| European Parliament: No Compromise
on PrinciplesSTRASBOURG.
The European Parliament adopted Thursday a unanimous resolution calling on European Union
member states at the Rome conference ''to be active in ensuring a successful outcome, i.e.
an effective International Criminal Court and not to compromise on essential points of
principle in efforts to conciliate reluctant states."
The Parliament urged the Conference ''to take the historic opportunity to conclude the text of a Statute for an independent, fair and effective International Criminal Court.'' The ICC must have ''universal jurisdiction on the core crimes of genocide crimes against humanity and war crimes without any state consent,'' states the Parliament's resolution. It calls for the establishment of an independent prosecutor ''able to initiate and conclude conduct investigations and prosecutions on its own-initiative, in situations where the core crimes under the jurisdiction of the Court have been committed.'' It also stresses the need for ''the guarantee of a long-term financing to ensure the Court's self-reliance and independence from any external pressure.'' The resolution was introduced by all political groups represented in the Strasbourg-based Parliament, under the initiative of the umbrella group Amici Curiae, which is co-chaired by Dutch representative Gijs de Vries and Gianfranco dell'Alba, of Italy. Dell'Alba, a European MP for the Radical Party, told Terra Viva that the resolution follows a similar one - supporting the Court - adopted three months ago. Through the measure, the Parliament ''confirms its extrardinary commitment for the creation, in Rome, of an independent and effective Court, by solemnly appealing to member countries of the EU to do everything in their hands to achieve it.'' The Euro-parliamentarians also sought a Court that is complementary to national legal systems, and has a "constructive relationship" with the United Nations and the Security Council "in full recognition of their respective roles and competences.''
