This month the Wall Street Journal reported that the Obama administration had slowed the shipment of hellfire missiles to Israel after it bombed a UN school in Gaza on Aug. 3 with the US-made weapon. The White House has insisted that weapons transfers to Israel have not been suspended or halted, and that the administration is only “taking extra care to look at these shipments.” Yet some analysts understood the unusual decision as a warning message to Tel Aviv about the use of disproportionate force. Whether or not that’s true, it’s no secret that the United States is Israel’s biggest source of military assistance, even if the White House has not been completely aware of the extent of that support.

Two years ago, Congress passed the United States-Israel Enhanced Security Cooperation Act (P.L. 112-150), which reiterated, as a matter of policy, the US commitment “to help the Government of Israel preserve its qualitative military edge amid rapid and uncertain regional political transformation.” It expressed the non-binding “sense of Congress” favoring various possible avenues of cooperation: providing Excess Defense Articles to Israel; enhanced operational, intelligence, and political-military coordination; expediting the sale of specific weaponry including F-35 joint strike fighter aircraft, refueling tankers, and “bunker buster” bombs; as well as an US-Israel cooperative missile defense program and additional aid for Israel’s Iron Dome anti-rocket system.

Iron Dome: Approaching $1 billion—and Beyond

Iron Dome, a dual mission system built by Israeli defense contractor Rafael Advanced Defense Systems, which doubles as a very short range air defense system and an interceptor of incoming rockets, mortars and artillery, has received $720 million in American funding since the program’s inception in 2011. Israel currently has nine batteries, each costing about $100 million. The price tag for every Tamir missile fired by the Iron Dome system costs an estimated minimum of $50,000, with two missiles responding to every incoming rocket that is considered a threat to Israeli lives and property.

US support for Iron Dome will soon surpass $1 billion. In March, the Pentagon asked for $176 million for the program for Fiscal Year 2015, which begins Oct. 1, but the Senate Appropriations defense subcommittee raised the Iron Dome appropriation to $351 million on July 15—more than half the $621.6 million it had appropriated for Israeli missile defense for the upcoming year. A week later, Defense Secretary Chuck Hagel sent a letter to Senate leaders and key committee chairpersons relaying the Israeli government’s request for an immediate $285 million of emergency allocation for Iron Dome. On Aug. 1—a Friday afternoon—the House (398-8) and Senate both approved adding an additional $285 million to Iron Dome’s funding, which was followed by President Obama’s signature the following Monday morning.

As of last week, according to Y-Net, Iron Dome reportedly had a 90% success rate during the first month of  “Operation Protective Edge,” intercepting more than 600 rockets headed toward Israeli population centers from Gaza.

Autopilot Foreign Policy 

After Israel’s bombing of the UN school in Gaza, and the huge loss of Palestinian civilian lives due to the war, the Obama administration apparently became aware that it was unformed about, and had very little control over US military assistance to Israel. Indeed, the Wall Street Journal reported Aug. 14 that President Obama had just discovered that the US military was authorizing and providing weapons shipments to Israel without his knowledge.

Unknown to many policy makers, Israel was moving on a separate track to replenish supplies of lethal munitions being used in Gaza and to expedite the approval of the Iron Dome funds on Capitol Hill.

On July 20, Israel’s defense ministry asked the US military for a range of munitions, including 120-mm mortar shells and 40-mm illuminating rounds, which were already stored at a pre-positioned weapons stockpile in Israel.

The request was approved through military channels three days later but not made public. Under the terms of the deal, the Israelis used US financing to pay for $3 million in tank rounds. No presidential approval or signoff by the secretary of state was required or sought, according to officials.

The White House then instituted a review process over armaments being shipped to Israel, instructing the Pentagon and the US military to hold a transfer of Hellfire missiles. According to Haaretz:

Against the backdrop of American displeasure over IDF tactics used in the Gaza fighting and the high number of civilian casualties caused by Israel’s massive use of artillery fire rather than more precise weapons, officials in the White House and the State Department are now demanding to review every Israeli request for American arms individually, rather than let them move relatively unchecked through a direct military-to-military channel, a fact that slows down the process.

One senior US official said the decision to tighten oversight and require the pre-approval of higher-ranking officials for shipments was intended to make clear to Israel that there is no “blank check” from Washington in regards to the US-made weapons that the Israel Defense Forces (IDF) uses in Gaza.

For its part, the State Department has denied reports that it has been kept in the dark about US to Israel weapons transfers. Last week spokeswoman Marie Harf disagreed with the WSJ‘s assessment that the executive branch had been blindsided, and attributed any apparent delay to “inter-agency process.”

The Times of Israel has since reported that the holdup of the Hellfire missiles has been resolved; the weapons will soon be on their way. Although the anonymous Israeli official who operated as a source for the story didn’t specify when the weapons would be arriving, according to Israel’s Channel 10 news, “the incident is behind us.”

With a 72-hour truce apparently holding in Gaza and Israel having ended its ground operation, now seems like a fair time to assess where things stand. Has anyone emerged from this war in a better position? Is there anything that can, at least in a cynical and Machiavellian sense, be called a victory?

Palestine

It goes without saying that the overwhelming majority of the physical destruction was borne by the people of Gaza. At this point, the numbers are just horrifyingly grim: 1,968 dead — 1,626 of whom were civilians — and 7,920 wounded. While we don’t have a precise percentage, we do know that there are at least 2,111 children and 1,415 women among the wounded.

The already mangled sole power plant in Gaza was damaged even further, leaving most of the strip without electricity. The United Nations Development Program estimates between 16 and 18,000 homes were severely damaged or destroyed and over half a million Gazans (out of a population of roughly 1.8 million) have been internally displaced.

As one report put it, “…almost every piece of critical infrastructure, from electricity to water to sewage, has been seriously compromised by either direct hits from Israeli air strikes and shelling or collateral damage.”

This is clearly the worst hit Gaza has taken, demonstrably more severe than Operation Cast Lead (2008-09). Even so, there seems to be no appetite there for a return to the status quo ante from the mass media, social media or my own interactions; the call for an end to the seven-year Israeli blockade of Gaza as part of a lasting ceasefire persists.

Concomitantly, Hamas, though still facing the same problems as before (an inability to pay civil employees, increasing isolation in the region due to the decline of the Muslim Brotherhood and little leverage of their own to address Gaza’s economic woes) has been strengthened politically by Israel’s onslaught.

Once again, Hamas survived without conceding, and that grants them a considerable boost. It won’t last forever, of course, but they have re-established themselves as the leaders in confronting Israel. The unity agreement between Hamas and Fatah has also apparently survived the fighting, though in practice the destruction of Gaza’s infrastructure makes implementation there much more difficult. Palestinian unity was the primary reason that Israeli Prime Minister Benjamin Netanyahu lied to the Israeli public about the fates of the three murdered Israelis in June — the event that sparked the spiral into this violence. That, too, can be counted as a victory.

