There are extraordinary elements in the present U.S. policy in Iraq and Syria that are attracting surprisingly little attention. In Iraq, the U.S. is carrying out air strikes and sending in advisers and trainers to help beat back the advance of the Islamic State of Iraq and the Levant (better known as ISIS) on the Kurdish capital, Erbil. The U.S. would presumably do the same if ISIS surrounds or attacks Baghdad. But in Syria, Washington’s policy is the exact opposite: there the main opponent of ISIS is the Syrian government and the Syrian Kurds in their northern enclaves. Both are under attack from ISIS, which has taken about a third of the country, including most of its oil and gas production facilities.

But U.S., Western European, Saudi, and Arab Gulf policy is to overthrow President Bashar al-Assad, which happens to be the policy of ISIS and other jihadis in Syria. If Assad goes, then ISIS will be the beneficiary, since it is either defeating or absorbing the rest of the Syrian armed opposition. There is a pretense in Washington and elsewhere that there exists a “moderate” Syrian opposition being helped by the U.S., Qatar, Turkey, and the Saudis.  It is, however, weak and getting more so by the day. Soon the new caliphate may stretch from the Iranian border to the Mediterranean and the only force that can possibly stop this from happening is the Syrian army.

The reality of U.S. policy is to support the government of Iraq, but not Syria, against ISIS. But one reason that group has been able to grow so strong in Iraq is that it can draw on its resources and fighters in Syria. Not everything that went wrong in Iraq was the fault of Prime Minister Nouri al-Maliki, as has now become the political and media consensus in the West. Iraqi politicians have been telling me for the last two years that foreign backing for the Sunni revolt in Syria would inevitably destabilize their country as well.  This has now happened.

By continuing these contradictory policies in two countries, the U.S. has ensured that ISIS can reinforce its fighters in Iraq from Syria and vice versa. So far, Washington has been successful in escaping blame for the rise of ISIS by putting all the blame on the Iraqi government. In fact, it has created a situation in which ISIS can survive and may well flourish.

Using the al-Qa’ida Label

The sharp increase in the strength and reach of jihadist organizations in Syria and Iraq has generally been unacknowledged until recently by politicians and media in the West. A primary reason for this is that Western governments and their security forces narrowly define the jihadist threat as those forces directly controlled by al-Qa‘ida central or “core” al-Qa‘ida. This enables them to present a much more cheerful picture of their successes in the so-called war on terror than the situation on the ground warrants.

In fact, the idea that the only jihadis to be worried about are those with the official blessing of al-Qa‘ida is naïve and self-deceiving. It ignores the fact, for instance, that ISIS has been criticized by the al-Qa‘ida leader Ayman al-Zawahiri for its excessive violence and sectarianism. After talking to a range of Syrian jihadi rebels not directly affiliated with al-Qa‘ida in southeast Turkey earlier this year, a source told me that “without exception they all expressed enthusiasm for the 9/11 attacks and hoped the same thing would happen in Europe as well as the U.S.”

Jihadi groups ideologically close to al-Qa‘ida have been relabeled as moderate if their actions are deemed supportive of U.S. policy aims. In Syria, the Americans backed a plan by Saudi Arabia to build up a “Southern Front” based in Jordan that would be hostile to the Assad government in Damascus, and simultaneously hostile to al-Qa‘ida-type rebels in the north and east. The powerful but supposedly moderate Yarmouk Brigade, reportedly the planned recipient of anti-aircraft missiles from Saudi Arabia, was intended to be the leading element in this new formation. But numerous videos show that the Yarmouk Brigade has frequently fought in collaboration with JAN, the official al-Qa‘ida affiliate. Since it was likely that, in the midst of battle, these two groups would share their munitions, Washington was effectively allowing advanced weaponry to be handed over to its deadliest enemy. Iraqi officials confirm that they have captured sophisticated arms from ISIS fighters in Iraq that were originally supplied by outside powers to forces considered to be anti-al-Qa‘ida in Syria.

