As the Syrian uprising against the Baathist regime enters its fourth year, it is clear, given the changing balance of power on the ground, that predictions about the imminent collapse of the Assad dynasty, which constituted conventional wisdom from 2011-12, are far from the mark. Once derided by its neighbours for the obsolescence of its equipment and what was perceived as the cluelessness of its soldiers, the Syrian army has retaken from opposition fighters several strategic positions, including the latest, Yabroud, which, according to all major actors, is of pre-eminent importance. The same observers also agreed that recent victories by the regime are in reality less those of the Syrian security forces than of Hezbollah fighters from Lebanon, both in terms of the manpower they provided and the strategic advice they offered their Syrian counterparts.

Hezbollah’s open intervention in its neighbour’s civil war has from the outset posed many questions and provoked not a little anxiety. What exactly are Hezbollah’s aims in Syria? In light of the reprisals that have been conducted by its Syrian foes and their sympathizers in areas sympathetic to the group or under its control, doesn’t it have more to lose than to gain? Finally, and in particular, does Hezbollah risk losing its popular base and its pre-eminence on the national level in Lebanon?

Flashback to an intervention outside national borders

If Hezbollah’s leaders have supported — and from the beginning — the Lebanese government’s policy of non-intervention in the Syrian crisis, that has not prevented them from taking a clear position in favor of Assad’s regime, even while calling for a negotiated settlement between the belligerents. It must not be forgotten that cooperation between the Baathist regime in Damascus and Hezbollah began in the early 1990s and their strategic alliance has consisted essentially of Syria’s facilitating the transfer of arms from Iran to Hezbollah. In its various defeats of the Israeli army, the group became to a certain extent indebted to the Assad dynasty, which explains why, despite Damascus’s decades-long abandonment of any armed challenge to Tel Aviv, Hezbollah still considers the Syrian leadership to be a “regime of resistance against Israel.”

This arrangement would probably not survive in the event that the Free Syrian Army (FSA) or the Sunni jihadi groups actually took power. The Syrian opposition factions didn’t wait for Hezbollah fighters to actually cross the border before declaring their hostility for — and issuing threats against — the party. In December 2011, for example, Burhan Ghalioun, who then headed the Syrian National Council (SNC), declared that if indeed the Assad regime was defeated, “the new authorities would drastically review their relations with Iran and Hezbollah” (Al-Arabiya, 12/2/11). The following month, FSA spokesman, Col. Ammar al-Wawi, warned that Hezbollah’s secretary general, Hassan Nasrallah, will be “held accountable for his actions before revolutionary courts after the victory of the Syrian revolution” (L’Orient-Le Jour, 2/1/12). Then, in the fall of 2012, the head of al-Qaeda in Syria (as it was then known), Majid al-Majid, issued a specific threat against Hezbollah, announcing his plans to conduct attacks against tourist sites in Lebanon if the government in Beirut continued to support the party (Al-Joumhouriya, 9/3/12). Similarly, the FSA’s leadership promised to bring the war into the heart of southern Beirut (a Hezbollah stronghold) if the party “didn’t end its support for the regime of Bashar al-Assad” (L’Orient-Le Jour, 10/9/12). The rhetoric became if anything more virulent and increasingly characterized by a sectarian, anti-Shiite hostility as the Sunni jihadi groups, which made clear that the conflict went far beyond any ideological or economic differences, gained ascendance among the opposition forces.

It bears repeating that all of this preceded Hezbollah’s intervention, which in fact took place in two stages. The first real appearance of the Islamic Resistance in Lebanon (IRL), Hezbollah’s paramiltary, mother organization, dates in all likelihood to the latter half of 2012 (the IRL is normally presented as the military wing of Hezbollah. In reality, it preceded Hezbollah and originally helped create it. The relationship is thus the opposite: Hezbollah is the civil extension of the IRL). It didn’t involve sending combatants to fight alongside regime forces. Rather, the first units were members of local self-defense forces that formed spontaneously in the increasingly conflicted zone along the border. Having never been precisely demarcated, the border between northeast Lebanon and Syria constitutes a large area that is home to some 30 villages actually inhabited by Lebanese — mainly Shiite — citizens, all of whom, however, are subject to Syrian sovereignty. Given their sectarian character, these villages were targeted early on by Sunni jihadi groups linked to the opposition. Small groups of local youth — all Lebanese — thus took up arms to defend their families and homes against those attacks. Some among them were members of Hezbollah and the IRL whose initial purpose was thus simple self-defense.

The second stage of Hezbollah’s intervention on Syrian territory came with the battle of Quseir in the spring of 2013, when IRL combatants fought side by side with regular Syrian army forces. This more extended intervention resulted from the confluence of the interests of both the regime and Hezbollah, a confluence that is readily apparent from a glance at Syrian geography. The IRL hasn’t fought in the central, southern or eastern part of the country and does not (yet) appear to be committed to helping Assad re-conquer his country. Rather, its zone of intervention has been confined to the swath of territory around the Aleppo-Homs-Damascus axis, stretching roughly from the northwest coast of Syria (immediately north of Lebanon) along the border down to the Lebanese Shiite region of Baalbeck al-Hermel. The northwest coast is largely Alawite (Shiite) and Christian; that is, the two sectarian constituencies most closely allied with the regime. The regime, with IRL’s help, has been focused on clearing the major transportation routes that link the capital, Damascus, to the northwest, and making it more difficult for Syrian rebels to gain access to Sunni sympathisers in the Bekaa who have provided them with safe haven and, above all, a base for resupply.

But IRL’s intervention in Syria is motivated primarily by the defense of its own interests, reflecting less an attempt to save the Syrian regime than a proactive effort to anticipate the potential impact of Assad’s fall on its ability to act in Syria. Hezbollah and IRL don’t need to be welcome throughout Syria; if Syria breaks up into various zones of influitence as has already more or less taken place, a stable and protected sanctuary is sufficient for their purposes; that is, to ensure that key supply routes remain intact. It is thus not by chance that IRL fighters have focused their intervention in this area.

Bad for Assad, good for March 14?

Lebanon’s political scene has been split since 2005 between the March 14 Alliance — an essentially Sunni and Christian coalition of parties and individuals opposed to the Syrian regime and consisting mainly of the Sunni “Future Current” (FC) of Saad Hariri and the Lebanese Forces of Samir Geagea — and the March 8 Coalition, which has favoured maintaining close ties with Damascus and is led by Hezbollah with the support of the “Free Patriotic Current” of Michel Aoun.