The relationship between the Palestinian Authority and Hamas is very unclear. It seemed strained in June, as Israel swept through the West Bank under the pretext of looking for the three youths who they knew were already dead. Palestinian President Mahmoud Abbas continued his security cooperation with Israel during this time and even prevented demonstrations against Israel’s actions after the fighting started in Gaza.

But as the fighting wore on, Abbas, who at first supported Egypt’s ceasefire proposal that Hamas could not accept, began supporting Hamas’ demands to end the fighting. By the end, Abbas was accusing Israel of war crimes, threatening to sign the Rome Statute and thereby bringing Israel to the International Criminal Court, and calling for the blockade of Gaza to be lifted. Officially, the PA has not broken the unity agreement — another major victory for Hamas.

Yet Hamas could not have missed the signals of this round. They managed to increase global awareness of the blockade, but found themselves being pressured by the Arab League. Turkey and Qatar remain Hamas’ only allies, but they proved largely ineffectual against the United States, Egypt, and the Saudis (despite the Saudi rhetoric, which was varied and clearly unsympathetic to Hamas but sympathetic to Gazan civilians).

At this point, efforts again appear geared at getting the PA back into the business of controlling Gaza’s borders. For Hamas, that will be a mixed blessing. If it happens with the unity agreement intact, then Hamas will have won itself a clear place in the Palestinian political system, and Israel will have to accept it if they let the PA administer the border crossings. Israel won’t like that at all, but the US, Egypt and the Saudis may push hard for such an arrangement in the interest of stability. This would also be a step toward ending Hamas’ control over the strip, to the extent that there is anything that can legitimately be called Palestinian control in Gaza.

Israel

The Israelis are not buying into Prime Minister Netanyahu’s claim of decisive victory in this operation, but they are overwhelmingly supportive of his decisions. In part, this reflects an appreciation of reality — Israel did a lot of damage in Gaza, but didn’t do itself a lot of good. The other part is that most Israelis believe that Netanyahu didn’t really want things to go this far.

Bibi whipped his country into a racist frenzy when those young men were kidnapped. Knowing Israeli sensibilities as he does, Bibi knew that their deaths would end the story, but a kidnapping would continue to enrage hard-line sectors of the Jewish populace. The idea was to drum up popular support for a series of actions against Hamas which, Netanyahu hoped, would shatter the Palestinian unity deal.

But Bibi’s right flank immediately started pressuring for escalation. Bibi didn’t want that, but once Hamas started fighting back in earnest, the political pressure for a broader operation was more than he could resist. The pressure continued, as did Hamas’ firepower, probably more than Bibi expected them to use. As matters escalated, Netanyahu had to keep re-defining the mission’s goals. First it was punishing Hamas for the murders, then it was a “quiet for quiet” arrangement — in other words a straight up ceasefire.

That idea was not met with public approval. By this time, Israelis were considerably frightened. Hamas’ rockets were penetrating much farther into Israel than ever before, and while the Iron Dome defense system limited the actual damage, it did not limit the spread of fear. So, the Israeli goals became diminishing Hamas’ rocket ability and eliminating what Israel called “terror tunnels.”

The tunnels are very frightening to Israelis and Israel appears to have eliminated them. But there are two big problems with this narrative. Firstly, destroying the tunnels was the main focus of the ground operation, but Egypt managed to destroy hundreds of them without a military attack; they simply flooded them from the Egyptian side. The second problem is that, while Israeli fears about the tunnels are understandble, it’s worth noting that Israel has known about them for quite a while and Hamas hadn’t used them until this round of fighting began.

So what, really, did Israel achieve? It caused Hamas to use about two-thirds of its rockets, but those can be replenished, and at the point of the ceasefire, Hamas and other factions were still firing at will. Israel destroyed Hamas’ tunnels, but they had been there for years and were posing only a potential threat. Israel meanwhile failed to destroy the unity agreement, at least for now.

These gains were bought by Israel at the price of Palestinian blood, and a higher domestic death toll than Israel is accustomed to (67, including three civilians). As much as it appears like Tel Aviv doesn’t care about that price, it is clear that Israel’s image took a major hit in this engagement. Formerly sympathetic media showed injured Gazan children and destroyed neighborhoods. Even the United States expressed concern about the disregard for civilian life and called the attack on a United Nations school that was housing refugees “disgraceful.” The UK is now reviewing all military sales to Israel, and Spain has suspended all military sales.

Those things should not be overstated. England and Spain are merely expressing their displeasure at Israel’s total disregard for civilian life in Gaza and will re-commence their sales to Israel in due course. Despite its occasional statements, the US has repeatedly defended Israel throughout this episode and is using the ceasefire to send more supplies to its ally.

Still, Israel has definitely come out of this appearing far more villainous than Hamas. That’s going to make a difference going forward. Israel may no longer be able to bury the issue of the Gaza blockade, a form of collective punishment that has only helped solidify Hamas’ rule in Gaza and has deprived the people while failing to prevent the buildup of Hamas’ rockets. No one bought into the anti-Iran portion of Netanyahu’s rhetoric, another failure for Israel. Even in the US Jewish community, this onslaught shook a lot of pro-Israel faith and sent other Jews out of their living rooms and into the streets.

I see nothing but an illusion of victory here for the Israeli right. And for the rest of the country, the surge in extreme nationalism made Israel look a lot more like a fascist state than the Middle East’s “only democracy.”

The United States

There’s really little to say here. The US will look back at its actions in the Middle East in 2014 as one of the lowest periods in its diplomatic history. Secretary of State John Kerry failed to broker a ceasefire, and when he finally got one, it was broken within two hours. While both sides had different stories about who really broke the ceasefire, the Israeli narrative dominated and allowed Netanyahu to tell the United States not to “second-guess him” about Hamas.

Leaks to Israeli media disparaged both President Barack Obama and Kerry. The US again showed the world that while it does have the power to pressure Israel, it is not going to use it, no matter how bloody Israel’s actions become or how many times it insults its American patron. The US meanwhile stands alone in defending Israel’s actions.

The Obama administration has occasionally had some good ideas about the Middle East, but has repeatedly shown it doesn’t have a clue about how to implement them. It paints itself as an advocate for peace, but shows no willingness to back up its words in the face of Israeli resistance. That’s why it’s more important now than ever for Europe or some other outside party to push its way past the US in dealing with this issue.

Like many of us, I’ve been very busy on social media since Israel began its military operation in Gaza. I see a lot of ignorant nonsense there, and it’s not limited to the pro-Israel side. I also see a lot of shoddy thinking and ignorance of the facts. Since I had to study up a lot of this for my job as the Director of the US Office of B’Tselem, I thought I might set the record straight.

“War crimes”

Various memes make the rounds in discussions of war crimes. One that I found particularly laughable was “Even the UN says Hamas is committing war crimes but they say Israel only might be.” I’ve also seen defenses of Hamas’ firing of missiles at civilian targets in Israel based on Palestinians’ right of self-defense.

