These are my initial thoughts on the deal struck between the P5+1 and Iran. They come after a few hours of watching the speeches, reading the briefings from the US State Department and the White House and some heavy-duty work on Twitter, both reading and writing (check my feed at @MJPlitnick if you’d like to see some of it).

1. There are going to be tough political battles in both Washington and Tehran. But the reality is that pretty much everything the P5+1 has granted can be reversed at the figurative snap of a finger. If Iran dilutes or converts all of its 20% enriched stockpile, it will take time to build that back up. From the point of view of a hardliner in Iran, when that point is combined with the complete halt to work at Arak, the total halt to enrichment above 5%, the freeze on new centrifuges and limits on replacement and the earlier agreement Iran struck with the IAEA (which happened outside of the Geneva process, so there was no quid pro quo), this is a very long list of concessions. In exchange, Iran gets only minor sanctions relief, potentially worth as much as only $7 billion and an agreement that the West will leave the limit on Iran’s oil revenue where it is.

That’s a pretty one-sided deal, and Iranian conservatives are going to have a real point on their side when they scream about that. Yet it has already been established that many in Washington are not interested in anything less than a total Iranian capitulation. If Iran defies the West, they call for more sanctions. If Iran extends an olive branch, they say sanctions have worked and should be increased. It’s an obviously absurd position, but it is very much that of the Israeli government, the Saudi government, their various lobbying groups and the war-friendly right on Capitol Hill. Much will depend, in Washington, on President Obama’s and Secretary of State John Kerry’s ability to sell this deal as what it is—and incredibly good one for P5+1, which cannot be used as a cover for more steps toward a nuclear weapon, and which safeguards Israeli and Gulf security. In Tehran, Hassan Rowhani will have to convince the hardliners, some of whom certainly still have the ear of Supreme Leader Ayatollah Ali Khameini that the one-sided nature of the deal will be worth it because it will pave the way for comprehensive sanctions relief.

2. This is a huge step back away from war. Even if Iran does not comply or the process breaks down from here, at least war has been pushed back somewhat on the horizon. For the next six months, one hopes, there will be diplomatic efforts and the threat of war should be largely suspended, aside from occasional rhetoric about all option being on the table, meant to reassure Israel and the Gulf monarchies. Sanctions will be reinstated if the process fails. And we will head down the road toward war again, but at least it will have been delayed. Given that a war between the US and Iran is something neither side wants, any step back is a step towards eliminating the possibility.

3. The only way this hurts Israel is by limiting Netanyahu’s fear-mongering. The problem with Israel’s stance – and that of its right-wing advocates abroad – has been, all along, that what they really want is ever-increasing sanctions and tensions with Iran. The only deal that can possibly be even marginally acceptable to Israel is one which involves Iran’s total surrender. Since that was never going to be possible, the Netanyahu government is going to oppose even a great deal like this one with everything it has. A lot of Israeli rhetoric for years has been misinformation, sometimes even outright lies. Such was the case today when the Prime Minister’s office characterized the deal as giving “…Iran exactly what it wanted – a serious lessening of sanctions as well as preserving the most significant parts of its nuclear program.” The deal demonstrably does neither. Israel does have legitimate security concerns here, of course, but they have never been what Netanyahu has said they were. This deal is great for Israel because it grants unprecedented access to Iran’s nuclear facilities to the IAEA, eliminates their 20% enriched uranium stockpile, and, at least for the next six months, eliminates Iran’s ability to beef up their nuclear program. It does that while bringing only temporary and unsustainable sanction relief—it will help a bit for a while, but by itself, this relief is nowhere near enough to repair the Iranian economy. There is just about no risk for Israel here, and everything to gain, from the point of view of the average Israeli. From the point of view of right wing demagogues like Netanyahu, Naftali Bennett and Avigdor Lieberman, it risks removing their last great boogeyman. Because if there is peace with Iran, they go back to trying to sell the Palestinians and Hezbollah as existential risks. Good luck with that.

4. A historic turning point. Although Trita Parsi, in his 2007 book, Treacherous Alliance: The Secret Dealings of Israel, Iran, and the United States, makes it clear that there has always been some sort of interaction, if only at an indirect level, between Iran and the United States, this is the first time the two countries have come together in an agreement since the fall of the Shah in 1979. That it has even gotten this far displays a flexibility in both Tehran and Washington that hasn’t existed before. No matter how things go, that is a step forward, and a big one.

5. Arguments against the deal just don’t hold water. One right-wing critic actually compared the deal with Iran to the one with Syria. Well, in Syria, we got an agreement on chemical weapons, which is what we wanted; we deprived Bashar al-Assad of the ability to use such weapons again; we did it in cooperation with all the other great powers, rather than against their opposition; and we accomplished it without bloodshed.  I strongly suspect that it is that last point that most troubles opponents of both deals. Only bloodshed and destruction seem to satisfy them, despite the fact that, morality aside, we have seen so clearly in Iraq the consequences of such actions and their ineffectiveness. As I’ve already stated, the deal self-evidently favors the West. Iran is agreeing to it because they hope it will lead to what they want, which is a fully functional nuclear energy program that is sufficiently proven to be peaceful to remove the sanctions. When hardline Republican Senator Lindsey Graham tweeted “Unless the agreement requires dismantling of the Iranian centrifuges, we really haven’t gained anything,” he demonstrated thorough ignorance of the nuclear weaponization process as well as the contents of the agreement. There is only one reason to oppose this deal and that is that, whether with weapons of war or sanctions that will lead to a full-blown humanitarian catastrophe in Iran, an all-out attack on Iran with the hope of regime change is what this is really about. The conclusion is inescapable—if you oppose this deal, you are looking for a lot more than the neutralization of Iran’s ability to construct a nuclear weapon.

In most corners of the world, the news that a presentation by Iran at its meetings with the 6 world power P5+1 team in Geneva today was greeted warmly by their interlocutors aroused optimism and a hopeful feeling. Not so in Israel, where any hint of rapprochement with the Islamic Republic is viewed as an apocalyptic security threat.

