On Monday, I attended the National Leadership Assembly for Israel. The gathering was more than a little disquieting.

Big names were in attendance and addressed the audience including National Security Adviser Susan Rice, House Speaker John Boehner, Former Chair of the House Committee on Foreign Affairs Ileana Ros-Lehtinen, current Chairman Ed Royce, Senator Ben Cardin, Ambassador Dennis Stephens of Canada, and Israeli Ambassador to the US Ron Dermer. Leaders of the Conference of Presidents of Major Jewish Organizations, the American Israel Public Affairs Committee, the Jewish Council for Public Affairs and other groups also all spoke. One of the most troubling aspects was that they mostly all had the same thing to say.

Some speakers went further than others. Paul De Vries, the evangelical preacher and president of the New York Divinity School, called Hamas “evil” and said the Islamic State was Hamas’ “twin.” While most statements were not that stark, every speaker placed full blame for all the casualties in Gaza on Hamas. Israel was defended without an ounce of criticism and not even a hint from anyone that maybe, just maybe, the deaths of hundreds of Palestinian children in less than one month could mean that Israel is not taking enough care to avoid harming civilians.

The vice chairman of the conference of presidents, Malcolm Hoenlein, summed it up this way: “Hamas exists to kill; Israel sometimes has to kill to exist. (There must be) no more pressure on Israel to do what it thinks is not in its best interest.”

But it was the conference of presidents’ chairman (who is not as powerful as Hoenlein), Robert Sugarman, who really chilled my bones.

“We are not there,” Sugarman said. “We are not experiencing the rocket attacks. Whatever our personal views may be, we must continue to support the decisions of the government (of Israel). And we must continue to urge our government to support them as well.”

Sugarman knows his audience. There can be no doubt that this particular audience entered the room in passionate support of Israel. He was speaking to the broader Jewish and pro-Israel Christian community across the country. And he was speaking to something worth noting.

Why, one wonders, did Sugarman feel a need to address “whatever our personal feelings are?” What he understands is that this onslaught is making pro-Israel liberals uncomfortable. Yes, they’re uniformly concerned about Hamas’ ability to keep ringing the sirens not just in southern Israeli cities like Sderot and Ashkelon, but also in much of Israel, including Tel Aviv, Haifa and Jerusalem. Yes, they’re worried about their friends and relatives.

Yet they can’t avoid the images of devastated Gaza on their televisions and computers. Despite continuing anti-Palestinian bias, the tone of the media coverage of this chapter of the confrontation between Israel and Hamas is markedly different from what we’ve seen in the past. Many more images of injured children, destroyed houses, and general carnage are reaching people, and they’re disturbing quite a few who, in the past, found it much easier to give Israel unequivocal support.

Sugarman is worried. He knows very well that when pro-Israel voices become critics of Israeli policies, the Conference of Presidents and, yes, even AIPAC are weakened. He is not sanguine about the turning tide of opinion. He is not deluding himself that the lock-step support of Congress behind every one of Israel’s claims and actions in this onslaught is invulnerable. US policy changes only at a glacial pace unless a calamity pushes it forward. Congress, certainly in this case, will change even more slowly. But Sugarman realizes that such a change can come as Israel portrays itself as ever more heartless, ever more militant and ever more right-wing.

Sugarman is also aware that the hardcore supporters of the most extreme Israeli policies are not the heart and soul of the punch that the Conference of Presidents and AIPAC carry in Washington. Many of the masses from whom they raise money, whose votes and donations Congress values, are essentially liberals who have always had to balance their values with their support for Israel and the occupation.

That support was initially shaken way back in 1987 with the first intifada. I would argue that this, among other factors, was perhaps the key reason that the United States and, soon after, Israel, changed its tactics and embraced a “peace process.” But since the second intifada and the 9/11 attacks, a much more militaristic and rigid rejectionism has gripped both countries, culminating in what we have today where the Israeli government openly, albeit informally, rejects the idea of a two-state solution and the United States accordingly offers Netanyahu unwavering support.

But the Lebanon War in 2006, Operation Cast Lead in 2008-09 and, most powerfully, the current attacks on Gaza have all produced images of Palestinian civilians — women and children — being killed and maimed by a massive Israeli onslaught that appears wildly out of proportion to the stated objectives. The more liberal-minded people among pro-Israel Christians and Jews in the US and Europe also often read Israeli newspapers. There they find that Israel knew about Hamas’ tunnels for quite some time and did nothing — and, not to be lost in the shuffle, that Hamas also didn’t use them for any sort of militant or terrorist activity until after this operation started.

That’s what Sugarman is worried about. But what I worry about is his proposed remedy.

Sugarman tells his listeners not to listen to their conscience or their own judgment but to blindly follow Israel over this Solid Cliff.

This chills me on three levels. First and foremost, as a person of conscience and a critical thinker, mindlessly following the decision of any government is anathema to democracy. People, not politicians, must be the ultimate arbiter of policy. Granted, that’s not the way the world is, but it is the world we must work towards.

I also feel horror at this message as a citizen of the United States. Our foreign policy has rarely been humane or even sensible. That’s not limited to the Middle East by any means, although it’s probably most focused there these days. But the idea that we should surrender any foreign policy decisions to the judgment of Israel, a country that has moved very far to the right in the past fifteen years and which is embroiled in a vexing, long-term ethnic conflict is simply terrifying and unacceptable. If the United States ever decides to really remove itself from this conflict — and that means ending our obstruction of UN actions that are critical of Israel and stopping the $3.5 billion per year of military aid as well as our many joint military operations — then there would be a case for letting Israel handle its business without US interference. Until then, the responsibility of the United States is clear even if it has failed to live up to it at every turn. That’s something that needs to be addressed seriously, rather than by just exacerbating the problem.

Finally and most personally, I am filled with dread by Sugarman’s call as a Jew. Is there a more pernicious anti-Semitic trope than that of dual loyalty? Yet here is the leader of a major Jewish organization calling for Jews and other US citizens to subsume their country’s foreign policy to the whims of the Israeli government. Such a call is anathema to the very essence of the Judaism I and many others, including many who support Israel even in this onslaught, have come to embrace. Judaism was founded on critical thinking and asking tough questions. More than that, can there be better fuel for those who only wish harm upon Jews wherever we may be than for so prominent a figure as Sugarman to call for a US policy amounting to nothing more or less than “do exactly what Israel tells you to do, no questions asked?”

