In recent weeks, a few incidents have begun to raise questions about the vaunted power of the so-called “Israel Lobby” and whether its influence might be waning. First there were the AIPAC-backed congressional bills that sought to level sanctions on the Palestinian Authority to punish it for having gone to the United Nations in seeking and winning an upgrade in their status to one that implied statehood and granted it a few more rights in the international system. Those bills both died before reaching the floors of the Senate and House of Representatives. More recently, there was the row over Chuck Hagel’s nomination as Secretary of Defense. That nomination went forward and it has since become evident that, despite some disparaging comments from a few Senators, Hagel is likely to be confirmed.

Those aren’t small failures for “the Lobby”, but the circumstances around them should be examined to put them in context. The two events do indicate the potential beginnings of a shift in the discourse around US policy in the Middle East, but it’s important not to make more out of this than there is.

On the matter of punishing the PA, the Jewish Telegraphic Agency mused on the significance of the fact that AIPAC found itself opposed by the Reform movement, the largest American Jewish denomination, led by the Union for Reform Judaism. This was unusual, not because more liberal Jewish organizations might disagree with AIPAC, but because they would actually advocate an opposing position in public. This supports the notion that the new “pro-Israel, pro-peace” lobbying group, J Street, has indeed opened up some space for discussion within the pivotal Jewish community about how the US might respond to events between Israel and the Palestinians.

This shouldn’t be exaggerated, however. J Street, for one thing, has also put itself into a position of redefining the boundaries of acceptable discourse, not necessarily opening it up. This was evidenced last year when J Street made clear its opposition to Christian groups taking any action that might put a small amount of pressure on the Netanyahu government to change its obstructionist stances. First there was J Street’s opposition to a Presbyterian initiative to divest from the occupation (carefully worded to avoid divestment from or boycott of Israel itself) and later its condemnation of a letter from church leaders calling for a review of whether US military aid to Israel was being used to support settlements and occupation and therefore violated US law.

This latest episode, while demonstrating that J Street has had impact in somewhat moving the boundaries of discourse, was not about policy, but about tactics. On one hand, AIPAC pushed for punitive measures to address what Israel saw as a grievance. On the other, the Reform movement took up the J Street line, which said that the proposed punishment would undermine Israeli interests. None of this challenges policy; it merely reflects a disagreement about how best to serve Israel’s interests.

On the Hagel nomination, AIPAC’s silence was deafening from the start. The opposition was led entirely by radical neoconservatives like Elliott Abrams, Bill Kristol and, organizationally by the demonstrably marginal Emergency Committee for Israel. Still, more mainstream Jewish leaders like Abraham Foxman of the Anti-Defamation League and David Harris of the American Jewish Committee, as well as leading Senate Republicans Mitch McConnell, John McCain and Lindsey Graham, expressed opposition to Hagel’s nomination.

But AIPAC understood that this was not a winning fight from the beginning and stayed out of it, at least in terms of the public arena. Leading Jewish Democrats also stayed silent or expressed support for Hagel. J Street supported Hagel, which was only natural since Hagel had spoken at one of their conferences, and the Israeli government, still reeling from backing the wrong horse in the presidential election, made it clear they were not going to oppose him.

AIPAC is really good at what it does. One of its chief skills has always been avoiding fights it won’t certainly win. It never intended to get into a fight over Hagel, so it left the fight to extremist groups like the ECI. But do these two incidents show that the Lobby is losing its grip?

I would emphasize the extent to which the Lobby operates on fear. I don’t mean to suggest that it doesn’t wield real power, it does. But that power is greatly magnified by two factors: the lack of an opposing force and an exaggerated belief in the extent of that power.

We are starting to see the waning of the Lobby’s power. Some of this is due to J Street in a small way, but in the end they will be replacing one problem with another if they succeed, as explained above. But the fact that there is a much greater light shining on the Lobby helps put their real power in perspective. It started with Stephen Walt’s and John Mearsheimer’s groundbreaking work, and has continued to the point where we now see columnists ranging from Glenn Greenwald and Andrew Sullivan to Thomas Friedman openly discussing the lobby’s power.

I will use the dreaded word anti-Semitism here, because it has long been my view that, while outside observers gauge the Lobby’s power by the extent to which it has influenced US policy (an accurate measure), on the Hill, a lot of the belief in the Lobby’s power is a self-fulfilling prophecy that is based only in varying degrees on the Lobby’s actual successes and mostly on a long-held myth and belief that “the Jews” hold far more power than they do, as has been the case for centuries.

The Lobby possesses real power, but that power has taken on an almost mythical status. That’s partly because of a near absence of a counter to the Lobby. J Street and a few other groups are finally starting to create that, but it remains minimal for now. The lobby’s main focus is also foreign policy, which is rarely high on a Congress member’s list of priorities when he or she thinks about re-election. They would rather focus on domestic initiatives that actually matter to their voters than take on the Lobby. But it is also true that the Lobby’s past successes scare people more than they should. Few Jews, much less any other group of US citizens, cast their votes based on Israel, one way or the other.

