The international relations of the Syrian conflict has taken center stage in recent days. President Obama first announced that he would launch a military strike against Syria in response to the Assad regime’s use of chemical weapons against its internal opponents in August, but he also said that he would seek Congressional approval for doing so. And just last week, when it was becoming increasingly clear that Obama was unlikely to obtain Congressional approval, Russian Foreign Minister Lavrov announced a dramatic initiative to place Syrian chemical weapons stockpiles under international control–which, despite much skepticism from its conservative opponents, the Obama administration quickly accepted. Progress on this initiative appears to be going forward.

What all this goes to show is that while Washington and Moscow have sharply differing approaches to the conflict in Syria–especially when it comes to whether Syrian dictator Bashar al-Assad should remain in power–Obama and Putin also have some common interests there.

Neither Moscow nor Washington wants to see the further use of chemical weapons in Syria or elsewhere. At the same time, Putin does not want to see America use force against Syrian ally. And although Obama has threatened to use force against Assad, he doesn’t really want to have to do so. If he did, he would have gone ahead and done so without seeking prior approval from Congress.

Further, despite their differences over whether Assad should remain in power, neither Obama nor Putin wants to see his regime replaced by a radical Sunni one, which both Washington and Moscow have come to fear as being the most likely outcome to the violent downfall of Assad.

Obama’s desire not to get the U.S. too deeply involved in Syria also coincides with Putin’s desire not to see Russia lose influence there.  Washington’s agreement to Moscow’s initiative on Syrian chemical weapons, then, gives each leader hope of achieving his goals.

For Putin, Obama’s acceptance of the Lavrov initiative on Syrian chemical weapons is the kind of Russian-American cooperation in resolving the world’s conflicts that Moscow had hoped would occur after the end of the Cold War but which the U.S. has rarely seen the need for.

Obama and Putin, then, have several common interests when it comes to Syria. Despite this, however, it is not clear that Russian-American cooperation on the Syrian chemical weapons issue will be sufficient to resolve it. Although he has verbally agreed to it, Assad might well not fully comply with this effort. Yet even if the Syrian chemical weapons issue is successfully resolved, this will not end the Syrian civil war nor motivate regional actors supporting different sides to stop doing so.

All this gives Obama and Putin an additional common interest in working together to resolve the Syrian chemical weapons problem:  their failure to do so will demonstrate the powerlessness of both leaders–something neither can afford.

Iran has mixed feelings and conflicting interests in the Syrian crisis. Tehran has a strategic interest in opposing chemical weapons due to its own horrific experience during the 1980-1988 war with Iraq. For years, President Saddam Hussein’s military used chemical weapons that killed thousands of Iranian soldiers. So Iran actually shares interests with the United States, European nations and the Arab League in opposing any use of chemical weapons.

But the Islamic Republic also has compelling reasons to continue supporting Damascus. The Syrian regime is Iran’s closest ally in the Middle East and the geographic link to its Hezbollah partners in Lebanon. As a result, Tehran vehemently opposes U.S. intervention or any action that might change the military balance against President Bashar Assad.

The Iran-Syria alliance is more than a marriage of convenience. Tehran and Damascus have common geopolitical, security, and economic interests. Syria was one of only two Arab nations (the other being Libya) to support Iran’s fight against Saddam Hussein, and it was an important conduit for weapons to an isolated Iran. Furthermore, Hafez Assad, Bashar’s father, allowed Iran to help create Hezbollah, the Shiite political movement in Lebanon. Its militia, trained by Iran’s Revolutionary Guards, has been an effective tool against Syria’s archenemy, Israel.

Relations between Tehran and Damascus have been rocky at times. Hafez Assad clashed with Hezbollah in Lebanon and was wary of too much Iranian involvement in his neighborhood. But his death in 2000 reinvigorated the Iran-Syria alliance. Bashar Assad has been much more enthusiastic about Iranian support, especially since Hezbollah’s “victorious” 2006 conflict with Israel.

In the last decade, Iran’s Revolutionary Guards have trained, equipped, and at times even directed Syria’s security and military forces. Hundreds of thousands of Iranian pilgrims and tourists visited Syria before its civil war, and Iranian companies made significant investments in the Syrian economy.

Fundamentalist figures within the Guards view Syria as the “front line” of Iranian resistance against Israel and the United States. Without Syria, Iran would not be able to supply Hezbollah effectively, limiting its ability to help its ally in the event of a war with Israel. Hezbollah wields thousands of rockets able to strike Israel, providing Iran deterrence against Israel — especially if Tel Aviv chose to strike Iran’s nuclear facilities. A weakened Hezbollah would directly impact Iran’s national security. Syria’s loss could also tip the balance in Iran’s rivalry with Saudi Arabia, making the Wahhabi kingdom one of the most influential powers in the Middle East.

In the run up to a U.S. decision on military action against Syria, Iranian leaders appeared divided.

Supreme Leader Ayatollah Ali Khamenei and hardline lawmakers reacted with alarm to possible U.S. strikes against the Assad regime. And Revolutionary Guards commanders threatened to retaliate against U.S. interests. The hardliners clearly viewed the Assad regime as an asset worth defending as of September 2013.

