The latest issue of the New Yorker features a lengthy article by Connie Bruck on the recent travails of AIPAC, especially its unsuccessful efforts since last November to increase sanctions on Iran, and its steady Likudnik drift, which has increasingly alienated its more liberal and Democratic supporters in Congress.

The article, “Friends of Israel,” makes clear (in case any additional evidence were required) that the  group’s intention all along was to sabotage the ongoing negotiations between Iran and world powers, which we at LobeLog chronicled pretty intensively during the key five-month period, and casts more insider light on the pressure exerted by AIPAC, related groups, and key donors on Democratic lawmakers. Consider this passage, for example:

[Majority Leader Eric] Cantor and [Minority Leader Steny] Hoyer have been steadfast supporters of AIPAC, and its members have held at least a dozen fund-raisers for them each year. But last December AIPAC’s efforts to implement sanctions against Iran were so intense that even this well-tempered partnership fractured. When Congress returned from its Thanksgiving recess, legislators in the House began discussing a sanctions bill. According to the former Congressional aide, Cantor told Hoyer that he wanted a bill that would kill the interim agreement with Iran. Hoyer refused, saying that he would collaborate only on a non-binding resolution.

Cantor sent Hoyer resolution that called for additional sanctions and sought to define in advance the contours of an agreement with Iran. “The pressure was tremendous—not just AIPAC leadership and legislative officials but various board members and other contributors, from all over the country,” the former congressional aide recalled. “What was striking was how strident the message was,” another aide said. “‘How could you not pass a resolution that tells the President what the outcome of the negotiations has to be?’” Advocates for the sanctions portrayed Obama as feckless. “They said, ‘Iranians have been doing this for millennia. They can smell weakness. Why is the President showing weakness?’” a Senate aide recalled.

AIPAC was betting that the Democrats, facing midterms with an unpopular President, would break ranks, and that Obama would be unable to stop them. Its confidence was not unfounded; every time Netanyahu and AIPAC had opposed Obama he had retreated. But Obama took up the fight with unusual vigor. …As the Cantor-Hoyer resolution gathered momentum, House Democrats began holding meetings at the White House to strategize about how to oppose it.

Debbie Wasserman Schultz, the head of the Democratic National Committee, attended the meetings, at some political risk. Wasserman Schultz represents a heavily Jewish district in South Florida, and has been a reliable signature on AIPAC’s letters and resolution; she has boasted of concurring with a hundred per cent of its positions. Now the lobby e-mailed out an “AIPAC Action Alert,” including the text of a story about the meetings in the conservative Washington Free Beacon, in which she was described as “siding with the Mullahs over the American people.” The alert asked AIPAC’s executive-council members to contact her office, ask if the story was true, and challenge her opposition to Cantor-Hoyer. Stephen Fiske, the chair of the pro-Israel Florida Congressional Committee PAC, sent a similar alert to Wasserman Schultz’s constituents, setting off a cascade of calls to her office. (Fiske told the Free Beacon that the callers included a team of young students: his son’s classmate at a Jewish day school in North Miami Beach.) Wasserman Schultz was furious. Soon afterward, she flew to Israel for the funeral of former Prime Minister Ariel Sharon. On the trip, she remarked to a colleague, “They’re doing this to me?” [Emphasis added.]

Eventually, of course Hoyer disassociated himself from the initiative, and, as the months unfolded, AIPAC’s campaign to undermine the negotiations by enacting new sanctions legislation in both the House and Senate became increasingly partisan, jeopardizing the group’s carefully cultivated image of bipartisanship, until it finally essentially gave up the effort in March. The article offers many such anecdotes, but, of course, the sentence I bolded above helps to confirm the theory that AIPAC’s aim wasn’t to strengthen President Obama’s hand in the P5+1′s (US, UK, France China, Russia plus Germany) talks with Iran; on the contrary, the objective—entirely consistent with Netanyahu’s wishes, was to blow up the talks.

