Sixty-one percent of the American public prefers a deal permitting Iran to continue limited uranium enrichment and imposing intrusive inspections on its nuclear facilities in exchange for some sanctions relief, according to a unique new survey released here Tuesday.

In contrast to previous polling on attitudes toward Iran’s nuclear program, the survey, conducted by the Program for Public Consultation and the Center for International & Security Studies at the University of Maryland between June 18 and July 7, also found no significant differences between self-identified Republicans and Democrats on the issue.

The poll, which was released as negotiations between Iran and six world powers intensified in Vienna in advance of the July 20 deadline for an agreement, was distinct in the level of detail provided to the respondents before they ultimately had to choose between “a) making a deal that allows Iran to enrich but only to a low level, provides more intrusive inspections and gradually lifts some sanctions; [and] b) not continuing the current negotiations, imposing more sanctions, and pressing Iran to agree to end all uranium enrichment.”

As noted by George Perkovich, who heads the Nuclear Policy Program at the Carnegie Endowment for International Peace, the survey methodology “modeled a rational thought process” much more rational than that which can normally be found in the US government. “Most members of Congress don’t spend much time on this except when they meet with someone who’s writing a check,” he said at the survey’s release.

Nonetheless, he and Suzanne Maloney, an Iran specialist at the Brookings Institution, agreed that the survey’s findings suggests that, if indeed a deal is reached with Iran, the Obama administration will be in a good position to sell it.

This “Citizen Cabinet” method simulated the policy-making process: respondents were given briefings on the subject and arguments — both for and against — the two options before they were asked to make a final recommendation.

The briefings and arguments were vetted in advance by independent experts and Congressional staffers from both sides of the aisle, according to Steven Kull, the Program’s director, to ensure as much accuracy and balance as possible within the US political context. You can judge this for yourself by examining the study and its methodology (beginning on p. 5). More than one staffer, Kull said Tuesday at a press briefing, commented that the respondents “are going to know more than their Member (of Congress) knows” after reviewing the material.

“At this point, the public doesn’t have a clear idea,” said Kull. “[This survey] tells us what would happen if we had a bigger debate,…and people had more information.”

All of the briefing materials were provided to respondents via the Internet, and access was arranged for those who lacked it. According to Kull, only 16 out of the 748 randomly selected respondents did not complete the exercise, which also required participants to assess each of the arguments separately for their persuasiveness before making a final policy choice. I won’t bore you with further details about the methodology, but here are the main findings:

  1. 61% of all respondents ultimately opted for a deal, while 35% chose the sanctions route.
  2. 62% of self-identified Republicans opted for a deal, compared with 65% of Democrats and only 51% of independents. Kull said they found no significant differences between respondents living in “red” and “blue” districts.
  3. Support for a deal correlated strongly with education levels. While 71 percent of respondents with at least a college degree supported a deal, that was true of only 46 percent of respondents who did not graduate from high school and 54% of those with only a high school diploma.

Still, it’s worth noting that the numbers who prefer a deal over increased sanctions are not so very different from those taken last November when the Joint Plan of Action (JPOA) was being negotiated between the P5+1 (the US, UK, France, China, and Russia plus Germany) and Iran in Geneva. Sixty-four percent of respondents in an ABC News/Washington Post poll conducted a week before the Geneva accord said they supported “an agreement in which the United States and other countries would lift some of their economic sanctions against Iran, in exchange for Iran restricting its nuclear program in a way that makes it harder to produce nuclear weapons.” Thirty percent were opposed.

A second poll taken by CNN on the eve of the agreement found 56 percent of respondents in favor of “an interim deal that would ease some …economic sanctions and in exchange require Iran to accept major restrictions on its nuclear program but not end it completely and submit to greater international inspection of its nuclear facilities.” Thirty-nine percent opposed. In that poll, however, there was a much more significant gap between Republican and Democratic respondents than that found in the survey released Tuesday. While 66% of Democrats supported such a deal in the CNN poll; only 45% of Republicans did.

