Shibley Telhami, the Anwar Sadat Professor for Peace and Development at the University of Maryland, has just released a major new poll of US public opinion on the Israeli-Palestinian conflict, which Mitchell Plitnick will analyze on this site in the next few days.

The survey also contains some very interesting data that suggest Islamic State (ISIS or IS) is now seen as a significantly greater threat to the United States than Iran. The data and Telhami’s analysis appear in a blog post entitled “Linking Iran and ISIS: How American Public Opinion Shapes the Obama Administration’s Approach to the Nuclear Talks” at the Brookings website. (Telhami is a long-time fellow at Brookings, and the poll results were released there.)

Briefly, the poll, which was conducted Nov. 14-19, found that nearly six times as many of the 1008 respondents said they believed that the rise of IS in Iraq and Syria “threaten(ed) American interests the most” in the Middle East than those who named “Iranian behavior in general.” Respondents were given two other options besides those to choose from: “the violence in the Israeli-Palestinian conflict” and “instability in Libya.” Libya was seen as the least threatening (3%); followed by Iran (12%), Israel-Palestine (13%), and ISIS (70%). The only notable partisan difference among the respondents was that Republicans rated Iranian behaviour (15%) slightly higher than Israel-Palestine (11%) as a threat, while Democrats rated Israel-Palestine (13%) slightly higher than Iran (9%).

In some respects, these results are not surprising, particularly given the media storm touched off by the beheading of American journalist James Foley in August. A Pew poll shortly after that event showed growing concern about Islamic extremist groups like al-Qaeda and IS compared to “Iran’s nuclear program.” Thus, while Iran’s nuclear program was cited by 68% of Pew’s American respondents as a “major threat to the U.S.” in November 2013—behind Islamic extremist groups (75%), only 59% rated it a “major threat” immediately after Foley’s murder.

Still, Telhami’s results are pretty remarkable, if only because neoconservatives, Israel’s right-wing government and the Israel lobby more generally have been arguing since IS began its sweep into Iraq, and particularly since Foley’s death, that Washington should avoid any cooperation with Iran against IS, in part because Tehran ultimately poses a much greater threat.

In June, for example, John Bolton, an aggressive nationalist at the neoconservative American Enterprise Institute (AEI), insisted that Washington should ignore Iraqi appeals for help against ISIS and instead “increase …our efforts to overthrow the ayatollahs in Tehran” because “Iran is clearly the strongest, most threatening power in this conflict.”

In a New York Times op-ed in October, Israel’s Minister of Intelligence, Yuval Steinitz, appealed for Washington not to “repeat (the) mistake” it made in 2003 when it went to war in Iraq “…at the expense of blocking a greater threat: Iran’s nuclear project.”

“The Islamic Republic of Iran,” he wrote, “remains the world’s foremost threat.”

And one month later, speaking to the General Assembly of the Jewish Federations of North America shortly after Foley’s execution, Prime Minister Binyamin Netanyahu warned against any cooperation with Iran against IS: “The Islamic State of Iran is not a partner of America; it is an enemy of America and it should be treated as an enemy,” he declared.

At least for now, it appears these arguments have not made much headway with US public opinion. Here’s Telhami:

[T]he Obama administration appears to have decided to risk appearing open to an Iranian role in fighting ISIS, as it certainly allowed the Iraqi government to coordinate such a role, and Secretary of State John Kerry described it as a good thing. There is evidence from recent polling that this may not be unwise when it comes to American public opinion. Obama assumes that nothing he is likely to do in the Iran nuclear negotiations will appease Congressional Republicans and thus his best bet is getting the American public on his side. Evidence shows the public may be moving in that direction.

The starting point is not about Iran as such; it’s all about shifting public priorities.

The survey also asked respondents which of two statements (you can read them in full on Telhami’s blog) was closest to their views—that Palestinian-Israeli violence was likely to draw more support for IS among Muslims worldwide or that it wouldn’t have any appreciable effect on IS’ support. In that case, 30% percent of all respondents agreed with the latter statement, while 64% said the former was closer to their view. Remarkably, given their leadership’s strong support for Israel’s right-wing government, Republicans (71%) were more likely than Democrats (60%) to believe that violence between Israelis and Palestinians would boost support for IS.

