As some readers may recall, I wrote a long essay shortly after last July’s military coup d’etat against Egypt’s democratically elected Morsi government on differing attitudes within the neoconservative movement toward the coup and democracy itself. Given the complete lack of consensus among leading neocons as to how the U.S. should react to the coup — indeed, the fact that most neocons favored the coup and urged Washington to maintain its military assistance to the coupists — I concluded, contrary to conventional wisdom and the way that neocons have often sought to depict themselves, that “democracy promotion can’t possibly be considered a core principle of neoconservatism.” I followed that up a month later with a short post noting how the two “princelings” of the neoconservative movement and co-founders of both the Project for the New American Century (PNAC) and its successor organization, the Foreign Policy Initiative (FPI), Bob Kagan and Bill Kristol, had themselves split on the issue, with Kristol (citing Israel’s position) expressing doubt about the wisdom of cutting military aid, and Kagan demanding that it be cut.

Kristol hasn’t had much to say about Egypt recently, but Kagan came out in yesterday’s Washington Post with a stunning denunciation (also featured on FPI’s website) not only of continuing U.S. military aid for Egypt, but also of lobbying by the American Israel Public Affairs Committee (AIPAC) in Congress for continuing that assistance AND of Israel’s support for the regime. The op-ed, entitled “A Partnership That Damages the U.S.”, is particularly critical of Israel’s attitude toward both Egypt and democracy in the region, something that the ironically named (and Likudist) Foundation for Defense of Democracies (FDD) may wish to consider. Here are the relevant paragraphs:

Many members of Congress also believe that by backing the Egyptian military they are helping Israel, which, through the American Israel Public Affairs Committee, has actively lobbied Congress for full restoration of military aid. Even though the Morsi government did not pull out of the Camp David Accords or take actions hostile to Israel, the mere presence of a Muslim Brotherhood government in Egypt frightened the Israeli government.

To Israel, which has never supported democracy anywhere in the Middle East except Israel, the presence of a brutal military dictatorship bent on the extermination of Islamism is not only tolerable but desirable. Perhaps from the standpoint of a besieged state like Israel, this may be understandable. A friendly observer might point out that in the end Israel may get the worst of both worlds: a new Egyptian jihadist movement brought into existence by the military’s crackdown and a military government in Cairo that, playing to public opinion, winds up turning against Israel anyway.

Israel has to be the judge of its own best interests. But so does the United States. In Egypt, U.S. interests and Israel’s perceptions of its own interests sharply diverge. If one believes that any hope for moderation in the Arab world requires finding moderate voices not only among secularists but also among Islamists, America’s current strategy in Egypt is producing the opposite result. If one believes, as President Obama once claimed to, that it is important to seek better understanding between the United States and the Muslim world and to avoid or at least temper any clash of civilizations, then again this policy is producing the opposite result. [Emphasis added.]

It’s really a remarkable column that deserves to be read in full because of its very trenchant critique of Obama’s policy as well. If only it represented a preponderance of neoconservative opinion, which it unfortunately doesn’t.

Kagan is writing in the context of a whole lot of bad human-rights news coming out of Egypt in recent weeks in spite of which the Obama administration approved the delivery of 10 Apache helicopters, the transfer of which was held up by a partial suspension of military aid to the regime last fall. Since then, Sen. Patrick Leahy, who chairs the key Senate subcommittee that oversees foreign aid appropriations, has called for halting all military aid, including those items, like the helicopters, that are supposedly earmarked for “counter-terrorism.” As noted by Kagan, AIPAC is lobbying on behalf of the Netanyahu government against such a cut-off.

Indeed, for AIPAC’s (and Israel’s) talking points, you need look no further than a policy analysis entitled, “Resuming Military Aid to Egypt: A Strategic Imperative”, published this week by Eric Trager of the Washington Institute for Near East Policy (WINEP), a think tank spun off by AIPAC in the 1980s but still very much in the lobby group’s orbit. While Trager predictably deplores the abuses that have taken place, he argues, dubiously, that somehow the military is not accountable for them because of the “severely fractured …competing power centers” that supposedly characterize the Egyptian state at the moment. He goes on:

…[W]ithholding aid could still jeopardize Washington’s ability to ensure Egypt’s longer-term cooperation. For one thing, Russia is trying to expand its influence in the Middle East by selling weapons to Cairo, and various Persian Gulf states — which have sent billions in aid to keep the current Egyptian government afloat — are strongly supporting Moscow’s efforts. Moreover, after years of refusing to do so, the Egyptian military has been actively fighting Sinai-based jihadists since September, so withholding aid now would send a very confusing message about Washington’s strategic priorities. The United States also stands to lose other strategic benefits if the aid is withheld, including overflight rights and preferred access to the Suez Canal.

