The Jun. 14 election of Hassan Rouhani, nicknamed the “diplomatic sheik” during his service as Iran’s chief nuclear negotiator from 2003-2005, to Iran’s presidency was met with hopeful celebrations within the country. But reactions from key world leaders have been much cooler.

While a Jul. 13 Wall Street Journal report claimed that the Obama administration would seek direct talks with its long-time adversary, it remains to be seen how far the United States will go to bring about a mutually acceptable agreement and whether or not Iran would accept it.

Israel’s prime minister, who has been warning that Iran is getting dangerously close to building a nuclear bomb for more than two decades, wants the United States to increase pressure on Iran while ramping up the military threat.

“What is important is to convey to them, especially after the election, that that policy will not change. And that it’ll it be backed up by increasingly forceful sanctions and military action,” Netanyahu said Sunday on CBS’s “Face the Nation”.

But Washington has reportedly already assured the Netanyahu government that it will not decrease pressure on Iran following Rouhani’s win.

“We have told the Israelis we intend to judge the Iranians according to their actions and not according to their words,” an American official told the Israeli daily, Haaretz, on Jul. 14.

According to Ambassador Seyed Hossein Mousavian, a former spokesperson for Iran’s nuclear negotiators and who worked closely with Mr. Rouhani, absent substantial modifications in Washington’s negotiating posture, little will change on the Iranian side.

IPS spoke with Mousavian, currently a research scholar at Princeton University’s Woodrow Wilson School of Public and International Affairs, about prospects for change in the Iranian nuclear issue.

Q: Your article for the Cairo Review, which was written more than a month before Mr. Rouhani’s election, has generated a lot of discussion over the suggestion that one of Iran’s options is withdrawing from the Nuclear Non-Proliferation Treaty (NPT). Is Iran seriously considering this?

A: As I reiterated in the article published by the Cairo Review, the first and most favorable option for Iran is to continue seeking a peaceful resolution to the standoff. I explained the five major demands the P5+1 [U.S., Britain, France, China, and Russia plus Germany] made in recent nuclear talks to prevent Iran’s breakout capability and to ensure a maximum level of transparency. Iran, in return, had two major demands: lifting sanctions and recognizing Iran’s rights under the NPT. I have also proposed that the world powers and Iran place their demands within a package, to be implemented in a step-by-step manner with proportionate reciprocation. 

Withdrawing from the NPT has never been Iran’s intention. The US and Israel have initiated “all options on the table”, leaving open the possibility of a military attack on Iranian nuclear facilities. This policy goes against the UN charter, the NPT, and non-proliferation, where nuclear-armed states — the U.S. and Israel — are threatening to attack Iran, a non-nuclear weapon state. Therefore, as long as the U.S. policy of “all options on the table” remains valid, Iran as a sovereign state is forced to also have “all options on the table”.

Q: The Obama administration claims that Iran has not responded formally to the confidence-building offer made in Almaty, Kazakhstan in February. In your opinion, why haven’t they, and do you expect a formal reply after Mr. Rouhani’s inauguration?

A: The P5+1 proposal in Almaty sought maximum demands and provided the minimum in return. Rouhani’s administration would be ready for a fair and balanced deal, comprising all the major demands of both parties based on the NPT, placed within a package and implemented in a step-by-step plan with proportionate reciprocation.

Q: Is recognizing Iran’s right to enrich uranium a precondition to a negotiated solution?

A: It would be part of the package deal explained above.

Q: There are forces in Congress that would like to implement more sanctions on Iran before Mr. Rouhani is inaugurated. What effect can this have on prospects for the negotiations?

A: Iran would never take calls for direct talks and engagement serious as long as the U.S. continues its sanction and pressure policy. If Washington is genuinely seeking rapprochement, it needs to demonstrate that through an act of goodwill instead of through increased hostilities and animosity. Iranians place importance in U.S. actions, not just words.

Q: What’s the balance of forces as you see them in Iran with respect to those who want to take a hardline on the nuclear issue and those who are in favor of a greater flexibility, and what is the effect of sanctions on this internal debate?

A: There are two schools of thought in Iran with respect to the nuclear approach, but there is no dispute on Iran’s right to peaceful nuclear technology, which includes enrichment. The P5+1 and Western approach toward Iran’s nuclear dossier does however play an important role in the balance of these two schools of thought.

During the nuclear talks from 2003 to 2005 with the three European powers [UK, France and Germany], when I was a member of the negotiating team, Iran demonstrated far-reaching overtures to resolve the nuclear dispute. Iran implemented the maximum level of transparency a member-state of the NPT can commit to by accepting the Additional Protocol and Subsidiary Arrangement. We also demonstrated Iran’s readiness to commit to all confidence building measures, assuring the peaceful nature of the nuclear program—forever. Regrettably, Iran and its European counterparts failed to reach a final agreement because the US continued to deny the legitimate rights of Iran under the NPT. The US inflexibility and position altered the balance of forces in Iran toward those in favor of radicalism. Therefore, if the West seeks cooperation and flexibility from Iran, it has to respond proportionally and appropriately.

The sanctions policy is only good for a lose-lose game. The Iranian nation has suffered from the sanctions, while the West has suffered from the dramatic increase of Iran’s enrichment-capacity and level. Once sanctions were implemented, Iran increased the number of centrifuges from 3,000 to 12,000, the level of enrichment from 3.5% to 20%, the stockpile of enriched uranium increased approximately 800% and so on.

