that political Islam will be dealt a death blow. It is possible, of course, that its ability to affect SCAF’s behavior is limited, but this seems unlikely. SCAF is dependent on its good relations with the US and Europe; it won’t simply ignore significant pressure from Washington. More likely, that pressure is as absent in private as it obviously is in public. The US will probably pay a long-term price for such a short-sighted strategy. Par for the course in the Middle East. One can only hope that the recent efforts by the European Union, including a visit to Morsi by EU foreign policy chief Catherine Ashton, bodes some sort of change in Western policy with Egypt.
