The Libyan National Oil Corporation (NOC) ended on January 2 a fire that raged for days among tanks in Libya’s largest oil export terminal of Es-Sider, but the militia violence fed by the implosion of governance that caused it continues. Indeed, the levels of suffering, civilian casualties, refugees, and those internally displaced have increased steadily. The talks between Libya’s rival warring governments slated for today have been postponed. Meanwhile, extremist elements are taking greater advantage of the ongoing maelstrom.

The NOC managed to put the fire out, but three days of normal Libyan oil exports were destroyed. Of course, with Libyan crude exports already down to less than 400,000 barrels per day (only 1/3 of normal output), the fire’s impact on global markets was minimal.

Libya’s low exports since mid-2013 pose serious fiscal challenges for the country. The internationally recognized, relatively moderate House of Representatives (HOR), elected in June 2014, headed by Prime Minister Abdullah al-Thinni, and driven to take refuge in the small eastern city of Tobruk, is in fiscal crisis. The Libyan Central Bank, so far neutral between rival governments, has drawn down Libya’s currency reserves to cover spending. With two hostile governments, there is also no budget for the allotment of funds in 2015.

One might think government spending and a budget would be the least of Libya’s concerns. But beneath the government standoff and rule of local or extremist armed elements around the country, much of the Qadhafi-era’s largely socialist economy remains. If the Central Bank fails to pay government employees, those of the National Oil Corporation, personnel keeping most ports functioning, workers struggling to maintain the electric grid, civil police, and others life would grind to a halt. Goods would stop flowing, businesses would lose customers, and people would not be able to obtain goods and services at the most basic level. Fraud-ridden and often dysfunctional, presently there is an economy just the same.

Tripoli’s Power

The Es-Sider inferno was triggered by a rocket fired by Islamic Dawn (LD), the robust Islamist militia comprised of fighters from Libya’s third largest city of Misrata, near Tripoli. LD is the muscle behind the rival Tripoli government.

Since last August when it propped up the Islamist portion of the former parliament, the General National Council (GNC) as a “government,” LD has been gaining ground. Its ability to push nearly 400 miles eastward, to menace Libya’s twin oil ports of Es-Sider and Ras Lanuf plus their supporting oil fields to the south illustrates LD’s rising power at the expense of the HOR and its loyalist allies.

Likewise, 500 miles to the west, LD has been driving toward Libya’s other major oil and gas terminal of Mellitah, near the Tunisian border. Thinni has been struggling to halt this other LD drive using local tribal militias and air strikes. A NOC statement from late December, fearing the loss of Mellitah, said Libyan hydrocarbon production would fall below the levels needed to even meet Libyan domestic demand.

Bloody Benghazi

A severe impediment for the HOR and its loyalist allies is the more extremist militia grouping continuing to dominate much of Libya’s eastern second largest city of Benghazi. Led by the formidable al-Qaeda associated Ansar al-Sharia in Libya (ASL), a militant alliance— despite see-saw fighting—has managed to hold various Libyan military units and former General Khalifa Haftar’s polyglot secular forces allied with the HOR in check.

The commitment of so many HOR military assets to the military meat-grinder in Benghazi to prevent ASL from moving eastward toward Tobruk has weakened its efforts elsewhere. Eleven more died and 63 were wounded in Benghazi on Dec. 22. In fact, most killed in clashes across Libya die in Benghazi. Eastern Libyan jihadists car bombed the HOR’s Tobruk hotel on Dec. 30 wounding 3 deputies.

Human Toll

The UN Support Mission in Libya and the UN’s High Commission for Human Rights announced on Dec. 23 that nearly 700 hundred Libyan civilians have died as collateral casualties of Libyan violence since August; many times that have been wounded. Combatant casualties would likely push fatalities over 1,000. This death toll is lower than those emerging from Syria and Iraq from the regime-rebel civil war in the former and Islamic State-related violence in both. Still, the UN warned commanders of Libyan armed groups they could be charged by the International Criminal Court (ICC) with criminal atrocities.

The refugee situation is far worse. By September, 1.8 million Libyan refugees had sought shelter in Tunisia. Added to those elsewhere, as in Egypt, refugees comprise approximately 1/3 of Libya’s entire population. Those in Tunisia have overwhelmed available humanitarian assistance, particularly now during the cold, rainy Mediterranean winter. Almost 400,000 Libyans are reportedly internally displaced.

No End in Sight

So far, diplomatic efforts seeking some sort of accommodation between Tripoli and Tobruk have been futile. Talks led by UN Envoy for Libya Bernadino Leon came to naught back in September. Leon tried to organize another round for Dec. 9, but this foundered due to more fighting triggered by a failed HOR effort to retake Tripoli. Leon reported to the UN Security Council on Dec. 23 that the two sides had agreed to meet today.

That initiative also collapsed. HOR airstrikes over the weekend against targets in Misrata (the home of the GNC’s “Libya Dawn” militia) came as a surprise. Two reportedly were wounded. An HOR military spokesman said the strikes were retaliation for renewed LD attacks against Es-Sider and Ras Lanuf where fighting has resumed. Yesterday a loyalist warplane struck a Greek tanker near the eastern port of Derna, killing two crewmen; a Libyan military spokesman claimed it was carrying militants.

Meanwhile, General David Rodriguez, head of US Africa Command, revealed on December 3 that “nascent” Islamic State (ISIS, ISIL or IS) training camps had been established in eastern Libya containing a “couple of hundred” militants. Fourteen Libyan soldiers were executed on Feb. 3 in southern Libya by a group calling itself the Islamic State of Libya. Even the more moderate Islamist GNC and LD, already hostile to ASL, condemned the killings. With Libya’s disarray and the grip of ASL and associated extremists over much of Benghazi plus areas nearby like militant-held portions of Derna, IS’s appearance at some point was inevitable.

Sudanese Foreign Minister Ali Ahmed Kharti in December chaired a meeting of his counterparts from Libya’s neighbors to express concern about the Libyan crisis’ regional impact. Weighing heavily on participants was the near conquest of Mali in 2013 by extremists, many staging out of and receiving munitions from Libya’s lawless southwest. There also has been arms smuggling from eastern Libyan militants to Egypt’s Sinai-based Ansar Bayt al-Maqdis jihadists, many of whom affiliated themselves with IS in Fall 2014.

Increasingly concerned about Libyan jihadist spillover, French President François Hollande urged the international community today to address Libya’s crisis. In a two-hour interview with France Inter radio, Hollande ruled out unilateral French intervention in Libya itself, but is establishing a base in northern Niger 60 miles from the Libyan border to help contain the menace. Last year, another French base was set up near the Malian border with Libya.

The longer Libya’s chaos remains on the global back burner, the nastier its impact will be in Libya and beyond. Crises left to fester sometimes find their own way to the front burner.

As 2014 draws to a close, there is no shortage of alternative suggestions about how to defeat the Islamic State (ISIS or IS). Most of them involve US escalation, driven by exaggerated notions of IS capabilities. Retaking IS’s extensive holdings will, however, take some time. All do acknowledge that regional coalition members are not pulling their weight.

Dismayed by the early December debate in the Senate Foreign Relations Committee, in which many Senators sought to limit President Barack Obama’s military options, Senator Marco Rubio said Dec. 12 that it was “alarming” that IS “now reaches from North Africa…the Middle East, Pakistan, South Asia, and Southeast Asia.” Dismissing administration efforts as “half-measures,” Rubio also demanded that defeating IS include ousting Syrian dictator Bashar al-Assad from power.

Retired Marine Corps Colonel Gary Anderson of George Washington University argued Dec. 22 that a mainly American “large scale punitive expedition” should swiftly crush the Islamic State. Georgetown University’s Anthony Cordesman pointed out, however, that US “airpower cannot resolve the religious, ethnic, political, and governance issues…at the core of Iraqi and Syrian…conflict.” Although Anderson believes a huge foreign ground offensive would clear the way for follow-on solutions, Cordesman, while critical of the inadequacies of the air campaign, warned against major escalation and said realistic endgames could be elusive.

Senator John McCain visited Iraq Dec. 26 and said the training of some 4,000 anti-IS Sunni Arab tribesmen allied to the Iraqi government should take no more than 6 weeks to 2 months and that retaking the IS-held northern Iraqi city of Mosul should be the first Iraqi goal in driving IS from Iraq. He praised Iraqi Prime Minister Haider al-Abadi for “success in unifying the Iraqi factions.”