But President Hassan Rouhani, Foreign Minister Mohammad Javad Zarif and former President Ali Akbar Hashemi Rafsanjani adopted a more critical line on Syria. “We believe that the government in Syria has made grave mistakes that have, unfortunately, paved the way for the situation in the country to be abused,” Zarif told a local publication in September 2013.

Rafsanjani, still an influential political figure, reportedly said that the Syrian government gassed its own people. This was a clear breach of official Iranian policy, which has blamed the predominantly Sunni rebels. Rafsanjani’s words suggested that he viewed unconditional support for Assad as a losing strategy. His remark also earned a rebuke from Khamenei, who warned Iranian officials against crossing the “principles and red lines” of the Islamic Republic. Khamenei’s message may have been intended for Rouhani’s government, which is closely aligned with Rafsanjani and seems to increasingly view the Syrian regime as a liability.

Regardless, a significant section of Iran’s political elite could be amenable to engaging the United States on Syria. Both sides have a common interest: preventing Sunni extremists from coming to power in Damascus. Iran and the United States also prefer a negotiated settlement over military intervention to solve the crisis. Tehran might need to be included in a settlement given its influence in Syria. Negotiating with Iran on Syria could ultimately help America’s greater goal of a diplomatic breakthrough, not only on Syria but Tehran’s nuclear program as well.

I’ve made a second decision: I will seek authorization for the use of force from the American people’s representatives in Congress….this morning, I spoke with all four congressional leaders, and they’ve agreed to schedule a debate and then a vote as soon as Congress comes back into session.

President Barack Obama’s announcement this weekend that he has “decided that the United States should take military action against Syrian regime targets” is remarkable for many reasons, in particular because he coupled it with a commitment to “seek authorization for the use of force from…Congress.”

The first remarkable element is that he has already taken the decision to strike before fully engaging Congress, instead of the usual practice of reserving judgment on possible military action until that process is complete. This immediately begs the question “What if Congress balks?” Does the president go ahead anyway? And if Congress turns him down — after all, he is not “consulting” but “seek[ing] authorization” — does that affect his (and America’s) credibility, as the author of the “red line” against the use of chemical weapons by the Syrian government? Proponents of a military strike are already making that point, although, in this writer’ judgment, it is grossly overdrawn, and no one who wishes us ill should put much weight on this proposition.

The best counterargument is that, at a time when the UN and others are still assembling evidence on the use of chemical weapons (undeniable) and “who did it” (probably the Syrian government), waiting awhile is not a bad thing. Obama covered the point about risk of delay by citing the Chairman of the Joint Chiefs of Staff “…that our capacity to execute this mission is not time-sensitive; it will be effective tomorrow, or next week, or one month from now.” Taking the  time “to be sure” is thus useful; as is the value in trying to build support in Congress, especially given the clarity of memory about the process leading up to the US-led invasion of Iraq a decade ago, when the intelligence “books” were “cooked” by Bush administration officials, as well as by the British government.

The second remarkable element is that the president did not ask Congress to reconvene in Washington in the next day or two, but is content to wait until members return on September 9th. This provides time for the administration to build its case on Capitol Hill, supporting a decision the president says he has already taken; but it also risks diminishing the perceived sense of importance that his team, notably Secretary of State John Kerry, here and here, has been building about the enormity of what has been done.

A related factor is that the United States will not be responding to a direct assault on the United States or its people abroad, civilian or military, and the case for America’s taking the lead is less about our interests than what, at other times, has been called America’s role as the “indispensable nation.” As has been made clear by all and sundry, if the US does not act, no one else will shoulder the responsibility. But this lack of a direct threat to the nation heightens the president’s need to make his case that the US must take the lead.

The need to make the case to Congress was hammered home by the British parliament’s rejection of a UK role in any attack on Syria, despite the lead taken by Prime Minister David Cameron and Foreign and Commonwealth Secretary William Hague in pressing for military action — and thus helping to “box in” the US president. No doubt, what Parliament did influenced Obama’s decision to get the US Congress firmly on record in supporting his decision to act.

A third remarkable element, though not surprising, is that the administration has apparently given up on the United Nations. To be sure, Russia and China would veto in the Security Council any resolution calling for force; but it would have been common practice — and may yet be done — for the US to apply to the recognized court of world opinion by at least trying, loud and long, to establish an international legal basis for military action, even it fails to achieve UN agreement. There is precedent for this approach, notably over Kosovo in 1998, where the UN failed to act (threat of vetoes), but the US at least made a “college try” and demonstrated the point it sought to make. This made it easier for individual NATO allies to adopt the fudge that each member state could decide for itself the legal basis on which it was prepared to act.

But the most remarkable element of the President’s statement is the likely precedent he is setting in terms of engaging Congress in decisions about the use of force, not just through “consultations,” but in formal authorization. This gets into complex constitutional and legal territory, and will lead many in Congress (and elsewhere) to expect Obama — and his successors — to show such deference to Congress in the future, as, indeed, many members of Congress regularly demand.