Q: Mr. Rouhani referred to Israel as Israel rather than by any other name in his first press conference as president-elect. In your opinion, do you think this portends a new approach by Mr. Rouhani? What could it look like?

A: Dr. Rouhani is not a man of radical rhetoric. He is courteous and logical and respects international norms and regulations. The key to resolving the dispute with Iran depends on whether the traditional Western policies of pressure, sanctions, threats and humiliating Iran will change to those based on respect, mutual interests and cooperation with Rouhani’s administration.

Q: In your view, what caused the Iranian government to reject the TRR fuel swap proposal in 2009 and subsequently accept it when Turkey and Brazil came forward as intermediaries in 2010?

A: Iran never rejected the TRR fuel swap proposal of October 2009. Iran was asking for the simultaneous exchange of fuel for enriched uranium. The West was instead demanding the immediate delivery of Iranian enriched uranium with the fuel only provided to Iran after 2 years. However, in December 2009, through Mohammad ElBaradei, Iran offered a direct deal between Tehran and Washington, where Iran would deliver the enriched stockpile immediately and receive the fuel rods after two years. This concession from Iran was to open a door for direct talks and make a deal with the U.S. The U.S declined the offer. After that Iran signed the deal with Turkey and Brazil because the U.S. president encouraged the Turkish Prime Minister and Brazilian president to reach an agreement. Yet again, the U.S. declined to support the deal and instead pressed ahead with sanctions on Iran.

Q: Why should the world have confidence in Iran now when it is believed that for many years Iran pursued “a policy of concealment” as Mr. ElBaradei once put it?

A: In 1975, Germany signed a contract to build a nuclear power plant in Bushehr, Iran, and was paid approximately 7.8 billion DM. The project was 90% completed at the time of the 1979 Revolution. Soon after the revolution, the West’s policy toward Iran was aimed at denying Iran’s right to a civilian nuclear power plant — a clear violation of NPT.

In 1976, France signed a contract with Iran worth $1.2 billion to produce the fuel for the Bushehr nuclear power plant on French soil. Once again, following the revolution, the West transgressed Iran’s right to access the international fuel market, in clear violation of the NPT. Such Western policies pushed Iran toward self-sufficiency. Moreover, during Iraq’s invasion of Iran (1980-88), the US and European powers provided the materials and technology for Saddam Hussein’s use of chemical weapons against Iran, killing and injuring about 100,000 Iranians. With such a history, can Iran have confidence in the West?

As former top State Department intelligence specialist Wayne White points out for Lobe Log, in the absence of a tenable ceasefire agreement, the quagmire that is the Syrian civil war will likely intensify, thereby only worsening post-Assad scenarios.

“The bottom line is that a sort of Catch-22 situation is continuing on the diplomatic front,” wrote White last week. “[T]he side that believes it has the upper hand and will eventually prevail militarily (currently the opposition) is unlikely to accept a truce because a ceasefire would interfere with its ability to sustain intense military pressure on the other side.”

Anyone hoping for even a temporary cessation to the deadly violence would have been shattered by Bashar al-Assad’s rare speech in Damascus on Sunday, where he thanked his base for showing “the whole world that Syria is impervious to collapse and the Syrian people impervious to humiliation.” The defiant president refused to step down while claiming he was ready to talk with the opposition. But as White noted, Assad did so while urging his supporters to continue fighting against the “bunch of criminals” who oppose him.

This political gridlock makes creative diplomacy appear all the more important in bringing an end to the ongoing carnage that’s ravaging the country. Asked if the Iranians should be included in diplomatic efforts, former top CIA analyst Paul Pillar told Lobe Log that ”Any multilateral diplomatic initiative has a better chance of success if all the parties with leverage to exert are included.”

Pillar is well aware of the fact that this may be easier said than done. UN and Arab League mediator Lahkdar Brahimi remains in between a rock and a hard place — expected to please everyone while not being able to please anyone. The brutal force that the government deployed to crush what were initially peaceful protests seems to have pushed both sides beyond the point of no return. Presently, the opposition’s recent disgust with Brahimi’s choice of Russia as the venue for his recent truce initiative has been overshadowed by the regime’s accusations of Brahimi’s “bias toward sides known for conspiring against Syria and the Syrian people.”

It was in this atmosphere of hopelessness that news surfaced Wednesday of over 2,130 Syrian prisoners being released by the regime in exchange for 48 Iranians abducted during what they claimed to be a religious pilgrimage in August. (The opposition had said that the Iranians were members of Iran’s Revolutionary Guard, which Tehran adamantly denied.) The massive exchange again raises the question of whether Iran has a role to play in bringing an end to the Syrian crisis.

This question may be more difficult to answer now than it was when the fighting first broke out over a year ago. On the one hand, the prisoner swap supports the argument that Iran holds considerable influence over Assad’s government and could help shift events toward a “peace process”. Throughout last year, Iran tried to inject itself into diplomatic processes taking place over Syria by, for example, supporting a failed United Nations-Arab League peace plan and making is own proposal in December.

On Syria, Iran is pursuing a dual track policy of support for the Syrian Government as it faces internal instability, while pressing Damascus to take measures to reduce tensions, open the grounds for negotiations with the opposition and find a path towards national unity and conciliation,” said Ambassador Seyed Hossein Mousavian, the former spokesperson for Iran’s nuclear negotiating team (2003 to 2005) and now a visiting scholar at Princeton University.

