power equations are emerging in relations between Europe,
the United States and the countries of Africa, Asia and
Latin America. The dimensions of the transformation are
reflected in the EU enlargement from 15 to 25 member nations
and the expansion of NATO to include Eastern European
countries. These are not just of a political and military
nature. They have many economic, social and cultural implications.
These present a new challenge within the parameters of
globalisation: the challenge of shaping a world order
that provides equilibrium in terms of global human security,
despite military and power imbalances. Aware of this volatile
situation, IPS offers contextualised news and analysis
from the region. A
network of correspondents and stringers in Europe, the
Middle East and Maghreb covers the Euro-Mediterranean
region. The journalistic and administrative co-ordination
is conducted from Berlin in Germany where the European

centre in South Africa's commercial capital Johannesburg
and TERRAVIVA
en Español from IPS Latin America regional
centre in Uruguay's capital Montevideo.
The global publisher of TERRAVIVA group of periodicals
is Mario Lubetkin, the Director-General (DG) of IPS
with headquarters in Rome. Ramesh Jaura heads the IPS
European regional centre IPS EUROPA | IPS EUROPE. Peter
Dhondt manages IPS Brussels office. The IPS DG's management
representative for the TERRAVIVA group of publications
is Alejandro Kirk.
The European Commission recognises the importance of
the unbiased and in-depth journalism that is the hallmark
of IPS. It has therefore granted renewed funding for
2003-2005 to support quality coverage of EU's relations
particularly with the African, Caribbean and Pacific
(ACP) countries, among some of the world's poorest.
Given the increasingly complex global picture, IPS provides
independent reporting from Brussels on how Europe confronts
a changed world and its impacts on the South.