But seeking authorization for the use of force from Congress as opposed to conducting consultations has long since become the exception rather than the rule. The last formal congressional declarations of war, called for by Article One of the Constitution, were against Bulgaria, Romania, and Hungary on June 4, 1942. Since then, even when Congress has been engaged, it has either been through non-binding resolutions or under the provisions of the War Powers Resolution of November 1973. That congressional effort to regain some lost ground in decisions to send US forces into harm’s way was largely a response to administration actions in the Vietnam War, especially the Tonkin Gulf Resolution of August 1964, which was actually prepared in draft before the triggering incident. The War Powers Resolution does not prevent a president from using force on his own authority, but only imposes post facto requirements for gaining congressional approval or ending US military action. In the current circumstances, military strikes of a few days’ duration, those provisions would almost certainly not come into play.

There were two basic reasons for abandoning the constitutional provision of a formal declaration of war. One was that such a declaration, once turned on, would be hard to turn off, and could lead to a demand for unconditional surrender (as with Germany and Japan in World War II), even when that would not be in the nation’s interests — notably in the Korean War. The more compelling reason for ignoring this requirement was the felt need, during the Cold War, for the president to be able to respond almost instantly to a nuclear attack on the United States or on very short order to a conventional military attack on US and allied forces in Europe.

With the Cold War now on “the ash heap of history,” this second argument should long since have fallen by the wayside, but it has not.  Presidents are generally considered to have the power to commit US military forces, subject to the provisions of the War Powers Resolution, which have never been properly tested. But why? Even with the 9/11 attacks on the US homeland, the US did not respond immediately, but took time to build the necessary force and plans to overthrow the Taliban regime in Afghanistan (and, anyway, if President George W. Bush had asked on 9/12 for a declaration of war, he no doubt would have received it from Congress, very likely unanimously).

As times goes by, therefore, what President Obama said on August 29, 2013 could well be remembered less for what it will mean regarding the use of chemical weapons in Syria and more for what it implies for the reestablishment of a process of full deliberation and fully-shared responsibilities with the Congress for decisions of war-peace, as was the historic practice until 1950. This proposition will be much debated, as it should be; but if the president’s declaration does become precedent (as, in this author’s judgment, it should be, except in exceptional circumstances where a prompt military response is indeed in the national interest), he will have done an important and lasting service to the nation, including a potentially significant step in reducing the excessive militarization of US foreign policy.

There would be one added benefit: members of Congress, most of whom know little about the outside world and have not for decades had to take seriously their constitutional responsibilities for declaring war, would be required to become better-informed participants in some of the most consequential decisions the nation has to take, which, not incidentally, also involve risks to the lives of America’s fighting men and women.

Now that we have heard Secretary of State John Kerry’s emotional plea for us to believe the still rather ambiguous intelligence on chemical weapons use in Syria, there are far more substantive answers to be sought from the Obama administration.

Putting aside the remaining ambiguities as well as all the experience those of us over 60 years old have with any administration’s unequivocal assurances preceding its use of military force, the basic context surrounding that use against Syria still requires intense analysis.

Forget about those prematurely-born babies stripped from their cradles in the maternity wards in Kuwait, later demonstrated as a figment of war advocates’ vivid imaginations; forget about the utter certainty with which every principal in the G. W. Bush administration assured Americans of Saddam Hussein’s WMD; and forget about for a moment John Kerry’s overly emotional remarks about Syria. Just examine some pertinent facts.

First, tens of thousands of North Koreans have died from hunger imposed by at least two of the latest DPRK dictators. Is dying of hunger somehow better than dying of chemicals? Or might it be that the DPRK has no oil and no Israel? Of course, there are other examples of dastardly dictators and dying thousands; so where does one draw the line of death in the future?

Second, how does one surgically strike Syria, as the Obama administration asserts it wishes to do? That is, to use military force without becoming a participant in the ongoing conflict, simply to send a signal that chemical weapons use will not be tolerated?

Kosovo is a lousy example– where the promised three-days-of-bombing-and-the-dictator-will-cave, turned into 78 long days and a credible threat of ground forces before he actually did cave. Not to mention all the death and destruction wrought by Serbia while much the same was being hurled at it.

Libya is a lousy example because Libya is now a haven for al-Qaeda and next-door-neighbor Mali is destabilized because of it. Libya itself is hardly stable — except in the eyes of those who no longer want to look at it. Of course, the light sweet crude seems to be getting out and to the right people…

Egypt is dissolving; Iraq is returning to civil war; Lebanon is becoming destabilized by the refugees pouring into it from Syria; Jordan is looking dicey having absorbed countless Iraqis from that country’s war-caused diaspora and now taking on Syrians.

How are cruise missiles and bombs and whatever else we choose to send to Syria short of ground forces going to ameliorate this mess?

Moreover, what do we do when President Bashar al-Assad ignores our missiles and bombs and continues right on with his war? Even, perhaps, uses chemical weapons to do so? Hit him again? Remember, we are not going to become participants in the civil war, we are not going to own Syria.

The man or woman who believes that he or she can be surgical with military force is an utter fool. No plan survives first contact with the enemy. No use of military force is surgical. It is blunt, unforgiving, tending to produce results and effects never dreamt of by the user. In for a penny, in for a trillion.