The name al-Qa‘ida has always been applied flexibly when identifying an enemy. In 2003 and 2004 in Iraq, as armed Iraqi opposition to the American and British-led occupation mounted, U.S. officials attributed most attacks to al-Qa‘ida, though many were carried out by nationalist and Baathist groups. Propaganda like this helped to persuade nearly 60% of U.S. voters prior to the Iraq invasion that there was a connection between Saddam Hussein and those responsible for 9/11, despite the absence of any evidence for this. In Iraq itself, indeed throughout the entire Muslim world, these accusations have benefited al-Qa‘ida by exaggerating its role in the resistance to the U.S. and British occupation.

Precisely the opposite PR tactics were employed by Western governments in 2011 in Libya, where any similarity between al-Qa‘ida and the NATO-backed rebels fighting to overthrow the Libyan leader, Muammar Gaddafi, was played down. Only those jihadis who had a direct operational link to the al-Qa‘ida “core” of Osama bin Laden were deemed to be dangerous. The falsity of the pretense that the anti-Gaddafi jihadis in Libya were less threatening than those in direct contact with al-Qa‘ida was forcefully, if tragically, exposed when U.S. ambassador Chris Stevens was killed by jihadi fighters in Benghazi in September 2012. These were the same fighters lauded by Western governments and media for their role in the anti-Gaddafi uprising.

Imagining al-Qa’ida as the Mafia

Al-Qa‘ida is an idea rather than an organization, and this has long been the case. For a five-year period after 1996, it did have cadres, resources, and camps in Afghanistan, but these were eliminated after the overthrow of the Taliban in 2001. Subsequently, al-Qa‘ida’s name became primarily a rallying cry, a set of Islamic beliefs, centering on the creation of an Islamic state, the imposition of sharia, a return to Islamic customs, the subjugation of women, and the waging of holy war against other Muslims, notably the Shia, who are considered heretics worthy of death. At the center of this doctrine for making war is an emphasis on self-sacrifice and martyrdom as a symbol of religious faith and commitment. This has resulted in using untrained but fanatical believers as suicide bombers, to devastating effect.

It has always been in the interest of the U.S. and other governments that al-Qa‘ida be viewed as having a command-and-control structure like a mini-Pentagon, or like the mafia in America. This is a comforting image for the public because organized groups, however demonic, can be tracked down and eliminated through imprisonment or death. More alarming is the reality of a movement whose adherents are self-recruited and can spring up anywhere.

Osama bin Laden’s gathering of militants, which he did not call al-Qa‘ida until after 9/11, was just one of many jihadi groups 12 years ago. But today its ideas and methods are predominant among jihadis because of the prestige and publicity it gained through the destruction of the Twin Towers, the war in Iraq, and its demonization by Washington as the source of all anti-American evil. These days, there is a narrowing of differences in the beliefs of jihadis, regardless of whether or not they are formally linked to al-Qa‘ida central.

Unsurprisingly, governments prefer the fantasy picture of al-Qa‘ida because it enables them to claim victories when it succeeds in killing its better known members and allies. Often, those eliminated are given quasi-military ranks, such as “head of operations,” to enhance the significance of their demise. The culmination of this heavily publicized but largely irrelevant aspect of the “war on terror” was the killing of bin Laden in Abbottabad in Pakistan in 2011. This enabled President Obama to grandstand before the American public as the man who had presided over the hunting down of al-Qa‘ida’s leader. In practical terms, however, his death had little impact on al-Qa‘ida-type jihadi groups, whose greatest expansion has occurred subsequently.

Ignoring the Roles of Saudi Arabia and Pakistan

The key decisions that enabled al-Qa‘ida to survive, and later to expand, were made in the hours immediately after 9/11. Almost every significant element in the project to crash planes into the Twin Towers and other iconic American buildings led back to Saudi Arabia. Bin Laden was a member of the Saudi elite, and his father had been a close associate of the Saudi monarch. Citing a CIA report from 2002, the official 9/11 report says that al-Qa‘ida relied for its financing on “a variety of donors and fundraisers, primarily in the Gulf countries and particularly in Saudi Arabia.”