The myth of exaggerated Jewish power, rooted in classical anti-Semitism, is also starting to be revealed for the sham it is. Yes, Jews make up a vastly disproportionate piece of the Democratic donor base, but consider this: in the 2012 election cycle, pro-Israel PACs contributed a total of just over $12 million. Of that money, a little more than $1 million came from J Street’s PAC. Mitt Romney and Barack Obama split about $1.43 million just about evenly. Between the two of them, they spent over $1.1 billion. Yes, individual Jewish donors give quite a bit, but poll after poll shows that Jews don’t vote based on Israel. A few major individual donors might give on this basis (Sheldon Adelson on the Republican side, Haim Saban for the Democrats), but this by itself cannot explain the slavish devotion shown in Washington to Israel. What can explain it is the prevailing myth that Jews and Jewish money are fully tied to Israel policy and are a pivotal pot of gold in election cycles. This anti-Semitic myth has been, ironically, perpetuated by virtually every major Jewish organization with AIPAC in the lead. Whether it’s true or not, the belief that it’s true has made it so.

But as this myth is revealed to be the smoke and mirrors that it is, so too are some of the effects of the Lobby’s history in elections blunted. And as more critical narratives across a broad spectrum of media arise, so too is the Lobby’s real power affected. We’re still missing an actual c4 lobby that can raise significant funds and advocate for Palestinian interests (as opposed to “peace,” two states or peace for Israel’s sake — that is, a lobby which, like the Israel Lobby, advocates for Palestinian interests alone). But existing factors are indeed changing the game. Too slowly, for sure, and these are all gains that can be wiped out and even reversed in a very short time. But it’s the first time since 1987 that I can recall seeing the Lobby’s influence taking a step back.

Slowly but surely, debate over US policy in the Middle East is starting to open up, and the machinations of AIPAC and the Lobby are being revealed, making it more difficult for it to operate. As a US Jew, I am also gratified to see that the exaggerated perception of Jewish power is beginning to wane. These are small steps and don’t indicate that things are going to change profoundly any time soon. But they are seeds for a more rational US policy and that gives me hope.

WASHINGTON, Dec 6 2012 (IPS) - Increasingly distressed over the possible consequences of Israel’s recent steps to punish the Palestinian Authority (PA) and consolidate its hold on the West Bank, a number of prominent voices here are urging President Barack Obama to exert real pressure on Israeli Prime Minister Benjamin Netanyahu to reverse course.

His government’s announcement that it will build 3,000 new housing units in East Jerusalem and the West Bank and expedite planning for the development of the area known as E-1, the last undeveloped area that links the northern and southern parts of the West Bank, is seen here as a particularly damaging provocation both for Palestinians and the administration itself.

“Construction in E-1 would make it almost impossible to provide a future Palestinian state the contiguity it needs to be viable and cut it off from East Jerusalem,” warned Debra DeLee, president of Americans for Peace Now (APN), a Jewish peace group.

“Without a viable Palestinian state in the West Bank and the Gaza Strip, Israel is doomed to become a bi-national state, which means an end to the Zionist vision of an Israel that is both Jewish and democratic,” she added in an appeal to Obama to “personally intervene with …Netanyahu and demand that his government reverse its decision.”

Hers was one of a number of voices urging the president to take much stronger action against the Israeli leader, who is also withholding from the PA more than 100 million dollars in desperately needed tax receipts in retaliation for its successful bid at the U.N. General Assembly late last month to gain “non-observer state status”.

Unlike several European countries, notably Britain, France, Spain, Denmark, and Sweden, the U.S., one of only nine countries – out of 188 – that voted against the PA’s diplomatic upgrade, has not yet formally protested Israel’s actions.

Indeed, its initial reaction to Israel’s announcements was relatively muted. Calling the moves “counter-productive” to the goal of resuming peace talks, the White House simply “urge(d) Israeli leaders to reconsider these unilateral decisions…” After three days, the State Department released a statement noting that construction in the E-1 area would be “especially damaging to efforts to achieve a two-state solution.” Obama himself has been mum on the issue.

The relative mildness of the U.S. response to date has suggested to many here that the president has no intention of taking on the Israeli leader in a renewed effort to get a peace accord, a goal he pursued with considerable earnestness in the first 18 months of his administration before essentially giving up pending the outcome of this year’s election.

Given the Israel lobby’s strength with both sides of the aisle in Congress, Obama may want to avoid more bruising battles in his second term with Netanyahu, whose right-wing coalition is considered likely to win next month’s parliamentary elections, and his powerful supporters here.

He may wish instead to focus on domestic priorities, further reducing the U.S. “footprint” in the Greater Middle East, and consolidating his “pivot” to the Asia-Pacific.

Nonetheless, there is little love lost between Obama and the Israeli leader, who all but publicly endorsed Obama’s Republican challenger, Mitt Romney, during the election campaign.