I particularly appreciated Bruck’s pretty extensive quotation of remarks by former Washington State Democratic Rep. Brian Baird whose on-the-record frankness about AIPAC was undoubtedly made possible by the fact that he left Congress in 2010 and apparently has no intention of running again. Baird, one of the very congressmen who traveled to Gaza after the 2009 war, explains the relationship between fund-raising and AIPAC:

“‘The difficult reality is this: in order to get elected to Congress, if you’re not independently wealthy, you have to raise a lot of money. And you learn pretty quickly that, if AIPAC is on your side, you can do that. They come to you and say, ‘We’d be happy to host ten-thousand-dollar fund-raisers for you, and let us help write your annual letter, and please come to this multi-thousand-person dinner.’” Baird continued. “Any member of Congress knows that AIPAC is associated indirectly with significant amounts of campaign spending if you’re with them, and significant amounts against you if you’re not with them.”

“…When key votes are cast, the question on the House floor, troublingly, is often not ‘What is the right thing to do for the United States of America?’ but ‘How is AIPAC going to score this?’” He added, “There’s such a conundrum here, of believing that you’re supporting Israel, when you’re actually backing policies that are antithetical to its highest values and, ultimately, destructive for the country.” In talks with Israeli officials, he found that his inquiries were not treated with much respect. In 2003, one of his constituents, Rachel Corrie, was killed by a bulldozer driven by an Israeli soldier, as she protested the demolition of Palestinians’ homes in Gaza. At first, he said, the officials told him, ‘There’s a simple explanation—here are the facts.” Or, “We will look into it.” But, when he continued to press, something else would emerge. “There is a disdain for the U.S., and a dismissal of any legitimacy of our right to question—because who are we to talk about moral values?” Baird told me. “Whether it’s that we didn’t help early enough in the Holocaust, or look at what we did to our African-Americans, or our Native Americans—whatever! And they see us, members of Congress, as basically for sale. So they want us to shut up and play the game.”

While it may seem somewhat unrelated, this last point recalled for me a couple of op-eds published in the New York Times during the most recent war in Gaza on the subject of liberal Zionists (who, not coincidentally, reside almost exclusively in the Democratic Party, and their reaction to the evermore-rightward and aggressive drift of Israeli politics and policy. Both were written by Israelis; the first by Shmuel Rosner, an Israeli writer and fellow at the Jewish People Policy Institute, which is supposed to study and make recommendations about relations between Israel and the Jewish Diaspora; the second, by Antony Lerman, the former director of the Institute for Jewish Policy Research and author of “The Making and Unmaking of a Zionist.” In his column, “Israel’s Fair-Weather Fans,” Rosner essentially tells liberal Zionists who have warned Israel’s leadership that their right-wing policies are putting at risk the support of liberal US Jews to, in Baird’s words, “shut up and play the game.”

If all Jews are a family, it would be natural for Israelis to expect the unconditional love of their non-Israeli Jewish kin. If Jews aren’t a family, and their support can be withdrawn, then Israelis have no reason to pay special attention to the complaints of non-Israeli Jews.

…If they still want to root for a Jewish state, there’s no substitute for Israel. If they believe there is a need for Jewish sovereignty, Israel is the only option available to them. As the song says, there’s no other country even it it’s on fire.

For his part, Lerman more or less agrees that liberal Zionists in the US have become largely irrelevant, at least in terms of influencing Israeli policies and actions, and thus his title, “The End of Liberal Zionism.

“Today, the dominant organizations, like the American Israel Public Affairs Committee, the American Jewish Committee and the Anti-Defamation League, as well as a raft of self-appointed community leaders, have swung to the right. They have made unquestioning solidarity with Israel the touchstone of Jewish identity—even though majority Jewish opinion is by no means hawkish.

…In reality, the only Zionism of any consequence today is xenophobic and exclusionary, a Jewish ethno-nationalism inspired by religious messianism. It is carrying out an open-ended project of national self-realization to be achieved through colonization and purification of the tribe.

Noting that the collapse of the latest US efforts for peace talks, as well as Netanyahu’s de facto rejection last month of the possibility of an independent Palestinian state (despite his previous grudging commitments to a two-state solution), Lerman argues that liberal Zionists have reached a dead end.