Here is the long and short of it: War crimes are defined as “Serious violations of international humanitarian law constitute war crimes.” That’s going to encompass pretty much every violation that might become a public issue in any conflict.

International law recognizes that civilians are going to be hurt, killed and dispossessed in war. The obligation of combatants is to do all they can to minimize the death and destruction if they do need to operate in areas where it is likely that civilians will be hurt.

As a result, when Israel proclaims its innocence of violating these laws, no matter how suspicious we may be, enforcers of international law cannot declare that war crimes have been committed without an investigation. Reasonable people who are not international lawyers can make assumptions, but the investigation needs to happen, and it is always possible, especially when the conflict involves an area as densely populated as Gaza, that it will turn out that the state in question did its best to avoid civilian casualties. High civilian casualty numbers are not proof, but they obviously raise suspicions.

On Hamas’ side, this is true as well, but Hamas makes no secret of its use of weapons which, by their very nature, cannot be used in a manner that can discriminate between civilian and military targets. So, while the UN or other bodies would still investigate and make a case before taking any action, Hamas is committing war crimes. It’s not unfair to say so.

In this case, however, Israel has declared that the homes of leading Hamas activists (and those of other factions) are legitimate targets. They have, in fact, willfully bombed such houses during these engagements as a result. Unlike the 2002 assassination of Salah Shehade, where Israel claimed (falsely, many say) to have believed Shehade to be alone in the building they bombed, Israel has made no such claims this time around. Therefore, it is also not unfair to say that Israel has committed war crimes in Gaza, even before an investigation.

If not for Iron Dome, there would have been many more Israeli casualties

This statement seems to make sense, but the numbers don’t back it up. A study done through July 14, when rocket fire into Israel was at its most intense, showed that the number of rockets being fired from Gaza was fewer than in Operation Cast Lead and the frequency of hits was about the same.

I’m all for Iron Dome. Any defensive system whose purpose is to protect civilians is something I consider an absolute positive, and I only wish more countries would invest in such systems, endeavoring to protect, rather than avenge, their civilians. The concern that iron Dome would make Israel even more reckless and grant it even more impunity does not seem to be borne out by its actions in the current onslaught. Those actions, brutal as they are, are no worse than what Israel did in 2008 and 2012 to Gaza or what it did in 2006 to Lebanon. So, yeah, please let’s see more Iron Domes in the world.

By the same token, however, it doesn’t seem like Iron Dome is actually protecting Israeli civilians nearly as much as the rockets’ lack of any sort of targeting ability.

Israel is committing genocide against the Palestinian people

Opponents of Israeli policies in the United States and in Israel itself have an uphill battle against an entrenched propagandistic view of the entire conflict. We do ourselves no favors by using bombastic, easily assailable language in making our arguments.

Genocide has a specific meaning in international law. It does not mean large scale killing. The Convention on the Prevention and Punishment of Genocide provides that definition:

Genocide means any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

  1. Killing members of thr group;
  2. Causing serious bodily or mental harm to members of the group;
  3. Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;
  4. Imposing measures intended to prevent births within the group;
  5. Forcibly transferring children of the group to another group.

There is no evidence that this is what Israel is trying to do. Indeed, the best evidence that Israel is not doing this is the simple fact that the Palestinian population, in both the West Bank and Gaza, continues to grow, despite the occupation and all its concomitant hardships.

Would Israel like to find a way to get rid of the Palestinians in the West Bank and cut off Gaza? Sure, but that is not genocide, it is ethnic cleansing, and frankly, that’s bad enough. Israel has done that very gradually over the years, confiscating more and more land, forcing Palestinians into ever smaller enclaves and turning Gaza into one big open air prison.

Making claims that are contradicted by the facts, especially the weighty accusation of genocide, is irresponsible and self-defeating; it plays right into Israel’s propaganda hands.

Hamas is exercising legitimate self-defense

It is absolutely true that an occupied people has the right to resist its occupiers. It is also true that the unusual nature of Israel’s occupation makes it very difficult for guerrilla groups like Hamas, Islamic Jihad, the Popular Resistance Committees and others to take any violent action that would conform to international legal standards. As international legal expert Noura Erekat puts it: “Hamas has crude weapons technology that lacks any targeting capability. As such, Hamas rocket attacks ipso facto violate the principle of distinction because all of its attacks are indiscriminate. This is not contested.”

It is also true that Israel itself does not differentiate between attacks on its civilians and its soldiers. It views them as equally illegitimate and labels it all “terrorism,” even though legally, Israeli soldiers are combatants while on duty. Take, for example, the killing of IDF soldier Natanel Moshiashvili in 2012. The IDF statement about his death plainly states: “The IDF will not tolerate any attempt to harm Israeli civilians or IDF soldiers, and will operate against anyone who uses terror against the State of Israel.”

Nonetheless, the fact that Palestinians are mostly unable to strike exclusively at Israeli military targets does not mean that it is suddenly legal to use indiscriminate weapons or to target civilians. These are war crimes, and any credible investigation must investigate both sides while also taking into account the massive differences in capabilities and power of the two. Israel must also be scrutinized more closely because it has a far greater ability to discriminate between combatants and non-combatants than Hamas.

Hamas is using human shields

Saying something over and over again doesn’t make it true, but it does make a whole lot of people believe it. For instance, Israeli Prime Minister Benjamin Netanyahu willfully and repeatedly lied to the Israeli public and the world about Hamas’ complicity in the kidnap and murder of the three young Israeli settlers, which sparked this latest round. He kept saying he had proof that he never produced, and now the Israeli police are admitting what everyone who was actually paying attention at the time knew: this was an independent act of violence.

It’s the same with the human shield argument. Like genocide, the term “human shield” has a legal definition. According to the International Committee of the Red Cross, “… the use of human shields requires an intentional co-location of military objectives and civilians or persons hors de combat with the specific intent of trying to prevent the targeting of those military objectives.” Again, as Erekat wrote: “International human rights organizations that have investigated these claims have determined that they are not true.” Erekat correctly cites reports from Amnesty International and Human Rights Watch, which focused on past engagements. There is also doubt being cast by journalists in Gaza today.

In fact, no evidence has ever been presented to support the accusation apart from the high number of civilian casualties and Israel’s word. On the other hand, Israel’s own High Court had to demand that Israel stop using human shields. That happened in 2005, but the practice continued.

In any case, even the presence of human shields does not absolve or mitigate Israel’s responsibility to minimize civilian casualties. Again quoting Erekat: “Even assuming that Israel’s claims were plausible, humanitarian law obligates Israel to avoid civilian casualties…In the over three weeks of its military operation, Israel has demolished 3,175 homes, at least a dozen with families inside; destroyed five hospitals and six clinics; partially damaged sixty-four mosques and two churches; partially to completely destroyed eight government ministries; injured 4,620; and killed over 700 Palestinians. At plain sight, these numbers indicate Israel’s egregious violations of humanitarian law, ones that amount to war crimes.”

