For more than thirteen years, Turkey has made a slow but steady transition towards a free and democratic society, despite the occasional pang of apprehension among some about where that road might lead. The men at the helm of that transition, Recep Tayyip Erdogan and Fethullah Gulen, began as allies, perhaps the most powerful post-modernist Islamists in world. But now the two are estranged, locked in a downward spiral of distrust that may undo the progress made. At the heart of this estrangement lies a difference over how Turkey should assert its power in the Islamic world.

On December 18, a judge in Istanbul issued an arrest warrant for Gulen, following a week that saw the detention and questioning of dozens of journalists and police officers allegedly linked to the 73- year-old cleric. Gulen lives in Pennsylvania but is thought to lead a movement of millions in Turkey, popularly referred to as the “Hizmet,” or “the Service.” Erdogan has called for Gulen’s extradition, charging that he heads a “parallel state” within the country’s judiciary and bureaucracy.

Turkey has a history of violent crackdowns, but Erdogan claims this one will be clean: “Nobody is being lynched before the process is over,” he said December 20, before launching into a tirade against a statement by European Union that called the recent detentions “incompatible with the freedom of media, which is a core principle of democracy.” But the carrot of EU membership no longer seems important to Erdogan (or to most Turks).

Erdogan now sees the West’s support for Gulen, combined with an apparent indifference towards the military coup in Egypt last year and its reluctance to topple Syrian President Bashar al-Assad, as indicators it is not interested in seeing a democratically elected Islamist government in Turkey, or anywhere else.

While tensions between Erdogan and the Gulenists have been mounting for several years, the current crisis heated up last December, when prosecutors announced they would open corruption cases against 53 AK Party allies, including members of Erdogan’s cabinet. Police officers who, according to Erdogan supporters, were loyal to Gulen, had wiretapped hundreds of people’s phones; as well as Erdogan’s own offices. Turkish media had leaked incriminating recordings, providing right-wing and secular opposition parties with powerful ammunition in advance of this year’s presidential elections. The government responded by transferring or sacking hundreds of judges and police, and, in some cases, opening cases of abuse of power against them.

Since then, Turkish media outlets closely tied to the Hizmet have taken an increasingly confrontational stance against Erdogan. Boosted by his victory in August’s presidential election, Erdogan struck back this month, reactivating a three-year-old complaint of slander by Mehmet Doğan, a former Gulen ally who spent 17 months in prison before being exonerated on charges of being a part of al-Qaeda. Dozens of journalists, two top counter-terrorism police officials, and even the writer of a soap opera were hauled to police stations across the country for questioning, not just on the Doğan complaint, but on the wider aims of Hizmet and Gulen as well.

Erdogan and Gulen may both be Islamists, but they have different visions of how and whether Turkey should assert its historical Islamic identity. Erdogan’s popularity stems from his bluntness: “Our minarets are our bayonets, our domes are our helmets, our mosques are our barracks,” recited the then-mayor of Istanbul in 1997, who was successfully prosecuted for “inciting hatred” with those words and soon found himself shuttled off to prison, accompanied by a 2,000 vehicle-convoy of fans.

A self-educated Islamic scholar, Gulen spent much of his youth as a state-appointed imam at mosques in western Turkey. He set up dorms and study centers for pious students from the Turkish countryside who had arrived in cities for study or work. As his popularity increased, Gulen travelled the country, dishing out sermons and advice to crowds of thousands of young Muslims on how their faith could fit into a secular Turkey. During the 1971 military coup, Gulen spent six months in prison for his movement.

In 1999, Gulen found himself unable to return to Turkey after he issued a characteristically guarded statement, directing his followers in public offices to learn the workings of legislative and administrative bodies, but “wait until the conditions become more favorable” to show their Islamist intentions. Gulen’s movement only grew stronger in his absence.

A quarter of private schools in Turkey, as well as hundreds of others across the world, including at least 16 in the United States, are run by the Hizmet movement. Gulen’s political and religious commentary, often distributed by the media outlets currently under scrutiny, is widely read throughout the Muslim world. Hizmet also includes one of Turkey’s most powerful business groups, the Turkish Confederation of Businessmen and Industrialist (TUSKON), and its own Sharia-compliant bank, Bank Asya.

Under the Justice and Development (AK Party) government, which took power in 2002, the 1999 case against Gulen was tossed out, but the cleric preferred to stay in Pennsylvania, watching Erdogan chart a path towards democracy, built on a wide mandate that probably would not have been possible without his movement’s support.

Buoyed by his success at transforming Istanbul into a cosmopolitan city with infrastructure on par with Europe, Erdogan’s party was swept into power twice with mandates never seen in the country’s history. Opposition parties issued statements lamenting the victory, and a Turkish court even heard a petition to ban the AK Party on grounds that it threatened the country’s secular foundation, but none of that panned out. In 2007, Erdogan stood firm against an implicit coup threat by the military command, sometimes referred to as the “e-coup” or “virtual coup.”

Erdogan and his allies pushed ahead with reforms widely praised as groundbreaking for Turkey and for the Islamic world, putting the country on firm footing towards meeting conditions for accession to the European Union. In 2007, the Israeli President addressed the Turkish Parliament, heaping praise on Erdogan’s reforms and his peace-making efforts between Tel Aviv and its neighbors. A referendum that year and another in 2010 pushed through constitutional revisions that, among other measures, enhanced labor rights, gender equality, and civilian oversight of a military that had a history of toppling democratic governments. In 2008, the government launched the prosecution of nearly three hundred military officers, journalists, and lawmakers accused of plotting to topple the government and spark a military takeover in what became known as the Ergenekon case.

Throughout these years, Gulen and Erdogan were allies, particularly with respect to efforts to subordinate the military.
But by 2010, each showed signs of growing uncomfortable with his partner.

Having broken with Israel over the 2008 Gaza war and re-oriented Turkish foreign policy toward the Arab Middle East with his “zero problems with neighbours” program, Erdogan was making a name for himself in the Islamic world to the growing annoyance of the more cautious and reserved Gulen.

After Erdogan stood behind the Mavi Marmara and its failed attempt to break the Israeli blockade of Gaza, Gulen openly criticized him, insisting that aid should have gone through only with the approval of Israeli authorities. As part of a confidence-building measure with Iran, Hakan Fidan, Erdogan’s head of the National Intelligence Organization (MIT), also reportedly leaked the identities of ten Mossad agents operating in Turkey to Iran, prompting additional murmurs of disapproval from Gulen.

According to Erdogan supporters, Gulen directed his network of followers in the media, judiciary, and police to work together to undermine the prime minister and his hold on the AKP.

An allegedly Gulen-linked prosecutor summoned MIT head Fidan to explain 2009-2010 meetings with Kurdish rebels in Oslo, widely believed to be part of the government’s peace process with the Kurdistan Worker’s Party (PKK), which is still listed as a terrorist organization in Turkey.

The AK Party, which enjoys an absolute majority in Parliament, responded by changing the law to bar future such oversight of the intelligence agency and floating the idea of shutting down hundreds of Gulen’s private tutoring centers, a move that would decimate the cleric’s grassroots network in Turkey.

When Erdogan took a divisive stand on the civil war in neighboring Syria, calling for the removal of Assad, by force if necessary, prominent Gulenists publicly dissented.

This January, police allegedly loyal to Gulen raided the offices of an AK Party linked aid agency, İnsan Hak ve Hürriyetleri (IHH), in Kilis, near the Syrian border, and told journalists they had arrested 28 suspected members of al-Qaeda. The next month, police stopped a convoy of seven trucks belonging to the MIT near the Syrian border and claimed to have found a cache of weapons intended to supply the Islamic State.

These moves mirrored rhetoric from the cleric himself warning of Erdogan’s stance against Assad. When the Turkish parliament passed legislation authorizing military intervention against ISIS in Syria and Iraq in October, Gulen warned it could drag the country into “a new World War I.” Ali Bulac, writing in the Zaman newspaper, which regularly features Gulen’s views on Turkish politics, called the idea of Turkish intervention in Syria “an ambitious and imperialist project.”

To Erdogan, the Hizmet’s actions—warning against intervention in Syria, linking the AK Party to al-Qaeda and Islamic State, or to Iran, and branding it as a troublemaker in the Middle East—was seen as a betrayal by a former ally in the face of mounting pressure and frustration with the Turkish leaders by western leaders, some of whom have long been skeptical of the Turkish leader’s ultimate aims.

At home, opposition groups have adopted the narrative. When tens of thousands protested against Erdogan in Taksim Square in June 2013, Gulen issued a gentle reminder to Erdogan not to let things get out of hand by ignoring the protesters’ demands. A year later, Erdogan decried the opposition’s embrace of the demonstrators who he accused of being “terrorists who smash things up.”

Those kinds of remarks and the willingness to crack down on civil society seen this month have lost Erdogan a large number of secular allies in Turkey and may just isolate him from his remaining friends in the West. While Erdogan became the country’s first directly elected president with 52 percent of the votes in August, his mandate is built on the lowest turnout rate in Turkey’s history, partly due to millions of secular voters who saw no credible alternative.