In addition to the questions about a possible nuclear deal, the new survey asked respondents a number of other pertinent questions after they completed the briefings and made their final recommendations on the nuclear negotiations:

  1. 61% said they favored US cooperation with Iran in dealing with the ongoing crisis in Iraq; 35 percent opposed. There was no meaningful difference in support among Democrats and Republicans.
  2. 82% said they favored direct talks between the two governments on “issues of mutual concern;” 16% opposed.
  3. Iran’s image in the US has appeared to improve compared to eight years ago when Kull’s World Public Opinion asked many of the same questions: 19% of respondents said they had either a “very” (2%) or “somewhat” (17%) favorable opinion of the Iranian government. That was up from 12% in 2006. And, while roughly the same percentage (79%) of the public said they held an unfavorable opinion of Iran’s government as in 2006, those who described their view as “very unfavorable” fell from 48% to 31%.

On possible confidence-building bilateral measures, the survey found that:

  1. 71% of respondents said they favored greater cultural, educational, and sporting exchanges and greater access by journalists of the two countries to the other, while 26% were opposed.
  2. 55% said they favored more trade; 41% were opposed — a finding that will no doubt be of interest to many US businesses which, according to a new study released Monday by the National Iranian American Council (NIAC), have lost out on well over $100 billion in trade with Iran between 1995 and 2012.
  3. Only 47% of respondents said they favored having more Americans and Iranians visit each other’s countries as tourists. A 50% plurality opposed that option.
  4. 69% said they favor a nuclear-weapons-free zone in the Middle East that includes Israel as well as its Islamic neighbors; only 28% were opposed.

In responding to the individual arguments made in the survey for and against a deal with Iran, Republicans generally tended to be somewhat more hawkish than Democrats, although independents tended to be substantially more so. More significant partisan differences appeared in their opinions about Iran’s government: 40% of Republicans said they held a “very unfavorable view” of Tehran, compared to 24% of Democrats and 27% of Republicans. Perhaps the most striking difference emerged on the questions regarding the compatibility of the Islamic world and the West: while 62% of Republicans said they considered conflict between the two inevitable, only 33% of Democrats agreed with that view.

Even with potential U.S. strikes against Iranian ally Syria looming, Washington and Tehran appear to be preparing for the resumption of nuclear talks.

U.S. foreign policy analysts have been bustling since the Aug. 4 inauguration of Iran’s President Hassan Rouhani, who may have ushered in a new era of Iranian diplomacy and international relations.

“As the architect of the sole nuclear agreement between Iran and the West – a not inconsiderable achievement given the depth of mistrust – Rouhani presents a real chance for making progress in nuclear talks,” Ali Vaez, an Iran expert at the International Crisis Group, told IPS.

“Under [Mahmoud] Ahmadinejad, although the two sides were sitting at the same table, one side played chess, the other checkers. Under Rouhani, they are more likely to play the same game, albeit according to different rules,” he said.

“To succeed, the two sides need to do what they never truly did during the past few years: bargain,” added Vaez.

Iran’s announcement on Thursday that its nuclear negotiating file would be moved from its Supreme National Security Council to its Foreign Ministry, which is headed by Mohammad Javad Zarif, has also received a cautious nod from the White House.

State Department spokeswoman Jen Psaki said on Thursday that the United States was aware of the reports.

“The inauguration of President Rouhani presents an opportunity for Iran to act quickly to resolve the international community’s deep concerns over Iran’s nuclear programme,” she added.

The implication that the Western-educated Zarif will be overseeing Iran’s nuclear dossier may boost an apparent growing conviction here that Rouhani, who appointed Zarif to the FM in August, is someone whom Washington can work with.

He made powerful acquaintances, including with then-senators Dianne Feinstein, Joe Biden and Chuck Hagel, during his tenure as Iran’s ambassador to the United Nations (2002-2007), although his contacts with U.S. diplomats date back all the way to the 1980s when he helped negotiate the release of U.S. hostages in Lebanon.

“Zarif…is one of the smartest, funniest people I’ve ever met in professional life…and I don’t think he believes it’s in Iran’s best interest to have a nuclear weapon personally,” said nuclear policy expert George Perkovich, at a Carnegie Endowment for International Peace briefing Thursday.

But Perkovich cautioned that Zarif is also a “formidable” negotiator who “unlike some of their predecessors” is neither “dumb” nor “ideological”.