There also has been a burst of December peace and ceasefire proposals or feelers put forward by the UN, Russia, and some individual countries. Unfortunately, the motives behind Moscow’s initiative are highly suspect, and none would appeal to all combatants or be properly monitored.

Mission Creep à la Obama

Unfortunately, the Obama administration, whether spooked by hawkish critics or pressured by the US military brass, has steadily ramped up US military involvement. The Pentagon is seeking a contractor to deploy jet fuel and gasoline to the al-Asad Airbase in western Iraq (far behind IS lines) by mid-January. One thousand troops from the US 101st Airborne Division also are scheduled to deploy to Iraq in January to train, advise and assist Iraqi and Kurdish forces.

If US aircraft begin using al-Asad, aircraft and US personnel would become a prime IS objective. When the US based aircraft inside South Vietnam, the need to deploy sizeable American ground forces to protect them was quickly generated. Furthermore, nearly 200 US troops sent to al-Asad in November may have fought IS forces in that area earlier this month; if this proves true, it would be the first such encounter between supposedly non-combat US troops sent to Iraq and IS forces.

The State of the Islamic State

Despite the jitters many have concerning the sweep of Islamic State forces, the view from the IS capital of Raqqa is hardly rosy. Still stalled in front of embattled Kobani, IS could not stop a sweeping Iraqi Kurdish, Yazidi, and Iraqi Army drive across northern Iraq to take Sinjar Mountain (again rescuing Yazidi refugees) and wrest from IS much of the town of Sinjar by December 21. Back in mid-December, the Pentagon also confirmed that an air strike killed Haji Mutazz, a deputy to IS leader Abu Bakr al-Baghdadi, as well as the IS military operations chief for Iraq, and the IS “governor” of Mosul. Meanwhile, daily coalition air strikes grind away at various targets within IS’s “caliphate” (now increasingly wracked by shortages).

Senator Rubio’s notion of IS extending from North Africa to Southeast Asia is an exaggeration. It merely refers to a scattering of mostly small groups here and there—already extremists—simply declaring allegiance to or praise for IS.

The situation of IS forces beyond Kobani in Syria is meanwhile somewhat muddled. In the northwest Aleppo area, largely Islamic extremist elements like IS and the al-Qaeda affiliated al-Nusra Front (plus a few mainstream groups) formed a “Shamiyya Front” alliance Dec. 25 to resist recent advances by Syrian government forces. In the south, seventeen mainly non-extremist rebel groups united in early December. Making slow gains against regime forces near Damascus, this grouping has received some moderate Arab aid. Rumors of a grand alliance between IS and al-Nusra, which still fight here and there, were premature.

The desire of some US politicians (and Turkey) for the US-led coalition to also take on the Assad regime is very risky. The fall of or severe weakening of the regime in the near-term would create a vacuum in western Syria and IS and Nusra would be best positioned to fill it. Both groups already encroach on the holdings of moderate rebels there. To block extremist exploitation of regime implosion, a large force of effective combat troops would have to be committed. No coalition member seems ready to do so. Finally, crafting endgames for Syria—now a chaotic, shattered land flush with raging ethno-sectarian hatreds—is an incredibly daunting task.

Iraqi Government Challenges

Despite Senator McCain’s claims, Abadi has not “unified Iraqi factions.” McCain probably got the “canned” tour limited to government successes. On Dec. 18, Abadi did expand press freedom, dropping predecessor Nouri al-Maliki’s official lawsuits against journalists and publications. Yet little else, particularly relating to the military front, is going well.

Only a relatively limited number of Sunni Arab tribes and former “Awakening” cadres continue to fight alongside the government. Worse still,  the Iraqi Army has not even rebounded enough to replace Shi’a militias fighting on the front lines against IS in many areas where they devastate recaptured Sunni Arab towns. And Abadi has offered no sweeping initiative to guarantee Sunni Arab inclusion and rights. Meanwhile, IS has been busily weakening Sunni Arab tribal structure by playing on intra-tribal clan rivalries to make major tribal desertions to Baghdad more difficult.

Moreover, four thousand pro-government Sunni tribesmen is a paltry number stacked against many tens of thousands currently in IS’s pocket or under its sway. Opening an offensive against IS in Iraq by assaulting the vast Mosul area would also likely further grind up and demoralize recently trained Iraqi and other forces than empower them or result in victory. Finally, Baghdad is still preoccupied with simply trying to hold onto several key pieces of real estate behind IS lines, repeatedly under attack and poorly supplied.

Abadi appealed to his Turkish counterpart Ahmet Davutoglu for greater support in battling IS. Davutoglu declared, “We are open to any idea,” but specifically noted only continuing to train Iraqi Kurds. Aside from intelligence cooperation and training, Ankara may well avoid most meaningful commitments to Baghdad, just as it has rebuffed other coalition members—including its NATO allies.

Long War Ahead

Short of a severe weakening of IS from the inside, the struggle against the group probably will be prolonged. The problem is not merely the limited Western forces willing to participate, but paltry support from the nearest coalition members.

Turkey, sharing a vast border with IS, is the worst offender. Nonetheless, the extreme reluctance of a nervous Jordan and the Gulf Cooperation Council (GCC) states to become heavily involved is also a major drawback. Unless these reluctant allies enter the fray more forcefully on the military and economic fronts, and Baghdad grasps the need for a genuinely diverse future for Iraq, the fight is likely to be a hard slog. And the more the US does militarily further reduces the incentive for regional players to do their part.

For more than thirteen years, Turkey has made a slow but steady transition towards a free and democratic society, despite the occasional pang of apprehension among some about where that road might lead. The men at the helm of that transition, Recep Tayyip Erdogan and Fethullah Gulen, began as allies, perhaps the most powerful post-modernist Islamists in world. But now the two are estranged, locked in a downward spiral of distrust that may undo the progress made. At the heart of this estrangement lies a difference over how Turkey should assert its power in the Islamic world.

On December 18, a judge in Istanbul issued an arrest warrant for Gulen, following a week that saw the detention and questioning of dozens of journalists and police officers allegedly linked to the 73- year-old cleric. Gulen lives in Pennsylvania but is thought to lead a movement of millions in Turkey, popularly referred to as the “Hizmet,” or “the Service.” Erdogan has called for Gulen’s extradition, charging that he heads a “parallel state” within the country’s judiciary and bureaucracy.

Turkey has a history of violent crackdowns, but Erdogan claims this one will be clean: “Nobody is being lynched before the process is over,” he said December 20, before launching into a tirade against a statement by European Union that called the recent detentions “incompatible with the freedom of media, which is a core principle of democracy.” But the carrot of EU membership no longer seems important to Erdogan (or to most Turks).

Erdogan now sees the West’s support for Gulen, combined with an apparent indifference towards the military coup in Egypt last year and its reluctance to topple Syrian President Bashar al-Assad, as indicators it is not interested in seeing a democratically elected Islamist government in Turkey, or anywhere else.

While tensions between Erdogan and the Gulenists have been mounting for several years, the current crisis heated up last December, when prosecutors announced they would open corruption cases against 53 AK Party allies, including members of Erdogan’s cabinet. Police officers who, according to Erdogan supporters, were loyal to Gulen, had wiretapped hundreds of people’s phones; as well as Erdogan’s own offices. Turkish media had leaked incriminating recordings, providing right-wing and secular opposition parties with powerful ammunition in advance of this year’s presidential elections. The government responded by transferring or sacking hundreds of judges and police, and, in some cases, opening cases of abuse of power against them.

Since then, Turkish media outlets closely tied to the Hizmet have taken an increasingly confrontational stance against Erdogan. Boosted by his victory in August’s presidential election, Erdogan struck back this month, reactivating a three-year-old complaint of slander by Mehmet Doğan, a former Gulen ally who spent 17 months in prison before being exonerated on charges of being a part of al-Qaeda. Dozens of journalists, two top counter-terrorism police officials, and even the writer of a soap opera were hauled to police stations across the country for questioning, not just on the Doğan complaint, but on the wider aims of Hizmet and Gulen as well.

Erdogan and Gulen may both be Islamists, but they have different visions of how and whether Turkey should assert its historical Islamic identity. Erdogan’s popularity stems from his bluntness: “Our minarets are our bayonets, our domes are our helmets, our mosques are our barracks,” recited the then-mayor of Istanbul in 1997, who was successfully prosecuted for “inciting hatred” with those words and soon found himself shuttled off to prison, accompanied by a 2,000 vehicle-convoy of fans.

