In his speech at the University of Illinois at Urbana-Champaign, Professor Steven Salaita, who was “de-hired” quite suddenly after the university’s chancellor faced strong pressure from major donors objecting to Salaita’s tweets about Israel’s massive military campaign in Gaza, issued this warning: “As the Center for Constitutional Rights and other groups have been tracking, this is part of a nationwide, concerted effort by wealthy and well-organized groups to attack pro-Palestinian students and faculty and silence their speech. This risks creating a Palestinian exception to the First Amendment and to academic freedom.”

At Ohio University, the disturbing reality of the different treatment accorded to pro-Israel, as opposed to pro-Palestinian views supports Salaita’s statement. Of course, the treatment of Salaita is, itself, rock-solid evidence of this point. That is especially true since the university’s chancellor, Phyllis Wise, has backed off her initial claim that Salaita’s de-hire was caused not by his views but by the allegedly “uncivil” way he expressed them. She has since admitted that she faced pressure from influential figures around the university, i.e. major donors.

But a report today in Ha’aretz on an incident at Ohio University offers an even clearer view. The president of the student senate at OU, Megan Marzec, used the opportunity of taking the ALS Ice-bucket challenge to make a statement about Gaza. She wore a shirt that urged divestment from Israel, stated that the blood in her bucket (which was, of course, fake) represented the Palestinians that Israel had “murdered and displaced,” and dumped the bucket over her head.

The response from the organized Jewish community on the OU campus was swift and quite typical. Ha’aretz quotes the leader of a pro-Israel campus group, Becky Sebo: “Her video has kind of torn the campus apart. My initial response was complete shock. We’ve never had any BDS [boycott, divestment and sanctions] movement on our campus, have always had a very open, welcoming community.” Now, she said, “Jewish students in particular are feeling very singled out by the video. Many Jewish students are feeling concerned about their safety and how other students will respond to these accusations against Israel.”

This hyper-sensitivity represents a complete reversal of reality, among other things. There is not a single report of Jewish students being harassed, much less assaulted, as a result of Marzec’s video. But Marzec herself has drawn death threats and hate mail. So much so that Homeland Security has gotten involved on campus. Of course, the pro-Israel groups, no doubt quite sincerely, condemned and called for an end to such acts. But let us ask the question: who has legitimate reason to fear for their safety?

There are also other dimensions to this story. Consider the words of Oren Segal, director of the Anti-Defamation League’s (ADL) Center on Extremism. “The students who want to present a non-biased pro-Israel view have their work cut out for them because there are going to be a lot of efforts to delegitimize their point of view. I anticipate we’ll see more anti-Israel activities than ever before.”

Just read those words, and the thinking is revealed. “A non-biased pro-Israel view.” That is an obvious oxymoron. If the view is pro-Israel, or if it is pro-Palestinian, it is, by definition, biased. What Segal implies here is that any unbiased view would be pro-Israel and any other conclusion can only come about as the result of bias.

And then there’s this whole argument about “de-legitimizing,” whether it is about Israel or of points of view. The working definition of this “de-legitimization” seems to be centered around any argument against Israeli policies, against Zionism, or against any kind of support for the Palestinians. The point of debate, of argument, is to establish that your view has more merit than the opposing one. That should be encouraged (as, indeed, Jewish tradition does), not feared. And certainly, it must not be stamped down.

The shallow arguments get even better. The Director of the OU’s Hillel (a national Jewish student organization), Rabbi Danielle Leshaw, demonstrated just how far the so-called “pro-Israel community” has departed from Jewish traditions and more universal values of open discussion and debating difficult issues.

“Your video marginalizes and isolates students,” Leshaw wrote in an open letter to Marzec published in The Post. “It makes Jewish parents want to bring their kids back home to the safety of the Jewish suburbs …. you need to step down, and give somebody else the chance to lead our Ohio University student population. Somebody that won’t polarize, or divide, or marginalize, or ‘other,’ or cause hysteria, or make students feel unsafe.”

Leshaw, it must be noted, is far from a conservative voice, and she is, herself, no stranger to criticizing pro-Israel programs. She also strongly disagrees with Marzec’s view of the Israel-Palestine conflict. Her call for Marzec to resign as student senate president is “Not because of your politics, but because of your lack of awareness, compassion, and mostly, because of your lack of vision.”

Let’s unpack Rabbi Leshaw’s thinking. Just how does Marzec’s video “marginalize and isolate students?” She presents a political statement, at a time when the Israeli military was acting in so brutal a manner that even their American colleagues, who are themselves quite familiar with killing civilians, were shocked. One wonders: If someone had done the exact same video during Russia’s aggression against Chechnya 15 years ago, would anyone have been concerned that Russian students were marginalized and isolated? Of course not, mostly because they wouldn’t have been and because everyone would have been applauding the strong statements against the massive damage being done to civilians, and rightly so.

Marzec’s video, Rabbi Leshaw says, “…makes Jewish parents want to bring their kids back home to the safety of the Jewish suburbs?” That is a familiar and tired argument, one that got badly worn out during the battles for school integration and during the civil rights movement. Just substitute “White” for Jewish, and the sentence says the very same thing. It is irrational fear of the other, something that needs to be confronted, not accommodated.

Rabbi Leshaw also says that Megan’s video makes “alumni want to pull their funding.” I wonder if she thought about that complaint before putting it in her letter. An apparently liberal woman believes that donors should have the ability to stop students from making controversial political statements? Would she have said the same about protests against the Vietnam War or for women’s rights back in the 1960s and 70s? Because surely there were those alumni who took similar offense to bra-burning demonstrations back then. No, it is only opposition to Israeli policies that merits such kowtowing, I suspect.

Rabbi Leshaw also says that Megan’s video “makes people threaten” the university and its programs, a disturbing echo of Israel’s self-serving and unsellable (outside of the US and Israel, that is) claim that all those Palestinian deaths were Hamas’ fault. Defying such bullying is why Rabbi Leshaw thinks Marzec should step down, rather than seeing it for what it is: precisely the sort of action that a student leader must take if they are to ever be leaders for social change outside the university. The same would be true if this was a pro-Israel statement. Those who support Israel’s policies or feel they must defend Israel should also not give in to any attempts to intimidate them into silence. It is not the opinion that matters, and on that point, Rabbi Leshaw claims to agree. So would she have the same objections if the issue was not Israel? Given her professed values, it seems doubtful.

Megan Marzac sees the Israeli occupation and then the shockingly brutal onslaught on Gaza. She believes that these should be opposed and future incidents prevented, and believes that the global Boycott Divestment Sanctions (BDS) movement is the best way to achieve that. She lacks neither awareness nor compassion. Her statement was one of condemnation of repeated and ongoing human rights violations. That demonstrates considerable awareness and compassion, whether you agree with her views or not.

Is it Marzac’s lack of vision then? Well, it is fair to say that her identification as student senate president gives the impression that she was doing this with some sort of sanction from the senate, which apparently was not the case. That’s an error, but such a mistake is hardly grounds for her removal, especially since she subsequently made it clear that this was her own action.

In any case, the notion that strong support for the Palestinians and even harsh criticism of Israel is somehow threatening to Jews has to be challenged. It is a false accusation, but more importantly, it is one in a long list of bullying tactics that seek to silence support for the Palestinians on campus and more broadly, in the public discourse. Those tactics include attempts to legislate against boycotts of Israel (all of which have failed thus far), manipulating organizations by threatening their funding, harassing media outlets when they give space for pro-Palestinian views, and claiming victimhood when they themselves are the victimizer.