Go ahead, President Obama. Strike that Syrian tarbaby. If your hands, feet and head are not eventually stuck in its brutal embrace — if you stop, reconsider, back out and are allowed to get away with it — what have you accomplished? Preserving your credibility?

US credibility in this part of the world is shot to hell already — largely by the catastrophic invasion of Iraq (not Obama’s fault, to be sure; but just as surely, America’s fault — foreigners do not differentiate presidents.) Credibility has been further shredded by continued drone strikes, by a failure to take any actions against the flow of arms from Saudi Arabia into Syria; by tacit support of the Saudi reinforcement of the dictatorship in Bahrain; and most powerfully by the failure to remain balanced — and therefore of some use — in the issue of Israel and Palestine.

When I survey that long, sunken black granite wall near the Lincoln Memorial and consider the over 58,000 names etched on it, and the two and a half million Vietnamese who, if they had such a wall, would be similarly inscribed, I get angry.

I know that President Johnson’s team, notably his national security advisor, McGeorge Bundy, assured the President that US prestige was at stake in Vietnam. LBJ’s team knew they could not win the war, but they thought they could preserve US prestige.

I just wish they had had to tell that to the families of every name on that wall — and every Vietnamese who would be on that country’s wall if it had one: you all died for prestige.

The Bush administration’s deception and irresponsible military action involving Iraq had a wide-ranging adverse impact on populations in countries critical to the enforcement of international standards regarding war crimes. Yesterday’s vote by the British parliament to oppose UK participation in military action against Syria illustrates just how deep that mistrust and anxiety still runs today.  Yet, as British Prime Minister David Cameron has said, failure to act could give the Syrian regime a virtual “green light” to take even more brutal measures against the opposition and Syrian civilians. Nonetheless, the vote should warn the Obama Administration to slow down (and perhaps scale back) its plans for punitive military action considerably in order to address the serious concerns that surround it.

Five days after the August 21 attack, we have just learned, a regime attack was launched against an urban area in the vicinity of Aleppo using incendiary munitions that terribly burned scores of schoolchildren. This additional outrage took place even before Bashar al-Asad and his unconditional allies in Moscow and Tehran were buoyed by the news from London. Though not banned, the use of horrific flammable munitions against an urban area could offer yet another a foretaste of what is to come in the absence of a firm international response.

Official and public disquiet over the planned strike emanating from the UK, Germany, global media, and the US typically features concerns associated with the distortions of intelligence and military overreach of the Bush Administration ten years ago. Although wariness toward potentially deceitful government behavior is a healthy counterbalance overall, such concerns can be taken to extremes.

In the wake of the Bush Administration’s appalling abuses and their weighty negative consequences, a global mindset has developed in which practically all pronouncements out of Washington are subject not only to great scrutiny, but almost knee-jerk skepticism — even when pitted against assertions on the part of notoriously abusive and deceitful authoritarian governments like Syria’s that face virtually no domestic accountability whatsoever.

Consequently, there have been wide-ranging demands for a UN Security Council (UNSC) mandate despite its futility in the face of a certain Russian veto because Moscow fully supports the Syrian regime in its war of internal repression and is incapable of viewing the facts of this case impartially.  Similar Russian tolerance of atrocious war crimes in Bosnia on the part of another of Moscow’s allies in the 1990’s compelled a NATO coalition to act in lieu of the UNSC.  But that was prior to the 2002-2003 episode of US (and UK) intelligence deception in support of a vastly more extensive military intervention.

Still, the Obama Administration must deal with the situation as it is.  Barreling ahead with a “compressed” timeline for punitive strikes despite extensive pushback resembles in the eyes of many just the sort of brash behavior exhibited by the Bush Administration.  And this is precisely what President Obama (and French President Francois Hollande) should avoid under the circumstances.

Personally, I believe some observers are exaggerating the potential fallout from limited military action in this case.  In fact, much of the bluster from Damascus and Tehran probably consists mainly of scare tactics meant to play to nervous Western constituencies. However, to head off any regrettable consequences, allied punitive action against Syria must narrowly focus on the issue at hand—and not be expanded to include strikes meant to weaken the regime and play out over two to three days.

Critical to salvaging the situation and calming many of those now hesitant, the White House must patiently await the results of the UN inspection team.  UN Secretary General Ban Ki-moon has said the findings should be made available to the UN Security Council on Sunday.

Sunday is only two days away. The Syrian military is tied down holding various vital positions lest the rebels move in and seize them, so it cannot simply go away and hide in preparation for punitive strikes strikes — even if proper consultations require another week. And if the UN inspection results confirm the use of nerve agent against the affected Damascus suburbs, that information could reinvigorate the Western allies to act more as Washington hopes (even if, as expected, the Russians once again block UNSC consensus to serve their own craven interests in Syria).

One of the more disconcerting developments in foreign policy discussions in the 21st century  is that political satirists seem to be offering keener and more prescient assessments of the dilemmas involved than pundits and policy makers. Put somewhat less charitably, the cliches and conventions of foreign policy have become such a topic of mockery that it takes a comedy writer to get them right.

