Today hundreds of buses packed with what organizers claim are about a thousand citizen advocates departed from various pick-up points in and around New York and  New Jersey for Washington, DC. They represent NORPAC (not an acronym for anything), a much smaller, localized grassroots version of the American Israel Public Affairs Committee (AIPAC), whose annual policy conference brought an estimated 10,000 activists and students to the nation’s capital to lobby for pro-Israel legislation in March.

NORPAC’s annual Mission to Washington, DC lasts just one day, modeled on the climactic conclusion on the third day of AIPAC’s confabulation that dispatches busloads of attendees to their respective Senate and House members to thank them for their support for Israel and ask for more. Attracting little or no attention outside the  regional Jewish media, NORPAC markets its annual pilgrimage to the nation’s capital as a fun day of family togetherness where kids (minimum age is 12) can join their parents and grandparents in coming face-to-face with members of Congress (“MoCs”), armed with NORPAC Talking Points, and demanding to know — in unequivocal and uncompromising “yes” or “no” terms — whether they will co-sponsor and vote for pending legislation supportive of Israel and detrimental to Iran.

The NORPAC annual Mission is also a bargain. The non-discounted registration fee for AIPAC’s three day policy conference in 2013 was $599 per person, not including transportation from the participants’ home city and a 2-3 night hotel stay in pricey Washington, DC. NORPAC on the other hand charges $175 for adults and $125 for students and this fee includes bus transportation from pick-up points throughout New York and New Jersey, breakfast, lunch, dinner and a plenary meeting upon arrival. Since the Mission is accomplished in a single day, there’s no need for any hotel expense. Advocacy training prior to the Mission is also included.

NORPAC differs from its big brother AIPAC not only in size, but in actually being a PAC (political action committee), aggregating and disbursing financial contributions to members of Congress. Throughout the course of each election cycle, NORPAC members host both Democratic and Republican political candidates and office holders — Sen. Susan Collins of Maine was the guest of honor in Teaneck, NJ at a NORPAC event on April 28 – establishing personal relationships even with out of area members of Congress who receive the lion’s share of NORPAC’s largesse. Political donors contributing through NORPAC can earmark their political contributions to any candidate they choose, even if he or she is not officially endorsed. NORPAC never endorses a candidate who challenges an incumbent with a pro-Israel record, as Shmuley Boteach discovered. Nevertheless financial contributions to challengers are accepted and contributed in NORPAC’s name.

Contributions channeled through NORPAC are not huge, but, as the organization enjoys pointing out, the impact of relatively small contributions is magnified when they are aggregated. More importantly, pooling campaign contributions through NORPAC exaggerates the pro-Israel lobby’s unity, strength and influence.

The top donor through NORPAC in the 2012 election cycle contributed $7,500, with the rest of the top 25 donors contributing $4,000-$5,000. In that cycle, NORPAC disbursed $10,603 to House Democrats, $6,350 to House Republicans, $62,330 to Senate Democrats and $54,741 to Senate Republicans. Political donations to individual candidates are generally in the $2,500-$5,000 range for House members and typically in the $5,000-$10,000 range for Senators, according to Open Secrets’ database – not huge in the Super PAC era, but significant insofar as these sums, pooled and presented to politicians by NORPAC, have a greater impact than smaller ones by individual donors.

What do NORPAC’s Mission minions, rolling into the nation’s capital on their chartered buses, want? According to NORPAC’s website:

Each year NORPAC selects different issues to present to Members of Congress related to legislation in the U.S. House and Senate. Previously we have advocated for stronger Iran sanctions, continued foreign aid, increased military and strategic cooperation between the U.S. and Israel, and additional funding for the Iron Dome anti-missile defensive system. A talking points handout is supplied to all Mission attendees before the event to bring them up to speed on the latest, most pressing issues.

How are NORPAC’s Talking Points for 2013 ”different” from all other years? They aren’t. Senate and House members are being asked whether or not they support the $3.1 billion earmarked for US military assistance to Israel plus $221 million more to fund Israel’s Iron Dome program in the 2014 federal budget, the details of which are currently being negotiated. The busloads of Israel supporters on NORPAC’s Mission and at the conclusion of the AIPAC Policy Conference are there to persuade members of Congress that the political price of even nipping, let alone slashing, military aid to Israel is not one that they will want to pay.

Meanwhile, Defense News reports that Israel is slashing its own military budget, violating a 2007 understanding with Washington that incremental hikes in US annual military aid would not be used to compensate for proportionate cuts in Israel’s defense spending. While US House Speaker John Boehner has declared that repayment of loans to China should be a higher budget priority than paying active duty US troops, members of the Israeli Defense Forces will be receiving a 21% raise. Of course, NORPAC’s Talking Points won’t be mentioning that.

Besides preserving military assistance to Israel in the 2014 budget, NORPAC is asking House members to sign on as co-sponsors of House Resolution 850, which, as a New York Times editorial points out, “would pile on tougher sanctions [on Iran] just as the two sides are trying to create trust after decades of hostility.” Senators are meanwhile being asked to co-sponsor Senate Resolution 65, which makes it increasingly likely that the US will be dragged into a war with Iran if Israel initiates one, despite the disclaimer that the Resolution does not actually authorize military action. The language of the original bill, introduced in the Senate in late February by Democrat Robert Menendez and Republican Lindsey Graham, initially granted Israel full US support if it chose to attack Iran in “self-defense,” which some Senate staffers viewed with alarm as “a back door to war”, according to Ori Nir of Americans for Peace Now. But it  now includes the phrase “legitimate self-defense.” Even with the APN-approved language, concerns remain that the passage of S. 65 increases the likelihood that the US would not only support an Israeli initiated war with Iran but also be dragged into it.