Sugarman’s words should be a wake-up call for US citizens about the weakness of Israel’s case in its repeated devastation of Gaza. It should also be ringing in the ears of Jews everywhere. Even if you can’t be concerned about hundreds of dead civilians in Gaza, you can probably still realize that it’s not just Netanyahu who is increasing hatred of Jews around the world. So-called “Jewish leaders” like Sugarman are also fomenting massive anti-Semitism that will eventually come back to haunt us all.

When the history of pro-Israel lobbying in Washington is fully written, it may well be that the push for conflict with Iran will be seen as a major turning point. On Monday, a consistently hawkish, pro-Israel Democrat, Robert Menendez (D-NJ), withdrew the U.S.-Israel Strategic Partnership Act from the Senate Foreign Relations Committee’s docket. Menendez made the surprise move because a Republican member of the committee, Bob Corker (R-TN), was going to add an amendment intended to undermine the Obama administration’s efforts to reach an agreement with Iran on its nuclear program.

Judging from news reports in mainstream and far-right outlets, it seems the amendment was Corker’s idea. It would have required the U.S. president, upon reaching a deal with Iran, to submit a report to Congress within three days. Congress would then have a non-binding “vote of disapproval.” But AIPAC, the powerful pro-Israel lobbying group, stood by the amendment, and one has to think that Corker would not have introduced it if he knew AIPAC would oppose it. AIPAC eased up on its pressure against negotiations with Iran earlier this year, but it has remained steadfast in its distrust of the diplomatic process, as has, of course, the right-wing Israeli government of Benjamin Netanyahu. AIPAC’s decision to support the Corker amendment, coupled with a ratcheting up of the rhetoric coming from Netanyahu against the negotiations in recent days, suggests a renewed campaign to derail Obama’s efforts to resolve the dispute with Iran diplomatically.

Perhaps even more notably, this episode marks another step in the increasing polarization of Israel as a domestic U.S. political issue. The Republicans have been working hard ever since Barack Obama got elected to “own” the issue of Israel. In this case, however, they and AIPAC may have overplayed their hand, just as it did at the beginning of the year with S. 1881, when it lined up with Republicans to try to strangle the Joint Plan of Action (JPOA) between world powers and Iran in its crib.

The U.S.-Israel Strategic Partnership Act had already generated some controversy, especially over a provision that would have allowed Israel to participate in the U.S.’ visa waiver program, which would make it easier for Israeli citizens to obtain American visas. The House of Representatives ended up amending the bill to address the initial objections to admitting Israel into that program program. The objection centered on Israel’s unwillingness to reciprocate in granting visas to U.S. citizens, a standard expectation of the program. The bill now addresses this with language that requires Israel to treat U.S. citizens (including Arab Americans) as it wishes the U.S. to treat Israelis and satisfy all other requirements of the visa waiver program. Many believe that other objections, specifically revolving around Israel’s espionage activities in the U.S. (which Israel vehemently denies but are well known in the U.S. intelligence community), are the reason for a recent spate of leaks to Newsweek magazine on the subject.

But aside from that piece, the legislation is a pretty standard piece of pro-Israel fluff, which would provide only a modest, small boost to existing cooperation between the United States and Israel in military, security and scientific arenas. Yet it appears quite possible that AIPAC helped Corker kill it, however unintentionally. Why did that happen?

This seems to have been a miscalculation on AIPAC’s part. If this amendment originated with Corker and not AIPAC, as seems likely, then it was clearly an attempt by the Tennessee Republican to drive a wedge between the “pro-Israel community” and the president. AIPAC backs the idea, but they surely treasure bi-partisan support for their initiatives in Congress much more, as indicated by their decision to back down on S. 1881 in February, especially after it ran up against a solid wall of Democratic opposition. Yet AIPAC has been remarkably passive in the face of Republican efforts to make Israel a partisan issue. Of course, Republicans have gotten a lot of help from Netanyahu (and now his new ambassador, Ron Dermer) on that score in recent years. But the alienation of liberal Democrats from pro-Israel sentiment is growing as a result. This amendment and its result constitute one more step in that direction.

AIPAC, and probably Corker as well, did not expect Menendez to pull a popular pro-Israel bill from the Senate docket. But Menendez appears to have recognized the difficult position this amendment would put Senate Democrats in. They cannot credibly oppose Obama on negotiations with Iran because their constituents support the talks and are deeply opposed to military action against Iran. Once Obama, in his State of the Union Address no less, declared that he was standing firm on negotiating seriously with Iran and then prevailed in the fight over S. 1881, it was clear that most Congressional Democrats would not challenge the president so long as the talks continued. So, if the Corker amendment was brought, Senate Democrats would either have to vote against their president or against AIPAC. Neither prospect held any appeal to Menendez. So he pulled the bill.

In many ways, Menendez and other Senate Democrats who are particularly close to AIPAC just want to keep their heads down for the next two years. If Obama can work out a viable deal with Iran, that’s great. If not, they are probably hoping that a more hawkish leader, like Hillary Clinton, who will be more in line with AIPAC on Middle East policy, will win in 2016. Until then, they are going to have to walk a tightrope.

Republicans, meanwhile, are likely to continue their efforts to “own” the issue. Corker will probably back down on his amendment eventually so that the rest of the bill can go through. But that will mean that the Republicans can claim that Menendez, well-known as among the most pro-Israel Democrats in Congress, thwarted AIPAC’s plans.

If, as AIPAC surely hopes, the next president, from either party, is more in tune with the Netanyahu government than Obama, then a rightward move of the Israel issue serves it well in the long-term. Indeed, in such a case, AIPAC would probably prefer a Democrat again in the White House, reinforcing the group’s bipartisan image and influence, while Israel gets framed in Washington in a more comfortable way than it is now.