“Iran can play a major constructive role on the Syrian crisis,” he said.

That Iran reportedly included Syria in its five-point proposal presented during nuclear talks in Moscow last June could be an indication that it would be willing to bargain away its support for the regime — if it was provided with enough incentive. (Recall how the government of Mohammad Khatami reportedly offered to end Iran’s material support to Palestinian groups opposing Israel in a March 2003 proposal for “broad dialogue” with the US that was rejected by the Bush administration.)

On the other hand, this prisoner swap, which amounts to about 44 Syrians for every 1 Iranian, displays the extent to which Iran is tied to Assad’s repression. If the war in Syria is really about the major powers that are backing each side (Russia, Iran and China for the regime, and Turkey, Saudi Arabia, Qatar and Western countries for the opposition), and since the fall of Assad would indeed be a “major blow” to the Iranians, can Tehran really be expected to help its foes?

For now, talks with Iran over its nuclear program are expected to resume shortly, even if they’re already off to a bad start. But as the fighting in Syria produces ongoing suffering while the Israeli-led campaign against Iran’s nuclear program continues to involve the potential of a costly military conflict, considering all options on the Syrian diplomatic table be more important now than ever.

“If the Iranians are excluded from a joint effort to do something helpful, they are only more likely to do something unhelpful, said Pillar, who advocates a more flexible US negotiating posture with Iran.

“Engagement with Iran over Syria also can reap secondary benefits in other areas, such as the negotiations over Iran’s nuclear program, by expanding channels of communication and bargaining space,” he said.

A more prudent and productive course for the United States would be to continue the painful sanctions against Iran while formally adopting for the Middle East the same policy that for decades successfully protected America’s European and Asian allies against the much more dangerous threats emanating from Stalinist Russia and lately from nuclear-armed North Korea. An Iranian military threat aimed at Israel or any other U.S. friend in the Middle East would be treated as if directed at the United States itself and would precipitate a commensurate U.S. response.

Seyed Hossein Mousavian and Mohammad Ali Shabani, How to Talk to Iran: The Iranian perspective provided by a former lead Iranian negotiator (now at Princeton) and a SOAS doctorale candidate. Any deal with Iran needs to offer Iran a face-saving way out, they argue:

While Tehran views a deal on its nuclear program as being in its self-interest, Western leaders need to grasp that it would be devastating for Iran’s aberu to take the first step solely in exchange for promises. The dominant discourse in Tehran portrays the 2004 decision by the former Iranian president Mohammad Khatami to suspend uranium enrichment on a voluntary, temporary basis as a failure because it resulted only in humiliating calls by the West for an indefinite suspension. The moral of this narrative is that placing maslahat above aberu, even temporarily, leads to nothing good.

Trita Parsi, Is A Deal With Iran In The Offing?: The Iran expert, whose book, A Single Roll of the Dice – Obama’s Diplomacy with Iran topped Foreign Affairs’ Best Books of 2012 on the Middle East list, describes the motivation behind the US-led Iran sanctions regime in his analysis of whether a deal is possible this year:

…the deal must not just prevent a nuclear weapon in Iran, it must also put Iran “back into its place” within the regional pecking order. While acceptance of limited enrichment in Iran opens the way for a nuclear deal, strangulating sanctions are deemed necessary to remind Tehran and other regional powers who is the de facto hegemon in the region—and who isn’t.

Reza Marashi, Step by Step with Iran: The former Iran desk state department staffer and analyst argues that a step-by-step process based on reciprocity provides a framework for the least bad option for both sides of the Iranian nuclear spectrum:

Tehran would stop enriching to the 20 percent level; ship out its stockpile of corresponding uranium to a mutually agreed-upon third-party country; shut down its Fordow facility; and reduce its existing stockpile of low-enriched uranium below the level needed for any possibility of weaponization. In turn, Washington would suspend key banking sanctions, back a suspension of the EU oil embargo, and freeze new sanctions initiatives. Under this arrangement, both sides are trading an equal number of concessions, which in turn builds trust, buys time for negotiations to continue, and helps disarm spoilers in Washington, Tehran, Tel Aviv, Brussels and Riyadh.

Joe Klein, Obama’s Next Foreign Policy Battle: The TIME political columnist sums up how the battle over Chuck Hagel’s nomination as Secretary of Defense factors in to the tug-of-war between Israel lobby groups in the US and the President and his allies:

And then there’s Iran. A nuclear deal may be negotiated this year. The Iranians are suffering economically; there are indications that they are ready to talk. But any such deal will be vehemently opposed by Netanyahu and the neoconservatives. The Hagel nomination, if it comes, will be the warm-up act for those battles. It is a fight that would send an important message about the President’s intentions–to Iran, to Israel and to the out-of-touch leaders of the American Jewish community.

Eskandar Sadeghi-Boroujerdi, Former Supreme National Security Chief: Crass talk is not foreign policy: The title says it all. A key quote from a former Chief of Iran’s Supreme National Security Council:

“It is not clear whether the actions that have been undertaken in these last couple of years were engagement or confrontation. But that doesn’t mean all of Tehran’s weapons suck. Far from it. While some of the sillier Iranian gear is obviously meant mostly for fleeting propaganda purposes, the main hardware is grounded in experience and hardship. In a move certain to ratchet up already-high tensions with Iran, the administration of President Barack Obama will remove a militant anti-regime group from the State Department’s terrorism list, U.S. officials told reporters here Friday.