An hint of that bad blood surfaced this week amidst reports that, in a high-powered, off-the-record meeting with prominent Israelis and their U.S. supporters at the Brookings Institution’s Saban Center last weekend, former White House Chief of Staff Rahm Emanuel, who remains close to Obama, accused Netanyahu of having “repeatedly betrayed” the president.

Emanuel, currently the mayor of Chicago, singled out Israel’s latest moves against the PA, which he reportedly described as particularly galling, given Washington’s support for Israel during its brief war last month against Hamas in Gaza and its lonely opposition to the PA’s diplomatic upgrade at the U.N.

Some believe the president may be waiting to take action until he resolves more-urgent business, notably averting the so-called “fiscal cliff” at the end of this month, then negotiating a bigger deficit deal early next year, and getting a new foreign-team up and running.

Others, including former President George W. Bush’s top Middle East aide and a staunch defender of Netanyahu, Elliott Abrams, believe Obama may be playing a double game by, on the one hand, muting U.S. displeasure with Israel while, on the other, encouraging Washington’s European allies to distance themselves from Israel – as they did during last week’s U.N. vote.

The decision by Germany, which has long defended the Jewish state’s actions in world forums, to abstain on the Palestinian vote, reportedly came as a particular shock. Indeed, the only European nation joining the U.S. in the lonely “no” column was the Czech Republic.

“The sense that the Netanyahu coalition can’t get along with Europe or the United States may hurt Netanyahu with Israeli voters – which is perhaps the precise objective of this entire effort,” Abrams wrote in National Review Online.

While such a strategy may indeed bear fruit, others insist that the stakes for the U.S. are too high to forgo more-assertive tactics toward Israel’s leadership, particularly as it has itself moved increasingly rightward. This is particularly true in light of the Arab Awakening and the rise of political Islam throughout the Middle East.

“The clear trend is toward both greater religiosity and greater identification with the Palestinian cause,” noted Amb. Chas Freeman (ret.), a top U.S. Middle East specialist, in a recent lecture in which he also argued that Israel’s “mid-November assault on Gaza has simply re-inforced the regional view that Israel is an enemy with which it is impossible to peacefully co-exist” and that Israel’s land grabs were making a two-state solution increasingly improbable.

Zbigniew Brzezinski, who served as national security adviser to former President Jimmy Carter, argued that Obama should seize back the initiative from the influence of the Israel lobby in Congress, stressing that he can overcome opposition there “if he stands firm for ‘the national interest’.”

Last week’s U.N. vote, he noted, “marks the nadir of the dramatically declined global respect for U.S. capability to cope with an issue that is morally troubling today and, in the long run, explosive.” The greatest opportunity for taking action, he added, would be in the first year of his second term.

Similarly, Paul Pillar, a career CIA analyst who also served as National Intelligence Officer for the Near East from 2000 to 2005, called this week on his nationalinterest.org blog for Obama to treat Netanyahu much the same way as he is dealing with Republicans in Congress over the budget: “by taking his message campaign-style to the country.”

“His appeal over the heads of members of Congress is a recognition that the opposition party understands only the language of political force. But Mr. Obama also has had enough bitter and frustrating experience with Netanyahu to warrant reaching similar conclusions regarding dealing with Israel,” he wrote, noting that policy toward Israel has become “just as much a domestic issue as the budget,” particularly in light of the Israeli prime minister’s own interference in the U.S. elections.

Moreover, he noted, a very recent survey conducted by the Saban Center’s Shibley Telhami found that 62 percent of the Israeli Jewish electorate hold favourable opinions of Obama, suggesting that a “charm offensive” there by the U.S. president could yield dividends.

I spent the weekend canvassing for Obama in the Virginia Beach area. The task for the hundreds of volunteers who descended from DC and New York was to make sure the maximum number of Virginia’s “sporadic Democratic voters” — a designation which seemed to mean, pretty much, poor minorities — get to the polls on Tuesday. People needed to know where their polling place was, what ID they needed, be reminded that it’s important and make a foolproof plan to vote. And, of course shooting down the various disinfomational memes that “someone” has been circulating in the area: that “because of the hurricane” you can vote by calling this number, or that you can’t vote a straight Democratic ticket — if you do, your Senate or Congress vote won’t count.

It is a core axiom among Democratic activists that the essence of the Republican “ground game” is to suppress the Democratic votes with lies, intimidation and whatever might work.

It was a curiously moving experience. Much of the sentiment comes from simple exposure. I have led most of my life not caring very much whether the poor voted, and indeed have sometimes been aware my interests aligned with them not voting at all. But that has changed. And so one knocks on one door after another in tiny houses and apartments in Chesapeake and Newport News, some of them nicely kept and clearly striving to make the best of a modest lot, others as close to the developing world as one gets in America. And at moments one feels a kind of calling — and then laughs at the Alinskian presumption of it all. Yes, we are all connected.

At times when I might have been afraid — knocking on a door of what might of well have been a sort of crack house — I felt no fear. I was protected by age and my Obama campaign informational doorhangers.