Parliamentary elections are due in June of next year. If a viable opposition party springs up, one that can cater to seculars, minorities like Kurds, as well as Hizmet members, it could become a serious challenge to the AK Party. Any opposition would have to draw votes from millions of Turks who do not support the traditional nationalist parties, as well as AK Party voters who see no other Islamist alternative.

For now, however, Erdogan appears convinced that he has popular support for his actions, which he describes as a final purging necessary to save Turkey from an international conspiracy. His crackdown has effectively crippled the Gulen network in Turkey: graduates from the Gulen-inspired Fatih University can’t find jobs; newspapers like Zaman have lost advertisers and hundreds of thousands of readers; and Bank Asya, which caters to his TUKSON business network, lost a third of its worth this year.

For more than a decade, Erdogan has worked to establish what he regards as a stable democratic system to Turkey, and now he wants to reap the rewards of his labor by extending influence far beyond its borders. In his mind, Gulen stands in the way.

Following debate in Iran ahead of its June 14 presidential election is like watching a movie by Luis Bunuel — think the Discreet Charm of the Bourgeoisie — or looking at a painting by Salvador Dali; everything opposes reality.

Indeed, while the candidates of various political stripes vigorously and energetically discuss issues ranging from the country’s monumental economic problems to the threat of cultural aggression, no one refers to the underlying cause of these problems.

That’s because they’re operating from within the straitjacket that the Islamic Republic’s ideology and Khomeini’s legacy has imposed on the country. Even worse, there seems to be no escape, at least not without undermining the interests of one group or another or, more fundamentally, for the system itself to be replaced or transformed beyond recognition.

Ironically, in averting the discussion of the basic cause of Iran’s national crisis — and it is a full-fledged national crisis — both the so-called reformists and various shades of conservatives are complicit; they all have a stake in the system and its survival. Others who are not part of this conspiracy of aversion, such as important elements of the so-called Green Movement, have such extreme ideas that implementing them would lead to the end of Iran as we know it.

Even Ali Akbar Hashemi Rafsanjani, coming out of the shadows and declaring his candidacy at the last minute, was in his own words doing so in order to save the system — meaning the Islamic Republic with all of its ideological trappings.

Admittedly, Rafsanjani and the moderate reformists, such as Muhammad Khatami, have a more gentle interpretation of the Islamic Republic of Iran’s (IRI) ideology, which allows some room for other Iranians who might not share that ideology to participate in society. But make no mistake, the survival of the system — and with it the privileged position of the clerical establishment, their offspring and other coteries — is Rafsanjani’s main goal as well.

The ideological trap into which Iran has fallen is also manifested in the twenty year-long dispute over Ayatollah Khomeini’s vision. The reformists portray him as a real democrat who believed in the right of the people to decide on the country and its fate. The conservatives see him as the creator of the Velayat-e-faqhih (the leadership of the Islamic Jurist) even in its absolute form. They argue, if only Iranian politicians had done as the Imam (Khomeini) had told them, everything would have been perfect. All Iran’s problems, according to this line of thought, occurred because Rafsanjani and Khatami, and, recently, Mahmoud Ahmadinejad, deviated from Khomeini’s teachings.

Nevertheless, anyone who has read Khomeini’s writings going back to the 1940s and his interviews in later decades, as well as the current Iranian Constitution, would realize that what Khomeini wanted was an Islamic government, which is an essentially religious construct, and that’s what the IRI is. His republicanism was extremely weak and his view of the role of the people — as far as deciding the character of the country’s culture and politics — was extremely narrow. People could decide where to build a highway or what crops to grow, but not change Islamic law or deviate from Islamic morality. But none of the presidential candidates or most others in Iran’s political life will agree with this; doing so would be tantamount to admitting that they had been fooled from the beginning and/or tried to fool others. Or, that the whole revolution was a colossal mistake.

So in addition to the ideological straitjacket Iran is wrapped in, it’s also caught in what one could call the Khomeini trap.

The most damaging aspect of Khomeini’s ideology was that it was essentially anti-Iran and anti-Iranian. As he admitted, Khomeini had no feelings for Iran as a country. He seldom referred to the Iranian nation. Everything he did was in the name of Islam and the community of Muslims (Umat-ul-Islam). Khomeini saw Iran as a base and headquarters for a revolutionary movement to revive Islam and to achieve Islamic unity, no matter the cost to Iran. Hence the disastrous war with Iraq and the unrelenting quest to “liberate” Palestine. If this meant massive destruction for Iran, lost development, international isolation, sanctions and now the real threat of disintegration, then so be it.

Lest some people think this is not the case now, they should recall that when two years ago President Ahmadinejad came up with the idea of an Iranian School, based on ideas that Iranian civilization is self-contained and even has its own version of Islam, Ayatollah Mesbah Yazdi and several other senior clerics said that Iran has no value without Islam. Yazdi said whatever honor Iran has is because of Islam, and Iranians’ accomplishments came after the dawn of Islam. He added that Iran is a mere vessel without value until the “substance,” namely Islam, is poured into it. For him and his followers, if Islam were to triumph, Iran’s destruction in the process would be more than worth it. Of course, Yazdi’s personal and class interests are closely linked to the predominance of the Islamist discourse, even if sustained through force.

This means that no matter who is elected as Iran’s next president, as long as a critical mass of Iranian politicians fail to clearly state that Khomeinism and Iran’s survival and interests are incompatible and an Iran-centered discourse should replace the current Islamist ideology, it will be impossible to alter Iran’s current predicament.

An Iran-centered discourse does not mean old-fashioned, ethno-centric or chauvinistic nationalism and does not ignore the role of Islam. Nor does it require a return to past political structures. It simply means putting the interests of Iranians and Iran ahead of some utopian Islamist quest.

The problem with the more extreme reformists and the Green Movement has been that they replaced Islamist utopianism and ideology with a vague version of liberalism and human rights discourse. Although laudable, mere liberal values cannot create national cohesion and provide policy guidelines. Moreover, some of these extremists have had views regarding Iran’s minorities that, if implemented, would inevitably lead to the country’s disintegration. Ironically, as recent experiences in Iraq and elsewhere have shown, such a process would not benefit anyone in Iran.

The idea of an Iran-centered discourse is not far-fetched. There is a growing fatigue with Islamism and any kind of revolutionary adventurism in Iran, as well as growing anxiety regarding Iran’s survival in the future. For example, in the last two years, both reformist and moderate conservative figures have stressed the need to put saving Iran ahead of factional disputes. The fact that, after attacking Rafsanjani brutally, reformists agreed on him as a consensus candidate proves this point.

Still, as of now Islamists of all stripes are not willing to abandon the discourse that propelled them to power, though some are prepared to make some adjustments to it. As a result, whoever is elected president, a dramatic change in Iran’s prospects and behavior is unlikely.

The surviving Boston Marathon bomber reportedly told authorities the U.S. “war on Islam” drove him and his brother to commit their terrorist act. Their linking the wars in Iraq and Afghanistan with a perceived global war on Islam is at the heart of the Jihadist message Bin Ladin and Al-Qaeda issued to the Muslim world almost two decades ago.

The message, which continues to lure some vulnerable Muslim youth across the globe, is powerful, simplistic, repetitive, deceptive and violent. It appeals to alienated and angry youth because they see in it a reaffirmation of their self-articulated religious narrative even though such a narrative has very little basis in objective religious teachings.

Of course, the tipping point of moving a young man from anger into killing innocent people varies from case to case. Once he accepts the universality of Bin Ladin’s message, he proceeds with plotting to terrorise regardless of place and cause.

When I was in government, I frequently briefed senior officials on the long-term danger of Bin Ladin’s message because it charted a path for individual radicalisers and radicalised alike without traceable connections to international terror organisations.

We also briefed them that more and more “lone wolf” potential terrorists who would be receptive to the Bin Ladin message live in Western societies and are usually “under the radar”. Part of my responsibility at CIA was to analyse all Bin Ladin’s messages for senior policymakers.

Bin Ladin’s simple articulation of Jihad, which continues to be propagated in the blogosphere by Al-Qaeda and its franchise groups, includes four key themes. First, the Islamic faith and territory are under attack, as exemplified by the war in Iraq and Afghanistan. Western-led wars on individual Muslim countries, he told potential recruits, are part of a global “Christian-Zionist” war against Islam.

Second, Bin Ladin asserted that U.S., Western, and “Zionist” policies are anti-Islamic, as evidenced by what’s happening in Palestine, Chechnya, Kashmir, the Philippines, Sub-Saharan Africa, and elsewhere.

Third, in response to these attacks, he argued all Muslims are duty bound to engage in Jihad against the “near” enemy (Muslim regimes) and the “far” enemy (the U.S., European states, and Israel). In addressing his followers through so-called fatwas and media messages, Bin Ladin claimed such “jihad” is an existential fight for the survival of the global Muslim community or umma. His successor, Ayman Zawahiri, has repeated the same message.

Fourth, the war between Islam and the “infidels” and the “apostates” will last until the “final days” when the “enemies of Islam” will be defeated. Islam will emerge victorious awaiting the coming of the “Mahdi”.

For Bin Ladin and Al-Qaeda, infidels and apostates included, in addition to non-Muslims, Islamic majorities who disagreed with this radical ideology and terrorist methods.