For the last few weeks, Lobelog has been noting the continued disagreements among US neoconservatives over how to respond to the military coup in Egypt, with a few prominent neocons such as Robert Kagan denouncing it while many others are supporting it and calling on the Egyptian military to finish off the Muslim Brotherhood (MB). These disagreements are continuing apace; yesterday, the Wall Street Journal‘s Bret Stephens offered the latest salvo with a call for the US to “Support Al Sisi“. The column is vintage Stephens: after offering his typical platitudes about the need to throw off comforting pieties and make the best of a set of bad options, he concludes: “Gen. Sisi may not need shiny new F-16s, but riot gear, tear gas, rubber bullets and Taser guns could help, especially to prevent the kind of bloodbaths the world witnessed last week.” Evidently this clear-eyed apostle of Seeing The World As It Is has determined that the Egyptian military has been massacring protesters with live ammo only because it’s been running low on rubber bullets.

But the neocons are only one segment of the US right-wing coalition, and their disagreements may not be symptomatic of what’s happening in the rest of it. Indeed, a wider focus could suggest that US right-wing support for the Egyptian military is even stronger than it might otherwise appear.

One particular aspect of the story that we might miss by focusing only on the neocons is the religious angle. Read National Review, still the flagship of the right and a place where various elements of the coalition mingle, and you will find very little on the killing of MB supporters, the rumored release of former President Hosni Mubarak, or other stories that have dominated mainstream coverage of Egypt. Instead, there’s a whole lot of coverage — and I do mean a whole, whole lot of coverage — of the plight of Egypt’s Coptic Christian minority. The Copts are facing a “jihad,” a “pogrom,” a “Kristallnacht“; unsurprisingly, the magazine’s editors have urged the US to “back Egypt’s military,” in large part to protect the Copts, whose status is “a good bellwether for whether progress is being made in Egyptian society.”

Meanwhile, other NR commentators are going farther. Witness David French (former head of Evangelicals for Mitt [Romney] and prominent Christian Zionist) demanding that the US leverage its aid to force the Egyptian military to step up its anti-MB campaign in defense of Christianity: “The Muslim Brotherhood is our enemy, the Egyptian Christians are victims of jihad, and the American-supplied Egyptian military can and should exercise decisive force.” While French does not spell out exactly what he means by “decisive force,” given the current political context it can only be taken as a show of support for the military’s indiscriminate massacres of MB supporters.

None of this, of course, is to diminish the plight of Egypt’s Coptic Christians — those of us living in security elsewhere should not scoff at the justified fear and foreboding that they must feel. It’s merely to say that reports on their predicament, like Andrew Doran’s, which make claims like “bizarrely, Western media have largely portrayed the Muslim Brotherhood [rather than Christians] as the victims of violence” — while making no mention whatsoever of the hundreds of MB supporters who have been killed in recent weeks — give readers a rather skewed perspective on the current situation.

Yet this is a perspective that we discount at our own peril. The foreign policy commentariat may tend to view the situation in Egypt through the lens of realism versus neoconservatism, or democracy promotion versus authoritarianism. But for large segments of the US public, the situation in Egypt is first, foremost and last a struggle between Muslims and Christians, and when viewed through this lens their unstinting support for the coup leaders is all but guaranteed.

As the situation on the ground in Syria becomes ever more fluid and the Assad regime appears to be tottering, a familiar group of hawks is calling for U.S. military action to fill the void. As reported by Foreign Policy‘s Josh Rogin, on Tuesday two prominent neoconservative groups, the Foreign Policy Initiative (FPI) and Foundation for Defense of Democracies (FDD), released an open letter to President Obama calling for the use of U.S. airpower to establish “safe zones” in rebel-held areas. The letter suggests that “the United States cannot outsource its strategic and moral responsibilities to cynical great powers, regional actors who do not fully share our values, or international mediators. Only resolved U.S. leadership has the potential to halt the bloodshed and ensure the emergence of a Syria that advances America’s national security interests.”

The letter’s sixty-plus signatories include only three Syrians, but the roster will be rather familiar to those who remember the various open letters released by the FPI’s predecessor group, the Project for the New American Century (PNAC). These letters played a key role in the public runup to the Iraq war. Soon after the September 11 attacks, for example, a group of many of the same signatories as today’s letter claimed that “even if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq.”

While the FPI/FDD letter includes a handful of Syrian opposition activists and human rights officials (notably Amnesty International’s Larry Cox), it remains dominated by neoconservative pundits (such as William Kristol, Robert Kagan, Michael Ledeen, Martin Peretz, and Cliff May) and Bush administration veterans (such as Karl Rove, Elliott Abrams, Douglas Feith, and John Hannah). Today former Massachusetts governor and current Republican presidential candidate Mitt Romney announced his campaign’s foreign policy team. Many of the names are drawn from the foreign policy establishment and prominent Republican-associated security circles. “Their remarkable experience, wisdom, and depth of knowledge will be critical to ensuring that the 21st century is another American Century,” Romney said in a statement. Notably, several of Romney’s advisers were among the most forceful proponents a “new American Century” already, one that involved primarily pushing for war in Iraq.

ELIOT COHEN

Cohen, who was a member of the short-lived Committee for the Liberation of Iraq that agitated for an invasion in 2002 and early 2003 and now directs the Johns Hopkins international affairs school, stuck to the theme that Iraq had weapons of mass destruction right up until the eve of the U.S. invasion. Though he eventually walked-back his support for the war, in February 2003, Cohn told NBC Nightly News:

I would suspect that if there’re going to be heavy civilian casualties, they’ll mainly be caused by the Iraqis and would flow from the use of chemical weapons or biological weapons.