And occasionally, one strikes canvassing gold. In one decrepit garden apartment complex, where families lived in dwellings the size of maybe two large cars, a young man (registered) came around behind me while I was talking to his mother. “Yeah” he said, “Romney wins, I’m moving back to the islands. He’s gonna start a war, to get the economy going.” Really. He stopped to show me a video on his smart phone, of one of his best friends, a white guy in the Marines. I couldn’t make out what the video was saying, but I took it as a Monthly Review moment. In a good way.

And Tomiko. Plump, pretty, dressed in a New York Jets jersey and sweatpants. “If the campaign can get me a van, I can get dozens of people around here to the polls on Tuesday.” Yes, Tomiko, the campaign might be able to do that, and someone will be calling you.

A very small sample size, but of the white female Obama volunteers with whom I had long conversations, one hundred percent had close relatives who had failed marriages with Mormon men. I think Mormonism is the great undiscussed subject of the campaign, and I don’t quite know what to make of it myself. But contrary to Kennedy’s Catholicism (much agonized over) and Obama’s Jeremiah Wright ties (ditto), Mormonism is obviously the central driving factor of Romney’s life. This may be a good thing or a bad thing — but it is rather odd that it is not discussed, at all. I think it’s safe to say that if Romney wins, the Church of Latter Day Saints will come under very intense scrutiny, and those of us who have thought of the church as simply a Mountain West variation on Protestantism will be very much surprised.

I spent a good deal of time driving and sharing meals with three fellow volunteers, professional women maybe in their early forties, two black, one white, all gentile, all connected in some way, as staffers or lobbyists, to the Democratic Party. All had held staff positions at the Democratic convention. They had scoped out my biography, knew the rough outlines from neocon, to Buchananite, to whatever I am now. They knew my principal reason for supporting Obama was foreign policy, especially Iran. They spent many hours interrogating me about my reactionary attitudes on women, race, immigration, all in good comradely fun of course. At supper last night before we drove back to DC,  I asked them (all former convention staffers) what they thought about the contested platform amendment on Jerusalem. Silence. Finally one of them said, with uncharacteristic tentativeness, “Well, I’m not sure I really know enough about that issue.” More silence.

Then I told them I thought it was a historic moment, (though I refrained from the Rosa Parks analogy I have deployed before) which portended a sea change in Democratic Party attitudes on the question. I cited various neocon enforcers who feared the same thing.

And now, with permission to speak freely, they spoke up. It came pouring out. Yes, obviously Israel has to give up something.  There has to be a two-state solution. We can’t just one-sidedly support Israel, and so on. But really striking was their reluctance, perhaps even fear, to voice their own opinions before hearing mine.

The answer to this question is simple: there is no such thing as one Tehran. Opinions vary and arguments to back up the case for either Barak Obama or Mitt Romney are sometimes unexpected. The way it looks now, the hardliners prefer Romney. Just listen to the argument made by the former MP and deputy secretary of the hard-line Society for the Followers of the Path of the Islamic Revolution, Parviz Sarvari:

Some people who are influential in the country have reached the conclusion that Obama must win in this election and this view unfortunately exists that we have to do something for Obama to win the election…Under current conditions even Mitt Romney is to our interest and it has always been shown that when Republicans have come to power, they have had war-mongering behavior and have diverged from Europe, China, and Russia and in these conditions the Islamic Republic has always been able to have more interactions with  Europe, china, Russia, and other countries. Republicans have shown that they are paper tigers and make more noise but do not act. Effectively their threats have never been a threat to us. As it happens, the most attacks and pressures against Iran have been during Democratic periods.

On the other side of the spectrum stands former vice president and reformist, Mohammad Ali Abtahi, who writes:

In the same way part of the [Iranian] opposition which [is after] overthrow is also of the belief that Romney can better and faster bring the Islamic Republic to its knee. But in the midst of this commotion, my thinking is that Mr Obama will be elected with quite a bit of distance from Mr. Romney and all in all this is better for the world and our country.

Considering that Abatahi was imprisoned after the 2009 election and has essentially become a persona non grata within the power circles of current Iran, his opinions probably do not carry much weight. However, his view that President Obama will be re-elected is also shared by foreign policy heavy weights such as Ali Akbar Velayati, the former foreign minister and current senior advisor to Leader Ali Khamenei. Categorically denying recent reports of his meetings with US officials, Velayati relies on US polling data and suggests that Obama will probably be the victor.

Will it make a difference who wins for Iran? “America is America,” Velayati shrugs. In the past 34 years since the revolution, the Islamic Republic has “tested a variety of US presidents, Democrats and Republicans” and “we do not need of their kindness.” The bottom line for Velayati is that no matter who gets elected, Iran will not give in to the US demand to suspend “peaceful nuclear work” because “even if we waive our right temporarily, they will bring forth another excuse.”

Velayati does not reject negotiations but admits that as far as he knows, no decision has been made to talk to the US directly. But, the whole tenor of the interview suggests that Tehran is getting ready for another round of negotiations with the US within the frame of P5+1 at the end of November with the assumption that Obama will win.