The last item on NORPAC’s wish list is the demand that members from both houses of Congress sponsor and support H.R. 938 and S. 462 – The United States-Israel Strategic Partnership Act — two parallel bills in the House and Senate that upgrade Israel to the unique status of a “strategic partner” of the U.S. Ironically, the authors of NORPAC’s Talking Points seem unaware that the hold-up in the passage of these bills comes from the Israeli side, not Congress.

One provision of the “strategic partnership” is the mutual waiving of visa requirements for Israelis entering the US and Americans entering Israel. Israel’s problem with this provision in what Lara Friedman calls the Best Ally with Benefits bills is that Israel wants the right to impose restrictions on Americans of Arab or Muslim descent or on anyone whose political views it deems questionable or undesirable.

Currently, the rate of rejection of Americans seeking to enter Israel exceeds 3%, the maximum allowing threshold for reciprocal visa-free agreements between the US and other countries. US senators are bending over backwards to accommodate the pro-Israel lobby’s efforts to help Israel evade the requirements of visa reciprocity in exchange for the “strategic partnership” proposed by AIPAC and advocated for by NORPAC.

The Senate bill sponsored by Sen. Barbara Boxer (D-CA) proposes that Israel be granted visa waiver status if the Secretary of State determines that Israel “has made every reasonable effort, without jeopardizing the security of the State of Israel, to ensure that reciprocal travel privileges are extended to all United States citizens.” According to Mike Coogan,“Attorneys for both individual members and committees privately advised that complying…would be a flagrant violation of certain U.S. laws barring discrimination, and would undermine the U.S. government’s call for the equal protection of all its citizens traveling abroad.”

Promoting the upcoming Mission in the New Jersey Jewish News last week, NORPAC President Ben Chouake called May 8 “a day to play an oversized role for Israel.”

The oversized role that a few determined and committed people can play in our nation is astounding. Going down to Washington with NORPAC is a leveraged way of making oneself heard. Our members have made compelling cases and been key players in promoting legislative initiatives. This year we will have about 475 meetings planned for small NORPAC groups. A sincere citizen advocate in Washington is far more compelling than the most sophisticated lobbyist. Each of you that attend the mission has more influence than the 10,000 that stay at home.

Chouake’s article elicited a reader comment by Sherry Rosen, which reads in part:

…my take-away is that the most important issue facing Israel today is the need to encourage Israeli leaders to the negotiating table for peace talks. In the last few days alone, the Arab League has endorsed the idea of a two-state solution based on “comparable” and “minor” land swaps. and the re-endorsement of the official Arab Peace Initiative by non-Palestinian Arab countries is remarkably similar to the American framework that has been put forth for these negotiations.

As a “determined and committed” American Jew myself, I believe that the “oversized role” we can best play in ensuring “the survival of the Jewish homeland and the Jewish people” is to seize the opportunity that this window of hope offers. Wouldn’t it be wonderful if thousands of similarly passionate American Zionists were to meet with Congressional leaders, on May 8 or any other day, and express our abiding desire for a negotiated solution to the Israeli-Palestinian conflict, rather than confine our powerful voices to perpetuating concerns couched in the language of threats, defense, and funding sophisticated weaponry?  Who knows?  It might actually work.

NORPAC wants to make sure that their members of Congress never find out.

President Obama says a nuclear Iran is unacceptable. The real and credible threat of force is probably the last hope of persuading the Iranian regime to back down. So: Isn’t it time for the president to ask Congress for an Authorization for Use of Military Force against Iran’s nuclear program?

Instead of running away from it, administration officials could be putting the military option front and center and ensuring it is seen as viable. And if the administration flinches, Congress could consider passing such an authorization anyway.

And here is Mitt Romney’s response to the article from CBS’s “Face the Nation“:

…I can assure you if I’m President, the Iranians will have no question but that I would be willing to take military action, if necessary, to prevent them from becoming a nuclear threat to the world. I don’t believe at this stage, therefore, if I’m President, that we need to have war powers approval or a special authorization for military force. The President has that capacity now.

Former Senator Charles Robb (D-Va): Testifying at this week’s Armed Services Committee hearing titled “Addressing the Iranian Nuclear Challenge: Understanding the Military Options” was former Senator Charles Robb who now co-chairs the Bipartisan Policy Center’s (BPC) Task Force on Iran. Robb mainly reiterated recommendations from a BPC report released in February. According to BPC staffers, “only the credible threat of force, combined with sanctions” affords “any realistic hope of an acceptable diplomatic resolution.” Unsuprisingly, “force” is the key to successful diplomacy:

There are three primary components of a credible military threat: an effective information and messaging strategy, economic preparations and credible military readiness activities. Undertaking these steps would boost the credibility of the military option, thereby strengthening the chance for sanctions and diplomacy to succeed in bringing about a peaceful resolution to the standoff over Iran’s nuclear program.

What exactly is the BPC? Jim Lobe has the scoop:

We’ve been covering BPC’s work on Iran pretty intensively both on IPS and Lobelog since the fall of 2008 when it issued its first Iran report whose primary author, as I understand it, was Michael Rubin (and Dennis Ross was on the task force that produced it).