“We heard a presentation this morning from Foreign Minister (Mohammed Javad) Zarif. It was very useful,” Michael Mann, spokesperson for European Union foreign policy chief Catherine Ashton, said. “For the first time, we had very detailed technical discussions, which carried on this afternoon. We will continue these discussions tomorrow.”

That is about as promising a beginning as one could hope for. Shortly after the presentation, though, Israeli Prime Minister Benjamin Netanyahu evoked the threat of a pre-emptive strike on Iran. At an event marking forty years since the Yom Kippur War, Netanyahu the hawk was perhaps more radical than he has ever been.

The 1973 conflict between Israel, on one side, and Egypt and Syria on the other, taught Israel “not to underestimate the enemy, not to ignore the dangers and not to give up on preemptive strikes,” according to Netanyahu.

“Back than we paid the price of self-illusion,” he said. “We will not make this mistake again…There are cases when the thought about the international reaction to a preemptive strike is not equal to taking a strategic hit.”

According to Barak Ravid of Ha’aretz, “Netanyahu also pointed out that ‘peace is achieved through force,’ as exemplified by the fact that in the aftermath of the Yom Kippur war, Israel signed peace treaties with both Egypt and Jordan.”

Netanyahu is willfully distorting history. In fact, the 1973 war demonstrates the foolishness of his current course of action. Israel had an opportunity, in 1971, to get the same deal with Egypt it would eventually strike at Camp David, but then-Prime Minister Golda Meir would not even consider it. Egypt decided to attack Israel as a result, intending not to destroy the Jewish state (in fact, their early and sustained military success in that war came as something of a surprise to the Egyptians) but to press the recalcitrant Israel into the very peace deal that came along a few years later. Jordan is completely irrelevant; that peace deal came over two decades later, and was the result of far different circumstances.

The saber-rattling plays well to Netanyahu’s right flank, which is wringing its hands right now less over the Iranian nuclear issue than over what they fear Netanyahu might be willing to bargain away to the Palestinians at the behest of the Americans. These fears are likely unfounded, but they are prominent in Netanyahu’s mind as he tries to cooperate with the United States without alienating the right wing that dominates his government.

But there is more to it than that. Netanyahu has made his name on anti-Iran ranting, and on raising the global alert level when it comes to Tehran. But he is aware that the status quo is not to the liking of Europe or the Obama administration. Obama wants to step back from the war posture his country has been in for the past years, and Iran has opened the door to a serious possibility of doing so.

But there is no reason to believe that the U.S. and E.U. are going to settle for anything less than clear verification of peaceful uses of Iran’s nuclear facilities. Netanyahu surely knows this as well. No, this is about maintaining sanctions on Iran to prevent it from regaining its economic stability and enabling it to pursue its ambitions of a stronger position in the region. More to the point, Netanyahu is very concerned that any deal with Iran could lead to a number of possibilities he will find unpalatable: far greater concessions to the Palestinians than he wants to make, compromise of Israel’s own nuclear arsenal, or an increased Iranian role in ongoing crises in the region.

None of those prospects warms Bibi’s heart. But the matter is, for the moment, largely outside of his control. The recent experience of the U.S. citizenry overwhelmingly following their British cousins’ lead and rejecting intervention in Syria is not entirely indicative of what might happen if talks with Iran fail and fears of an Iranian nuclear device escalate again. But it certainly illustarted the far higher bar for military action that has been set in the United States.

Still, if a deal is struck with Iran, it is very likely that Netanyahu will appeal to his many friends in Congress to obstruct it. He may find that to be a very difficult road. Unless the deal can be presented convincingly to the U.S. public as a foolhardy one that will allow Iran to produce a nuclear weapon covertly, it will be a very tough sell indeed. Obama and the E.U. are not likely to produce such a deal. Netanyahu knows this, and so he is raising the specter of an Israeli pre-emptive strike once again.

The problem with that threat is that, at least for the moment, it doesn’t seem very credible. Netanyahu can talk all he likes about Israel’s independence and freedom to act on its own. But, as Johnny Depp memorably said in the film Pirates of the Caribbean, “The only rules that really matter are these: what a man can do and what a man can’t do.” Yes, Israel has the ability to get planes to Iran and strike some of their nuclear sites. They do not have the ability, however, to do so as effectively as the United States, and such an Israeli strike could only damage Iran’s nuclear program, not destroy it. The cost of such a venture is likely to be very high, and it could well damage Israel’s standing in Europe as well as cost it in a big way with Russia and, most especially, Muslim states.

The fact is, without the United States, an Israeli strike is much less effective and far more dangerous for Israel. It would more likely cause a massive backlash from the powerful Israeli military than deter Iran in any way.

What this really sounds like is less of a threat and more like the wailing of a desperate man who sees his ambition to crush Iran’s regional influence crumbling under the weight of Iranian President Hassan Rouhani’s dreaded “charm offensive.” With the United States Congress wrapped up in its self-inflicted shutdown and the Obama administration striking the right pose of welcoming Iranian initiatives while maintaining its stance that sanctions won’t be lifted until material and verifiable steps to comply with UN resolutions have been taken, Netanyahu has few options. Despite Netanyahu’s best efforts, a verifiable non-nuclear-armed Iran could well be the result of the current talks. His angry threats only prove that he fears that far more than he fears an Iranian nuke.

Not everyone shares the optimism surrounding the recent communication between Presidents Barack Obama and Hassan Rouhani. From Israel, Saudi Arabia, the Gulf Monarchies and, of course, Washington, DC, voices of war are in a panic that tensions between the U.S. and Iran might be reduced by some means other than further devastation of the Islamic Republic.

The concern that Iran might emerge with a better relationship with the United States is quite vexing for the Gulf rulers and for Israel. For some years now, the drive to isolate Iran has focused almost entirely on the nuclear issue. In fact, regionally, much of the concern has been the ascendancy of Iran as a regional player more broadly, with revolutionary rhetoric that challenges the dominance of Saudi Arabia and the Gulf States. Since the destruction, by George W. Bush’s invasion of Iraq, of the dual containment policy, the issue for these parties has been how to contain Iran and its regional influence.