ROBERT KAGAN

Kagan, a founder of the Project For A New American Century (PNAC) and the Foreign Policy Initiative (FPI), argued for the military overthrow of Saddam Hussein beginning in the mid 1990s. In late 1998, after President Bill Clinton launched airstrikes against Iraq, Kagan complained on NPR that the attack didn’t go far enough and that Hussein needed to be overthrown:

I would agree that firing even several hundred cruise missiles into Iraq cannot be the end of the story. You really do have to go to the heart of the problem. The heart of the problem is Saddam Hussein himself, and any strategy the administration undertakes has to have a practical goal of removing Saddam Hussein from power.

PNAC, one of the groups Kagan founded (along with neoconservative don Bill Kristol), made statements and wrote a series of open letters to Presidents Clinton and George W. Bush from 1998 to 2003 that referred to Iraq, often calling for the military overthrow of Saddam Hussein and accusing him both of possessing weapons of mass destruction and having ties to Al Qaeda. Among the signatories to the letters were a bevy of those listed today as Romney advisers, including Kagan himself, Cohen, Paula Dobriansky, Vin Weber, John Lehman (a National Security Advisory Council member of the Islamophobic Center for Security Policy), now-super-lobbyist Vin Weber.

After the invasion, Iraq fell under the control of L. Paul Bremer, the U.S. viceroy in charge of the Coalition Provisional Authority that is widely blamed for botching the early days of the occupation. Two of Bremer’s top advisers — Meghan O’Sullivan, who later served as a Deputy National Security Advisor for Iraq and Afghanistan in the Bush administration and is now a Harvard professor, and CPA spokesperson Dan Senor, now with the neoconservative Foreign Policy Initiative (think PNAC 2.0, formed in 2009 by Senor, Kagan and Kristol) — are now with Romney’s team.

WASHINGTON, Feb 25, 2011 (IPS) – In a distinct echo of the tactics they pursued to encourage U.S. intervention in the Balkans and Iraq, a familiar clutch of neo-conservatives appealed Friday for the United States and NATO to “immediately” prepare military action to help bring down the regime of Libyan leader Muammar Gaddafi and end the violence that is believed to have killed well over a thousand people in the past week.

The appeal, which came in the form of a letter signed by 40 policy analysts, including more than a dozen former senior officials who served under President George W. Bush, was organised and released by the Foreign Policy Initiative (FPI), a two-year-old neo-conservative group that is widely seen as the successor to the more-famous – or infamous – Project for the New American Century (PNAC).

Warning that Libya stood “on the threshold of a moral and humanitarian catastrophe”, the letter, which was addressed to President Barack Obama, called for specific immediate steps involving military action, in addition to the imposition of a number of diplomatic and economic sanctions to bring “an end to the murderous Libyan regime”.

In particular, it called for Washington to press NATO to “develop operational plans to urgently deploy warplanes to prevent the regime from using fighter jets and helicopter gunships against civilians and carry out other missions as required; (and) move naval assets into Libyan waters” to “aid evacuation efforts and prepare for possible contingencies;” as well as “(e)stablish the capability to disable Libyan naval vessels used to attack civilians.”

Among the letter’s signers were former Bush deputy defence secretary Paul Wolfowitz; Bush’s top global democracy and Middle East adviser; Elliott Abrams; former Bush speechwriters Marc Thiessen and Peter Wehner; Vice President Dick Cheney‘s former deputy national security adviser, John Hannah, as well as FPI’s four directors: Weekly Standard editor William Kristol; Brookings Institution fellow Robert Kagan; former Iraq Coalition Provisional Authority spokesman Dan Senor; and former Undersecretary of Defense for Policy and Ambassador to Turkey, Eric Edelman.

It was Kagan and Kristol who co-founded and directed PNAC in its heyday from 1997 to the end of Bush’s term in 2005.

The letter comes amid growing pressure on Obama, including from liberal hawks, to take stronger action against Gaddafi.

Two prominent senators whose foreign policy views often reflect neo-conservative thinking, Republican John McCain and Independent Democrat Joseph Lieberman, called Friday in Tel Aviv for Washington to supply Libyan rebels with arms, among other steps, including establishing a no-fly zone over the country.

On Wednesday, Obama said his staff was preparing a “full range of options” for action. He also announced that Secretary of State Hillary Clinton will meet fly to Geneva Monday for a foreign ministers’ meeting of the U.N. Human Rights Council to discuss possible multilateral actions.

“They want to keep open the idea that there’s a mix of capabilities they can deploy – whether it’s a no-fly zone, freezing foreign assets of Gaddafi’s family, doing something to prevent the transport of mercenaries (hired by Gaddafi) to Libya, targeting sanctions against some of his supporters to persuade them to abandon him,” said Steve Clemons of the New America Foundation, who took part in a meeting of independent foreign policy analysts, including Abrams, with senior National Security Council staff at the White House Thursday.