Megan Marzac did what student activists should do: she made a bold statement. The response from the allegedly pro-Israel community has been nothing short of the worst kind of bullying, even aside from the extremists who have threatened her with physical harm. Do these people believe that Israel’s case is so weak that it cannot withstand public debate? It seems so, but that is only true because they are making the wrong argument. They are working to make Israel an exception to international laws of war, and supporting Israel’s regular violation of Palestinian rights through Israel’s occupation regime (as thoroughly documented by many Israeli human rights groups like B’Tselem, Yesh Din, Gisha and others). These so-called pro-Israelis are trying to defend Israeli military actions that regularly kill far more civilians than combatants, leave infrastructure devastated and make already impoverished people even more desperate.

What if they tried making the honest case that what is really needed is, quite simply, equal rights for all and a homeland where Jews and Palestinians can flee to if they are facing persecution and where both peoples can express and live their national identity, in whatever political configuration? Maybe then they wouldn’t resort to bullying tactics because they’re so terrified of an honest, open discussion in the public arena.

In the past, people have speculated about what Israel and the Occupied Territories would look like if the United States stopped trying to broker the mythical kind of solution that the Oslo process envisioned. Well, now we have an example.

The most radically right-wing government in Israel’s brief history was simply waiting for an opportunity to deliver the most intense and widespread blow to the West Bank. The kidnapping of three young Israelis provided that opportunity and Prime Minister Benjamin Netanyahu seized it with a vengeance. Under the cover of searching for the kidnapped youths, Netanyahu launched a massive operation to cripple Hamas in the West Bank, further humiliate Palestinian President Mahmoud Abbas, and punish the entire Palestinian population for calling for a halt to the charade of the “peace process” and, worse, moving toward a unified leadership.

On the Palestinian side, the fundamental lack of strategy has become ever more apparent. Ditching the US-brokered process has been, for a very long time, the right move, but sloughing it off in a half-hearted way and without a substitute was unconscionably foolish. That’s especially true when you consider how much time there was to devise an alternative strategy to the US-brokered process over so many years. The result is that the Palestinian unity agreement was imperiled before it was signed by the essential incompatibility of the strategies and ideologies of Fatah and Hamas.

This is being played out on a daily basis now: Abbas appears not only weak, but like a traitor as he cooperates with Netanyahu in this massive operation that has yielded nothing with regard to the three kidnapped Israelis but has resulted in hundreds of arrested Palestinians without cause, disruption of work, school and health services throughout the West Bank, hundreds of injuries and, to date, five deaths. Hamas is fanning the flames of anger while denouncing Abbas for his quisling behavior, but it also offers no alternative, unless one foolhardily believes that yet another intifada is going to soften Israeli stances. The last intifada may have shaken up Israelis, and certainly resulted in numerous deaths and injuries in Israel, but it did no harm to Israel’s stability while killing and harming a great many Palestinians. In fact, it only hardened Israel’s positions and worsened conditions for the Palestinians. This suggests that violence, on top of being deplorable, is a foolish course for the Palestinians.

For his part, Netanyahu is playing this to the hilt. It is far from certain that Hamas, as an organization, is responsible for the kidnapping. Right now, it seems much more likely that this was a small group whose members might also have been members of Hamas, but were not acting in concert with the organization. Netanyahu, however, insists he has “unequivocal” proof that Hamas was responsible. The credibility of that claim erodes with each passing day that Bibi refuses to offer evidence for his claim.

Netanyahu’s brand of politics, like most right-wingers, functions best when the country he runs is either angry, scared, or better yet, both. The current situation creates such an atmosphere. The problem will come when and if the tension in the West Bank boils over. And that problem is going to be one that neither the United States nor much of the rest of the world will be able to ignore. They will have to choose a side.

In looking at where we’re headed right now, we must start by understanding that the US is not removed from these events. While the Obama administration has decided to take a “pause” from this conflict and certainly has other matters like Iraq and the advances of the Islamic State in Iraq and Syria (ISIS) to occupy its time, it is still Israel’s benefactor, providing arms and, quite likely, the omnipresent protective veto in the UN Security Council. So, the US is still there, whether it wants to be or not.

It will also be drawn further in if the Palestinian Authority collapses and violence in the West Bank is renewed. This seems very much to be the direction Israel is pressing matters towards. If that is the case, then it also stands to reason that the Israeli government intends to annex some part of the West Bank, using the violence as a pretext. Israel, especially given its budgetary constraints these days, is certainly not prepared to supplant the Palestinian Authority in administering the West Bank. The remainder of the West Bank would be surrounded by “Israel” and would be easily contained. From there, local councils or some such arrangements are probably what is envisioned for the lands Israel decides to leave to the Palestinians.

Netanyahu and his cohorts like Naftali Bennett, Avigdor Lieberman and Moshe Ya’alon are gambling that the violence of a third intifada will be enough to convince key governments — particularly, the US, UK and Germany — to tolerate the annexation. By “tolerate” I mean that they would object and “refuse to recognize” the action, much as they have with East Jerusalem, but would take no other action.

That is a huge gamble. It is far from certain that even the United States would acquiesce to such actions, and less so that Britain and Germany would. Even if they did, there would surely be a great uproar from other countries, in Europe and throughout the Muslim world, as well as from Russia, France and China. Even governments like Egypt and Saudi Arabia, which are largely indifferent to the Palestinians’ plight would be unable to stay silent.

But the gambit has a few things working in Bibi’s favor as well. First, as much as the Israeli de facto annexation of East Jerusalem in 1980 outraged many, the reality of the whole city functioning as an “undivided” capital, however restlessly, has survived for over three decades since then. And that’s Jerusalem, the hottest of hotspots in this conflict. Netanyahu surely reasons that if Jerusalem didn’t start a war, there’s a good chance that annexing the Jordan Valley in a similar manner won’t either.

Moreover, the timing is very good for the annexationists. Not only are all eyes on Iraq with a few still lingering over Ukraine, but the specter of ISIS has renewed the sense of fright that the West feels toward Arabs. These will combine, Bibi surely hopes, to encourage a similar clucking of tongues while doing nothing that has greeted the excesses, both pre- and post-election, of the al-Sisi government in Egypt. Netanyahu’s assessment that he can take an outrageous step and get away with it is thus not without recent precedent. The annexation vision, if that is what Bibi is pursuing, would require years of violence to set the stage for it, or at least many months of intense fighting and bloodshed on both sides (though, as always, the Palestinians will bleed a lot more than Israel).

Abbas, however unwittingly, is helping that process along by working with Israel. Netanyahu is not allowing the Palestinian forces to do much of anything in the current operation, but Abbas is also doing nothing to support his own people. Hamas’ strategy isn’t entirely clear yet, but its obviously trying to capitalize on the Palestinian rage that fuels its support. In Hamas’ view, escalating violence plays into its basic strategy of confrontation rather than collaboration. But the question of whether or not Hamas actually has some endgame vision of how it can make any headway against the might of Israel’s forces, let alone triumph, remains yet to be answered.

So, this is what Israel-Palestine looks like without a sham peace process. Does that mean the sham is preferable? Is it better to have a normalized occupation, with all the banality of its entrenched administration and gradual assimilation of more and more Palestinian land into Israel; or is a possibly long period of bloodshed preferable? Only Israelis and Palestinians can answer that question. That said, the shameful behavior of the US, the international community, the Quartet, the Israeli government, and the Palestinian leadership has left few other options.