A self-educated Islamic scholar, Gulen spent much of his youth as a state-appointed imam at mosques in western Turkey. He set up dorms and study centers for pious students from the Turkish countryside who had arrived in cities for study or work. As his popularity increased, Gulen travelled the country, dishing out sermons and advice to crowds of thousands of young Muslims on how their faith could fit into a secular Turkey. During the 1971 military coup, Gulen spent six months in prison for his movement.

In 1999, Gulen found himself unable to return to Turkey after he issued a characteristically guarded statement, directing his followers in public offices to learn the workings of legislative and administrative bodies, but “wait until the conditions become more favorable” to show their Islamist intentions. Gulen’s movement only grew stronger in his absence.

A quarter of private schools in Turkey, as well as hundreds of others across the world, including at least 16 in the United States, are run by the Hizmet movement. Gulen’s political and religious commentary, often distributed by the media outlets currently under scrutiny, is widely read throughout the Muslim world. Hizmet also includes one of Turkey’s most powerful business groups, the Turkish Confederation of Businessmen and Industrialist (TUSKON), and its own Sharia-compliant bank, Bank Asya.

Under the Justice and Development (AK Party) government, which took power in 2002, the 1999 case against Gulen was tossed out, but the cleric preferred to stay in Pennsylvania, watching Erdogan chart a path towards democracy, built on a wide mandate that probably would not have been possible without his movement’s support.

Buoyed by his success at transforming Istanbul into a cosmopolitan city with infrastructure on par with Europe, Erdogan’s party was swept into power twice with mandates never seen in the country’s history. Opposition parties issued statements lamenting the victory, and a Turkish court even heard a petition to ban the AK Party on grounds that it threatened the country’s secular foundation, but none of that panned out. In 2007, Erdogan stood firm against an implicit coup threat by the military command, sometimes referred to as the “e-coup” or “virtual coup.”

Erdogan and his allies pushed ahead with reforms widely praised as groundbreaking for Turkey and for the Islamic world, putting the country on firm footing towards meeting conditions for accession to the European Union. In 2007, the Israeli President addressed the Turkish Parliament, heaping praise on Erdogan’s reforms and his peace-making efforts between Tel Aviv and its neighbors. A referendum that year and another in 2010 pushed through constitutional revisions that, among other measures, enhanced labor rights, gender equality, and civilian oversight of a military that had a history of toppling democratic governments. In 2008, the government launched the prosecution of nearly three hundred military officers, journalists, and lawmakers accused of plotting to topple the government and spark a military takeover in what became known as the Ergenekon case.

Throughout these years, Gulen and Erdogan were allies, particularly with respect to efforts to subordinate the military.
But by 2010, each showed signs of growing uncomfortable with his partner.

Having broken with Israel over the 2008 Gaza war and re-oriented Turkish foreign policy toward the Arab Middle East with his “zero problems with neighbours” program, Erdogan was making a name for himself in the Islamic world to the growing annoyance of the more cautious and reserved Gulen.

After Erdogan stood behind the Mavi Marmara and its failed attempt to break the Israeli blockade of Gaza, Gulen openly criticized him, insisting that aid should have gone through only with the approval of Israeli authorities. As part of a confidence-building measure with Iran, Hakan Fidan, Erdogan’s head of the National Intelligence Organization (MIT), also reportedly leaked the identities of ten Mossad agents operating in Turkey to Iran, prompting additional murmurs of disapproval from Gulen.

According to Erdogan supporters, Gulen directed his network of followers in the media, judiciary, and police to work together to undermine the prime minister and his hold on the AKP.

An allegedly Gulen-linked prosecutor summoned MIT head Fidan to explain 2009-2010 meetings with Kurdish rebels in Oslo, widely believed to be part of the government’s peace process with the Kurdistan Worker’s Party (PKK), which is still listed as a terrorist organization in Turkey.

The AK Party, which enjoys an absolute majority in Parliament, responded by changing the law to bar future such oversight of the intelligence agency and floating the idea of shutting down hundreds of Gulen’s private tutoring centers, a move that would decimate the cleric’s grassroots network in Turkey.

When Erdogan took a divisive stand on the civil war in neighboring Syria, calling for the removal of Assad, by force if necessary, prominent Gulenists publicly dissented.

This January, police allegedly loyal to Gulen raided the offices of an AK Party linked aid agency, İnsan Hak ve Hürriyetleri (IHH), in Kilis, near the Syrian border, and told journalists they had arrested 28 suspected members of al-Qaeda. The next month, police stopped a convoy of seven trucks belonging to the MIT near the Syrian border and claimed to have found a cache of weapons intended to supply the Islamic State.

These moves mirrored rhetoric from the cleric himself warning of Erdogan’s stance against Assad. When the Turkish parliament passed legislation authorizing military intervention against ISIS in Syria and Iraq in October, Gulen warned it could drag the country into “a new World War I.” Ali Bulac, writing in the Zaman newspaper, which regularly features Gulen’s views on Turkish politics, called the idea of Turkish intervention in Syria “an ambitious and imperialist project.”

To Erdogan, the Hizmet’s actions—warning against intervention in Syria, linking the AK Party to al-Qaeda and Islamic State, or to Iran, and branding it as a troublemaker in the Middle East—was seen as a betrayal by a former ally in the face of mounting pressure and frustration with the Turkish leaders by western leaders, some of whom have long been skeptical of the Turkish leader’s ultimate aims.

At home, opposition groups have adopted the narrative. When tens of thousands protested against Erdogan in Taksim Square in June 2013, Gulen issued a gentle reminder to Erdogan not to let things get out of hand by ignoring the protesters’ demands. A year later, Erdogan decried the opposition’s embrace of the demonstrators who he accused of being “terrorists who smash things up.”

Those kinds of remarks and the willingness to crack down on civil society seen this month have lost Erdogan a large number of secular allies in Turkey and may just isolate him from his remaining friends in the West. While Erdogan became the country’s first directly elected president with 52 percent of the votes in August, his mandate is built on the lowest turnout rate in Turkey’s history, partly due to millions of secular voters who saw no credible alternative.

Parliamentary elections are due in June of next year. If a viable opposition party springs up, one that can cater to seculars, minorities like Kurds, as well as Hizmet members, it could become a serious challenge to the AK Party. Any opposition would have to draw votes from millions of Turks who do not support the traditional nationalist parties, as well as AK Party voters who see no other Islamist alternative.

For now, however, Erdogan appears convinced that he has popular support for his actions, which he describes as a final purging necessary to save Turkey from an international conspiracy. His crackdown has effectively crippled the Gulen network in Turkey: graduates from the Gulen-inspired Fatih University can’t find jobs; newspapers like Zaman have lost advertisers and hundreds of thousands of readers; and Bank Asya, which caters to his TUKSON business network, lost a third of its worth this year.

For more than a decade, Erdogan has worked to establish what he regards as a stable democratic system to Turkey, and now he wants to reap the rewards of his labor by extending influence far beyond its borders. In his mind, Gulen stands in the way.

The country that could ultimately suffer the most damage from a sustained depression in the world price of oil could be one that is not a major producer: Egypt.

Unable to sustain itself, Egypt is being propped up by big infusions of cash from Saudi Arabia and the United Arab Emirates (UAE). Those two oil states, closely aligned with the Cairo government headed by Abdel Fattah al-Sisi, could afford to be generous in their commitments when they were taking in $100 a barrel, just a few months ago.

With the price now down to about $60 and unlikely to rise much over the next year at least, it becomes an open question how long it will take for the two Gulf states’ domestic needs to overtake their support for Egypt.

The Saudis and the Emiratis understand that Egypt is an economic “bottomless pit,” according to Gregory Gause, a specialist in the Gulf monarchies at Texas A&M University. There have been no indications so far that they are contemplating a pullback from Egypt, but it becomes more likely the longer lower prices squeeze their oil revenue, Gause said.

Saudi Arabia’s equanimity so far in the face of the plunging price of the commodity that supports most of its public spending reflects multiple policy interests. If the falling price discourages further development of high-cost new oil sources such as shale in the United States, deep-sea wells off Brazil’s coast, or new fields in the Russian Arctic, that helps Saudi Arabia maintain its market share, a declared objective.