The report’s investigators repeatedly found their access limited or denied when seeking information in Saudi Arabia. Yet President George W. Bush apparently never even considered holding the Saudis responsible for what happened. An exit of senior Saudis, including bin Laden relatives, from the U.S. was facilitated by the U.S. government in the days after 9/11. Most significant, 28 pages of the 9/11 Commission Report about the relationship between the attackers and Saudi Arabia were cut and never published, despite a promise by President Obama to do so, on the grounds of national security.

In 2009, eight years after 9/11, a cable from the U.S. secretary of state, Hillary Clinton, revealed by WikiLeaks, complained that donors in Saudi Arabia constituted the most significant source of funding to Sunni terrorist groups worldwide. But despite this private admission, the U.S. and Western Europeans continued to remain indifferent to Saudi preachers whose message, spread to millions by satellite TV, YouTube, and Twitter, called for the killing of the Shia as heretics. These calls came as al-Qa‘ida bombs were slaughtering people in Shia neighborhoods in Iraq. A sub-headline in another State Department cable in the same year reads: “Saudi Arabia: Anti-Shi’ism as Foreign Policy?” Now, five years later, Saudi-supported groups have a record of extreme sectarianism against non-Sunni Muslims.

Pakistan, or rather Pakistani military intelligence in the shape of the Inter-Services Intelligence (ISI), was the other parent of al-Qa‘ida, the Taliban, and jihadi movements in general. When the Taliban was disintegrating under the weight of U.S. bombing in 2001, its forces in northern Afghanistan were trapped by anti-Taliban forces. Before they surrendered, hundreds of ISI members, military trainers, and advisers were hastily evacuated by air. Despite the clearest evidence of ISI’s sponsorship of the Taliban and jihadis in general, Washington refused to confront Pakistan, and thereby opened the way for the resurgence of the Taliban after 2003, which neither the U.S. nor NATO has been able to reverse.

The “war on terror” has failed because it did not target the jihadi movement as a whole and, above all, was not aimed at Saudi Arabia and Pakistan, the two countries that fostered jihadism as a creed and a movement. The U.S. did not do so because these countries were important American allies whom it did not want to offend. Saudi Arabia is an enormous market for American arms, and the Saudis have cultivated, and on occasion purchased, influential members of the American political establishment. Pakistan is a nuclear power with a population of 180 million and a military with close links to the Pentagon.

The spectacular resurgence of al-Qa‘ida and its offshoots has happened despite the huge expansion of American and British intelligence services and their budgets after 9/11. Since then, the U.S., closely followed by Britain, has fought wars in Afghanistan and Iraq, and adopted procedures normally associated with police states, such as imprisonment without trial, rendition, torture, and domestic espionage. Governments wage the “war on terror” claiming that the rights of individual citizens must be sacrificed to secure the safety of all.

In the face of these controversial security measures, the movements against which they are aimed have not been defeated but rather have grown stronger. At the time of 9/11, al-Qa‘ida was a small, generally ineffectual organization; by 2014 al-Qa‘ida-type groups were numerous and powerful.

In other words, the “war on terror,” the waging of which has shaped the political landscape for so much of the world since 2001, has demonstrably failed. Until the fall of Mosul, nobody paid much attention.

One of the more remarkable aspects of the recent news coverage of Iraq — the Maliki government’s loss of control over the northern region of the country, the deadly confrontations taking place between Iraqi Shia and Sunnis, and the clashes between Kurds and the Islamic State of Iraq and Syria (ISIL or ISIS) — is the absence of any mention of Israel.