At the same time, the interview makes clear that, with or without Obama, the level of mistrust is extremely high, at least among the current decision-making circles. Those inside Iran who are calling for concessions in the nuclear talks in exchange for the end of sanctions, Velayati says, do not understand the international environment. “I do not know a country in the world that has retreated against the unjust demands of Western powers and they have [in turn] fulfilled their promised concessions.”

Romney’s more potent criticism of Obama has more to do with statements made by Obama’s underlings. It is true, as Romney wrote, that administration officials have discussed publicly the risks of an American (or Israeli) attack on Iran’s nuclear facilities. There are risks, of course — potentially catastrophic ones — of attacking. But it doesn’t help the American negotiating position to publicly telegraph to the Iranians these sorts of doubts.

Goldberg reiterated his stance in the Atlantic:

President Obama has been undermined from time to time by his own team on the Iran question — whenever a senior official of his administration analyzes publicly the dangers of a military confrontation to the U.S., we should assume the Iranian leaders breathe a sigh of relief, and make the calculations that Obama is bluffing on military action.

Not everyone agrees with Romney and Goldberg, whose flawed reporting about the alleged threat from Saddam Hussein in 2002 was referenced by US hawks to advance their case for war on Iraq. Indeed, prompted by Israel’s latest Iran-pressure campaign, the editorial board of USA Today urged for a real discussion about the military option’s consequences:

But the choice between hot and cold wars is exactly what needs to be discussed before the U.S. risks launching itself into another military morass. Look at the daunting consequences, and you see why Israelis are so divided:

But can the cons of publicly discussing an easily devastating war be more harmful than concealing the discussion from the public? Ali Gharib answers in the Daily Beast:

Were the administration not willing to publicly discuss the potential consequences with its public, then the threats better be a bluff—because to launch this war without a national dialogue would be a monumental disservice to American democracy, not to mention irresponsible. The stakes are simply too high: an eminent group of foreign policy heavyweights recently said an attack could spark an ”all-out regional war“; former top Israeli security officials say strikes could be counterproductive, spurring Iran to build the bomb, and justify it. That’s to say nothing of the incredible potential these scenarios—deemed likely by experts—hold for spilled American blood and treasure.

As does Ben Armbruster in ThinkProgress:

…having a thorough, thoughtful, honest and open discussion about the consequences of going to war with Iran only helps us and our allies. Democracies debate policy openly and freely, which actually could serve as a model for those Iranians looking for change. Openly discussing and knowing the consequences of attacking Iran doesn’t mean that President Obama won’t follow through with his policy of using all options available, including military force, to prevent Iran from acquiring nuclear weapons. It means that he, his administration and the American people will be more informed about what the aftermath of a military attack would look like.

“If we’ve learned anything from the past decade of war in the Middle East, it’s that debates over our national security strengthen our policy and our democracy. Doing the opposite weakens it,” Rubin said.

Indeed, “My belief is we will, in fact, be greeted as liberators” didn’t work out so well in 2003.

Q: How might the approach to Iran differ depending on who does end up in power at the end of the day?

Jim Lobe: I think that’s very difficult to predict. On the one hand the Obama team is quite determined to avoid any military action if at all possible and indeed we have what are described as “leaks” out of the White House this weekend covered by the New York Times indicating that Obama is for one-on-one talks with Iran. Although the White House denied that report, there seems to be a lot of buzz around it. So presumably something is going on and it seems also the Europeans are encouraging such an approach at this point and it’s something that Obama himself had promised when he ran for president 4 years ago — that he wanted to engage the Iranians directly.

Romney, on the other hand, is unlikely to do so. In fact, his campaign has strongly denounced these leaks, as has, for example, the Wall Street Journal, which is a strong supporter of Romney. As to what Romney would actually do, again, I think it’s very difficult to predict. He has a range of advisers from kind of traditional realists like Robert Zoellick, who is a former president of the World Bank, to a group of thinkers who are described best as neoconservatives, who are extremely hawkish on Iran and whose views are very close to those of Bibi Netanyahu, who would like nothing better than to somehow get the United States to attack Iran or Iran’c nuclear facilities at the very least.

Israeli Prime Minister Benjamin Netanyahu pulled an “October surprise” out of his hat when he announced his Likud party would form a joint list in the upcoming election with Avigdor Lieberman’s fascist Yisrael Beiteinu party. This is more of a partnership than a merger, but it has profound implications.

In partnering with Lieberman, Netanyahu is likely chasing moderate voices out of his cabinet, his coalition and his own party. The outcome will surely mean an even harder line stance against the international community, especially the European Union.

Netanyahu obviously believes that increasing Israel’s already significant isolation is worth what he thinks will be increased impunity in dealing with the Palestinians and neighboring Arab states. He hopes that the merger will better equip him in defending against any potential comeuppance from Barack Obama if he wins re-election. If Romney wins, Bibi believes he will have a government ready and willing to take full advantage of a neoconservatives return to foreign policy power in the US. He is certain that his lobby in the US will keep Israel kosher enough, even though this move is going to alienate large numbers of US Jews and will likely increase growing tensions between the US Jewish and Protestant communities.