And the Saudis seem quite content as the price contraction inflicts economic damage on damage on Iran, their great regional rival, and on Russia, which has incurred Riyadh’s displeasure by supporting the regime of Syrian President Bashar al-Assad, to whose ouster the Saudis are committed. Egypt, however, is another matter because Sisi has become a major ally of Saudi Arabia and the Emirates in the regional struggle against the Islamic State and other extremist groups.

In a paper distributed last week, Fahad Alturki, head of research at Jadwa Investment Group in Riyadh, predicted that Saudi Arabia will maintain its current levels of spending at least for a while because it has “foreign reserves of more than 95 percent of GDP and a public debt of less than 2 percent of GDP.” Even at today’s prices, he said, the kingdom is likely to show a balance of payments surplus next year and fall into deficit only in 2016.

If the Saudi government did decide to cut spending, however, external aid would probably be one of the first targets, Alturki said.

Oil prices were already descending rapidly because of declining global demand and inventory surpluses when the members of the Organization of Petroleum Exporting Countries decided last month not to reduce their production to stabilize the price. That decision sent the price down still further to the apparent satisfaction of Saudi Arabia and the UAE, which have very deep pockets. Platts Oilgram, a trade journal, reported that “Saudi oil minister Ali Naimi left the summit all smiles, telling reporters that rolling over the 30 million b/d production ceiling was ‘a great decision.’”

The most immediate losers from the price decline are the large producing countries that need the cash to sustain their current operations. According to Alturki’s paper, these include Russia, which needs a price of $107 a barrel to support its budget; Venezuela, which needs $120; and Iran, which needs $127. Alturki’s “baseline” price projection for the next two years is $83 to $85 per barrel. Oil prices are notoriously hard to predict, but his figures are in line with several other analyses that have been published in the past few weeks.

Egypt’s problem is different, and harder to solve. The country produces about 700,000 barrels of oil a day, and its output has declined steadily from a peak of 900,000 barrels in the 1990s, according to the US Energy Information Administration. (Worldwide production is about 92 million barrels.) Almost all of Egypt’s output is consumed domestically by its population of about 80 million.

Because it is not an oil exporter, Egypt depends on other sources of hard-currency revenue to support itself; mostly Suez Canal tolls, cotton exports, and tourism. The tourist trade, however, has dwindled to a trickle over the past few years because of the country’s political upheavals, leaving the country short of cash to pay for imported food and other necessities.

According to Arabian Business magazine, the United Arab Emirates and Saudi Arabia committed aid with more than $12 billion in cash grants, no-interest loans, and refined petroleum products in 2014 alone. Kuwait, another major Gulf oil exporter with a small population, kicked in another $4 billion, the magazine reported.

Saudi Arabia pledged to support Sisi almost immediately after he ousted the former president, Mohamed Morsi, in 2013. Morsi had been elected as the candidate of the Muslim Brotherhood, which both Egypt and Saudi Arabia have since outlawed. In June, Saudi Arabia’s King Abdullah reportedly declared that any country that did not join in supporting Egypt would “have no future place among us.” But the king is also doling out tens of billions of dollars in salary increases, new social benefits and housing programs that he extended to his own citizens during the regional uprisings of 2011. He is also paying for massive infrastructure projects such as a new metro rail network for Riyadh and a mammoth new port on the Red Sea. Even Saudi Arabia can’t keep it up indefinitely at $60 a barrel.

Among the many confusing factors swirling around the whole ISIS phenomenon is the role, or roles, of Turkey in the situation. It might be helpful to tick off some of the major salient factors that compete to form Turkish policies towards ISIS under President Recep Tayyip Erdoğan at this point.

DEALING WITH ASSAD: First, Turkey fell into the same analytic error that most countries and most analysts, including myself did: the assumption that after Tunisia, Egypt, Libya and Yemen, the Assad regime in Syria, now facing its own Arab Spring uprising, would be the next to fall. It did not happen. Erdoğan had been deeply and personally invested in mentoring Assad as a “younger brother” for nearly a decade, bringing him closer to western and especially EU ties, helping moderate a number of internal Syrian issues. After the uprising began in Syria, Assad then refused to follow Erdoğan’s strong advice about yielding some democratic concessions to the early anti-regime demonstrators in Syria; Erdoğan grew angry, felt he had lost face internationally with his claims to exert influence over Assad, and finally grew determined to overthrow Assad by force. The more difficult the task turned out to be, the more Erdoğan doubled down, determined to get him out using almost any means—now driven by deep personal grudge as well.

PREFERENCE TO SUPPORT DEMOCRATIC CHANGE. In fairness to Erdoğan and Prime Minister Davutoğlu, Turkey had been gravitating towards a regional policy of general support to democratic movements against shaky dictators. It would indeed have been desirable to see Assad go—in principle—and Ankara had supported the previous four uprisings against entrenched dictatorship in Tunisia, Egypt, Libya, and Yemen. There is consistency in his expectations—demands now—that Syria follow suit.

THE ROLE OF JIHADI FORCES. The Assad regime turned out to be more deeply entrenched institutionally than many guessed; large portions of its population dislike Assad, but fear even more the uncertainty, chaos and likely Islamist character of a successor regime. No Syrian could want an Iraq meltdown scenario taking place in Syria either. But the longer the anti-Assad struggle went on, the more it attracted ever more radical Jihadi forces—the most radical ones sadly being the most effective anti-Assad forces, as opposed to the feckless and divided ( if more congenial) moderate opposition. Erdoğan, feeling more desperate, became willing to cooperate with ever more radical forces—to the point of no longer rejecting out of hand the activities of pro-al-Qaeda or pro-ISIS forces in the nearby region. Ankara’s policy doesn’t represent outright support for ISIS, but it does demonstrate a willingness to overlook many ISIS activities in order to facilitate Assad’s overturn.

ERDOĞAN’S OWN ISLAMIC AGENDA. Erdoğan comes out of a tradition of Turkish Islamism. His party, the AKP, represents its most moderate face—perhaps indeed the most pragmatic and most successful Islamic political party in the world. The Turkish form of the AKP Islamic tradition can be compared, very roughly, to the Muslim Brotherhood—although the Turkish AKP is vastly more advanced, politically experienced, practical, and sophisticated. Nonetheless, Erdoğan and some others in the AKP, do seem to look with some sympathy on the struggle of Muslim Brotherhood movements in the Arab world as the most promising, moderately grounded Islamist/Islamic political movement out there. The MB is generally open to concepts of democracy, globalization, tolerance and dialog—although in line with their own understanding of these terms, and depending where and when. Thus Erdoğan is predisposed to some sympathy with the Brotherhood. This accounts for his massive falling out with Egypt’s Sisi who is now crushing the Brotherhood as his chief rival, and Saudi Arabia that similarly deems the Brotherhood to be a “terrorist organization.” Erdoğan has been more willing to cut many Islamist opposition movements some degree of slack, such as in Syria. Compared to almost any form of Turkish Islam, ISIS is essentially an extremist movement, well beyond the pale of mainstream Islam and Islamism; the lines have grown blurred, however, due to Erdoğan’s continuing obsession with overthrowing Assad by almost any means at hand.

THE KURDISH FACTOR. Erdoğan and the AKP government over the past decade has done more to accept “the Kurdish reality” and advance dialog with the Turkey’s Kurdish guerrilla movement (PKK) than any party before. There is still great promise here. Turkey has also reached an astonishingly swift accommodation and close working relations with Iraqi Kurdistan and its leaders in forging political, economic and strategic ties with the Iraqi Kurdish Regional Government. But the chaos and unrest generated in every major war in the Middle East over the past two decades have generally benefited the regional Kurds first and foremost (except in Iran), creating the space for them to assume more de facto regional sovereignty. But Turkey’s negotiations with the PKK are complex and still underway—encouraging, but far from a done deal.