Still, this could backfire. Aggressive Republican efforts to make Israel a partisan issue — and AIPAC’s acquiescence in that strategy — are alienating a lot of Jews and a lot of Democrats. Most of those groups want a secure Israel, to be sure. But they also want to avoid war with Iran and an end to Israel’s occupation of Palestinian land. AIPAC is working against both of the latter goals.

AIPAC will have no problem keeping Republicans in their camp, unless more radical groups, such as Bill Kristol’s Emergency Committee for Israel (ECI), the Zionist Organization of America (ZOA), and, of course, the Republican Jewish Coalition, that criticized its capitulation on S. 1881 persuade its wealthiest donors to desert it. But Democrats might find it increasingly difficult to toe the AIPAC line, even with a more hawkish figure like Clinton in the White House. AIPAC has come a long way by justifiably touting its bipartisanship. Should “pro-Israel” become a Republican label, however, they stand to lose a great deal in the long run. And maybe that’s not a bad thing.

Barak Ravid of Haaretz has been asking who attended Israeli Ambassador Ron Dermer’s seder (the festive meal eaten by Jews on the first two nights of Passover) at his Washington residence. (The last time I wrote about Dermer, he was breaking with diplomatic tradition by speaking at this year’s Republican Jewish Coalition’s (RJC) Spring Leadership Meeting in Las Vegas.) Neither Dermer nor the spokesman for Israel’s Foreign Ministry have been willing to give Ravid any answers, but I can. Indeed, we now know at least one important guest who was in attendance despite Dermer’s attempts to keep his list secret, but before revealing that information, let’s back up a bit.

Ravid, the foremost diplomatic correspondent of Israel’s most literary (and some even claim “leftist”) newspaper, takes issue with Dermer’s contention that it is none of anyone’s business who attends private events hosted at his home:

The home of an Israeli ambassador is not a private home, it is funded and maintained by the taxes of Israeli citizens. The flag waving outside, the security guards everywhere and the state seal on the china all underline that everything that goes on there is an official function. Or, as one veteran ambassador told me, “Even when it’s your in-laws coming to visit, it’s not a private event at the ambassador’s house.”

It’s no secret that Secretary of State John Kerry was in attendance. Ravid writes, “On the day of the first seder, Kerry issued a Pesach greeting, which was sent to hundreds of journalists and posted on the State Department. In it, Kerry noted that the following evening he would be attending the second seder at Dermer’s home.”

But when Ravid contacted the Israeli Embassy in Washington for more details about Dermer’s seder and who else was on the guest list, the embassy’s spokesperson, Aaron Sagui, declined to respond. This piqued Ravid’s curiosity further:  “If Dermer doesn’t want to divulge who came to the seder, then maybe he has something to hide. Maybe there’s a story here.”

When Sagui remained silent in spite of Ravid’s repeated requests, Ravid said he would file a formal Freedom of Information application. The embassy’s spokesman then claimed that Ravid wasn’t getting the information he wanted because of his “negative attitude.” Ravid, who is usually the first reporter to break news — and occasional leaks – emanating from the Israeli prime minister’s office, turned to his contacts at Israel’s Foreign Ministry to discover why such a minor matter was being treated as though it were a secret:

 The Foreign Ministry officials said Dermer was refusing on the grounds that his seder was a private event, not an official state function, and as such he owes no one an account. It seems Dermer is confused. Perhaps it’s a side effect of too many years in the orbit of Sara and Benjamin Netanyahu at the Prime Minister’s residence in Jerusalem.

I’m willing to take a chance and guess that the cost of the holiday meal was billed to the ambassador’s official budget, or to the embassy’s hospitality budget, and not to Dermer’s private account. There’s nothing wrong with that. That’s how it should be. But it means the seder was not a private event.

Ravid has gone ahead and done what he said he would. He has filed a request with the Foreign Ministry under the Freedom of Information Law and paid the Israeli equivalent of $6 as a filing fee. His request is being processed, and the official responsible for the law’s implementation now has 30 days to get back to Ravid with the information he’s requesting or a better explanation of why he’s not getting it.

While he is waiting, this LobeLog blogger has uncovered at least part of the answer for Ravid, thanks to the self-promotional bluster of Gary Bauer, a Christian Zionist, social conservative and one-time presidential hopeful who lost the GOP nomination to George W. Bush in 1999. Bauer is the director of two far-right advocacy groups, American Values, and the Campaign for Working Families. Bauer is also on the boards of two ultra-hawkish pressure groups,  Christians United for Israel (CUFI), and the Emergency Committee for Israel (ECI), both of which are harsh critics of the Obama administration. On April 16, Bauer let it be known that he and his wife were among Dermer’s seder guests, while taking a swipe at Kerry.

Carol and I were deeply honored to participate last night in the Passover Seder at the home of Israeli Ambassador Ron Dermer and his lovely wife, Rhoda, and their five children. Also attending the small, private gathering were members of their extended family and a number of Washington insiders, including journalist Andrea Mitchell. Secretary of State John Kerry represented the Obama Administration. I was gratified to be there representing the millions of pro-Israel Christians who stand with Israel…Carol and I were honored to be part of this important night with Ambassador Dermer and his family. I pray that Secretary Kerry was as deeply moved as we were by the message of the Seder and God’s promises to the Jewish people that they would be rescued from slavery and given their own nation. That covenant cannot be broken by Secretary Kerry, the president or any other man.

So Dermer’s seder was not just an intimate family gathering to celebrate a Jewish holiday. Israelis have a right to know what other “Washington insiders” were at Dermer’s seder. Go for it, Barak!

The keynote speaker at the Meeting’s Gala Dinner will be former Vice President Dick Cheney and the meeting will be held at the Sheldon Adelson-owned Venetian Resort and Hotel March 28-30. Adelson is a long time supporter of the RJC and has been one of its major sources of funding.

The audience will be limited to members of the RJC’s National Leadership, an elite status requiring a minimum contribution of $1000 to the organization. Also attending will be college students “who have shown strong support for both Republican and Jewish causes on and off campus” and were awarded grants covering the conference fee and meals for their commitment to serving the RJC’s “active student ambassadors” on their campuses.

It is highly unusual for foreign ambassadors to directly involve themselves in the politics of the country in which they are serving, particularly by actively aligning themselves with an opposition party.