The staff director for their Iran reports is Michael Makovsky whose RightWeb profile was updated just two months ago.

Makovsky, brother of David at the Washington Institute for Near East Policy (WINEP), not only served at one time in the IDF, but also was a West Bank settler, according to reports. When I asked him directly about a month ago whether those reports were accurate, he abruptly terminated an otherwise relatively cordial conversation about his service in the Feith’s Office of Special Plans in the run-up to the Iraq invasion. If those reports are indeed true, and, to my knowledge, he’s never denied them, one has to ask how someone who presumably supports Israeli settlements in occupied territory could become Foreign Policy Director of something called the “Bipartisan Policy Center”.

When they unveiled their last report in February you can read my synopsis here, Robb and Sen. Coates presided. I wrote about their first report in 2008.

Interestingly, several of the key players on the Iran task force at BPC were invited to a Foundation for the Defense of Democracy (FDD) retreat in the Bahamas back in May 2007, entitled “Confronting the Iranian Threat: The Way Forward”. In addition to Makovsky, Rademaker was invited, as were Michael Rubin and Air Force Lt. Gen. Chuck Wald (ret.), who has been a major contributor to the Iran task force and co-written op-eds about its work with Robb and Coates. Precisely who turned up there, I don’t know, but Wald told me at the time that he wasn’t able to attend. I wrote about the invitation on Lobelog at the time. You can find it here. It was kind of a who’s who among the neo-con hawks: Bret Stephens, Reuel Marc Gerecht, Michael Ledeen, etc. etc.

Congress, Foreign Policy: Josh Rogin reports on a bipartisan letter spearheaded by Sens. Robert Menendez (D-NJ) and Roy Blunt (R-MO) that was sent out last Friday by 44 senators calling on the President to cease diplomatic efforts if the Iranians don’t submit to 3 U.S. demands, as well as continue the relentless sanctions regime and ramp up the military option:

“On the other hand, if the sessions in Moscow produce no substantive agreement, we urge you to reevaluate the utility of further talks at this time and instead focus on significantly increasing the pressure on the Iranian government through sanctions and making clear that a credible military option exists,” they wrote.  ”As you have rightly noted, ‘the window for diplomacy is closing.’  Iran’s leaders must realize that you mean precisely that.”

Salon’s Glenn Greenwald responds:

This implication is clear: a military attack by the U.S. on Iran is at least justified, if not compelled, if a satisfactory agreement is not quickly reached regarding Iran’s nuclear program. At the same time, the letter itself virtually ensures no such agreement is possible because the conditions it imposes as the “absolute minimum” are ones everyone knows Iran will never agree to (closing the Fordow facility and giving up its right to enrich uranium above 5 percent). It also declares that it is not only Iran’s possession of a nuclear weapon that is “unacceptable” — diplomatic code for “we’ll go to war to stop it” — but its mere “capability” to build one.

As does the Washington Post’s hawk-in-chief Jennifer Rubin who applauds the increasingly militaristic trend in Congress and the fact that it’s “unlikely the Iranians will agree to any of those conditions” in the letter while yet again agitating for the U.S. to wage war on Iran (emphasis mine):

But those crippling sanctions have come very late as Iran compiles a sufficient stockpile of enriched uranium to make multiple bombs. We are drawing close to the point when Obama will face the choice he has tried to avoid: Act militarily, support the Israelis’ military action or accept the “unacceptable,” a nuclear-armed revolutionary state sponsor of terror? And as we arrive at that point it becomes clear that the only reason for Israel (with fewer military capabilities than the United States) to act militarily rather than the United States would be that the president, even on the most critical national security threat of our time, won’t lead.

Yet despite all the huffing and puffing that Rubin does on a weekly basis about the “threat” the U.S. faces from Iran, just this February Lt. Gen. Ronald Burgess, the director of the Defense Intelligence Agency, testified that “Iran is unlikely to initiate or intentionally provoke a conflict.” Add to that the top U.S. intelligence official James Clapper’s reiteration that Iran has not made a decision to build a nuclear bomb and that diplomacy and sanctions–as opposed to the militaristic measures that Rubin advocates–remain the most effective means of dissuading the Iranians from going nuclear.

Jennifer Rubin, Washington Post: What sanctions good for according to Rubin (forget that diplomacy mumbo jumbo):

We should, of course, move forward on sanctions insofar as they may undermine the current regime and push segments of the population in the country to align themselves with the Green Movement.

And here is her lament for what has so far been U.S. refusal to militarily strike Iran:

Given Obama’s refusal to act forcefully against Iran’s weaker, non-nuclear armed ally Syria, I strongly suspect it will be up to Israel. That would be a pitiful result of a lackadaisical American approach to our primary security threat and the ignominious end to “leading from behind.” Let’s hope it doesn’t come to that, but at this point that certainly seems like the most likely outcome.

Washington Post: The Post’s hawkish editorial board calls for U.S. rejection of Iran’s right to peacefully enrich uranium (putting them in line with the Israeli position) and increasing pressure on Iran:

The Obama administration must nevertheless be prepared to take an Iranian “no” for an answer. It should resist any effort by Russia or other members of the international coalition to weaken the steps that Iran must take, or to grant Tehran major sanctions relief for partial concessions. It should continue to reject recognition of an Iranian “right” to enrich uranium.