The newfound, vocal, de facto autonomy of the Syrian Kurds as well, now taking advantage of the Syrian civil war, has worried Ankara that perhaps all the Kurds may be now moving too far too fast in what could become a dangerous new Kurdish dynamic harder for Ankara to deal with. In any case, any kind of a pan-Kurdish state is still far down the road, if ever feasible. But Erdoğan is worried about anything that enhances the identity, role, profile and military proficiency of the Syrian Kurdish movement, especially since it will not officially sign on to the anti-Assad struggle. (That movement hates Assad, but also fears an even harsher anti-Kurdish regime under Islamists than it has had under secular Assad.) Ankara’s bottom line through all of this is fear of spreading armed Kurdish activism (such as against ISIS) that only enhances Kurdish armed strength and capabilities that can easily affect Turkey’s own negotiations with its own Kurds. It’s a tough call, and whatever happens, regional Kurds are gaining greater prominence and sense of identity with every passing month…

THE US FACTOR. Many US analysts still worry about Ankara not getting on board with Obama on fighting ISIS–as if relations are newly strained. The fact is, Ankara declared its foreign policy independence from the US a decade ago, in multiple areas. Turkey will never again play the role of “loyal US ally.” It has its own regional and global interests and will pursue them; Washington’s preferences will play only a modest role among the many factors influencing Turkish decision-making. Obama may help/persuade Erdoğan to back off from his reckless willingness to tolerate even the ISIS card to bring down Assad. But Erdoğan may well remain intractable on the Assad issue. That policy, among other things, has served to seriously damage Ankara’s relations with Iran, Iraq, and Lebanon. So we should not look forward to much cordial cooperation between Ankara and Washington except to the extent that Washington changes its policies on Palestine, Israel, Iran, and overall military intervention in the region. The two countries essentially do not share a common regional strategic outlook.

These issues roughly summarize the complexity of the Turkish calculus on ISIS. Most important to note though, is that Ankara does not share at all the ISIS view of Islam or regional politics. But Ankara does not regard US military policies in the region as desirable either. Turkey’s best prospects lie in backing off from further support to the armed overthrow of Assad, cutting its losses, thereby improving its strained ties with Iran and Iraq, and in returning to the relatively successful “zero problems with neighbors” that marked the AKP’s first decade in office.

Shibley Telhami, the Anwar Sadat Professor for Peace and Development at the University of Maryland, has just released a major new poll of US public opinion on the Israeli-Palestinian conflict, which Mitchell Plitnick will analyze on this site in the next few days.

The survey also contains some very interesting data that suggest Islamic State (ISIS or IS) is now seen as a significantly greater threat to the United States than Iran. The data and Telhami’s analysis appear in a blog post entitled “Linking Iran and ISIS: How American Public Opinion Shapes the Obama Administration’s Approach to the Nuclear Talks” at the Brookings website. (Telhami is a long-time fellow at Brookings, and the poll results were released there.)

Briefly, the poll, which was conducted Nov. 14-19, found that nearly six times as many of the 1008 respondents said they believed that the rise of IS in Iraq and Syria “threaten(ed) American interests the most” in the Middle East than those who named “Iranian behavior in general.” Respondents were given two other options besides those to choose from: “the violence in the Israeli-Palestinian conflict” and “instability in Libya.” Libya was seen as the least threatening (3%); followed by Iran (12%), Israel-Palestine (13%), and ISIS (70%). The only notable partisan difference among the respondents was that Republicans rated Iranian behaviour (15%) slightly higher than Israel-Palestine (11%) as a threat, while Democrats rated Israel-Palestine (13%) slightly higher than Iran (9%).

In some respects, these results are not surprising, particularly given the media storm touched off by the beheading of American journalist James Foley in August. A Pew poll shortly after that event showed growing concern about Islamic extremist groups like al-Qaeda and IS compared to “Iran’s nuclear program.” Thus, while Iran’s nuclear program was cited by 68% of Pew’s American respondents as a “major threat to the U.S.” in November 2013—behind Islamic extremist groups (75%), only 59% rated it a “major threat” immediately after Foley’s murder.

Still, Telhami’s results are pretty remarkable, if only because neoconservatives, Israel’s right-wing government and the Israel lobby more generally have been arguing since IS began its sweep into Iraq, and particularly since Foley’s death, that Washington should avoid any cooperation with Iran against IS, in part because Tehran ultimately poses a much greater threat.

In June, for example, John Bolton, an aggressive nationalist at the neoconservative American Enterprise Institute (AEI), insisted that Washington should ignore Iraqi appeals for help against ISIS and instead “increase …our efforts to overthrow the ayatollahs in Tehran” because “Iran is clearly the strongest, most threatening power in this conflict.”

In a New York Times op-ed in October, Israel’s Minister of Intelligence, Yuval Steinitz, appealed for Washington not to “repeat (the) mistake” it made in 2003 when it went to war in Iraq “…at the expense of blocking a greater threat: Iran’s nuclear project.”

“The Islamic Republic of Iran,” he wrote, “remains the world’s foremost threat.”

And one month later, speaking to the General Assembly of the Jewish Federations of North America shortly after Foley’s execution, Prime Minister Binyamin Netanyahu warned against any cooperation with Iran against IS: “The Islamic State of Iran is not a partner of America; it is an enemy of America and it should be treated as an enemy,” he declared.

At least for now, it appears these arguments have not made much headway with US public opinion. Here’s Telhami:

[T]he Obama administration appears to have decided to risk appearing open to an Iranian role in fighting ISIS, as it certainly allowed the Iraqi government to coordinate such a role, and Secretary of State John Kerry described it as a good thing. There is evidence from recent polling that this may not be unwise when it comes to American public opinion. Obama assumes that nothing he is likely to do in the Iran nuclear negotiations will appease Congressional Republicans and thus his best bet is getting the American public on his side. Evidence shows the public may be moving in that direction.

The starting point is not about Iran as such; it’s all about shifting public priorities.

The survey also asked respondents which of two statements (you can read them in full on Telhami’s blog) was closest to their views—that Palestinian-Israeli violence was likely to draw more support for IS among Muslims worldwide or that it wouldn’t have any appreciable effect on IS’ support. In that case, 30% percent of all respondents agreed with the latter statement, while 64% said the former was closer to their view. Remarkably, given their leadership’s strong support for Israel’s right-wing government, Republicans (71%) were more likely than Democrats (60%) to believe that violence between Israelis and Palestinians would boost support for IS.

Finally, respondents were asked to choose between four options as to which country or countries are “most directly threatened by Iran”—the US, Israel, Washington’s “Arab allies,” and “Other”. Overall, 21% of respondents named the US, and another 21% named Arab allies, while 43% opted for Israel. Twelve percent chose “Other.” The poll found little difference between Republicans and Democrats on the Iranian threat posed to the US—19% and 24%, respectively. The major difference was on the perception of the threat to Israel: 38% of Democrats said Israel was most directly threatened by Iran, compared to 54% of Republicans. (Only 31% of independents.)

Erbil—After a period of frostiness, Iraq’s Kurdistan Regional Government (KRG) and Turkey seem intent on mending the ties, as each of the parties show signs of needing the other.

But the Kurds appear more cautious this time around, leery of moving too close to Ankara lest they alienate the new Iraqi government in Baghdad with which they signed a breakthrough oil deal Tuesday.

The agreement, which will give Baghdad greater control over oil produced in Kurdistan and Kurdish-occupied Kirkuk in exchange for the KRG’s receipt of a bigger share of the central government’s budget, may signal an effort to reduce Erbil’s heavy reliance on Turkey.

The warmth between Iraqi Kurds and Turkey was a rather strange affair to begin with. It emerged unexpectedly and evolved dramatically since the 2003 US invasion of Iraq.

Whereas Turkey is a major player in the Middle East and Eurasia regions, Iraqi Kurdistan is not even an independent state. The imbalance of power between the two parties made their development of a “strategic” relationship particularly remarkable.

Given the deep historical animosity in Ankara towards all things Kurdish, the change of heart on its leaders’ part also seemed almost miraculous, even if highly lucrative to Turkish construction companies in particular.

But those ties suffered a major blow in August when the forces of the Islamic State (ISIS or IS) marched toward Kurdish-held territories in Iraq.

With IS threatening Kurdistan’s capital city, Erbil, Turkey did little to assist the Kurds. Many in Kurdistan and beyond were baffled; it was a case of “a friend in need is a friend indeed” gone wrong.

The overwhelming sense in Erbil was that Turkey had abandoned Iraqi Kurds in the middle of a life-and-death crisis. KRG President Masoud Barzani, Ankara’s closest ally, felt moved to publicly thank Iran, Turkey’s regional rival, for rushing arms and other supplies to Kurdish peshmerga fighters in their hour of need.

In their efforts to simultaneously develop an understanding and save face, some senior KRG officials defended Ankara, insisting that its hands were tied by the fact that more than 40 staff members in its consulate in the Iraqi city of Mosul, including the consul, had been taken hostage by IS. Other officials were more critical, slamming Ankara for not having acted decisively in KRG’s support.