The decision, which is expected to be formally announced before Oct. 1, the deadline set earlier this year by a federal court to make a determination, was in the process of being transmitted in a classified report to Congress, according to the Department’s spokeswoman, Victoria Nuland.

The decision came several days after some 680 members of the Mujahedeen-e-Khalq (MEK), or People’s Mojahedin, were transferred from their long-time home at Camp Ashraf in eastern Iraq close to the Iranian to a former U.S. base in at Baghdad’s airport in compliance with Washington’s demands that the group move. The transfer leaves only 200 militants at Camp Ashraf out of the roughly 3,200 who were there before the transfers began.

Most analysts here predicted that the administration’s decision to remove the MEK from the terrorism list would only worsen already abysmal relations with Iran and possibly make any effort to defuse the gathering crisis over its nuclear programme yet more difficult.

“Delisting will be seen not only by the Iranian regime, but also by most Iranian citizens, as a hostile act by the United States,” Paul Pillar, a former top CIA analyst who served as the National Intelligence Officer for the Near East and South Asia from 2000 to 2005, told IPS.

“The MEK has almost no popular support within Iran, where it is despised as a group of traitors, especially given its history of joining forces with Saddam Hussein during the Iran-Iraq War,” Pillar, who now teaches at George Washington University, added.

“Any effect of the delisting on nuclear negotiations will be negative; Tehran will read it as one more indication that the United States is interested only in hostility and pressure toward the Islamic Republic, rather than coming to terms with it.”

The decision followed a high-profile multi-year campaign by the group and its sympathisers that featured almost-daily demonstrations at the State Department, full-page ads in major newspapers, and the participation of former high-level U.S. officials, some of whom were paid tens of thousands of dollars to make public appearances on behalf of the MEK.

Officials included Obama’s first national security adviser, Gen. James Jones, former FBI chief Louis Freeh, and a number of senior officials in the George W. Bush administration, including his White House chief of staff, Andrew Card, attorney general Michael Mukasey, and former U.N. ambassador John Bolton.

Created in the mid-1960s by Islamo-Marxist university students, the MEK played a key role in the 1979 ouster of the Shah only to lose a bloody power struggle with the more-conservative clerical factions close to Ayatollah Ruhollah Khomeini.

The group went into exile; many members fled to Iraq, which they used as a base from which they mounted military and terrorist attacks inside Iran during the eight-year war between the two countries. Its forces were also reportedly used to crush popular rebellions against President Saddam Hussein that followed the 1991 Gulf War.

During a brief period of détente between Washington and Tehran, the administration of President Bill Clinton designated the group as a Foreign Terrorist Organisation (FTO) in 1997 based in part on its murder of several U.S. military officials and contractors in the 1970s and its part in the 1979 U.S. Embassy takeover, as well as its alliance with Saddam Hussein.

When U.S. forces invaded Iraq in 2001, the MEK declared its neutrality and eventually agreed to disarm in exchange for Washington’s agreement that its members could remain at Camp Ashraf as “protected persons” under the Geneva Convention, an arrangement that expired in 2009.

The government of President Nour Al-Maliki, however, has been hostile to the MEK’s continued presence in Iraq. Two violent clashes since 2009 between Iraqi security forces and camp residents resulted in the deaths of at least 45 MEK members.

Last December, the UN reached a U.S.-mediated accord with the MEK to re-locate the residents to “Camp Liberty” at Baghdad’s airport, which would serve as a “temporary transit station” for residents to resettle in third countries or in Iran, if they so chose, after interviews with the UN High Commission on Refugees.

Until quite recently, however, the group — which Human Rights Watch (HRW) and a significant number of defectors, among others, have described as a cult built around its long-unaccounted-for founder, Massoud Rajavi, and his Paris-based spouse, Maryam — has resisted its wholesale removal from Ashraf. Some observers believe Massoud may be based there.

Secretary of State Hillary Clinton’s increasingly blunt suggestions that the MEK’s failure to co-operate would jeopardise its chances of being removed from the terrorism list, however, appear to have brought it around.

The MEK claims that it halted all military actions in 2001 and has lacked the intent or the capability of carrying out any armed activity since 2003, an assertion reportedly backed up by the State Department.

Earlier this year, however, NBC News quoted one U.S. official as confirming Iran’s charges that Israel has used MEK militants in recent years to carry out sabotage operations, including the assassination of Iranian scientists associated with Tehran’s nuclear programme.

“The Iranian security establishment’s assessment has long believed that foreign intelligence agencies, specifically the CIA, Israeli Mossad, and the UK’s MI6 utilise the MEK for terror attacks on Iranian nuclear scientists, nuclear sabotage and intelligence gathering,” noted Seyed Hossein Mousavian, a former senior Iranian diplomat and nuclear negotiator currently at Princeton University.

“Therefore, the delisting of MEK will be seen in Tehran as a reward for the group’s terrorist actions in the country,” he wrote in an email exchange with IPS. “Furthermore, Iran has firmly concluded that the Western demands for broader inspections (of Iran’s nuclear programme), including its military sites, are a smokescreen for mounting increased cyber attacks, sabotage and terror of nuclear scientists.