“The issue can be tricky,” explained one former US career diplomat to LobeLog. “As a sitting ambassador I often met with opposition figures to show that my country values pluralism and to hear different points of view.”

“I would not be a speaker at a political rally of any side, however,” said the former diplomat. “Doing so is an inappropriate level of involvement in a sovereign country’s domestic politics by a foreign representative.”

A retired senior officer in the US Foreign Service agreed that an embassy’s responsibility includes finding out what opposition leaders in their host country are saying. “In my day it was always an embassy’s job to have contacts across the political spectrum, except where a group was repugnant (terrorists) or put off-limits by an autocratic regime.”

However, the former senior officer emphasized that “Exchanging views with a government’s opponents would normally be carried out by ‘working level’ officers.”

The former senior officer suggested that the best solution for an embassy to glean information about opposition viewpoints was by lower-level embassy officials attending meetings at which they do not speak. “At first blush, the Israeli ambassador’s being a speaker at such an event would seem to cross the line.”

Dermer apparently committed himself to speaking at the exclusively partisan event within days of his taking up the post of Israel’s top diplomat in the US early last February, when he replaced another American expatriate, Michael Oren.

The same RJC e-newsletter sent out on Feb. 6 that welcomed Dermer as Israel’s new ambassador also announced that Cheney, Bolton and Walker were confirmed as guest speakers at the RJC Leadership Meeting. An announcement adding Kasich was e-mailed on Feb. 10, and another highlighting Christie’s participation and quietly adding Dermer’s name to the lineup was sent out on Feb. 14.

Asked to comment on the possible consequences of Dermer sharing a partisan platform with exclusively Republican speakers, the retired American foreign service officer explained, “For a foreign ambassador to appear publicly before a Republican group opposed to a Democratic administration could easily be seen as grounds for having him recalled by his government.”

“At a minimum, his utility in Washington would be affected as senior Democrats might decline to meet with him. His sending government could then decide to reassign him in favor of a neutral official,” said the former officer.

Known as “Bibi’s brain,” Dermer won’t likely face repercussions from Israeli Prime Minister Benjamin Netanyahu any time soon.

Leading US Jewish Democrats also appear unconcered about the upcoming event. Both the National Jewish Democratic Council and the office of the head of the Democratic National Committee, Rep. Debbie Wasserman Schulz (D-FL) declined to comment on Dermer’s apparent upcoming breach of diplomatic protocol.

But Dermer has another problem now: the diplomats of the Israeli Foreign Ministry are on strike. Netanyahu has accordingly canceled his historic upcoming visit to South America, and Pope Francis may have to postpone his visit to the Holy Land as well.

According to Barak Ravid of Haaretz, Foreign Ministry officials, including diplomats abroad, are refusing to process passports and visas for Israelis abroad, arrange travel for government officials, transmit diplomatic cables to intelligence and defense agencies, promote economic and trade agreements, or engage in public diplomacy.

Among the consequences of the strike thus far is that “Israeli missions abroad refused to disseminate any of the government’s talking points about the Iranian arms ship that Israel captured earlier this month, or to brief politicians and journalists in their host countries about it.” Israeli diplomats are also refusing to attend meetings of UN institutions in New York, Vienna and Geneva.

Nevertheless, according to the RJC’s office in Washington, DC, Dermer is still planning to attend their Leadership Meeting. “He’ll be there,” responded a surprised staff member. “He’s here in Washington, and we haven’t heard anything about him not coming.”

There are two possibilities. Dermer may have not yet advised the RJC that he won’t be able to make it to Las Vegas if the Israeli diplomats’ strike hasn’t ended by next week because he’s hoping it will be over by then.

The other possibility is that Dermer plans to attend the RJC Leadership Meeting strike or no strike. He could justify his attendance with the claim that he is attending as a private person, rather than in his official capacity as a diplomat. Nonetheless, it’s almost certain that he will continue to be identified in RJC publicity and on the meeting’s program as “Ambassador Ron Dermer,” and will be introduced as Israel’s ambassador to the US.

The JTA is reporting a move by more than 90 House members to invite Prime Minister Bibi Netanyahu to once again address a Joint Session of Congress when he comes to keynote AIPAC’s annual policy conference March 2-4. You’ll remember, of course, the last time this happened — in 2011 — when our lawmakers thoroughly embarrassed themselves by bouncing up and down in their seats with 29 standing ovations — far more than what Obama has ever gotten from the same audience — for the Israeli leader’s 50-minute address, or an average of more than once every two minutes. (A great version of the performance, with musical accompaniment, was featured on the Israeli on-line journal, +972 Magazine, and can be seen here.)

Thus far, according to the JTA report, 79 Republicans and only 17 Democrats have signed on to the letter that is being sent to the House leadership requesting the invitation at the apparent instigation of its two main sponsors, Reps. Doug Lamborn (R-Colo.) and Brad Sherman (D-Calif.) The fact that the signatories are overwhelmingly Republican naturally recalls what happened with the Kirk-Menendez bill when its primary sponsors, Mark Kirk and Robert Menendez, succeeded in rounding up only 16 of 55 Democratic senators once the administration, backed up by 10 Democratic committee chairs, made clear its opposition to the bill. Indeed, the increasingly partisan nature of Israel-related issues must be causing heartburn at AIPAC’s headquarters, which pulled the plug on Kirk-Menendez once it became clear that it could not get more Democrats to co-sponsor the bill. Now, it may be that Lamborn and Sherman can obtain many more Democratic signatories, but thus far this looks like a Republican initiative designed to embarrass and undercut the administration. Coming so soon after the Kirk-Menendez debacle, it seems doubtful that AIPAC is behind this. The question then becomes, besides Lamborn and Sherman, who is? Is it those groups, like the Emergency Committee for Israel (ECI) or the Republican Jewish Coalition (RJC) that publicly criticized AIPAC for making, in ECI’s words, “a fetish of bipartisanship?” Was Bibi’s new ambassador, Florida-raised Ron Dermer, involved? Did Bibi himself know? If so, and if so few Democrats were willing to sign, it would be highly embarrassing, not to say politically risky.