The four-pronged message is theology at its most simplistic level. Many grade school graduates, high school dropouts, and other youth with limited knowledge of their faith tend to accept it blindly as immutable truth. Many mainstream Muslims, including clerics and scholars, have had difficulty refuting Al-Qaeda’s calls for violence because radicalised youth have no interest in reasoned discussion or in learning about their faith.

Many Muslim youth, like their counterparts across the globe, have grown up with the new social media and a worldview grounded in the Internet, Facebook, short texting, and tweets. Longer treatises on religion or any other subject for that matter turn them off.

When Western governments began to implement so-called strategic communications strategies in an attempt to engage mainstream and “moderate” Muslims and refute extremism, radicalised youth were already inculcated with Bin Ladin’s violent rhetoric.

My analysts and I frequently briefed senior policymakers on the need to study Al-Qaeda’s radical rhetoric and fight it with more convincing messaging. Accomplishing such a goal should have been easy since vast majorities of Muslims worldwide rejected violence and extremism. But it wasn’t.

Radicalisation did not succeed because of religion or values. Terrorist groups have cynically used Muslims’ disagreements with specific Western policies to spread their message of terror. They also used the politics of nationalism – including in Bosnia, Chechnya, the Arabian Peninsula, Kashmir, Western China, and Sub-Saharan Africa – for their global Islamic agenda.

They stoked opposition to the United States and other Western countries by exploiting popular anger on the “Islamic street” against invading Muslim countries, Guantanamo, drone strikes, and other “dirty wars” tactics.

Some Muslim youth, immigrants or children of immigrants who live in Western societies find it difficult to adjust to life in their adopted countries. As alienated adolescents and even college-age kids, they become easy prey to radical recruiters, whether in person or on the Internet.

Where do we go from here? The news from Canada about the role of Canadian Muslims in foiling the recent terror plot to blow up a train is a useful guide on how to proceed.

Canada, the UK, some European countries, and Australia have done a commendable job making their Muslim communities feel a sense of belonging to the country where they live. Several U.S. cities, especially New York City and Las Vegas, Nevada, have implemented similar policies.

Real engagement of Muslim communities in Western societies usually begets a sense of belonging, especially if it is accompanied by official condemnation of hate crimes and rhetoric, such as “Islamophobia”. A well-grounded feeling of belonging empowers mosque imams and other community leaders to spot signs of radicalisation in their community and report them to the authorities.

As one Muslim resident of New York City once said, “This is my city and don’t want anything to happen to it.”

The good news is that vast majorities of Muslims oppose terrorism and focus on improving their lives. As the Afghan war winds down, and as Al-Qaeda Central weakens, a time should come when Guantanamo is closed and “dirty wars’’ become subject to public scrutiny. That is when Bin Ladin’s message becomes irrelevant, the threat of radicalisation wanes, and the “See Something, Say Something” slogan gains acceptance among Muslims.

Several critical issues of unfinished business in the Middle East face President Barack Obama as he begins his second term. Washington must become more engaged come January because these issues will directly impact regional stability and security and U.S. interests and personnel in the region.

The issues include the Syrian uprising and increasing atrocities by extremist elements within the uprising, the Arab Spring and the future of democratic transitions, the growing influence of radical Salafi “jihadism” across the Arab world, Bahrain, the Israeli-Palestinian conflict, Iran, Pakistan, and Guantanamo and global terrorism.

The Obama administration’s engagement in these issues in the past year has been marginal and uneven, influenced largely by domestic politics and to some degree the ghost of Libya. Washington’s public support for democracy following the start of the Arab Spring was welcomed in the region, especially as dictators in Tunisia and Egypt fell precipitously.

The U.S. image became more tarnished, however, as repression escalated in Bahrain against the Shia majority and as Assad’s killing machine became more vicious, and Syria descended into a civil war.

Washington’s benign response to repression and torture in Bahrain, according to advocates of this policy, is justified by the presence of the U.S. Fifth Fleet and the special relationship with Saudi Arabia. Yet, the U.S. and its Western allies have not used their significant leverage in either country to advance democracy. Nor has the Fleet deterred the Al Khalifa regime from repressing the pro-democracy movement.

The ghost of Libya and the U.S. presidential election also drove Obama’s hesitancy to act against the Syrian dictator. During the foreign policy presidential debate before the U.S. elections, President Obama and Governor Mitt Romney argued lamely that Syria was different from Libya, and therefore the U.S. military even under the NATO umbrella should not be used against Assad.

The fate of emerging Arab democracies and the legitimate aspirations of millions of Arab youth, which the U.S. and many countries worldwide have endorsed, should not be held hostage to political expediency or become a casualty of electoral politics.

U.S. prestige and Obama’s credibility at home and abroad will be tested by whether Washington stands with the peoples of the region against their entrenched dictators, regardless of the so-called Libyan model. Calls for justice and dignity in the Arab uprisings signaled a historic moment that resonated across the globe. The U.S. should embrace this moment and place itself on the right side of history.

President Obama was hailed across the Arab Muslim world in June 2009 when he called for engaging credible indigenous communities on the basis of common interests and mutual respect. A retreat from those ideals would be disastrous for the U.S. and its allies, especially as regime remnants and radical Salafis endeavour to derail the democratic process.

An autocratic tribal ruler in Manama, who has just revoked the citizenship of 31 Bahraini nationals, or a brutal dictator in Damascus should not turn the clock back on the moral inroads that Washington made in the region in the post-Bush era.

The unfolding of events at a dizzying speed and increasing threats to U.S. interests and personnel demand serious attempts to address theses critical issues. In his second-term, President Obama cannot remain oblivious to rising sectarianism, growing Salafi extremism, continued repression, and suppression of minorities and women.

On day one after taking office, the president must turn his full attention to Syria.

Assad must be forced out, and soon. Over 25,000 Syrians have been killed since the uprising began in early 2011, and equal numbers have been “disappeared” by the regime. Hundreds of thousands have become refugees. Atrocities committed by the regime and by some of the rebels are inflicting untold suffering on innocent civilians in Syria.

The Syrian uprising, like those in Egypt, Tunisia, and Libya, started peacefully. Regime intransigence and repression, however, forced the uprising to become violent. Lawlessness and the porous borders have opened Syria to radical “jihadists” from neighbouring Arab countries.

Whereas, the uprising was initially non-ideological and non-religious, the incoming “jihadists” are Sunni Salafis bent on fighting a religious war against an “infidel” dictator. These “jihadists” have exploited the factionalism of the opposition for their intolerant religious extremism.

They also gained acceptance by the poorly armed rebels because they brought in weapons and money from Saudi Arabia, Qatar, and elsewhere. The rise of violent “jihadism” in Syria had been a direct consequence of continued regime intransigence.

A prolonged proxy war between Iran, which supports Assad, and Saudi Arabia, which supports the uprising, over Syria and a resurgent radical Salafi “jihad” within the insurgency cannot be good for regional stability and for the international community.

How to speed up Assad’s exit? Short of putting boots on the ground, Washington and its NATO allies, especially the UK, France, and Turkey, should declare a no-fly zone and provide the Free Syrian Army with adequate anti-tank and anti-aircraft weapons to fight the regime’s military machine. NATO should seek the consent of Arab and Asian countries for the Syria initiative, including patrolling the no-fly zone.

Media reports reveal that Turkey, with U.S. approval, has deployed Patriot missiles close to the Syrian border. This action seems to signal Turkey’s intention to create and possibly defend a no-fly zone. President Obama and other NATO leaders should vigorously push this action forward.

Syrian refugees cannot spend another winter in tents and under intolerable conditions.

NATO partners also should help streamline the opposition groups and recognise whatever group emerges as a legitimate political representative of Syria. Admittedly, factionalism among the rebel groups on the ground and within the Syrian National Council outside the country is a major impediment to diplomatic recognition and international action.

Once a unified leadership emerges, NATO should provide it with logistics, intelligence, and command and control training. Furthermore, Washington and London should put the Assad regime on notice that attacking Syria’s neighbours or using chemical and biological weapons in any form against any target will result in a massive military response.

Lakhdar Brahimi’s U.N.-Arab mission to Syria has failed to persuade Assad to stop the killing, and any talk of a temporary ceasefire is no more than wishful thinking. Russian and Chinese obduracy in the U.N. Security Council on Syria justifies an immediate and more robust NATO action against the regime. The Syrian dictator has already rejected British Prime Minister David Cameron’s offer for a safe passage out of Syria.

It’s morally reprehensible for the international community to remain insensitive to the continued atrocities against the Syrian people, whether by the regime or the opposition. Moral platitudes no longer cut it.

Once the regime is toppled, the international community should help the post-Assad government with economic recovery and empower the Syrian business community and entrepreneurial civil society to start creating jobs. When that happens, the “Arab Spring” would rightfully claim its fifth trophy.

With Barack Obama and Mitt Romney virtually tied with Election Day less than two weeks away, Muslim voters could play an unexpected critical role in deciding the outcome Nov. 6.

poll of 500 registered Muslim voters released here Wednesday found that more than two-thirds (68 percent) currently plan to vote for Obama and only seven percent for Romney. But a surprisingly large 25 percent said they were still undecided between the two main party candidates.