Israelis can alter this situation, of course, any time they want by electing a government that wants to make a peace deal. Palestinians can also affect change by developing, organizing and executing a strategy that wins them both attention and increased support in the international arena. At this point, however, both sides seem unwilling and unable to take these paths, which increases the odds of Israel-Palestine spiraling back into extreme violence.

Israeli academics have recently provided a case study of how Israel and Iran may say and do much the same thing, but Iran alone will be criticized for it.

In their latest Iran Pulse piece, headlined “Iran and the Ukraine Crisis,” Prof. Meir Litvak, head of Tel Aviv University’s Alliance Center for Iranian Studies, and MA student Michelle Tabariai write, “As the crisis in the Ukraine unfolded since January 2014, Iran’s official position was cautious and seemingly neutral.”

Of course, the Israeli government was also uncharacteristically quiet about the crisis in Ukraine, and has been almost silent about Russia’s takeover of Crimea. Only under pressure from Secretary of State John Kerry did the Israeli government issue its first and only official statement about the Russian incursion into Crimea on March 5 that was terse and subdued. “Israel is following developments in Ukraine with great concern for the well-being of all its citizens, and hopes the situation does not deteriorate to the point of loss of life,” said a statement released by Foreign Minister Avigdor Lieberman’s office. “Israel expects the crisis in Ukraine to be solved diplomatically and peacefully.”

“We have good and trusting relations with the Americans and the Russians, and our experience has been very positive with both sides,” Lieberman then told Israel’s Channel 9 TV. “So I don’t understand the idea that Israel has to get mired in this.”

Former Mossad Director Ephraim Halevy observes that “Israel’s most articulate spokespersons have sentenced themselves to complete silence over the issue, and this discipline is being kept in an unusually meticulous manner by the senior and less senior commentators in the Israeli media.”

The Iran Pulse analysis points out:

Iran did not participate in the UN General Assembly vote on March 27, which reaffirmed Ukraine’s territorial integrity and declared the Crimean referendum invalid. While seeking to preserve its alliance with Russia, it might have been wary of Russia’s unilateral measures in the Crimea.

Iran was indeed among two dozen states that did not vote in favor of the measure. So was Israel. Neither showed up for the vote.

Another excerpt from the Tel Aviv University critique:

…From the beginning of the protests in Kiev in January, the Iranian media adopted the Russian narrative, which described the movement as a product of Western plot.

Surprisingly, Litvak and Tabariai never mention Iranian rumors that Israeli operatives were involved in the ousting of Ukrainian President Viktor Yanukovich in what appears to have been a rather curious game of propaganda poker between Israeli and Iranian press. On Feb. 16 Press TV cited unidentified Ukrainian sources who claimed a former Israeli army officer was “playing a leading role in the anti-government protests in the former Soviet Republic.” This unnamed Israeli was supposedly commanding 20 Ukrainian militants, and four other Israelis, who had served in the Israel Defense Forces (IDF) and “were recently reported to have taken part in opposition rallies in Ukraine’s capital, Kiev.” The Press TV report also claimed that “Ukrainian media said an Israeli tycoon provides financial support to the opposition in Ukraine, adding that Israel’s Mossad intelligence agency is one of the instigators of the unrest in the country.”

A week and a half later, Haaretz and The Times of Israel both published a Jewish Telegraphic Agency  interview with “Delta,” a skull-cap wearing commander of a brigade he called the “Blue Helmets of Maidan,” which was fighting in the streets of Kiev. The pseudonymous “Delta” explained he’d been born in Ukraine, emigrated to Israel during the 1990s and served in the Israel Defense Forces. He returned to Ukraine several years ago and joined the protesters in November. He had been using his IDF acquired skills “to rise through the ranks of Kiev’s street fighters,” including “several fellow IDF veterans” engaging “in violent clashes with government forces.” Completing the circle, Press TV picked up the story on Mar. 1: “According to reports published by Haaretz and the Times of Israel on Friday, an Israeli army veteran identified as ‘Delta’ headed a street-fighting unit in Kiev.” There was no apparent glimmer of recognition that Press TV itself might have published the news that triggered the interview with “Delta.”

Write Litvak and Tabariai:

…Fars News, affiliated with the Revolutionary Guards, denounced the ousting of the president Viktor Yanukovych on February 22 as a “neo-Nazi-spearheaded coup” The new Ukraine, it warned, was governed by some ten “oligarchs” who were buying up media outlets and politicians, while the vast majority of the population will face a bleak future, which will include more European-demanded “austerity” (Fars, Mar. 16, 2014).

There has been no shortage of concerns expressed in the Israeli media about the widespread presence of neo-Nazis in Svoboda, the largest party in the Ukrainian opposition that brought down Yanukovych, or an equal number challenging such a claim. Israel’s official position is silence.

Mention “oligarchs” and Israelis get very nervous. A disproportionate percentage of both Russian and Ukrainian oligarchs are Jewish. Several fund the various Jewish organizations and foundations operating in Ukraine and Russia. One of them, the founder of what once was the Yukos oil empire, Mikhail Khordokovsky — once Russia’s richest man who lost the bulk of his wealth and spent a decade in prison due to his political rival, Vladimir Putin – joined the Ukrainian protestors in March, calling for the Russian people to overthrow Putin. A Ukrainian Jewish business tycoon, Vadim Rabinovich, recently announced his candidacy for president of Ukraine in the May elections. Rabinovich, founder of the All-Ukrainian Jewish Congress, is the owner and co-founder of Jewish News One and co-chair of the European Jewish Parliament. These developments, along with the calls from members of the US Congress, who are among Israel’s most energetic supporters, to arm Ukraine and sanction prominent Russian oligarchs are putting Israel in a very awkward position.

The Iran Pulse report notes that Iranian reformist media outlets “showed greater concern from a renewed outbreak of the Cold War and the repercussions of Russian use of force,” while hardliners focused more on the significance of the American failure vis-à-vis Russia”:

The reformist Sharq maintained that Russian military presence in the Crimea reveals the vulnerability and fragility of the international community in ensuring global security…(Sharq, March 3, 2014). Conversely, the conservative Khorasan  asked rhetorically why Putin should respect international law while others fail to do so?…(Khorasan, March 3, 2014)

…More important, however, was the unanimous conclusion of the Iranian media that Western reactions to Russia’s measures exposed the weakness of the Western bloc and particularly the US’ declining power. Kayhan  noted with satisfaction that “Putin’s agile reaction paralyzed Western response,” adding that “Western preference for economic sanctions and NATO’s contentment with issuing statements rather than acting against Russia’s military action show that the West is in a passive mode” (Kayhan, March 6, 2014).

On this point, right-wing Israelis have the most in common with their Iranian counterparts. Writing in the Sheldon Adelson-owned daily, Israel Today, Haim Shine argues for Israeli self-reliance, broadly hinting that the lesson of Ukraine for Israel is to never give up its nuclear weapons in exchange for pathetic promises of American protection.

Israel’s citizens know from their experience during the run-up to the Six-Day War what the Ukrainians are learning now — you cannot rely on Western nations. Treaties, agreements, promises and worthy guarantees are as flimsy as garlic skins just when you need them. The West is tired and weary. Its last strength rests on its lips alone…So how could Israel, in light of the circumstances, relinquish the very foundations of its security?!

This seems to be the predominant perspective in Israel, according to a head-shaking and somewhat dispirited opinion piece headlined “Israel Striking Obama, Rooting for Putin” by former Mossad head Ephraim Halevy in Y-Net on March 28:

Israel is not limiting its mocking criticism against Washington and its Middle Eastern policy: While Russia is described as a resolved, brave country engaging in a smart, shrewd and winning policy — the US is presented as hesitant, afraid, powerless, and therefore defeated.