One classic case in point is from The Onion, published on Jan. 17, 2001, just before the first inauguration of  George W. Bush as president. In the faux transcript of the soon-to-be-delivered speech, the incoming president assured the American people that “our long national nightmare of peace and prosperity is finally over.”

During the 40-minute speech, Bush also promised to bring an end to the severe war drought that plagued the nation under Clinton, assuring citizens that the U.S. will engage in at least one Gulf War-level armed conflict in the next four years.

“You better believe we’re going to mix it up with somebody at some point during my administration,” said Bush, who plans a 250 percent boost in military spending. “Unlike my predecessor, I am fully committed to putting soldiers in battle situations. Otherwise, what is the point of even having a military?”

Oatmeal-ComicWritten nine months before the events of 9/11/2001 and a year before Bush’s (in)famous “Axis of Evil” State of the Union address, it’s difficult to see where The Onion missed any of the real events that would transpire during Bush’s two terms in its hyperbolic prognostications, days before he took office.

“We as a people must stand united, banding together to tear this nation in two,” Bush said. “Much work lies ahead of us: The gap between the rich and the poor may be wide, but there’s much more widening left to do. We must squander our nation’s hard-won budget surplus on tax breaks for the wealthiest 15 percent. And, on the foreign front, we must find an enemy and defeat it.”

About six weeks ago The Onion ran a piece on Secretary of State John Kerry’s attempt to bring Israeli and Palestinians together, headlined “Man Who Couldn’t Defeat George W. Bush Attempting to Resolve Israel Palestine Conflict”:

Arriving in the Middle East today for top-level negotiations with Palestinian and Israeli officials, a man who could not even devise a way to beat George W. Bush in a head-to-head vote will spend the next several days attempting to bring a peaceful resolution to the most intractable global conflict of the modern era, State Department sources confirmed. “We are confident that [this person who managed to win just 19 states against George W. Bush, even in the midst of two highly unpopular and costly foreign wars] will be able to establish a framework to bring about lasting peace in the Middle East…”

The Onion just posted a “commentary” in the form of an op-ed, purportedly by Syrian strongman Bashar al-Assad, titled So, What’s it Going to Be?

Well, here we are. It’s been two years of fighting, over 100,000 people are dead, there are no signs of this war ending, and a week ago I used chemical weapons on my own people. If you don’t do anything about it, thousands of Syrians are going to die. If you do something about it, thousands of Syrians are going to die. Morally speaking, you’re on the hook for those deaths no matter how you look at it.

So, it’s your move, America. What’s it going to be?

The amazingly astute commentaries on the paradoxes and perils of intervening in Syria presented on The Daily Show with Jon Stewart at the end of April were so far ahead of the mainstream media, that watching them now as military intervention is being debated by the punditocracy is both timely and terrifying. Segments such as Whose Line is It Anyway:  Boots on the Ground? or “Assad but True” have retained their insight as well as their wit far better than the cliches and talking points on the nightly news. John McCain’s Syrian Photo Op, first broadcast on June 3, highlights the difficulties of figuring out and finding the Syrian rebels that the US ought to be arming in opposition to the Assad regime, a dilemma that still hasn’t been satisfactorily resolved.

Cartoonist Garry Trudeau, whose first Doonesbury comic strip was published in 1970, mocked the Orwellian doublespeak that accompanies the initiation and escalation of all wars since. One of my personal favorites was a comic strip just before or after the US invasion of Iraq (I’m not sure whether it was the first or second) that showed a spokesman at a news conference being asked how the US could be so certain Saddam Hussein had weapons of mass destruction. The speaker held up a piece of paper: “We’ve got receipts!” In recent days, news headlines are finally revealing that the US not only knew that Saddam Hussein used chemical weapons and nerve gas against Iran in the 1980s, but actively assisted Iraq by providing detailed intelligence on Iranian troop movements.

“The Borowitz Report” in The New Yorker has just weighed in on Syria, with Andy Borowitz’s sardonic but all too convincing headline Obama Promises Syria Strike Will Have No Objective:

Attempting to quell criticism of his proposal for a limited military mission in Syria, President Obama floated a more modest strategy today, saying that any U.S. action in Syria would have “no objective whatsoever.”

“Let me be clear,” he said in an interview on CNN. “Our goal will not be to effect régime change, or alter the balance of power in Syria, or bring the civil war there to an end. We will simply do something random there for one or two days and then leave.”

“I want to reassure our allies and the people of Syria that what we are about to undertake, if we undertake it at all, will have no purpose or goal,” he said. “This is consistent with U.S. foreign policy of the past.”

The movement toward an attack on Syria — a precursor to, or stand-in for a war with Iran — seems to be increasingly regarded as inevitable — “not whether, but when” — gives a new and poignant meaning to “laughing till it hurts.”

For the last week the British government has given every sign of being in a dreadful muddle over how to react to the suspicion that chemical weapons (CW) were used in the suburbs of Damascus early on 21 August.