It has been assumed by the March 14 movement — and some of its western supporters — that Assad’s ouster and the advent of real democracy in Syria would result almost automatically in Lebanon in a decisive victory for its forces over March 8, and thus the marginalization of Hezbollah. In this view, the changing balance of power between the Syrian regime in Damascus and its opposition would logically and necessarily replicate itself in Lebanon between the two coalitions there. In reality, however, the belief in such a direct relationship between the politics of the two countries ignores the nature of the leverage exerted by Hezbollah on the political stage in Lebanon, just as it wrongfully assumes that any successor to the Assad dynasty will necessarily act in favor of anti-Syrian Lebanese forces. Contrary to the popular adage, the ramifications in Lebanon of what happens in Syria demonstrates that the enemy of my enemy is not necessarily my friend.

Indeed, the major role played by the radical Islamic groups in the Syrian opposition hardly strengthens the March 14 movement; on the contrary, it simultaneously weakens both of the major sectarian factions within it: Christian and Sunni.

Lebanese Christians of all political persuasions are not happy with the growing role played by the Sunni jihadists at the heart of the anti-Assad networks. Shocked by what their Iraqi co-religionists have suffered in recent years and what has begun to happen to their counterparts in Syria — the treatment of the nuns in Maaloula offers one recent example — Lebanese Christians see their worst nightmare as the arrival in Lebanon of a similar regime of repression, abuse and ultimately forced exile.

Within the Lebanese Christian community, two main political factions have vied for popular support. While Geagea, the leader of the Christian faction within the March 14 movement, depends on the moderate and Western-allied Sunni (FC), Aoun, who heads the opposing camp, is wary of Hariri’s close links with Saudi Arabia and pushes for an alliance with a Hezbollah whose behaviour regarding Islamo-Christian relations has for years been seen as exemplary. Thus, its media, which diligently covers all abuses committed against Christians by Sunni jihadi groups throughout the region, takes every opportunity to highlight Hezbollah’s strong ties with Christians.

They recall, for example, the joint project announced by the Maronite Patriarch and Hezbollah to promote the concept of a “civil State of believers,” in January 2011; Hezbollah’s reception of Pope Benedict’s September 2012 visit to Lebanon (on his arrival at the Beirut airport, it sent a welcome escort consisting of hundreds of the party’s Scouts sporting berets adorned with the Vatican’s coat of arms); the construction work of Jihad al-Binaa, a Hezbollah organ which, after the 2006 war with Israel, repaired at its own expense churches damaged by Israeli bombs and artillery shells during the month-long conflict; Hezbollah’s support for the so-called “orthodox” electoral law that had long been a pet project of Christian conservatives, the majority of whom belong to the March 14 movement; and the November 2012 invitation to Hezbollah’s leadership by the Maronite Patriarch, Monsignor Bechara al-Rahi, to send its own delegation to accompany him for his formal installation as cardinal at the Vatican.

Thus, Christians who are already favourable to Hezbollah have no reason to change their position. All the more so in light of the embarrassing position in which their March 14 co-religionists find themselves in given the rise of jihadi groups in the Syrian opposition. Indeed, Geagea, who had argued for months after the outbreak of the insurrection in Syria that an Islamist regime in Syria would not prove harmful to Christians, abruptly abandoned that claim by the end of 2012. At the same time, the Gemayel family, the second political grouping within March 14’s Christian constituency, never endorsed Geagea’s initially enthusiastic embrace of the rebellion and has preferred instead to support the government’s position of not taking sides.

The destabilization of the anti-Assad line resulting from the disarray among the March 14 Christians is enhanced by the weakening of the Sunnis’ position in Lebanon. Syria’s turmoil has effectively accelerated the shattering of Sunni unity, which was already under stress in recent years due to a series of setbacks suffered by the FC and its leader, Saad Hariri, as well as by the emergence of pockets of radical Islamists, particularly in the northern part of the country around Tripoli.

Faced with the militarization of the conflict next door, the temptation to provide reinforcements and logistical support to the insurgents there became too strong for the FC to resist. Despite some initial official denials, Hariri himself opted for silence in November 2012 when pressed about the mounting evidence implicating his associates regarding the supply of arms and funding for the rebels. This direct involvement in the Syrian conflict, which occurred before Hezbollah’s intervention, as well as the clear support for the rebels provided by the FC’s external sponsor, Saudi Arabia — not to mention the overt support voiced by several FC members of parliament in 2012 and 2013 for the radical Sunni cleric Ahmad al-Assir — fatally undermined the efforts by Hariri’s faction to present itself as an effective firewall against extremist groups.

All the more since, when the radical Sunni groups challenged the state’s authority and even, at times, confronted it with violence, FC MPs from Tripoli defended their actions without any public rebuke from the leadership. Thus, Hariri’s pledges of moderation have consistently proved difficult to uphold, as he showed himself either unwilling or unable to rein in these groups.

Indeed, this fragmentation among the Sunnis poses a serious threat to Hezbollah because of the risk that their actions could spark a sectarian civil war in Lebanon. On the other hand, while Sunnis across the political spectrum have long been hostile toward Hezbollah — including well before its intervention in Syria — it appears that the majority of the community still values the civil peace — however tenuous — that has reigned in Lebanon for the past two decades sufficiently to avoid letting themselves be dragged into war against the party.

The community that would logically appear most susceptible to change its political allegiance in light of the Syrian crisis remains the Shia themselves. Indeed, IRL’s intervention on the side of the loyalist forces across the border has reverberated strongly in Lebanon, especially with respect to security. Reprisals by the Syrian opposition have already taken the form of several car or suicide bombings in two Shiite strongholds — Beirut’s southern suburbs and the northeastern Bekaa. While it is undeniable that these incidents have spread unease and fear among the Shiites, any thought that they could trigger a massive desertion by the community would seem deluded.

Why Lebanese Shia don’t support Assad’s fall

The Shiites of Lebanon have three reasons for not supporting the fall of Assad’s regime. The first relates to the bipolarity of the political scene. The two camps and their followers hold highly defined views regarding their political, factional, regional, and international allegiances. On the one hand, March 8 is allied to Syria and Iran and looks positively at Russia. On the other, March 14 followers have no problem dealing with Israel, are friendly to Saudi Arabia, and, at the international level, consider France and the US their natural protectors. Thus, without necessarily retaining any admiration for the Damascus regime — let alone any endorsement of its policies and behavior — the strong majority of the Shia “naturally” prefer it as the lesser evil compared to one which would upset the regional equilibrium.

It is for the same reason that the Shiite community disapproved of March 14’s adherence in 2005 to an American neoconservative policy aimed at upending the existing regional balance of power. Asked to choose between the devil and the deep blue sea, Lebanon’s Shiites feel more at home and comfortable — and secure — under the Syrian-Iranian umbrella than being subject to US-European (and Saudi) adventures in the Middle East — particularly in the wake of the wars in Afghanistan and Iraq.