Commonalities between the Kurdish quest for a long-denied state of their own and Israel’s struggle to survive in a sea of geopolitical enemies are ubiquitous in reports on the Kurdish struggle, both in the Israeli press and among Israel’s supporters abroad. Indeed, it’s not unusual to see Kurdish separatism invoked and idealized as a reflection of the quest to establish a Jewish state, underscored by imagined historical parallels between  Jews and Kurds. For example, in an essay titled, Surprising Ties between Israel and the Kurds,” in Middle East Quarterly’s Summer 2014 issue, Ofra Bengio, a senior research fellow specializing in Kurdish affairs at Tel Aviv University, points out several of these perceived parallels:

Both are relatively small nations (15 million Jews and 30 million Kurds), traumatized by persecutions and wars. Both have been leading life and death struggles to preserve their unique identity, and both have been delegitimized and denied the right to a state of their own. In addition, both are ethnically different from neighboring Arabs, Persians, and Turks, who represent the majority in the Middle East.

The idealized goals and strategies of sovereignty seeking Kurdish separatists are often contrasted with those of  Palestinian Arabs, as illustrated by Victor Sharpe at the American Thinker:

 …(A)fter the overthrow of Saddam Hussein, the Kurds displayed great political and economic wisdom. How different from the example of the Gazan Arabs who, when foolishly given full control over the Gaza Strip by Israel, chose not to build hospitals and schools, but instead bunkers and missile launchers. To this they have added the imposition of sharia law, with its attendant denigration of women and non-Muslims.

The Kurdish experiment, in at least the territory’s current quasi-independence, has shown the world a decent society where all its inhabitants, men and women, enjoy far greater freedoms than can be found anywhere else in the Arab and Muslim world — and certainly anywhere else in Iraq, which is fast descending into ethnic chaos now that the U.S. military has left.

For decades, Israel has been a silent stakeholder in northern Iraq, training and arming its restive Kurds. Massimiliano Fiore, a fellow at the Department of War Studies at King’s College London, cites a CIA document found in the US Embassy in Tehran and subsequently published, which reportedly attested that the Kurds aided Israel’s military in the June 1967 (Six Day) War by launching a major offensive against the Iraqi Army. This kept Iraq from joining the other Arab armies in Israel, in return for which, “after the war, massive quantities of Soviet equipment captured from the Egyptians and Syrians were transferred to the Kurds.” Former Mossad operative Eliezer Tsafrir has described in detail the decade of cooperation between 1965-75 of Israel’s Mossad and Iran’s SAVAK, the Shah’s secret police, in arming and training Iraqi Kurdish peshmerga forces. That cooperation ceased when, without warning, the Shah and Saddam Hussein made a secret deal that abruptly ended the Israeli-Iranian partnership in northern Iraq.

The First Gulf War in 1991 gave Kurds a safe haven with an unprecedented degree of autonomy in the no-fly zone enforced by the US-led Coalition. In oil-rich northern Iraq, Kurds held regional parliamentary elections in May 1992, establishing the Kurdistan Regional Government (KRG). Jacques Neriah, a retired colonel who served as foreign policy advisor to Prime Minister Yitzhak Rabin and as deputy head for assessment of Israeli military intelligence, explains in a 2012 report published by the Jerusalem Center for Public Affairs:

After the collapse of the Kurdish uprising of March 1991, which broke out after Saddam Hussein’s defeat by the U.S.-led coalition, Iraqi troops recaptured most of the Kurdish areas and 1.5 million Kurds abandoned their homes and fled to the Turkish and Iranian borders. It is estimated that close to 20,000 Kurds died from exhaustion, hunger, cold, and disease. On 5 April 1991, the UN Security Council passed Resolution 688, which demanded that Iraq end its measures against the Kurds and allow immediate access to international humanitarian organizations. This was the first international document to mention the Kurds by name since the League of Nations’ arbitration of Mosul in 1925.