And tens of thousands of those undecided voters are disproportionately concentrated in three “swing” states – Ohio, Virginia and Florida – where the candidates are focusing their campaigns in the last two weeks.

“The Muslim vote could be decisive in several battleground states,” said Naeem Baig, chairman of the American Muslim Taskforce on Civil Rights and Elections (AMT), which co-sponsored the survey and whose political arm is expected to formally endorse candidates before the election.

The poll, which was conducted during the first two weeks of October, also found large majorities of respondents who said that the U.S. should support rebels in Syria (68 percent) and that Washington was right to intervene with NATO in last year’s revolt against the Qadhafi regime in Libya (76 percent).

Respondents were roughly evenly divided on whether the U.S. has provided sufficient support to the uprisings in the Middle East, known as the Arab Spring.

Precisely how many Muslim citizens there are in the United States – and hence how many Muslim voters – has been a matter of considerable debate. The U.S. Census is forbidden to ask residents their religious affiliation.

The Council on American-Islamic Relations (CAIR), another co-sponsor of the survey and an 18-year-old grassroots organisation that has become one of the country’s most active national Muslim groups, estimates a total U.S. Muslim population at between six and seven million, or about the same as the total number of U.S. Jews.

The Pew Research Center, on the other hand, last year estimated the total number of Muslim Americans at 2.75 million, of whom about one million were children and hence ineligible to vote. It found that more than 60 percent of U.S. Muslims are immigrants, and, of those, more than 70 percent are citizens.

Most native-born Muslims are African Americans, who, together with Arabs, Iranians, and South Asian comprise roughly 80 percent of the total U.S. Muslim population.

CAIR estimates the total number of registered Muslim voters at at least one million. Ohio, according to CAIR’s estimates has around 50,000 registered Muslim voters; Virginia, around 60,000; and Florida, between 70,000 and 80,000.

Historically, Muslim Americans have been split in their voting behaviour, but in the 2000 election 72 percent voted for George W. Bush primarily because his campaign met at length with Muslim organisations and, during a key debate with then-Vice President Al Gore, the former president spoke out against the use of secret evidence in deportation hearings and racial profiling. Four national Muslim organisations eventually endorsed his candidacy.

But, disillusioned with his administration’s harsh response to 9/11, including the detention of hundreds of Muslim men, the passage of the so-called Patriot Act, as well as the war in Iraq, U.S. Muslims abandoned Bush.

In the 2004 election, 93 percent of Muslims voted for the Democratic candidate, Sen. John Kerry; another five percent for third-party candidate Ralph Nader, and only one percent for Bush, according to surveys conducted at the time.

The Democratic shift continued in 2008 when nearly 90 percent of Muslim voters cast their ballots for Obama and only two percent for his Republican rival, Sen. John McCain.

Whether that level of support will be retained for Obama, however, is unclear, according to CAIR’s executive director, Nihad Awad, who said Muslims were in some respects disappointed by Obama’s inability or failure to fully follow through on some of his campaign pledges to amend or rescind the more onerous provisions of the Patriot Act and close the Guantanamo detention facility in Cuba.

Like the general public, he noted, Muslims have also been disappointed by the president’s performance on the economy and reducing unemployment.

In addition, noted Oussama Jammal, who chairs a public affairs committee of the the Muslim American Society (MAS), noted that Obama’s greater use of drones to strike suspected Al-Qaeda and other Islamist militants in Pakistan “is not selling well in the (Muslim) South Asian community”.

Revelations regarding “unprecedented surveillance” of mosques and the use of agents provocateurs by the Federal Bureau of Investigation (FBI) have also hurt Muslim confidence in Obama, according to Baig.

The 500-person sample on which the poll was based was drawn from a data base of nearly 500,000 Muslim American voters that was, in turn, developed by matching state voter-registration records with a list of some 45,000 traditionally Muslim first and last names prevalent in a variety of the world’s Muslim-majority ethnic groups.

Respondents included 314 men and 186 women across the country. Twenty-six percent of respondents were born in the U.S.; while 71 percent were not. (Three percent declined to answer the question.) Ninety-three percent said they had lived in the U.S. 10 years or more.

Of the total sample, 43 percent said they were of South or Southeast Asian ancestry; 21 percent, Arab; eight percent, European; and six percent from Iran and Africa each, an indication that African American Muslims, who are estimated to comprise about 30 of all Muslim Americans, may have been under-represented.

Half of respondents said they attend a mosque at least once a month.

The survey has a margin of error of plus or minus five percent.

In addition to its findings about presidential preferences, the poll found that a whopping 91 percent of respondents intend to vote in this year’s election. In the last presidential election in 2008, only about 57 percent of eligible voters cast ballots.

It also found that the percentage of those who considered themselves closer to the Democratic Party grew from 42 percent in 2006 to 66 percent today, while affiliation with the Republican Party remained roughly the same at between eight and nine percent since 2008. Fifty-one percent of respondents said they considered the Republican Party, several of whose presidential candidates during the primary campaign made blatant Islamophobic remarks, hostile to Muslims.

Asked how important they considered 16 current foreign and domestic issues education, jobs and the economy, health policy, and civil rights were called “very important” by four out of five respondents. Seventy-one percent said they considered “terrorism and national security” in the same category, while two-thirds of respondents named the “possibility of war with Iran”.

On the eve of Monday’s foreign policy debate between President Barack Obama and Republican challenger Mitt Romney, the electorate appears increasingly disillusioned with the so-called Arab Spring, according to a new survey released by the Pew Research Center here.

A majority (57 percent) of the more than 1,500 respondents said they do not believe that recent changes in the political leadership of Arab countries will “lead to lasting improvements” for the region, while only 14 percent – down from 24 percent 18 months ago – said they believe the changes will be “good for the United States”.

Nearly three out of four voters said the changes will either be “bad” for Washington (36 percent) or won’t have much of an effect either way (38 percent).

Both positions could favour Romney and the Republicans who, since last month’s killing of the U.S. ambassador to Libya and three of his staff in Benghazi, have argued that Obama’s policy toward the Arab world is unraveling.

Friday’s killing in Beirut of Lebanon’s top intelligence officer and at least seven other people could add to that perception, as Col. Wissam al-Hassan was aligned with the “March 14” coalition, a Sunni-led faction with close ties to Washington and strongly opposed to the Al-Assad regime in Syria.

The poll, which was conducted Oct. 4-7, also found a somewhat tougher position toward both Iran’s nuclear programme and on China’s trade policies.

Monday’s debate, the third and last in a series between the two candidates before the Nov. 6 election, is not expected to draw the huge television audiences – over 65 million people – of the last two, due to the relative lack of interest in foreign policy compared to domestic issues, especially the economy.

“While foreign affairs had had a higher profile recently, this is a campaign dominated by domestic issues,” according to Pew’s director, Andrew Kohut, who noted that only seven percent of respondents in another recent Pew poll cited foreign policy as a major priority compared to 41 percent when George W. Bush ran for re-election in 2004.

“The public is decidedly more isolationist than in some time,” he said, in part as a result of a lessening of “concern about terrorism as a national-security threat.”

The new poll got considerable media attention when it was released here Thursday because it showed Romney cutting deeply into the long-held lead sustained by Obama over many months in surveys that asked which candidate they trusted most to conduct the nation’s foreign policy.

In early September, a Bloomberg poll found that Obama led Romney by a 53-38 percent margin on this question, but Thursday’s Pew poll found that margin reduced to 47-43 percent in Obama’s favour. While Republicans leapt on the poll as evidence that their recent attacks on Obama’s Middle East policy – focused primarily on his administration’s alleged failure to respond to requests by its embassy in Tripoli for enhanced security – were drawing blood.

But Kohout suggested Friday that Romney’s gains were probably due more to Obama’s poor performance in the first debate, which took place Oct. 3, the day before Pew began polling, than to disillusionment with Obama’s foreign policy.

Noting that Obama is generally seen has having won the second debate Tuesday. “On the next poll, I expect Obama to do better on foreign policy,” he said, noting that polls over the past year have found consistently found foreign policy to be Obama’s strongest suit.

Monday’s debate is expected to centre on a number of key issues, particularly U.S. policy in the Middle East and Afghanistan and, to a somewhat lesser extent, on the most effective approach toward China, especially its trade and monetary policies about which Romney has been particularly hawkish on the campaign trail.

NATO and Russia under President Vladimir Putin, which Romney has called Washington’s “Number one geo-political foe”, are also expected to get some attention, possibly along with climate change which has been almost entirely ignored by both candidates in the campaign so far.

The main findings of the new poll include strong skepticism over whether the leadership changes in the Middle East will benefit either the local population or the U.S. Asked which was more important in the region – democratic governments and less stability or stable governments with less democracy, a 54 percent majority opted for the latter.

On Iran, the public appears to be somewhat more hawkish than 10 months ago. Asked whether, with respect to Iran’s nuclear programme, it was more important to “take a firm stand” against it or “to avoid military conflict with Iran, 56 percent opted for a “firm stand” – which, however, did not explicitly mention a military attack – six percent more than when the same question was asked last January.

Respondents were split equally over on the question of whether Obama or Romney, who is perceived as taking a more hawkish line on Iran, would be best in dealing with Iran’s nuclear programme.