Finally, one last point and one more citation of Noura Erekat. The claim that Israel is merely acting in self-defense fails on a number of counts. As I and others have been saying from the beginning, the Netanyahu government willfully and cynically used the murders of three Israelis as an excuse to provoke Hamas with mass arrests and widespread activities that included the deaths of nine Palestinian civilians before this operation started. That removes the self-defense argument from the start. But more than that, the Gaza Strip, despite it being emptied of settlements and soldiers, remains under Israeli control, and is thus occupied territory, contrary to Israel’s claims. Please check out Erekat’s excellent write-up of what this means for the right of self-defense. And please note, she never denies that Israel has a right to protect its own civilians, but that is not the same thing.

All was not as it seemed during President Barack Obama’s appearances in Jerusalem and Ramallah, where he addressed audiences of Israelis and Palestinians. On the surface, it looked like Obama was swearing fealty to Israel, and pledging unconditional US support for any and all Israeli actions. But a closer look at what was and was not said, as well as some of the surrounding circumstances, suggests that what Obama was really doing was paving a road toward a reduced US role in the Israel-Palestine conflict.

The contradictions in evidence abound, and could be seen from the very beginning. Obama kept calling Israeli Prime Minister Benjamin Netanyahu by his nickname, Bibi, at their joint press conference. “Oh, yes, we’re just the best of friends. Don’t worry, AIPAC,” Obama seemed to be saying. “Any friction between us is a thing of the past.” Yet, Obama had made a pointed decision to deliver the keynote speech of his trip not at the Knesset, but to an audience from Israel’s major universities. The many students invited excluded only those from Ariel University, the lone Israeli university located in the West Bank settlements.

The ham-handed excuse offered by the US embassy, that they only invited those universities with whom they partnered, was a convenient one. They don’t work with that university because of the political ramifications, and the exclusion here was for the same reason. And that sent a message to Obama’s “good friend,” Bibi.

Not speaking to the Knesset sent a message as well, and it was reflected in Obama’s speech. There is no reason for Obama to speak in a chamber where there is so much hostility toward him. Instead, he told his young Jerusalem audience: “let me say this as a politician — I can promise you this, political leaders will never take risks if the people do not push them to take some risks. You must create the change that you want to see.” Translation: “I can’t work on peace with your current government. You need to drive the change and open the door.” That, too, was a message to Bibi.

But more important than what was said was what was not said. For all the fawning that Obama did, he offered nothing new or of substance — not the slightest deviation from his well-established policies. There’s no new version of Dennis Ross, Anthony Zinni or George Mitchell being sent to the Middle East. There are no new incentives or confidence-building plans, however pointless. There was just a whole bunch of pronouncements about the unshakeable bond between the US and Israel.

Does that sound like a president who intends to maintain the US’ current level of involvement? It seems more like a President who is telling Israelis exactly what AIPAC is buying. The annual military aid will continue, as will money for Iron Dome, and never mind the many federal employees who were just sequestered out of a job or furloughed. The security and intelligence cooperation is likely to continue as well. Israel will, as Obama put it, remain “…the most powerful country in this region. Israel has the unshakeable support of the most powerful country in the world.”

While the US president sent a clear signal that he holds little hope that the current Israeli government is able or willing to pursue peace in any substantive way, he also cautioned Israelis about their growing peril. “Given the frustration in the international community about this conflict, Israel needs to reverse an undertow of isolation,” Obama said. “And given the march of technology, the only way to truly protect the Israeli people over the long term is through the absence of war. Because no wall is high enough and no Iron Dome is strong enough or perfect enough to stop every enemy that is intent on doing so from inflicting harm.”

Note that it’s Israel that needs to reverse this trend, and there’s no mention of any kind of US charm offensive or even advocacy on Israel’s behalf to assist the effort. The implication is clear: Israel’s policies and actions are to blame for its troubles and the US can’t change that, and, because of the political problems it would cause, this administration will not try. Could that also result in a somewhat diminished defense at the United Nations and other international arenas, on the part of the US? Time will tell.

Obama also let the Palestinian Authority know they should look elsewhere. By choosing to condemn Hamas for the rockets that hit Sderot earlier that day during his Ramallah speech rather than in Israel, he surely alienated many in the crowd he was addressing. By refusing to use even moderately stern language on settlements or promise even the mildest pressure on Israel, he seriously undermined Mahmoud Abbas, the man he was purportedly coming to support. Throughout his speech, despite his expressions of sympathy for the daily struggles of Palestinians, Obama never mentioned Israel’s responsibility to end the occupation, let alone to respect human rights or abide by international law.

That sent a very clear message: don’t look to the United States to deliver the goods. If Abbas was listening at all, he must know that internationalizing his cause, as he did last year at the UN, is the only option Obama has left for him. It was so clear, it had to be a deliberate message.

This might all be considered fanciful until one considers the changing position of Israel in the US view. As Aluf Benn, editor-in-chief of the Israeli daily, Ha’aretz points out, the entire Middle East region is of considerably less importance in the broader geo-political strategic view of the United States. “U.S. President Barack Obama said Wednesday his visit to Israel was meant to be a reassuring one,” Benn writes. “He is here to make it clear to Israelis that America stands behind them and will ensure their security, even though the neighborhood has become tougher… The visit comes at a time when the United States is withdrawing from its deep involvement in the Middle East, amid the growing fear of Israel and other regional allies that America will abandon them to radical Islamic forces.”

Benn’s alarmist language aside, he’s right. A big part of this is the oft-discussed “pivot to Asia,” that is the cornerstone of Obama’s foreign policy. Asia’s importance is growing as the Middle East’s is shrinking. The Middle East, particularly the Arabian Peninsula, was once called the “greatest material prize in history” by the US State Department because of its wealth of oil resources. But the US and Europe both see themselves on the road to “energy independence.” This sounds a little more grandiose than it really is. Local oil resources and increased reliance on alternative energy sources will significantly diminish the role of Middle Eastern oil both in terms of serving energy needs and in terms of its role in the global economy, but it won’t eliminate it. OPEC will still be a major force in determining the price and supply of oil, but it won’t have the near-monopoly it does today.

But that’s not the only factor. The so-called “Arab Spring” is not the simple romantic vision of emerging democracy that so many in the West thought it was, while they watched Egyptians oust Hosni Mubarak. It’s also not just the massive violence of Libya and Syria. Even in Tunisia and Egypt, transitions have been bumpy and marked with dissatisfaction and political jockeying as well as some very fundamental debates about the role of women, the military, religion and other key groups and institutions in their respective societies. Moves toward true independence and self-determination in these countries will be a long and unpredictable road. And no matter who ends up controlling the oil, they will have less leverage over the West than their predecessors with even more of a need to sell their oil there. So the strategic situation will be less favorable for the Arab governments that arise from this situation.