Iran has been cast as an “aggressor nation,” and this has been sold by illustrating Iran’s support for Hezbollah and other militant groups, its often bombastic rhetoric, and for the past decade, Iran’s ducking from some of its responsibilities to the International Atomic Energy Agency (IAEA). What gets left out is that Iran has never initiated an attack on another nation, its threats to “wipe Israel off the map” are factually known as (just not in mainstream discourse) to be a de-contextualized mistranslation of former President Mahmoud Ahmadinejad’s words, and even Iran’s failures with the IAEA have been part of a back and forth exchange, where they refuse or neglect to comply with some things in response to what they see as US-led unfair sanctions or restrictions. That doesn’t mean Iran has not caused some of these problems itself, it has. Lack of transparency on nuclear issues tends to raise the hackles of one’s enemies. But all this has hardly been the one-way street that’s been portrayed.

Too much scrutiny toward all of this sits poorly with Riyadh, Jerusalem, and in many circles in Washington. But because so much of the anti-Iran feeling has focused for so long on the nuclear issue, such scrutiny could come to bear at least a little more if Obama and Rouhani work things out. Labelling Iran an “aggressor nation” without the nuclear issue simply wouldn’t have the same impact anymore.

To combat this, Israel has been publicly playing down Rouhani’s overtures, sometimes calling him a “wolf in sheep’s clothing,” and more generally, taking the “prove it” line. But Israeli Prime Minister Benjamin Netanyahu’s standard for proof is unrealistically high, and this is no accident. He has said that the conditions Iran must agree to are: halting all uranium enrichment, removing all enriched material, closing the reactor at Fordo and stopping plutonium production. This position is an obvious non-starter, but it reflects what has been the United States’ own position until now. Obama’s statements, while far from explicit, have given Iran reason to believe that this may have changed.

The reactions of Israel and the Gulf states would be puzzling if preventing a nuclear Iran was their main focus. But this has always been a means to an end: to isolate Iran and slow its rise as a regional power. The over-emphasis on the nuclear issue risks blunting other tools.

The American Israel Public Affairs Committee (AIPAC) is already setting its sights on this issue. An AIPAC memo published on Sept. 20 urges the negotiations to be “backed by strength,” a vague enough statement, but one that shines light on its specific proposals.

One option AIPAC wishes to impede is the possibility of sanctions relief. “If Iran suspends its nuclear activity, the United States should be prepared to suspend any new sanctions” (emphasis added). This seems to make it clear that AIPAC wants to see the continued isolation of Iran no matter how the nuclear issue is resolved. UN Security Council (UNSC) resolutions have repeatedly demanded that Iran suspend its enrichment programs and heavy water reactor programs, but the most recent resolutions, particularly UNSC 1835, also emphasize the UNSC’s commitment “to an early negotiated solution to the Iranian nuclear issue” (emphasis mine). That is not something AIPAC wishes to see. An Iran that gets an agreement can be strengthened regionally. An Iran that either continues to labor under the status quo of sanctions and the looming threat of war or surrenders on the nuclear issue is seriously weakened. That is the game that’s being played here.

But this time, the playing field is much less certain. In the wake of the outcry against an attack on Syria, will AIPAC be able to push its measures through Congress without watering them down sufficiently to give Obama room to pursue substantive negotiations with Iran? Other than paranoia, there is scant evidence to support the position that Iran is merely putting on a show to stall for time while pursuing a nuclear weapon. But America’s own war footing keeps the risk of another Western misadventure in the Gulf region a real possibility. Obama seems bent on steering us away from that, and at least at first blush, seems to be acting on the will of his constituency in doing so.

Saudi Arabia will certainly add its voice to Israel’s on Capitol Hill. And Iran is not Syria. As appalled as many in the U.S. were over the use of chemical weapons in Syria, they were not convinced, for a variety of reasons, that this was cause for their country to take military action again in the Middle East. Syria may not be well-liked in the United States, but it is not a direct enemy. Iran is perceived as such, and has been ever since the fall of the Shah and the ensuing hostage crisis at the U.S. embassy in Tehran in 1979-80. It may be that concern over Iran and the nuclear issue will provide fertile ground for AIPAC’s efforts to sabotage peace talks. It will also be a good deal easier to push their agenda in Congress because they won’t be advocating the immediate use of U.S. armed forces against Iran, as was the case with Syria.

While the congressional playing field is not entirely clear yet, one thing is obvious. Obama is going to need support in his peacemaking efforts. That support will need to come from the U.S. public and he will need to know that he has it in order to counter what is sure to be a furious onslaught from the most powerful forces that oppose any normalization with the Islamic Republic. That onslaught is coming and it is going to be furious. Obama will also need support from Iran, of all places. Rouhani will need to maintain the positive face he is portraying. And Rouhani should not be alone in this endeavour. Iranian Foreign Minister Javad Zarif, apparently recognizing that Rouhani had not gone far enough in distancing himself from Mahmoud Ahmadinejad’s Holocaust denial, has made sure to unequivocally acknowledge the Holocaust and its horrors. However prominent one thinks that issue should be, the clear statements were obviously intended to forestall the use of that issue against progress in upcoming nuclear talks.

More of that will be needed. Obama has restarted his Iran diplomacy on the right foot, being bold with his phone call to Rouhani and cautious in his public statements. He is proceeding deliberately but not giving his opponents big openings to attack his efforts at diplomacy. But the storm that is heading for Capitol Hill on this issue is going to be fierce. Obama will need all his skills and all the help he can get in weathering it.

The desperation with which Israeli Prime Minister Benjamin Netanyahu has responded to Iranian President Hassan Rouhani’s so-called “charm offensive” adds fuel to Israel’s part in those rumors. Certainly, it is clear that Netanyahu is worried about something.

The Israeli journalist Ben Caspit speculated last week on a U.S. plan to facilitate a (rather favorable for Israel) two-state deal between Israel and the Palestinians, while compensating Israel with the carrot of resolving the Iranian nuclear issue. Caspit’s view was broadly echoed in Ha’aretz by Barak Ravid after Rouhani’s speech at the United Nations.