The that the country was experiencing elections where the ambitious then-Prime Minister Recep Tayyip Erdogan was running for the newly enhanced office of president was also invoked as a reason for his reluctance to enter into war with such a ruthless group.

It also appeared to observers here that Erdogan did not want to do anything that could strengthen his archenemy, Syrian President Bashar al-Assad, even if that meant effectively siding with the Sunni jihadists.

But last month’s visit to Iraq by Turkish Prime Minister Ahmet Davutoglu appears to have helped repair the relationship with the Kurds in the north. Davutoglu turned on his personal charm to reassure his hosts, even visiting a mountainous area where Turkish special forces are now training members of the Kurdish peshmerga.

The question of how long it takes for the relationship to bounce back to the point where it was six months ago is anyone’s guess.

It’s clear, however, that despite the recent slide in relations, both sides need each other.

As a land-locked territory, Kurds will be looking for an alternative that they can use to counter pressure from the central Iraqi government.

Focused on laying the foundation for a high degree of economic and political autonomy—if not independence—from Baghdad, the Kurds’ strategic ambition is to be able to control and ideally sell their oil and gas to international clients. And geography also dictates that the most obvious and economically efficient route runs through Turkey, with or without Baghdad’s blessing.

As for Ankara, Iraqi Kurdistan is now its only friend in an otherwise hostile region.

Once upon a time, not long ago, politicians in Ankara boasted of the success of their “zero-problems-with-neighbors” policy that had reshuffled regional politics and turned some of Turkey’s long-standing foes in the region, including Syria, into friends. But that era is now gone.

Ankara has come to see Iraqi Kurdistan as a potential major supplier of its own energy needs and has generally sided with the KRG in its disputes with Baghdad.

Kurdish leaders have been criticized for putting most of their eggs in Ankara’s basket.

The last time Kurds invested so much of their trust in a neighboring country was during the 1960s and 1970s when they were supported by the Shah of Iran who used them to exert pressure on Baghdad. This produced disastrous results when the Shah abruptly abandoned Kurds in return for territorial concessions by the Iraqi government in the Shatt al-Arab River separating southern Iran from Iraq.

Turkey’s indifference and passivity in August when all of Iraqi Kurdistan came under existential threat by the IS jihadists reminded many here of the consequences of placing too much trust in their neighbors. The hoary proverb that “Kurds have no friends but the mountains” suddenly regained its currency.

IS’s siege of the Syrian Kurdish town of Kobani—just one kilometre from the Turkish frontier—compounded that distrust, not only for Iraqi Kurds, but for Kurds throughout the region, including in Turkey itself.

Indeed, Turkey’s refusal to assist Kurdish fighters against IS’s brutal onslaught has made it harder for the KRG to initiate a reconciliation.

Although Ankara has now changed its position—under heavy US pressure—and is now permitting peshmerga forces to provide limited assistance and re-inforcements for Kobani’s defenders, the process of mending fences is still moving rather slowly.

While that process has now begun, it remains unclear how far both sides will go.

Will it be again a case of Ankara and Erbil jointly versus Baghdad, or will Erbil play the game differently this time, aiming for balance between the two capitals?

Indeed, the much-lauded oil deal struck Tuesday between Baghdad and the KRG may indicate a preference for the latter strategy, particularly in light of their mutual interest in both confronting the IS and compensating for losses in revenue resulting from the steep plunge in oil prices.

Still, given the history of deals sealed and then broken that have long characterized relations between the Kurds and Baghdad, nothing can be taken for granted.

Hyping the Islamic State (ISIS or IS) threat risks generating flawed policies. The White House probably is a source of frustration, as its critics claim, but others seem too eager to commit US combat troops. Meanwhile, the administration, under constant pressure regarding the US effort, has not done enough to energize the anti-IS coalition that President Obama worked so hard to assemble. This inclines allies to believe Washington will do the heavy lifting for them.  Although addressing IS full-bore (and unilaterally) might seem appealing to some, this urge undermines the patience needed for more sensible courses of action.

The Hagel Affair

The resignation of Defense Secretary Chuck Hagel last month resulted in criticism that the White House is unreceptive to outside views, such as expanding the US military effort against IS. Excessive micromanagement of military related issues by the White House (including the phone line to commanders in Afghanistan that bypassed Hagel) has also been cited.

Past Presidents have done likewise. In overseas crises, many presidents created their own channels, giving White House officials more power than cabinet secretaries. Franklin Roosevelt often relied on Harry Hopkins over Secretary of State Cordell Hull, Richard Nixon used Henry Kissinger in lieu of William Rogers, and Colin Powell found himself outside the Bush administration’s inner circle. Perhaps the most extreme example of presidential micromanagement was Lyndon Johnson’s handling of the Vietnam War.

The Obama White House has long had dicey relations with the Pentagon. This has been, according to the Pentagon’s side of the argument, the source of delays and confusing policy directions on several issues, with the White House accused of falling into “group think.”  For his part, Hagel had complained in the early fall to National Security Advisor Susan Rice in a memo about a lack of cohesion in US policy toward IS.

Nonetheless, White House micromanagement or Pentagon-White House difficulties aside, Obama’s reluctance to ramp up the US military effort against IS excessively seems well founded. Of course, Hagel’s position is not entirely clear, but escalation had been advocated by Hagel’s two predecessors: Robert Gates and Leon Panetta.

Costs of US Escalation

IS appears ready to endure lopsided casualties to inflict some on American combat troops. And IS could follow through on this hope. Not only are its combatants fanatics, the radical Sunni militia also employs deadly suicide bombings against foes in close-up urban combat (as we’ve seen in Kobani). Additionally, IS likely hopes to get a hold of at least a few US military prisoners for filmed beheadings. So why hand IS exactly what it wants?

With large urban areas to be cleared just in Iraq—from Fallujah to Mosul—US combat troops would also likely incur casualties in excess of those suffered in 2003-08 against somewhat less fanatical Sunni Arab insurgents and Shi’a militias during the war.

American military difficulties could be further magnified by reduced interest on the part of Iraq’s Shi’a-dominated government in making the political concessions needed to split Sunni Arab tribes and other secular elements away from IS and marshal its own forces more swiftly. After all, why should Baghdad go the extra mile if the US seems willing to take care of Baghdad’s IS problem militarily?

Recently, despite lost ground in and around Ramadi west of Baghdad, Iraqi and Kurdish forces have made gains between Baghdad and Kurdish Regional Government (KRG) territory to the north. Moving up Iraq’s central line of communications, Iraqi forces have driven IS from some important territory. The siege of the vital Baiji refinery complex has been lifted, and gains have been made in the demographically mixed Diyala Governate northeast of Baghdad.

Meanwhile, Iraqi Kurds continue to push IS slowly westward. Baghdad and the KRG reached a temporary oil agreement yesterday that should clear the way for greater cooperation elsewhere, like battling IS.  Bitter quarrelling under former Prime Minister Nouri al-Maliki left Iraqi-KRG relations in shambles.

Struggling to rebound from severe reverses last summer, however, the Iraqi Army is in no position to mount a major offensive deep into IS holdings. However, successful Iraqi and Kurdish attacks demonstrate the vulnerability of IS’s vast perimeter. Strong IS forces cannot be everywhere at once to repel various challenges and adequately support ongoing attacks (such as its effort against Kobani).

In terms of a military threat, IS has been largely contained. It cannot advance northward against Turkey; isolated pro-IS sympathies exist in Jordan, but the highly professional Jordanian Army would be a tough nut to crack; and in Iraq, most all Shi’a and Kurdish areas lie outside IS control and are fighting hard to maintain this status. In Syria, IS could advance against weaker rebel forces like the Free Syrian Army, but it seems obsessed with seizing Kobani despite heavy losses.

Coalition and US Escalation

The anti-IS coalition the White House assembled is contributing relatively little to the overall military effort, despite Secretary of State John Kerry’s glowing rhetoric at today’s coalition conclave in Brussels. The air campaign is mainly an American show. Committing more US assets would make it easier for others already foot-dragging over contributions to continue dithering. Now is not the time to ramp up US military efforts, but rather to pressure allies to increase their own contributions.

The bulk of IS’s reinforcements in the form of foreign fighters flow through NATO ally Turkey. The CIA in September and the UN more recently sharply increased their estimate of the number of foreign fighters reaching the Islamic State. To date, Turkey has been more helpful to IS than the coalition because of its passivity. If it cannot be pressured to vigorously interdict incoming fighters, IS would be able to replace many lost fighters—although with less experienced cadres.