Romney, who has promised to declare China as a “currency manipulator” on his first day in office and presumably follow up with sanctions, got his greatest support on the question of who would best deal with China’s trade policies. Forty-nine percent cited Romney compared to 40 percent for Obama whose “China-bashing has been somewhat more restrained during the campaign.

Indeed, the campaign appears to have contributed to a generally more hawkish attitude toward Beijing on economic issues. In March 2011, 53 percent of respondents said “building a stronger relationship” with China was more important than “getting tougher” with it on economic issues. Those figures are now practically reversed, with 49 percent favouring the second option and only 40 percent the first.

On the other hand, Obama’s main advantage was in dealing with political instability the Middle East by a 47-42 percent margin.

That may reflect popular support for what Republicans mock as Obama’s alleged preference for “leading from behind” in the region. Only 23 percent of respondents said they believe the U.S. should be “more involved” in fostering leadership changes in the Middle East, while a whopping 63 percent – including 53 percent of Republicans – said they believe Washington should be “less involved”.

Romney has generally favoured somewhat more interventionist policies in the region, notably with respect to arming rebels in the civil war in Syria.

On Israel, a plurality believes that current U.S. support for the Jewish state is “about right” as opposed to 22 percent who believe that Washington is too supportive, and 25 percent who think it has not been supportive enough.

The poll confirmed a major partisan divide on this question: 46 percent of Republicans believe U.S. policy has not been sufficiently supportive. “White evangelicals are extremely committed to Israel,” noted Kohout, who added that they form about 40 percent of the Republican base.

As in other recent surveys, the latest poll found major differences between the so-called millennial general – adults under age 30, and other age groups. On the question of Iran’s nuclear programme, for example, a 49 percent plurality of millennials preferred to “avoid military conflict”, while only 24 percent of those 65 and older take that position.

Similarly, on economic policy toward China, 70 percent of millennials favour stronger relations with Beijing instead of “getting tougher”. Only 41 percent of those 65 and older agreed.

“[The millennials] have a very different worldview,” said Kohout. “This is a much more liberal, Democratically disposed generation.”

The United States and Pakistan are by now a classic example of a dysfunctional nuclear family (with an emphasis on “nuclear”). While the two governments and their peoples become more suspicious and resentful of each other with every passing month, Washington and Islamabad are still locked in an awkward post-9/11 embrace that, at this juncture, neither can afford to let go of.

Washington is keeping Pakistan, with its collapsing economy and bloated military, afloat but also cripplingly dependent on its handouts and U.S.-sanctioned International Monetary Fund loans.  Meanwhile, CIA drones unilaterally strike its tribal borderlands.  Islamabad returns the favor. It holds Washington hostage over its Afghan War from which the Pentagon won’t be able to exit in an orderly fashion without its help. By blocking U.S. and NATO supply routes into Afghanistan (after a U.S. cross-border air strike had killed 24 Pakistani soldiers) from November 2011 until last July, Islamabad managed to ratchet up the cost of the war while underscoring its indispensability to the Obama administration.

At the heart of this acerbic relationship, however, is Pakistan’s arsenal of 110 nuclear bombs which, if the country were to disintegrate, could fall into the hands of Islamist militants, possibly from inside its own security establishment. As Barack Obama confided to his aides, this remains his worst foreign-policy nightmare, despite the decision of the U.S. Army to train a commando unit to retrieve Pakistan’s nukes, should extremists seize some of them or materials to produce a “dirty bomb” themselves.

Two Publics, Differing Opinions

Pakistan’s military high command fears the Pentagon’s contingency plans to seize its nukes. Following the clandestine strike by U.S. SEALs that killed Osama bin Laden in Abbottabad in May 2011, it loaded elements of its nuclear arsenal onto trucks, which rumbled around the country to frustrate any possible American attempt to grab its most prized possessions. When Senator John Kerry arrived in Islamabad to calm frayed nerves following Bin Laden’s assassination, high Pakistani officials insisted on a written U.S. promise not to raid their nuclear arsenal. He snubbed the demand.

Since then mutual distrust between the two nominal allies — a relationship encapsulated by some in the term “AmPak” — has only intensified. Last month, for instance, Pakistan became the sole Muslim country to officially call on the Obama administration to ban the anti-Islamic 14-minute video clip Innocence of Muslims, which depicts the Prophet Muhammad as a womanizer, religious fraud, and pedophile.

While offering a bounty of $100,000 for the killing of Nakoula Basseley Nakoula, an Egyptian-American Christian producer of the movie, Pakistan’s Railways Minister Ghulam Ahmad Bilour called on al-Qaeda and the Pakistani Taliban to be “partners in this noble deed.” Prime Minister Raja Ashraf distanced his government from Bilour’s incitement to murder, a criminal offense under Pakistani law, but did not dismiss him from the cabinet. The U.S. State Department strongly condemned Bilour’s move.

Pakistan also stood out as the only Muslim state whose government declared a public holiday“Love the Prophet Muhammad Day,” to encourage its people to demonstrate against the offending movie. The U.S. Embassy’s strategy of disarming criticism with TV and newspaper ads showing President Obama and Secretary of State Hillary Clinton condemning “the content and the message” of the film failed to discourage protesters. In fact, the demonstrations in major Pakistani cities turned so violent that 23 protesters were killed, the highest figure worldwide.

Taking advantage of the government’s stance, proscribed jihadist organizations made a defiant show of their continued existence. In Lahore, the capital of Punjab, the country’s largest province, activists from the banned Lashkar-e Taiba (Army of the Pure), whose leader Hafiz Saeed is the target of a $10 million bounty by Washington, led protesters toward the American consulate where perimeter defenses had been breached earlier in the week. In Islamabad, activists from the Sipah-e-Sahaba  (Soldiers of the Prophet’s Companions), an outlawed Sunni faction, clashed with the police for hours in the course of a march to the heavily guarded diplomatic enclave.

These outlawed organizations continue to operate with impunity in an environment that has grown rabidly anti-American. A June 2012 survey by the Washington-based Pew Research Center (PRC) found that 74% of Pakistanis consider the United States an enemy. By contrast, only 12% believe that U.S. aid helps solve problems in their country in a situation in which 89% describe their nation’s economic situation as “bad.”

The American public’s view of Pakistan is equally bleak. February polls byGallup and Fox News indicated that 81% of Americans had an unfavorable view of that country; just 15% held a contrary view, the lowest figure of the post-9/11 period (with only the remaining “axis of evil” states of Iran and North Korea faring worse).

Clashing Views on the War on Terror

Most Americans consider Pakistan an especially unreliable ally in Washington’s war on terror. That it provided safe haven to bin Laden for 10 years before his violent death in 2011 reinforced this perception. Bin Laden’s successor, Ayman Zawahiri, is widely believed to be hiding in Pakistan. So, too, are Mullah Muhammad Omar and other leaders of the Afghan Taliban.

It beggars belief that this array of Washington’s enemies can continue to function inside the country without the knowledge of its powerful Inter-Services Intelligence directorate (ISI) which reputedly has nearly 100,000 employees and informers. Even if serving ISI officers are not in cahoots with the Afghan Taliban, many retired ISI officers clearly are.

The rationale for this, top Pakistani officials say privately, is that the Afghan Taliban and the allied Haqqani Network are not attacking targets in Pakistan and so pose no threat to the state. In practice, these political-military entities are being sustained by Islamabad as future surrogates in a post-American Afghanistan.  Their task is to ensure a pro-Islamabad government in Kabul, immune to offers of large-scale economic aid from India, the regional superpower. In short, it all boils down to Washington and Islamabad pursuing clashing aims in war-ravaged Afghanistan and in Pakistan as well.

The Pakistani government’s multifaceted stance toward Washington has wide public support. Popular hostility toward the U.S. stems from several interrelated factors.  Above all, most Pakistanis view the war on terror from a radically differently perspective than Americans. Since its primary targets have been the predominantly Muslim countries of Afghanistan and Iraq, they equate it with an American crusade against Islam.

While U.S. pundits and politicians invariably cite the $24 billion in assistance and military aid Washington has given Islamabad in the post-9/11 period, Pakistanis stress the heavy price they have paid for participating in the Washington-led war. “No country and no people have suffered more in the epic struggle against terrorism than Pakistan,” said President Asif Ali Zardari at the United Nations General Assembly last month.

His government argues that, as a result of joining the war on terror, Pakistan has suffered a loss of $68 billion over the past decade.  A widely disseminated statistic at home, it includes estimated losses due to a decline in foreign investments and adverse effects on trade, tourism, and businesses.  Islamabad attributes all this to the insecurity caused by the terrorist acts of local jihadists in response to its participation in Washington’s war. Then there are the roughly 4,000 Pakistani military fatalities suffered during post-9/11 operations against terror groups and other homegrown militants — significantly higher than all allied troops killed in Afghanistan. Some 35,000 civilians have also died or suffered injuries in the process.

Drones Fuel Popular Rage

During a September address to the Asia Society in New York, Foreign Minister Hinna Rabbani Khar was asked for an explanation of the rampant anti-American sentiment in her country.  She replied with a single word: “drones.” At any given time, CIA drones, buzzing like wasps and armed with Hellfire missiles, circle round the clock over an area in Pakistan’s tribal zone, their high-resolution cameras recording movements below. This fills people on the ground with unending terror, being unable to guess when and where the missiles will be fired.