The United States and its allies also should have a strategy for quickly and significantly increasing the pressure on the Khamenei regime if the negotiations break down. Israel may press for military action; if that option is to be resisted, there must be a credible and robust alternative.

Mark Kirk (R-Ill.): Following the Moscow talks Senate hawk Mark Kirk calls for a “final” (what happens after?) round of more sanctions on Iran:

After three rounds of meetings, Iran remains in violation of multiple U.N. Security Council resolutions ordering it to halt all its uranium enrichment activities.  The House and Senate should immediately negotiate a final Iran sanctions bill that can be sent to the President’s desk in July. This legislation should include new and tougher sanctions proposals put forward by lawmakers on both sides of the aisle, including sanctions targeting Iran’s energy and financial sectors, shipping and insurance.

Jed Babbin, American Spectator: The Deputy Undersecretary of Defense under George H.W. Bush who stated in 2006 that he was “willing to kill as many people as it requires to take out Hezbollah” declares that “[d]iplomacy won’t work” with Iran so for now covert operations, particularly in the cyber realm, should be vigorously deployed through all available means including the U.S.’s vast arsenal:

Expanding our cyberwar operations against Iran is one of the best options. Offensive cyberwar is far cheaper, and easier, than the defensive. We can, and should, disrupt Iranian government and military functions as often as we can. Iran is reportedly developing a new computer language to make such attacks more difficult. Our cyber warriors should be tasked to infiltrate that project and plant malicious software — “malware” in cyber jargon — to gather information from and at our command disrupt or destroy the computer networks the new system runs on.

A future president — let’s hope one will take office next year — should consider the “bad luck” option. Covert operations need not be conducted only by special operations forces, CIA agents, or computer warriors. We have a significant variety of stealthy weapons and weapon platforms. That president would have the option of making an equally large variety of Presidential Determinations authorizing the use of those weapons against Iran’s nuclear facilities and its intelligence and military centers.

Mainstream Media and Pundits:

Clifford D. May in the National Review: Former journalist and spokesman for the Republican National Committee Clifford May is now president of the hawkish Foundation for the Defense of Democracies. This week he applauded the imposition of more crippling sanctions on Iran, which he calls a “weapon” for bringing about regime change. Despite praising the recent waves of strangling measures against the isolated Islamic Republic, May also implied that the U.S. should keep the military option wide open:

But sanctions are no panacea. They should be just one weapon in an arsenal of policies aimed at weakening Iran’s fanatical rulers immediately and dislodging them eventually.

Finally, there must be no ambiguity about the fact that, if all else fails, sharper arrows remain in our quiver; no ambiguity about our determination to prevent this regime — which, the evidence clearly shows, works hand in glove with al-Qaeda and other terrorist groups — from acquiring nuclear weapons and the means to deliver them.

There are conflicts, and then there are conflicts. Iran’s rulers need to understand that if they continue to escalate this conflict, sooner or later they will come to the end of the road. And there they will find not just a hive of bumblebees but the jaws of a very angry junkyard dog.

Michael Ledeen in Pajamas Media: Veteran hawk and pundit Michael Ledeen (who was far more prominent during the runup to the Iraq war) continues to push for U.S. sponsored regime change in Iran. This week he downplayed concern about a military conflict by saying that the U.S. and Iran are already at war. He went on to argue that more sanctions against Iran are welcomed but won’t bring about his goal of regime change:

But I don’t know anyone this side of the White House who believes that sanctions, by themselves, will produce what we should want above all:  the fall of the Tehran regime that is the core of the war against us.  To accomplish that, we need more than sanctions;  we need a strategy for regime change.

Ledeen also accused President Obama of being inadequately militaristic about Iran:

But even if all these are guided from Washington and/or Jerusalem, it still does not add up to a war-winning strategy, which requires a clearly stated mission from our maximum leaders.  We need a president who will say “Khamenei and Ahmadinejad must go.”  He must say it publicly, and he must say it privately to our military, to our diplomats, and to the intelligence community.

Without that commitment, without that mission — and it’s hard to imagine it, isn’t it? — we’ll continue to spin our wheels, mostly playing defense, sometimes enacting new sanctions, sometimes wrecking the mullahs’ centrifuges, forever hoping that the mullahs will make a deal.  Until the day when one of those Iranian schemes to kill even more Americans works out, and we actually catch them in the act.  Then our leaders will say “we must go to war.”

Think Tanks:

Bipartisan Policy Center: A report from a Washington think tank advises President Obama to make threats of a U.S. or Israeli attack against Iran more credible and launch an “effective surgical strike against Iran’s nuclear program” if punitive measures and aggressive posturing is not successful. The “Bipartisan Policy Center” houses several George W. Bush administration officials who supported the Iraq War and the report’s task force is dominated by Iran hawks, including the report’s staff director, Michael Makovsky.

Past and Present U.S. Officials and Politicians:

James Woolsey in the Jerusalem Post: During an interview at the Herzliya Conference in Israel, former CIA director James Woolsey (now with the Foundation for Defense of Democracies) argues for U.S. airstrikes on Iran. From the Jerusalem Post:

“At some point someone is going to have to decide to use force to prevent Iran from getting a nuclear weapon. I’d argue that those who say we can deal adequately with Iran through deterrence are quite naive.”

Woolsey suggested sending approximately five carrier battle groups – each comprising an aircraft carrier and its escort vessels – to the Indian Ocean, accompanied by bomber support, if possible.

