Shortly after President Obama’s startling telephone conversation with Iran’s new president, Hassan Rouhani, a Saudi Arabian journalist wrote that “The phone call between Obama and Rouhani shocked the Gulf states, Jordan, Turkey, Israel, and other countries.”  No matter which president initiated the call, he wrote, “What is important to know is what stands behind the conversation and how deep the ties are between America and Iran.”

Never mind that there are no “ties” between Washington and Tehran, let alone “deep” ones. His article reflected concern among Saudis that the United States might negotiate some wide-ranging settlement of its issues with Iran and that any such deal would automatically be detrimental to Saudi interests.

Such anxiety has surfaced in Riyadh many times over the past two decades, dating to Madeleine Albright’s unsuccessful efforts to reach out to Iran when she was secretary of state in Bill Clinton’s second term. No doubt many prominent Saudis share the journalist’s sentiment, not just in the ruling family but in the Sunni religious establishment.  In their short-sighted view, regional security is a zero-sum game: if it benefits Iran, it must be bad for Saudi Arabia. To this group, as the authors of a major RAND Corp. study noted in 2009, “the prospect of U.S.-Iranian rapprochement (or even near-term coordination on Iraq) would appear to jeopardize the privileged position Riyadh has long enjoyed in Gulf affairs.”

Since that study appeared, Saudi antipathy to Iran has only increased. Iran’s growing influence in Iraq, its all-out support for the regime of Bashar al-Assad in Syria and for Hezbollah in Lebanon, and its perceived instigation of civil unrest in Bahrain have exacerbated Saudi anxieties and reinforced the kingdom’s determination to keep Iran isolated and economically constrained.  At the same time, the Saudi perception that the United States abandoned Egypt’s Hosni Mubarak, a longtime ally, and might do the same to them if regional circumstances changed, has led some Saudis to doubt the long-term reliability of the United States as anchor of the kingdom’s security. Their doubts were not alleviated when panelists at a Gulf security conference in Washington earlier this year projected a reversal of the regional alignment over the coming decade, with Iran emerging as more friendly to the United States and Saudi Arabia less so.

The Saudis have also been peeved about the inability of the United States to deliver on its commitment to a two-state solution that would end the Arab-Israeli conflict. That diplomatic stalemate has allowed Iran, which refuses to acknowledge Israel’s existence and openly supports Hezbollah, to present itself to the Arab world as the true champion of justice for the Palestinians,  as opposed to the Saudis, who have offered a comprehensive plan for peace with Israel.

Furthermore, the Saudis went all-in to try to engineer the ouster of Assad, believing that they were in tune with U.S. policy. Now they may be feeling exposed as the United States and Russia appear to be pursuing a different course.

And it is certainly true that many of Saudi Arabia’s leading officials, including some diplomats in the foreign ministry, harbor a deep loathing for, and suspicion of, all things Shia. A softer U.S. line on Iran would not make those Saudis more comfortable in the bilateral relationship.

Moreover, the Rouhani initiative, assuming it is genuine rather than cosmetic, coincides with a growing realization in Saudi Arabia that the United States is becoming steadily less dependent on Gulf oil. Could the Obama administration’s announced shift of strategic resources to Asia presage a reduction of U.S. commitments in the Gulf? Senior U.S. officials say no: Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, said a few months ago that “You can take it to the bank” that the U.S. will maintain its posture in the Gulf for the foreseeable future.

Thus, recent reports of anxiety in Riyadh about a possible shift in relations between Washington and Tehran were predictable, and may well have some basis in fact.

But there are also Saudis who understand that a better relationship between Washington and Tehran might actually benefit the kingdom. After all, the two countries shared a strategic alignment with the United States before the Iranian revolution. In that era, Iran was far more powerful than Saudi Arabia militarily and economically, but the Saudis did not perceive it as a strategic threat, partly because it was influenced by the United States and partly because Saddam Hussein’s Iraq provided a protective buffer — a buffer that the United States dismantled with its invasion of Iraq a decade ago.