Not to mention the situation on the ground. Israel has elected a new government that has no interest in peace with the Palestinians. Settlement expansion continues while the Israeli bunker mentality is fortified. For their part, the Palestinians remain trapped between a Palestinian Authority which has lost virtually all legitimacy in the eyes of its people but is the only acceptable “partner” for the US and Israel, and a Hamas government that no one will talk to. Both sides of that divide seem as uninterested in reunification as Netanyahu is in a viable Palestinian state.

But then there’s the big mitigating factor, the US Israel Lobby. Obama has a lot of work to do in the next four years, and he needs Congress to do it. Much of that work focuses on domestic economic issues, but there are foreign policy questions as well. He simply cannot afford to spend the political capital of his second term fighting with AIPAC all the time. Nor do his colleagues in the Democratic Party wish to see him jeopardize their chances of making gains in the midterm elections by picking a fight with Israel.

But that domestic pressure is really all that is holding the US to Israel at this point. Powerful as AIPAC is, the President can still set broader policy priorities, as he seems to be. Asia will have its own difficulties, but the interests there are growing, while the US stake in Egypt, Syria, Lebanon, Tunisia, Yemen, and yes, even Israel and Palestine, are diminishing. To be sure, there is still a significant US stake in the Israel-Palestine conflict. And AIPAC will make sure we pay attention to it, as will the fact that Israel is a long-standing ally and while AIPAC may represent a small minority of US citizens, most do not want to see Israel as vulnerable to attack.

Ultimately though, Obama knows that the US has spent inordinate time and energy on this issue. He also knows that it’s becoming less and less vital for US concerns that really matter to him as time goes on. So, he goes to Israel, warms some hearts and minds and gives AIPAC the platitudes and assurances it wants. As Benn wrote, “With every passing day, Israel becomes less capable of taking out Iran’s nuclear facilities by itself, while its dependence on the United States for military superiority just keeps growing.” The US will continue to lead on Iran, which is something Obama wants.

As for the peace process? Obama would like to see Israel make peace possible, but absent that, he’s sent them a message: we’ll help if you want, but until you show some interest in changing the status quo, we have bigger fish to fry.

US President Barack Obama has arrived in Israel.

Greeted by Israeli President Shimon Peres and Prime Minister Bibi Netanyahu (who wore a blue tie that almost exactly matched Obama’s), the US president was quickly ushered to view an Iron Dome battery set up at the airport. When asked by a security coordinator to follow a red line leading from the tarmac to view an on-site video about how the anti-rocket system works, Obama reportedly quipped, “Bibi always tells me about red lines.” During a photo with the Iron Dome crew — its development generously funded by the US – Obama said, “All of you are doing an outstanding job. We’re very proud of you.”

For those wanting to follow Obama’s trip, tweets by veteran Israeli journalist Chemi Shalev are faster, much more informative — and a lot more fun — than the official media coverage. The international press corps of 500 is meanwhile awaiting even the hint of script-deviation like starving feral felines. As one Shalev tweet put it, “On both Israeli and US networks, Obama critics out in force to make sure he doesn’t leave too good an impression.”

One way to do this is by framing Obama’s trip to Israel as a sincere, half-hearted or futile attempt to make amends for appearing to have slighted or offended Israelis for not visiting sooner. Few could guess that Obama is only the fifth of the twelve sitting US presidents since 1948 — the year Israel was recognized by the United Nations as a state — to visit Israel while in office, as the Jerusalem Post points out. Richard Nixon dropped by in June 1974, a mere 55 days before his resignation from the presidency in the wake of the Watergate scandal. Jimmy Carter came to promote the peace treaty between Israel and Egypt in 1979. For his trouble, Carter became the least popular and most reviled American president among Israelis, while Nixon — for reasons that would seem bizarre to most Americans — is recalled fondly. Bill Clinton made three trips to Israel during his first term and one during his second. George W. Bush, on the other hand, waited until he was practically out of office to make two visits in 2008.

Beyond providing fodder for Fox News (which is polling its viewers as to whether or not Obama’s lighthearted comment “It’s good to get away from Congress!” was, in Steve Doocy’s words, a gaffe or a laugh), today’s itinerary has mainly involved photo ops and platitudes. Obama’s arrival speech affirmed that the Israel-US relationship is not only strong, it’s unshakeable, and that’s because it’s based upon “shared democratic values” and the mutual desire for peace and justice in the world. This sentiment will doubtlessly be the dominant theme in the president’s speech at the International Convention Center.

The itinerary for the second and third days of Obama’s Israel trip has been carefully crafted by his Israeli hosts in consultation with “American Jewish leaders”, designed to affirm the national narrative of the Jewish state at the most sacred shrines of Israel’s civil religion, defined by Myron J. Aronoff  as “a special type of dominant ideological superstructure which is rooted in religion and which incorporates significant elements of religious symbol, myth and ritual that are used selectively.”  The Iron Dome system is not merely a high-tech device resembling a tilted crate that can intercept incoming rockets. Its component for intercepting larger missiles, referred to as the “Magic Wand,” is known in Israel as “David’s sling.” According to its civil religion, Israel — the fifth or sixth largest arms dealer in the world and the recipient of 60% of all US foreign military assistance — views itself as the young shepherd boy David, deftly wielding his slingshot against the Philistine giant Goliath. Iron Dome (kipat barzel in Hebrew–literally “iron skullcap”) fuses myths of the biblical past with the high-tech present.

On the second day of his visit, Obama will tour the Israel Museum, guardian of the evidence upon which Israel’s eternal and inalienable right to the strategic sliver of territory between the Mediterranean and Arabian Seas is predicated. Never mind that it has changed hands dozens of times during the past 5,000 years, belonging for centuries at a time to various empires: Egyptian; Assyrian; Babylonian; Persian; Greco-Macedonian; Roman; Byzantine; Arab and Turkish. Three to four thousand years ago, the aboriginal Canaanite population was colonized by Arameans and Hyksos, Phoenicians and Philistines. But according to the Israel Museum, in the past, present and future there is only one people that matters — those whose mythic claim to the land is unequivocally affirmed by the texts that are protected within the innermost sanctum of the Shrine of the Book.

At that same museum Obama will be shown a 50:1 scale model reconstruction of the “Second Temple Jerusalem,” a first century Roman city whose construction began during the reign of Herod. The construction of the Temple itself was completed in 53 CE, five decades after Herod’s death and only seven years before its destruction by Roman legions in the wake of a violent civil war among Jewish factions who were fighting one another within the supposedly sacred precinct. Finally, it’s anticipated that Obama will view an exhibit of Israel’s successes as an ultramodern powerhouse at the forefront of scientific achievement.