The US president must envy his Russian rival for the respect he receives in Israel as opposed to the daily dose of scorn and alienation served to our “ally” time and again.

The Iranians can take pleasure in seeing America’s ally declare on a daily basis with hysterical cries of despair that Washington is going from bad to worse.

At least Iranian and Israeli hardliners can agree on something…

In just a week, 2014 will dawn upon us, and, as we approach the mid-year mark, the number of op-eds, retrospectives, and documentaries about the Great War that broke out 100 years before, will likely be overwhelming. The question is what, if any, lessons will be drawn and how they will be applied, if at all, to today.

Hopefully, it won’t be too late by the time we mark the “Guns of August” to prevent the United States — and specifically, the U.S. Congress – from having embarked on a new “march of folly” — war with Iran. But if bipartisan stalwarts of the Israel lobby — led by Sens. Mark Kirk and Robert Menendez – get their way with their new sanctions legislation, which almost perfectly echoes the demands made by Israeli Prime Minister Binyamin Netanyahu for Iran to dismantle virtually all of its nuclear program, I suspect that’s where we’ll be headed.

Perhaps that’s partly why Margaret MacMillan, the author of The War That Ended the Peace: The Road to 1914, suggested in a recent “Brookings Essay,” entitled “The Rhyme of History: Lessons of the Great War,” that Russia’s seemingly unconditional and ultimately disastrous commitment to Serbia in the name of “Pan-Slavism” — as well as the infamous “blank check” issued by Germany’s Kaiser Wilhelm to Austria after the assassination in Sarajevo of Archduke Franz Ferdinand — may indeed hold important lessons for today:

Great powers often face the dilemma that their very support for smaller ones encourages their clients to be reckless. And their clients often slip the leading strings of their patrons. The U.S. has funnelled [sic] huge amounts of money and equipment to Israel and Pakistan, for example, as China has done to North Korea, yet that has not given either the Americans or the Chinese commensurate influence over the policies of those countries. Israel, while hugely dependent on America, has sometimes tried to push Washington into taking pre-emptive military action.

Of course, that’s precisely what is taking place before our eyes in the U.S. Congress today. After all, when 27 senators sign onto what I called the Kirk-Menendez-Schumer Wag the Dog Act of 2014 that explicitly calls for the U.S. government to “stand with Israel and provide, in accordance with the law of the United States and the constitutional responsibility of Congress to authorize the use of military force, diplomatic, military, and economic support to the Government of Israel in its defense of its territory, people, and existence [if the Israeli government] is compelled to take military action in legitimate self-defense against Iran’s nuclear weapon program,” you can’t help but be reminded of Russia’s incredible stupidity in reflexively backing Serbia and the radical nationalist groups that it supported in the run-up to the war, not to mention Wilhelm’s blank check to an Austria bent on humiliating and crushing the Serbs.

Ten years ago, Anatol Lieven drew the former parallel in his still-very-relevant book “America: Right or Wrong” (Oxford University Press):

If anything, the [U.S.-Israel] alliance is beginning to take on some of the same mutually calamitous aspects as Russia’s commitment to Serbia in 1914, a great power guarantee which encouraged parts of the Serbian leadership to behave with criminal irresponsibility in their encouragement of irredentist claims against Austria, leading to a war which was ruinous for Russia, Serbia, and the world.”

Lieven went on to document the various trends over the past half century that have increasingly enabled the Israeli tail to wag the U.S. dog — trends that have only deepened during the past decade despite the steadily rightward trajectory of Israel’s government and the advent of a Democratic administration clearly wary of Israel’s adventurism. Unfortunately, that administration gets very little support from a Congress that, when it comes to Israel and Iran, has, as former senior AIPAC official Douglas Bloomfield told me last week, been “on auto-pilot” for years, just as hardliners in the militaries and imperial courts in St. Petersburg and Vienna were one century ago.

No doubt most of the senators who sign on to the Wag Act don’t want war (although their main cheerleader, Lindsey Graham, has been calling for it for several years now) and sincerely believe that a new sanctions bill will only strengthen Obama’s hand in negotiations with Iran and that Tehran’s threat to abandon the talks is simply bluster. No doubt some pan-Slavists in St. Petersburg believed that the partial mobilization ordered by the Czar, who, like Obama, tried hard to keep diplomacy alive, would be sufficient to persuade Vienna to back down and give the Serbs a face-saving way out. (“Soon I shall be overwhelmed by pressure brought upon me…to take extreme measures which will lead to war,” Nicholas wrote to his cousin, Kaiser Wilhelm, as Austria declared war. “To try and avoid such as a calamity as a European war, I beg you in the name of our old friendship to do what you can to stop your allies from going too far.”) But it didn’t work out that way.

Of course, there are important differences between today and 100 years ago, including the fact that Iran doesn’t have an obvious great-power patron as Russia was to Serbia and Germany to Austria back then. Similarly, it was clear that some of the parties were eager for war (although not the one that they eventually got) in 1914, while the only country that openly threatens it today is Israel (although, as Michael Ledeen has pointed out, it has long been Israel’s policy to try to get the U.S. to attack first).

But some of the similarities are deeply disturbing, not least the “blank check” treatment that Israel enjoys in Congress and the confidence that only threats and pressure work against less powerful and presumably morally inferior foes. How timely it is to remember Wilhelm’s joyful reaction to reports that Austria would not retreat from the maximalist demands in its ultimatum against Serbia and how depressed the Serbs were when faced with the choice of humiliation or war:

“Bravo! One would not have believed it of the Viennese!…How hollow the whole Serbian power is proving itself to be; thus, it is seen to be with all the Slav nations! Just tread hard on the heels of that rabble!” [Shades of Charles Krauthammer

Or how prescient British Prime Minister Lord Asquith was in analyzing the likely consequences of the Austrian ultimatum:

But the Austrians are quite the stupidest people in Europe …, and there is a brutality about their mode of procedure, which will make most people think that is a case of a big Power wantonly bullying a little one. Anyhow, it is the most dangerous situation of the last 40 years.

Hopefully, the Great War’s centenary will spur some reflection in the Capitol come the new year.

Wow. This is what we were expecting from a guy that ran for president as a transformational figure but has left so many of us disappointed as he declined to dive into the scrum to get the ball.

But now? A deal where none thought one was possible. A deal in spite of his multiplying number of detractors on the home front and in Jerusalem. You have to give credit where credit is due.

If there is an abiding lesson from the Iran nuclear deal, it is that the US still holds the cards in seeking solutions to the world’s myriad problems.   US political power and authority still matter – and we need a president and empowered, able deputies that can wield it.  Hello Barack!  Great job John.  Welcome to the big leagues!  Keep it going.

Isn’t this how its supposed to go for the world’s superpower?  The United States orchestrated the P-5+1 unity with deft and subtle diplomacy every step of the way.  French opposition was handled, the UK played its usual supporting role, the Russians actually chimed in, and the Israelis were politely but firmly kept at arm’s length.  That’s what you call diplomacy.  Do we think Jim Baker or Henry Kissinger would have done it any differently?

Perhaps most importantly, the deal hammered out in Geneva reflects things many thought had been lost in the Obama Administration – US global leadership, tough but sensible bargaining, compromise where necessary, and an agreement that ultimately makes the world a safer place in spite of detractors in Congress parroting lines supplied by the Israeli lobby.