Even during the past decade, when tensions were high over Lebanon, Bahrain, Iraq and other issues, the Saudis and Iranians found ways to work cooperatively when it was in the interests of both countries. “Such calculations often take place independently of U.S. pressure or encouragement,”  the RAND report noted, adding that in past times of tension with Washington the Saudis have been more flexible, rather than less so, in their regional rivalries.

“With the ‘moderation’ discourse strengthened during the presidency of recently elected Hassan Rouhani, pragmatism will be enhanced in Iran’s regional policy,” the columnist Kayhan Barzegar, an experienced analyst of Gulf affairs, predicted in the online magazine al-Monitor after Rouhani was inaugurated. “This development will weaken the existing ‘mutual threat’ perception between Iran and Saudi Arabia that is rooted primarily in the policies of both countries in response to regional issues. Such a development will also consequently strengthen relations between the two. Iran and Saudi Arabia are not interested in an intensification of sectarian or geostrategic regional rivalries. They are well aware that such rivalries will eventually be instrumentalized and used politically, draining energy from both sides. The result will be increased instability and growth of extremist trends in their backyard. Conflict between the two also provides an opportunity for other rival actors, such as Turkey and Qatar, to play an active role in regional issues at their expense, such as happened with the Syrian crisis, which is not currently welcomed by the Iranians or the Saudis.”

In fact, there are several ways in which a lessening of tensions between Iran and the United States could actually benefit Saudi Arabia. To achieve some form of rapprochement with the United States now, Iran would be required to forgo definitively any attempt to build or acquire nuclear weapons — a development that could hardly be depicted as detrimental to Saudi interests. The United States would also press Iran to curtail the aggressive policies that have destabilized the region for years. If Iran’s leaders truly want relief from international economic sanctions, they will have to persuade the countries that imposed them that they will be good neighbors to Iraq, Saudi Arabia and the smaller Gulf states. Would that not assuage some of the security concerns that have prompted Saudi Arabia to spend tens of billions of dollars on new U.S. weapons?

If Iran were to curtail its support for Hezbollah in order to improve relations with Washington and the West, it might forfeit its position as “more Arab than the Arabs” on the issue of Israel, another development that could be to Saudi Arabia’s advantage.

And Saudi Arabia’s Gulf neighbors such as Qatar might no longer feel the need to hedge their bets by keeping some distance between themselves and Saudi Arabia and maintaining correct relations with Iran, thus facilitating Saudi Arabia’s desire to exert the regional leadership to which it feels entitled.

On a visit to South Asia when she was secretary of state, Albright chided the Pakistanis for opposing a U.S. initiative to expand economic ties with India. The initiative was not aimed at undermining Pakistan, she said, and might actually be helpful if an expanding Indian economy brought greater cross-border trade.

The Pakistanis didn’t buy it, but that did not diminish the validity of her message. It might be useful now for Obama and Secretary of State John F. Kerry to explain to the Saudis that any deal with Iran will be a long time in the making and will not damage U.S. ties with Riyadh unless the Saudis want it that way.

The recent telephone conversation between Presidents Obama and Rouhani — and their positive descriptions of the exchange – are precisely on target for bringing an end to the Iran-US Cold War.

Distrust has been the background noise for that conflict for more than 35 years. It need not have been so.

During the 1960s and 1970s, the US observed a restriction on dealing with Iranians that was virtually unique in our diplomatic relations: we refused to have contact with the sovereign’s opponents. Even on American soil we declined to sit with anti-regime Iranian students. Once in the 1970s, an enterprising political officer in Tehran made an appointment to call on a prominent bazaar mullah. The Ministry of Court called Ambassador Richard Helms and said the visit would be unwise. The appointment was cancelled. In 1975, visiting Senator Charles Percy was briefed at the American and Israeli embassies. The latter told him that the mullahs were the regime’s greatest threat. Such an analysis was never heard from the Americans.

Come the revolution of 1978 and it soon became apparent that we were in touch with only one-half of Iranian politics — the losing half. Slowly, cautiously, Embassy political officers began to talk to oppositionist Mehdi Bazargan and his friends. In Washington, however, Deputy Secretary Warren Christopher forbade me as an Iranian desk officer to meet with Ibrahim Yazdi who was on his way to serve Ayatollah Khomeini in Paris.