According to Caspit, U.S. President Barack Obama was pressing Netanyahu to accede to his outline for a settlement of the Israel-Palestine conflict. In exchange for that acquiescence, Obama would, in this scenario, offer Netanyahu his personal pledge that he would prevent Iran from “acquiring nuclear capability.” That phrase is important, but it’s not entirely clear that Caspit, a native Hebrew speaker, included it intentionally. Indeed, “nuclear capability” is very possibly a threshold Iran has already passed, perhaps even a good number of years ago. Caspit may have meant that Obama would roll that ability back (though the fruits of research cannot be reversed, Iran’s uranium stockpiles and its refinement capabilities could, theoretically, be severely diminished or removed). Or he may have meant what he said.

In any case, Caspit posits that the deal Obama wants Israel and the Palestinians to accept is as follows:

  • The permanent agreement will be implemented in phases, and the first phase will have a Palestinian state in a temporary border.
  • The United States will commit to the Palestinian Authority to ensure that the full agreement will be implemented according to an established schedule.
  • The issues of Jerusalem, the refugees and final borders will be postponed to later stages.
  • The Palestinian state will be recognized by the United Nations, with the support of Israel, which will withdraw to the separation fence line.
  • Any settlers wishing to stay in what will be Palestinian territory will be able to, provided they are willing to live under Palestinian rule.
  • Israel will enact a generous “eviction-compensation” law, with international funding, and the settlers living in remote areas will converge to the borders of the separation line.

If this looks to you like the Oslo Accords reborn, you’re right. But it is also true that Israel’s current government will balk even at this, and it is almost certainly the best deal the Palestinians are likely to get as long as Netanyahu is in office. That alone makes it credible that Palestinian President Mahmoud Abbas would agree to such a deal, even though it is highly unlikely to be met with the approval of the overwhelming majority of the Palestinians living in the West Bank.

Caspit reports that many members of Netanyahu’s party and other right-wing politicians and leaders of the settler collective are already mobilizing to thwart this idea. I have no reason to doubt that part of Caspit’s story. He is generally pretty good at getting the inside scoop in Israeli political maneuverings. And, some of my own contacts in Israel have been telling me that the right is very concerned about Netanyahu accepting some U.S. ideas about an agreement.

But Caspit has always seemed to me to be less solid on international matters. The Iran part of his story sounds pretty fishy. If Obama has any hope of lowering the temperature with Iran, something he seems committed to doing, he will have to find a way to live with Iran having enrichment capabilities on its own soil. Iran, as Obama well knows, will not agree to give that up, though they might consent to close monitoring of the process by the International Atomic Energy Agency (IAEA). As far as obtaining a pledge from Obama in this regard, that seems like a rather meager payment for Netanyahu. Congressional hawks have already gotten U.S. commitments to prevent an Iranian nuclear weapon, and should we discover that Iran has resumed a pursuit of such weapons, there would be plenty of time to mount a military operation. The U.S. has already taken these stances. Obama’s pledge would add little, even if Netanyahu is concerned about a repeat of the backing off from an attack on Syria. If similar opposition to an attack on Iran materialized, a pledge would hardly be sufficient to overcome it, and Congress is unlikely in any case to oppose a strike on Iran the way it did the one on Syria.

No, I don’t think Caspit has the Iran part correct. Its purpose in the narrative is to give Obama something that is both carrot for Bibi and stick, but it would be neither. The value of that part is already in Bibi’s pocket.

But Caspit is very likely correct about that which is concerning the Israeli right. Any deal that is more forthcoming to the Palestinians than the one he describes would never pass Israel’s government, and the U.S. Congress would back the Israeli position to the hilt, mooting the already essentially non-existent hope of genuine U.S. pressure on Israel. But this one could win enough of Bibi’s current government so that Labor and perhaps another small party or two would be able to seal the deal. It would be met with Israeli approval, which means it will also be met with sufficient approval in Congress as well.

The Palestinians would very correctly reject such a deal. It clearly promises a renewal of Oslo, allowing Israel to escape any serious pressure for at least several years to come, with plenty of time for political realities, whether between Israel and the Palestinians or simply significant advancement of the already considerable regional turmoil, to give Israel what it needs to further delay the implementation of further phases. The lives of Palestinians in the West Bank would get even worse, as their cantons would “enjoy” the same independence Gaza currently does. We’ve seen how that goes.

If Caspit is correct, the fact that Abbas renewed his commitment to the U.S.-sponsored peace process on Wednesday is a chilling development. It certainly fits well with Caspit’s narrative. A weak and desperate PA acquiescing to such an awful deal makes some sense. Abbas would know as well as Bibi and Obama that this was the best deal he could possibly get in this process and from this Israeli government. The U.S.’ pledge for “increased involvement” is likely a way to push Bibi, who would still be reluctant to take this deal despite its obvious gains for and bias toward Israel, to accept the deal and to ensure that Abbas also knows that this is the best the U.S. is going to offer him.

Now, while I feel pretty certain that Caspit is right that this is what the Israeli right believes is happening, whether it really is coming about is another matter. He is correct in saying that it is unlikely Bibi would agree to a deal that was significantly better than this one, but that doesn’t mean the Palestinians would take it. There can be no doubt that such a deal would never come close to passing a Palestinian referendum, and, while one might think that this would mean Bibi would accept it easily, he still would be very reluctant to sign off on it, as it would cost him a lot of his political support at home and financial support abroad. The fact that such a peace wouldn’t even materialize would also mean he wouldn’t recoup those losses from more centrist quarters.

So, while it is far from certain that Caspit’s scenario is correct, it is also very possible that it is. It is certain that many in the Israeli right believe it. And it is even more certain that if the United States is pushing such a deal, it would be a disaster. A peace proposal accepted by Abbas and Bibi but rejected overwhelmingly by the Palestinians public would lock the current system in for the foreseeable future.

For most Israeli politicians, the news of the election of moderate cleric Hassan Rouhani as president of Iran, is not good. That it is considered good news by anyone else makes it that much worse.