During the 1990s, neo-conservatives consistently lobbied for military pressure to be deployed against so-called “rogue states”, especially in the Middle East.

After the 1991 Gulf War, for example, many “neo-cons” expressed bitter disappointment that U.S. troops stopped at the Kuwaiti border instead of marching to Baghdad and overthrowing the regime of Saddam Hussein.

When the Iraqi president then unleashed his forces against Kurdish rebels in the north and Shia insurgents in the south, they – along with many liberal interventionist allies – pressed President George H.W. Bush to impose “no-fly zones” over both regions and take additional actions – much as they are now proposing for Libya – designed to weaken the regime’s military repressive capacity.

Those actions set the pattern for the 1990s. To the end of the decade, neo-conservatives, often operating under the auspices of a so-called “letterhead organisation”, such as PNAC, worked – often with the help of some liberal internationalists eager to establish a right of humanitarian intervention – to press President Bill Clinton to take military action against adversaries in the Balkans (in Bosnia and then Kosovo) as well as Iraq.

Within days of 9/11, for example, PNAC issued a letter signed by 41 prominent individuals – almost all neo-conservatives, including 10 of the Libya letter’s signers – that called for military action to “remove Saddam Hussein from power in Iraq”, as well as retaliation against Iran and Syria if they did not immediately end their support for Hezbollah in Lebanon.

PNAC and its associates subsequently worked closely with neo-conservatives inside the Bush administration, including Abrams, Wolfowitz, and Edelman, to achieve those aims.

While neo-conservatives were among the first to call for military action against Gaddafi in the past week, some prominent liberals and rights activists have rallied to the call, including three of the letter’s signatories: Neil Hicks of Human Rights First; Bill Clinton’s human rights chief, John Shattuck; and Leon Wieseltier of The New Republic, who also signed the PNAC Iraq letter 10 years ago.

In addition, Anne-Marie Slaughter, until last month the influential director of the State Department’s Policy Planning office, cited the U.S.-NATO Kosovo campaign as a possible precedent. “The international community cannot stand by and watch the massacre of Libyan protesters,” she wrote on Twitter. “In Rwanda we watched. In Kosovo we acted.”

Such comments evoked strong reactions from some military experts, however.

“I’m horrified to read liberal interventionists continue to suggest the ease with which humanitarian crises and regional conflicts can be solved by the application of military power,” wrote Andrew Exum, a counter-insurgency specialist at the Center for a New American Security, about Wieseltier. “To speak so glibly of such things reflects a very immature understanding of the limits of force and the difficulties and complexities of contemporary military operations.”

Other commentators noted that a renewed coalition of neo- conservatives and liberal interventionists would be much harder to put together now than during the Balkan wars of the 1990s.

“We now have Iraq and Afghanistan as warning signs, as well as our fiscal crisis, so I don’t think there’s an enormous appetite on Capitol Hill or among the public for yet another military engagement,” said Charles Kupchan, a foreign policy specialist at the Council on Foreign Relations (CFR).

“I support diplomatic and economic sanctions, but I would stop well short of advocating military action, including the imposition of a no-fly zone,” he added, noting, in any event, that most of the killing in Libya this week has been carried out by mercenaries and paramilitaries on foot or from vehicles.

“There may be some things we can do – such as airlifting humanitarian supplies to border regions where there are growing number of refugees, but I would do so only with the full support of the Arab League and African Union, if not the U.N.,” said Clemons.

“(The neo-conservatives) are essentially pro-intervention, pro-war, without regard to the costs to the country,” he told IPS. “They don’t recognise that we’re incredibly over- extended and that the kinds of things they want us to do actually further weaken our already-eroded stock of American power.”

The whole thing is a fascinating read, but this line really jumped out at me:

The whole thing is a fascinating read, but this line really jumped out at me:

Others have also described Ross as more skeptical [than Mitchell] about the chances of peace, based on his decades-long experience with trying to bring together the parties.

I don’t want to get all new-agey, but if you think something is difficult or impossible to do, the chances of being able to do it are greatly diminished from the get-go.

So why does this Ross guy keep getting jobs that he doesn’t think are possible? I picked up Ross’ book off of my shelf here in D.C., and it amazed me how many times he says you cannot make any kind of deal with the Iranians. Then, Obama put him in charge of making a deal with the Iranians. Ross, we now learn, doubts that a peace deal can be reached in Israel-Palestine, and Obama gives him a job making peace in Israel-Palestine.

On the Middle Eastern conflict, Ross’s credentials for the job are impeccable. After all, he’s been involved in decades — decades! — of failed peace processes. Ross has worked at the Washington Institute (WINEP), an AIPAC-formed think tank, and also chaired the Jewish People Policy Institute (JPPI), an Israeli organization dedicated to “ensur(ing) the thriving of the Jewish People and the Jewish civilization.” (The organization seems to oppose intermarriage with racist-sounding statements like “cultural collectivity cannot survive in the long term without primary biological foundations of family and children.”)