Mitch McConnell: The Senate Minority Leader recommended this week that lawmakers draft a resolution “authorizing the use of force” against Iran. Said McConnell:

I made a recommendation last night for something that I think might convince the Iranians that we’re serious about it, and that would be to debate and vote on a resolution authorizing the use of force. That doesn’t guarantee that force would be used, but it certainly would be a credible step in the direction saying we view this as a very serious matter.

Casey, Graham and Lieberman, Wall Street Journal: While promoting their recently proposed resolution which Robert Wright says makes war with Iran more likely because it severely limits U.S. options, the senators argue for harsher punitive measures against the Islamic Republic:

First, it is imperative that the U.S. and its partners accelerate and expand economic pressure on Tehran. The only thing Iran’s leaders value more than their nuclear ambitions is the survival of their regime. Consequently, sanctions must threaten the very existence of that regime in order to have a chance of stopping its illicit nuclear activities.

They also advocate the threat of military force:

As importantly, however, we must put to rest any suspicion that in the end the United States will acquiesce to Iran’s acquisition of a nuclear-weapons capability and adopt a strategy of containment.

Analysts explain that one of the reasons why Iran is resistant to Western demands is because it believes the U.S. is seeking regime change through any and all means. Don’t policy recommendations like this directly feed into that paranoia?

Foreign Policy Initiative “Time to Attack Iran” Event: This week Matthew Kroenig, Jame M. Fly and Elbridge A. Colby debated attacking Iran this week at the militaristic Washington think tank. Kroenig and Fly advocated military strikes on Iran and Fly went even further by arguing that “limited strikes” weren’t enough and that the main goal of U.S. policy on Iran should be regime change. Kroenig’s “Time to Attack Iran” article resulted in serious push-back from respected analysts like Paul Pillar and Stephen Walt. Fly’s recommendations have received less attention despite their extremism.

Wall Street Journal Editorial Board: The Journal rarely has anything but vehement criticism for President Obama, but this week they praised his display of hawkishness at this year’s American Israel Public Affairs Committee conference. At the same time, the board also absurdly argued that Obama is protecting Iran over Israel, while challenging the administration to become more militaristic:

As for military strikes, senior Administration officials have repeatedly sounded as if their top priority is deterring Israel, rather than stopping Iran from getting a bomb.

If the President’s contention is that an Israeli strike would be less effective and have more unpredictable consequences than an American strike, he’s right—and few Israelis would disagree. Israelis don’t have the same military resources as the U.S.

The question Mr. Netanyahu and Israeli leaders have to ponder is whether Mr. Obama now means what he says.

Mitt Romney, Washington Post: The Republican presidential frontrunner expresses his commitment to Israel while declaring how militaristic he would be with Iran as President:

As for Iran in particular, I will take every measure necessary to check the evil regime of the ayatollahs. Until Iran ceases its nuclear-bomb program, I will press for ever-tightening sanctions, acting with other countries if we can but alone if we must. I will speak out on behalf of the cause of democracy in Iran and support Iranian dissidents who are fighting for their freedom. I will make clear that America’s commitment to Israel’s security and survival is absolute. I will demonstrate our commitment to the world by making Jerusalem the destination of my first foreign trip.

Most important, I will buttress my diplomacy with a military option that will persuade the ayatollahs to abandon their nuclear ambitions. Only when they understand that at the end of that road lies not nuclear weapons but ruin will there be a real chance for a peaceful resolution.

Emanuele Ottolenghi, New York Times: The Foundation for Defense of Democracies’s senior fellow recommends that the U.S. threaten Iran with war and implement more extreme punitive measures:

As tough as the current sanctions against Iran are, they will work only if Iran is brought to its knees once again. The pain inflicted must be far greater for the country to see backtracking as preferable. Iran is a rational actor; and it cannot be dissuaded at this point, barring extreme measures.

If Western nations wish to avoid a military confrontation in the Persian Gulf and prevent a nuclear Iran, they must adopt crippling sanctions that will bring Iran’s economy to the brink of collapse. That means a complete United Nations-imposed oil embargo enforced by a naval blockade, as well as total diplomatic isolation. And they must warn Iran that if it tries to jump the last wall, the West is willing and capable of inflicting devastating harm.

Howard Kohr at AIPAC 2012: During the first part of his speech the executive director of the American Israel Public Affairs Committee says there’s “still time” before the U.S. needs to use “force” and then recommends threatening military action and subjecting Iran to “disruptive measures”:

Four tracks are critical. Tough, disciplined, principled diplomacy. Truly crippling sanctions. Disruptive measures and establishing a credible threat to use force.

Mike Huckabee, Washington Times: The former Republican presidential candidate turned Fox News television host explains his hawkish vision for U.S. policy on “evil” Iran and ally Israel (emphasis mine):

The Obama administration should strictly enforce sanctions against Iran’s Central Bank, accelerate the timetable of the European Union’s oil boycott of Iran and increase covert action within Iran to destabilize the regime and its nuclear program. The State Department should provide long-overdue assistance to Iranian dissidents with satellite phone and Internet technology to enable them to organize and communicate free from the regime’s authoritarian boot.

When Israeli Prime Minister Benjamin Netanyahu comes to the White House next week, Mr. Obama should issue an unequivocal statement that Israel is fully within its rights to protect itself against the existential threat of Iran, and if it does so, it will enjoy U.S. support. He should further state that the United States is actively considering military action.