Over the past 20 years, the community has also developed a very special, very strong and very sophisticated relationship with Hezbollah. The party’s successive victories over the Israeli occupation and its social and political achievements on the domestic front have built a solid confidence in its strategic acuity. Those accomplishments have also sparked a revival of communal identity, based on a new “Shiite pride,” the promotion of a collective self-image. In so doing, the party has permitted the community to rid itself of inferiority complexes that it has suffered for decades, if not centuries, thus inspiring a strong, durable feeling of gratitude towards Hezbollah and, accordingly, cementing an enduring political bond between the party and the community.

The last reason why the majority of Shiites are unlikely to desert Hezbollah is their strong hostility towards the Sunni jihadist groups in the Syrian opposition. Christians are not the only religious group anxious about their growing importance. Shiites feel much the same fear because they know that the hatred directed by these groups at them is based more on religious than on political differences; that is, they are hated for what they are, rather than for what they think. In a country whose state lacks the resources to assure its citizens’ security, Hezbollah appears — as paradoxical as it may seem — as the only group capable of defending the nation — and its community.

In other words, the Syrian crisis has not changed the basic political configuration of Lebanon. Hezbollah’s critics still criticise it; those who support it also continue to do so. Those feelings have perhaps become more polarized as a result of Hezbollah’s intervention in Syria, but no consequential political defection is in view — from one side or the other.

With the boost from the chemical weapons deal now in the rear view mirror, the chilling picture of the brutal daily slugging match in Syria has remerged. The Assad regime’s offensive against rebel forces grinds on, but gains have been less of late, and the rebels have rebounded here and there. Islamist rebels of one stripe or another inside the country continue to gain ground within the armed opposition, and neither the moderate rebels, nor the opposition in exile currently support talks unless they are aimed at removing President Bashar al-Assad.

Heavy fighting has been raging over the past week in various sectors of the country. Rebel forces led by the al-Qaeda affiliated al-Nusra Front in eastern Syria on Nov. 23 seized the country’s largest source of oil and gas, the Omar Field. The government has been unable to export oil since 2011 because of its inability to hold the entire route to the coast, but it has been using this oilfield for domestic consumption. Now the regime’s access to domestic oil supplies also has been disrupted with fuel shortages already evident in Damascus.

Rebels reportedly also launched an offensive last week to break the government siege against the opposition-held Damascus suburb of Ghouta. Fatalities on both sides were unusually high over the weekend, according to the UK-based “Syrian Observatory for Human Rights”: 100 rebels and 60 regime cadres. Government shelling of rebel-dominated suburbs has surged along with rebel return fire falling on the regime-held core of the capital.

Although claims by both sides are difficult to verify, so far there is no indication the rebels broke through to Ghouta, but the affiliation of the casualties on both sides is telling with respect to the sectarian and extremist nature of the struggle on the ground. Rebel dead apparently come mainly from the al-Nusra Front and the equally al-Qaeda linked Islamic State in Syria and the Levant (ISIL). Government dead so far reportedly included 20 fighters from the “Abu al-Fadl al-Abbas Brigade,” an Iraqi Shi’a militia that took the field this year in order to face off with the many Iraqi Sunni combatants in al-Nusra and ISIL. The collision of such fanatical elements doubtless explains, in part, the high rate of loss in this particular round of fighting.

The Assad regime’s most recent offensive has been aimed at seizing a key road in the mountainous Qalamoun area of central Syria linking Damascus to the city of Homs. Government troops had made significant gains in the Qalamoun area until Nov. 20 when rebel suicide bombers pounded a key frontline government position in the town of al-Nabak and rebels fighters moved against a nearby regime-held town not previously contested. ISIL and al-Nusra reportedly have shifted hundreds of fighters from elsewhere in Syria into the battle trying to halt the government drive (once again showing their prominence where the fighting has been toughest).

To counter the increased strength of al-Nusra and ISIL after these al-Qaeda affiliates wrested from other Islamists the town of Atma on the Turkish border through which many arms flow into Syria for the opposition, a group of relatively more moderate Islamist combatant groups last week united to form a new “Islamic Front.” Various more obscure Islamist groups like the “Suqour al-Sham Brigades,” “Ahrar al-Sham,” “Liwa al-Haq,” the “Islamic Army,” plus the better known “Tawheed Brigades” (in the forefront of the fighting in the large northern city of Aleppo), have banded together. The Islamic Front affiliates also seek a Sunni Islamic state in Syria, but they apparently have exhibited more tolerance than al-Nusra and ISIL.

Underscoring the disunity within rebel ranks, the Islamic Front’s reason for combining is not just to create a viable alternative to al-Qaeda associated rebel groups. Left unsaid, but rather obvious, is the Front’s determination also to confront al-Nusra and the ISIL when necessary. In fact, the Islamic Front has alleged ISIL colluded with the pro-Western and more secular “Free Syrian Army” (FSA) to take Atma from the “Suqour al-Sham Brigade.”

So, whereas the formation of the Islamic Front could weaken al-Nusra and ISIL, it also appears hostile to the FSA. And just as senior UN officials and UN Security Council members have revived efforts to cajole the Syrian National Council (SNC), the opposition’s exile leadership, into attending a second round of Geneva talks aimed at a peaceful transition, the FSA’s influence on the ground inside Syria (as well as the SNC, which is linked to the FSA) has further declined. All Islamist groups, now so dominant on Syrian battlefields, oppose SNC attendance at any conference that would not remove Bashar al-Assad (a notion again dismissed yesterday by the Damascus regime).

After failing to coax the SNC into attending a conference planned for last month, UN and Arab League Special Envoy to Syria Lakhdar Brahimi, Secretary General Ban Ki-moon, the Western powers, and Russia yesterday postponed the “Geneva II” conclave until Jan. 22 (with a preparatory meeting on Dec. 20). Ban met with SNC representatives on the 24th who seemed to agree to attend, but Ban stipulated that SNC participation would have to be “credible and as representative as possible.”

Making such meaningful opposition attendance less likely, however, was push back today on the part of the SNC: Bashar al-Assad cannot be part of any transitional government, and the international community should “prove its seriousness” by establishing humanitarian corridors to besieged rebel-held areas (something attempted — in vain — for months). Worse still, the head of the FSA, General Salim Idriss, declared that rebels loyal to him would neither join the Jan. 22 conclave nor cease fighting during the conference. Probably trying to shore up the FSA’s waning status among rebels in Syria, Idriss emphasized that “what concerns us is getting needed weapons for our fighters.”

Given the iffy prospects that the SNC could fulfill Ban’s conditions (or the international community those of the SNC), it probably is appropriate that Ban has characterized the renewed effort to convene a conference as a “mission of hope.”