If Netanyahu were to appear before a Joint Session, it would be his third time, tying Winston Churchill for the record. (In addition to his appearance in 2011, Netanyahu also was given that honor when he last served as Prime Minister in 1996.) Of course, Churchill is regarded as a hero by Bibi, as he is by other neoconservatives (who extol Churchill’s imperialist and racist worldview, as well as his role in defeating Nazism), so he would no doubt be sorely tempted by an invitation, even at the risk of further alienating (if that were possible) the President of the United States. It’s worth noting that the Prime Minister of the United Kingdom has addressed a joint session of Congress eight times since 1941, while the Presidents and/or Prime Ministers of Israel, France, Mexico and Ireland are tied in second place at seven a piece. But Israeli leaders have appeared more frequently than those of any other country since Yitzhak Rabin became the first in 1976.

Lamborn represents the Colorado Springs area in Congress and clearly stands on the far right of the party. His Wikipedia entry appears not to have been written by admirers, and, aside from his alleged opposition to regulating dog-fighting, one thing that stands out in his profile given the current circumstances is his deliberate boycott of Obama’s 2012 State of the Union address to, in the words of his spokesperson, “send a clear message that he does not support the politics of Barck Obama, that they have hurt our country.” Here is his press release about his new initiative:

Nearly one hundred Members of Congress have signed a letter circulating in the US House of Representatives urging the House Leadership to invite Israeli Prime Minister Benjamin Netanyahu to address a Joint Session of Congress during his upcoming visit to Washington.

The bi-partisan letter, which was spearheaded by Congressman Doug Lamborn (R-CO) and Congressman Brad Sherman (D-CA) and is addressed to Speaker John Boehner and Minority Leader Nancy Pelosi, cites the importance of inviting the leader of “our closest ally in the Middle East” to speak to Congress at a time of widespread instability and turmoil in the region.

“Given the importance of our relationship with Israel we ask you to invite Prime Minister Netanyahu to address a Joint Session of Congress.  Doing so would send a clear message of support for Israel,” the letter reads.

“The strong support we have received for this initiative shows our close relationship with the State of Israel which is based on deeply shared values, as well as moral, historical and security ties,” said Congressman Doug Lamborn (CO-05).

Last weekend, I noted the increasingly vulnerable position in which AIPAC finds itself in after its defeat on the Kirk-Menendez bill (S. 1881), and less than three weeks before its annual conference, which this year is expected to attract a record 14,000 attendees, as well as keynoter Israeli Prime Minister Binyamin Netanyahu. Reporters who pay closer attention and have better contacts inside AIPAC than I do appear to share this view.

Particularly remarkable is an article entitled, “As Confab Nears, AIPAC Still Trying to Figure Out its Legislative Agenda,” by JTA’s Ron Kampeas. It describes how unprepared the group’s leadership appears to be:

“[J]ust three weeks before the [annual] conference, the American Israel Public Affairs Committee is facing a dilemma: how to craft a legislative agenda after losing a bruising battle with the Obama administration over Iran sanctions and amid uncertainty stemming from regional turmoil and ongoing Israeli-Palestinian peace efforts.

An AIPAC official confirmed that the lobbying group has yet to choose a legislative initiative for the estimated 14,000 activists to support at the March 2-4 conference.

While AIPAC does not unveil the specifics of its favored legislative action until the eve of its conference, what’s unusual is that those close to the group and its Capitol Hill interlocutors say it’s not yet clear even behind closed doors what shape AIPAC’s lobbying will assume.”

A second widely noted article, “How AIPAC Botched Its Biggest Fight in Years,” appeared in the Daily Beast Tuesday morning. It recounts details surrounding last week’s debacle and offers a broader context in which it took place, particularly the apparent splits between AIPAC’s neoconservative/Republican wing and those within the group who hope to maintain its appeal to Democrats as well as, more interestingly, between the latter and the Netanyahu government as represented by its new ambassador here, Ron Dermer, who reportedly lobbied very aggressively for the passage of the bill even when it became clear that there was no way its proponents could get a veto-proof majority or Majority Leader Harry Reid to send it to the floor for an up-or-down vote. (Unlike his predecessor, Michael Oren, Dermer, who grew up in Florida, is said by knowledgeable sources to consider himself a Republican with little interest in or patience for Democrats.) According to Lake’s account, Dermer told Republican Sen. Bob Corker outright that AIPAC and the Israeli government were not on the same page. Lake recounts where the group ended up:

Somehow, on the issue arguably of most importance to both the Israeli government and America’s pro-Israel community—Iran and its nuclear ambitions—AIPAC didn’t merely fail to deliver. It alienated its most ardent supporters, and helped turn what was a bipartisan effort to keep Iran in check into just another political squabble. The lobby that everybody in Washington publicly backs somehow managed to piss off just about everyone.

Now, I wouldn’t call AIPAC’s management or mismanagement of the bill a “botch” as the Daily Beast’s headline writer did. I think there is something much more fundamental — and possibly existential — about what is happening to the group. Its neoconservative/ECI/Republican wing, which no doubt includes important donors, is pressing it to abandon its bipartisanship, which is a very, very risky strategy when one considers that a strong majority of the Jewish community remains firmly in the Democratic camp. And, as many polls have shown, Democrats are becoming ever more disenchanted with the policies — not just with respect to Iran — being pursued by Netanyahu’s right-wing politics. This puts AIPAC in an extremely delicate position, and one that it has never before confronted. In that respect, Netanyahu’s keynote speech could be a very important moment in the group’s history.

Jennifer Rubin, a hard-line neocon whose sympathies definitely lie with Republicans, appears to agree with Lake. In an echo of ECI’s attack on AIPAC last Friday, she also wrote Tuesday:

All this plays out while the most prominent pro-Israel group, the American Israel Public Affairs Committee, is going through its rockiest period in decades. The administration’s attacks on sanctions advocates as “war mongers” and ability to rebuff sanctions showed AIPAC’s declining influence on the left, a trend accelerated under an administration with the worst relationship with Israel since George H.W. Bush. In awkwardly abandoning the current sanctions battle, AIPAC was accused by the right of bending over backward to accommodate Democrats who aren’t supportive of sanctions. When AIPAC attempted damage control last Friday by issuing a letter from its president saying AIPAC was in fact still in favor of sanctions, the reaction on Capitol Hill ranged from confusion to contempt. At the time its role is most critical, AIPAC is least effective.