We find out that the breakthrough with Iran was accompanied and perhaps enabled by a backchannel with Iran reminiscent of the Cold War era in which Kissinger was dispatched on various occasions to Brezhnev’s hunting dacha in the woods around Moscow.  This time, William Burns and various others traveled on service elevators in hotels in Oman to meet with Iranian interlocutors earning their civil servant paychecks in their tireless search for peace in service of their country.

Another abiding lesson of the Iran deal is that smart, empowered cabinet secretaries can accomplish a lot if they are given a long leash and lots of gas to fly their airplane around the world.  Hillary Clinton flew around a lot but accomplished little during her four years.  John Kerry arrived, threw himself into difficult problems and is trying to move the ball forward and is apparently empowered by the White House.  He won’t solve the all worlds problems — witness the Palestinians twisting in the wind — but at least he’s trying. Barack: keep on filling up his airplane with gas — the world still needs US leadership and maybe you need to take some of these trips with him.

One of the things missing from this White House from day one was the sense of teamwork and purpose that was supposed to have operationalized Obama’s transformational message during the campaign. In its place, we got a suspicious, insecure White House that distrusted and never really understood the vast governmental system that is was supposed to be in charge of. Many have watched in astonishment at the unused, broken inter-agency foreign policy process that has been pushed aside in favor of serendipitous, centralized decision-making by a few in the White House.

In this case, however, it seems clear that the White House relied on its team, delegated authority and reaped the rewards.  Maybe there was a good reason that 59+ million Americans voted for John Kerry when he ran for president in 2004. Maybe the Obama Administration should start asking around in the State Department and the Defense Department what other good ideas are out there to address the world’s problems.

To be sure, the first phase of the agreement is the opening round in a series of negotiations that will prove difficult as Iran is forced to return its nuclear program to comprehensive safeguards administered by the International Atomic Energy Agency. The next round of negotiations will have their ups and downs — just as the arms control talks with the Soviets did all those many years ago.

Moreover, domestic political opponents of accommodation with Iran represent another obstacle to finally sealing the deal over the next six months. Fueled by opposition to anything Obama wants and the Israeli lobby’s war chants, Obama’s enemies in Congress will criticize him every step of the way. The Obama Administration will have to go to the mat and ask all those former high-level officials to trot on up to the Hill to reiterate their support in order to forestall new sanctions and relax the existing ones if negotiations with Iran yield fruit over the next six months.

This is the kind of leadership we expect from a president.  America yearns to be led in the right direction. It’s what the country voted for when it elected Barack Obama. The country doesn’t endorse, the sclerotic and paranoid vision of right-wing republicans that seek to destroy what’s left of the America dream in their tireless pursuit of helping only the wealthiest Americans and other special interests.

Welcome to the scrum, Mr. President. Where have you been?

After a lovefest in Israel with French President Francois Hollande from Sunday to Tuesday, Israeli Prime Minister Benjamin Netanyahu  took a shower, packed his suitcase and headed for Moscow, ostensibly to lobby against Russian support for a deal with Iran. He met with Vladimir Putin, held a joint press conference with the Russian president, and returned home the same day with little to show for his trouble.

Russia has been providing the weapons that support the Assad regime, and that Israel bombed last week to keep them from getting to Hezbollah.  Russia has backed Iran’s claims that its nuclear program is peaceful.  Did Netanyahu  really think he could change two decades of Russian foreign policy on Iran with a few more hours of haranguing?

“Russia and China were the ones that, until now, did not take action to increase sanctions,” complained Justice Minister Tzipi Livni to Israel Radio. “Therefore it is hard for me to see how, suddenly today, they could be the ones to demand that the world be firmer with the Iranians.”

Most interesting–and revealing–about Netanyahu’s trip to Russia is that he himself made it, and not Israel’s Russia-born foreign minister, Avigdor Lieberman. Lieberman heads Israel’s Yisrael Beiteinu (“Israel is our home”) party–composed largely of Russian emigrants to Israel.  Cleared of corruption charges two weeks ago, Lieberman was reinstated as foreign minister on Nov. 11.

During his tenure as foreign minister before the 10- month hiatus that ended a little over a week ago, Lieberman has publicly contradicted Israel’s stated foreign policy positions. During an official visit to China in March 2012, Lieberman declared  in a speech that received no coverage in the U.S. press and hardly any in Israel: “If, God forbid, a war with Iran breaks out, it will be a nightmare. And we will all be in it, including the Persian Gulf countries and Saudi Arabia. No one will remain unscathed.”

Lieberman’s 2009 suggestion that Israel should continue to fight Hamas “just like the United States did with the Japanese in World War II” was widely understood to be an allusion to the destruction of Hiroshima and Nagasaki with nuclear weapons. Lieberman infuriated Netanyahu, other cabinet ministers and coalition members, as well as opposition leaders, and took the U.S. by surprise,when, in a speech before the UN in 2010, he derided the prospects of a comprehensive peace agreement with the Palestinians as “unrealistic.”

However much he may aggravate Netanyahu, Lieberman is popular because he says aloud what many Israelis feel and  many Israeli politicians actually believe.  Lieberman’s version of a two-state solution with the Palestinians includes exchanging predominantly Arab towns and villages within “green line” Israel for the major West Bank settlement blocs. Lieberman has called for assassinating the leaders of the Hamas movement in Gaza (something which already has widespread support in theory and practice).

Not surprisingly, Lieberman’s  return to the post of Foreign Minister last week was greeted with outrage by the governing coalition’s left-wing opposition and by Arab parties.  Meretz chairwoman Zahava Gal-On compared Lieberman’s appointment to head the Foreign Ministry to “planting a bomb in the diplomatic process”  that would “further worsen Israel’s poor relations with its allies and its situation in the international community.” Knesset member Jamal Zahalka of the Arab Balad party recommended that Palestinians break off negotiations in response to Lieberman’s reappointment, and MK Ahmed Tibi of the United Arab List-Ta’al opined that Lieberman’s restoration to his post was entirely appropriate for “a government where everyone competes over who will be more fanatic.”

So why did Netanyahu restore Lieberman, whose popularity threatens his own, to such a powerful post? Without Yisrael Beiteinu, which merged with Netanyahu’s Likud party in October 2012 in an effort to revive it, Likud would have been relegated to a relatively minor party in the January 2013 election. Together, the two parties garnered a total of only 31 seats in Israel’s 120-member Knesset (parliament), not the 45-50 seats political pundits had anticipated, and far fewer than they had gotten separately in 2009, when Likud by itself won Knesset 27 seats and Yisrael Beiteinu 15. Votes were diverted to two “young guns” on Israel’s political scene–the ideologically flexible Yesh Atid (“There is a Future”) party and  Habayit Heyudai (Jewish Home), an ultra-hawkish right-wing religious nationalist party. Both  are demanding more power within the government coalition in keeping with their relative representation in the Knesset.

Without Lieberman, Netanyahu would not have a governing coalition and might be forced to call new elections. As it is, Yisrael Beiteinu is scheduled to meet and discuss the possibility of a divorce from Likud on Nov. 24. There is considerable speculation that Lieberman aspires to the premiership in the not too distant future.

It could be a real game changer for members of both House of the U.S. Congress, Democrats and Republicans, who are deferential, even obsequious toward Netanyahu were the silver-haired, silver-tongued Likud leader to be replaced with a former night-club bouncer with a thick Russian accent who says Israel doesn’t need the U.S. and can find allies elsewhere. In a speech on Nov. 20, Lieberman downplayed the role of the U.S. as Israel’s foremost sponsor:  “For many years Israel’s foreign policy was one directional towards Washington, but my policy has many more directions.”