That gentleman, leader of the revolution, remained off limits until about a month before the end game. Bill Sullivan, ambassador in Tehran, proposed that Washington send a representative to meet with the Ayatollah. President Jimmy Carter agreed. Retired Ambassador Ted Eliot was picked to do the job of explaining US policy towards the conflict and urging a more moderate approach for the revolutionaries. The Shah was informed and shrugged, “A great power must protect its interests.”

Carter and his advisor Dr. Zbigniew Brzezinski left for the Guadeloupe summit of world leaders and returned with an altered perspective: the call on Khomeini was cancelled without explanation. Sullivan — on a secure phone line — cursed eloquently whoever made that “stupid decision.”

Would it have made a difference if there had been an American meeting and exchange with Khomeini? Might it have overcome the abiding conviction of the Iranian revolutionaries that we were unalterably committed to the Shah’s rule?

Perhaps not. Many on the wrong side of the barricades were convinced that Washington was determined to keep Iran as a subservient ally. But a meeting might — just might — have generated some reflection and questioning of customary wisdom. With follow-up meetings, talks could have led to a more moderate and balanced view of the American role in the region. As it was, in the months that followed, Iranian officials regularly scolded American embassy personnel for “not accepting the revolution.” Assurances to the contrary did not ring true when we refused even to talk to the revolution’s leader.

That was the backdrop for Washington’s efforts to construct a new and more normal relationship with Tehran. In the spring of 1979, Washington named a new ambassador, Walt Cutler, and Charge Charles Naas prepared to depart. Naas proposed that he seek a meeting with Khomeini to absorb the angry old man’s ire but leave the precedent of an exchange for Cutler’s benefit. Washington approved. Iran’s interim prime minister, Bazargan, was enthusiastic; here was evidence that the US was taking a new, fresh attitude towards the revolution. Perhaps a first step towards easing distrust? We hoped so, too.

But it was not to be. The Iranians executed a wealthy Jewish businessman and friend of the Shah, one of a series of judicial murders against the old regime. Led by Senator Jacob Javits, the US Senate quickly condemned revolutionary Iran in a resolution that was drafted without Executive Branch input.

Khomeini was furious at the perceived insult and interference in Iran’s affairs. He was also cautious. “Don’t break relations with them,” he told his associates. “But make them know they can’t treat us like the puppet Shah.” The agreement for Cutler as ambassador was nullified; the visit of Naas to Khomeini was cancelled.

Distrust blossomed. Washington had lost two openings to explain its policy toward Iran and gain a clearer insight as to where the country was headed. When the embassy was seized in November, we Americans had no established connection with the one man who might have ended the crisis. We could only shout at each other across an ocean.

Obviously, talking to an antagonist alone can’t fundamentally alter a relationship. But it can enhance understanding and cast doubt on dogma. Distrust breeds where one doesn’t hear, “on the other hand” or, “have you thought about the issue from this perspective?”

Not talking opens doors and windows to those who would further embitter a relationship out of ignorance, accident or design. The US-Iranian connection is replete with long periods of destructive silence.

If tensions between Tehran and Washington are to be eased, it is imperative that leaders in the two capitals keep up the flow of exchanges — at the most senior level and also between cadres of officials on both sides. Before too long, that would mean reopened embassies and revitalized exchange programs.

Iran is a land nurtured by poetry and rhetoric. Free speech is a prime American value. Relying on these aural talents, it is time for a continuous and growing exchange between the two nations.

Not everyone shares the optimism surrounding the recent communication between Presidents Barack Obama and Hassan Rouhani. From Israel, Saudi Arabia, the Gulf Monarchies and, of course, Washington, DC, voices of war are in a panic that tensions between the U.S. and Iran might be reduced by some means other than further devastation of the Islamic Republic.

The concern that Iran might emerge with a better relationship with the United States is quite vexing for the Gulf rulers and for Israel. For some years now, the drive to isolate Iran has focused almost entirely on the nuclear issue. In fact, regionally, much of the concern has been the ascendancy of Iran as a regional player more broadly, with revolutionary rhetoric that challenges the dominance of Saudi Arabia and the Gulf States. Since the destruction, by George W. Bush’s invasion of Iraq, of the dual containment policy, the issue for these parties has been how to contain Iran and its regional influence.