Liberal Zionists must now face the reality that the dissenters have recognized for years: A de facto single state already exists, where rights for Jews are guaranteed while rights for Palestinians are curtailed. Since liberal Zionists can’t countenance anything but two states, this situation leaves them high and dry.

Of course, this reality also means that liberal Zionists—who undoubtedly constitute a majority of American Jews (who in turn constitute a major source of political campaign funding for Democrats)—face a choice between their Zionism, as defined by Netanyahu and AIPAC, on the one hand and their liberal values on the other. The two appear to have become mutually exclusive.

Ending a long and controversial battle, the U.S. Senate Tuesday voted 58-41 to confirm former Republican Sen. Chuck Hagel as President Barack Obama’s new secretary of defence.

The confirmation, which followed a more-lopsided 71-27 vote to end a Republican-led filibuster against the decorated Vietnam War veteran, broke mainly along party lines, with four Republican senators joining the 52 Democrats and two independents in the chambre in voting to approve the nomination.

The vote marked a major defeat for hard-line neo-conservatives, notably the Emergency Committee for Israel (ECI) and its chairman, Republican operative Bill Kristol, whose “Weekly Standard” magazine and website published a constant stream of charges against the former Nebraska senator, ranging from anti-Semitism to deep hostility toward Israel, since word that Hagel was Obama’s preferred candidate for the post in mid-December.

ECI and several other well-funded “astro-turf” groups tried first to pre-empt the nomination, which came in January, and then to derail it by promoting a filibuster by Republicans and persuading – albeit unsuccessfully — key Democratic senators considered susceptible to pressure by more-mainstream Israel lobby groups to defect.

In grueling eight-hour testimony late last month, as well as one-on-one meetings with senators, however, Hagel, who served in the Senate from 1997 to 2009, reassured doubters that he was both a strong supporter of Israel’s security and, despite a number of previous public statements suggesting that military action against Iran’s nuclear facilities would be grave mistake, he would indeed recommend such a course of action if all diplomatic efforts to curb Tehran’s nuclear programme fell short.

In a statement issued after the vote, Kristol insisted that ECI was “proud” of its role during the confirmation battle, adding that, “We are heartened that that the overwhelming majority of senators from one of the major parties voted against confirming Mr. Hagel.”

Hagel will now join his fellow-Vietnam War veteran, Secretary of State John Kerry, as one of the three top national-security officials in the cabinet, along with Obama’s national security adviser, Tom Donilon, White House Chief of Staff and former deputy national security adviser Denis McDonough, Vice President Joe Biden, as well as U.N. Amb. Susan Rice, as the president’s key foreign-policy advisers.

Yet to be confirmed is Obama’s choice for director of the Central Intelligence Agency (CIA), John Brennan, the top counter-terrorism official in the White House during most of Obama’s first term.

While Hagel is the only Republican among the top national-security officials, he is widely seen as generally sharing their worldview on key foreign-policy and defence issues – notably, the desirability of maintaining a “light military footprint”, especially in the Middle East; “engaging” actual and potential geo-political foes through diplomacy; using military power only as a last resort; and relying more on multilateral institutions, such as the U.N. and NATO, and regional actors, to address key crisis situations, sometimes derisively referred to by neo-conservatives and other hawks as “leading from behind”.

One basic tenet of their beliefs was expressed by former Pentagon chief Robert Gates two years ago when he told Army cadets: “Any future defence secretary who advises the president to again send a big American land army into Asia or into the Middle East or Africa should ‘have his head examined,’ as Gen. (Douglas) MacCarthur so delicately put it.”

As Vietnam veterans who came to believe that the war in Indochina was a major strategic error – as well as a waste of U.S. blood and treasure – Hagel and Kerry are regarded as particularly sceptical of the effectiveness of military action and of “nation-building” and counter-insurgency strategy – a scepticism also shared by Biden, whose influence on foreign policy is seen as having risen over the past two years.

Biden’s top foreign-policy aide for many years, Tony Blinken, has now taken McDonough’s place as deputy national security adviser.

Indeed, in a column published over the weekend, foreign-policy insider par excellence, David Ignatius, warned that Obama’s second-term team is so unified in their general foreign-policy outlook that Obama “is perilously close to groupthink”.