Two words that ought to have featured prominently in ministerial statements, “due process”, were entirely absent. Instead, Messrs William Hague and James Cameron spoke at times as though the UK and its Western allies were fully entitled to act as judge, jury and executioner.

I hope I won’t offend US readers if I say that Europeans half expect that sort of mentality from US leaders. We look on the US as a country in which habits formed in the Wild West in the nineteenth century resurface from time to time. But from our own European politicians, schooled by centuries of intra-European conflict, we look for more measured and cautious responses.

Reinforcing the impression of indifference to international legality, British ministers seemed hopelessly confused about how the precipitate use of force that they were advocating could be justified, and about what it was supposed to achieve.

At one moment President Bashar al-Assad had to be “punished”; at another the West had to “retaliate” for his use of CW (although so far Western nationals are not reported to be among the victims).

Some statements suggested that the West should act to uphold an international norm against the use of CW, others that the West had to act in order to protect Syria’s population from further CW attacks (although none of the military measures reportedly under consideration can come close to delivering “protection”).

Mercifully, as of 29 August, it looks as though Messrs Hague and Cameron are at last starting to come to their senses, sobered perhaps by parliamentary resistance to signing a blank cheque for a resort to force and by opinion polls suggesting that the British public is opposed to force by a margin of more than two to one.

To those of us who are familiar with the Chemical Weapons Convention (CWC) this pantomime has been puzzling.

Syria is one of (only) seven states that have not ratified the CWC. The rational way to proceed, however, is to treat Syria, mutatis mutandis, as though it were a CWC party, since the norm enshrined in the CWC dates back to 1925 and is, effectively, a global norm, a norm that no state can reasonably reject (unlike the so-called “right to protect”, propagated by Mr. Blair and others, which is far from being universally accepted).

The relevant provisions of the CWC can be summarised as follows:

- CWC parties are entitled to request “challenge inspections” to clarify possible instances of non-compliance with the Convention’s prohibitions, and to have this inspection conducted “without delay”;

- The inspection team will produce a report which contains factual findings as well as an assessment of the cooperation extended by the inspected party;

- The inspected party has a right to comment on that report and to have its comments submitted to other parties;

- The parties shall then meet to decide whether non-compliance has occurred, and whether further action may be necessary “to redress the situation and to ensure compliance”.

Note the emphasis on giving the inspected party a right to comment before parties come to conclusions about what the inspection report implies. This could be especially important in the Syrian case if, as leaked signal intelligence implies, a Syrian army unit used CW last week against the wishes of the Syrian Ministry of Defence.

Note, too, the emphasis on redressing the situation. What matters in Syria now, if the UN inspectors report that government CW were used last week, is that the government take steps to ensure that this never happens again. Ideally, the UN Security Council (acting, so to speak, on behalf of CWC parties in this instance) can persuade the Syrian government to adhere to the CWC and destroy its CW stocks under international supervision. There will be no resistance to that outcome from Russia, Iran or China, all fervent supporters of the CWC.

Note, finally, the absence of any reference in the CWC to the “punishing” of non-compliance. That is consistent with a view that it is inappropriate for sovereign states to treat one another like common criminals (a view to which the West eagerly subscribes when the non-compliant state is Israel). Of course, if the Syrian government wishes to punish the commander(s) of any unit(s) found to have been responsible for last week’s outrage, this is another matter.

By giving priority to “due process” and “redressing the situation” Western leaders have an opportunity to set a good precedent for the handling of future challenges to global norms.

Following declarations that the Obama administration could soon strike Syria, very little has been left unsaid. The fact that President Barack Obama has been a reluctant warrior lends weight to the justification of his attack, we are told. Surely a reluctant warrior would not use a humanitarian disaster as cover. We should also know that given the “red line” he drew last year, America’s credibility is on the line. And of course we are reminded of the need for the US to be the protector of the global and civilized norm against the use of chemical weapons.

None of these arguments will convince the critics of military action.

President Obama, Secretary of State John Kerry and Secretary of Defense Chuck Hagel are hardly Dr. Strangeloves sitting on a bomb directed at Damascus, but the lack of clarity on what happens the day after seems reckless. If the Assad regime used chemicals weapons, wouldn’t it be reasonable to assume that half-hearted military action — designed to punish but not remove Assad from power — will encourage further use of the weapons and more devastation?

Yes, US credibility is on the line, but attaching credibility to martial muscle could entail the further loss of it in more important areas. The revelation that in the midst of a humanitarian crisis the political class in Washington seems focused on launching cruise missiles can itself reflect a serious lack of credibility and failure in global leadership; this one built upon moral and ideological bankruptcy.

There may be some people in Syria and elsewhere in the region who will cheer military action, but if the Obama administration is unable to use it to exhibit some sort of leadership and bring an end to Syria’s tragedy through a serious political process like in Egypt, the move will be despised by all sides.

It’s been suggested that Obama’s military action in Syria will pose a dilemma for Iran’s new moderate government as it contemplates what to do in a domestic environment in which Iran’s hardliners will be pushing for a response. It won’t. Jasmin has already pointed to the mild reaction from Tehran. The reality is that Obama’s military action will make the Syria tragedy his and not Iran’s. And in Iran’s post-election environment, in which the country has moved towards national reconciliation — both among the elite and between the government and population — nothing suits the Islamic Republic better than divesting itself from this issue quietly.