Obama will also meet with Palestinian President Mahmoud Abbas in Ramallah. Allowing Abbas to meet with Obama anywhere within the municipal boundaries of Jerusalem — which have tripled since the initial “reunification” of the city in 1967 — might constitute an admission that Palestinians have a claim to Jerusalem, and that cannot be allowed. The distance between Ramallah and the northernmost “neighborhoods” within the boundaries of “united Jerusalem” is just a few miles.

On his last day in Jerusalem, Obama will lay wreaths in memory of Holocaust victims at Yad Vashem and at the the grave of the “father of political Zionism,” Theodor Herzl. Obama will also lay a wreath at the gravestone of former Labor party Prime Minister Yitzhak Rabin. Rabin was murdered in 1995 by Yigal Amir, a religious Jewish nationalist. Sentenced to life in prison plus six years, Amir was allowed to marry, and after a failed attempt to smuggle out his sperm in order to impregnate his bride, was granted conjugal visits. A circumcision ceremony for his son was held at the prison on the anniversary (according to the secular calendar) of Rabin’s assassination. No longer in solitary confinement, Amir is a popular figure among members of the Israeli right, which have been urging for several years that Amir be released from prison.

To the sounds of these clanging and clashing symbols, Barack Obama becomes the fifth sitting US president to visit Israel.

Americans will soon get to see their taxpayer dollars at work when Israel’s Iron Dome anti-rocket system, funded largely by the US, is deployed during President Obama’s Israel visit.

Unless the inauguration of Pope Francis I causes an abrupt change in his itinerary , Obama will land in Israel on Wednesday, March 20. Immediately after an official welcoming ceremony at Ben Gurion Airport, Prime Minister Benjamin Netanyahu and President Shimon Peres will show him an Iron Dome battery, set up at the airport so the President won’t have to travel to a site where the mobile anti-rocket system is being deployed.

The Iron Dome system may well be the quintessential metaphor for US-Israel relations in general, and for Obama’s relationship with Netanyahu in particular, the love child of a sometimes steamy, often frosty and increasingly strained affaire de coeur between defense spending and domestic politics. According to outgoing Israeli Defense Minister Ehud Barak, Israel has already received $270 million towards the construction of Iron Dome and — despite the hand-wringing and wrangling over budget cuts in Congress — is slated to receive another $680 million, nearly a billion dollars on top of Israel’s usual $3 billion in annual US military assistance. These figures are corroborated by a Congressional Research Report published last March, which points out that Israel receives 60% of all American Foreign Military financing.

JINSA (the Jewish Institute for National Security Affairswaxes rhapsodic about Iron Dome’s “affordability and effectiveness,” a claim that would make some of the system’s staunchest defenders blanch and its critics guffaw. Each interception costs $100,000 — two interceptors at $50,000 apiece targeting every incoming rocket that appears headed for a populated area of Israel —  hardly “cost effective.” The American Israel Public Affairs Committee (AIPAC) also uncritically enthuses that “the Iron Dome missile defense system is now hailed as a groundbreaking innovation, an example of the technological prowess of Israel, and an embodiment of the unique relationship between the Jewish state and the United States.”

The hagiographic account of Iron Dome on AIPAC’s website is however both incomplete and seriously flawed:

The idea for Iron Dome arose after Israel’s 2006 war with Hizballah, in which more than 4,000 rockets were launched into the country’s north. As rocket fire from Gaza targeting southern Israeli communities also intensified, it became clear that a system was needed to defend against short-range rockets and missiles.

Not exactly. Last November, the Wall Street Journal offered a much more detailed account of Iron Dome’s origin. Brig. Gen. Daniel Gold, the director of the Defense Ministry’s Research and Development department, had gone ahead and decided on the development of Iron Dome, calling for proposals from defense companies for anti-rocket systems in August 2004 — two years before the Second Lebanon War. He did so without any authorization from Israel’s political leadership. It was not until after the 2006 “Second Lebanon War” between Israel and Hizballah that Prime Minister Ehud Olmert and Defense Minister Ehud Barak — under withering criticism for allowing Israeli civilians in non-border regions to come under rocket and missile attacks — backed Iron Dome, giving the project $200 million in December 2007. The rocket attacks during and since the 2008 invasion of Gaza (“Operation Cast Lead”) increased demand for a rocket interception system. The system went into operation in March 2011, shooting down its first rocket on April 7 and reportedly taking out 8 more rockets in the next three days.

According to AIPAC, by April 2011 “an Iron Dome battery was fielded outside the southern city of Beersheba and shot down its first rocket fired from Gaza. Since then the system has achieved an 85-percent interception rate and is constantly improving, as its developers enhance its accuracy and expand its range.”

Last week, Reuven Pedatzur, a highly respected Israeli security analyst who has been a sharp critic of the Iron Dome project since 2008 when he pointed out that billions had been squandered on the program, cited studies by missile defense experts that suggest Iron Dome’s successful interception rate may well be 5% or less — far below the 84% success rate cited by the Israeli Defense Forces and other defenders of the program. Pedatzur cites research done by three rocket scientists: Professor Theodore Postol, a world-renowned scientist and expert in missile defense and two other rocket scientists, Dr. Mordechai Shefer, formerly of Rafael, and a scientist he refers to only as “D.”, who recently worked for Raytheon, the manufacturer of the Patriot missiles. After investigating the performance of Iron Dome during Operation Pillar of Defense this past November, all three concluded that “Iron Dome’s rate of success did not come close to the figure of 84% as reported by the IDF”:

According to the three scientists, who conducted their research separately by analyzing dozens of videos filmed during the operation, most of the explosions which look as if they were successful interceptions, are actually just the self-destruction of the Iron Dome’s own missiles. The scientists point out that in every case the explosions, seen as balls of fire during the day and clouds of smoke at night, were round and symmetrical. In the case of successful interceptions, in which the incoming missile’s warhead is destroyed, there should have been another ball of fire or cloud of smoke. They also uncovered a strange phenomenon whereby the Iron Dome’s missiles followed identical trajectories, and self-destructed at precisely the same time. In some of the videos, it appears that the Iron Dome’s missiles made a very sharp turn shortly before self-destruction. That cannot be, say the scientists, as there is no way that the missile defense system could “remember” that it needs to turn in the direction of the incoming Grad missile a quarter-second before it self-destructs.

Pedatzur also noted that these scientists discovered 3,200 civilian damage reports that were filed for destruction caused by incoming rockets. Could the 58 rockets that the IDF admits were not intercepted by Iron Dome have caused so much damage? Compared with the damage from rockets during the Second Lebanon War before Iron Dome was deployed, Pedatzur considers that unlikely. Furthermore, Israeli police reports counted 109 cases of rockets falling in populated areas, twice as many as the number claimed by the IDF. Pedatzur compares the exaggerated success rate of Iron Dome to the initial 96% interception rate claimed for the Patriot missile system during the aftermath of the Gulf War. Professor Postol later found the Patriot success rate to have been zero.