The effects will be even more profound within Israel. The expanding racism and xenophobia will kick into overdrive and, unless Labor or some new centrist party can truly capture an anti-racist spirit — which seems unlikely — the Israeli public will shift even farther right, and more liberals will be leaving.

But one thing this move will not affect is Iran, at least in the short run. Ha’aretz editor Aluf Benn believes that Netanyahu just created a war cabinet, one which will hasten an Israeli attack, and possibly even frighten the United States into attacking Iran itself before Israel does. I doubt it.

To start with, Benn does make some important points. He writes:

…Netanyahu has finally renounced his attempt to portray himself as a centrist, as a statesmanlike and moderate leader. The mask that he put on before the previous election has finally been tossed into the trash. With Lieberman as second in command and heir to the throne, and his supporters in prominent spots on the joint ticket, Likud will become a radical right-wing party, aggressive and xenophobic, that revels in Israel’s isolation and sees the Arab community as a domestic enemy and a danger to the state.

Quite true, and he later points out that the level of western-style democracy that was defended even by hawks like Benny Begin and others in Likud like Dan Meridor was just put in the crosshairs. What is left of that idealism in centrist Israel won’t survive.

But if, as Benn frames it (correctly, I think), Lieberman essentially replaces Ehud Barak as Bibi’s right hand man, this hardly shifts hard toward war. The final makeup of the next cabinet is still unclear. This joint list idea is going to narrow support for Netanyahu, not broaden it. The influential Shas party is no longer a realistic partner for Bibi, as they are strongly opposed to Yisrael Beiteinu. That’s a big loss. The joint list is almost certain to secure fewer seats than the parties would have separately, but this was a price Netanyahu was willing to pay to lead the biggest party in the Knesset next time (Kadima has the most seats in the current Knesset). But Bibi will have to offer someone, perhaps Yair Lapid’s new Yesh Atid party, some serious carrots to form a majority coalition without Shas. So the makeup of the cabinet and whether it will really be myopic enough to ignore what could become a growing movement against a unilateral strike in the public sphere remains to be seen.

But Benn’s calculation misses important points. First, Barak was a pro-attack force, and a powerful one, until the last few weeks, when he seemed to break with Netanyahu and strike a more moderate tone. Many analysts, as well as several people I’ve spoken to with some inside knowledge, believe this was pure theater to make Barak more electable. If that was the idea, it failed, and few expect Barak’s Atzmaut party to get enough votes in January to gain any seats at all in the Knesset. In any case, Barak is not the voice of moderation Benn makes him out to be.

More importantly, while cabinet opposition to a unilateral Israeli strike was certainly important, the major impediment remains: the military and intelligence establishment. Much like in the United States, where an AIPAC-influenced Congress has been beating the drums for war, the actual soldiers and commanders recognize the ramifications and difficulties of an attack on Iran. That’s not to say in either case that these military leaders would refuse an explicit order from their respective commanders-in-chief. But in both countries, the opposition has been much more important in preventing an attack to date than political forces.

Benn is correct in one sense: having Lieberman as deputy to Bibi’s sheriff is a war time configuration. It’s meant to strengthen the central government, to enable a greater degree of martial law in the event of war and to continue more of it when the war ends. It’s meant to diminish the influence of the military and intelligence leaders who have had the temerity to raise concerns about a war Netanyahu desperately wants.

But at this moment, it does not bring a war with Iran any closer than it was before. We can be thankful for that, at least. And, in a number of other ways, this move may backfire on Bibi in both the short and long terms. That would be more hopeful if there were a viable alternative in Israel or a president in the United States who was willing to take advantage of Israel’s radicalized image to exert real pressure (like that suggested by Protestant leaders earlier this month) for a regional peace agreement. Maybe that’s a second-term Obama, but I’m not holding my breath for that one. In an era of grim outlooks, I’ll content myself with knowing that this move by Netanyahu will not bring war with Iran any closer.

Amidst UN envoy Lakhdar Brahimi’s attempts to achieve a temporary Syrian ceasefire, Secretary of State Hillary Clinton this week announced a boost in American non-lethal assistance to the Syrian rebels.  Meanwhile, Russian Armed Forces Chief of Staff Nikolai Makarov declared that Moscow has “reliable information that Syrian militants have foreign…anti-aircraft missile systems, including those made in the USA.” Recent footage from Syria shows resistance fighters with shoulder-fired anti-aircraft missile launchers. But those seen were Russian-style SA-7’s possessed by the Syrian army and many other Middle East militaries, rather than advanced US models like the FIM-92 Stinger.

The question of whether to provide arms to the Free Syrian Army (FSA), which is fighting a desperate battle against the Assad regime, remains a difficult and conflicted decision for the US and most other NATO countries. For some, sending arms to the FSA to bring an earlier end to the regime and the continuing bloodshed and destruction is a “no-brainer”. Others maintain that giving the rebels more (and perhaps better) arms would only contribute further to the overall mayhem that might not end for quite a long time regardless.