Iran has been cast as an “aggressor nation,” and this has been sold by illustrating Iran’s support for Hezbollah and other militant groups, its often bombastic rhetoric, and for the past decade, Iran’s ducking from some of its responsibilities to the International Atomic Energy Agency (IAEA). What gets left out is that Iran has never initiated an attack on another nation, its threats to “wipe Israel off the map” are factually known as (just not in mainstream discourse) to be a de-contextualized mistranslation of former President Mahmoud Ahmadinejad’s words, and even Iran’s failures with the IAEA have been part of a back and forth exchange, where they refuse or neglect to comply with some things in response to what they see as US-led unfair sanctions or restrictions. That doesn’t mean Iran has not caused some of these problems itself, it has. Lack of transparency on nuclear issues tends to raise the hackles of one’s enemies. But all this has hardly been the one-way street that’s been portrayed.

Too much scrutiny toward all of this sits poorly with Riyadh, Jerusalem, and in many circles in Washington. But because so much of the anti-Iran feeling has focused for so long on the nuclear issue, such scrutiny could come to bear at least a little more if Obama and Rouhani work things out. Labelling Iran an “aggressor nation” without the nuclear issue simply wouldn’t have the same impact anymore.

To combat this, Israel has been publicly playing down Rouhani’s overtures, sometimes calling him a “wolf in sheep’s clothing,” and more generally, taking the “prove it” line. But Israeli Prime Minister Benjamin Netanyahu’s standard for proof is unrealistically high, and this is no accident. He has said that the conditions Iran must agree to are: halting all uranium enrichment, removing all enriched material, closing the reactor at Fordo and stopping plutonium production. This position is an obvious non-starter, but it reflects what has been the United States’ own position until now. Obama’s statements, while far from explicit, have given Iran reason to believe that this may have changed.

The reactions of Israel and the Gulf states would be puzzling if preventing a nuclear Iran was their main focus. But this has always been a means to an end: to isolate Iran and slow its rise as a regional power. The over-emphasis on the nuclear issue risks blunting other tools.

The American Israel Public Affairs Committee (AIPAC) is already setting its sights on this issue. An AIPAC memo published on Sept. 20 urges the negotiations to be “backed by strength,” a vague enough statement, but one that shines light on its specific proposals.

One option AIPAC wishes to impede is the possibility of sanctions relief. “If Iran suspends its nuclear activity, the United States should be prepared to suspend any new sanctions” (emphasis added). This seems to make it clear that AIPAC wants to see the continued isolation of Iran no matter how the nuclear issue is resolved. UN Security Council (UNSC) resolutions have repeatedly demanded that Iran suspend its enrichment programs and heavy water reactor programs, but the most recent resolutions, particularly UNSC 1835, also emphasize the UNSC’s commitment “to an early negotiated solution to the Iranian nuclear issue” (emphasis mine). That is not something AIPAC wishes to see. An Iran that gets an agreement can be strengthened regionally. An Iran that either continues to labor under the status quo of sanctions and the looming threat of war or surrenders on the nuclear issue is seriously weakened. That is the game that’s being played here.

But this time, the playing field is much less certain. In the wake of the outcry against an attack on Syria, will AIPAC be able to push its measures through Congress without watering them down sufficiently to give Obama room to pursue substantive negotiations with Iran? Other than paranoia, there is scant evidence to support the position that Iran is merely putting on a show to stall for time while pursuing a nuclear weapon. But America’s own war footing keeps the risk of another Western misadventure in the Gulf region a real possibility. Obama seems bent on steering us away from that, and at least at first blush, seems to be acting on the will of his constituency in doing so.