This naturally must intensify the heartburn at AIPAC headquarters.

Meanwhile, opponents of more sanctions appear to have gone somewhat on the offensive in the House, especially in light of persistent reports that Majority Leader Eric Cantor and Minority Whip Steny Hoyer were cooking up an AIPAC-backed non-binding resolution designed to define what would or would not be acceptable in a final deal worked out between Iran and the 6 world powers known as the P5+1. A total so far of 104 House members have signed a letter demanding that Congress “give diplomacy a chance.” The letter, which was organised by Reps. David Price (D-NC) and Lloyd Doggett (D-TX) and gained the signatures of four Republicans, adds that any “bill or resolution that risks fracturing our international coalition or, worse yet, undermining our credibility in future negotiations and jeopardizing hard-won progress toward a verifiable final agreement, must be avoided.”

I understand that in a meeting with top AIPAC board members Tuesday, House Democrats made clear that there was no support in their caucus for any Iran resolution — binding or non-binding and that Wednesday’s release of the Price-Doggett letter was designed to underline the lack of appetite for any more legislative battles on Iran until diplomacy plays out. And while the White House announced Wednesday that Obama and Netanyahu will meet Mar. 3 at the White House, there still has been no word as to whom the administration intends to send to address the AIPAC conference that will be going on at the time.

After listening to the various statements, press conferences, and background briefings by “senior administration officials,” and initial reactions that followed tonight’s announcement about the interim accord between the P5+1 and Iran, it occurred to me that Israeli Prime Minister Binyamin Netanyahu may alter his recent course of repeatedly and quite publicly denouncing the agreement as a “bad” or “very bad deal.” Bibi certainly has shown a pragmatic side in the past, and I suspect we may see it again, particularly because the deal appears to be somewhat tougher than had been expected.

After all, when Jeff Goldberg tweets that “The Israeli government position that any Iran agreement is a bad agreement simply isn’t credible,” even Bibi’s new, hard-line ambassador here, Ron Dermer, has to assess seriously the implications.

So it would not surprise me, at this point at least, if Bibi says that this is not as bad a deal as he had expected and then tries to take credit for the tougher-than-exected terms that it appears to include. That’s the only way he can hope to get a serious hearing at the White House at this point. Moreover, Hollande’s endorsement of the deal has really painted him into a very tight corner. After all, he can’t claim so soon after giving the French president a hero’s welcome in Tel Aviv for Paris’s rejection of the proposed agreement two weeks ago that his “sincere” friend has just signed on to a “sucker’s deal.” And, as has been shown in recent months regarding his fears about the hardening of European opposition to — and increasing exasperation at –  Jewish settlements on the West Bank, he has to be careful about giving offense to the EU3, as well as to the White House, however politically weak he may perceive Obama to be at the moment. Indeed, I suspect he may come under pressure from the Euros,  Israel’s most important trading partners by far, to keep his mouth shut. Finally, this deal was made, as Wolf Blitzer put it tonight, between Iran and the “international community” in whose name Bibi often purports to speak. To continue to vehemently denounce the deal is to put himself outside that “community,” thus further exposing Israel’s international isolation. With Saudi Arabia, the United Arab Emirates, and Bahrain as virtually his only “allies” on this question, his position is not an enviable one.

Of course, none of this means that he won’t try to derail the deal by working with the Israel lobby (which must be very concerned about its own vulnerabilities given both the degree of public support for an Iran deal that the recent Washington Post and CNN polls have shown and comments like Goldberg’s) to get new sanctions legislation through Congress or by resorting to some kind of provocation (short of attacking Iran as he and his ministers have so often threatened to do). But, assuming Iranian compliance with the deal, including the significantly enhanced inspections provisions,  I think he’s going to have to be much more discreet than he has been, at least for the time being.

On the other hand, he’s never been a particularly subtle guy.

We’ll see soon enough.

Hours before the U.S. federal government shutdown, members of the House and Senate from both parties were with Israeli Prime Minister Benjamin Netanyahu at a reception honoring outgoing Israeli Ambassador Michael Oren.

House Majority Leader Eric Cantor, Minority Leader Nancy Pelosi, Majority Whip Kevin McCarthy, and Minority Leader Steny Hoyer spoke at the event, according to the Times of Israel. Others proudly gushed about their attendance to their constituents via e-mail. The office of Rep. Ileana Ros-Lehtinen (R-F), Chair of the House Subcommittee, sent out the following message at 10:34 pm last night:

Congresswoman Ileana Ros-Lehtinen, Chairman of the Subcommittee on the Middle East and North Africa, attended Ambassador Oren’s farewell event with Israel Prime Minister, Benjamin Netanyahu, U.S. Ambassador to Israel, Daniel Shapiro and Miami Beach native, and incoming Israeli Ambassador to the U.S., Ron Dermer. Ambassador Oren was honored by Members of Congress for his years of service to Israel and for his advancing of the U.S.-Israel relationship.

Ros-Lehtinen did not mention that she and her Republican colleagues would be shutting down the U.S. government in less than an hour and a half.

Ron Dermer, Israel’s new Ambassador to the U.S., was also introduced to the attending members of Congress at the reception. I discussed the likelihood of Dermer’s new position as far back as December 2012 when I wrote that Oren, who has been Israel’s top envoy to the U.S. since 2009, would be replaced by the American-born neoconservative who helped plan Mitt Romney’s 2012 visit to Israel prior to the U.S. presidential election. Dermer is believed to have convinced Netanyahu that Romney was going to win the election; his appointment is clearly a thumb in Obama’s eye. Not only has Netanyahu appointed another fellow Likudnik as Israel’s Ambassador to the U.S., he has also appointed a strongly partisan Republican to the diplomatic post.

But Netanyahu isn’t worried about offending Obama. Despite the fulmination in his UN General Assembly speech on Monday about Israel standing alone against Iran, Bibi’s Gang remains on his side.