A decade ago, Seymour Hersh called attention to Israel’s close ties with the Kurds. Hersh’s “Annals of National Security: Plan B“, published in the New Yorker is noteworthy, particularly in light of mounting criticism against the Obama administration’s handling of the current crisis. US officials interviewed by Hersh told him that by the end of 2003, “Israel had concluded that the Bush Administration would not be able to bring stability or democracy to Iraq, and that Israel needed other options.” One of those options was expanding Israel’s long-standing relationship with Iraqi Kurds and “establishing a significant presence on the ground in the semi-autonomous region of Kurdistan.” Although the reliability of Hersh’s sources was challenged at the time, they have been affirmed by more recent articles and reports. Neriah, writing in August 2012, cites numerous reports in the Israeli media about the activities of Israeli security and military personnel working for Israeli firms in Kurdistan:

According to Israeli newspapers, dozens of Israelis with a background in elite combat training have been working for private Israeli companies in northern Iraq, helping Kurds there establish elite antiterror units. Reports say that the Kurdish government contracted Israeli security and communications companies to train Kurdish security forces and provide them with advanced equipment.

Shlomi Michaels, an Israeli-American entrepreneur, and former Mossad chief Danny Yatom provided “strategic consultation on economic and security issues” to the Kurds, according to Neriah, although the Israeli government denied any official involvement.

Tons of equipment, including motorcycles, tractors, sniffer dogs, systems to upgrade Kalashnikov rifles, bulletproof vests, and first-aid items have been shipped to Iraq’s northern region, with most products stamped “Made in Israel.”The Kurds had insisted that the cooperation be kept secret, fearing that exposure of the projects would motivate terror groups to target their Jewish guests. Recent warnings that Al-Qaeda might be planning an attack on Kurdish training camps prompted a hasty exit of all Israeli trainers from the northern region. In response to the report, the Defense Ministry said: “We haven’t allowed Israelis to work in Iraq, and each activity, if performed, was a private initiative, without our authorization, and is under the responsibility of the employers and the employees involved.”

Laura Rozen, writing in Mother Jones in 2008, offered a less benign view of Michaels’ activities in Kurdistan.  Besides promoting corruption through kickbacks, Michaels attempted to sell — for $1 million — a dossier to the CIA that would prove Saddam Hussein had met with Ukrainian officials in order to develop a covert chemical  weapons program. Rozen also linked the 2005 AIPAC spy scandal to Israeli involvement in Kurdistan. In 2004, US intelligence agencies had heard rumors that Iranian agents planned to target Israeli and US personnel operating in northern Iraq. Larry Franklin, who worked for the Pentagon, had been caught leaking the intelligence to Washington hawks. That’s how he was was recruited by the FBI for a July 2004 sting operation that informed AIPAC officials about the alleged threat to Israelis operating in northern Iraq.  Franklin pled guilty to leaking classified information and was sentenced to 12 years in prison.

In her Middle East Quarterly essay, Bengio also mentions many of Hersh’s claims about Israeli involvement in Kurdistan a decade earlier, which she cautiously avers “remain unproven,” drawing upon Neriah’s account of Michaels’ adventures (without naming names):

The Yedi’ot Aharonot newspaper published an exclusive regarding Israel’s training of peshmergas, the Kurdish paramilitary force. Another Israeli source mentioned the activities of an Israeli company in the construction of an international airport in Erbil in Iraqi Kurdistan. The same source revealed “For their part, Iraqi sources, especially Shiite ones, have published lists of scores of Israeli companies and enterprises active in Iraq through third parties.

Less than a year ago, Lazar Berman of the Times of Israel, under the optimistic headline, “Is a Free Kurdistan, and a New Israeli Ally, Upon Us?” quoted Kurdish journalist Ayub Nuri who argued that Kurds were “deeply sympathetic to Israel and an independent Kurdistan will be beneficial to Israel.” Fast forward a year later to Neriah’s article titled, ”The fall of Mosul could become the beginning of Kurdish quest for independence,” where he says nothing about the stakes for Israel. Would an increasingly independent Kurdistan continue to look to Israel as its patron?