Amos Yadlin, New York Times: The former Israeli military intelligence chief turned expert at the Washington Institute for Near Easy Policy recommends that the U.S. commit to going to war with Iran if its current policies fail to prevent Israel from attacking first:

Mr. Obama will therefore have to shift the Israeli defense establishment’s thinking from a focus on the “zone of immunity” to a “zone of trust.” What is needed is an ironclad American assurance that if Israel refrains from acting in its own window of opportunity — and all other options have failed to halt Tehran’s nuclear quest — Washington will act to prevent a nuclear Iran while it is still within its power to do so.

Peter Brookes, National Review: The Heritage Foundation senior fellow recommends that “any Iranian hostility” should be met with U.S. military might:

Iran understands strength, especially the military kind – and it only benefits from the bickering that we’ve seen again and again in recent years between Israel and the United States on a number of matters.

The president should also lean forward on the military option, beyond the tired old phrase that “it’s still on the table.” While Obama must be careful not to make threats he isn’t willing to keep, he should define red lines that are not to be crossed.

Iran will surely blame us for any Israeli strike, whether we’re involved from the get-go or not. As such, the president should ready U.S. forces for a possible Persian punch directed at us in the aftermath of an Israeli attack on Iran.

Assuming Israel doesn’t give us advanced warning, any Iranian hostility toward us or our interests should feel the searing heat of U.S. air and naval assets, not only targeting Iran’s nuclear program, but its conventional and paramilitary forces, too.

William Kristol, Weekly Standard: The publication’s founder and editor was one of the most enthusiastic proponents of the Iraq War. Here he implies that Israel’s “American friends” should pressure President Obama into adopting Israel’s hawkish Iran policy and at minimum ensure that Obama supports Israel’s actions against Iran:

It would of course be better if President Obama were not wedded to a timeline that fails to recognize the imperatives of Israel’s security. The task of American friends of Israel is first to try to persuade President Obama to act sooner than he now appears willing to do, to persuade him that the United States should stand arm in arm and side by side with Israel. But if President Obama continues to insist that it is Israel who takes the lead, the task of American friends of Israel will be to ensure that President Obama at least lives up to his promise Sunday that “when the chips are down, I have Israel’s back.”

Wall Street Journal: Another week, another venomous editorial from the Journal, all of which are likely penned by former Jerusalem Post editor, Bret Stephens (now the WSJ’s editorial pages deputy editor). This time Stephens accuses the Obama administration of favoring Iran over Israel and berates Gen. Martin Dempsey for displaying “weakness” when he reiterated U.S. assessments that Iran is “rational”, that an Israeli strike would be “destabilizing” and that Iran has not made a decision to make a nuclear weapon. Stephens concludes that an Israeli attack on Iran is accordingly more likely because U.S. officials are not engaging in warmongering:

Is the Obama Administration more concerned that Iran may get a nuclear weapon, or that Israel may use military force to prevent Iran from doing so? The answer is the latter, judging from comments on Sunday by Chairman of the Joints Chiefs of Staff Martin Dempsey.

If the U.S. really wanted its diplomacy to work in lieu of force, it would say and do whatever it can to increase Iran’s fear of an attack. It would say publicly that Israel must be able to protect itself and that it has the means to do so. America’s top military officer in particular should say that if Iran escalates in response to an Israeli attack, the U.S. would have no choice but to intervene on behalf of its ally. The point of coercive diplomacy is to make an adversary understand that the costs of its bad behavior will be very, very high.

Like most of Mr. Obama’s Iran policy, General Dempsey’s comments will have the effect of making war more likely, not less. They will increase Israel’s anxiety about U.S. support, especially if Mr. Obama is re-elected and he has a freer political hand. This may drive Israel’s leadership to strike sooner. Weakness invites war, and General Dempsey has helped the Administration send a message of weakness to Israel and Iran.

Michael Gerson, Washington Post: Around this time last year the former George W. Bush speechwriter criticized President Obama for failing to embrace the “overthrow” of the Iranian government. Now Gerson’s “Iran options” for Obama rule out containment and endorse a range of hawkish measures including assisting an Israeli war on Iran: (emphasis mine):

So the national security adviser, the defense secretary and intelligence officials need to provide their boss something better than this dismal, binary choice. They will need to identify a range of in-between options. A virtuous somebody has already been conducting cyberattacks on the Iranian nuclear program and targeting key scientists. Are there other ways — ranging from covert action to stealth bombers — to disable or destroy a few key facilities, including Iran’s two uranium enrichment sites?

An unattributable action would be best — giving groups and governments in the Middle East the excuse to respond in the minimal way. But deniability may not be possible in an operation on this scale. It is a military judgment no outsider can confidently make.

A limited strike, it is true, would only buy time. The message, however, would be clear enough: If you keep at it, we’ll do it again. In the meantime, an oppressive and increasingly desperate regime may lose its grip on power.

Close cooperation with Israel in designing a targeted strike against enrichment facilities would have an added benefit. If the Israelis are convinced that America — after a last diplomatic push — is serious about preventing Iran from gaining nuclear weapons, Israel would be less likely to take quick action of its own. American resolve is the best guarantee of Israeli patience.

Obama wants to be known for winding down long wars. But he has shown no hesitance when it comes to shorter, Israel-style operations. He is a special ops hawk, a drone militarist.

Iran should take this fact seriously as it calculates its next move.