For those wishing to respond to rebel pleas for arms, Islamist extremists — scattered among the scores of militias and local contingents comprising the FSA — are a central concern. As the civil war has dragged on, there has been rising evidence of these extremists fighting alongside rebel fighters, especially in the north where foreign correspondents have far more access. Many are Syrians, but a number of them have been coming in from neighboring countries to fight as scattered contingents within the FSA (or perhaps merely to find yet another venue for “jihad” against an unpopular secular regime).

And there is real reason for concern among governments sympathetic to the opposition about arms falling into the wrong hands. It is, after all, difficult to determine who would be the ultimate recipient of munitions assistance once it passes into Syria. In a fluid environment with scores of FSA factions, militant groups might also construct deceptive liaisons to convey false assurances of moderation once they catch wind of selective distribution. Finally, in cities like Aleppo, a number of armed factions appear to be fighting alongside each other and might feel compelled to share munitions for mutual support and protection against regime attacks. The injection of surface-to-air missiles into this conflict is especially risky because they could end up in the hands of terrorist groups and be used against commercial airliners.

That said, anger is increasing among anti-regime elements within Syria over the failure of the West to provide armed assistance. Had arms been supplied to Syrian rebels considerably sooner, the number of Syrians embittered over the lack of tangible support from the outside, the vast extent of destruction wrought mainly by the regime’s aircraft and heavy weapons, and the number of militants arriving from neighboring countries might have been more limited before the fall of the Assad regime (which this writer assumes is highly likely). The palpable rise in anger toward major Western powers for withholding arms could alone render more Syrians toward anti-Western Islamist appeals.

This, in a nutshell, is the US and Western dilemma. Standing by without providing vital arms while the bloodshed continues will probably mean less sympathy and increasing militancy among the rebels over time. After all, more of them (and members of their families) are being killed and maimed because they lack proper arms and sufficient ammunition.

On the other hand, if the rebels gain access to considerable more arms (meaning militants too in many cases), anti-Western anger would likely abate. But the conflict has already gone on long enough to produce a problematic post-Assad scenario featuring more robust militias competing for power, along with perhaps even more ugly sectarian score-settling against Alawite and Christian minorities that have been supporting the regime. In fact, the great amount of infrastructure, commercial establishments and all manner of housing already destroyed by regime firepower will likely be the source of a potentially profound economic crisis that would generate a heavy measure of frustration, anger and recrimination over some years even after the fall of the regime.

Consequently, in terms of the available options at this late stage in the struggle, those governments agonizing over the pros and cons of providing arms might well perceive the choice as a sort of “Catch-22.” In the context of the argument on the positive side of the policy ledger that providing arms could bring a swifter defeat of the regime, there is one more possible plus. So far, major Syrian Army units have not chosen to defect en masse, probably because (in addition to the obvious regime-loyalty notion) many realize facing off against the regime would be considerably more dangerous than combating relatively lightly armed rebel contingents. Should, however, rebel forces become considerably more militarily formidable, that shift might trigger such defections and a change on the ground that could be more significant than what the rebels have achieved so far. That said, even if plenty of additional arms were provided, the FSA is unlikely to receive tanks, other armored vehicles and heavy artillery that could match regime capabilities because most rebel fighters are not army defectors and would not be able to operate these more complex weapon-systems nearly as effectively as the Syrian military. So, not only has the US evidently provided little or no arms to the Syrian opposition, Washington may well remain (like many other potential Western suppliers) quite conflicted with respect to doing so.

With Barack Obama and Mitt Romney virtually tied with Election Day less than two weeks away, Muslim voters could play an unexpected critical role in deciding the outcome Nov. 6.

poll of 500 registered Muslim voters released here Wednesday found that more than two-thirds (68 percent) currently plan to vote for Obama and only seven percent for Romney. But a surprisingly large 25 percent said they were still undecided between the two main party candidates.

And tens of thousands of those undecided voters are disproportionately concentrated in three “swing” states – Ohio, Virginia and Florida – where the candidates are focusing their campaigns in the last two weeks.

“The Muslim vote could be decisive in several battleground states,” said Naeem Baig, chairman of the American Muslim Taskforce on Civil Rights and Elections (AMT), which co-sponsored the survey and whose political arm is expected to formally endorse candidates before the election.

The poll, which was conducted during the first two weeks of October, also found large majorities of respondents who said that the U.S. should support rebels in Syria (68 percent) and that Washington was right to intervene with NATO in last year’s revolt against the Qadhafi regime in Libya (76 percent).

Respondents were roughly evenly divided on whether the U.S. has provided sufficient support to the uprisings in the Middle East, known as the Arab Spring.

Precisely how many Muslim citizens there are in the United States – and hence how many Muslim voters – has been a matter of considerable debate. The U.S. Census is forbidden to ask residents their religious affiliation.

The Council on American-Islamic Relations (CAIR), another co-sponsor of the survey and an 18-year-old grassroots organisation that has become one of the country’s most active national Muslim groups, estimates a total U.S. Muslim population at between six and seven million, or about the same as the total number of U.S. Jews.