The main objective of the Russian chemical weapons (CW) initiative this week was to steer the US away from military action in Syria that might weaken the regime of Bashar al-Assad. Although Moscow also is concerned about CW falling into the hands of rebel extremists, it has less incentive than Washington to pressure its Syrian ally amidst the latter’s war against the Syrian opposition. While much of the world looks to Russia and the US to chart a way to achieve international goals on Syrian CW peacefully, the Russians will be working closely with Damascus in parallel to fashion the disarmament mission to the Syrian regime’s advantage. In addition to stretching out the timeline, another Russian-Syrian objective could be to use the process to create a measure of external dependence and perhaps lend some badly needed legitimacy to Syria’s discredited dictatorship.

President Vladimir Putin’s bottom line in his New York Times editorial on Thursday is highly misleading: “We are not protecting the Syrian government, but international law.” Whatever emerges concerning the issue of Syrian CW, one must bear in mind that Syria is Russia’s only remaining Middle East ally, a major market for Russian weapons, and plays host to Russia’s only Mediterranean naval base.

Although claiming to defend international law against “ineffective and pointless” American style “brute force,” Putin has done most everything to assist the Assad regime’s widespread, often indiscriminate use of just that (reducing much of Syria to rubble) to suppress what was initially a reform movement, while opposing any use of force to punish the regime for what increasingly appears to have been a major violation of the 1925 Geneva Protocol against chemical warfare. Finally, much of Putin’s rhetoric revolves around the extremist threat posed by the rebels, while skirting references to the Syrian regime’s own extensive barbarity. In fact, the regime’s ruthless repression since 2011 played a key role in driving many rebels toward greater radicalization.

The complex process of accessing, accounting for, seizing, and eliminating Syria’s huge CW arsenal might well be exploited by Damascus to assist its own cause against the rebels. The work at various CW sites, the sequencing of such access, as well as the inspectors’ need to move around other areas of the country to make sure CW has not been hidden elsewhere could be used to demand that the rebels cease fighting across broad stretches of territory (potentially providing any regime personnel accompanying the inspectors opportunities to collect information on rebel deployments). A telling signal of Putin’s desire to give the regime as much maneuvering room as possible in all this was Moscow’s immediate rejection of France’s proposal to include in the relevant UN Security Council resolution a tough enforcement clause.

Just the amount of time required to catalogue, transport and dispose of Syria’s CW arsenal (possibly years) is likely to provide the regime with respites it could exploit to revive its battered military. Meanwhile, to weaken the rebels, Assad might argue, for example, that all lethal aid to them (on the part of the US, reportedly just getting under way) cease, or demand certain local rebel withdrawals to supposedly facilitate the work of the inspectors. During this lengthy process, Assad could at times halt cooperation unless his demands are met (such as his latest: the US must renounce any potential use of force against his regime). Absent a tough enforcement mechanism, the international community would have little clout with which to push back via the UN.

Furthermore, Assad’s agreement to sign the 1925 Geneva Protocol is no guarantee–just an opening formality. Egypt signed the protocol, but later used Mustard Gas against the side it opposed in the 1960s Yemen Civil War. Italy’s Benito Mussolini accepted the protocol during his early years in power, only to turn round abruptly in the mid-1930s and use Mustard Gas in his war against Ethiopia. Japan, also a signatory, attacked Chinese forces amidst hostilities in the 1930s with both chemical and biological weapons.

It is not surprising that even the relatively moderate Free Syrian Army (FSA) working with the West has reacted negatively to the emerging arrangement. They know all too well that Moscow has stood by the brutally repressive regime against which they have fought and are shocked to find Russia now at the head of the diplomatic table. Also, with the UN inspection report on the August 21 Damascus CW attack reportedly set for release on Monday (amidst rising evidence the regime carried out the attack), the opposition was stunned as focus abruptly shifted from punishing the Assad regime to cooperating with it on a CW arsenal the same regime previously denied it possessed. Nevertheless, any lack of cooperation on the part of the opposition would make Assad & Co. appear reasonable by comparison.

The Russian proposal, however, should be explored fully. That said, while a peaceful way out of this aspect of the Syrian conflict is preferable, all concerned must also proceed cautiously given Moscow’s stake in the Assad regime. An additional great advantage to most everyone would be to remove Syria’s CW arsenal from the battlefield so no party to the conflict could gain further access to it–neither the regime nor rebel extremists. Yet, although the current approach stems from a likely regime atrocity, if Assad agrees, for the most part, to cooperate in dismantling his CW arsenal in a timely manner, the international community could become vested in an otherwise loathsome regime for a long time as the sole guarantor of that process.

The outcome of the struggle now playing out over whether to smite Syrian President Bashar al-Assad’s regime militarily for its purported use of chemical weapons could define the future of the conflict within Syria more broadly. Much of the hesitation toward — even outright opposition to — military action relates to vivid recollections of US/UK deceit before the 2003 Iraq War, more generalized war weariness, competing economic priorities amidst weak economies, and political divisiveness in the US. Nonetheless, another deep-seated source of disquiet among US elected officials and their constituents, for the past 18 months, has been the rise of Islamic extremists within the Syrian armed opposition.

Although it has become clearer only in that proverbial 20/20 hindsight, there seems to have been a very narrow window of opportunity during which the Syrian opposition’s Western supporters could have initiated a level of arms and training that might have blunted the regime’s revival beginning last Spring without the danger of munitions falling into the hands of Islamic militants (perhaps as narrow as the last few months of 2011). By that time the armed opposition had become sufficiently cohesive to digest a solid flow of foreign military aid while Islamic extremists still comprised a small portion of its combatants.

Yet, that window passed almost unnoticed because of the belief, in part, among so many observers that the rebels seemed to be closing in on the regime without any pressing need for Western arms. So the issue of US or Western supply of munitions to the rebels was not as seriously discussed as it would be later. Instead, the White House was caught amidst one of the early waves of intense pressure for far more direct action, most notably the establishment of some sort of Syrian no-fly zone, from various domestic quarters,  the Syrian opposition, and various other parties in the Middle East.

By late January 2012, however, the al-Nusra Front linked to al-Qaeda in Iraq was substantial enough to formally announce its presence among the rebels. A year later, jihadist fighters had become dominant in the forefront of the rebellion. But despite the vigorous contribution of these extremist combatants, in early 2013 the regime forces had regained their footing, and in Spring 2013 took the offensive against the rebels.

In part, the ballooning numbers of militant extremists appear to have filled a vacuum left by less motivated, fragmented, and sometimes corrupt secular opposition militia groups that even alienated certain local populations in northern Syria under rebel control. So, those oppositionists most outspokenly disappointed over the Obama administration’s decision to await an US congressional vote have been the same ones with a faltering impact on the course of the fighting inside the country — those so-called “vetted” rebels affiliated with the Free Syrian Army (FSA).