Ross was thought responsible for crafting Obama’s presidential campaign AIPAC speech — yes, the one with the line about an “undivided” Jerusalem that would spike a peace deal if implemented. Ross later reiterated the notion of an undivided Jerusalem as a “fact” in an interview with the Jerusalem Post.

Ross was recently in the news following a secret but not-so-secret visit to the Middle East, which was fleshed out on Politico by Laura Rozen. Rozen was the reporter who carried a rather shocking anonymous allegation about Ross:

“[Ross] seems to be far more sensitive to [Israeli Prime Minister Benjamin] Netanyahu’s coalition politics than to U.S. interests,” one U.S. official told POLITICO Saturday. “And he doesn’t seem to understand that this has become bigger than Jerusalem but is rather about the credibility of this administration.”

In an update, Rozen carried NSC CoS Denis McDonough’s defense of Ross:

“The assertion is as false as it is offensive,” McDonough said Sunday by e-mail. ”Whoever said it has no idea what they are talking about. Dennis Ross’s many decades of service speak volumes about his commitment to this country and to our vital interests, and he is a critical part of the president’s team.”

But the new Forward article, as MJ Rosenberg points out, backs up the notion that Ross was extremely concerned with “advocat[ing]” for Israel. The source is none other than Israel-advocate extraordinaire Abe Foxman (who doesn’t negotiate on behalf of the U.S. government):

“Dennis is the closest thing you’ll find to a melitz yosher, as far as Israel is concerned,” said the Anti-Defamation League’s national director, Abraham Foxman, who used the ancient Hebrew term for ‘advocate.’”

Do you get the feeling that Ross advocated for Iran? Or, as the Forward article put it (with my strikethrough), has “strong ties to Israel” Iran? Guttman writes that Ross is considered to have a “reputation of being pro-Israeli.” As for Iran? Not quite: Ross’s Iran experience seems to boil down to heading United Against Nuclear Iran (UANI), a group that pushes for harsher, broad-based sanctions against Iran (despite a stated goal to not hurt ordinary Iranians) and that has criticized Obama’s policy of engagement. Ross left the gig, as with JPPI, when he took the job with the administration.

The group also launched an error-filled fear-mongering video (while Ross was still there; he appears in the video) and a campaign to get New York hotels to refuse to host Iranian president Mahmoud Ahmadinejad when he comes to town each year for the U.N. General Assembly, which hardly lays the groundwork for good diplomacy.

Oh, and about the Iran engagement designed by Ross: The administration’s approach has been questioned by several leading Iran experts. “It is unlikely that the resources and dedication needed for success was given to a policy that the administration expected to fail,” National Iranian American Council (NIAC) president Trita Parsi observed. In December, Ross publicly defended the administration against charges that engagement was less than sincere from the U.S. side. But it is Ross himself who has apparently long held a pessimistic outlook on engagement.

Ross’s 2007 book, “Statecraft: And How to Restore America’s Standing in the World“, is fascinating in light of where Ross has come from, and where he’s taken Iran policy. I was struck at a five-page section of the first chapter called “Neoconservatism vs. Neoliberalism,” in which Ross writes, “[Neoconservatism's] current standard-bearers — such as Richard Perle, David Frum, William Kristol, and Robert Kagan — are serious thinkers with a clear worldview,” (with my links).

Later, in several long sections about the run-up to George W. Bush’s Iraq war, Ross notes that Paul Wolfowitz was highly focused on Iraq before and after 9/11. He also mentions “political difficulties” in the push for war: “Once [Bush] realized there might be a domestic problem in acting against Iraq, his administration focused a great deal of energy and effort on mobilizing domestic support for military action.”

But Ross never acknowledges that some of his neoconservative “serious thinkers” — such as Kristol and his Weekly Standard magazine — were involved in the concerted campaign to mislead Americans in an effort to push the war… just as the same figures are pushing for an attack on Iran. Frum, who does seem capable of serious thinking, was the author of the “axis of evil” phrasing of Bush’s 2002 State of the Union address. The moniker included both Iraq and Iran, despite the fact that the latter was, until the speech, considered a potential ally in the fight against Al Qaeda. (Marsha Cohen chronicled an Israeli effort to squash the alliance, culminating in Frum’s contribution to the Bush speech.)

Ross never mentions that neocon Douglas Feith, a political appointee in the Pentagon’s Office of Special Plans (OSP), was responsible for cherry-picking intelligence about Iraq within the administration, and whose office was feeding cooked information to the public via Scooter Libby in Vice President Dick Cheney‘s office. Through Libby, the distorted information made its way into the hands of the Standard and sympathetic journalists like ideologue Judith Miller at the New York Times. In August of 2003, Jim Lobe wrote (with my links):

[K]ey personnel who worked in both NESA [the Pentagon's Near East and South Asia bureau] and OSP were part of a broader network of neo-conservative ideologues and activists who worked with other Bush political appointees scattered around the national-security bureaucracy to move the country to war, according to retired Lt Col Karen Kwiatkowski, who was assigned to NESA from May 2002 through February 2003. …

Other appointees who worked with… both offices included Michael Rubin, a Middle East specialist previously with the neo-conservative American Enterprise Institute (AEI); David Schenker, previously with the Washington Institute for Near East Policy (WINEP); Michael Makovsky; an expert on neo-con icon Winston Churchill and the younger brother of David Makovsky, a senior WINEP fellow and former executive editor of pro-Likud ‘Jerusalem Post’; and Chris Lehman, the brother of the John Lehman, a prominent neo-conservative who served as secretary of the navy under Ronald Reagan, according to Kwiatkowski.