While both Kerry, who hails from the liberal-international wing of the Democratic Party, and Hagel, who is close to the rapidly disappearing “realist” wing of the Republican Party (of which Gates was also a part), both voted in 2002 to give George W. Bush the authority to go to war in Iraq, they did so with considerable reservations at the time and, within a year of the invasion, began criticising what Obama himself called a “dumb” war.

Hagel’s criticism of the Iraq war – as well as his neutrality in the 2008 race between Obama and Republican Sen. John McCain – has been cited as a major reason why most Republicans opposed his nomination, although not to the extent of supporting an indefinite filibuster against it.

But most political analysts here believe most Republican senators would have gone along with the nomination – as is customary for most presidential cabinet appointees – had the neo-conservatives and their funders, as well as elements of the more-mainstream Israel lobby, not mounted such a vigorous and expensive effort to defeat him.

Unlike most members of Congress, for whom the influence of the Israel lobby looms very large, Hagel spoke out publicly about what he believed were Israel’s poor treatment of Palestinians, the urgent necessity of a two-state solution, the importance of engaging Hamas in a peace process, and the potentially catastrophic dangers of an Israeli or U.S. military attack on Iran.

In at least one interview, he also spoke out against the “intimidate(ing)” influence of what he called the “Jewish lobby” – a phrase for which he was later accused of anti-semitism, and for which he subsequently apologised. (A major component of the Israel lobby consists of evangelical Christians, a core Republican constituency.)

Indeed, during his grueling and less-than-impressive eight-hour confirmation hearing, Republicans focused their questioning almost exclusively on his views regarding Israel and Iran.

Indeed, “Israel” was mentioned 179 times (Iran 171) – more often than Iraq (30), Afghanistan (27), Russia (23), Palestine or Palestinian (22), Syria (18), North Korea (11), Pakistan (10), Egypt (9), China (5), NATO (5), Libya (2), Bahrain (2), Somalia (2), Al-Qaeda (2), and Mali, Jordan, Turkey, Japan, and South Korea (once each) combined.

The questioning was so Israel-centred that the popular satirical weekly television programme, Saturday Night Live, even devoted a skit broadcast over the web depicting Hagel’s Republican inquisitors competing to avow their devotion to the Jewish state.

But whether Hagel will indeed play a key role in determining U.S. policy toward Israel remains to be seen. For now, the much bigger challenge he faces is the implications of the so-called budget sequestration that appears certain to take effect Mar. 1 and as a result of which the Pentagon could face as much as 600 billion dollars in cuts to its budget over the next 10 years in addition to the almost-500 billion dollars in cuts that have already been mandated.

Ironically, the impact of the sequestration on the Pentagon’s budget is also seen as potentially disastrous to the neo-conservatives who opposed Hagel.

Given their strong conviction that Israeli security and global stability rests primarily on U.S. military power, they have spoken out strongly against growing Republican complacency about the effects of sequestration on the Pentagon, fearing that it heralds a resurgence of isolationist sentiment in the party. But instead of focusing primarily on rallying Republicans to compromise with Obama on the budget, they spent significantly more time and resources on defeating Hagel.

Barely a week after the 53rd anniversary of President Dwight D. Eisenhower’s farewell address he prepared to leave office, warning the nation of the perils to peace emanating not just from America’s enemies, but from the increasingly rapacious appetite for power and profit of its defense industries. This week, Sen. John Barrasso (R-WY) offered what should have been a sobering reminder of Eisenhower’s worst fears.

On the surface, Barrasso’s op-ed in the Wall Street Journal on January 23, headlined Chuck Hagel’s Unsettling History, seems to be just another regurgitation of (Bill) Kristol-lite complaints and (Jennifer) Rubinesque rants about Chuck Hagel — stale smears about “the Jewish lobby,” his voting record in the Senate, and a straw-man claim that Hagel believes that “Iran would act responsibly.” Indeed, Barrasso’s arguments appear to be part of the organized attempt to deride Hagel’s character and capabilities through the casually meretricious “let’s just throw stuff at him and see what sticks” mode employed against President Obama that has become the norm in neoconservative bluster.