Saudi Arabia will certainly add its voice to Israel’s on Capitol Hill. And Iran is not Syria. As appalled as many in the U.S. were over the use of chemical weapons in Syria, they were not convinced, for a variety of reasons, that this was cause for their country to take military action again in the Middle East. Syria may not be well-liked in the United States, but it is not a direct enemy. Iran is perceived as such, and has been ever since the fall of the Shah and the ensuing hostage crisis at the U.S. embassy in Tehran in 1979-80. It may be that concern over Iran and the nuclear issue will provide fertile ground for AIPAC’s efforts to sabotage peace talks. It will also be a good deal easier to push their agenda in Congress because they won’t be advocating the immediate use of U.S. armed forces against Iran, as was the case with Syria.

While the congressional playing field is not entirely clear yet, one thing is obvious. Obama is going to need support in his peacemaking efforts. That support will need to come from the U.S. public and he will need to know that he has it in order to counter what is sure to be a furious onslaught from the most powerful forces that oppose any normalization with the Islamic Republic. That onslaught is coming and it is going to be furious. Obama will also need support from Iran, of all places. Rouhani will need to maintain the positive face he is portraying. And Rouhani should not be alone in this endeavour. Iranian Foreign Minister Javad Zarif, apparently recognizing that Rouhani had not gone far enough in distancing himself from Mahmoud Ahmadinejad’s Holocaust denial, has made sure to unequivocally acknowledge the Holocaust and its horrors. However prominent one thinks that issue should be, the clear statements were obviously intended to forestall the use of that issue against progress in upcoming nuclear talks.

More of that will be needed. Obama has restarted his Iran diplomacy on the right foot, being bold with his phone call to Rouhani and cautious in his public statements. He is proceeding deliberately but not giving his opponents big openings to attack his efforts at diplomacy. But the storm that is heading for Capitol Hill on this issue is going to be fierce. Obama will need all his skills and all the help he can get in weathering it.

I read about the Obama-Rouhani phone call in Farsnews, the hardline Iranian agency sometimes referred to as False News for the way it manages to distort certain events. (The official Islamic Republic News Agency (IRNA) was apparently the first to report the call). Feeling skeptical, I turned to the New York Times where no mention of the event could be found as of yet. By the time I turned to CNN International — which, unlike its American counterpart, thinks its audience deserves better than frivolity and drama — Obama was already talking about Syria with the streaming headlines below his image confirming the phone call.

Obama’s words were not that different from his conciliatory speech at the UN General Assembly, but the news of the phone call between him and Hassan Rouhani has been met with silent awe by all and smiles from most, as documented here by Ali Reza Eshraghi.

I have been in Tehran since the beginning of this month, mostly absorbing conversations everywhere about what Rouhani can do, cannot do, and should do. But I have also heard plenty of talk and questions about Obama and his presumed lack of backbone.

Conversations usually begin with a question directed at me, the American political scientist in the room, about the rhymes and reasons of US policy on Iran. Of course, the questions are usually rhetorical since everyone in the room is more of a political “expert” than I am. This is Tehran, after all…

It usually takes a few seconds before the cacophonous discussion turns to the influence of Israel and Israeli lobbies in the US. “They would not allow it” is the repeated declaration and lament.

But Obama’s UN speech and phone call is raising eyebrows — even a momentary silence. It’s now time to watch and be cautiously optimistic about Obama’s ability for a pushback.

Meanwhile, the Iranian President is also impressing people with his presumed grit. I heard someone say yesterday that Rouhani probably would not have arranged to receive the phone call had the hardline press not acted so pleased with his refusal to shake Obama’s hand and not made fun of the reformist press for hoping for such an encounter.

Rouhani has accomplished more than what most expected from him both domestically and internationally. The release of some political prisoners; a returning degree of calm to economic expectations; the resurgence of a vibrant political press; the opening of the cultural arena; and public commitment to the resolution of the nuclear issue all confirm a re-direction at the top in response to public sensibilities. But few expected this re-direction to have palpable results so soon. The mood remains patient, but clearly pleased.

Yes, a shoe was thrown at Rouhani upon his return from New York City from a group of about 50 or so male demonstrators. But there were more supporters than detractors. It is also true that the intractable Hossein Shariatmadari of Kayhan has found 5 “lamentable” aspects of Rouhani’s trip and performance (including the way the President answered the Holocaust question, his reference to Israel instead of the Zionist regime, and of course, the phone call). But he has also had to defend himself against the charge of sounding more like Bibi Netanyahu than the Leader’s representative to the state-run newspaper.