Ross has personal experience with many OSP veterans, working with them at WINEP and signing hawkish reports on Iran authored by them.

During the 2008 presidential campaign, Ross was a member of a task force that delivered a hawkish report apparently co-authored by two veterans of OSP, Rubin and Michael Makovsky. (Ross reportedly recused himself as the presidential campaign came into full swing.) Lobe, noting Ross’s curious involvement, called the report a “roadmap to war with Iran,” and added, a year later, that the group that put out the report was accelerating the plan, calling for a military build-up and a naval blockade against Iran.

After taking his position within the Obama administration, Ross released a book, co-authored with David Makovsky, that was skeptical of the notion that engagement could work. Nathan Guttman, in a review of the book for the Forward, wrote:

The success of diplomatic engagement, according to Ross, is not guaranteed and could be unlikely. Still, he and Makovsky believe that negotiations will serve a purpose even if results are not satisfying. “By not trying, the U.S. and its refusal to talk become the issue,” said Makovsky in a June 1 interview with the Forward. “What we are saying is that if the U.S. chooses engagement, even if it fails, every other option will be more legitimate.”

The attitude of Ross and Makovsky seems closer to that of the Israeli government then to that of the Obama administration.

OSP, Feith, the Makovsky brothers, and Rubin are not listed in the index of “Statecraft,” nor have they appeared in the many sections that I’ve read in full.

In his book, Ross does have many revealing passages about concepts that have been worked into the Obama administration’s Iran policy. One such ploy, which has not been acknowledged or revealed publicly, is using Israel as the crazy ‘bad cop’ — a potentially dangerous game. Ross also writes that international pressure (through sanctions) must be made in order to cause Iran “pain.” Only then, thinks Ross, can concessions such as “economic, technological and security benefits” from the U.S. be offered:

Orchestrating this combination of sticks and carrots requires at this point some obviously adverse consequences for the Iranians first.

This view does not comport with the Obama plan for a simultaneous dual-track policy toward Iran — which holds that engagement and pressure should occur simultaneously — and serves to bolster critics who say that engagement has not been serious because meaningful concessions have not been offered. But it does hint at another tactic that Ross references at least twice in the book: the difference between “style” and “substance.” With regard to Iran, he presents this dichotomy in relation to public professions about the “military option” — a euphemism for launching a war. But publicly suppressing rhetoric is only used as a way to build international support for pressure — not also, as one might expect, a way to assuage the security fears of Iran.

But those aren’t the only ideas from the 2007 book that seem to have made their way into U.S. policy toward Iran. In “Statecraft,” Ross endorses the use of “more overt and inherently deniable alternatives to the use of force” for slowing Iran’s nuclear progress. In particular, he mentions the “fragility of centrifuges,” which is exactly what is being targeted by the Stuxnet virus, a powerful computer worm thought to be created by a state, likely Israel, and perhaps with help from the U.S., according to the latest revelations.

Some critics of this website complain that the level of attention given to neoconservatives is too great, but they should consider this: Look at Dennis Ross. He works extensively with this clique, and no doubt has the occasional drink or meeting with them. And, most importantly, he writes approvingly about neoconservatives, noting that their viewpoint affects political considerations of “any political leader.” Because of these neocon “considerations,” he writes, this is how we should view the Islamic Republic: “With Iran, there  is a profound mistrust of the mullahs, and of their perceived deceit, their support for terror, and their enduring hostility to America and its friends in the Middle East. … No one will be keen to be portrayed as soft on the Iranian mullahs.”

This from the man that formulated a policy that has offered “adverse consequences” but so far no “carrots.” Ross’s predictions are a self-fulfilling prophecy — and since he gets the big appointments, he gets to fulfill them. Taking reviews of his book with Makovsky, the Bipartisan Policy Committee report, and “Statecraft” as a whole, I’m not at all surprised that little progress has been made with Iran.

But, at least, that was his first try. He’s a three-time-loser on Israeli-Palestinian peace-making. With Iran, I had to put the pieces together, whereas with the Israeli-Palestinian issue, his record is right there for all to see. Putting Ross in charge of peace-making between the two seems to perfectly fit Einstein’s definition of insanity.

From here, JINSA goes on to seriously distort the messages consistently delivered by Gulf Arab leaders in the WikiLeaks cables — focusing on hostile rhetoric against Iran and ignoring any messages from regional autocrats arguing for ‘linkage,’ pushing instead for ‘reverse linkage.’