“And so…we’re going to have to be sharp and on our game because if you’re trying to do stuff that’s just patently unfair and unbalanced, they’re just going to be able to slap us around the head rhetorically,” he added.

While no official date has been set, negotiations between Iran and the P5+1 group could resume as early as this month, though it remains to be seen how U.S. military action against Syria might affect them.

For Vaez, “A limited U.S. strike on Syria is more likely to delay than derail nuclear talks with Iran.”

He also told IPS that that Rouhani has put aiding Iran’s ailing economy and ending its isolation at the top of his agenda and will not let Syria “spoil” his plan.

“Losing both Syria and an opportunity for sanctions relief will constitute a double blow to Iran’s strategic interests and its new president’s agenda,” said Vaez.

While Rouhani has not personally, unlike hardliners in Iran, cast blame on Syria’s rebels for the alleged chemical attack, he has stated that the issue should be handled by the U.N. and warned against foreign military action.

“Iran, as it has stated before, considers any action against Syria not only harmful to the region but also to U.S. allies and believes that such a measure will not benefit anyone,” said Rouhani at the 14th Summit of the Assembly of Experts on Wednesday.

The careful line that Iran is walking on Syria, considered a long-time partner in Iran’s resistance bloc toward Israel, could result in an Iranian shift away from its ally as it pursues its greater interests.

“Syria has become Iran’s Vietnam, and [Bashar al-] Assad’s extensive use of chemical weapons, in equal parts amoral and stupid, had magnified Tehran’s quandary,” Mark Fitzpatrick, a non-proliferation expert at the International Institute for Strategic Studies (IISS), told IPS.

“With the leadership divided over how to respond, the hardliners are doubling down on their unqualified support for Assad, while Rouhani and other pragmatists are distancing themselves. Those divisions mean Iran will not respond militarily to a limited U.S.-led attack, though the flow of Iranian military arms may intensify, if enough Syrian airfields survive the tomahawk strikes,” he said.

“However difficult the mess Obama has on his hands over Syria, it’s nothing compared to the trouble Rouhani has been presented by his ‘ally’ in Damascus,” said Fitzpatrick.

Fitzpatrick added that while it’s not clear how such a move would play out, “Any real solution to the Syrian mess will have to involve the key outside players, including Iran.”

For now, Rouhani and Zarif at least appear to be holding true to what Rouhani said would be Iran’s policy of “constructive interaction with the world” during his first presidential press conference.

Rouhani’s eyebrow-raising Rosh Hashanah greeting on Twitter Wednesday was followed by a similar one by Zarif (his second official Tweet) who proceeded to tell U.S. House Minority Leader Nancy Pelosi’s daughter that she shouldn’t confuse his government with that of his predecessor.

“Iran never denied [the Holocaust],” Tweeted Zarif in response to a request by Christine Pelosi to “end Iran’s Holocaust denial”.

“The man who was perceived to be denying it is now gone. Happy New Year,” replied Zarif.

But the potential of additional sanctions on Iran pushed through by Congress during this critical time and the persistent negative effects of decades of mutual mistrust between Iran and the U.S. will temper hopes for a quick resolution to the nuclear issue regardless of what happens in Syria.

U.S. and Israeli fears that Iran could achieve the capability to dash toward a nuclear weapon by as early as 2014 according to worst-case assessments also increases urgency here.

To date, the U.S. intelligence community has assessed that Iran has not made the decision to pursue nuclear weapons.

“The issue then is not whether Iran will make decision in 2014 to dash for nuclear weapons. We don’t know whether they will or whether they want to and probably the probability is that they won’t, but they might,” Colin Kahl, the Pentagon’s top Middle East advisor during Obama’s first term, told IPS at the Carnegie briefing.

“The issue is more, from a U.S. perspective, that this becomes the last moment that the intelligence community can come to the president and say, boss, we’ll know when they move to nuclear weapons,” he said.

“If we lose the ability to detect [Iran’s dash toward a weapon], the ability to prevent nuclear weapons goes down dramatically and the military option then slips off the table… if I’m right…whatever your assessment is, and say that’s the amount of time we have for a diplomatic deal, that means you have 12-18 months. So let’s get on with it,” Kahl told IPS.