A June Pew Research Center survey shows that 97% of Pakistanis familiar with the drone attacks held a negative view of them.  “Those who are familiar with the drone campaign also overwhelmingly (94%) believe the attacks kill too many innocent people,” states its report. “Nearly three-quarters (74%) say they are not necessary to defend Pakistan from extremist organizations.” (In stark contrast, a February Washington Post-ABC News poll found that 83% of Americans — and 73% of liberal Democrats — support Obama’s drone onslaught.)

A recent anti-drone “march” by a nine-mile long motorcade from Islamabad to the border of the South Waziristan tribal agency was led by Imran Khan, head of the Movement for Justice political party.  Joined by protesters from the U.S.and Britain, it was a dramatic reminder of the depth of popular feeling against the drones. By refraining from forcibly entering South Waziristan in defiance of an official ban, Khan stayed within the law. And by so doing, he enhanced his already impressive 70% approval rating and improved the chances of his party — committed to ending Islamabad’s participation in Washington’s war on terror — to achieve a breakthrough in the upcoming parliamentary election.

Unlike in Yemen, where the government has authorized the Obama administration to stage drone attacks, Pakistani leaders, who implicitly accepted such strikes before the Pentagon’s gross violation of their country’s sovereignty in the bin Laden killing, no longer do so.  “The use of unilateral strikes on Pakistan territory is illegal,” said Foreign Minister Khar. Her government, she explained, needed to rally popular backing for its campaign to quash armed militant groups, and the drones make that impossible. “As the drones fly over the territory of Pakistan, it becomes an American war and the whole logic of this being our fight, in our own interest, is immediately put aside and again it is a war imposed on us.”

Underlying the deployment of a drone, helicopter, or jet fighter to hit a target in a foreign country is an updated version of the Vietnam-era doctrine of “hot pursuit,” which ignores the basic concept of national sovereignty. Pakistani leaders fear that if they do not protest Washington’s continued use of drones for “targeted killings” of Pakistan-based individuals selected in the White House, their arch-rival India will follow suit. It will hit the camps in Pakistan allegedly training terrorists to destabilize Indian Kashmir. That is one of the ongoing nightmares of Pakistan’s senior generals.

The Nuclear Conundrum

Since India would be the prime target of any nuclear-armed extremists, the Indian government dreads the prospect of Pakistan’s nukes falling into such hands far more than President Obama. The alarm of both Delhi and Washington is well justified, particularly because Pakistan’s arsenal is growingfaster than any on Earth — and the latest versions of nukes it’s producing are smaller and so easier to hijack.

Over the past five years, Pakistani extremists have staged a series of attacks on sensitive military installations, including nuclear facilities. In November 2007, for example, they attacked Sargodha airbase where nuclear-capable F-16 jet aircraft are stationed. The following month a suicide bomber targeted a Pakistani Air Force base believed to hold nuclear weapons at Kamra, 37 miles northwest of Islamabad. In August 2008, a group of suicide bombers blew up the gates to a weapons complex at the Wah cantonment containing a nuclear warhead assembly plant, leaving 63 people dead. A further assault on Kamra took place in October 2009 and yet another last August, this time by eight suicide bombers belonging to the Pakistani Taliban.

Given Pakistan’s dependence on a continuing supply of U.S.-made advanced weaponry — essential to withstand any onslaught by India in a conventional war — its government has had to continually reassure Washington that the security of its nuclear arsenal is foolproof. Its leaders have repeatedly assured their American counterparts that the hemispheres containing nuclear fuel and the triggers for activating the weapons are stored separately under tight guard. This has failed to allay the anxieties of successive American presidents. What disconcerts the U.S. is that, despite contributing hundreds of millions of dollars to underwrite programs to help Pakistan secure its nuclear arms, it does not know where many of these parts are stored.

This is not going to change. The military planners in Islamabad correctly surmise that Delhi and Washington would like to turn Pakistan into a non-nuclear power. At present, they see their nuclear arsenal as the only effective deterrent they have against an Indian aggression which, in their view, theyexperienced in 1965. “We developed all these nukes to use against India,” said an unnamed senior Pakistani military officer recently quoted in the London-based Sunday Times Magazine. “Now they turn out to be very useful in dealing with the U.S.”

In short, Pakistan’s military high command has come to view its nuclear arsenal as an effective deterrent not only against its traditional adversary, India, but also its nominal ally in Washington. If such thinking solidifies as the country’s military doctrine in the years following the Pentagon’s withdrawal from Afghanistan, then Pakistan may finally find itself removed from Washington’s list of non-NATO allies, ending the dysfunctional nuclear family of international politics.  What that would mean in global terms is anyone’s guess.

Faced with a rise in anti-Muslim sentiment and a well-funded campaign to promote Islamophobia, a coalition of faith and religious freedom groups Thursday said it will circulate a new pamphlet on frequently asked questions (FAQs) about Islam and U.S. Muslims to elected officials across the United States.

The initiative, which coincides with the appearance in subway stations in New York City and Washington of pro-Israel ads equating the Jewish state with “civilised man” and “Jihad” with “savages”, is designed to rebut the notion that Muslims pose a threat to U.S. values and way of life.

“Nothing gives weight to bigotry more than ignorance,” said Rev. Welton Gaddy, a Baptist minister who is president of the Interfaith Alliance, a grassroots organisation of leaders representing 75 faith traditions. “The FAQ enables people to be spared of an agenda-driven fear and to be done with a negative movement born of misinformation…”

Gaddy was joined by Charles Haynes, director of the Religious Freedom Project of the Freedom Forum’s First Amendment Center which co-sponsored the new 13-page pamphlet, entitled “What is the Truth About American Muslims?”

“In my view,” Haynes said in reference to the so-called “Stop Islamisation of America” (SIOA) movement that, among other things, has sponsored the subway ads, “this campaign to spread hate and fear is the most significant threat to religious freedom in America today.”

“Since the terrorist attacks of 9/11, the anti-Muslim narrative has migrated from the right-wing fringe into the mainstream political arena – and is now parroted by a growing number of political and religious leaders,” he said.

Indeed, public opinion polls have shown a gradual rise in Islamophobia here over the past 11 years, most recently in the wake of last month’s anti-U.S. demonstrations across the Islamic world that were triggered by a vulgar internet video mocking the Muslim Prophet Muhammad. The video, supposedly a trailer for a longer movie, was reportedly produced by a California-based, Egyptian-born Copt, although the source of its funding remains unclear.

While a majority (53 percent) of U.S. respondents say they believe that it is possible to find “common ground” between Muslims and the West, that majority has shrunk since 9/11, according to a poll released earlier this week by the University of Maryland’s Program on International Policy Attitudes (PIPA). Only one year ago, it stood at 59 percent, and in November 2001 – just two months after 9/11 – it was 68 percent.

Conversely, the minority that agreed with the notion that “Islamic religious and social traditions are intolerant and fundamentally incompatible with Western culture” rose from 26 percent in 2001, to 37 percent last year, and 42 percent when the latest PIPA poll was conducted two weeks ago.

In another poll conducted by the Pew Research Center last year which asked respondents “how much support for extremism is there among Muslim Americans”, 40 percent said there was either a “great deal” or a “fair amount”, while only a narrow plurality (45 percent) disagreed.

In addition to the violent images of conflicts in Afghanistan, Iraq, and elsewhere in the Islamic world that have been beamed onto U.S. television screens and home computers since 9/11, popular beliefs that Muslims are inherently more hostile and dangerous have been propagated by a small network of funders, bloggers, pundits and groups documented in a 2011 report, entitled “Fear, Inc.,” by the Center for American Progress (CAP).

It identified seven foundations – most of them associated with the far-right in the U.S., as well as several Jewish family foundations that have supported right-wing and settler groups in Israel – that provided more than 42 million dollars between 2001 and 2009 to key individuals and organisations who have spread an Islamophobic message through, among other means, videos, newspaper op-eds, radio and television talk shows, paid ads, and local demonstrations against mosques.

Among the most prominent recipients have been the Center for Security Policy, the Middle East Forum, the Investigative Project on Terrorism, the Society of Americans for National Existence, as well as SIOA, the group, which, along with the American Freedom Defense Initiative (AFDI), is sponsoring the current subway ad campaign.

“Together, this core group of deeply intertwined individuals and organizations manufacture and exaggerate threats of ‘creeping Sharia’, Islamic domination of the West, and purported obligatory calls to violence against all non-Muslims by the Quran,” according to the CAP report.

It noted that their message was also echoed by leaders of the Christian Right and some Republican politicians, including several who ran for president this year, such as former speaker of the House of Representatives Newt Gingrich.

Leaders of many mainstream Jewish and Christian denominations have denounced specific aspects of the network’s initiatives, such as its efforts to derail the construction of a Muslim community center near the so-called “Ground Zero” site where Manhattan’s Twin Towers were destroyed on 9/11; distribute Islamophobic videos, such as ‘Obsession’; and to lobby state legislatures to ban the application of “Sharia”, or Islamic law, in their jurisdictions.