The hardline argument for strongly supporting the Assad regime won in Tehran when his downfall was stated as Washington’s — as well as Riyadh’s and Tel Aviv’s — desired outcome in the name of weakening the Islamic Republic. But events in Syria are now well beyond the proxy war stage. They are out of control and have spilled into adjacent countries. Of course, Iran does not share borders with Syria. Rather and more importantly, the ideology that the Syrian tragedy has spawned with ample support from Saudi and Qatari funds — one that is anti-Shia, anti-Iran, anti-US and anti-Semite (even if it may not necessarily be virulently anti-Israel for now) — is more of a problem for whichever country ends up owning this issue. And owning it is exactly what the Obama administration is about to do, even if it acts in the name of credibility and/or punishment and reportedly only through a barrage of Tomahawks for a few days.

“Obama weighing limited strike on Syria,” reads the main headline of an August 27 Washington Post article. We still don’t know exactly what this will entail, but as this piece — and many other news reports — indicate, the operative word definitely appears to be: limited.

As authors Karen De Young and Anne Gearan explain, the action that the Obama administration is contemplating “is designed more to send a message than to cripple Assad’s military and change the balance of forces on the ground.” In other words, after warning last year that the use of chemical weapons is a “red line” that the Assad regime must not cross, President Barack Obama feels that he must respond if (as appears increasingly likely) the Assad regime has used them against its own citizens. But he wants to do as little as possible for fear of getting the US involved in another fractious Middle Eastern conflict.

If this is indeed the sort of attack on Syria that the president is contemplating, it is not likely to be very effective. Bashar al-Assad is not only willing to kill his opponents; he will sacrifice his supporters as well. If the US-led retaliation to his alleged recent use of chemical weapons is just one that targets some of his military facilities, that is a cost that Assad will be willing to pay. Indeed, it may encourage him to launch even more chemical weapons attacks due to the belief that while US retaliation may be annoying, it will not threaten the survival of his regime or its advantages vis-à-vis his opponents.

The White House should not forget that there is precedent for something like this. Between the end of the first Gulf War in 1991 and the US-led intervention against Iraq in 2003, the US launched numerous, small-scale attacks against Iraq in retaliation for Saddam Hussein’s many misdeeds. These did not succeed in improving his behavior much.

Nor will limited (there’s that word again) strikes against Syria improve Assad’s behavior. If the Obama administration seriously wishes to alter Assad’s ways, then it must attack or threaten to attack that which he values most: his and his regime’s survival. It is not clear, of course, that Assad will change course even if he is personally threatened. But it is only if he is eliminated, or appears likely to be, that elements within his security services concerned primarily about their own survival and prosperity will have the opportunity to reach an accommodation with some of the regime’s opponents, neighboring states and the West.

Threatening Assad’s survival is what is needed to attenuate the links between Assad and the forces that are protecting him. Undoubtedly riven with internal rivalries (something that dictators encourage for fear that their subordinates will otherwise collaborate with one another against them), the downfall of Assad — actual or believed to be imminent — is what will open the door for some in the security services to save themselves through cooperating with the regime’s opponents. Absent this condition, it is simply too risky for them to turn against their master and his other supporters — who are ever on the lookout for signs of disloyalty.

So far, though, the Obama administration has taken pains to signal that it is not going to threaten the Assad leadership. This seems very odd. It did, after all, kill Osama bin Laden when it could have captured (and possibly gained a treasure trove of intelligence from) him instead. The Obama administration has also launched an aggressive drone missile campaign against Al Qaeda targets in Yemen, Pakistan and elsewhere. But however heinous the actions of these terrorists have been, they have killed far fewer people than Assad and his henchmen.

The Obama administration may be reluctant to target Assad because he is a head of state. But whether for this reason or any other, the result of Washington’s self-restraint will be that Assad remains free to kill more and more of his own citizens.

An American attack on Syria does indeed need to be limited — limited to Assad.

Despite Thursday’s announcement that President Barack Obama has decided to provide direct military assistance to Syrian rebels, what precisely the administration has in mind remains unclear.

Analysts here are also questioning whether the decision is part of a deliberate strategy – and, if so, what that strategy is – or whether it is instead another in a series of efforts to relieve growing pressure from its allies in Europe and the Gulf and hawks at home to take stronger military measures designed to shift the 27-month-old civil war decisively in favour of the opposition.

“When Julius Caesar actually crossed the [Rubicon], he proceeded rapidly to mission accomplishment in accordance with a sound strategy,” noted retired Ambassador Frederic Hof, a Syria specialist at the Atlantic Council who has long called for stronger U.S. military intervention.

“Although the administration’s crossing [decision] is significant, welcome, and long overdue, it is far from certain whether this particular legion will move smartly toward an objective or simply mill around the river bank.”

The White House tied the decision to escalate the “scope and scale” of military aid to the Free Syrian Army (FSA) and the Syrian Military Council (SMC) to the U.S. intelligence community’s determination that the Syrian forces had used chemical weapons – albeit “on a small scale” – against rebel forces in multiple battles over the past year.