Earlier this week Al-Monitor reported along the same lines and Secretary of State Hillary Clinton made similar general comments. But according to Reza Marashi, a former Iran-desk State Department staffer, we’ll have to wait and see if the comments result in substantial changes on the part of the negotiating powers.

“The rhetoric we’re hearing from these unnamed U.S. and EU officials is positive, and it should be both praised and reinforced,” Marashi told Lobe Log. “But as we’ve learned over the past four years, actions speak louder than words for officials in Washington, Brussels and Tehran.”

Marashi noted that Western officials had already recognized the need for offering Iran a deal that it could sell at home “but domestic political realities forced the U.S. to move the goalposts.” If there is to be any real progress, it will happen after the US presidential election on November 6th. According to Marashi, “until then both sides recognize the need for better PR. We’re already seeing this on Iran’s end with Foreign Minister Salehi.”

“Both sides are spending political capital to shape the narrative in case talks fail, rather than spending the necessary political capital to ensure talks succeed,” he said.

Ever since negotiations resumed and began heading downhill this year, analysts have been saying that a successful deal requires sanctions relief to also be on the table. In July, former top CIA analyst Paul Pillar explained why the “Nothing-But-Pressure Fallacy” is doomed to fail if an acceptable deal for both sides is the objective:

 …And the story of stasis in the nuclear talks is also pretty simple. The Iranians have made it clear they are willing to make the key concession about no longer enriching uranium at the level that has raised fears about a “break-out” capability in return for sanctions relief. But the P5+1 have failed to identify what would bring such relief, instead offering only the tidbit of airplane parts and the vaguest of suggestions that they might consider some sort of relief in the future. The Iranians are thus left to believe that heavy pressure, including sanctions, will continue no matter what they do at the negotiating table, and that means no incentive to make more concessions.

But success from the declared US perspective (that is, verifiable moves from Iran showing that it will not build a nuclear weapon) also depends on what kind of, as well as how much sanctions relief is offered (consider George Perkovich’s comment at the end of Chris McGreal’s report); Iranian acceptance of the notion that the US will not seek regime change once Iran makes serious concessions; what Iran is willing and able to do to prove good and true intentions; and who is running the show in Iran and the US when the new deal is offered.

Regarding the last two points: sources say that this SPIEGEL interview with Iranian Foreign Minister Ali Akbar Salehi where he implies that Iran could halt 20% enrichment (a major p5+1 requirement) in exchange for a guaranteed fuel supply echoes previous statements that Iranian officials have been making for quite some time. Iran-watchers have also been speculating that the country’s hardline leaders will not allow Mahmoud Ahmadinejad to achieve any diplomatic successes while he is in office and any deal is therefore only possible following his exit in June 2013.

Meanwhile, Jim reports for IPS News that earlier this week Republican Sen. Lindsay Graham said he is working on a new Congressional resolution which he hopes to pass in any lame-duck session after the Nov. 6 elections that would promise Israel U.S. support, including military assistance, if it attacks Iran. And after the new Congress convenes in January, Sen. Graham suggested he would push yet another resolution that would give the president – whether the incumbent, Obama, or his Republican challenger, Mitt Romney – broad authority to take military action if sanctions don’t curb Iran’s nuclear programme.

Not to mention the fact that while Iran’s economy and people continue to struggle under the weight of sanctions, the US and EU are piling more on, making the Iranian hope of an end to sanctions and the domestic suffocation at home, seem like a far away dream.

Long story short: Iran is arguing that the West–though primarily the U.S. egged on by the “Zionist regime” and a like-minded Congress–are asking for too much while offering too little. The Iranians are accordingly at least posturing like they won’t move on a major point of interest unless something gives. (Recall that prior to the disappointment of Baghdad, Iran indicated that it could budge on 20% enrichment and offer increased and “permanent” monitoring of their nuclear program in return for real incentives.) Iranian hyperbolic paranoia notwithstanding, when it comes to Congress, Tehran’s argument is hard to deny. For its part the West seems unwilling to go big as some have suggested or reconsider its recent offering which was received by the Iranians like a bunch of sticks and a half-eaten, moldy carrot. While the lack of real progress gives the usual suspects reason to be gleeful since the prospect of a military confrontation will seem more likely, people with real-world policy expertise remind us that diplomacy is a marathon, not a sprint.