Not European countries, whose foreign policies he would expect to lean against Israel on account of their relatively small Jewish minorities and relatively large Muslim populations. Nor the Gulf Arabs.  Instead, according to Lieberman, it would be “countries that don’t need financial assistance and aren’t beholden to the Arab world,” countries that would support Israel out of their own cold and pragmatic interests in gaining access to Israeli high tech innovations, not out of altruism.  The most likely candidates for Israel’s New Best Friends:  China and Russia.

Meanwhile, Netanyahu, in Russia, not only demonstrated that Israel doesn’t need the U.S.  just as well as Avigdor Lieberman could have, but he did it on Lieberman’s native turf. Netanyahu’s Russia visit can be viewed as a pre-emptive strike–not against Iran, but rather against Netanyahu’s frenemy within:  the once and future kingmaker, and perhaps even prime minister, Avigdor Lieberman.

Geneva — While diplomats involved in negotiations over Iran’s controversial nuclear program here have been mostly tight-lipped about the details of their meetings, France — which along with Britain, China, Russia and the United States plus Germany composes the so-called P5+1 — vocalized today some of its concerns.

Stating that he is interested in an agreement that is “serious and credible”, French Foreign Minister Laurent Fabius argued that the “initial text made progress but not enough” during an interview with France Inter radio.

According to François Nicoullaud, France’s former ambassador to Tehran (2001–05), the French position on Iran’s nuclear program has not changed since François Hollande replaced Nicolas Sarkozy on May 12 as President.

“We have a kind of continuity in the French administration where the people who advised Mr. Sarkozy are the same ones who advise the current administration,” the veteran French diplomat told IPS, adding that France’s relations with Iran were more positive during the Jacques Chirac administration.

“This is especially true for the Iranian nuclear case because it’s very technical and complex and the government really needs to be convinced before it changes its position,” he said.

Fabius expressed concerns earlier today over Iran’s enrichment of 20%-grade uranium and its Arak facility, which is not yet fully operational.

Israeli Prime Minister Benjamin Netanyahu, who stated that “If the news from Geneva is true, this is the deal of the century for #Iran,” on Nov. 7 from his official Twitter account, has previously accused Iran of trying to build a nuclear bomb byway of its Arak nuclear facility.

“[Iran] also continued work on the heavy water reactor in Arak; that’s in order to have another route to the bomb, a plutonium path,” said Netanyahu during his Oct. 1 speech at the UN General Assembly in New York.

Iran, a signatory to the Nuclear Non-Proliferation Treaty (NPT), says its nuclear program is completely peaceful.

While the Obama administration has declared that it will prevent Iran from building a nuclear weapon, the US intelligence community has not officially assessed that Iran has made the decision to do so.

According to the 2013 US Worldwide Threat Assessment, Iran “has the scientific, technical, and industrial capacity to eventually produce nuclear weapons. This makes the central issue its political will to do so.”

Daryl Kimball, the head of the Arms Control Association, says the Arak facility “is more than a year from being completed; it would have to be fully operational for a year to produce spent fuel that could be used to extract plutonium.”

“Iran does not have a reprocessing plant for plutonium separation; and Arak would be under IAEA safeguards the whole time,” he noted in comments printed in the Guardian.

“The Arak Reactor certainly presents a proliferation problem, but there is nothing urgent,” said Nicoullaud, a veteran diplomat who has previously authored analyses of Iran’s nuclear activities.

“The best solution would be to transform it before completion into a light-water research reactor, which would create less problems,” he said, adding: “This is perfectly feasible, with help from the outside.”

“Have we tried to sell this solution to the Iranians? I do not know,” said Nicoullaud.

The unexpected arrival of US Secretary of State John F. Kerry yesterday and all but one of the P5+1’s Foreign Ministers in Geneva — following positive EU and Iranian descriptions here at end of the first day of the Nov. 7-8 talks — led to speculation that some form of an agreement would soon be signed.

While diplomats involved in the talks have provided few details to the media, it’s now become clear that the approximately 6-hour meeting last night between Kerry, Iran’s Foreign Minister Mohammad Javad Zarif and EU Foreign Policy chief Catherine Ashton involved the consideration of a draft agreement presented by the Iranians.

That meeting also contributed to speculation that a document would soon be signed until the early morning hours of Nov. 9, when the LA Times reported that after reaching a critical stage, the negotiators were facing obstacles.

While Western and Iranian diplomats involved in the talks have stated that “progress” has been made, it’s not yet clear whether that has led to a mutually acceptable agreement.

“There has been some progress, but there is still a gap,” Zarif said to reporters earlier today according to the Fars News Agency.

While briefing Iranian media here this afternoon, Zarif acknowledged French concerns but insisted on Iran’s positions.

“We have an attitude and the French have theirs,” said Zarif in comments posted in Persian on the Iranian Student News Agency.

“Negotiation is an approach that is based on mutual respect. If not, they won’t be stable,” he said.

“We won’t allow anyone to compile a draft for us,” said Zarif.

It’s too early to tell yet whether Russia’s initiative has removed the threat of a U.S. strike on Syria over the alleged use of chemical weapons. While the signs are as good as could be hoped for at this point, a lot can happen in the upcoming weeks. And, whatever the final disposition of a U.S. strike on Syria, the plight of the Syrian people, which has played almost no substantive part in this debate and has largely been reduced to a propaganda tool for whomever is making their case today, isn’t going to be affected much one way or the other.

But we have already seen enough to determine some winners and losers in this political drama:

AIPAC: Loser The major pro-Israel lobbying organization made a serious mistake by taking their advocacy for a strike on Syria to such a public forum. It would have been easy enough for them to quietly bring their lobbyists to the Hill and advocate their position. The decision to do so as loudly as they did is puzzling to say the least. It seems pretty clear that the Obama administration actually recruited AIPAC to try to drum up support for their position. The extremely powerful lobbying group had followed Israel’s lead and stayed generally silent on Syria until Obama’s announcement of a strike, then suddenly dove in with both feet.

It didn’t work. Based on reports, it seems clear that the lobbyists were less than enthusiastic and their efforts didn’t sway lawmakers. AIPAC’s attempts to keep Israel out of it also failed. They were scrupulous about not mentioning Israel’s security in their talking points, but the very presence of a lobbying group whose raison d’être is protecting Israel’s interests overwhelmed that attempt. AIPAC thought it could separate itself, in the public eye and on this one issue, from Israel, but that was a fool’s game. It doesn’t help that it was untrue that this was not about Israel. While Israel would surely prefer that Syria not have any chemical or biological weapons, whatever the outcome of the civil war, it’s not that high a priority for them.

But Iran is. Part of the case for a Syria strike has been the notion that backing off would show weakness and embolden Iran in its alleged quest for nuclear weapons. Israel, therefore, backed Obama’s decision, but this wasn’t a compelling reason for it to get publicly involved in the domestic quarrel over the strike. Indeed, Israeli Prime Minister Benjamin Netanyahu was said to have made a few phone calls to allies on the Hill, but it was clear from the outset that he had learned well the lessons from the 2012 election about being seen as meddling too much in domestic US politics. He cannot be happy with AIPAC’s strategy here of doing this so loudly and publicly.