Finally, respondents were asked to choose between four options as to which country or countries are “most directly threatened by Iran”—the US, Israel, Washington’s “Arab allies,” and “Other”. Overall, 21% of respondents named the US, and another 21% named Arab allies, while 43% opted for Israel. Twelve percent chose “Other.” The poll found little difference between Republicans and Democrats on the Iranian threat posed to the US—19% and 24%, respectively. The major difference was on the perception of the threat to Israel: 38% of Democrats said Israel was most directly threatened by Iran, compared to 54% of Republicans. (Only 31% of independents.)

A new Brookings Institution paper, “Preventing a Nuclear-Armed Iran,” has rightly attracted considerable attention. The author, Robert Einhorn, has a distinguished record and was Special Adviser for Non-Proliferation and Arms Control at the State Department from 2009 to 2013. His recommendations must be seen as authoritative.

The paper addresses the issues that are at the center of the ongoing negotiations in Vienna between Iran and the P5+1 (the US, Britain, France, China, and Russia plus Germany). Einhorn recommends key requirements for an acceptable agreement with Iran — requirements designed to prevent Iran from having a rapid breakout capability and to deter a future Iranian decision to build nuclear weapons.

Preventing a rapid breakout capability

Iran’s development of a capability to enrich uranium has been at the core of Western concerns about Iran’s nuclear programme for over a decade. The two enrichment facilities that Iran has built, at Natanz and Fordow, are being used to produce low-enriched uranium for civil purposes but could be used to produce highly enriched uranium for military purposes.

The Nuclear Non-Proliferation Treaty (NPT) prohibits the manufacture of nuclear weapons by states such as Iran but does not prohibit the possession of enrichment facilities. The West’s negotiators therefore have a delicate task: they must contrive to persuade Iran to accept restrictions on its use of this technology — restrictions that would give the UN Security Council enough time, reacting to evidence, to prevent Iran from producing enough weapons-grade uranium for one device (i.e. from “breaking out”).

Einhorn explains that the breakout timeline depends on the numbers and types of centrifuges used and on the nature of the uranium feedstock available for a breakout attempt (for instance, if the feedstock is already low-enriched much less time is required than if it is un-enriched).

He goes on to describe the implications of limiting Iran to between 2000 and 6000 first-generation centrifuges. This creates the impression that these are the sorts of numbers that ought to be agreed to in Vienna. That is unfortunate, because Iran has already installed 19,000 first-generation centrifuges and is using 10,000 of them — and Iran’s President Hassan Rouhani has ruled out the dismantling of any existing capabilities (which his political opponents could portray as a humiliating surrender of Iranian rights).

Einhorn’s choice of what looks like an unrealistically low figure appears to stem from wanting to give the UN Security Council several months to react to evidence of a breakout attempt. However, as he himself implies, several months would be useful only if the Security Council were to want to impose sanctions before opting for force.  In reality, since sanctions have proved ineffective as a tool for coercing Iran, the council would be well-advised to opt for force within a matter of days, and could do so if the P5+1 had pre-agreed that this would be the most appropriate response (see below).

A related concern is possible Iranian development of more advanced centrifuges. With a few thousand third-generation machines, using a low-enriched feedstock, only a few weeks would be required to break out. This concern could be resolved by placing limits on the scope of Iran’s centrifuge R&D, as Einhorn recommends. But tight limits may not be negotiable.

Yet another concern relates to the plutonium-producing potential of a 40MW reactor under construction at Arak. Einhorn describes ways in which this potential could be reduced. Recent Iranian statements suggest that they, too, are working up some proposals. So this concern is likely to be largely allayed, although the risk of a plutonium-based breakout may not be totally eliminated.

Deterring an Iranian decision to build nuclear weapons

In the absence of watertight solutions to these breakout concerns (or to concern that Iran might break out using a small clandestine facility) the West’s negotiators will do well to devote at least as much effort to deterring breakout as to trying to make rapid breakout impossible.

Since 2007 US National Intelligence Estimates have drawn attention to the importance of influencing the cost/benefit calculations of Iran’s leaders, implying that this is likely to be the most effective way of ensuring that Iran does not become a nuclear-armed state.