No one expects Iranian opposition to the easing of tensions with the United States to go away. Over 4 million people voted for Saeed Jalili, Iran’s former nuclear negotiator deemed as the candidate who would continue Mahmoud Ahmadinejad’s path. In fact, one of the anti-Rouhani demonstrators was identified as a senior worker on Jalili’s presidential campaign by a few websites. But there is also no denying that at least for now, the detractors are in the minority and mostly focused on the naïve nature of the current Rouhani policy and the presumed trust he may have in the possibility of real change.

They are preparing the ground for their “we told you so” six months from now. In the words of Mehdi Mohammadi, “then no one can say that not seeing the village chief is the problem. Now that they are sitting in front of the one they have called the village chief… If [the problem] is not resolved do we have the right to say that the problem lays elsewhere?”

This is why Obama is also intently watched in Iran. Most are hoping that he will sustain the unexpected fortitude he has shown while others are counting on his failure to overcome domestic and regional opposition to constructive bilateral talks to underwrite the ascent of their point of view that talking to the US is at best a pointless exercise.

Following the phone conversation between Presidents Barack Obama and Hassan Rouhani, the atmosphere in Iran has taken a happier turn while remaining surprisingly calm. Contrary to predictions made over the past week and during Rouhani’s trip to the UN, it appears the Iranian president has little problem in dealing with Iranian hardliners on his diplomatic approach with the USA. What exactly is happening here?

Upon arriving at Mehrabad airport in Tehran, a huge crowd of the president’s supporters welcomed him by slaughtering a sheep — a religious and cultural ritual of thanking god for the safe and successful return of travellers. They chanted, “Rouhani, Rouhani; thank you! thank you!” But, a few miles further down the road, a group of young hardliners known as Basijis or Hezbollahis stopped his car by chanting “Down with USA.” They accused Rouhani of crossing the regime’s redlines by negotiating with America and threw shoes and eggs at him.

In Iranian news media this unpleasant incident was reported only as a gathering of a hundred young protestors, an indicator that hardliners have lost their political influence in Iran for now. Only a few individual radical bloggers and hardline websites such as Rajanews, which is affiliated to the Paidari (Perseverance) Front and backed former chief nuclear negotiator Saeed Jalili’s presidential bid criticized Rouhani for talking to Obama.

Unsurprisingly, Hossein Shariatmadari, the managing editor of the hardline Kayhan, described Rouhani’s action as “bad and evil.” Kayhan wrote that Rouhani hasn’t gained anything from the US “except a bunch of empty promises and an old Persian artifact which was stolen” — referring to the 2,700 year-old silver drinking cup which was returned to Iran last week.

Many Iranian political analysts consider Shariatmadari the mouthpiece of Ayatollah Ali Khamenei. One of my colleagues, for example, sarcastically calls him the Supreme Leader’s Thomas Friedman.

But Kayhan was the only newspaper that criticized Rouhani on its front page while other Iranian dailies, even Javan — affiliated to Iran’s Revolutionary Guard (IRGC) and Resalat run by orthodox principlists — were mute.

Shariatmadari would probably be very happy to be known as the Supreme Leader’s voice to the public, but he is not alone. Khamenei has different mouthpieces with different functions and neither one represents his views precisely and completely.

For example, the former speaker of the Majlis, Gholam Ali Haddad Adel, whose daughter is married to the Supreme Leader’s son and ran against Rouhani in June’s presidential election, called Rouhani’s speech at the UN General Assembly smart and didn’t criticize his phone conversation with Obama, saying instead that “it can create an atmosphere for Iran to become more active in the international arena.”

To interpret the systematic reaction to Rouhani’s diplomacy with the US one should refer to the Friday prayer sermons across Iran, which were delivered only a few hours prior to the phone call. It is the Supreme Leader who directly appoints Friday prayer leaders and the political part of their sermons are dictated by an institution called the “Friday Prayer Leaders’ Policymaking Council,” also directly supervised by Khamenei. All Friday prayer leaders have unanimously praised the positions declared by the president during his New York trip.