The Pew Research Center, on the other hand, last year estimated the total number of Muslim Americans at 2.75 million, of whom about one million were children and hence ineligible to vote. It found that more than 60 percent of U.S. Muslims are immigrants, and, of those, more than 70 percent are citizens.

Most native-born Muslims are African Americans, who, together with Arabs, Iranians, and South Asian comprise roughly 80 percent of the total U.S. Muslim population.

CAIR estimates the total number of registered Muslim voters at at least one million. Ohio, according to CAIR’s estimates has around 50,000 registered Muslim voters; Virginia, around 60,000; and Florida, between 70,000 and 80,000.

Historically, Muslim Americans have been split in their voting behaviour, but in the 2000 election 72 percent voted for George W. Bush primarily because his campaign met at length with Muslim organisations and, during a key debate with then-Vice President Al Gore, the former president spoke out against the use of secret evidence in deportation hearings and racial profiling. Four national Muslim organisations eventually endorsed his candidacy.

But, disillusioned with his administration’s harsh response to 9/11, including the detention of hundreds of Muslim men, the passage of the so-called Patriot Act, as well as the war in Iraq, U.S. Muslims abandoned Bush.

In the 2004 election, 93 percent of Muslims voted for the Democratic candidate, Sen. John Kerry; another five percent for third-party candidate Ralph Nader, and only one percent for Bush, according to surveys conducted at the time.

The Democratic shift continued in 2008 when nearly 90 percent of Muslim voters cast their ballots for Obama and only two percent for his Republican rival, Sen. John McCain.

Whether that level of support will be retained for Obama, however, is unclear, according to CAIR’s executive director, Nihad Awad, who said Muslims were in some respects disappointed by Obama’s inability or failure to fully follow through on some of his campaign pledges to amend or rescind the more onerous provisions of the Patriot Act and close the Guantanamo detention facility in Cuba.

Like the general public, he noted, Muslims have also been disappointed by the president’s performance on the economy and reducing unemployment.

In addition, noted Oussama Jammal, who chairs a public affairs committee of the the Muslim American Society (MAS), noted that Obama’s greater use of drones to strike suspected Al-Qaeda and other Islamist militants in Pakistan “is not selling well in the (Muslim) South Asian community”.

Revelations regarding “unprecedented surveillance” of mosques and the use of agents provocateurs by the Federal Bureau of Investigation (FBI) have also hurt Muslim confidence in Obama, according to Baig.

The 500-person sample on which the poll was based was drawn from a data base of nearly 500,000 Muslim American voters that was, in turn, developed by matching state voter-registration records with a list of some 45,000 traditionally Muslim first and last names prevalent in a variety of the world’s Muslim-majority ethnic groups.

Respondents included 314 men and 186 women across the country. Twenty-six percent of respondents were born in the U.S.; while 71 percent were not. (Three percent declined to answer the question.) Ninety-three percent said they had lived in the U.S. 10 years or more.

Of the total sample, 43 percent said they were of South or Southeast Asian ancestry; 21 percent, Arab; eight percent, European; and six percent from Iran and Africa each, an indication that African American Muslims, who are estimated to comprise about 30 of all Muslim Americans, may have been under-represented.

Half of respondents said they attend a mosque at least once a month.

The survey has a margin of error of plus or minus five percent.

In addition to its findings about presidential preferences, the poll found that a whopping 91 percent of respondents intend to vote in this year’s election. In the last presidential election in 2008, only about 57 percent of eligible voters cast ballots.

It also found that the percentage of those who considered themselves closer to the Democratic Party grew from 42 percent in 2006 to 66 percent today, while affiliation with the Republican Party remained roughly the same at between eight and nine percent since 2008. Fifty-one percent of respondents said they considered the Republican Party, several of whose presidential candidates during the primary campaign made blatant Islamophobic remarks, hostile to Muslims.

Asked how important they considered 16 current foreign and domestic issues education, jobs and the economy, health policy, and civil rights were called “very important” by four out of five respondents. Seventy-one percent said they considered “terrorism and national security” in the same category, while two-thirds of respondents named the “possibility of war with Iran”.

Robert Wright points out why a first-term President Mitt Romney would be more susceptible to hardline pressure on Iran than a second-term President Barack Obama:

Second-term presidents think legacy, and nothing says legacy like peacefully and enduringly solving a problem that’s been depicted as apocalyptic. So expect Obama to pursue serious negotiations with Iran (which he hasn’t really done yet) if he wins the election. And he’ll be able to pursue them liberated from concerns about re-election, which means he can largely ignore blowback from Bibi Netanyahu, AIPAC, and other elements of the Israel lobby. That sort of freedom is important if he wants to bargain seriously with Iran.

Any first-term president who hopes for re-election (that is, any first-term president) is mindful of lobbies, whether the sugar lobby, the Cuba lobby, or the Israel lobby. So any new president would likely have a harder time peacefully solving the Iran problem than a second-term President Obama. But for Romney this disadvantage is compounded by two factors.