The White House (and other allies) must press Turkey harder. President Obama delayed air support for beleaguered Syrian Kurds for two weeks in deference to Turkish concerns (allowing IS to gain a foothold inside Kobani). Even today’s 60-nation gathering seems short on clear goals, let alone a robust military agenda on contributions.

Admittedly, although the Administration has done too little diplomatic spadework, its leverage overseas probably has been undermined by American politicians, pundits, and many in the media demanding an expanded US effort. 

Bottom Line

IS remains a daunting foe, so it will not be defeated easily, soon, or completely. To Americans pressing urgently for quick solutions, this is difficult to accept. But comments like one yesterday by Congresswoman Ileana Ros-Lehtinen, Chair of the House Foreign Relations Middle East and North Africa Sub-Committee, suggesting IS could damage everyone’s way of life are typical of exaggerations impeding objective policymaking.

Yet those claiming the air campaign has been ineffective are also naïve. IS has mostly ground to a halt. In some places, like Kobani, IS is hemorrhaging combat casualties. Meanwhile IS’s infrastructure, leadership, training camps, heavy weapons, oil refineries, and lines of communication have been hammered by the ongoing aerial bombardment. This week, assets in IS’s “capital” of Raqqa, Syria were also subjected to a wave of airstrikes.

Many want IS crushed quickly out of fear of IS attacks against the American homeland. Yet, as we saw in Afghanistan in 2001-02 with al-Qaeda, the combatants would not be completely rounded up should substantial US forces be sent in. Many hundreds at the very least would escape to find refuge elsewhere. In that scenario, IS would likely shift toward an international terrorist mode, posing an even greater threat to the United States. Therefore, a more collective effort—forcing IS to truly understand that it faces dozens of foes and not just a few—would be a wiser way forward. It is meanwhile imperative to strip IS of as many of its non-extremist Sunni Arab allies as possible, so they do not have to be dealt with militarily.

This past Tuesday saw the latest in a horrifyingly long line of atrocities in Jerusalem. Two armed Palestinians entered a synagogue in the Har Nof neighborhood, killed five Israeli civilians and wounded six others before police gunned the murderers down. The reactions of Israeli and Palestinian leaders are worth examining.

Hamas, unsurprisingly, praised the murders. Palestinian Authority President Mahmoud Abbas, equally unsurprisingly, condemned them unequivocally. In his official statement, Abbas said that he “…condemns the attack on Jewish worshippers in their place of prayer and condemns the killing of civilians no matter who is doing it.”

But this didn’t stop Israeli leaders from continuing their campaign to demonize Abbas, the Palestinian leader who has tried harder, made more compromises and sacrificed more of his own credibility to achieve a two-state solution than any of his predecessors.

“Abbas has intentionally turned the conflict into a religious one between Jews and Muslims, and the systematic incitement he leads against Jews…is the ‘go-ahead’ for these despicable terror attacks,” said Foreign Minister Avigdor Lieberman on Nov. 18, the day of the attack.

Economy Minister Naftali Bennett meanwhile told reporters that “Abbas, one of the biggest terrorists to have arisen from the Palestinian people, bears direct responsibility for the Jewish blood spilt… while we were busy with delusions about the [peace] process… Abbas has declared war on Israel and we must treat that accordingly.”

Not to be outdone by the rivals within his own governing coalition, Prime Minister Benjamin Netanyahu said that “This [attack] is a direct result of the incitement lead by Hamas and Abu Mazen (Abbas), incitement that the international community irresponsibly ignores.” He also dismissed Abbas’ condemnation of the attack because Abbas had said: “While we condemn this incident, we also condemn the aggression toward Al-Aqsa Mosque and other holy places and torching of mosques and churches.” To Netanyahu, such a statement, though demonstrably based on factual Israeli actions and statements, is “incitement.”

Netanyahu didn’t stop there. He accused the Palestinians of “blood libel,” a term that refers to historical incidents where false charges against Jews of ritual murder were invented to incite anti-Jewish violence.

The vast majority of Netanyahu’s venom, and that of the other Israeli leaders was directed at Abbas, despite the shameful way Hamas applauded this heinous crime. There was a touch of irony to that, as on the same day of the attack, the head of the Shin Bet, the Israeli security agency charged with internal security, had declared quite clearly that “[Abbas] is not interested in terror and is not leading [his people] to terror. Nor is he doing so ‘under the table.’”

All of this raises a question: Why is the Israeli right ignoring the low-hanging fruit of Hamas and going full bore at Abbas instead? After all, Hamas praised the attack, and Netanyahu and company could easily have stopped at tainting Abbas with the argument that he was in partnership with the Islamists via the unity government. Instead, the Israelis went much farther, to the point of virtually ignoring Hamas and the other Palestinian factions who voiced support for the attack.

The explanation for this behavior involves both the long-term and the short-term. In the short run, this is all part of Netanyahu’s broader public relations campaign linking Iran, Hamas, the Islamic State and now the Palestinian Authority. This campaign has several goals: to make it politically impossible for the United States to work with Iran against Islamic State (ISIS or IS), to make a deal between Iran and the P5+1 countries more difficult, to forestall any further international scrutiny of the siege of the Gaza Strip and to legitimize harsher Israeli measures in Jerusalem, among other goals.

On most counts, the strategy is failing, with the usual exception that Israeli actions in Gaza and Jerusalem are being downplayed, although not totally ignored. But Netanyahu’s rhetoric is having more of an effect toward his long-term goal.

The endless refrain of “Iran is ISIS, ISIS is Hamas” is designed to use the universally despised Islamic State to further de-legitimize Iran and the Palestinians. The reasons for this are obvious: to paint both Hamas and Iran as such implacable enemies that Israel would be justified in any action taken against them. But Netanyahu’s rhetoric is gradually broadening its scope of Palestinian targets. By blaming incitement from Abbas and the Palestinian Authority (PA) for the recent attack in Jerusalem, and by repeatedly pointing out that the PA is now run by a unity government (however dysfunctional) that includes Hamas, Netanyahu is, in effect, subtly folding the PA into the “Hamas-ISIS-Iran” equation.

The strategy is working in Netanyahu’s target areas: Israelis at home and Israel’s supporters abroad, and Washington. After the synagogue murders in Jerusalem, John Kerry sounded just like Netanyahu when he blamed Palestinian incitement, clearly including the PA, for the attack. He was followed by a slew of Congress members from both parties, some of whom singled out Abbas by name.

This is part of the Israeli right’s “solution” to the Palestinian-Israeli conflict. It begins with rolling back the arrangements under the Oslo Accords. The vision is something similar to what existed before the Accords were signed in 1993. Israel would have full security control in the West Bank, and the PA would be reduced to an administrative body in the increasingly isolated Palestinian cities, towns and villages. Freedom of movement for Palestinians would be increased in the hope that their economic conditions would improve (possibly through increased Palestinian employment in Israeli businesses) and that this would be enough, with increased Israeli security, to maintain relative calm.

This is a shared vision among Netanyahu, Lieberman, Naftali Bennett, and numerous other right-wing figures in Israel, even though they each present it differently. It was sketched out in broad terms in the Israeli media recently. Another prize in the arrangement for Israel is that it would diminish the PA as the international representative of the Palestinians, thus blunting the gains the Palestinians have gotten through various international recognitions of their statehood. The PA would still exist, but it would be disconnected from the Palestinian street in the Occupied Territories. This would, indeed, resemble the pre-Oslo era.

Even if Netanyahu is ousted from the Prime Minister’s office in the near future (not likely, but possible given the current political waves in Israel), another right-wing leader would certainly be his successor. Thus, the rollback of Oslo would continue, as would the freeze in the peace process. And without a visible representative Palestinian leadership, international pressure for peace would diminish, simply because there won’t be anyone to press Israel to talk to (the United States, Europe and even the United Nations will not, in any foreseeable future, push Israel to talk with Hamas).

The Israeli right believes that this is a status quo that could be maintained indefinitely, with the occasional flare-up of violence with Gaza and sporadic, but disorganized attacks by individual Palestinians from the West Bank. And since right-wing leaders will be controlling Israel until an opposition that can sway the Israeli public toward a more moderate course coalesces, the vision will be pursued.

But we’re already seeing some of the reasons why this vision is unsustainable. Israeli radicals will continue to agitate for greater Jewish control of the Temple Mount, and any right-wing Israeli government cannot simply ignore them. That will lead to more and more individual acts of violence like the one this week in Jerusalem and the several that preceded it recently.