The framers of the NPT perceived that the treaty’s impact would hang on the ability of parties to recognise a national security interest in supporting nuclear non-proliferation and disarmament. Consequently the only deterrents envisaged in the treaty are verification of nuclear material use by the International Atomic Energy Agency (IAEA), the risk that non-compliance will result in UN sanctions or authorisation of force, and the certainty that non-compliance will lead to a loss of prestige and exclusion from the society of the treaty’s adherents (currently 190 states).

Since 2003 President Rouhani has shown that he understands all this very well. He knows that Iran would pay a high price for breaching its non-proliferation obligations and that acquiring nuclear weapons would bring no benefit, since Iran is not in need of a nuclear deterrent. The signs are that his political opponents, too, have figured that out.

All this needs to be borne in mind when determining whether any additional (going beyond the NPT) deterrents are necessary in the current context.

Einhorn believes that they are.  The most questionable of his recommendations are that: 

  • The Security Council should agree in advance on how to react to any evidence of an attempt to break out or other serious violation of the agreement under negotiation in Vienna;
  • The US Congress should pass a standing authorisation for the use of military force (AUMF) in the event of evidence that Iran has taken steps to abandon the agreement and move towards producing nuclear weapons;
  • The US administration should indicate publicly how it would react to such evidence. 

These recommendations betray a flawed understanding of Iranian psychology. Such public threats would be seen in Iran as humiliating, and would be resented. That resentment could be used to stir up opposition to the agreement and could even end up providing a motive for ditching it. The threats would serve no practical purpose since leading Iranians are already well aware of what they would risk were they to attempt breakout.

More in keeping with Iranian psychology and a more effective deterrent would be a private P5+1 intimation that they will be united in urging the Security Council to authorise force in the event of evidence of a breakout attempt. Nothing more is needed. Iranian diplomats are highly intelligent. 

Conclusion

This paper is heartening. It offers reason to think that the Vienna negotiators can succeed in producing a resolution of Western concerns that Iran will have an interest in respecting. However, as Iran’s Foreign Minister Mohammad Javad Zarif likes to remind us, a resolution will require flexibility from both sides. The West must try to avoid the over-bidding (in pursuit of over-insurance) that doomed the 2004-05 negotiations between Iran and the E3 (the UK, France and Germany).

Robert Einhorn, who served as the State Department’s special advisor on non-proliferation and arms control under President Barack Obama until less than a year ago, has issued an important report, “Preventing a Nuclear-Armed Iran: Requirements for a Comprehensive Nuclear Agreement,” which no doubt reflects much of the thinking of the administration’s main negotiators. It was presented at the Brookings Institution, Einhorn’s current employer, Monday morning with reactions from Dennis Ross of the Washington Institute for Near Policy (WINEP) and Frank N. von Hippel of Princeton’s Woodrow Wilson School. Unfortunately, I was unable to attend but I just noticed that an audio recording of the session is available here

For the short version — the report is some 56 pages long — you should read the Introduction and Summary (pp. 4-10), but Barbara Slavin also published an article about the report on Al-Jazeera America if you want to read an even shorter account that summarizes the main points, highlighting what are likely to be the more contentious provisions. Hopefully, we will be able to offer a real expert’s analysis of the report’s recommendations on the blog by the weekend. Laura Rozen also wrote up a summary on her blog for Al-Monitor.

While, as Einhorn acknowledges, his recommendations could prove problematic to the Iranians, the fact that the ongoing negotiations appear to be proceeding smoothly clearly suggests that the basic elements that he lays out as part of an eventual agreement are not deal-breakers. Indeed, I’m pretty certain the U.S. negotiating team has already put much of this on the table, and the Iranians clearly haven’t rejected any of it.

That said, I find one recommendation particularly objectionable; specifically, one related to actions designed to “convey clearly to Iran’s leaders that any attempt to abandon constraints and pursue nuclear weapons would be met with a firm international response that would be highly damaging to Iran’s interests” in the event that a comprehensive agreement is reached.

The Congress should take legislative action to give the president prior authorization to use military force in the even t of clear evidence that Iran has taken steps to abandon the agreement and move toward producing nuclear weapons.