In Poland last Wednesday, two days before Iranians went to the polls, Israeli Prime Minister Netanyahu declared that the results would bring about no meaningful change in Iran. Hours before reports of the election’s outcome began to be announced, Israeli Defense Minister Moshe Yaalon told the Washington Institute for Near East Policy (WINEP), a pro-Israel think tank, that Iran’s Supreme Leader, Ali Khamenei, would decide who the next Iranian president would be.  The imminent Iranian election would change nothing.

As news of Rouhani’s garnering more than half the votes cast in Iran began to emerge, Israel’s Foreign Ministry spokesman, Yigal Palmor, echoed the widespread view that it is Khamenei who makes all the decisions concerning the Iranian nuclear program, not the Iranian president. “After the elections, Iran will continue to be judged by its actions, in the nuclear sphere as well as on the issue of terror,” Palmor said in a statement.” Iran must abide by the demands of the international community to stop its nuclear program and cease the dissemination of terror throughout the world.”

In a cabinet meeting on Sunday morning, Netanyahu derided not only the possible impact of a Rouhani-presidency on Iran’s policies, but also whether Rouhani even deserved to be considered a moderate since Khamenei had allowed him to run:

“Let us not delude ourselves,” Netanyahu said. “The international community must not become caught up in wishes and be tempted to relax the pressure on Iran to stop its nuclear program. It must be remembered that the Iranian ruler, at the outset, disqualified candidates who did not fit his extremist outlook and from among those whose candidacies he allowed was elected the candidate who was seen as less identified with the regime, who still defines the State of Israel [in an address last year] as ‘the great Zionist Satan.’”

Referring to the unexpected election of Mohammed Khatami as Iran’s president in 1997, the Israeli Prime Minister reminded his cabinet that “Fifteen years ago, the election of another president, also considered a moderate by the West, led to no change in these aggressive policies.”

Perhaps Netanyahu should be reminded that in 1992, he claimed Iran was “3 to 5 years” from having a nuclear weapon. That same year, Israeli Foreign Minister Shimon Peres (Israel’s current president) told French TV that Iran would have a nuclear warhead by 1999. This contention, shared by Netanyahu’s political rival, Yitzhak Rabin and echoed here by the Israel lobby, provided much of the impetus to push harder for the anti-Iran sanctions that were a major factor in constraining the ability of the last reformist president, Mohammad Khatami, to improve the economy and gain political capital against regime hard-liners.

In an interview with AP and Reuters, Peres made the opposite argument, praising the election results as a blow to Iran’s supreme leader, Ayatollah Ali Khamenei, “who was sure that the people would vote according to his decision.” According to Peres, Rouhani will now have to be judged by his actions, rather than his words.

(Now what would happen if the U.S. were to judge Israeli leaders by their actions rather than their words, with regard to resolving the Israel-Palestinian conflict or coming clean about Israel’s nuclear weapons program?)

Knesset Foreign Relations Chair Avigdor Lieberman of the hardline Israel is Our Home party, barred from assuming the post of Foreign Minister until the pending corruption charges against him are resolved, sized up Iran’s president-elect as being “not more moderate, but more sophisticated” than his predecessor. “We have not heard from [Rouhani] any announcements that he plans to stop the nuclear program.”

Minister of International Relations Yuval Steinitz, whose ministerial duties include “Israel’s intelligence efforts on Iran,” told Army Radio on Sunday morning that “the results are a credit to the Iranian people,” but expressed doubts as to whether Supreme Leader Khamenei, who “actually manages foreign affairs, national security and Iran’s nuclear program,” would alter Iran’s “path and behavior.” Steinitz asserted that the election results would have no effect on Iran’s nuclear progress, which he claimed is ever-closer to crossing the nuclear “red line.” Were any changes in to occur, he opined they would come about solely as a consequence of “increased pressure” by the international community. Steinitz therefore insisted that international sanctions against Iran “must continue, regardless of the desire of the Iranian people for progress.”

Justice Minister Tzipi Livni – praised by J-Street last year when she resigned from the Knesset for defining “the ideal of public service in Israel, pursuing her vision of the best interests of Israel with passion, dignity and integrity,” but who immediately jockeyed for and won a cabinet position in the right-wing Netanyahu government elected in January — also told Army Radio that Rouhani’s election would test the West’s determination to keep Iran from acquiring nuclear weapons. While Rouhani might seem like a more moderate face for Iranians, Livni was in agreement with her Likud colleagues that it would be “wise” to continue pressuring Iran. “The test will be that of action,” Livni said, parroting the official Israel position that Iran’s new president should be judged by actions instead of words.

MK Zahava Gal-on of Israel’s pro-peace and progressive Meretz party, which is in opposition to Netanyahu’s government, issued a sardonic statement of condolence to Israel’s political leadership on the departure of Mahmoud Ahmadinejad, who for the past eight years has provided a treasure trove of  anti-Israel invective that Netanyahu and other Israeli leaders have been able to quote when making their case that Iran is an imminent threat to Israel:

I extend my sympathy to the Israeli government that, with heavy heart and head hung low, must bid farewell to Ahmadinejad, who served as propaganda card and as an excellent source of excuses to avoid dealing with Israel’s real problems,” she said in a statement.

Where will the prime minister turn to now, when someone asks him about the Palestinian conflict? What about the out-of-control budget deficit for which he was responsible?… What about the racism that exists within Israeli society?… What will he do?”

I fear that the election of the moderate Rouhani is not just a blow to the extremists in Tehran, but also to the extremist leadership in Israel, which will now have to replace intimidation with actions.”