 

Jennifer Rubin, Washington Post: The conservative blogger argues that a senate resolution described by analysts as severely limiting the President’s options on Iran and bringing the U.S. closer to war isn’t as strong as it could be. Like neoconservative Michael Ledeen who openly endorses U.S.-backed regime overthrow in Iran, Rubin says regime change should be part of the U.S.’s Iran policy and informs us how the senate resolution can shackle the president more effectively (emphasis mine):

Now therefore be it:

Resolved, that

1. The official U.S. policy toward Iran should be regime change and the full support of the Iranian people for human rights, the rule of law and democracy;

2:The U.S. in conjunction with its allies prepare military options and plans to be used in the event Iran does not cease to pursue its nuclear weapons capability; and

3. Any discussions that the U.S. and its allies conduct with the Iranian regime shall be conditioned on a) inclusion of opposition leaders; b) full access by the IAEA and verifiable cessation of Iran’s missile program and c) agreement to discuss the Iranian regime’s abrogation of human rights.

Jennifer Rubin, Washington Post: Rubin criticizes the Obama administration for not expressing explicit support for Israeli threats against Iran (while publicizing an anti-Obama advertisement) and argues that if Israel does attack Iran, it’s Obama’s fault:

Israeli Prime Minister Benjamin Netanyahu will meet withPresident Obama in March. He will probably take the time to remind Obama that the president has staked his own credibility and that of the United States on preventing Iran from acquiring nuclear weapons. The only way to ensure that that pledge is fulfilled, and for the United States to remain relevant in the region, is to make clear that the United States is prepared — with the cooperation of states in the Mideast (surely the Saudis must be as nervous as Netanyahu about Obama’s fecklessness) — to take military action if needed to thwart Iran’s nuclear ambitions.

In short, if the Unites States downgrades military assistance to Israel and seeks to diplomatically undermine the Jewish state, Iran will conclude (if it hasn’t already) that we can’t bring ourselves to use force. That, in turn, will make continued progress on Iran’s nuclear program, as well as Israel’s military action, all the more likely.

 

Steve Forbes, Forbes: The magazine mogul declares the inevitably of war with Iran and hopes for the best:

Make no mistake, the coming conflict will have a major global impact.

Wars always take unexpected turns and have unexpected consequences. May events unfold in such a way that will lead to the downfall of Iran’s ­fanatical Islamic regime.

Tucker Carlson, Fox News: Eli Clifton reports on comments made by the Fox News pundit and Daily Caller editor about Iran this week:

CARLSON: I think we are the only country with the moral authority [...] sufficient to do that. [The U.S. is] the only country that doesn’t seek hegemony in the world. I do think, I’m sure I’m the lone voice in saying this, that Iran deserves to be annihilated. I think they’re lunatics. I think they’re evil.

Mainstream Media and Pundits:

Wall Street Journal: Rarely does a week go by without the Journal’s editorial board publishing rabid, unsigned articles against Iran (rumored to be authored by former Jerusalem Post editor, Bret Stephens) while dismissing diplomacy and predicting military conflict. From “Iran Versus Everyone: The Islamic Republic’s belligerence threatens more than Israel”:

The larger story is that Iran is coming close to openly making war on the country it wants to wipe off the map. That’s an escalation from the more veiled (and often more deadly) warfare the Islamic Republic has waged against Israeli and Jewish targets for decades. It’s also an indication that the mullahs, far from seeking to de-escalate tensions with the West, are scrapping for a fight. They might get one.

It is in nobody’s interest, least of all America’s, to see a regional war erupt in the Middle East. It is even less in America’s interests to back our allies in Jerusalem into a corner where they feel they have no choice other than to fight, as they did in 1967. An Iran that seeks to murder diplomats across the globe is a threat to global security. The U.S. has an even larger interest than Israel in stopping it.

Alan Dershowitz in the WSJ: The pro-Israel Harvard Law Professor discusses how the U.S. can go to war with Iran:

U.S. retaliation could take the form of military action against Iran’s nuclear facilities. Though such action might be pre-emptive in its intention, it would be reactive as a matter of international law, since it would be in response to an armed attack by Iran. It wouldn’t require Security Council approval, since Article 51 of the U.N. Charter explicitly preserves the right of member nations to respond to any armed attack.

This is not to argue against such an attack if Iran decides not to go after soft American targets. It may become necessary for our military to target Iranian nuclear facilities if economic sanctions and diplomatic efforts do not succeed and if the Iranian government decides to cross red lines by militarizing its nuclear program and placing it in deep underground bunkers. But the legal justification for such an attack would be somewhat different. It would be predominantly pre-emptive or preventive, though it would have reactive elements as well, since Iran has armed our enemies in Iraq and caused the death of many American soldiers.

Daniel Schwammenthal in the WSJ: Director of the “AJC Transatlantic Institute in Brussels”, Daniel Schwammenthal, claims that containing Iran isn’t an option. His argument is published during the same month that an Iran anti-containment bill which would further restrict diplomacy options is being floated in Congress. Schwammenthal criticizes former President Jimmy Carter, journalist Fareed Zakaria and German diplomat Wolfgang Ischinger, for allegedly “downplaying the significance of the country’s weapons program”, even though U.S. and I.A.E.A. intelligence reports show there is no proof that Iran has a “weapons program”. Schwammenthal doesn’t call for war directly. Instead he rules out non-confrontational options while offering no solutions, but he does end his argument with a heavy dose of alarmism:

Following an atomic attack against a Western city, it would take investigators weeks if not months to determine the culprits, who may never be identified beyond reasonable doubt. It is hard to imagine any Western leader ordering a retaliatory nuclear strike, and thus the deaths of untold numbers of Iranian civilians, on the basis of inconclusive evidence months after the initial attack. Tehran would be quite rational to count on Western scruples in such a case.