In other words, as part of the process of sealing a comprehensive accord that would also see Congress lifting nuclear-related sanctions against Iran, Einhorn is calling for an Authorization for the Use of Military Force (AUMF) to be given to the president — any president, presumably, for the life of the accord. While this may help undermine opposition to lifting sanctions as part of a final agreement, I have serious questions about its wisdom under any circumstances. Not only would the Iranians consider this a highly aggressive gesture comparable to putting a “gun to [their] head,” but anyone — especially Democrats — who remembers the uses to which the October 2002 AUMF were eventually put by George W. Bush must surely find this a rather frightening prospect. Imagine if Jeb or Marco or Ted is sitting in the Oval Office. Besides, look what happened to the proposed AUMF on Syria. Will an AUMF really be politically necessary to get enough support to lift nuclear-related sanctions if a comprehensive agreement along Einhorn’s thinking is reached? And think of all the potential provocateurs — Israel’s right-wing leadership and its backers here, Saudi Arabia, the MEK — who would be lining up to try to blow up an agreement by, among other things, offering doctored evidence of non-compliance to a nervous or complicit White House. While most of Einhorn’s proposals recommendations appear on their face (at least to a non-technical person) to be reasonable, an AUMF just seems irresponsible.

WASHINGTON, Dec 6 2012 (IPS) - Increasingly distressed over the possible consequences of Israel’s recent steps to punish the Palestinian Authority (PA) and consolidate its hold on the West Bank, a number of prominent voices here are urging President Barack Obama to exert real pressure on Israeli Prime Minister Benjamin Netanyahu to reverse course.

His government’s announcement that it will build 3,000 new housing units in East Jerusalem and the West Bank and expedite planning for the development of the area known as E-1, the last undeveloped area that links the northern and southern parts of the West Bank, is seen here as a particularly damaging provocation both for Palestinians and the administration itself.

“Construction in E-1 would make it almost impossible to provide a future Palestinian state the contiguity it needs to be viable and cut it off from East Jerusalem,” warned Debra DeLee, president of Americans for Peace Now (APN), a Jewish peace group.

“Without a viable Palestinian state in the West Bank and the Gaza Strip, Israel is doomed to become a bi-national state, which means an end to the Zionist vision of an Israel that is both Jewish and democratic,” she added in an appeal to Obama to “personally intervene with …Netanyahu and demand that his government reverse its decision.”

Hers was one of a number of voices urging the president to take much stronger action against the Israeli leader, who is also withholding from the PA more than 100 million dollars in desperately needed tax receipts in retaliation for its successful bid at the U.N. General Assembly late last month to gain “non-observer state status”.

Unlike several European countries, notably Britain, France, Spain, Denmark, and Sweden, the U.S., one of only nine countries – out of 188 – that voted against the PA’s diplomatic upgrade, has not yet formally protested Israel’s actions.

Indeed, its initial reaction to Israel’s announcements was relatively muted. Calling the moves “counter-productive” to the goal of resuming peace talks, the White House simply “urge(d) Israeli leaders to reconsider these unilateral decisions…” After three days, the State Department released a statement noting that construction in the E-1 area would be “especially damaging to efforts to achieve a two-state solution.” Obama himself has been mum on the issue.

The relative mildness of the U.S. response to date has suggested to many here that the president has no intention of taking on the Israeli leader in a renewed effort to get a peace accord, a goal he pursued with considerable earnestness in the first 18 months of his administration before essentially giving up pending the outcome of this year’s election.

Given the Israel lobby’s strength with both sides of the aisle in Congress, Obama may want to avoid more bruising battles in his second term with Netanyahu, whose right-wing coalition is considered likely to win next month’s parliamentary elections, and his powerful supporters here.

He may wish instead to focus on domestic priorities, further reducing the U.S. “footprint” in the Greater Middle East, and consolidating his “pivot” to the Asia-Pacific.

Nonetheless, there is little love lost between Obama and the Israeli leader, who all but publicly endorsed Obama’s Republican challenger, Mitt Romney, during the election campaign.

An hint of that bad blood surfaced this week amidst reports that, in a high-powered, off-the-record meeting with prominent Israelis and their U.S. supporters at the Brookings Institution’s Saban Center last weekend, former White House Chief of Staff Rahm Emanuel, who remains close to Obama, accused Netanyahu of having “repeatedly betrayed” the president.