Between the bad strategy and the ineffectiveness of their lobbying, at least for now, AIPAC takes a hit here. It’s by no means a crippling one, but it is significant. When the issue can be framed in terms of Israeli security, there is little doubt AIPAC will have as much sway as always, and when the issue is not one that the U.S. public feels strongly about, their ability to move campaign contributions will have the same impact it has had before. But every time AIPAC is seen to be advocating policy for the U.S. based on Israeli interests, the lobby takes a hit. Enough of those over time will erode its dominance.

John Kerry: loser If Kerry was still an elected official, this might be a different score. But he is a diplomat now and his standing on the world stage was clearly diminished by his actions in this drama. He gets the benefit of it being better to be lucky than good, as his now-famous gaffe ended up being exactly the plan Russia put forth for averting a U.S. strike. But few, aside from fawning Obama boosters, are buying that this was a plan. If it were, the State Department wouldn’t have immediately walked back the statement; it would have waited to see if Russia would “take the bait.” Kerry has come off in all of this as looking all too similar to his predecessors in the Bush administration, talking of conclusive proof while U.S. military and intelligence officials said that his evidence was far from a “slam-dunk.” Kerry is now trumpeting the upcoming UN report that is expected to conclusively state that chemical weapons were used. But everyone, with the exception of a marginal few, believes that already. The question is whether the Assad regime carried out the attack under Assad’s authority. That is far less clear, and the UN does not appear to be stating that conclusion. The evidence thus far suggests that, while Assad having ordered the chemical attack remains a distinct possibility, it is at least as possible that the attack was perpetrated by a rogue commander who had access to the weapons, and against Assad’s wishes.

In any case, Kerry’s eagerness for this attack, and his disregard for international law and process, contrasts starkly with the Obama administration’s stated preference to act differently from its predecessor. Kerry’s standing in the U.S. can easily recover from this, but in the international arena, which is where he works, it is going to be much tougher.

Barack Obama: loser Obama has been in a tough position regarding Syria. He surely does not want to get involved there; such action stands in stark contrast to his desired “pivot to Asia,” as well as his promise to “end wars, not to start them.” And he is as aware as anyone else that the U.S. has little national security interest in Syria. Moreover, despite his opposition to Assad, the U.S. is less than enamored over the prospects of a Syria after Assad, which is likely to be the scene of further battles for supremacy that are very likely to lead to regimes we are not any more in sync with than we are with Assad, quite possibly a good deal less.

But his “red line” boxed him in. It was his credibility, more than the United States’ that was at stake here, and it takes a hit. While it is highly unlikely that anyone in Tehran is changing their view of the U.S. and their own strategic position because of this, it is true that this will shake the confidence of Israel, Saudi Arabia, the al-Sisi government in Egypt and other U.S. allies in the region. That might be good in the long run, but in the short term, it will harm Obama’s maneuverability in the region.

Domestically, Obama reinforced his image as a weak and indecisive leader on foreign policy; his appeal to Congress pleased some of his supporters, but few others were impressed. He has been blundering around the Middle East for five years now, and he doesn’t seem to be getting any better at it, which is discouraging, to say the least.

Vladimir Putin: winner Putin comes out of this in a great position. He really doesn’t care if Assad stays or goes as long as Syria (or what’s left of it) remains in the Russian camp. Acting to forestall or possibly even prevent a U.S. strike on another Arab country will score him points in the region, although after Russia’s actions in Chechnya, he’ll never be terribly popular in the Muslim world. Still, capitalizing on the even deeper mistrust of the United States can get him a long way, and this episode is going to help a lot in the long run. More immediately, it helps Putin set up a diplomatic process that includes elements of the Assad regime, something he has been after for a long time but the rebels have staunchly opposed. With the U.S. now on the diplomatic defensive, he might be able to get it done, especially as war-weariness in Syria grows.

Israel: winner Israel has stayed out of the debate to a large degree. Their rebuke of AIPAC and their public silence on the U.S. debate has helped erase the memory of Netanyahu’s clumsy interference on behalf of his friend, Mitt Romney a year ago. Israel is in no hurry to see the civil war in Syria end, as the outcome is unlikely to be in its favor whichever side wins. And, while all eyes are on Syria no one is paying attention to Palestinian complaints about the failing peace talks. That makes it even easier for Israel to comply with U.S. wishes and keep silent about the talks, planting seeds for blaming the Palestinians for the talks’ inevitable failure. Unlike Obama, Netanyahu seems to be learning from his mistakes, which is not a pleasant prospect for the Palestinians.

Iran: winner While it’s true that the Syria controversy will have little impact on the U.S.-Iran standoff, the show of intense reluctance to stretch the U.S. military arm out again can’t help but please Tehran. It doesn’t hurt either that when, a few days ago, the U.S. tried to appease Israel by mumbling about some “troublesome” things regarding the Iranian nuclear problem, no one took it very seriously and hopes remain high that President Hassan Rouhani will change the course of the standoff. Russia’s maneuvers to keep Syria within its sphere of influence bode well for Iran as well.

The Syrian people: slight winners A U.S. strike would have almost certainly caused an escalation in the Assad regime’s conventional warfare in Syria. Ninety-nine percent of the deaths and refugees have been caused by conventional weapons — that was a good reason for the U.S. not to do it. But increased momentum behind the Russian push is also likely to ensure the war goes on for some time and this increases chances that remnants of the current regime will remain in place at the end of it, even if Assad himself is ousted. Now that the U.S. is determined to arm the rebels to a greater degree, an increasing war of attrition is more likely and that bodes very ill for the people caught in the middle. Considering that some one-third of the population is now either internally displaced or seeking refuge in other countries and a death toll of over 110,000, one must consider avoiding an escalation a victory for these beleaguered people. But outside intervention to stop the killing seems as remote as ever, and the hopes for an international conference to try to settle the conflict are advanced by this episode a bit, but are still uncertain at best.

Syria’s declaration that it would accept a Russian proposal to hand over its chemical weapons to an international body was the latest in a string of surprises around international concern over the ongoing, horrific civil war in that country. It is extremely premature, at this point, to declare the threat of a US escalation over, but the delay this proposal produced does go a long way toward lowering the heat on the crisis and, at minimum, stretching the timetable.

President Obama’s willingness to bring this idea to the U.N. Security Council opens the door to averting a U.S. strike and pushes back the likely strike date and a congressional vote on Obama’s decision. That has led to a collective sigh of relief, at least for the moment, throughout the country. And nowhere has that sound been louder than in the offices of the American-Israel Public Affairs Committee (AIPAC).

The debate has been a difficult one in Washington. A hawkish minority see striking Syria as a necessary deterrent, both to Bashar al-Assad reusing chemical weapons and emboldening Iran to pursue nuclear weapons, a decision hawks think will be influenced by a perception that the U.S. is so reluctant to get involved in another military escapade that it will not back up threats of using force. That’s what is meant by “protecting U.S. credibility.” But the majority of the U.S. public and, at least for the time being, the House of Representatives seems to be opposed to Obama’s idea of hitting Syria.

In one of a series of surprises around this issue, AIPAC publicly dove in to the Syria debate in DC, and faced the most daunting challenge they had in many years. One of the things that gives AIPAC its air of invincibility is their astounding record of success on Capitol Hill. One of the reasons they have that record is that they rarely get into fights they are not sure they are going to win. This one was far from that.

A vote held immediately after the president announced he was going to request authorization from Congress would have likely been unsuccessful. Some, myself included, believed that a full court press by the president combined with hard lobbying by AIPAC and the Saudis would, over the course of time, sway enough votes to give the president what he wanted. I’m pretty sure the Senate, in any case, will support Obama. The House is certainly more questionable.