The day after Iran’s first nuclear test would not be a normal day. Nor could the danger be contained.

Jennifer Rubin in the Washington Post: While quoting well-known hawks, the staunchly pro-Israel blogger seems worried by the prospect of talks between U.S. and Iranian officials:

Meanwhile, critics of the administration are increasingly worried that, in downplaying talk of a military option and dangling the hope for a “diplomatic” solution, the president is headed for a diplomatic morass — either because he naively thinks there is a deal to be made or because he doesn’t want conflict in an election year. Jamie Fly of the Foreign Policy Initiative tells me, “To accept this regime as a serious negotiating partner at this point is ludicrous and will only give them more time to enrich uranium and take the final steps towards a nuclear weapons capability. Just as serious sanctions are finally being implemented is the worst time to ease the pressure.”

Mike Singh of the Washington Institute also cautions: “I think that the real risk is that Iran will once again use talks simply to delay and distract, rather than for a serious discussion of international concerns regarding its nuclear activities. James Kirchick in Haaretz: The Foundation for Defense of Democracies fellow and New Republic contributing editor, James Kirchick, urges the U.S. to pursue regime change in Iran:

…the long-term goal of the United States and the entire free world should be the downfall of the mullahs. Washington ought to pursue nonviolent ways of preventing Iran from attaining nuclear weapons, and work to limit its destabilizing behavior. But it must never adopt a policy that would consign the Iranian people to indefinite tyranny.

Mainstream Media and Pundits:

Clifford D. May in the National Review: Former journalist and spokesman for the Republican National Committee, Clifford May is now president of the hawkish Foundation for the Defense of Democracies. This week he applauded the imposition of more crippling sanctions on Iran, which he calls a “weapon” for bringing about regime change. Despite praising the recent waves of strangling measures against the isolated Islamic Republic, May also implied that the U.S. should keep the military option wide open:

But sanctions are no panacea. They should be just one weapon in an arsenal of policies aimed at weakening Iran’s fanatical rulers immediately and dislodging them eventually.

Finally, there must be no ambiguity about the fact that, if all else fails, sharper arrows remain in our quiver; no ambiguity about our determination to prevent this regime — which, the evidence clearly shows, works hand in glove with al-Qaeda and other terrorist groups — from acquiring nuclear weapons and the means to deliver them.

There are conflicts, and then there are conflicts. Iran’s rulers need to understand that if they continue to escalate this conflict, sooner or later they will come to the end of the road. And there they will find not just a hive of bumblebees but the jaws of a very angry junkyard dog.

Michael Ledeen in Pajamas Media: Veteran hawk and pundit Michael Ledeen (who was far more prominent during the runup to the Iraq war) continues to push for U.S. sponsored regime change in Iran. This week he downplayed concern about a military conflict by saying that the U.S. and Iran are already at war. He went on to argue that more sanctions against Iran are welcomed but won’t bring about his goal of regime change:

But I don’t know anyone this side of the White House who believes that sanctions, by themselves, will produce what we should want above all:  the fall of the Tehran regime that is the core of the war against us.  To accomplish that, we need more than sanctions;  we need a strategy for regime change.

Ledeen also accused President Obama of being inadequately militaristic about Iran:

But even if all these are guided from Washington and/or Jerusalem, it still does not add up to a war-winning strategy, which requires a clearly stated mission from our maximum leaders.  We need a president who will say “Khamenei and Ahmadinejad must go.”  He must say it publicly, and he must say it privately to our military, to our diplomats, and to the intelligence community.

Without that commitment, without that mission — and it’s hard to imagine it, isn’t it? — we’ll continue to spin our wheels, mostly playing defense, sometimes enacting new sanctions, sometimes wrecking the mullahs’ centrifuges, forever hoping that the mullahs will make a deal.  Until the day when one of those Iranian schemes to kill even more Americans works out, and we actually catch them in the act.  Then our leaders will say “we must go to war.”

Think Tanks:

Bipartisan Policy Center: A report from a Washington think tank advises President Obama to make threats of a U.S. or Israeli attack against Iran more credible and launch an “effective surgical strike against Iran’s nuclear program” if punitive measures and aggressive posturing is not successful. The “Bipartisan Policy Center” houses several George W. Bush administration officials who supported the Iraq War and the report’s task force is dominated by Iran hawks, including the report’s staff director, Michael Makovsky.

Past and Present U.S. Officials and Politicians:

James Woolsey in the Jerusalem Post: During an interview at the Herzliya Conference in Israel, former CIA director James Woolsey (now with the Foundation for Defense of Democracies) argues for U.S. airstrikes on Iran. From the Jerusalem Post:

“At some point someone is going to have to decide to use force to prevent Iran from getting a nuclear weapon. I’d argue that those who say we can deal adequately with Iran through deterrence are quite naive.”

Woolsey suggested sending approximately five carrier battle groups – each comprising an aircraft carrier and its escort vessels – to the Indian Ocean, accompanied by bomber support, if possible.