Emanuel, currently the mayor of Chicago, singled out Israel’s latest moves against the PA, which he reportedly described as particularly galling, given Washington’s support for Israel during its brief war last month against Hamas in Gaza and its lonely opposition to the PA’s diplomatic upgrade at the U.N.

Some believe the president may be waiting to take action until he resolves more-urgent business, notably averting the so-called “fiscal cliff” at the end of this month, then negotiating a bigger deficit deal early next year, and getting a new foreign-team up and running.

Others, including former President George W. Bush’s top Middle East aide and a staunch defender of Netanyahu, Elliott Abrams, believe Obama may be playing a double game by, on the one hand, muting U.S. displeasure with Israel while, on the other, encouraging Washington’s European allies to distance themselves from Israel – as they did during last week’s U.N. vote.

The decision by Germany, which has long defended the Jewish state’s actions in world forums, to abstain on the Palestinian vote, reportedly came as a particular shock. Indeed, the only European nation joining the U.S. in the lonely “no” column was the Czech Republic.

“The sense that the Netanyahu coalition can’t get along with Europe or the United States may hurt Netanyahu with Israeli voters – which is perhaps the precise objective of this entire effort,” Abrams wrote in National Review Online.

While such a strategy may indeed bear fruit, others insist that the stakes for the U.S. are too high to forgo more-assertive tactics toward Israel’s leadership, particularly as it has itself moved increasingly rightward. This is particularly true in light of the Arab Awakening and the rise of political Islam throughout the Middle East.

“The clear trend is toward both greater religiosity and greater identification with the Palestinian cause,” noted Amb. Chas Freeman (ret.), a top U.S. Middle East specialist, in a recent lecture in which he also argued that Israel’s “mid-November assault on Gaza has simply re-inforced the regional view that Israel is an enemy with which it is impossible to peacefully co-exist” and that Israel’s land grabs were making a two-state solution increasingly improbable.

Zbigniew Brzezinski, who served as national security adviser to former President Jimmy Carter, argued that Obama should seize back the initiative from the influence of the Israel lobby in Congress, stressing that he can overcome opposition there “if he stands firm for ‘the national interest’.”

Last week’s U.N. vote, he noted, “marks the nadir of the dramatically declined global respect for U.S. capability to cope with an issue that is morally troubling today and, in the long run, explosive.” The greatest opportunity for taking action, he added, would be in the first year of his second term.

Similarly, Paul Pillar, a career CIA analyst who also served as National Intelligence Officer for the Near East from 2000 to 2005, called this week on his nationalinterest.org blog for Obama to treat Netanyahu much the same way as he is dealing with Republicans in Congress over the budget: “by taking his message campaign-style to the country.”

“His appeal over the heads of members of Congress is a recognition that the opposition party understands only the language of political force. But Mr. Obama also has had enough bitter and frustrating experience with Netanyahu to warrant reaching similar conclusions regarding dealing with Israel,” he wrote, noting that policy toward Israel has become “just as much a domestic issue as the budget,” particularly in light of the Israeli prime minister’s own interference in the U.S. elections.

Moreover, he noted, a very recent survey conducted by the Saban Center’s Shibley Telhami found that 62 percent of the Israeli Jewish electorate hold favourable opinions of Obama, suggesting that a “charm offensive” there by the U.S. president could yield dividends.

QUESTION: I want to ask you about Iran, and to speak with the same kind of candor you did about Syria. This morning, Dennis Ross said that he thought this year was going to be a decisive year. Apparently, one of the U.S. representatives in Vienna today said that we’re talking about a March deadline – if you could explain that a little bit further.

And tell us realistically what prospects you think there is for compromise with Iran, given the past year of efforts by the United States.

And also, if you believe that Israel is fully on board in letting the United States take the lead and not going off on its own path.

SECRETARY CLINTON: Well, as to the last question, I’m not going to speak to any country’s security decisions other than our own. Obviously, that’s up to Israel to decide. However, I will say that we continue to believe that there is still a window of opportunity to reach some kind of resolution over Iran’s nuclear program. Now, I’m not a wild-eyed optimist about it, but I think it’s imperative that we do everything we can – unilaterally, bilaterally, multilaterally – to test that proposition.

I think what was meant about the March reference was either about the IAEA and its continuing work or the fact that we finished our election and now would be a good time to test the proposition that there can be some good-faith serious negotiations before the Iranians get into their elections, which are going to heat up probably around the March period, heading toward a June election.