The Senate Foreign Affairs Committee (SFRC) also hosted its own event with Netanyahu on Sept. 30. Members were photographed with Oren and Netanyahu in a “class photo.” Netanyahu thanked them, according to Julian Pecquet of The Hill, “for their support of bills sanctioning Iran for its nuclear program, and urging them to continue to pressure the Islamic Republic.” Senators from both parties basked in Netanyahu’s praise and reciprocated it with their endorsement of what he had to say:

“Diplomacy without pressure is probably a futile exercise,” said Sen. Lindsey Graham (R-SC). “He believes the sanctions are working, and I agree.” Graham said there’s consensus in the Senate to move ahead with a new round of sanctions, which the Senate Banking Committee is expected to take up shortly. The House passed similar legislation by an overwhelming bipartisan majority in July.

“During the meeting with Prime Minister Netanyahu, senators spoke with a unity of purpose, hopeful for a diplomatic outcome with Iran that leads to a verifiable termination of its pursuit of nuclear weapons program, but resolute that U.S. national security objectives can never be compromised,” Sen. Robert Menendez (D-NJ), the SFRC’s Chair, said in a statement following the meeting. “Our resolve to prevent Iran from achieving a nuclear weapons capability remains unchanged and we will not hesitate from proceeding with further sanctions and other options to protect U.S. interests and ensure regional security,” he said.

Graham and Menendez, two of the Senate’s most vociferous advocates of sanctions against Iran, jointly authored an op-ed in the Washington Post last week in which they declared, “In the coming days, we will be outspoken in our support for furthering sanctions against Iran, requiring countries to again reduce their purchases of Iranian petroleum and imposing further prohibitions on strategic sectors of the Iranian economy.”

(If only Graham and Menendez could apply their bipartisan resolve to convincing the hardliners in the House of Representatives to restore the functioning of the U.S. government.)

Sen. Bob Corker (R-Tenn.) the SFRC’s top Republican, said Netanyahu gave “very detailed” answers about his views at the meeting. “Like all of us, I don’t think he wants the negotiations to go on forever,” Corker said. He continued: “Obviously letting up on the sanctions is not something any us are interested in. And like all of us, he understands that if there is an agreement it needs to be a full agreement.” The senator declined to state whether Netanyahu requested that the Committee pass more sanctions: “I’m not going to answer that,” he said.

On Tuesday, the Senate Banking Committee, of which Corker is also a member, decided to delay the consideration of a new package of Iran sanctions until after the mid-month talks between Iran and the P5+1 (the U.S., Britain, France, China, and Russia plus Germany). Reuters reports that the sanctions issue has been slowed by congressional wrangling over the government funding bill that has led to our government’s shutdown. Nonetheless, it occurred to members of the Committee that “deliberately delaying new sanctions” might improve the mood at the talks with Iran in Geneva later this month. Corker is quoted as saying, “There’s been some discussion about whether it’s best right now, while the negotiations are occurring, just to keep the existing ones in place.” Corker also reiterated that Congress remains deeply suspicious of Iran and supportive of tougher sanctions.

Right-wing news sites, and even some elements of the mainstream media, have been echoing the complaints of Tea Party members of the House who are responsible for the current government shutdown, asking why President Obama is so willing to talk to Iran but not to them. As satirist Jon Stewart of the Daily Show pointed out on Monday night, the “why Iran and not us?” talking point doesn’t exactly work in their favor:

You’re not helping yourselves.  If it turns out that President Barack Obama can make a deal with the most intransigent, hardline, unreasonable, totalitarian mullahs in the world but not with Republicans, maybe he’s not the problem.

Part of the problem may be the willingness of members of both Houses, and both parties, to spend the hours before a government shutdown hobnobbing with a foreign leader — any foreign leader — and deferentially reveling in his advocacy of a foreign policy prescription that demeans, and seeks to undermine, the  diplomatic efforts of their own president.

Iranian President Hassan Rouhani has his Revolutionary Guards to contend with; Obama’s got Bibi’s Gang in Congress. Which one will prove to be the bigger challenge?

Ron Dermer, the man who is rumored to be the replacement for Israel’s Ambassador to the United States, Michael Oren (who resigned today), has been compared to Karl Rove. The comparison is an apt one.

Oren, an academic who easily slipped into the role of Israeli Prime Minister Benjamin Netanyahu’s lead US propagandist, projected an image that was a bit friendlier in its Americanism. His academic stature, his experience of having written a best-selling book on the 1967 war that was very well-received in popular circles (less so in more critical academic environments) and his general demeanor was meant to soften the hardline Israeli leader’s image while still representing the Likud’s hawkish views in the US.

Dermer, whose experience is much more imbued in politics, will likely cast a different, more Machiavellian shadow. He is steeped with neoconservative connections, comes from a family that was heavily involved in politics and is undoubtedly reflective of the more hawkish strains even among the Likud. When rumors of his likely appointment first surfaced at the end of 2012, Marsha Cohen wrote this excellent and concise profile of Dermer for LobeLog.

Unlike Oren, Dermer is opposed to a two-state solution, having referred to it as a “childish matter,” though he later backed off the statement. But Dermer, who has long been a political adviser to Netanyahu and his lead speech writer, was also a key figure in arranging the controversial trip to Israel taken by then-Republican Presidential candidate, Mitt Romney prior to last year’s election. In fact, despite his father having been a Democratic mayor in Florida, Dermer’s Republican and neoconservative roots run very deep.

But Dermer understands very well the need to work in a bipartisan fashion as an Israeli representative in Washington. “I haven’t encountered [ideology] as being much of an obstacle. We don’t get into deep conversations about our world views,” Dermer told the Washington newspaper, Politico. “Did Churchill and Roosevelt have a good relationship? You have foreign affairs, and you work together on issues where you agree.”