An inability to hold their own as well in the face of the Syrian military or against competing Islamic militant factions may have been as important a cause of the decline of more moderate groups as delays in receiving Western munitions. In addition, however, mounting rage over the regime’s widespread brutality and destruction doubtless has radicalized many former moderates. And, admittedly, the greater availability of weapons and ammunition among extremist formations including the latest entry from the Islamic State in Iraq and the Levant (ISIL), which formally declared its presence in 2013, reportedly has caused quite a few moderate fighters to gravitate toward these al-Qaeda affiliates (with munitions being provided by Qatar in particular, despite periodic shortages from that source as well).

For Americans, the high-profile role of al-Qaeda associated extremists in the Syrian resistance has had a greater impact because of the long shadow cast by 9/11 and ongoing high levels of concern about al-Qaeda in its various incarnations. A large body of negative reactions (including via social media) to the proposal to respond militarily to the Syrian regime’s alleged CW atrocity cite the al-Qaeda affiliations of rebel combatant groups. This concern probably will feature prominently in the upcoming US congressional debate over the matter.

Indeed, the extremist factor effectively stymied belated US and Western interest in providing arms. President Obama reportedly turned down a proposal to do so in August 2012, and perhaps again at the end of that year. Then, although the administration finally seemed ready to provide arms and training to relatively moderate “vetted” rebels in spring 2013, the implementation seems to have been slow and spotty, with discussions continuing into July, and most designated groups still having not received them last month.

Rebel extremism, along with other leading concerns about the planned military strike (such as its scope), will feature in the upcoming US congressional debate. Should considerable doubts emerge over the extremist nature of many leading rebel formations, even if military action is approved, the US provision of munitions to the opposition could come under greater scrutiny. Should approval for a strike be withheld, much the same might happen. If so, the Syrian regime’s hand would be strengthened that much more, and the continued dominance among the rebels of the most extreme elements almost certainly would be ensured — even reinforced.

With the Assad regime already on the rebound, violence has spiked between rebel Islamic militants and more moderate opposition combatants within Syria. Although tensions between such groups have existed for some time, changes in the Islamist lineup in Syria and perhaps impending Western arms shipments exclusively to moderate rebel groups have intensified rivalries.  Hezbollah’s entry into the conflict, notable regime gains against the rebels overall, and now the possibility of a rebel-on-rebel conflict within a conflict could reduce considerably the likelihood that the rebels — any rebels — would succeed in taking down Assad and Co. in the near-term.

In just three months the character of the struggle in Syria has taken a dramatic turn in favor of the regime. Rebel forces, reportedly short of munitions of late, have been driven from some key positions near Damascus, along the Lebanese-Syrian frontier, and in central Syria in and around Homs. Since Islamic extremist rebels have been in the forefront of the fighting, shortages of munitions might well have resulted from initial European-US efforts to re-focus collective arms resupply more tightly to embrace only more moderate rebels. Meanwhile, the recent intervention of thousands of fanatical Hezbollah fighters from Lebanon replenished and reinvigorated the regime’s own depleted infantry capabilities.

Rising violence between militant Islamist rebels and cadres of the more moderate “Free Syrian Army” (FSA) appears to have broken out following the assassination of FSA Supreme Military Council member Kamal Hamami by jihadists in Syria’s northern port city of Latakia on July 12 (where Hamami had previously organized one of the first successful FSA combat units). There are different accounts of how Hamami died, but it happened within territory controlled by the relatively new al-Qaeda-affiliated Islamic State of Iraq and the Levant (ISIL), which has been pushing aside the previously powerful jihadist al-Nusra Front. Hamami may have gone there for a meeting, and was killed by the ISIL. Furthermore, the ISIL is not at all apologetic — quite the contrary.

Clashes had increased even before the killing of Hamami across rebel-held territory in northern Syria. The ISIL appears more fanatical than even al-Nusra. It has produced footage of its executions of captured leaders of rival rebel groups allegedly guilty of corruption.  And there have been other recent examples of internecine violence. In early July, near the Syrian-Turkish border, heavy fighting broke out between a local moderate group and a rival Islamist cell that resulted in dozens of casualties and the beheading of the Islamist leaders involved.

ISIL, with the approval of al-Qaeda’s leadership, has, unlike al-Nusra (and as its name suggests), expanded its Islamist vision to include practically all the lands of the traditional “Fertile Crescent.” It also appears better organized than al-Nusra and has successfully expanded its influence across quite a lot of rebel-held northern Syria. This ambitious power play inevitably pitted the ISIL against many elements of the FSA, such as the Tawhid Brigade, affiliated with the FSA since last November and fighting in areas in and around the large northern Syrian city of Aleppo. An FSA commander claims that apparently prior to the Hamami killing, ISIL personnel had warned FSA-affiliated groups that the ISIL planned a complete take-over of rebel-held areas of Syria’s sprawling coastal province of Latakia.

Even worse, one ISIL source reportedly has claimed that the entire FSA is now regarded as heretical and an enemy of this burgeoning new extremist grouping. FSA sources indicate they will retaliate harshly.

I warned last month that US and Western plans to provide arms to “vetted” moderate rebel groups would have to be implemented quickly to forestall regime efforts to gain increased military advantage before they arrive. I also noted how regime gains over the past two months already have made moving arms among vetted groups inside Syria more difficult. Yet, no substantial arms shipments seem to have arrived a month later, and politicians in both Washington and London have been attempting to block them.

Meanwhile, the adverse impact inside Syria of the presumption such arms will be delivered has worsened.  Regime forces have made new gains, further disrupting rebel lines of communication. And expanding violence between rebels tagged for arms deliveries and their extremist rivals means that in the opposition’s patchwork of control, groups like the ISIL probably would block (or seize) any arms deliveries attempting to cross territories they control. Moreover, some stronger extremist groups probably would be in a position to seize hefty quantities of such arms from vetted groups. Finally, talk of arms deliveries also may have inflamed moderate-extremist tensions since Islamic militants resent the one-sided nature of the impending aid and, in part, may be seeking to weaken moderate groups to reduce their ability to gain advantage from more and better arms.

Another rebel weakness overall is declining popular support. Over the past 18 months, local populations under rebel control in the north (from which we receive the most reliable reporting) have become more alienated by moderate rebel domination, which often has been dysfunctional and corrupt. Increasingly, Islamist rule became a preference, as it was accompanied by far less corruption, civil courts, and even some social services. With the rise of ISIL, however, much of that appeal has dissipated as well, with its more rigorous imposition of strict Sharia rule sullied by executions of inhabitants for alleged collaboration with the Assad regime or moral offenses.

Clearly, the collective opposition cause in Syria is in crisis. The most formidable rebel forces remain Islamic extremist, but they and their rivals are wasting combat power in self-destructive in-fighting. Moreover, the Jihadists’ rising militancy, broader ambitions and aggressiveness against rival rebel groups have not only potentially eroded their own ability to obtain foreign arms, but hurt efforts to secure arms for other rebels as well.