I think that it’s a difficult matter to predict, because it really depends upon how serious the Iranians are about making a decision that removes the possibility of their being able to acquire a nuclear weapon or the components of one that can be in effect on a shelf somewhere and still serve as a basis for intimidation.

We get differing reports, as I’m sure you have seen, as to how serious the Supreme Leader is about that, but we want to test the proposition. This President came into office saying he was prepared to engage with Iran, reached out to Iran, without much reciprocity. We put together this unprecedented coalition to impose these very tough sanctions on Iran. We know they’re having an effect internally. But I think that we’ll see in the next few months whether there’s a chance for any kind of a serious negotiation. And right now, I’m not sure that it can happen, but I certainly hope it does.

The number of Israelis who oppose a military attack against Iran has risen modestly since last year, according to the Anwar Sadat Chair’s annual survey of Israeli public opinion released today at the Brookings Institution.

While 51-percent of Israeli respondents said they think it’s “very likely” that “Iran will eventually develop nuclear weapons” (54-percent of Israeli Jews think it’s “very likely”, down from 62-percent last year), an overall 50-percent of Israelis oppose an Israeli attack on Iran’s nuclear program. The number of Israeli Jews who oppose unilateral Israeli action has also increased — 46-percent compared to 41-percent last year. A slightly greater number of Israelis say Israel should only strike Iran with US support — 43-percent compared to 42-percent who answered in February, and 46-percent of Israeli Jews compared to 43-percent in February. Only one in four Israelis meanwhile believe that a military attack would delay Iran’s acquisition of nuclear weapons by more than five years. A substantial majority of Israelis favor a Middle East Nuclear Free Zone that would include Israel, though among Israeli Jews this is down from a year ago.

Israelis also appear divided about a UN deal with Iran that would allow it to enrich uranium at low levels under strict and intrusive monitoring. An overall 46-percent of Israelis said they would approve such a deal, while 47-percent said they would not, with 51-percent of Israeli Jews saying such a deal should not be allowed, compared to 44-percent who said it should be allowed.

While only one in four Israelis (24%) think the US “would join the war on Israel’s behalf” if Israel attacked Iran, Israelis appear to be warming to reelected President Barak Obama. An overall 60-percent of Israelis hold “positive” views of Obama, with a considerable increase shown among Israeli Jews (62-percent compared to 54-percent last year). Israelis also appear more optimistic about US-Israel relations, a major point of criticism leveled at the President by Republican presidential candidate Mitt Romney during his campaign. Asked whether relations would “get warmer, stay about the same, or get cooler,” 26-percent thought relations would warm and only 14% thought they would cool; 55% thoughts there would be little change.

The poll also surveyed Israeli opinions about a number of other regional issues including the war in Syria and Israeli-Egyptian relations. Interestingly, less than half of Israelis believe that Israel made strategic gains or prevailed in the Gaza conflict.

When national security has figured into the presidential nominees’ campaigns, the focus has been mostly on Iran. With that in mind Daniel Byman, the research director for Middle East Policy at the Brookings Institution, asks whether Pakistan, North Korea, China, the Syrian crisis and major US domestic issues can be considered equal to or more dangerous to US interests than the threat posed by Iran:

Where Iran ranks on this list is an open question. The clerical regime in Tehran is openly hostile to the United States and its regional allies. Yet its leadership seems more rational than what we’ve seen in North Korea, the country is less chaotic than Pakistan (to say nothing of Syria), and of course its military and economic power are a pale shadow of China’s. None of this means Iran can be ignored, but it also means that as we evaluate candidates we need to think beyond the crisis of the moment. We also need to recognize the limits on our power, and any president will have to decide how much to push the American people in pursuit of his foreign policy objectives. Some, perhaps all, of the challenges above have no good solutions (and often we’ll only know what was a foolish idea in hindsight), but all of them deserve scrutiny as candidates present their case to the American people that they can best keep our country safe and ensure that the United States remains a world leader.

The sharp drop in the value of the rial in the last two weeks has created much excitement in Iran and abroad, but mostly for the wrong reasons. In the parallel (or free) market for foreign currencies, the rial fell by 15% in one day this week, reaching its lowest value ever — 35,000 rials per US dollar — down by more than 50% compared to a month ago and 300% to last December when international sanctions tightened against Iran.