“Delisting MEK would be considered in Tehran as a U.S.-led effort to increase sabotage and covert actions through MEK leading inevitably to less cooperation by Iran with the IAEA (the International Atomic Energy Agency).”

He added that government in Tehran will use this as a way of “demonstrating to the public that the U.S. is seeking …to bring a MEK-style group to power” which, in turn, “would strengthen the Iranian nation’s support for the current system as the perceived alternative advanced by Washington would be catastrophic.”

That view was echoed by the National Iranian American Council (NIAC), which noted that the decision opens the doors to Congressional funding of the MEK and that leaders of the Iran’s Green Movement have long repudiated the group.

“The biggest winner today is the Iranian regime, which has claimed for a long time that the U.S. is out to destroy Iran and is the enemy of the Iranian people,” said NIAC’s policy director, Jamal Abdi.

“It will certainly not improve U.S.-Iranian relations,” according to Alireza Nader, an Iran specialist at the Rand Corporation, who agreed that the “delisting reinforces Tehran’s longstanding narrative regarding U.S. hostility toward the regime.

“Nevertheless,” he added, “I don’t think it is detrimental to U.S. interests as Tehran suspects U.S. collusion with the MEDK anyhow, whether this perception is correct or not.”

Karim Sadjadpour, an analyst at the Carnegie Endowment for International Peace, said the move was unlikely to be “game-changer” in that “the MEK will continue to be perceived inside Iran as an antiquated cult which sided with Saddam Hussein during the (Iran-Iraq) war, and U.S. Iran relations will remain hostile.”

“It doesn’t help (Washington’s) image within Iran, certainly, and some Iranian democracy activists may misperceive this as a U.S. show of support for the MEK, which could have negative ramifications,” he noted.

Another casualty of the decision may be the credibility of the FTO list itself, according to Mila Johns, a researcher at the National Consortium for the Study of Terrorism and Responses to Terrorism at the University of Maryland.

“The entire atmosphere around the MEK’s campaign to be removed from the FTO list – the fact that (former) American government officials were allowed to actively and openly receive financial incentives to speak in support of an organisation that was legally designated as a Foreign Terrorist Organization, without consequence – created the impression that the list is essentially a meaningless political tool,” she told IPS.

“It is hard to imagine that the FTO designation holds much legitimacy within the international community when it is barely respected by our own government,” she said.

No other group, she noted, has been de-listed in this way, “though now that the precedent has been set, I would expect that other groups will explore this as an option.”

Yesterday I picked up a copy of the July/August issue of Arms Control Today, the magazine of the non-profit Arms Control Association (ACA) that’s based here, in Washington, DC. Those who follow events surrounding Iran’s nuclear program and US-Iran relations will appreciate the ACA’s output, which, while not exclusively focused on Iran, consistently provides a wealth of related expert analysis and resources.

There are three important articles in this year’s Summer issue (available in print or online), the most interesting of which seems to be a piece penned by Hossein Mousavian, a former member of the Iranian government and nuclear negotiator who is now a research scholar at Princeton. Mousavian, who is no friend of President Mahmoud Ahmadinejad (he was briefly imprisoned in 2007 under dubious-sounding charges of spying), is considered an authority on matters related to Iran’s nuclear program especially when it comes to explaining the Iranian perspective. He does just that in Arms Control Today while charting the “origins” of and “current options” for the nuclear dispute. Missed opportunities and the constant imposition of pressure and punitive measures against Iran by the West have resulted in Iranian advances of its nuclear program, argues Mousavian, before listing 7 points in support of his thesis including historical triggers for Iranian nuclear advances such as the West’s withdrawal from nuclear deals that were made during the era of Iran’s last Shah, US support for Saddam Hussein’s savage use of chemical weapons against Iranian forces during the bitter Iran-Iraq war and Western failures to take advantage of deals proposed by Iran that would have satisfied almost all of the outcomes being sought today. Counterproductive seems to be the word for summing up the West’s approach to Iran according to Mousavian:

At the time of [the June 18-19 talks in Moscow], Iran had not only mastered enrichment to the 20 percent level, it had achieved milestones few could have imagined: the domestic production of fuel rods for use in the Tehran reactor, about 10,000 centrifuges, more than 6,000 kilograms of LEU, and 150 kilograms of 20 percent enriched uranium. Yet, the West still is not ready to respect the right to enrichment to 20 percent or even 5 percent. Not only has the West pushed Iran to seek self-sufficiency, but at every juncture, it has tried to deprive Iran of its inalienable right to enrichment. This has simply propelled Iran to proceed full throttle toward mastering nuclear technology. The Iranians never intended to go this far and would have been content with the West or another country supplying their fuel. The irony is that the progress of Iran’s nuclear program is the product of Western efforts to pressure and isolate Iran while refusing to recognize Iran’s rights.

While Mousavian states that the West seems positioned towards limiting its options to embarking on a disastrous military campaign or implementing measures that will only compel the Iranians to make further nuclear advancements, he still sees “a way out”:

All is not lost, however. Iran and the P5+1 could agree on a face-saving solution under which Iran would adhere to all international nuclear conventions and treaties at the maximum level of transparency defined by the IAEA. Furthermore, Iran would be flexible on 20 percent enrichment, its stockpile of material enriched to that level, and every other confidence-building measure to assure the international community that the country would remain a non-nuclear-weapon state forever. This would ensure the peaceful nature of Iran’s nuclear activity. In response, the United States and the other members of the P5+1 would agree to recognize Iran’s legitimate right to enrichment under the NPT and gradually lift the sanctions. This framework can be realized in forthcoming talks through a step-by-step plan based on the NPT, mutual confidence building, and appropriate reciprocity as agreed in the Istanbul talks in April.