JINSA’s report reads:

…WikiLeaks showed that the Administration deliberately miscast the centrality of Palestine in Middle East politics. The President said ending the Palestinian-Israeli conflict was the necessary precursor to bringing the Arabs into a coalition to oppose Iran, but the Arabs – led by Saudi Arabia in no uncertain terms – pleaded with the Administration to tackle Iran first and Iran only.

While some cables indeed focused on Iran and not the Israeli-Palestinian conflict, many of the diplomatic communiqués dealt directly with the latter issue. JINSA, however, strapped on blinders when it came to the repeated endorsements of linkage between resolving the Israeli-Palestinian conflict and containing Iran.

Jim Lobe and I highlighted the numerous endorsements of linkage by Arab leaders in our IPS article earlier this week. Just one example of this endorsement was provided by the Crown Prince of Abu Dhabi Sheikh Mohammed bin Zayed al Nahyan — one of the more Iran-hawkish of the Arab leaders — in a December 9, 2009, meeting with the U.S. Deputy Secretary of Energy Daniel Poneman in which Zayed:

Emphasized the strategic importance of creating a Palestinian State (i.e., resolving the Israeli-Palestinian conflict) as the way to create genuine Middle Eastern unity on the question of Iran’s nuclear program and regional ambitions.

But such selective interpretation of facts is becoming commonplace by those who challenge the concept of linkage and push ‘reverse linkage.’

This argument is frequently cast as “the road to peace runs through Baghdad”—as discussed by Bill Kristol and Robert Kagan in their 2002 article in the Weekly Standard. Now, as argued by Jennifer Rubin, among others, the argument has been tweaked to make the case that “the road to Middle East peace runs through Tehran.”

But the invasion of Iraq didn’t bring Israel closer to peace with its neighbors. The 2006 Lebanon War, the 2007 Hamas takeover of Gaza and the winter 2008-2009 Gaza War all occurred after Saddam Hussein had been removed from power.

Now JINSA is cherry-picking the words of Arab leaders and misrepresenting them as saying “Iran first and Iran only.” Such a blatant overlooking of the broader facts doesn’t make for good politics and it doesn’t help JINSA’s credibility.

Chesnoff’s lengthy Huffington Post piece on the Jewish establishment’s difficulty with Obama is well worth a full read.  But what jumps out are the sections which describe what appears to be the Obama administration’s wholehearted endorsement of linkage—the notion, accepted at the highest levels of the U.S. military, that resolving the Israeli-Palestinian conflict will help promote U.S. strategic interests in the Middle East— and the visceral response to the strategy by Anti-Defamation League Director Abe Foxman.

Klein and Chesnoff write:

The current Jewish problem with Obama can be traced back to his first full day on the job. On January 21, 2009, he summoned his national security team to the Oval Office and laid out a tough new policy toward Israel. According to our sources, Obama said that in order to make good on his campaign promise to extricate 200,000 American troops from the wars in Iraq and Afghanistan, the U.S. had to create a grand coalition of “moderate” Muslim states and Israel to isolate Iran, which has made no secret of its ambition to become the nuclear hegemon in the Middle East.

The only way to accomplish that goal, the president stated, was to eliminate the poisonous effect of the Israeli-Palestinian conflict, which provides Iran with an excuse to stir up trouble. Thus it was “a vital national interest of the United States” to stop Israel from building settlements in the occupied West Bank and housing in East Jerusalem, and force the Jewish state to resolve the Palestinian problem.

According to the article, Foxman tried to convince Obama that if the United Staes wants Israel to take risks for peace then “the best way is to make Israel feel that its staunch friend America is behind it.”

“You are absolutely wrong,” the president replied. “For the past eight years [under the Bush administration], Israel had a friend in the United States and it didn’t make peace.”

Obama’s response is the best possible argument against those who reject the concept of linkage, such as Foxman, or endorse a reverse linkage argument, such as the neoconservatives, who argue that pressuring Israel to make peace is best postponed until the U.S. has eradicated all of Israel’s enemies from the Middle East.

Having followed the reverse linkage line of reasoning in invading Iraq — as well as observing that the 2006 Lebanon War, the 2007 Hamas takeover of Gaza and the winter 2008-2009 Gaza War all occurred after Saddam Hussein had been removed from power — it seems clear Robert Kagan and Bill Kristol‘s promise that the road to peace “runs through Baghdad” was a dead-end.

Foxman continues his critique:

“I came away from the meeting convinced that Obama has introduced a new and dangerous strategy and that it’s revealing itself in steps,” Foxman told Edward Klein. “Unlike other administrations, this one is applying linkage in the Middle East. It’s saying that if you resolve the Israeli-Palestinian conflict, the messiah will come and the lions will lie down with the lambs. All the president’s advisers on the Middle East, starting with George Mitchell, believe in linkage, and they’re telling the president you have to prove to the Arab Muslim world that you are different than previous presidents and you can separate yourself from Israel, distance yourself from the settlements issue. After all, settlements are something that American Jews don’t like anyway, so it’s a win-win proposition.”

Foxman doesn’t even bother to seriously challenge the validity of linkage. (No one has suggested that “the messiah will come and the lions will lie down with the lambs,” either metaphorically or literally.) Instead, he and those others who oppose the White House’s position on settlements prefer to embellish the claims of linkage supporters, while refusing to engage in a real discussion about the failure of Israeli leadership to make concessions necessary for peace.