Perhaps the Israeli right thinks they can handle that as well, and they may be correct. But there is another aspect about the pre-Oslo existence that they may be overlooking.

The separation of the Palestinian masses from the leadership of the Palestinian Liberation Organization (PLO) in the 1980s led to the development of a more grassroots, locally based Palestinian leadership. It was that leadership, not the PLO, which created the first, and by far the more successful, Intifada. Palestinians have been yearning for a new leadership, and a new generation of leaders with popular support would be most welcome among them.

The first intifada was certainly not non-violent, but it relied much more on strikes, protests and civil disobedience than the second one did. Violence was a very minor aspect of it at first, until Yitzhak Rabin’s policy of “breaking the Palestinians’ limbs” increased it. Even so, the non-violent aspects of that uprising remained front and center. It was then that the United States, and soon after, Israel, embraced the idea of peace with the PLO, in order to end the intifada and to blunt and co-opt that new Palestinian leadership.

If such a leadership arose again, it would be impossible to ignore politically, even in Washington and Tel Aviv. But Palestinians need to hope for it, because if the Obama administration is so removed from this issue that it is willing to blame Abbas for acts that he has strongly condemned, then the Oslo rollback-vision will prove successful, and there will be even less pressure on Israel to compromise. But that would also present an opportunity for the new Palestinian leadership to encourage renewed international activism aimed at economically pressuring Israel. And that could bring real change.

There is, however, a very long road between that sort of hope and where we are right now.

Former American diplomat Aaron David Miller is a frequent and worthwhile contributor to US foreign policy discussions in both Washington and the news media. His long career in Middle East diplomacy and strong focus on Israel have enabled him to clarify for the general public the many difficulties that exist under the surface of these issues. Unfortunately, as shown by his recent piece in Foreign Policy magazine, he sometimes obscures them as well.

Miller correctly points out that the Israel-Palestine conflict is not the major source of regional instability and that Secretary of State John Kerry was foolish to imply that the lack of progress on this issue had in some way become a contributing factor to the rise of the group that calls itself the Islamic State. But he also elides the enormous amount of responsibility the United States has and continues to hold not only for the Israel-Palestine conflict itself, but also for the difficulty in making any progress on the issue, let alone resolving it.

Miller states it explicitly: “Washington isn’t responsible for the impasse…The primary responsibility for fixing the problem lies with Israelis and Palestinians, and the lack of resolution is a direct result of their lack of leadership and ownership.”

That is unequivocal nonsense. It adds yet another layer to the enduring myths that surround the long-term lack of progress on this conflict. It is not lack of leadership and ownership that is the problem, it is the massive imbalance of power between the two parties that is the single biggest obstacle to a resolution. And that is an area where the United States is a major factor.

The power imbalance leads to a very simple reality: Israel has very little incentive to compromise. It is a regional superpower militarily, it has by far the most stable government in the Middle East, and it’s a member of the Organization for Economic Cooperation and Development (OECD), with a relatively strong economy. Israelis would undoubtedly prefer a cessation to the Palestinian rocket fire that periodically flares up as it did this past summer, and certainly want to stop incidents such as the one on October 22, when a Palestinian drove into a Jerusalem light rail station, killing an infant and wounding seven other people. But these concerns are not nearly enough to sway Israelis into the sort of compromises that would be bare minimums for a deal with the Palestinians.

From Israel’s point of view, the Palestinians’ minimal demands include a free Gaza and West Bank, including the Jordan Valley, a shared Jerusalem and the recognition of Palestinian refugee rights. In each case, there is a huge risk perceived by the Israelis.

Indeed, because most Israelis believe the narrative telling them that when Israel withdrew from Gaza and Southern Lebanon, all it got in return was rocket fire, they see a similar but much graver risk of that repeated outcome in the West Bank. In fact, most Israelis join their prime minister in rejecting the idea of giving up the Jordan Valley, a huge chunk of the occupied West Bank.

Sharing Jerusalem, and particularly the area of the Temple Mount, conjures fears of the years from 1949-67 when Israelis could not visit the holiest site in Judaism. More than that, Israel’s capture of the Old City in 1967 has become a powerful nationalistic symbol—a compromise on this issue strikes at the very heart of Israeli identity, and that arouses passionate responses.

The refugee question, which I explored in depth recently, is also seen by virtually all Israelis as implying the end of the Jewish State, something they desperately want to avoid. Finally, Israelis remain bitterly divided ideologically on many points, and there is a deep fear that making compromises will set off civil disturbances between secular, religious, nationalist and liberal camps within the country. Recent events around the Gaza war, where demonstrators for peace were repeatedly attacked, give credence to this fear.

The point is not to argue about the legitimacy or realism, or absence thereof, behind any of these fears. They are there, and they must be contended with in some fashion. But that involves confronting those fears, which, in turn, implies that Israelis perceive some pressure—be it military, economic or political—that forces them to take risks. The rewards of peace are, at best, uncertain to Israelis who don’t trust Palestinian intentions and perceive rising militancy in the Arab world and therefore an uncertain future no matter what commitments the current Arab regimes may offer. After all, as many contend, these governments may not be around for long.

Due to its position of relative power, the potential incentives for Israel are negative. The Israeli reaction to the Boycott, Divestment and Sanctions (BDS) campaign, which has not yet had any significant economic effect (though it has certainly altered the public discourse), is a testament to how worried Israel is at the prospect of true economic pressure. The Israeli government’s reaction to the EU’s relatively minor moves to adhere to its own laws regarding partnering on projects in the Occupied Territories and labeling products imported from the West Bank is further proof of this trend.

But whenever Europe, which is an even more indispensable trade partner for Israel than the US, has started to move in this direction, the United States has worked hard behind the scenes to change European minds. In a similar, but far more visible and impactful way, the US has used its veto power repeatedly at the UN Security Council to protect Israel from any consequences of its constant violations of international law. And we do this despite Israel’s defiance of stated US policy in the region.

These are the realities that Miller’s viewpoint elides. They have nothing to do with the Islamic State, and Miller is correct to chide Kerry for trying to tie the two together. But this ongoing hand-wringing about how the Israelis and Palestinians can’t be brought together needs to end. Even more, the nonsensical view that this is due to the personal mistrust between Benjamin Netanyahu and Mahmoud Abbas has to be shunted into the dustbin. Roosevelt and Churchill didn’t trust Stalin at Yalta. Gerry Adams and David Trimble in Northern Ireland didn’t trust each other either, and many of us who were paying attention at the time can remember the constant accusations of bad faith they hurled back and forth, which were very similar to what Netanyahu and Abbas say about each other today. Yet there are also other examples of leaders coming together. It is becoming a cliché, but it is nonetheless true that peace is made between enemies, not between friends, and it is also generally made between parties that neither like nor trust each other.

The reason this is even an issue in the Israel-Palestine conflict is because of the imbalance of power. Because Israel is so powerful and because US policymakers—for reasons that have nothing to do with the Palestinians or the occupation—continue to see Israel as an indispensable ally in security, intelligence and business matters, diplomacy has become ineffective. That’s why we keep hearing excuses for the ongoing failure. Miller makes one of the classic excuses. But it all covers up for US fecklessness and for the fact that, despite the pronouncements, peace between Israel and the Palestinians may be official US policy, but it is not a high priority. Kerry, in a credit to his character and his naiveté, tried to buck this, but found that he didn’t have the diplomatic tools he thought he had.

For all of these reasons, the US bears an enormous responsibility for the ongoing and deepening conflict in Israel and the Occupied Territories. And yet, that doesn’t mean the US needs to be doing more to resolve it.

On the contrary, the US needs to do less. The American commitment to Israel’s military superiority is now law, but even without that, the ties between the US and Israeli militaries, intelligence communities and businesses are extremely deep. There is no realistic path to threatening these things.

But that doesn’t mean the United States has to keep acting to thwart European efforts to raise the price of its occupation for Israel. Nor does it mean that the US has to keep running interference for Israel at the Security Council. Most of all, it does not mean the US has to keep insisting on its exclusive role as the mediator of this conflict.

If the United States simply refrains from doing these things, and takes no other action to pressure Israel, the change in the status quo would be enormous. But that would, itself, be a major shift in US policy on the ground. And it is not going to happen as long as we delude ourselves into believing the status quo is not our fault and that we bear no responsibility for changing it.