All this is splendid news for the Assad regime (and its allies) because earlier this year the government probably hoped only to keep hanging on. Now, however, it has been able to set its sights higher on the possibility of regaining control over still more lost territory. Yet, Syria continues to bleed with about 100,000 dead, vast numbers made homeless, much of the country already in ruins and real doubts as to whether central authority of any sort can be re-established over all of Syria in the foreseeable future.

I’ll make this short.

Twenty-four hours ago, we posted Amb. Robert Hunter’s analysis of the Syria question and his appeal to Obama to “keep his nerve (backed by the US military leadership) and continue resisting attempts to drag the US even more deeply into Syria.” He prefaced his essay with a quotation from the British political TV series, “Yes, Prime Minister;” to wit: “It’s safer to be heartless than mindless. History is the triumph of the heartless over the mindless.”

Twelve hours later, I read Bill Keller’s column, “Syria is Not Iraq,” in Monday’s edition of the New York Times, which, to be frank, I found to a virtually perfect example of the kind of  mindlessness over heartlessness that Amb. Hunter may have had in mind. I know Keller is being completely sincere in his beliefs, but I was frankly appalled at what seemed to me precisely the thoughtlessness of the column, which, given its length (over 1300 words — just 200 words less than his infamous Feb 8, 2003 column, “The I-Can’t-Believe-I’m-a-Hawk Club,” that endorsed the Iraq invasion) and placement on the page, seemed calculated to convey the impression that it was The Final Word.

For mindlessness, take this passage, which follows his ruling out of putting U.S. boots on the ground, an outcome, he notes, “nobody favors:”

The United States moves to assert control of the arming and training of rebels — funneling weapons through the rebel Supreme Military Council, cultivating insurgents who commit to negotiating an orderly transition to a nonsectarian Syria. We make clear to President Assad that if he does not cease his campaign of terror and enter negotiations on a new order, he will pay a heavy price. When he refuses, we send missiles against his military installations until he, or more likely those around him, calculate that they should sue for peace.

All of this must be carefully choreographed and accompanied by a symphony of diplomacy to keep our allies with us and our adversaries at bay. The aim would be to eventually have a transition government, stabilized for a while by an international peacekeeping force drawn mostly from neighboring states like Turkey.

Now, without boots on the ground, how is it that the U.S. will “assert control of the arming and training of rebels?” And how will the Supreme Military Council ensure that only the “good” insurgents will get the weapons that will be funneled through the SMC? And are we sure that “sending missiles against his military installations” will persuade Assad and those around him to sue for peace? And if he or they don’t, what will be the next step to change his calculations? “Boots on the ground?” And how would he constitute “an international peacekeeping force drawn mostly from neighboring states like Turkey” when all of the neighbors are increasingly on one side or the other of the widening sectarian conflict? Sounds great, but who is he talking about? Iraq? Lebanon? Jordan, Saudi Arabia? And has he consulted the latest surveys on Turkish public opinion and what it might think about sending troops into Syria? Are these informed recommendations? Of course, Keller adds that he doesn’t “mean to make this sound easy,” but, in fact, that’s precisely what he’s doing, just as he did when he was a self-described “reluctant hawk” on Iraq.

Keller also notes that he was wrong on Iraq, calling his position a “humbling error of judgment.” But it’s clear that the statute of limitations on humility — and perhaps on the Iraq War itself — has expired. (Hence, “…getting Syria right starts with getting over Iraq.”) His column is anything but humble. It is filled with the conviction that he knows what’s best for all concerned, with confidence that his risk analysis is on the mark, that good guys and bad guys can be easily distinguished, that doing something is better than doing nothing (an idea he credits to an analyst at the Institute for the Study of War, an American Enterprise Institute satellite). In short, his column is filled with the same kind of arrogance that he brought to Iraq as a “reluctant hawk” ten years ago. Indeed, Syria and Iraq may not be the same, but Keller hasn’t changed.

Amidst rumors that Washington finally decided to provide arms at least to selected Syrian opposition fighters, Secretary of State John Kerry announced that the US would do little more than increase its non-lethal aid to the opposition. Rebel disappointment has been intense, and such limited assistance will not have a major impact on the military effectiveness of the opposition or hasten an end to the fighting.

Last week Secretary Kerry said there would be an increase in non-lethal aid to the opposition, with rebel fighters gaining access to military rations and medical supplies. A US official clarified that this aid would only go to carefully vetted rebel groups, with Kerry emphasizing that opposition elements “sharing our values must set an example” by avoiding regime-like brutality and Islamic extremism. In defense of this limited assistance, the US Central Command’s General James Mattis told the Senate this week that the situation inside Syria is currently too complicated for the provision of lethal aid. Finally, earlier this week in a news conference in Qatar (which is believed to be providing munitions to the rebels), Kerry acknowledged that others are doing so, but with “greater guarantees” that arms and ammunition are reaching only moderate groups.

Meanwhile, the European Union upped the ante a bit more than the US by allowing its Syria sanctions to permit the supply of armored vehicles and non-lethal military equipment to opposition combatants if the aim is to protect civilians. Likewise, just yesterday the British seemed to move in step with the EU in saying the UK would provide armored vehicles, body armor and training, though still deeming this assistance as non-lethal.

In parallel to recent Western decisions related to such aid, UN Syrian peace envoy Lahkdar Brahimi, the French, the Russians and the US, have been discussing various seemingly vague notions of bringing representatives of the opposition together with those of the regime in an attempt to end the fighting. The regime now says it is willing to do so, but the rebels, overall, have held back. A pro-Assad Russia clearly views any Western aid to the rebels as disruptive in this context, but efforts aimed at some sort of negotiated solution have been going on for quite some time without any tangible progress.

Predictably, with far higher expectations of Western aid, the opposition has been appalled. In a news conference in Rome with Kerry, the embittered president of the Syrian opposition’s Syrian National Coalition, Moaz al-Khatib, said: “Many sides…focus (more) on the length of the rebel fighter’s beard than the blood of the children being killed.” A rebel commander in the battered northern city of Aleppo also said that lack of arms was the main obstacle to victory over the regime, but rebel fighters had to go on fighting without waiting for such assistance.

Ironically, had there been a decision by the US, the UK and the EU to provide arms to selected, relatively more moderate opposition combatants, even that might not have provided the rebels with a decisive military boost. After over two years of regime brutality, heavy fighting and widespread destruction, large numbers of opposition fighters have been radicalized and many extremist jihadists have entered Syria to join the fight against the Assad regime. For some time now, Muslim extremist rebel groups have been leading the fight and inflicting the most damage on the regime. So supplying moderates exclusively might do little to assist those who have become the proverbial “tip of the spear” in the uprising’s most important battles.