Also unlike Oren, Dermer is prone to more direct language. When New York Times columnist Thomas Friedman wrote about the self-evident truth that the US Congress is “bought and paid for” by Israel’s lobby, Oren said that “…Unintentionally, perhaps, Friedman has strengthened a dangerous myth.” Dermer, on the other hand, went on the warpath against the Times as a whole, saying the paper, well-known for its long-standing editorial support of Israel but not necessarily its settlements, “…consistently distort(s) the positions of our government and ignore the steps it has taken to advance peace. They cavalierly defame our country by suggesting that marginal phenomena condemned by Prime Minister Netanyahu and virtually every Israeli official somehow reflects government policy or Israeli society as a whole.”

That is likely to be a good snapshot of the differing styles of Oren and Dermer, the latter being much less inclined to diplo-speak, but with a much keener knowledge of conservative US politics. This will likely to serve him well as Israel becomes more and more a right-wing issue, a shift that Netanyahu embraces. While bi-partisanship remains the byword for pro-Israel lobbying, the money from the Jewish community, which is key and which continues to pour into the political coffers of Democrats, is increasingly coming from Jews who are either Republicans or whose views on Israel break with those of many Democrats. This split among Democrats was laughably visible during the spat at the Democratic National Convention last year over the forced inclusion of a plank in the party platform opposing the division of Jerusalem.

Oren was certainly no bridge-builder. He was sharply critical of the centrist group J Street and feuded with them off and on during his tenure. Dermer will likely be even more disdainful of even the tepid criticism of Israeli policies that J Street offers, much less groups that are more forthright.

But Netanyahu is well aware that the Palestinian issue, despite John Kerry’s many travels, is dropping farther and farther down on the list of US priorities. And the likely appointment of someone like Dermer is further evidence that Netanyahu also is willing to see the US right-wing take more ownership of the pro-Israel agenda, while campaign contributions and the continuing illusion that Jewish money is closely tied to a pro-Israel agenda keeps the Democrats toeing the line.

In the long run, this sort of characterization of the Israeli image is likely to alienate more and more US citizens, including a majority of Jews. But Bibi has never cared much about the long-term view, as the comeuppance will hit Israel long after he has left office. Ron Dermer, who shares a similar outlook, is Bibi’s kind of guy.

While Chuck Hagel is twisting in the wind, being savaged by the Emergency Committee for Israel and other “pro-Israel” organizations, Israels’ Prime Minister is contemplating making a neoconservative American-born GOP operative Israel’s next ambassador to the United States.

Ariel Kahan, the diplomatic correspondent of the conservative and religiously orthodox Israeli daily, Makor Rishon, reports that Benjamin Netanyahu is nominating his American-born advisor for the past four years, Ron Dermer, to replace Israel’s current Ambassador to the US, Michael Oren, when Oren’s four-year term is up.

Barak Ravid of Haaretz, whose close ties to government sources makes him a more credible source than the conspiratorially inclined Makor Rishon, asked the Prime Minister’s office for confirmation of the report and received “an expected and routine answer: ‘No comment.’” Another Israeli official queried by Ravid said Dermer’s nomination was a possibility Netanyahu might want to reconsider because Dermer “is thought of as hostile to the Obama administration” and “his views are seen as further to the right than Netanyahu’s.”

Ravid says that European and American officials have frequently told him during the past four years that they were “shocked by Dermer’s positions on the settlement issue, on peace talks with the Palestinians, and on the principle of an independent Palestinian state.” He recalls an incident when Dermer told reporters on the Prime Minister’s plane returning from the US that “the principle of two states for two peoples is a childish solution to a complicated problem.” Ravid cites a US State Department diplomatic cable leaked to Wikileaks that reveals Dermer’s skepticism about Palestinian President Mahmoud Abbas as a partner for peace. According to Ravid, “Netanyahu thinks Dermer is as an oracle on everything related to American politics and society. Despite his serious error over the U.S. elections, and his lack of understanding of changes in American society, Dermer’s biggest problem, in my opinion, is his level of knowledge and understanding of Israeli society.”

Son of the late two-term Mayor of Miami Beach, Jay Dermer, Ron’s first job when he graduated from college was as an assistant to Republican pollster Frank Luntz, designer of Newt Gingrich’s 1994 “Contract With America” congressional campaign, according to a profile by Allison Hoffman. In 1997, at the age of 26, Dermer emigrated to Israel. Ravid somewhat disapprovingly points out that Dermer neither served in the Israel Defense Forces, nor did national service, later claiming that the IDF turned him down when he wanted to enlist. If  true, it had nothing to do with his physical fitness, since Hoffman’s article points out that Dermer “is a ferocious competitor who quarterbacked Israel’s flag-football team in the sport’s World Cup three times.”

Instead, Dermer, thanks to his neoconservative connections, immediately became involved in Israeli politics as a pollster for Natan (Antoly) Sharansky, a former Soviet “refusenik” turned right-wing politician after his release from a Soviet prison and receiving a hero’s welcome in Israel. Hoffman credits the hookup between Dermer and Sharansky to the neoconservative  “Prince of Darkness”, Richard Perle. Subsequently, Dermer became an adviser to Netanyahu. In 2004, Dermer gave up his US citizenship so that he could become Minister for Economic Affairs at the Israeli Embassy in  Washington DC, a post he held for four years before returning to Israel to become Netanyahu’s chief strategist and speechwriter.

Despite the present protestations that Netanyahu and his government remained neutral during the US presidential election, Dermer was actively involved, along with Romney’s foreign policy adviser Dan Senor, in planning Romney’s visit to Israel last July, according to Hoffman, helping to keep it secret in order to pre-empt the possibility of a last-minute visit by President Obama. Ravid points out that “Dermer is also the person who tried to convince Netanyahu by any means possible that Romney was set to win the elections. We saw what happened in the end. With the Obama starting his second term in the White House, it will be hard for Dermer to develop a network of trusted and intimate contacts among the president’s most senior advisors.”

So while pro-Israel Democrats and Republicans alike are wringing their hands at the thought that an executive branch appointment in the US administration might give offense to Israel’s supporters, Israel’s Prime Minister may be plotting to stick his thumb in the eye of President Barack Obama, who has promised “no daylight” between the US and Israel. What better way to cross swords with the US president than by appointing an Ambassador who has spent his entire career in the employment of the Republican party and actively rooted for, and worked for, the victory of Obama’s rival?