But Barrasso’s career also deserves scrutiny and one of his paragraphs revealed — intentionally or unintentionally — the next line of attack against the Secretary of Defense nominee: Hagel’s stance on U.S. nuclear policy.

On the issue of nuclear weapons, the candidate for U.S. secretary of defense actually seems more focused on eliminating American nuclear arms than eliminating the threat of a nuclear-armed Iran. Mr. Hagel was the co-author of a 2012 report for the group Global Zero, “Modernizing U.S. Nuclear Strategy, Force Structure and Posture,” that included a recommendation to eliminate the “Minuteman land-based ICBM.” That could leave America dangerously vulnerable. Even Mr. Obama has promised to modernize our ICBMs, not scrap them.

Barrasso, a Wyoming Republican who had run as a moderate for the Senate in 1996 and lost, replaced the late Craig Thomas in the Senate in 2007 and won a special election in 2008 that gave him a hold on the seat for another two years. He spent $2.5 million on his campaign, ten times the amount of his Democratic opponent, and easily won re-election to his first six-year term in the Senate this past November, raising over $7 million dollars and spending $4.5 million.

The vehemence of Barrasso’s opposition to the Senate’s ratification of the START nuclear weapons reduction treaty with Russia in 2010 surprised even his Wyoming constituents. Only 11 Republican senators voted with Democrats in favor of START; Mike Enzi, Wyoming’s senior senator, wasn’t among them either. Wyoming was once one of the largest suppliers of uranium to the the nuclear weapons industry, but production has been on the decline since the 1980s. It hopes to revitalize the yellowcake industry, capitalizing on rising prices. Barrasso and Enzi both have been forthright about their state’s vested interest in perpetuating US reliance on nuclear weaponry and upgrading the US nuclear weapons arsenal.

Bill McCarthy of WyoFile points out that Wyoming’s Warren Air Force Base contributes $364 million to the Cheyenne area economy, including $221 million in payroll from the base, about $81 million in construction projects and the rest from jobs created in and around the base. The cutback or loss of any of these revenue sources and the commerce generated by them would also damage the rest of the state’s economy. But cutbacks at Warren appear inevitable. Former Vice-Chairman of the Joint Chiefs of Staff, General James Cartwright and General Robert Kehler, the head of U.S. Strategic Command, stated in 2011 that they don’t believe funding will match past spending. Warren is at a disadvantage relative to other nuclear weapons delivery systems and facilities:

Along with the potential that silo-based missiles in Wyoming might be considered a Cold War relic compared to submarine- and aircraft-based weapons, for example, Warren is an Air Force base without a “flight line.” There are no facilities on base to land and maintain military aircraft.

So, although Barrasso opposed New START on strategic grounds, he had plenty of parochial reasons to try to stop the treaty or protect the weapons overseen from Cheyenne.

While hundreds of billions of dollars will be spent over the next decade on nuclear weapons, there will be fierce competition for fewer dollars.

Barrasso also requested an appropriation of $4.5 million in 2010 for the Wyoming Army National Guard Joint Training and Experimentation Center:

The project will focus on four areas to support war fighter experimentation: operational experiment instrumentation, expansion of ground robotics experimentation facilities including reconfigurable MOUT facilities, expansion of surrogate robotics pool, and conducting user defined robotics experiments focusing of the Joint Capability Areas (JCAs) of Joint Protection, Joint Homeland Defense, and Military Support of Civil Authorities user defined robotics experiments.

A Casper Star Tribune editorial at the time considered the speed and severity of Barrasso’s lurch to the hard right, and his uncompromising stances immediately after his election to the Senate, puzzling:

The fact that Barrasso has joined the extreme right-wing faction of his party and is leading opposition to the treaty confounds us. He is in one of the safest Senate seats in the country, and in no way needs to pander to ultraconservatives whose main goal is to see (President Barack) Obama lose.”

The op-ed noted that Wyoming’s senior senator Mike Enzi also opposed the New START, “but Barrasso has been out front in the right-wing Republican charge against what President Barack Obama has called his top foreign policy objective.”