What all the related excitement overshadows is that this devaluation is not comparable to those in other countries where large devaluations caused severe shocks to the economy, such as those that swept through Asia in 1997-98. That’s because in those situations all prices were affected because all foreign exchange was traded at the same (rising) rate. This is not the case in Iran because nearly all foreign exchange is earned by the government, which has decided to sell most of it at a lower rate for the import of goods and services that it deems essential.

The rial devaluation that has created the media excitement is actually taking place in a narrow market that is shrinking in size and diminishing in importance. Iran’s Central Bank has classified a long list of goods into categories with priorities 1 through 10, leaving it to the parallel market to take of all other needs. Priorities 1 and 2 are food and medicine, receiving foreign exchange at the official rate of 12,260 rials per dollar, followed by other categories with lower priorities, which are mostly intermediate goods used in industrial production.

The government has been promising to do something for the import of these non-essential but important commodities, which account for about two-thirds of Iran’s imports, offering them some sort of preferential treatment. But the Central Bank was slow to respond and those producers who did not want to wait bought their currency needs in the parallel market, competing with speculators and people taking their money out of the country. The uncertainty about the sanctions, bewildering pronouncements from government officials in Iran, and hype over a possible Israeli attack, all combined to throw this market into chaos.

To protect Iran’s producers from what the government considers the consequences of “psychological war”, the Central Bank set up a “Currency Exchange Center” and invited licensed importers and exporters to trade their foreign currencies there, hoping that the auction rates reached there would be more stable and lower than the parallel market rate. When the Exchange Center opened just two weeks ago, the volume of transactions quickly jumped from $10 to $181 million per day, with most of the supply likely coming from the Central Bank. The Exchange Center diverted some of the supply of currency away from the parallel market, which I believe caused the rate there to soar.

Curiously, the Central Bank had predicted the opposite: that by arranging trade in the Exchange Center it would help lower the rate in the parallel market. This miscalculation added to the confusion and fear that the government did not know what it was doing. While the Exchange Center has produced a lower rate than the parallel market and can potentially shield producers from the worst psychological effects of sanctions and war, the shock to the parallel market has caused a serious political if not economic crisis for the government of Mr. Ahmadinejad.

Does all this mean that Iran’s economy is on the verge of collapse, as Israel’s Finance Minster reportedly said?  The answer is no, because most of the economy is shielded from this exchange rate, though not from the ill effects of the sanctions, which will continue to bite for a while. Would it cause sufficient economic pain that would push the Iranian government to make concessions in its nuclear standoff with the West?  The answer is not likely.  The multiple exchange rate system, as inefficient as it is, will protect the people below the median income, to whom the Ahmadinejad government is most responsive.

But the government can ill afford to ignore millions of Iranians, mostly upper income Iranians, who are affected by the gyrations of the parallel market. Among them are millions of people who are seeking a safe place for their savings, parents who send money to their children for education abroad or need to travel there to see them. They are not all importers of luxury items or those who want to take their money out of Iran. In allocating its limited — perhaps shrinking supply of for foreign currency — the government has a difficult time balancing the needs of the lower middle class and the poor with those of upper income Iranians that it cannot rely on for political support.

Unlike the Syrian nuclear program (or the Israeli one, for that matter), the Iranian nuclear program is not shrouded in complete secrecy. Far from a single reactor at a remote desert site, Iran has multiple nuclear facilities, all declared to U.N. authorities (the U.S. is “very confident that there is no secret site now,” after past deceptions). How, then, if there were to be an explosion at a well known and declared nuclear facility, could the Iranians save face as Assad did? By pretending that they scared off the Israeli jets, who just happened to jettison their munitions on top of the Fordow enrichment facilities?

It’s ironic, then, that the Israeli focus on Iran—constant pronouncements, threats, and public pressure on the U.S.—has driven the Iranian program into the spotlight, rendering moot the lesson of bombing Syria’s secret program. Nonetheless, because the Israeli Syrian strike was a success, it will be held up as an example, just as proponents of war with Iran hold up Israel’s 1981 attack on an Iraqi reactor as a success even though that claim doesn’t hold up to scrutiny.