The new pamphlet, however, marks the first effort by faith groups and religious freedom advocates to directly rebut common misconceptions and claims made against Muslims and their theology by, among other things, explaining the meaning of “jihad”, and the sources, practice, and aims of Sharia.

“In a time when misinformation about and misunderstandings of Islam and of the American Muslim community are widespread, our goal is to provide the public with accurate answers to understandable questions,” said Gaddy, who noted that the authors consulted closely with well-recognised Muslim scholars in drafting the document.

Twenty-one religious and secular organisations, including the Disciples of Christ, the New Evangelical Partnership for the Common Good, the Presbyterian Church, the United Church of Christ, the United Methodist Church, and Rabbis for Human Rights-North America endorsed the pamphlet, as did several major Muslim and Sikh organisations.

Six people were killed at a Sikh temple in Wisconsin last summer by an individual who had mistakenly believed he was attacking Muslims.

Haynes stressed that the response to the Islamophobia campaign was late. “We have left the field to the people who demonised Muslims, and they have won the day,” he said. “We’re playing catch-up on this nonsense.”

In bold black-and-white lettering, the subway ad that first appeared in New York last month and then in Washington this week states: “In any war between the civilized man and the savage, support the civilized man. Support Israel. Defeat Jihad.”

A coalition of 157 local religious groups have formally objected to the transit authority over the ad, and demanded that it issue disclaimers alongside the ads as the San Francisco transit authority did when the same groups took out ads on buses this summer.

A number of religious groups, including Sojourners, an evangelical group, Rabbis for Human Rights, and the United Methodist Church are running counter-ads in New York and Washington.

First came the hullaballoo over the “Mosque at Ground Zero.”  Then there was Pastor Terry Jones of Gainesville, Florida, grabbing headlines as he promoted “International Burn-a-Koran Day.”  Most recently, we have an American posting a slanderous anti-Muslim video on the Internet with all the ensuing turmoil.

Throughout, the official U.S. position has remained fixed: the United States government condemns Islamophobia.  Americans respect Islam as a religion of peace.  Incidents suggesting otherwise are the work of a tiny minority — whackos, hatemongers, and publicity-seekers.  Among Muslims from Benghazi to Islamabad, the argument has proven to be a tough sell.

And not without reason: although it might be comforting to dismiss anti-Islamic outbursts in the U.S. as the work of a few fanatics, the picture is actually far more complicated.  Those complications in turn help explain why religion, once considered a foreign policy asset, has in recent years become a net liability.

Let’s begin with a brief history lesson.  From the late 1940s to the late 1980s, when Communism provided the overarching ideological rationale for American globalism, religion figured prominently as a theme of U.S. foreign policy.  Communist antipathy toward religion helped invest the Cold War foreign policy consensus with its remarkable durability.  That Communists were godless sufficed to place them beyond the pale.  For many Americans, the Cold War derived its moral clarity from the conviction that here was a contest pitting the God-fearing against the God-denying.  Since we were on God’s side, it appeared axiomatic that God should repay the compliment.

From time to time during the decades when anti-Communism provided so much of the animating spirit of U.S. policy, Judeo-Christian strategists in Washington (not necessarily believers themselves), drawing on the theologically correct proposition that Christians, Jews, and Muslims all worship the same God, sought to enlist Muslims, sometimes of fundamentalist persuasions, in the cause of opposing the godless.  One especially notable example was the Soviet-Afghan War of 1979-1989.  To inflict pain on the Soviet occupiers, the United States threw its weight behind the Afghan resistance, styled in Washington as “freedom fighters,” and funneled aid (via the Saudis and the Pakistanis) to the most religiously extreme among them.  When this effort resulted in a massive Soviet defeat, the United States celebrated its support for the Afghan Mujahedeen as evidence of strategic genius.  It was almost as if God had rendered a verdict.

Yet not so many years after the Soviets withdrew in defeat, the freedom fighters morphed into the fiercely anti-Western Taliban, providing sanctuary to al-Qaeda as it plotted — successfully — to attack the United States.  Clearly, this was a monkey wrench thrown into God’s plan.

With the launching of the Global War on Terrorism, Islamism succeeded Communism as the body of beliefs that, if left unchecked, threatened to sweep across the globe with dire consequences for freedom.  Those who Washington had armed as “freedom fighters” now became America’s most dangerous enemies.  So at least members of the national security establishment believed or purported to believe, thereby curtailing any further discussion of whether militarized globalism actually represented the best approach to promoting liberal values globally or even served U.S. interests.

Yet as a rallying cry, a war against Islamism presented difficulties right from the outset.  As much as policymakers struggled to prevent Islamism from merging in the popular mind with Islam itself, significant numbers of Americans — whether genuinely fearful or mischief-minded – saw this as a distinction without a difference.  Efforts by the Bush administration to work around this problem by framing the post-9/11 threat under the rubric of “terrorism” ultimately failed because that generic term offered no explanation for motive. However the administration twisted and turned, motive in this instance seemed bound up with matters of religion.

Where exactly to situate God in post-9/11 U.S. policy posed a genuine challenge for policymakers, not least of all for George W. Bush, who believed, no doubt sincerely, that God had chosen him to defend America in its time of maximum danger.  Unlike the communists, far from denying God’s existence, Islamists embrace God with startling ferocity.  Indeed, in their vitriolic denunciations of the United States and in perpetrating acts of anti-American violence, they audaciously present themselves as nothing less than God’s avenging agents.  In confronting the Great Satan, they claim to be doing God’s will.

Waging War in Jesus’s Name

This debate over who actually represents God’s will is one that the successive administrations of George W. Bush and Barack Obama have studiously sought to avoid.  The United States is not at war with Islam per se, U.S. officials insist.  Still, among Muslims abroad, Washington’s repeated denials notwithstanding, suspicion persists and not without reason.

Consider the case of Lieutenant General William G. (“Jerry”) Boykin.  While still on active duty in 2002, this highly decorated Army officer spoke in uniform at a series of some 30 church gatherings during which he offered his own response to President Bush’s famous question: “Why do they hate us?”  The general’s perspective differed markedly from his commander-in-chief’s:  “The answer to that is because we’re a Christian nation.  We are hated because we are a nation of believers.”

On another such occasion, the general recalled his encounter with a Somali warlord who claimed to enjoy Allah’s protection.  The warlord was deluding himself, Boykin declared, and was sure to get his comeuppance: “I knew that my God was bigger than his.  I knew that my God was a real God and his was an idol.”  As a Christian nation, Boykin insisted, the United States would succeed in overcoming its adversaries only if “we come against them in the name of Jesus.”

When Boykin’s remarks caught the attention of the mainstream press, denunciations rained down from on high, as the White House, the State Department, and the Pentagon hastened to disassociate the government from the general’s views.  Yet subsequent indicators suggest that, however crudely, Boykin was indeed expressing perspectives shared by more than a few of his fellow citizens.

One such indicator came immediately: despite the furor, the general kept his important Pentagon job as deputy undersecretary of defense for intelligence, suggesting that the Bush administration considered his transgression minor.  Perhaps Boykin had spoken out of turn, but his was not a fireable offense.  (One can only speculate regarding the fate likely to befall a U.S. high-ranking officer daring to say of Israeli Prime Benjamin Netanyahu, “My God is a real God and his is an idol.”)

A second indicator came in the wake of Boykin’s retirement from active duty.  In 2012, the influential Family Research Council (FRC) in Washington hired the general to serve as the organization’s executive vice-president.  Devoted to “advancing faith, family, and freedom,” the council presents itself as emphatically Christian in its outlook.  FRC events routinely attract Republican Party heavyweights.  The organization forms part of the conservative mainstream, much as, say, the American Civil Liberties Union forms part of the left-liberal mainstream.

So for the FRC to hire as its chief operating officer someone espousing Boykin’s pronounced views regarding Islam qualifies as noteworthy.  At a minimum, those who recruited the former general apparently found nothing especially objectionable in his worldview.  They saw nothing politically risky about associating with Jerry Boykin.  He’s their kind of guy. More likely, by hiring Boykin, the FRC intended to send a signal: on matters where their new COO claimed expertise — above all, war — thumb-in-your eye political incorrectness was becoming a virtue.  Imagine the NAACP electing Nation of Islam leader Louis Farrakhan as its national president, thereby endorsing his views on race, and you get the idea.

What the FRC’s embrace of General Boykin makes clear is this: to dismiss manifestations of Islamophobia simply as the work of an insignificant American fringe is mistaken.  As with the supporters of Senator Joseph McCarthy, who during the early days of the Cold War saw communists under every State Department desk, those engaging in these actions are daring to express openly attitudes that others in far greater numbers also quietly nurture.  To put it another way, what Americans in the 1950s knew as McCarthyism has reappeared in the form of Boykinism.

Historians differ passionately over whether McCarthyism represented a perversion of anti-Communism or its truest expression.  So, too, present-day observers will disagree as to whether Boykinism represents a merely fervent or utterly demented response to the Islamist threat.  Yet this much is inarguable: just as the junior senator from Wisconsin in his heyday embodied a non-trivial strain of American politics, so, too, does the former special-ops-warrior-turned-“ordained minister with a passion for spreading the Gospel of Jesus Christ.”