Sen. John Kerry (D-MA) led the floor fight for the START treaty in 2010. About to become Secretary of State in what is expected to be a swift and relatively bloodless confirmation process, Kerry hailed the ratification of START 3 years ago as moving the world away from the risk of nuclear disaster. “The winners are not defined by party or ideology,” he said. “The winners are the American people, who are safer with fewer Russian missiles aimed at them.”

Nuclear policy should be a matter of serious concern in confirming the next Secretary of Defense, whoever s/he may be. The 2013 nuclear agenda is going to be full, as Kevin Baron of Foreign Policy’s E-Ring points out.

The Pentagon has yet to release its plan to implement the Nuclear Posture Review, and amid continuing resolutions funding the fiscal year and the sequester-delayed budget request for 2014, the new defense secretary must decide the pace of building new nuclear submarines and strategic bombers. Additionally, the Obama administration is poised to start pushing below the caps established by the New START treaty, which limits the United States and Russia to 1,550 warheads each. With that agenda already penciled in, Hagel’s nomination has both thrilled nuclear disarmament advocates and concerned nuclear hawks in Congress.

It’s incumbent upon the media to point out that it is not just national security concerns, or conservative ideology, but behind-the-scenes economic considerations that will be playing a role in the political grandstanding surrounding Chuck Hagel’s confirmation. “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex,” Eisenhower warned. “The potential for the disastrous rise of misplaced power exists, and will persist.”

Case in point: John Barrasso.

Hagel is a strong supporter of Israel and a believer in shared values. “The Jewish lobby intimidates a lot of people up here,” but as he put it, “I’m a United States senator. I’m not an Israeli senator.”

The kerfuffle over Chuck Hagel’s use of the term “Jewish lobby” — and the implication that some members of Congress are intimidated by it — pervades the right-wing media and its echo chamber in the blogosphere. Since Hagel was floated as a possible Secretary of Defense, some American Israel Public Affairs Committee (AIPAC) representatives, among them former spokesman Josh Block and former Executive Director Morris Amitay, have denounced Hagel’s characterization. Even progressives are not immune to debating its appropriateness. M. J. Rosenberg, also a veteran of the AIPAC but now one of its fiercest critics, writes:

It is true that it is impolitic to use the term “Jewish lobby” rather than “Israel lobby” although the very same people criticizing Hagel for using the former term objected just as vehemently when Stephen Walt and John Mearsheimer used the latter in their book on the subject. In any case, the term Jewish lobby is accurate when one refers to organizations like the American Jewish Committee or the Anti-Defamation League, etc. They are Jewish organizations and not AIPAC, the registered Israel lobby.

AIPAC’s rebranding of itself as “America’s pro-Israel lobby” instead of  the “Jewish lobby” is also relatively recent. The critiques of AIPAC from both the right and left overlook a long paper trail of AIPAC’s self-perception and self-description, which for much of its history — from the 1950s through the 1990s — has reveled in its role as the voice of “the Jewish community.” In Israel today it still is regarded as such, as Chemi Shalev points out in Haaretz:

The most frivolous of the accusations against Hagel, from a strictly Israeli point of view, is his statement to Aaron David Miller that “the Jewish lobby intimidates a lot of people” in Washington. First, because the term “Jewish lobby” in Hebrew is in common use and is a widely accepted Israeli synonym for AIPAC. Second, because Israelis take pride and comfort in the legendary prowess and influence of the lobby that supports them.

In November 1981, Wolf Blitzer, now a familiar face on CNN but back then the Washington correspondent  for the Jerusalem Post, wrote an article titled “The AIPAC Formula” for Moment magazine, then a top quality monthly journal under the editorial aegis of Leonard Fein. In it, Blitzer traced the evolution of AIPAC from its founding in 1954 to “the sexy Jewish organization” whose rising profile could be viewed as resulting largely from the heightened increase in US government assistance to Israel:

…with the exception of South Viet Nam, Israel has received more U.S. governmental assistance than any other foreign country–including all of the Western European nations during the post-World War II Marshall plan…The need to keep up with an escalating arms race in the Middle East guarantees that Israel’s foreign aid requests from the United States are going to continue for the foreseeable future.