Also in the magazine is an editorial by ACA Executive Director Daryl Kimball, a steadfast charter of Iranian nuclear developments, wherein he counters claims (most loudly made by hawkish commentators regularly tracked at Lobe Log) that all hope is lost over the possibility of resolving the current impasse peacefully:

A deal that ties Iran’s enrichment activities and its stockpiles to the actual needs of Iran’s nuclear power plants, combined with more extensive IAEA safeguards, could sufficiently guard against a nuclear-armed Iran. Pursuing such a course is difficult, but it is the best option on the table.

Finally, Harvard’s Olli Heinonen, who served for 27 years at the International Atomic Energy Agency (IAEA) in Vienna, lists Iran’s nuclear program advances, which he believes show that “Iran is positioning itself as a virtual or latent nuclear-weapon state”. But even Heinonen, a widely quoted expert who is never shy about shining a glaring light on worrying Iranian actions, says a “potential solution is still in sight”:

The involved parties already have charted the rough outlines of a long-term deal, comprising efforts by Iran to undertake practical steps to ensure that its nuclear program cannot be used for nuclear weapons and to give the international community confidence that this is the case. In return, Iran would receive cooperation with the West in a number of areas. These could include, as part of a comprehensive package, addressing Iran’s nuclear power needs, giving assurances of nuclear fuel supply, providing fuel for its Tehran Research Reactor to produce radioisotopes for medical and industrial purposes, replacing that reactor with a modern civilian reactor, and providing assistance in nuclear safety and security.

Heinonen concludes by urging continued participation in the diplomatic process with Iran:

The road of negotiations after Moscow will continue to be rocky, but it is crucial to keep diplomacy on track. This means focusing on the overall goal that would address the proliferation concern of preventing a nuclear-armed Iran, instead of becoming bogged down in the process itself.

The Guardian today about the bellicose rhetoric surrounding the Obama administration’s Iran sanctions policy. In addition to highlighting related policy recommendations from certain hawkish think tankers, I was also able to interview Paul Pillar, Seyed Hossein Mousavian, Hooman Majd and Hans Blix. Here’s how I begin:

The United States claims that sanctions against Iran are designed to convince it to change its behavior on a range of issues, but even the language used to describe them tells a different story. Sanctions are central to the Obama administration‘s “dual-track” strategy – explained as a combination of pressure and engagement intended to increase US leverage at the negotiating table. As Iranians struggle with increasingly “crippling” measures, advocates are justifying the resulting pain as the alternative to war.

No single influential figure has made war with Iran seem like a prospect more than Israeli Prime Minister Binyamin Netanyahu, despite warnings against the dire ramifications from key Israeli and western security advisers. Yet it was Netanyahu who inspired more standing ovations during a May 2011 hardline speech to Congress (29 in total) than Obama did during his state of union address in January of that year, and it has been Congress that has been pushing forward the harshest measures against Iran.

While Obama criticized the “loose talk of war” that was rampant during the American Israel Public Affairs Committee (Aipac) conference in March, discussions of sanctions by the administration remain heavily focused on the punitive element – in response to ongoing pressure from Israel and a seemingly pro-Netanyahu Congress. Obama’s unwillingness to match his red line on Iran (acquirement of a nuclear weapon) with Netanyahu’s red line (acquirement of “breakout capability”) is a key reason why relations between the two leaders remain publicly cool. At the same time, the administration’s efforts to project an image of toughness toward the Islamic Republic significantly overshadow any displays of confidence-building diplomacy.

It’s clear that Mousavian’s arrest was the result of a power struggle between the Ahmadinejad camp and the reformers which Mousavian has worked with throughout his career.

Currently a visiting scholar at Princeton, Mousavian has authored an article titled “Rules for Successful Engagement with Iran.” He argues that President Obama’s talk of moving forward “without preconditions on the basis of mutual respect” during his Cairo speech in 2009 was a new and welcomed step in the right direction but not followed through with actions. Ahmadinejad had likewise taken the “first tentative steps” at creating dialogue by writing letters to the George W. Bush and Obama administrations which were never answered. Obama’s initial gestures were “met with positive signs from Tehran” but then both governments receded into rigidity as far as concrete actions go.

Mousavian notes that despite instances of “unprecedented willingness of both Tehran and Washington to talk, engagement has failed thus far, and will continue to fail as long as both sides undermine it with “dual track approaches.” Dual track approaches are an “easy way to go” for both leaders considering domestic concerns and restraints, but “Rapprochement between Washington and Tehran will be possible only when, for the duration of engagement policy:”

  • The language of threats and angry rhetoric is set aside,
  • Hostile actions, sanctions, and other forms of coercive pressure are put on hold,
  • A comprehensive agenda, including all bilateral, regional and international issues, is discussed through direct talks,
  • Issues of common interest are given priority in the talks, and
  • Domestic political factions in both countries are convinced to cooperate, at least temporarily, while negotiations are conducted.