Statements made by Israeli Lt. Gen. Dan Halutz during his talk this morning at a Brookings event here in Washington can be interpreted as supportive of Gharib’s argument. Halutz (whose father was Iranian) seriously criticized the fact that “too much was said publicly” about how to handle Iran’s nuclear program and refused to answer any related questions from the outset. Halutz also reiterated his criticism of the red line debate, noting that publicly defining red lines, which can easily change at any given time, enables “the other side…to know where are the borders”. He said that discussions about red lines, as well as when and how to take action on them, should be conducted behind closed doors. Quoting a line from The Good, the Bad, and the Ugly, Halutz said: “When you have to shoot, shoot!” Halutz also repeatedly stressed that the use of force “absolutely should be the last, last, last resort”.

In 2004 Haim Saban told a New York Times reporter: “I’m a one-issue guy and my issue is Israel.” That’s only important because Saban is a billionaire media mogul and generous political campaign donor who has contributed to individuals and lobbying organizations. Saban’s desire to influence US foreign policy on Israel has been no secret either. He made his views and objectives clear in two long articles in the New York Times and the New Yorker, even listing for Connie Bruck “three ways to be influential” in US politics: “make donations to political parties, establish think tanks, and control media outlets.” According to Bruck,  in “targeting media properties, Saban frankly acknowledges his political agenda” and “repeatedly” tried to buy the Los Angeles Times because he considered it pro-Palestinian. Saban’s donations to the prominent Brookings Institution also resulted in the Saban Center for Middle East Policy, which is frequently used as a resource by media professionals in search of expert quotables.

Bruck revealed in 2010 that Saban has maintained an enduring friendship with the Clintons and reportedly withheld from donating to Barak Obama’s 2008 presidential campaign after Obama failed to convince Saban that he would continue Clinton’s stated position on Israel and Iran:

For example, Saban continued, “Obama was asked the same question Hillary was asked—‘If Iran nukes Israel, what would be your reaction?’ Hillary said, ‘We will obliterate them.’ We . . . will . . . obliterate . . . them. Four words, it’s simple to understand. Obama said only three words. He would ‘take appropriate action.’ I don’t know what that means. A rogue state that is supporting killing our men and women in Iraq; that is a supporter of Hezbollah, which killed more Americans than any other terrorist organization; that is a supporter of Hamas, which shot twelve thousand rockets at Israel—that rogue state nukes a member of the United Nations, and we’re going to ‘take appropriate action’! ” His voice grew louder. “I need to understand what that means. So I had a list of questions like that. And Chicago”—Obama campaign headquarters—“could not organize that meeting. ‘Schedule, heavy schedule.’ I was ready and willing to be helpful, but ‘helpful’ is not to write a check for two thousand three hundred dollars. It’s to raise millions, which I am fully capable of doing. But Chicago wasn’t able to deliver the meeting, so I couldn’t get on board.”

But a little over 2 months before the 2012 presidential election, Saban explains in the Times that Mitt Romney’s unclear foreign policy simply doesn’t stand up to Obama’s firm support for Israel and that’s why he is endorsing and supporting the Obama campaign:

When he visited Israel as a candidate he saw firsthand how vulnerable Israeli villagers were to rocket attacks from Gaza. As president, he responded by providing full financing and technical assistance for Israel’s Iron Dome short-range anti-rocket defense system, which is now protecting those villagers. In July, he provided an additional $70 million to extend the Iron Dome system across southern Israel. That’s in addition to the $3 billion in annual military assistance to Israel that the president requests and that Congress routinely approves, assistance for which Prime Minister Benjamin Netanyahu has expressed deep personal appreciation.

When the first President Bush had disagreements with Israel over its settlement policy, he threatened to withhold loan guarantees from Israel. Mr. Obama has had his own disagreements with Mr. Netanyahu over the settlers but has never taken such a step. To the contrary, he has increased aid to Israel and given it access to the most advanced military equipment, including the latest fighter aircraft.

Ask any senior Israeli official involved in national security, and he will tell you that the strategic relationship between the United States and Israel has never been stronger than under President Obama. “I can hardly remember a better period of American support and backing, and Israeli cooperation and similar strategic understanding of events around us,” the defense minister, Ehud Barak, said last year, “than what we have right now.”