…one reason AIPAC has become so much of a force in the American Jewish community in recent years is the fact that the Israeli government itself has come to rely on AIPAC for advice in understanding the complicated U.S. legislative process. “The Jewish lobby” [emphasis added]  come to be a well-known phenomenon in Israel since the 1973 war. As Israelis concentrate more of their foreign policy on relations with the United States, they come to understand the critical role played by AIPAC and other supporting Jewish organizations in winning friends and influencing people on behalf of closer U.S.-Israel relations.

Blitzer pointed out that an AIPAC  mailing on Sept. 8, 1981 included a quote from the New York Times calling AIPAC “The most powerful, best-run and effective foreign policy interest group in Washington”, and another from the Washington Post that said AIPAC was “A power to be reckoned with at the White House, State and Defense Departments, and on Capitol Hill.” (Much of this was accomplished by the strategy of AIPAC’s new executive director at the time, Tom Dine, according to J.J. Goldberg’s 1996 book, Jewish Power: The Rise and Rise of the Israel Lobby.” “Dine openly trumpeted AIPAC’s clout, boasting about ‘Jewish political power’ to mass audiences, in the obvious belief that an outsized reputation would intimidate the opposition.” [Emphasis added])

A month later, in the December 1981 issue of Moment, Aaron Rosenbaum deconstructed AIPAC’s unsuccessful attempt to block the Reagan administration’s sale of AWACS aircraft to Saudi Arabia in “The AWACs Aftermath.” However, wrote Rosenbaum, who spent eight years as AIPAC’s Director of Research (1972-80), “every circumstance contains opportunities.” AIPAC had lost a battle, but it would be better prepared for the next one:

The Jewish community emerges from the fight politically cohesive, ideologically coherent, respected, unbroken, better organized than ever. After the F-15, Jewish lobbying power [emphasis added] was materially diminished. Not this time. The AWACS campaign allowed the Jews to recapture politically what had been lost three years ago to build upon it.  The AWACS campaign  paved the way to broader ties to labor (with the coalition for strategic stability in the Middle East) and religious groups (with Christians United for American Security and the Christian Leadership Conference for Israel) as well to national security types that now have a better appreciation of the value of Israel.

Rosenbaum also outlined what would become an important  component of AIPAC’s future strategy:

…The American Jewish community has to avoid a desire for “revenge” and practice pragmatism wherever possible. Simultaneously it must start cutting definitive deals with both congressmen and candidates. Jews are increasingly sick of politicians who pledge their support for Israel yet always seem to vote the wrong way. The best way to channel good intentions is to tie them to some positive act with which the member of Congress feels comfortable. Once done, it becomes a precedent, a hook on which one can hang the encouragement that is lobbying.

One of the means AIPAC developed for “channeling good intentions” is the sign-on letter through which a member of the House or Senate reaffirms his/her support for Israel (and since the 1990′s, opposition to Iran). These letters have, as Rosenbaum foresaw, helped create a near-unanimous consensus on “support for Israel,” even today in an ideologically bifurcated Congress whose members can agree on little else. Hagel was well within his rights as a senator to abstain from signing them and considering them “stupid.”

All in all, according to Rosenbaum:

The Battle Over the AWACS was a good fight. It would have been better, to be sure, had the sale been blocked. The transaction will pose a real threat both to the United States and to Israel. But the opponents of the sale hardly come away empty handed and defeated. They defended a position consistent with the best interests and ideals of the United States.

As we now know, the sale of AWACs to Saudi Arabia was nowhere nearly as damaging to Israel, nor to the interests of the US, as Israel’s 1982 invasion of Lebanon would prove to be. But the claim that AIPAC was defending the interests, not just of Israel, but of the US itself, would catch on and become the organization’s mantra.

“In the next confrontation,” Rosenbaum concluded, “our opponents will act as if those they are attempting to persuade have no memory and historical consciousness. The Jews, a people defined by their money and sense of historical purpose, will have an opportunity and an obligation to show how wrong they are.

Jews, a people defined by their money…” One can only imagine Josh Block’s response if Chuck Hagel had said that!