Notably, as Boykinism’s leading exponent, the former general’s views bear a striking resemblance to those favored by the late senator.  Like McCarthy, Boykin believes that, while enemies beyond America’s gates pose great dangers, the enemy within poses a still greater threat.  “I’ve studied Marxist insurgency,” he declared in a 2010 video.  “It was part of my training.  And the things I know that have been done in every Marxist insurgency are being done in America today.”  Explicitly comparing the United States as governed by Barack Obama to Stalin’s Soviet Union, Mao Zedong’s China, and Fidel Castro’s Cuba, Boykin charges that, under the guise of health reform, the Obama administration is secretly organizing a “constabulary force that will control the population in America.”  This new force is, he claims, designed to be larger than the United States military, and will function just as Hitler’s Brownshirts once did in Germany. All of this is unfolding before our innocent and unsuspecting eyes.

Boykinism: The New McCarthyism

How many Americans endorsed McCarthy’s conspiratorial view of national and world politics?  It’s difficult to know for sure, but enough in Wisconsin to win him reelection in 1952, by a comfortable 54% to 46% majority.  Enough to strike fear into the hearts of politicians who quaked at the thought of McCarthy fingering them for being “soft on Communism.”

How many Americans endorse Boykin’s comparably incendiary views?  Again, it’s difficult to tell.  Enough to persuade FRC’s funders and supporters to hire him, confident that doing so would burnish, not tarnish, the organization’s brand.  Certainly, Boykin has in no way damaged its ability to attract powerhouses of the domestic right.  FRC’s recent “Values Voter Summit”  featured luminaries such as Republican vice-presidential nominee Paul Ryan, former Republican Senator and presidential candidate Rick Santorum, House Majority Leader Eric Cantor, and Representative Michele Bachmann — along with Jerry Boykin himself, who lectured attendees on “Israel, Iran, and the Future of Western Civilization.” (In early August, Mitt Romney met privately with a group of “prominent social conservatives,” including Boykin.)

Does their appearance at the FRC podium signify that Ryan, Santorum, Cantor, and Bachmann all subscribe to Boykinism’s essential tenets?  Not any more than those who exploited the McCarthyite moment to their own political advantage  — Richard Nixon, for example — necessarily agreed with all of McCarthy’s reckless accusations.  Yet the presence of leading Republicans on an FRC program featuring Boykin certainly suggests that they find nothing especially objectionable or politically damaging to them in his worldview.

Still, comparisons between McCarthyism and Boykinism only go so far.  Senator McCarthy wreaked havoc mostly on the home front, instigating witch-hunts, destroying careers, and trampling on civil rights, while imparting to American politics even more of a circus atmosphere than usual.  In terms of foreign policy, the effect of McCarthyism, if anything, was to reinforce an already existing anti-communist consensus.  McCarthy’s antics didn’t create enemies abroad.  McCarthyism merely reaffirmed that communists were indeed the enemy, while making the political price of thinking otherwise too high to contemplate.

Boykinism, in contrast, makes its impact felt abroad.  Unlike McCarthyism, it doesn’t strike fear into the hearts of incumbents on the campaign trail here.  Attracting General Boykin’s endorsement or provoking his ire probably won’t determine the outcome of any election.  Yet in its various manifestations Boykinism provides the kindling that helps sustain anti-American sentiment in the Islamic world.  It reinforces the belief among Muslims that the Global War on Terror really is a war against them.

Boykinism confirms what many Muslims are already primed to believe: that American values and Islamic values are irreconcilable.  American presidents and secretaries of state stick to their talking points, praising Islam as a great religious tradition and touting past U.S. military actions (ostensibly) undertaken on behalf of Muslims.  Yet with their credibility among Iraqis, Afghans, Pakistanis, and others in the Greater Middle East about nil, they are pissing in the wind.

As long as substantial numbers of vocal Americans do not buy the ideological argument constructed to justify U.S. intervention in the Islamic world — that their conception of freedom (including religious freedom) is ultimately compatible with ours – then neither will Muslims.  In that sense, the supporters of Boykinism who reject that proposition encourage Muslims to follow suit.  This ensures, by extension, that further reliance on armed force as the preferred instrument of U. S. policy in the Islamic world will compound the errors that produced and have defined the post-9/11 era.

Anti-Western protests across the Arab Islamic world denouncing the anti-Islam video, reportedly produced in the United States, is a serious test for the new democratic governments in Egypt, Tunisia, Libya, Yemen, and elsewhere.

It is time for the new Arab democracies to explain to their peoples publicly and forcefully that individual actions in Western countries, no matter how offensive, do not reflect the policies of Western societies or their governments.

Western societies are diverse and complex and like Muslim societies should not be held responsible for the acts of one or more extremists, even if such acts are insulting to religion or the holy text.

Budding Arab democracies are producing diverse new leaders, ideologies, and centres of power, which their former dictators had stifled for decades. If Arab democracy hopes to succeed, it should not be a welcoming place for the narrow-minded, exclusivist Salafi ideology, which preaches hate and intolerance. Arab governments must act decisively to curb the rising tide of radical Salafism in their midst.

At least four factors are driving ongoing mass protests across the region. First, the newfound sense of democracy and empowerment, which former dictators kept under a tight lid, gives people the freedom to hit the streets whenever they see the urge to express their views on an issue. Once they get used to the idea of freedom of assembly, Arab publics would be less inclined to leave their jobs and hit the streets regardless of the cause.

Second, pervasive anti-Americanism, which has carried over from the (George W.) Bush to the (Barack) Obama administration because of perceived anti-Islamic policies, has been an undercurrent in the latest demonstrations.

Third, radical Salafis, who oppose what they call man-made democracy and peaceful relations with the West, have used the protests to undermine the nascent democratic experiment in Egypt, Tunisia, and Libya, and stir up anti-Western feelings in the Arab “street”. Salafi so-called jihadists have also been trying to hijack the anti-Assad revolution in Syria and paint it with the brush of extremism.

Finally, Al-Qaeda and its franchise groups in Yemen, North Africa, Iraq, and elsewhere have tried to use street protests to mask their terrorist plots against Arab regimes and Western personnel and interests in the region.

As Arab democracy takes root, governments must educate their citizens on the nature of Western democracies and the freedoms of speech, expression, and association that are the hallmark of democratic societies anywhere in the world.

Anti-religious vitriol and hate speech against Jews, Muslims, Christians, Buddhists, or Sikhs in the United States, for example, are usually renounced by most of the faithful. But they are begrudgingly tolerated, even by American Muslims, as part of the cultural and political mosaic of life in the United States.

For years, my analysts and I briefed senior policymakers that the Muslim world is diverse and complex and that only a small minority of them are extremists and terrorists. We judged vast majorities of the 1.6 billion Muslims are mainstreamers and reject the terrorist narrative, which Osama Bin Ladin and Al-Qaeida have advocated in the name of Islam.

We assessed that in the service of our national interest, our leaders should not paint the entire Muslim world with a broad brush of terrorism. Presidents Bush and Obama, for the most part, accepted the analysis and acted on it. They frequently stated the war on Al-Qaeida and global terrorism was not a war against Islam and that the West and the Muslim world share many common values.

By the same token, violent demonstrations and wanton destruction by volatile groups, many of whom have not even seen the offensive You Tube video, could lead some in the West to view the entire Muslim world as a place short on rational discourse and long on mob frenzy.

Secretary of State Hillary Clinton denounced the anti-Islam amateurish video in the strongest terms. She emphasised the U.S. government and people have nothing to do with it and abhor its content and message.

While not much open source information is available on the tragic death of Ambassador Chris Stevens in Benghazi, the orchestration of the attack and weapons used reflect Al-Qaeda’s mode of operations. The terror organisation’s affiliated or franchise groups have executed similar operations in the region.

What is most tragic about the ambassador’s untimely death was his genuine commitment, in word and in deed, to engaging in a serious dialogue with Muslims.

He believed that Americans and Muslims shared many values, including love of family and a commitment to fairness and justice. Unfortunately, radical elements in those demonstrations whether Salafis or Al-Qaeda-affiliated terrorists, oppose dialogue and view the non-Muslim West as “infidels”.

Most mainstream Muslims do not share this view and in fact welcome economic, political, and cultural relations with Western countries, including with the United States. Thousands of Muslim students are studying in colleges and universities in the United States, Australia, Canada, and Western Europe.

Radical Salafi leaders and preachers who have condoned, encouraged, and participated in violence and destruction in the recent demonstrations should be held accountable by their governments for the deaths, injuries, and property destruction that have occurred. Because of their tyrannical ideology and actions, these radical Salafi leaders and activists have lost the right to take part in the democratic transition.

Millions of Arabs marched in the streets last year denouncing the repression of their regimes. Fallen dictators used fear and torture to deny their people the most basic human and civil rights. They kidnapped, jailed, and killed pro-democracy writers, poets, filmmakers, comedians, and bloggers despite the peacefulness of their demands.

Radical Salafis must not be allowed to hijack the newly won democratic rights.

The new social media, which helped spread the message of hope and optimism during the heady days of the Arab Spring, unfortunately has a downside. The “Innocence of Islam” video is the latest symbol of that side.