Even prior to this disappointment opposition leaders in exile — but especially rebel fighters and Syrian civilians supporting the uprising inside the country — had become steadily more embittered by two years of Western hand-wringing over providing military help.  And no wonder: while caution and indecision has reigned in Western capitals, the death toll in Syria has reportedly reached 70,000 and the number of Syrian refugees in neighboring countries reportedly just topped one million.

Regime forces continue to fight back desperately (and with characteristic brutality) despite assaults by rebel groups in every Syrian province. And, making this violence more like the civil war it has been labeled as by many, the Assad regime still may retain the loyalty of a substantial slice of the population. Of the estimated 12-13% of the populace that is Alawite (Assad’s own community) or vaguely similar Shi’a, most back the regime. Likewise, a large majority of the 10% of Syrians who are Christian have stood by the regime in fear of Muslim extremism. Ethnic Kurds — around 8-9% of the population — have been wary of both sides, providing rebels with only limited help. And, finally, even a minority of Syria’s large Sunni Arab majority is too vested in the regime militarily, in its security services, various businesses, or like-mindedly secular to break with it in the face of a potential Islamist takeover.

So it is possible that maybe as much as 40-45% of the population either has not joined the opposition or potentially represents a pool of manpower and support for Assad’s forces. Continued support for the regime in some important quarters remains a daunting challenge for the rebels, especially since many within pro-regime constituencies are fighting hard alongside the regime because they believe — perhaps with good reason at this point — that they would suffer greatly if the rebels prevail.

The upshot of the latest decision on the part of the US and the West to hold back on precisely what rebels battling inside Syria need most (whether justified or not) is the inevitable prolongation of the mayhem that has been progressively destroying Syria.

Sen. John McCain’s berating of former Sen. Chuck Hagel for “yes or no” answers as to whether the latter would support intervention in Syria or providing arms to anti-regime fighters reveals just how little McCain understands about how agonizingly complex these issues have been — and remain — for the US and other Western governments. In fact, perhaps the most profoundly basic need confronting the US and most of its allies (finding a credible Syrian opposition counterpart with which to work) has been elusive.

The Syrian opposition remains in disarray. All along, there have been disconnects between the new National Coalition for Syrian Revolutionary and Opposition Forces (more commonly referred to as the Syrian National Coalition) in exile, and the older, now associated, Syrian National Council (SNC) as well as what seems to be quite a few of the various armed rebels operating against the Assad regime inside Syria. Indeed, the National Coalition and its predecessor, the SNC, who now purportedly represent the overall Syrian resistance to the outside world, appear to most experts to be somewhat more moderate than many of the armed elements of what has been collectively known as the Syrian Liberation Army (SLA) fighting within Syria. Consequently, governments considering options as serious as those backed by Sen. McCain lack confidence that they have a reliable partner in the new Coalition.

Late last year, the Istanbul-based SNC was pressured by the US, the West, and many moderate Arab states to formulate an expanded and more thoroughly representative organization (because even some groups in exile remained outside the SNC). Leaders of the various factions in exile met in Doha, Qatar in November 2012 to attempt just that, and a new line-up, the National Coalition, emerged from that conference. If the succession of names and acronyms for the Syrian opposition outside Syria seems a bit confusing to the reader, this comes as no surprise; the opposition remains a disparate, in some cases only loosely associated, and quarrelsome grouping. And most informed observers feel that genuine unity within the Syrian opposition in exile, let alone between its many and varied elements fighting within Syria, had not even been achieved in Doha. Consequently, the US, (which was a key party pressuring the opposition to meet and reorganize in the first place), ironically withheld its recognition.

Further divisions within the council became evident just this weekend when senior opposition leader Moaz al-Khatib not only conferred with Russian and Iranian representatives in Munich, but also agreed to meet with Syrian Vice President Farouk al-Sharaa if the Syrian regime would work with the opposition toward a peaceful exit of President Bashar al-Assad. The offer conflicted with the Coalition’s recently reiterated position rejecting talks with the Assad regime, naturally producing grumbling from within the opposition in exile. The reaction on the part of many FSA fighters inside Syria was even more strongly negative, even though al-Khatib told the Russians and Iranians about the anger within opposition ranks over their support for the Assads.

An extremely troubling tendency for practically all outside governments supporting the Syrian opposition more generally has been the rising radicalization of FSA fighters on the battle lines throughout Syria. Indeed, extremist elements such as the al-Nusra Front (strongly suspected of being composed largely of al-Qaeda fighters) reportedly have consistently been in the vanguard of much of the toughest fighting in recent months, although it cooperates with armed rebel groups of differing beliefs out of necessity. So, al-Nusra, although seemingly the most effective anti-regime military force in Syria, was designated a terrorist organization by Washington in December 2012. Al-Khatib, on behalf of the exile Coalition, has urged the US to reconsider, but a change in US policy toward al-Nusra is unlikely.

Consequently, with its external leadership in some measure of flux, some rebel fighters still little known, and other elements battling in Syria considered dangerous, providing a large amount of lethal assistance has become even more problematic for most potential donors. Moreover, military intervention would be a far more difficult, militarily taxing, and costly proposition than it was in Libya for a variety of reasons. And Russia and China’s obstruction in the UN Security Council of any meaningful UN-sanction action against the Assad regime has been yet another major problem. Finally, there is the wide-ranging issue of various uncertain (and several potentially unwelcome) post-Assad scenarios to further complicate decision-making by governments toward providing lethal assistance to an opposition movement with which they otherwise share the goal of toppling Assad & Co. and ending the ongoing bloodshed and destruction.

With 60,000 Syrians already dead and more dying by the day, providing robust military aid to the opposition would appear, at least at first glance, a proverbial “no brainer.” But this abbreviated tour through the complexities of US, Western and moderate Arab considerations concerning this far more vexing issue should underscore why demanding instant “yes or no” answers from Chuck Hagel as to whether the Administration should move boldly toward either military action in Syria or the arms supply business was so inappropriate.

Yet, although unrelated to Hagel, it may have been a mistake for key governments supporting the Syrian opposition not to have started at least supplying greater quantities of arms to the FSA well over a year ago, despite some of the risks at that time too. This could have hastened the fall of the regime while minimizing what has now become widespread anger within the FSA (and among many anti-regime Syrians in general) over the West’s failure to do so. Moreover, at that point, fewer extremist elements of the FSA had emerged as strongly as they are now as the ongoing, savage struggle has radicalized ever larger numbers of opposition fighters. Viewed in hindsight, although this was a very difficult call even back then, it might have been a missed opportunity.

The sheer magnitude of death and destruction from the ongoing struggle between the Assad regime and the opposition is already defining the nature of the aftermath. The longer the fighting lasts, the greater will be the militancy of the opposition and its bitterness toward supportive quarters of the international community for not doing far more. Even if the fighting were to stop today, Syria would be left a devastated, impoverished nation with little in the way of financial reserves, roiling political and sectarian divisions, and facing an international community unable to provide abundant aid for recovery.