Mousavian is saying what many in the U.S. government already know but have thus far refused to come to terms with. Of course, in the absence of a real and urgent need to end this gridlock, neither side will back down from a position it has been building since 1979.

The U.S. has thus far remained devoted to appeasing Israel with its Iran policy rather than doing business with Iran and the Islamic Republic’s existence was founded on its oppositional posturing to the West. The Iranian government is, however, clearly the most disadvantaged and while the complexity of Iranian domestic politics has prevented it from aggressively courting the U.S., attempts by both the reformers and the Ahmadinejad faction of the principalists suggests that more power-holders are recognizing the importance of survival over ideology. But as long as the U.S. continues to strangle Iran with sanctions which are also hurting the Iranian people, the regime will do everything it can to act as though it’s not desperate. Until one side is forced to budge, progress towards good relations is unlikely. Meanwhile anti-rapprochement voices on both sides get louder and continue to garner support.

Hossein Mousavian: Iran is Ready to Negotiate–If

Seyed Hossein Mousavian was foreign policy adviser to former nuclear negotiator, Ali Larijani (2005-07), former spokesperson of Iran’s nuclear negotiation team (2003-05), former head of the Foreign Relations Committee of the National Security Council of Iran (1997-2005), and the former ambassador to Germany (1990-97). He is currently a visiting research scholar at Princeton University. This interview was conducted after Mousavian’s first public presentation since his arrest in Iran in April 2007.  He spoke to an audience of 5,000 people at Chautauqua Institution.

  • What are the prospects, realistically, for progress this year in diplomatic efforts? What are the realistic options for a U.S.-Iran rapprochement?

The supreme leader, Ayatollah Ali Khamenei, is the ultimate decision-maker and he will be ready to negotiate once Iran is offered the right package. He does not object to transparency because he already issued a fatwa in 1995 against weapons of mass destruction. But he is against discrimination, suspension [of uranium enrichment], and the deprivation of Iran’s rights under the Nuclear Non-Proliferation Treaty (NPT).

I do not understand the notion that the supreme leader is not willing to negotiate—considering how the issue of Iran’s right to enrichment has never been approached properly. Ultimately, prospects for negotiation depend on whether the P5+1 (five permanent members of the U.N. Security Council plus Germany) offers Iran an acceptable package.

Even during the 2003-2005 negotiations, Iran’s confidence-building measures—including suspension of enrichment, implementation of the Addition Protocol, and inspections beyond those required by NPT—all had to be approved by the supreme leader. Otherwise, we would not have been able to implement those policies. This is the same leader.

By early 2005, the supreme leader had lost confidence in the ability of the Europeans—Iran’s main negotiating interlocutors at the time—to deliver on their promises. This was before Mahmoud Ahmadinejad’s presidency.

Now, after eight years, there is still a dispute among the P5+1 members over Iran’s rights. In 2005, Russia, China, Germany, and even France were prepared to recognize Iran’s rights to enrichment, but the United Kingdom and the United States were not. The U.S. position at the time was that Iran could have not any centrifuges.

Since Barack Obama won the presidency, there has been a clear change. As far as I understand, the United States is prepared to recognize Iran’s rights to enrichment under certain conditions—such as intrusive inspections, temporary limit on the number of centrifuges, etc.

I am surprised that the Europeans—led by France—are now resisting. Paris is pushing the United States to discuss enrichment at the end of negotiations, rather than at the beginning. So, while Washington has come to understand that no agreement can be reached without first recognizing Iran’s rights,  France has a different position.

That is why the P5+1 policy towards Iran has failed and will continue to fail until there is willingness to accept Iran’s rights to peaceful nuclear enrichment. The suspension era is over.

It is simply not acceptable for P5+1 countries, which control 98 percent of the world’s stockpile of nuclear weapons, to deprive others from the pursuit of peaceful nuclear energy and fuel cycle.

  • What conditions need to be met for negotiations to be successful? What does Iran need to do? What does the U.S. need to do?

The P5+1 want a step-by-step approach toward negotiations, but Iran wants to see the final result. The step-by-step approach does not work. A comprehensive package acknowledging Iran’s right to enrichment should be placed on the table at the start of negotiations. In other words, both parties should see the final outcome.Otherwise, the Iranians will not enter a road where they cannot see the end.

After agreeing on a comprehensive package, the parties can then further negotiate on the implementation of the package in a phased manner, with an agreed upon timetable. Without a timetable, Tehran will again hesitate to enter an agreement given its concerns about the P5+1’s intentions to play with time and prolong the negotiation process.

On the nuclear issue, the end state for the Iranians is full rights under the NPT, without discrimination over enrichment. Other countries enrich but do not face sanctions. The nuclear impasse will not be resolved as long as U.N. resolutions are enforced because they require Iran to indefinitely suspend enrichment and provide access to sites and scientists for an indefinite period.  These conditions extend beyond the framework of NPT.

Parties negotiating with Iran have pushed for measures beyond the NPT and the Additional Protocol, with no definition of what those measures are and no limit on their scope.  That is why I think Iran will never accept these resolutions.

  • What would convince Iran to cooperate with the world’s six major powers?