Gal-On’s sarcasm is closer to reality than it might sound. After Ahmadinejad was declared the winner of the contentious 2009 runoff presidential election, despite charges that his opponent, Mir Hossein Mousavi, had received more votes, the pro-settler, nationalist news site Arutz Sheva included some quotes reflecting the attitudes of many Israeli politicians and pundits about the 2009 victory of the outgoing Iranian president who Israeli leaders have delighted in comparing to Haman and Hitler, among them:

  • Mossad director Meir Dagan told the Knesset’s Foreign Affairs and Defense Committee that “if the reformist candidate Mousavi had won, Israel would have had a more serious problem because it would need to explain to the world the danger of the Iranian threat.”
  • Ephraim Inbar, director of the Begin Sadat Center at Bar-Ilan University, explained to CBS News, “If we have Ahmadinejad, we know where we stand. If we have Mousavi we have a serpent with a nice image.”
  • Political commentator Ron Ben Yishai declared Ahmadinejad “a diplomatic asset for the West in general and for Israel in particular. His Shi’ite fanaticism and Holocaust denial have frightened Arab and Western countries and assisted in creation of a global anti-Iranian front.”

So it’s not surprising that, as the results of the 2013 Iranian election became known on Saturday, Deputy Defense Minister Gilad Erdan expressed concern that Rouhani’s reputation as a centrist and the support he received from Iran’s reformists might tempt the West to give Iran “more leeway in diplomatic contacts over its rogue nuclear drive,” agreeing to more talks, and then more talks.

Regardless of the outcome of any Iranian election offering the possibility of change — admittedly not the prospect or an outright promise — Israeli politicos will be displeased, and for the wrong reasons. Expect to hear more from them in the days and weeks ahead in the media, and from the Israel Lobby in the United States.

Iran’s June 14 presidential election results, announced the day after, was nothing less than a political earthquake.

The centrist Hassan Rowhani’s win was ruled out when Iran’s vetting body, the Guardian Council, qualified him as one of the eight candidates on May 21.

Furthermore, a first-round win by anyone in a crowded competition was not foreseen by any pre-election polling.

Until a couple of weeks ago, conventional wisdom held that only a conservative candidate anointed by Leader Ayatollah Ali Khamenei could win.

Few expected the election of a self-identified independent and moderate who was not well-known outside of Tehran.

And few thought participation rates of close to 73 percent were in the cards.

The expected range was around 60 to 65 percent, in favor of the conservative candidates who benefit from a solid and stable base of support that always comes out to vote.

But the move, a few days before the election by reformists and centrists — guided by two former presidents, Mohammad Khatami and Akbar Hashemi Rafsanjani — to join forces and align behind the centrist Rowhani proved successful and promises significant changes in the management and top layers of Iran’s various ministries and provincial offices.

Rowhani has also promised a shift towards a more conciliatory foreign policy and less securitized domestic political environment.

The centrist-reformist alliance occurred when, in a calculated action earlier this week, the reformist candidate Mohammadreza Aref withdrew his candidacy in favor of Rowhani, whose campaign slogan was one of moderation and prudence.

But the strong support for Rowhani, underwriting his first-round win, was made possible by an unexpected surge in voter turnout.

A good part of the electorate, disappointed by Iran’s contested 2009 election and the crackdown that followed, had become skeptical of the electoral process and whether their vote would really be counted.

They also questioned whether the holder of any elected office now could make a difference in the direction of the country.

Low voter turnout was the expectation. But with the centrist-reformist alliance, the mood of the country changed.

Serious debate began everywhere, including in homes, streets, shops and electronic media, about whether to vote or not.

As more and more people became convinced, Rowhani’s chances increased. Hope overcame skepticism and cynicism.

The case for voting centered on the argument that the most important democratic institution of the Islamic Republic — the electoral process — should not be abandoned easily out of the fear that it will be manipulated by non-elective institutions.

Abandoning the field was tantamount to premature surrender, it was argued.

Reformist newspaper editorials also articulated the fear that a continuation of Iran’s current policies may lead the country into war and instability.

Syria, in particular, played an important role as the Iranian public watched a peaceful protest for change in that country turn into a violent civil war through the intransigence of Bashar al-Assad’s government and external meddling.

The hope that the Iranian electoral system could still be utilized to register a desire for change was a significant motivation for voters.

Beyond the choice of Iran’s president, the conduct of this election should be considered an affirmation of a key institution of the Islamic Republic that had become tainted when the 2009 results were questioned by a large part of the voting public.

The election was conducted peacefully and without any serious complaints regarding the process.

Unlike the previous election, when the results were announced hurriedly on the night of the election, the Interior Ministry, which is in charge of conducting the election with over 60,000 voting stations throughout the country, chose to take its time to reveal the results piecemeal.

Other key individual winners of this election, beyond Rowhani, are undoubtedly former presidents Hashemi Rafsanjani and Khatami who proved they can lead and convince their supporters to vote for their preferred candidate.

Khatami in particular had to rally reformers behind a centrist candidate who, until this election, had not said much about many reformist concerns, including the incarceration of their key leaders, Mir Hossein Mussavi, his spouse Zahra Rahnavard, and Mehdi Karrubi.

Khatami’s task was made easier when Rowhani also began criticizing the securitized environment of the past few years and the arrests of journalists, civil society activists and even former government officials.

Meanwhile, Hashemi Rafsanjani, whose own candidacy was rejected by the Guardian Council, sees his call for moderation and political reconciliation confirmed by Rowhani’s win.

He rightly sensed that, despite the country’s huge economic problems — caused by bad management and the ferocious US-led sanctions regime imposed on Iran — voters understood the importance of political change in bringing about economic recovery.

Conservatives, on the other hand, proved rather inept at understanding the mood of the country.

They failed in their attempt to unify behind one candidate and ended up stealing votes from each other instead.

The biggest losers of all were the hardline conservatives, whose candidate Saeed Jalili ran on a platform that mostly emphasized resistance against Western powers and a reinvigoration of conservative Islamic values.

Although he was initially believed to be the the favored candidate due to the presumed support he had from Khamenei, he ended up placing third, with only 11.4 percent of the vote, behind the more moderate conservative mayor of Tehran, Mohammad Baqer Qalibaf.

The hardliners loss did not, however, result from a purge. It is noteworthy that other candidates besides Rowhani received approximately 49 percent of the vote overall.

While this election did not signal the hardliners’ disappearance, it did showcase the diversity and differentiation of the Iranian public.