Cloaked in a speech purportedly about a settlement, President Bashar al-Assad urged his remaining base to redouble its efforts to crush the formidable opposition during his January 6 address. Yet it’s the airpower and heavy artillery he employs daily against the rebels that’s made the biggest contribution to the ongoing rubblization of Syria’s urban centers and infrastructure. Already, substantial portions of Aleppo, Homs and Hama have been wrecked; sections of the greater Damascus area have been devastated similarly. This wide-ranging destruction encompasses all manner of basic infrastructure; government, commercial and private property; historic tourist venues; medical establishments; and a host of poorer, more densely populated districts.

Even by last April, Syria’s foreign currency reserves were reportedly down by half. Not only has Assad’s war against the opposition consumed a great amount of public treasure; the Syrian economy has also been crippled by unrest and damage.

Meanwhile, tactics like turning loose “Shabiha” paramilitary units (a ruthless, corrupt, and mostly Alawi militia with origins dating back to the 1980’s) in bloody sweeps of neighborhoods and villages against rebels — and their families — has further intensified the sectarian slant of the fighting. What descended into open anti-Sunni violence in numerous cases doubtless gave added impetus to Sunni extremists organizing themselves within Syria, or elements like anti-Shi’a, anti-Alawi “al-Qaeda in Iraq” cadres crossing the border to join the rebels. Thus, tough extremist groups like “Jabhat al-Nusra” have been assuming a greater role in many anti-regime battles.

Assad rails on about rebel “terrorists”, but to the extent that is true, he played a major role in provoking them against him in rising numbers.

Yet, whether intentional or not, the radicalization of many rebels stemming from Bashar’s brutality and the prolongation of this bruising struggle has created one salient advantage for the regime. Both the West and sympathetic moderate Arab regimes remain reluctant to provide large amounts of munitions (and the most critical arms: anti-aircraft missiles) to the rebels. For the opposition, this handicap appears to have grown more serious. Recent reports from rebels inside Syria allege that outside arms supplies have come to a halt. The NPR’s Deborah Amos reported on Jan. 4 that after having spent time inside Syria, the flow of foreign arms had “slowed…almost to a full stop.”

Since last week, the government appears to have been on the offensive in some areas, hammering away at rebel holdings, probably because Assad & Co. are attempting to capitalize on the shortage of rebel munitions. Indeed, Bashar’s vigorous performance on Jan. 6 might well have been driven by a personal belief that his government could be on the rebound.

While the regime’s survival is still unlikely, the stalling of recent rebel offensives could buy it more time. The reportedly widespread opposition view linking the slackening in vital international support to the rebels’ military problems has generated deep resentment — especially since this decline came so soon after the opposition complied with Western and moderate Arab pressure to launch an ostensibly more united opposition council in exile.

All told, these developments have been casting an ever darker shadow over post-Assad Syria. National recovery will be slow and halting under the best of circumstances. A bitter legacy of sectarian violence and reprisals can hardly be expected to end with the fall of the Assad regime (particularly if certain pro-regime diehards fall back to sectarian strongholds to prolong their resistance). Establishing and maintaining coherent political authority will likely be a rocky venture resulting from a certain degree of falling out among various rebel factions, as well as the probable inability of any government to satisfy expectations of a return to normalcy among millions of Syrians scarred one way or another by the fighting.

Finally, militant Islam will almost certainly play a role in the politics of a new Syria. Any successor regime is also bound to be somewhat wary of the opposition’s erstwhile foreign “allies”, whom they believe failed to play a militarily decisive role –even indirectly — in helping to bring down the Assads sooner. Such resentment could be magnified by the inability of struggling Western economies to proffer enough assistance to accelerate substantially the agonizing rebuilding process.

The UN High Commission for Human Rights now believes 60,000 Syrians have been killed since March 2011 (far more than claimed by the Syrian opposition) and that death rates have been rising more sharply of late. Given the situation on the ground and the continuing failure of diplomacy, the bloody human toll in Syria — along with far broader suffering and privation – will probably increase before the grueling tug of war between the regime and the opposition draws to a conclusion in one way or another.

The last weekend of 2012 saw an especially severe spike in casualties with government forces counterattacking in the Damascus area, Homs/Hama in central Syria, and Aleppo in the north. Even heavier regime airpower was brought to bear. This contrasted with vigorous opposition advances in recent weeks. It appears that after weeks of sustained offensive operations, some important rebel units ran short of munitions, despite earlier captures of improved weapons and ammunition from government military facilities. Sensing a slackening of pressure, the regime evidently sought to take advantage of the situation by launching a desperate effort to reclaim a few pieces of lost ground and perhaps even wrest some of the initiative from the rebels.

Yet, given the continuing toll on the regime’s own military assets and its inability to replenish its troop losses as readily as those of the rebels, any government gains are likely to be short-lived, especially as rebel forces regroup and resupply themselves once again. Indeed, even as airstrikes have been pounding rebel positions around Damascus in particular, opposition fighters have been closing in on two Syrian air bases farther north. The regime’s growing international isolation and shortages of basic supplies to satisfy the needs of the population (even within the government’s shrunken holdings) suggests it remains at an overall disadvantage regardless.

It should come as no surprise for backers of UN and Arab League representative Lahkdar Brahimi’s most recent initiative that his truce offer has been spurned by the opposition (and not unexpectedly encouraged by an increasingly beleaguered Assad regime). In fact, the choice of Moscow as a venue for talks was especially off-putting for the rebels because, as has been seen, the opposition views Russia as one of the two premier supporters of the Assad regime.

The bottom line is that a sort of Catch-22 situation is continuing on the diplomatic front: the side that believes it has the upper hand and will eventually prevail militarily (currently the opposition) is unlikely to accept a truce because a ceasefire would interfere with its ability to sustain intense military pressure on the other side. Only a prolonged, costly stalemate — not seen in quite a while — might interest both sides in calling at least a temporary halt to the bloodletting.

Meanwhile, failing the defection of substantial army units to the rebels, the fighting is likely to remain fierce — even desperate. From time to time, the rebels capture government caches of better weapons, and that will continue, giving them a somewhat more even playing field against regime forces. Those Syrians (most Alawites, many Christians, as well as a minority of Sunni Arabs who have benefited from the regime) will fight bitterly, fearing a rebel (or even militant Islamic) victory would overturn their world as they know it, perhaps even endangering their own families or entire sectarian communities. And, the longer the bloodletting continues in terms of time, sheer violence, atrocities, and total casualties, the more the amount of retribution — both authorized and spontaneous — will mount for those who have chosen, essentially, to fight for the regime right up, or close, to the bitter end.