Or will Kurdistan fully join an anti-ISIS Iraqi alliance, backed jointly, if discreetly, by Iran, with the approval of the US? Any scenario in which Iran is part of the solution, rather than the underlying problem, is a nightmare for Israel. “[W]e would especially not want for a situation to be created where, because both the United States and Iran support the government of (Iraqi Prime Minister Nuri) al-Maliki, it softens the American positions on the issue which is most critical for the peace of the world, which is the Iranian nuclear issue,” Yuval Steinitz, the Israeli minister of strategic affairs, told Reuters. 

After so many decades of trying to make use of the Kurdish dream of independence as a narrative and nuisance against its enemies, Israel stands at the cusp of being the biggest loser in whatever comes next in strife-ridden Iraq.

The beleaguered Prime Minister of Iraq, Nouri al-Maliki, is the latest in the long list of the West’s favorite political leaders turned into pariahs. The conventional wisdom now is that Maliki’s flaws and wrong policies, especially his alienation of the Sunnis and dictatorial style of governance, are at the root of Iraq’s problems, including its latest troubles with extremist Islamic militants.

Clearly, Maliki has not been a successful prime minister. Yet have his very real and assumed flaws been the only, or even the main, cause of Iraq’s problems today? Could a different person have done a better job? Or have the real culprits been structural problems, Iraq’s long and more recent history, and the policies of regional and international actors? A further question: are the grievances of Iraq’s Sunnis solely attributable to the Shias’ desire to monopolize power? What about the Sunnis’ inability to come to terms with any type of government in which the Shias have a real rather than ceremonial function?

These questions are by no means posed to minimize or underestimate the impact of the current leadership’s mismanagement and mistakes, or the corrosive influence of dissension within Shia ranks among the supporters of Maliki, the Shia cleric Muqtada al-Sadr, and Ammar al-Hakim, the head of the Islamic Council of Iraq. But if viewed impartially, the weight of evidence shows that other factors have played more substantial roles in causing Iraq’s previous problems and the latest crisis than Maliki’s incompetence and dictatorial tendencies.

The most significant factor behind Iraq’s problems has been the inability of Iraq’s Sunni Arabs and its Sunni neighbors to come to terms with a government in which the Shias, by virtue of their considerable majority in Iraq’s population, hold the leading role. This inability was displayed early on, when Iraq’s Sunnis refused to take part in Iraq’s first parliamentary elections, and resorted to insurgency almost immediately after the US invasion and fall of Saddam Hussein. All along, the goal of Iraqi Sunnis has been to prove that the Shias are not capable of governing Iraq. Indeed, Iraq’s Sunni deputy prime minister, Osama al Najafi, recently verbalized this view. The Sunnis see political leadership and governance to be their birthright and resent the Shia interlopers.

The Sunnis’ psychological difficulty in accepting a mostly Shia government is understandable. After ruling the country for centuries, both under the Ottomans and after independence, and after oppressing the Shias and viewing them as heretics and dregs of society, the Sunnis find Shia rule to sit heavily on them. It is thus difficult to imagine what any Shia prime minister could have done — or could now do — to satisfy the Sunnis. For example, during the early years after Saddam’s fall, once they had realized their mistake of abstaining from politics, the Sunnis made unreasonable demands as the price of cooperation, such as taking the defense portfolio. Yet considering what the Shias had suffered under Saddam, there was no possibility that they could agree.

Iraq’s Sunni Arabs have not been alone in undermining the authority of the country’s Shia leadership. Masood Barzani, who dreams of an independent Kurdistan, has also done what he can to undermine the authority of the government in Baghdad, by essentially running his own economic, oil, and foreign policies. A factor in Barzani’s attitude has been his anti-Iran sentiments, which go back to the troubles that his father, Mulla Mustafa Barzani, had with the Shah.