Rowhani, as a centrist candidate in alliance with the reformists, will still be a president who will need to negotiate with the conservative-controlled parliament, Guardian Council and other key institutions such as the Judiciary, various security organizations and the office of Leader Ali Khamenei, which also continues to be controlled by conservatives.

Rowhani’s mandate gives him a strong position but not one that is outside the political frames of the Islamic Republic.

He will have to negotiate between the demands of many of his supporters who will be pushing for a faster rate of change and those who want to retain the status quo.

His slogan of moderation and prudence sets the right tone for a country wracked by 8 years of polarized and erratic politics.

But Rowhani’s promises constitute a tall order.

Whether he will be able to lower political tensions, help release political prisoners, reverse the economic downturn and ease the sanctions regime through negotiations with the United States remains to be seen.

But Iran’s voters just showed they still believe the elected office of the president matters and expect the person occupying that office to play a vital role in guiding the country in a different direction.

With the disqualification of former president and current chair of the Expediency Council Akbar Hashemi Rafsanjani by a vetting body, the Guardian Council, Iran’s presidential campaign is opening with many in the country in a state of shock.

Although the eight qualified candidates offer somewhat of a choice given their different approaches to the economy and foreign policy, the disqualification of Rafsanjani has once again raised the spectre that the conservative establishment intends to manipulate the electoral process in such a way that only a conservative candidate will win when voters cast their ballots Jun. 14.

Rafsanjan’s candidacy, which received solid support from former reformist president Mohammad Khatami, had created hope among a section of the Iranian population — unhappy with the policies of President Mahmoud Ahmadinejad — that a real contest over the direction of the country was possible.

His stature and name recognition had immediately catapulted him as the most formidable candidate against the conservative establishment.

The possibility that the Guardian Council would disqualify a man who is the appointed chair of the Expediency Council and an elected member of the Clerical Council of Experts was deemed unfathomable by many.

In the words of conservative MP Ali Mottahari, who had pleaded with Rafsanjani to register as a candidate, “if Hashemi is disqualified, the foundations of the revolution and the whole system of the Islamic Republic will be questioned.”

Rafsanjani’s unexpected disqualification poses a challenge for his supporters, who include centrists, reformists and even some middle-of-the-road conservatives such as Mottahari: who, if anyone, will they now support in the election?

The slate of approved candidates includes two individuals — former nuclear negotiator Hassan Rowhani and former first vice president Mohammadreza Aref — who hold mostly similar views to Rafsanjani.

In fact, both had said that they would withdraw if Rafsanjani’s candidacy was approved. But neither is as well known as the former president and they will now have to compete against each other in attracting likeminded voters.

Rowhani has chosen to run as an independent, while Aref is running as a reformist. While Rafsanjani’s candidacy had energised and unified the reformists and centrists, the campaign of these two lesser known candidates may be cause for disunity and/or voter apathy.

A third candidate, Mohammad Gharazi — who may also have centrist tendencies — is even less known throughout the country.

He served first as the minister of petroleum and then post, telegraph, and telephone in the cabinet of then-prime minister Mir Hossein Mussavi — now under house arrest after his 2009 presidential bid — and then in Rafsanjani’s cabinet when he served as president.

But since 1997, Ghazari has not held public office. Furthermore, no one really knows his views or why he was qualified when several other ministers with more recent experience were not.

Reformist supporters, already distraught over the previous contested election and continued incarceration of candidates they voted for in 2009, may see Rafsanjani’s disqualification as yet another sign that their vote will not count.

Apathy or abstention in protest among supporters is now a real issue for the centrists and reformists. This challenge may — and only may — be overcome if one of the candidates agrees to withdraw in favour of the other and the popular former reformist president Khatami throws his support behind the unified candidate in the same way he did with the candidacy of Rafsanjani.

But even this may not be enough. The reality is that the low name recognition of both candidates limits the impact of such political manoeuvring and coalition-building by the reformists, especially if the conservative-controlled security establishment makes campaigning and the spread of information difficult. Already Aftab News, a website affiliated with Rowhani, has been blocked.

This leaves the competition among the other five candidates who come from the conservative bloc. One, former presidential candidate, Mohsen Rezaee, is also running as an independent and is both the most likely to last until Election Day and the least likely to garner many votes.

It is the competition among the other four conservative candidates — Tehran mayor Mohammad Baqer Qalibaf, former foreign minister Ali Akbar Velayati, former Parliamentary Speaker Gholamali Haddad Adel, and current nuclear negotiator Saeed Jalili — that will in all likelihood determine the fate of the election.

If Rafsanjani had been qualified, there would have been an urge for unity among these candidates since, without such unity, the former president could have received the 50 percent plus one necessary to win in the first round.

Now, however, the same forces that had prevented the conservative candidates from rallying behind one candidate remain in play.

Polls published by various Iranian news agencies, although not very reliable, uniformly suggest that Qalibaf is the most popular conservative candidate because of his management of the Tehran megapolis and the vast improvement in the delivery of services he has overseen there.

But Qalibaf’s relative popularity has not yet been sufficient to convince other candidates to unite behind him. This may eventually happen after televised presidential debates if he does well in them and if Velayati and Haddad Adel drop out in his favour since, from the beginning, the three of them had agreed that eventually the most popular should stand on Election Day.

But there is no guarantee that this will happen. Velayati in particular has ambitions of his own and has implied that Leader Ali Khameni’s preference should be given at least as much weight as polls, giving rise to speculation that he is the Leader’s preferred candidate despite clear signs that he has not been able to create much excitement even among conservative voters.

Convincing the hard-line candidate Jalili to drop out in favour of Qalibaf will be even harder.

In fact, from now until Election Day there will probably be as much pressure on Qalibaf to drop out in favour of Jalili as the other way around in the hope that a unified conservative candidate can win in the first round, avoiding the risk of either Rowhani or Aref making it to the second round where the top two candidates will have to compete on Jun. 21.

Jalili is the least experienced — and well known — of all the conservative candidates and, in a campaign in which economy is the number one issue by far, there are real concerns regarding whether he is experienced enough to manage Iran’s deep economic problems.