The Friday prayer leader in the city of Mashahd, Ayatollah Ali Alamolhoda — known as a diehard hardliner — considered Rouhani’s words an example of “heroic leniency,” (an expression coined by the Supreme Leader). In legitimizing Rouhani’s actions Alamolhoda explained, “This administration has been successful in balancing its two responsibilities of safeguarding the honor of Islam [read the Iranian regime] and safeguarding the interests of Muslims [read the Iranian nation].”

Yet, one must not be surprised to hear “Down with USA” still being chanted at the same venue in which the lmams of the Friday prayer expressed their support for Rouhani. This paradox simply shows that contrary to what Iran experts say, the phone call will not suddenly end Iran’s domestic propaganda against America.

A considerable number of Iranian members of parliament, which is currently dominated by Principlist lawmakers, have supported Rouhani. This includes Mohammad Hossein Farhangi, a member of the Presiding Board who described the phone conversation “in line with national goals and interests and [in line with] the values of the Islamic revolution.” On the other hand, the powerful lawmaker Ahmad Tavakkoli warned that one should not become irrationally overexcited about this incident because “overexcitement is not in the interest of the Iranian nation and will reduce the bargaining power of Iranian authorities.”

The same goes for the Revolutionary Guards. Their commander, Major General Mohammad Ali Ja’fari, and the commander of the Qods Force (the international branch of the IRGC,) Qasem Soleimani, both have supported Rouhani’s diplomacy. On Saturday, the Sobh-e Sadeq weekly, which belongs to the IRGC, published its latest edition one day after the headline-making phone call. It had a very positive tone with regards to Rouhani’s behavior and described Rouhani’s op-ed piece in the Washington Post as “useful.” It also stressed that the IRGC will cooperate with Rouhani’s administration.

The IRGC’s positive reaction might force many analysts who believe the political and economic interests of the IRGC are against reducing tensions with the US to reconsider their positions. One must not forget that IRGC commanders have a behavior similar to the current Chairman of the US Joint Chiefs of Staff, Martin Dempsey, who — despite initially warning against the dangers of US intervention in Syria — ultimately defended Obama’s strike proposal during a Senate hearing earlier this month.

Interestingly, both Iranians and Americans are asking the same question about the Rouhani-Obama phone conversation: who requested it? The Iranian side says the US was the one to initiate the call while the American side argues the opposite. This highlights the fundamental kinship between the two old adversaries in their mode of politicking.

The debate also extends to another issue that some Americans, such as Rep. Ed Royce (R-CA), Chairman of the House Foreign Affairs Committee, believe: without sanctions, none of this would have happened. On the other hand, Iranians like Ahmad Tavakkoli believe it was Iran’s resistance against international pressure that has forced the US to enter talks with Iran.

Such debate seems ceaseless. But as of today it appears that Obama will have a more difficult time in convincing Congress to accept talks with Iran than Rouhani will in convincing Iranian hardliners. In a letter written in the the late 1980s to Revolutionary leader Ayatollah Khomeini, Akbar Hashemi Rafsanjani — who was Rouhani’s boss at the time — called for an end to the taboo of talks with the US. “Treading this pass will be difficult after you[r demise],” he wrote.

Now, twenty-four years after Khomeini’s death, Iranian politicians are smoothly treading this pass. It is wrong to think that Iran’s current Supreme Leader has suddenly made this decision. Just a year ago, around this time, Khamenei’s official website published commentary by Ayatollah Haeri Shirazi — the Supreme Leader’s former representative in the city of Shiraz — tacitly implying that supporters of the Supreme Leader must not be surprised by his decision for peace: “This is a test for the nation [to determine their] submission to the Leader.”

Except for a few figures who autonomously criticized Rouhani for his phone call with Obama, in the lower levels of Khamenei’s constituency all other supporters have taken to their social media networks to discuss the right or wrongfulness of this incident. Usually these discussions end with the justification that for the time being, they must remain silent and wait for the Supreme Leader’s explanation. As one famous Hezbollahi ring leader writes, “the most important things is following the “order of our master [Khamenei] whatever it may be.”