The focal point of the P5+1 negotiations should be assurances about the peaceful nature of the Iranian nuclear program and non-diversion toward weapons program in the future. If the P5+1 is seeking the above outcomes, then talking about suspension—especially indefinite suspension—is both meaningless and useless. Suspension has nothing to do with transparency. Iran views indefinite suspension as a way for the P5+1 to buy time for a long-term ban on Iran’s enrichment program and ultimately its discontinuation.

Instead, the P5+1 can ask Iran for objective guarantees. The Europeans are the ones who first introduced the term “objective guarantees” in 2003-04, during the Paris Agreement. We [the Iranian negotiating team, of which Mousavian was a part] asked them to define what they meant, including the measures they expected from Iran for full transparency. They were never able to fully define what they meant.

The P5+1 can never ask Iran to give the International Atomic Energy Agency (IAEA) access that goes beyond NPT and the Additional Protocol for an unlimited period. That is clear discrimination and the Iranian parliament would never accept it. But if the P5+1 asks for confidence-building measures beyond NPT for only a short term, then it is possible because Iran showed such gestures when Dr. Rowhani and Dr. Ali  Larijani’ were chief negotiators.

  • What steps could Iran take to build confidence?

We need a fair and balance “solution package” as a face-saving exit for both parties. To meet Iran’s bottom-line requirements, the P5+1 should respect the rights of Iran under the NPT, including its right to uranium enrichment; lift the sanctions; remove Iran’s case from UN Security Council and normalize nuclear cooperation with Iran under NPT.

In response, Iran could demonstrate objective guarantees, more transparency and confidence-building measures in a number of ways :

  • Commit not to enrich uranium above 5 percent during a period of confidence-building—as long as the international community sells it fuel for the Tehran Research Reactor, which uses 20 percent enriched fuel (Iran’s Foreign Minister, Ali Akbar Salehi, made this offer in February 2010.)
  • Adhere to all international nuclear treaties at the maximum level of transparency and cooperation as defined by the IAEA.
  • Take steps toward regional and international cooperation for enrichment activities within Iran.
  • Limit enrichment activities to its actual fuel needs.
  • Export all enriched uranium not used for domestic fuel production and refraining from reprocessing spent fuel from research reactors for a period of confidence building.
  • Resolve all IAEA’s remaining technical issues within the “Modality Agreement” or “Work Plan” signed between ElBaradei and Larijani in 2007.

I also think that a parallel, comprehensive agreement on Iran-U.S. bilateral relations is essential for achieving a realistic, face-saving solution to the nuclear issue. This package should be negotiated between Tehran and the United States directly, while Iran’s nuclear issue can be negotiated within the framework of the P5+1 talks.

  • What role does domestic politics play in Iran’s position?

A very substantial one.  The reality is that the overwhelming majority of Iranians are pro-nuclear technology.

Before 1979, full rights on the nuclear program was a red line for the shah, who demanded full rights—including reprocessing and enrichment—under the NPT. After the revolution, the Islamic Republic also eventually came to view the nuclear program as a red line. It was so under the presidencies of Akbar Hashemi Rafsanjani, Mohammad Khatami, and Mahmoud Ahmadinejad. Therefore, it does not matter whether moderates, reformists, or principlists are in power or whether we have a monarchical system or an Islamic Republic. The 50-year history of Iran’s nuclear program has proven that it has always been a red line, regardless of the governing system.

  • How will heightened sanctions against Iran—both economic and human rights –affect future negotiations?

Sanctions have not, and will not, change Iran’s nuclear posture. This is just a reality that Iran’s interlocutors have to come to terms with.

After three decades, unilateral and multilateral sanctions against Iran’s nuclear program have not led to the intended results. For example, they have failed to change Iran’s nuclear policy, the Iranian population still views the nuclear program as a national right. And Iran has been able to acquire long-range missile capabilities, a nuclear fuel cycle, and advanced chemical and biological technologies.

But there is also another reality that it is very difficult to reverse sanctions, particularly the unilateral ones imposed by the United States Congress. Existing U.S. legislation does not endow the president with the authority to waive or terminate sanctions in response to goodwill gestures on Iran’s part.

It is the understanding of these dynamics that have made Iran more insistent on seeing the end game at the beginning of negotiations. In other words, recent sanctions have made Iran more suspicious of the United States intentions. Tehran does not see unilateral sanctions as instruments of pressure but in fact as mechanisms promoted to make a comprehensive agreement impossible and maintain the regime change scenario always on the table.

  • Russia has proposed a “step-by-step” proposal for nuclear negotiations between Iran and the P5+1. What are the prospects, realistically, for the Russian initiative?

The initiative is a step forward but it is not a new proposal. The Russians first presented a similar plan to the United States in October 2010.  Now, after the failure of negotiations in Geneva and Istanbul, Moscow believes the proposal can be a breakthrough.

I do not know the plan’s details but if it is a step-by-step one, it can only be successful if does not promote yet another round of suspension and it defines an end game entailing the following:

  1. Iran’s full rights to enrichment
  2. Lifting of sanctions
  3. Removal of Iran’s nuclear file from the U.N. Security Council and the IAEA Board of Governors

Engagement is both logical and realistic. But in the absence of a negotiable framework, the two parties will not be able to compromise. If the focus is on making Iran’s program transparent and assuring its peacefulness, then a framework for negotiations can be developed. But if the idea is to force Iran to do something that no other country is asked to do, then there will be no agreed upon framework for talks. Even if there are meetings, they will not go anywhere.