Iraq’s Sunni neighbors, notably Saudi Arabia and Turkey, but also Qatar, also cannot countenance a Shia government in Baghdad. In addition to the anti-Shia impact of the Wahhabi creed that is dominant in Saudi Arabia and among the Qatari leadership, this Sunni animosity has derived from the perception that a Shia government in Iraq would change the balance of regional power in Iran’s favor. Yet Maliki is the least pro-Iranian of Iraq’s Shia leaders, with the possible exception of the now-notorious Ahmad Chalabi. During Saddam’s time, Maliki belonged to the Dawa party, a rival of Iraq’s Islamic Revolutionary Council that was supported by Iran, and he spent more time in Syria than in Iran. This is one reason why the US preferred Maliki to personalities like Ibrahim Jafari.

Moreover, Maliki tried to reach out to Turkey and to other Arab states, including Saudi Arabia. But Turkey snubbed him and supported his rival, Tariq al-Hashimi. The Arab states have also shunned him. Under these circumstances, Maliki had no choice but to move closer to Iran. Yet the idea that he has thus become an Iranian pawn is a myth with no foundation in reality. Even now, Iraq has not reestablished the Algiers Agreement of 1975 that regularized Iraqi-Iranian border disputes, an agreement which, before attacking Kuwait in 1990, Saddam had accepted. Iraq has not signed a peace treaty with Iran and competes with it in courting clients for oil exports. Iraq also has more extensive trade relations with Turkey than with Iran.

In short, by exaggerating the sectarian factor, Iraq’s Sunni neighbors have exacerbated Shia fears and made it more difficult for them to pursue a more inclusive policy vis-à-vis the Sunnis. Further, most killings in Iraq have been in Shia areas, undertaken by Sunni extremists of various kinds who are funded by Sunni governments in the region. The plight of the Shias has also not been limited to Iraq. Similar mistreatment in Bahrain, Saudi Arabia, and Pakistan has gone unnoticed by the West, while the exclusion of Iraq’s Sunnis from leadership posts in Baghdad has been blown out of proportion. Western and especially US dislike of Iran has been a major cause for the disregarding of mass killings and assassination of Shias.

America’s conflicting policy objectives in the region have also led it to pursue policies in Iraq that have contributed to current US dilemmas. The most glaring example was the US courting of Sunni insurgents and tribal leaders, both of which were thus emboldened to commit acts such as attacking the Shia shrines in Samara in 2006 and frightening the Shias that America would again betray them as it did at the end of the Persian Gulf War in 1991. Wanting to isolate Iran and perhaps to bring about regime change there, the US has also done virtually nothing to reign in the Saudis and others, including Turkey and Qatar, to prevent them from funding Sunni insurgents. Instead, Washington has blamed Iraqi unrest solely on Iranian meddling. Even today, there is no acknowledgement by the United States that the Islamic State in the Levant (ISIL or ISIS) cannot achieve what it has been doing without outside help.

At an even more fundamental level, America’s efforts to achieve too many contradictory and incompatible goals have been at the root of Iraq’s crisis. To date, it has proved to be difficult — indeed impossible — to eliminate Saddam but produce a stable Iraq; to isolate Iran and possibly change its regime; to get rid of Assad in Syria without exacerbating its civil war; to forge a Sunni-Israeli alliance against Shia Iran; and to convince other Shias throughout the region to continue playing second fiddle to the Sunnis.

To summarize, Nouri al-Maliki is certainly flawed and has made many mistakes. But the real culprits have been Iraq’s considerable fault lines, contradictory policies pursued by the West, and the predatory approach of Iraq’s neighbors. Thus even if Maliki is removed from office, Iraq’s situation will not improve unless these fault lines are dealt with and the policies pursued by outside states in Iraq are remedied. Rather, the situation will get much worse because the Shias are most unlikely to once again accept living under a regime that can be characterized as “Saddamism without Saddam” or, worse, what they would consider a Salafi-Takfiri government that considers them heathens deserving death.