While many progressive American Jews are frustrated with the administration’s inability to convince Netanyahu to stop settlement construction, Klein and Chesnoff’s piece offers some of the strongest indications yet that the Obama administration is firmly grounded in the linkage strategy and has soundly rejected the reverse linkage argument.

While Satloff will never totally disregard the role of U.S. diplomacy in bringing about a two-state solution, it never appears to be at the top of his list for where the White House should be focusing its efforts in the Middle East.

He writes:

But the real test of whether the president can make progress toward clinching a deal is whether he uses the next year to bring clarity to the regional challenge that poses the most serious consequences for Middle East security and the overall U.S. position in the region: Iran’s pursuit of a nuclear weapon.

and

To his credit, the president seems to have abandoned the loopy thesis that Arab-Israeli peace is a prerequisite for resolving the Iranian nuclear problem.

While one might disagree with Satloff’s conclusions, he’s consistent in his thinking.

On October 3, 2001 Satloff employed a similar argument in a Los Angeles Times op-ed.

When Saddam Hussein gobbled up a neighboring state and posed a threat to international security unseen since World War II, Bush the elder received numerous messages from Arab and Muslim leaders demanding U.S. intervention in the Israeli-Palestinian arena as the price for support in the campaign against Iraq. He refused to be drawn in prematurely, confident that victory in Desert Storm would deflate the region’s radicals, embolden the moderates and create the conditions to invigorate the search for Arab-Israeli peace.

In November, 2001, in a response to Colin Powell’s November 19, 2001 Louisville speech on the peace process, Satloff said:

A new era in Arab-Israeli peacemaking has almost surely not been opened by this speech—that will likely have to await a change in the objective circumstances of the regional situation (i.e., a change in leadership, a stunning defeat for regional radicals like Iraq, etc.). While U.S. diplomacy can play some part in creating a more positive environment for the eventual return to active peacemaking, U.S. victory in the war on terror is a more critical element in achieving that goal.

And on April 27, 2003, Satloff, in a Baltimore Sun op-ed on the Mideast Roadmap, wrote:

Victory in Iraq provides a rare opportunity to have Arabs make important movement on both fronts. That, in turn, would limit the near-term damage of the roadmap, encourage Israelis and Palestinians to meet their own responsibilities for peacemaking and raise the chance for success of U.S. engagement in Arab-Israeli diplomacy down the road.

Satloff, much like Robert Kagan and Bill Kristol (see their April 15, 2002 Weekly Standard article, “Remember the Bush Doctrine“), have been harping at the reverse linkage argument since before the invasion of Iraq. In many ways their advice was followed and their theory tested.

While pundits like Satloff promised big changes if Saddam Hussein was removed from power, the 2006 Lebanon War, the 2007 Hamas takeover of Gaza and the winter 2008-2009 Gaza War all occurred after the U.S. had been victorious in Iraq. Their claim that toppling Saddam Hussein would bring Israel and its neighbors closer to peaceful coexistence appears to have been, at best, a tenuous link.

But that doesn’t deter the proponents of reverse linkage from trying their luck a second time. This time the target is Iran, and Satloff promises that although Obama is entering Arab-Israeli diplomacy with a “weak hand,” if he “…rebuilds a sense of U.S. strength by dealing resolutely with the approaching crisis point over Iran’s nuclear program, he can reverse this dynamic.”

  • Washington Post: Robert Kagan attended the White House briefing on Iran sanctions and writes that a large number of journalists in the room simply got the story wrong by concluding that the sanctions might result in a new diplomatic initiative with Tehran. Kagan reports that President Obama, “repeatedly acknowledged that the regime may be so ‘ideologically’ committed to getting a bomb that no amount of pain would make a difference,” and that the real message from White House officials was, “that the administration wanted everyone to know how tough it was being on Iran.”
  • ABC News: Christiane Amanpour also attended the White House briefing on sanctions and reports that Obama, “believes the costs of the sanctions are going to be higher than Iran could have anticipated, but he is not sure yet whether that cost-benefit analysis will override ‘what may be an ideological or nationalistic commitment to nuclear weapons.’” Amanpour reports that Obama commented that diplomacy and engagement could bring, “a thaw in what has been 30 years of antagonism between our two countries,” and told reporters, “I consider Iran a country of enormous potential.”
  • Washington Post: Israeli Ambassador to the United States Michael Oren continues the narrative that Iran is behind Hamas missile attacks, missiles launched from Egypt’s Sinai peninsula into Jordan and Israel, and the skirmish earlier this week between the IDF and the Lebanese Armed Forces, which Oren characterizes as “nominally independent,” implying that the presence of a Hezbollah television crew somehow connected them to the incident.  The squeeze imposed by sanctions, suggests Oren, is being felt in Tehran and, “[m]any observers feel that, when confronted by the sanctions’ implacability, the Iranian regime will opt to negotiate or, according to an alternative scenario, trigger a Middle East war.”