But his late entry in the presidential race, minutes after Rafsanjani entered it, has also given rise to speculation that he, instead of Velayati, may be the Leader’s preferred choice.

What is not a subject of speculation is the fact that Jalili takes the hardest line of all the candidates.

His campaign slogan of “hope, justice, and resistance” suggests that he is the most likely to continue current policies, although perhaps with less bombast and populist flair than the current president.

As such, Jalili stands apart from the other seven candidates who will campaign on the need for both change and competent leadership.

Jalili jumped into the race at the last minute as a hard-line counter to Rafsanjani’s call for moderation. Ironically, with the latter’s disqualification, he now stands alone as the candidate whom others will try to mobilise voters against.

National Security and Nuclear Diplomacy was published in Iran during the autumn of 2011 but most people only learned about it a few months ago after it was made available during Tehran’s International Book Fair in May. It’s significant because the author is Hassan Rowhani, the country’s nuclear negotiator for 22 months during the Khatami presidency – just one of the many positions he has held since the inception of the Islamic Republic of Iran. The book – a publication of the Center for Strategic Studies (CSR), which Rowhani directs – is now in its third printing. CSR is affiliated with the Expediency Council in which Rowhani continues to be a member.

Going beyond the nuclear issue, I recommend this book to anyone who is interested in understanding Iran’s post-revolutionary politics and how the fundamental changes in its structure of power have transformed the decision-making process in the country from one-man rule to a collective enterprise.

The details revealed in Rowhani’s book about how decisions were made in restarting Iran’s nuclear program in the late 1980s, as well as in negotiations with the EU 3 (Britain, Germany and France) are very interesting. The section explaining why negotiations failed with the EU 3, titled “Why Europe Could not Capitalize on the Opportunity?”, should be read by anyone who believes that Iranian negotiators had no reason to be suspicious of the EU 3’s intent and mode of operation. Those interested in learning about the dynamics of Iran’s national security calculus will also find ample information about the changes that occurred in the Supreme National Security Council after 9/11 and Rowhani’s take on why these changes are not sufficient to overcome some basic flaws in Iran’s decision-making process. Rowhani’s opinions about wrong policy choices made by subsequent nuclear teams are also included in National Security and Nuclear Diplomacy.

But the value of this book really lies first in the fact that it was written with a domestic audience in mind and second in the frank defense – and by implication promotion – of that approach to the same domestic audience. But let me be clear that by “domestic audience” I do not necessarily mean the Iranian population at large whose views about national security are, like in every other country, shaped more by the national security establishment than the other way around. More than anything else, this is a book generated from debates and disagreements within Iran’s political establishment that is intended to influence the continuing mutation of that debate. After all, today, the Khatami era nuclear negotiators are routinely accused of passivity, even treason, by Iran’s hard-line security establishment.

Less than two weeks ago, during a meeting with Iranian officials, the Leader Ali Khamenei stated that the EU 3 would not even agree to the Iranian offer of “only 3 centrifuges running” and that had he not intervened in the nuclear file, the Iranian “retreat” would have continued. But unlike Rowhani’s other detractors, Khamenei does acknowledge that the failed negotiation with the EU 3 was a needed experience. And, by using direct quotes from Khamenei, this is a point that Rowhani keeps highlighting: every decision made on the nuclear dossier was made by consensus and had Khamenei’s endorsement. Moreover, preventing the referral of Iran’s nuclear dossier to the UN Security Council at a time when the US was at the height of its military adventurism was a major achievement that assured Iran’s security and also provided the country with time to prepare for future challenges.

However, the defense of his nuclear team’s performance is not the only aspect of Rowhani’s book. He not only sheds light on the nature of domestic opposition to the 2003-05 nuclear negotiations (political as well as based on ignorance about Iran’s posture in the negotiations), he also criticizes the mistakes made by subsequent negotiating teams. Rowhani chastises, for example, the Larijani-led team for thinking that there was no need to continue negotiations with Europe despite his warning that reliance only on the  “East” – read Russia and China – was a mistake. He also suggests that the new nuclear team did not take seriously enough the “very dangerous” September 2005 resolution of the International Atomic Energy Association’s (IAEA) board of governors. Rowhani states flatly, “it was after September 2005 that the new nuclear team realized the [limited] weight of the East! And then they went looking for the West, which was of course already too late.”

As to Iran’s current predicament, Rowhani acknowledges Iran’s technological progress: “We can say that 20 percent enrichment has in some ways created increased deterrence”. But he adds that given the “heavy cost paid”, Iran’s technology “should have progressed more.” More significant is Iran’s undesirable political and legal struggle given the referral of Iran’s file to the Security Council. Rowhani concludes National Security and Nuclear Diplomacy by stating:

…now taking [Iran’s file] out of the Security Council is a complex and costly affair. In effect, we have endured the biggest harm in the areas of development and national power. We may have not benefitted much on the whole in terms of national security either. The foundation of security is not feeling apprehensive. In the past 6 years, the feeling of apprehension has not been reduced.

Rowhani does not challenge Iran’s nuclear posture. He is a committed member of the Islamic Republic and supporter of its nuclear program in the face of what he considers to be recalcitrant hostility. His criticism is quite different than the criticism of those – mostly among the Iranian Diaspora – who have challenged the utility of Iran’s nuclear program or the objectives of Iran’s rulers. His charge is much more ordinary and damning: the subsequent nuclear teams made key mistakes, miscalculated, and politicized the nuclear dossier in order to enhance their domestic standing and harmed the interests of the Islamic Republic during the process.

Given the fact that, according to Rowhani, none of the nuclear decisions made in Iran could be made without Khamenei’s endorsement, this book is also a devastating critique of the latter’s endorsement of the clumsy way Iran has negotiated with West.

Rowhani may be right or wrong in arguing that Iran’s condition would have been different with better Iranian negotiators, a better understanding of Iran’s predicament and limitations in finding allies, and better diplomacy. After all, the American and European posture of no enrichment in Iran has persisted with or without Rowhani.

What I do not doubt, however, is the fact that no one could have published a book like this before the revolution!