Nonetheless, AIPAC has even bigger dreams for the future of Iron Dome: “Now that the Iron Dome has proven itself, Washington will have the ability to use it in its own defense efforts against short-range rocket threats in the Persian Gulf and South Korea.”

The real challenge — and achievement — of Iron Dome has been getting the US to pay for the anti-rocket system. The WSJ‘s Charles Levinson and Adam Entous report that Israel’s Defense Ministry approached the George W. Bush administration with a request for hundreds of millions of dollars for the system, only to receive a cold reception at the Pentagon. Experts voiced doubts about the system’s effectiveness and argued that even if it worked, such a system would be too expensive. (Most Israeli military and defense officials were also dubious.) A team of US military engineers sent to Israel by the Defense Department to meet with the Iron Dome system’s developers were unconvinced by the technology and skeptical about the prospects for its performance. They recommended that Israel adopt the American-made Phalanx system being used in Iraq.

In 2008, US Senator and presidential candidate Barack Obama visited Sderot, a town near the Gaza Strip that came under severe rocket attacks during Operation Cast Lead and whose residents were constantly running for cover from incoming Qassam rockets. Obama won the election and took office as President and shortly thereafter an Iron Dome prototype successfully intercepted an incoming rocket during its first field test. Colin Kahl, appointed by Obama to overseeing US military policy in the Middle East at the Pentagon, decided to reconsider the Iron Dome’s merits — military and political.

Having raised the hackles of Israel’s newly installed Prime Minister, Benjamin Netanyahu, by calling for a settlement freeze and prioritizing the Israeli-Palestinian peace process, Obama wanted to set things right with Israel. “Top Obama administration advisers saw supporting Iron Dome as a chance to shore up U.S.-Israel security relations and balance some of the political strains,” according to Levinson and Entous. In September, Kahl dispatched a team of missile-defense experts to reconsider Iron Dome. The team presented its findings to Obama a month later: “the team declared Iron Dome a success, and in many respects, superior to Phalanx. Tests showed it was hitting 80% of the targets, up from the low teens in the earlier U.S. assessment.”

In 2009, the US agreed to provide $204 million for the Iron Dome system’s development. The National Jewish Democratic Council pointed to Iron Dome as one of the means by which Obama had restored Israel’s Qualitative Military Edge — eroded during the Bush years. An additional $680 million over three years was allocated for the purchase of additional batteries in May 2012, during talks between Barak and US Defense Secretary Leon Panetta. Barak met with Obama’s new Secretary of Defense Chuck Hagel earlier this month, during which time Hagel was said to have pledged continued US support for Iron Dome. Israel eventually hopes to triple the number of Iron Dome batteries deployed in defense of military as well as civilian targets.

If Obama had favored funding an Iron Dome program for any other country, you can be sure that Republicans would be shrieking about the administration’s increasing of the deficit by borrowing funds to expend close to a billion US taxpayer dollars on a system with a success rate that been grossly exaggerated. Furthermore, as Walter Pincus of the Washington Post has pointed out, the US government has no rights to the Iron’s Dome’s technology, which is owned by Rafael Advanced Defense Systems Ltd., an Israeli government-owned, for-profit company.

Consider all this next week when you see Netanyahu and Peres showing off the Iron Dome to President Obama.

You will not hear me say this often, but Hossein Shariatmadari — Iran’s irascible and intractable editor of the hardline Kayhan daily — makes one important point in this editorial. Although a few months ago Iran’s leader Ali Khamenei referred in general terms to the fact that Iran had been involved against Israel’s previous attacks against Lebanon (2006) and Gaza (2008), this is the first time that both the Iranian and Palestinian leaderships have officially and unabashedly acknowledged Iran’s military support.

Shariatmadari does not address the question of what has led to this new official posture since his piece is really not about what has brought about this change but a convoluted attack — based on fabricated quotes — on reformists who in his words have been directly or indirectly supported by the Israeli government in order to weaken the Islamic Republic’s support for the “resistance.” What else could the protestors’ chant — Neither Gaza, nor Lebanon, I give my life to Iran” — in the post-2009 election environment have meant but “playing in the wolves’ team,” Shariatmadari asserts. But what Shariatmadari takes for granted is that the hardline position on the need for Iran’s support for resistance in Palestine has not only been vindicated but become common sentiment as well.

This is a debatable assumption since one of the basic disagreements between those in Iran who have called for a less confrontationist foreign policy, and those who continue to push for an offensive or aggressive foreign policy (siast khareji-ye tahajomi), has been over Iran’s role beyond the Persian Gulf region. While the former does not see Iran’s involvement in broader regional issues such as the Israeli-Palestinian conflict as serving the long-term interests of the country, the latter argues that regional links will check Israeli threats and enhance Iran’s standing vis-à-vis the United States. While the former worries about the additional threats an offensive foreign policy — which it calls adventurist — will bring for Iran, the latter insists that the only deterrent to international “bullies” is a show of strength and resolve combined with just a pinch of Nixonian madman posture.

But the decision on the part of Iran to publicly own up to its military and financial support for Hamas does hint at the possibility that the hardline position may have become consensus at least for tactical purposes as Iran prepares to re-engage in nuclear talks with the United States within the 6-world power (p5+1) framework.

As I mentioned in a previous post on Iran and Gaza, Tehran’s initial response to the Israeli attack was rather cautious and conceding of Egyptian leadership. The chair of the Parliament’s National Security of Foreign Policy Committee, Alaeddin Borujerdi, went as far as to say that Iran had nothing to do with Hamas’ rocket attacks on Israel. But in the span of a couple of days — surely after a meeting of the Supreme National Security Council (SNSC) — a decision was made to not only announce Tehran’s financial and military support, but also state the country’s pride in doing so. Similar language used by Parliament Speaker Ali Larijani and IRGC commander Mohammad Jafari — both members of the SNSC — suggests prior coordination.

This was done despite at least one warning in the press that the Gaza attack was “an Israeli conspiracy to destroy the opportunity for talks between Iran and the West.” It was also done despite worries that the war was mostly about testing the Iron Dome and deterrence against Iranian missiles. I am unable to access the editorial in the daily Jomhuri-ye Eslami from a few days ago, but if I remember correctly, it said something like Israel now knows a lot more about Iran’s capabilities than the other way around.

Despite these concerns, Iran’s assertive posture is probably the result of the calculation laid out by Sadeq Kharrazi, deputy foreign minister in the reformist era and current publisher of “irdiplomacy”, a website dedicated to foreign policy. He suggests that Iran’s concrete support for Hamas essentially steers attention away from Iran’s conduct in Syria and towards the “paradoxical behavior” of the “traditional leaders of the Arab World and Turkey” which “do not take any measures to militarily support the Palestinians while they continue to send ships filled with ammunitions and arms to Syria’s opposition.”