It also cited the deepening involvement of Iran and Hezbollah militants from Lebanon in support of the regime of President Bashar Al-Assad, whose departure from office Obama has repeatedly demanded since hostilities first broke out more than two years ago.

The announcement, however, followed a series of intensive internal meetings over the past two weeks, as it became clear that the regime’s forces had made a series of battlefield advances – most importantly by capturing, with Hezbollah’s help, the strategic western town of Al-Qusayr close to the Lebanese border – that threatened to tip the war decisively in Assad’s favour.

With pro-government forces and Hezbollah fighters reportedly preparing a major assaults on the key city of Aleppo and other “moderate” opposition leaders appealing desperately for weapons, the administration has found itself under pressure from both its allies abroad and hawks here to “do something” that could halt, if not reverse, the regime’s momentum and restore the “strategic stalemate” that Washington considers essential to any prospect for a political settlement.

But what precisely that “something” is or will be remains unclear. In a briefing for reporters Thursday evening, deputy national security adviser Ben Rhodes repeatedly avoided answering the question, insisting, however, that Washington will increase “the scope and scale” of direct aid to the SMC which so far has received mainly humanitarian and “non-lethal” assistance.

According to various published reports, Obama has indeed decided to provide small arms and ammunition but still pending are decisions on rebel requests for anti-tank weapons and shoulder-fired surface-to-air missiles. Washington had previously ruled out the latter, in part due to Israel’s concerns that they could be used against its aircraft, particularly if they fall into the hands of radical Islamist factions among the anti-Assad forces.

But hawks here have argued that small arms and even anti-tank weapons are at this point insufficient to redress the rapidly tilting balance of power on the ground.

“The president must rally an international coalition to take military actions to degrade Assad’s ability to use airpower and ballistic missiles and to move and resupply his forces around the battlefield by air,” declared Congress’s most visible interventionists, Republican Senators John McCain and Lindsay Graham late Thursday. “We must take more decisive actions now to turn the tide of the conflict in Syria.”

They and others have called for Washington to create “no-fly zones” along Syria’s Turkish and Jordanian borders that would both safe havens for refugees and rebels and permit the latter to be trained, armed and supplied for operations against government forces inside Syria.

Hof has urged that such a zone also be used protect a rebel government that could gain formal recognition from the United States and other allies, request heavier weapons and eventually go to peace talks as diplomatic, as well as military, equals of the Assad government.

While Rhodes told reporters that Obama has “not made any decision to pursue a military operations such as a no-fly zone”, the Wall Street Journal reported Thursday that a Pentagon proposal still under consideration calls for a limited “no-fighting” zone extending up to 40 kilometres inside Syria that would be enforced by U.S. and allied aircraft operating from Jordanian airspace.

In recent months, Washington has set up Patriot air-defence batteries and sent fighter jets to bases inside Jordan, where it has also been secretly training rebel and Jordanian forces on securing chemical-weapons facilities and weapons in the event the Assad regime collapses, according to some reports.

Some analysts who have opposed escalating U.S. involvement in the civil war agree that directly supplying arms to the rebels would be unlikely to turn the military tide, certainly in the short term, and could carry additional risks.

“Selective arms shipments could [spur] clashes between rival rebel groups. Extremist elements might attack more moderate rebel units receiving better arms, driven by need, resentment or both,” according to Wayne White, the former deputy director of the State Department intelligence unit on the Near East, who noted that this could actually strengthen the regime. Indeed, he added, the “rebel military vanguard” for some time has been the “radical Islamist in character – even Al-Qaeda affiliated”.

He also expressed scepticism about the effectiveness of a no-fly zone, noting that it would risk swift escalation. “The rebels would remain at the mercy of the regime’s other heavy weapons on the ground, thus tempting those establishing any sort of no-fly zone to attack regime ground targets as well.”

“The first step on the slippery slope is always easy, but it’s much harder to actually resolve a conflict or to find a way out of a quagmire,” wrote Marc Lynch, a Middle East expert at George Washington University, on the eve of the White House announcement.

For Lynch, who has long urged Obama to resist calls to escalate Washington’s intervention, the key issue is what U.S. policy ultimately aims to achieve and whether providing military aid or taking more aggressive measures will help achieve them.

“Should Syria be viewed as a front in a broad regional cold war against Iran and its allies or as a humanitarian catastrophe that must be resolved?” he asked, noting that very different strategies should be followed depending on the answer to that question.

At the moment, according to Lynch, “advocates of arming the rebels switch between making the case that it would strike a blow against the Iranians (and Hezbollah) and that it would improve the prospects for a negotiated solution.”

While the White House clearly framed its decision this week in the latter terms, it may nonetheless add momentum to those who tend to view the Syrian conflict more as part of the larger conflict against Tehran the model for which, according to Lynch, “would presumably be the jihad against the Soviet occupation of Afghanistan – a long-term insurgency coordinated through neighbouring countries, fuelled by Gulf money, and popularised by Islamist and sectarian propaganda”.