If the vote in either chamber went against the president, it would mean an unprecedented loss for AIPAC. They’ve lost before, but never when they were working with, rather than against, the president of the United States. That they got involved with such an iffy proposition can only be explained by an Israeli desire to see Obama win this one, but also for the Israeli government itself — which, under Prime Minister Benjamin Netanyahu has faced unprecedented criticism for interfering in U.S. politics — to remain distant from the debate. In a most unusual development, it is Obama who keeps talking about Israel being a factor in his decision. AIPAC has adamantly refused to name Israeli concerns as a reason for their support of an attack on Syria.

Chemi Shalev, the very sharp Washington correspondent for the Israeli daily Ha’aretz wrote:

If AIPAC goes ‘all out,’ as Politico reported on Thursday, and ‘250 Jewish leaders and AIPAC activists will storm the halls on Capitol Hill beginning next week,’ but the House of Representatives nonetheless votes against the President, then the lobby’s image of invincibility, to which it owes much of its influence, will inevitably be jeopardized.

I’m not sure AIPAC’s air of invincibility would be jeopardized so much as it might be slightly diminished, another step on the unfortunately long road to normalizing the U.S. discussion of Middle East policy.

The other, younger and more moderate side of the Israel Lobby, J Street, had its own problems with the Syria issue. Internal debate in the organization had a stymying effect and left them without a position. While some were content with no stance from the “Pro-Israel, Pro-Peace” lobbying group, their silence can hurt them in the long term on the Hill.

Long-time DC observer Ron Kampeas has it just right when he says:

One of the most effective ways for lobbyists to accrue influence on the Hill is to convey to overwhelmed congresspersons and their staffers that the lobby has the expertise to help them arrive at an informed opinion. And if in addition to expertise, your lobby has a cadre of seasoned staffers who are able to shape a lawmaker’s concerns into legislative language that is likely to attract cosponsors and even achieve passage (the golden ring for a body that passes less than five percent of its proposed legislation), then you have influence.

J Street has been able to make some headway in recent years in campaign fundraising. But they have not been able to establish themselves as a reliable source of expertise on Capitol Hill. AIPAC remains a source for expert analysis, and that has a great effect on how members of Congress and their staffers, except for those few who actually have their own expertise on the Middle East, end up voting on Middle East matters. As Kampeas says, J Street wants influence, “…and answering ‘We dunno’ on Syria is not the way to go about earning it.”

J Street bills itself as the group that “has Obama’s back.” That involves giving him political cover to exert some moderate pressure on Israel to negotiate with the Palestinians, which, to date, they really have not been able to deliver (but they’re young — AIPAC also took a good number of years to build the sort of gravitas it has). J Street can also recover from the Syria crisis, as long as it doesn’t have more incidents where its own membership and leadership are so divided on an issue that they can’t take a stance.

But AIPAC has already taken a hit by openly lobbying, and declaring that it will flex serious muscle, in support of a military action that, for better or worse, is opposed by the majority of US citizens. If the issue does come to a vote, which still seems likely, and they lose one or both congressional chambers (which I don’t think will happen, but I hold a minority view), it will be a more serious blow. That’s reinforced by the fact that not only AIPAC, but also a lot of the more mainstream Jewish groups that tend to follow it, like the American Jewish Committee and World Jewish Congress, have come out forcefully behind a strike on Syria, and continued to press the point, even after the Russian proposal.

But I don’t think this will be as damaging as either Shalev or MJ Rosenberg think it will be. There is still no significant opposition to AIPAC’s lobbying power; this question was not directly connected to Israeli policy; and the most powerful tool in AIPAC’s arsenal — the public US misunderstanding of the Middle East, the Arab world and Israel, and especially the history of the Israel-Palestine conflict — is still in place, as is the perception that AIPAC speaks for, not the Jewish community as is often argued, but Jewish donors. US Jews make up a wildly disproportionate fraction of individual political gift givers, but while some large donors like Sheldon Adelson or Haim Saban are very clear about the decisive role Israel plays in where their money goes, it is far less clear how important Israel is in broader Jewish donations, and it’s virtually certain that the issue is not as prominent as is commonly argued.

Still, just by going so public with the Syria issue, AIPAC has suffered a setback, and this has not been lost on Israelis. Leaders and opinion makers in Israel from the liberal Ha’aretz to veteran Israeli diplomats are criticizing AIPAC for their actions on Syria. It’s not a huge hit, but AIPAC will feel it. If only someone, be it J Street or another group, would just take advantage of this opportunity…

Yesterday we charted the way Secretary of State John Kerry’s seemingly off-handed answer to a question about how Syria could deter a US strike morphed into what’s now being referred to as the “Lavrov Proposal“. As far as I can tell, it was Kerry’s predecessor Hillary Clinton who first publicly described the proposal for Syria to turn in its chemical weapons to international monitors as a US-Russian initiative (before she talked about endangered wildlife), rather than Russia seizing upon a US slip of the tongue, which is what it really looked liked. Well, while the proposal was actually first brought up by then-Senator Richard G. Lugar a little over a year ago, more people are now pushing the notion that Kerry’s gaffe wasn’t one at all, including the Secretary of State himself. Kerry provided his description of what went down on Monday during his remarks at the House Armed Services Committee today (emphasis mine):

Yesterday, we challenged the regime to turn them over to the secure control of the international community so that they could be destroyed. And that, of course, would be the ultimate way to degrade and deter Assad’s arsenal, and it is the ideal weapon – ideal way to take this weapon away from him.

This is how Kerry “challenged” Bashar al-Assad to hand over his chemical weapons:

Kerry continued that Russia “responded” to his challenge by saying they would come up with a proposal and that President Barack Obama would take a “hard look” at it if it was produced within a limited time. (Interestingly, the President hasn’t ruled it out.) Kerry also argued something we’re hearing over and over again now: this potentially good outcome would not have been possible without a credible threat of US military force.

After Kerry announced this US “challenge” in London during the question/answer period of a press briefing and Russia announced it had a proposal within a few hours, former United States Assistant Secretary of State for Public Affairs Philip J. Crowley tweeted why this could be a life preserver for Obama:

Today, former New York Times executive editor Bill Keller repeated some of Crowley’s arguments while arguing that Kerry did not act as a “careless pawn”:

I’m told by a senior administration official that Kerry’s comment was not as offhanded as it seemed. According to this official, Kerry and his Russian counterpart, Sergey Lavrov, first discussed the idea back in the spring. They returned to it more seriously last week, and Putin and Obama talked about it in at the G20 summit in St. Petersburg. The official said the administration sees the danger that the Russians or the U.N. will make it a delaying tactic, but that “in Kerry’s mind and in the President’s mind, it can be a win-win:” either you disarm Syria of its chemical weapons quickly and verifiably, or by exhausting a credible diplomatic option you win support for tougher measures against the Assad regime.

Of course, that still doesn’t explain why this alleged US challenge was presented only after Kerry was prompted with a question from a CBS reporter and why the State Department initially categorically denied that Kerry had made a proposal. Here’s a reminder of yesterday’s Daily Press Briefing with Deputy Spokesperson Marie Harf (emphasis mine):

MS. HARF: Thank you. The Secretary was making a rhetorical statement and you read the whole quote, which I actually appreciate you doing. Look, he’s not about to do this. That was – that’s what the –

*Update: Al-Monitor also reports that this proposal was in the making before Kerry’s comments on Monday. It still seems like Kerry at least jumped the gun, which is understandable, considering that he’s probably been going on less than 3 hours of sleep. In any case, here’s why all of this could unfortunately be going nowhere.