But his hopes, which I think also underwrite Iran’s openly supportive posture towards Gaza, are as follows:

The complicated crises of the Middle East and its equations are becoming more complex day by day, and one cannot confront them with the policies of the past. The US and other world powers must know that the equation of the Middle East region will not be solved without the presence of all regional powers. Perhaps one of the objectives of the Zionist regime behind attacking Gaza was to weaken or delay the possibility of dialogue between Iran and the US—and to overshadow it—but it seems that the crisis in Gaza, more than ever before, proved to Obama that he needs to interact with Iran as the proponent of dialogue, revolutionary and Jihadist ideas in the region, so that part of the problems of the region, from Syria to Gaza, can be solved with Iran’s support.

Bottom line: the Islamic Republic is making a point that it is part of a variety of problems in the region; making it part of the solution to these problems will require a different US approach.

This is an argument that Kharrazi, proponent of a grand bargain with the US, has been making for a long time. The glitch in this argument is that US policy makers have remained unimpressed with Iran’s regional clout either because they do not find it impressive enough (despite trumpeting it for domestic purposes), or because they think Islamic Iran is structurally unable to be helpful in wielding its clout. They have instead opted for isolating Iran through a ferocious sanctions regime.

Now, with Gaza, the Islamic Republic is making the same argument in a more concrete fashion. The problem of course is that in the Middle East, playing hardline usually begets hardline.

Nevertheless, hardline is what Tehran has decided to play at this moment and public announcements about Iran’s military support for Hamas in spite of presumably crippling sanctions should be viewed as a statement — bluster or not — regarding the failure and even danger of policies that try to bring about regional security at the expense of Islamic Iran’s insecurity.

The recent war in Gaza has been portrayed as a political dividend for the main protagonists, namely Israel’s Benjamin Netanyahu, Egypt’s Mohammad Morsi, and the Hamas leadership in Gaza, despite the tremendous psychological, infrastructural and humanitarian costs borne by innocent civilians, especially the Palestinians.

As Hamas and other militant groups bombarded Israeli cities with rocket attacks, Prime Minister Netanyahu’s enormous show of force — by mobilizing all elements of the Israeli Defense Forces (IDF) against Gaza — allowed him to shore up greater support among a rattled Israeli populace, crucially ahead of the upcoming parliamentary elections. On the other hand, Hamas — and other militant groups such as the Islamic Jihad — were able to claim victory by not only circumventing Israel’s sophisticated ‘Iron Dome’ missile defense-shield system, and preventing a ground invasion by the IDF, but also because they may have finally gained enough leverage to end the Israeli-imposed siege on Gaza, which has resulted in a protracted humanitarian crisis in one of the most densely populated areas in the world. As for the Islamist president of Egypt, he was able to considerably boost his international profile and domestic popularity by leveraging the Muslim Brotherhood’s strong ties with Hamas and his country’s strong military ties with the US so as to strike a lasting truce.

After three decades of strategic irrelevance/acquiescence, Egypt has once again become an indispensable nation in the region.

Yet, what is missing from this mainstream narrative is how Iran — increasingly isolated in recent years — has actually been vindicated by the most recent Gaza crisis. While the first decade of the 21st century witnessed the dramatic rise of Iran as a regional power, largely precipitated by the US-led elimination of anti-Iranian rulers in neighboring Iraq and Afghanistan, the advent of the Arab uprisings — beginning with the late-2010 Tunisian revolution and the early-2011 Egyptian revolution — have presented a mixed package of some initial strategic gains, but steady and gradual decline overtime, most especially after the outbreak of the Syrian revolution in March 2011. Although Iran benefited from the downfall of leading US allies in Egypt and elsewhere, while sensing some opportunity in the Bahraini and Yemenis revolutions across the Arabian Peninsula, its image and popularity — especially among the Arab populace – took a nosedive when it threw its weight behind the embattled Baathist regime in Syria.

With leading regional powers such as Turkey, Saudi Arabia, and Qatar portraying Iran’s support for Bashar Al-Assad as a cynical attempt to maintain a sectarian, Persian-led ‘axis of resistance’, Tehran has been gradually sidelined, prompting the Sunni Hamas leadership — with strong ties to the dominant Muslim Brotherhood faction within the Syrian opposition — to seek patronage elsewhere, especially in Ankara and Doha. In effect, the Arab uprisings have not only overshadowed Iran’s 3 decade-old support for the Palestinian cause, and empowered rising powers such as Turkey and Qatar, but they have also ideationally relegated Tehran to a new pejorative status of a non-Arab, non-Sunni state, perceived to be standing against a democratic uprising in Syria.

However, the recent crisis in Gaza has brought the Palestinian issue back to the center of popular political discourse across the Islamic world. Thus, it has indirectly reminded everyone of Iran’s continuous support for the Palestinian resistance – a long-time basis of Tehran’s popularity among the Arab street. Also, the crisis has slightly diverted attention from the ongoing civil war in Syria, where Iran — in the eyes of many Arabs — has been heavily implicated due to its support for the Assad regime.

The fact that this time Israel balked from repeating its brutal 2008-2009 military campaign against Gaza is a testament to the shifting balance of forces on the ground. Sure, the advent of Arab uprisings  — giving birth to more populist/pro-Palestinian post-revolutionary leaders — may have placed a new element of constraint upon Israel’s strategic impunity: its ability to re-shape the immediate strategic environment, through a combination of economic coercion, diplomatic obstructionism, and brutal military force, without considerable costs. It is also true that regional powers Turkey, Egypt, and Qatar have provided considerable economic and political support to Hamas, forcing Washington to exert growing pressure on Israel to cease military operations against Gaza. But, without Iran’s concrete military-logistical support, Hamas would have never been in a position to deter an all out Israeli invasion, especially under the current hawkish leadership in Tel Aviv. After all, no regional power, aside from Iran, has dared to directly support Hamas in military terms. Neither Qatar nor Turkey wishes to jeopardize crucial strategic ties with the West by doing so, while Egypt — the second largest recipient of US military aid – is still too vulnerable to take on Israel and/or jeopardize ongoing negotiations vis-à-vis Western economic assistance, either through bilateral mechanisms or international organizations such as the IMF. Iran’s position as the leading revisionist force in the Middle East has provided it a unique wiggle room to prop up Hamas-led resistance in Gaza.

It was the Iranian-designed/made Fajr-5 missiles — scoring an unprecedented success rate (reportedly ranging between 15 to 40 percent) against the Iron Dome system — that gave Hamas and other militant groups not only an element of deterrence against a total Israeli invasion, but also a crucial bargaining chip to force Israel back to the negotiating table to end the siege of Gaza – and perhaps even kick-start negotiations over the future of Palestinian statehood. Hamas’ ability to strike missiles as far as Tel Aviv is a major game-changer, thanks to Iran’s ballistic technology. No wonder, after the conclusion of a truce between Hamas and Israel, Khalid Mishaal, one of Hamas’ most important figures, formally thanked Iran for its role in arming and financing Gaza during the war.

This is perhaps why Iran stands as a major beneficiary of Israel’s recent truce with Hamas.
