Several critical issues of unfinished business in the Middle East face President Barack Obama as he begins his second term. Washington must become more engaged come January because these issues will directly impact regional stability and security and U.S. interests and personnel in the region.

The issues include the Syrian uprising and increasing atrocities by extremist elements within the uprising, the Arab Spring and the future of democratic transitions, the growing influence of radical Salafi “jihadism” across the Arab world, Bahrain, the Israeli-Palestinian conflict, Iran, Pakistan, and Guantanamo and global terrorism.

The Obama administration’s engagement in these issues in the past year has been marginal and uneven, influenced largely by domestic politics and to some degree the ghost of Libya. Washington’s public support for democracy following the start of the Arab Spring was welcomed in the region, especially as dictators in Tunisia and Egypt fell precipitously.

The U.S. image became more tarnished, however, as repression escalated in Bahrain against the Shia majority and as Assad’s killing machine became more vicious, and Syria descended into a civil war.

Washington’s benign response to repression and torture in Bahrain, according to advocates of this policy, is justified by the presence of the U.S. Fifth Fleet and the special relationship with Saudi Arabia. Yet, the U.S. and its Western allies have not used their significant leverage in either country to advance democracy. Nor has the Fleet deterred the Al Khalifa regime from repressing the pro-democracy movement.

The ghost of Libya and the U.S. presidential election also drove Obama’s hesitancy to act against the Syrian dictator. During the foreign policy presidential debate before the U.S. elections, President Obama and Governor Mitt Romney argued lamely that Syria was different from Libya, and therefore the U.S. military even under the NATO umbrella should not be used against Assad.

The fate of emerging Arab democracies and the legitimate aspirations of millions of Arab youth, which the U.S. and many countries worldwide have endorsed, should not be held hostage to political expediency or become a casualty of electoral politics.

U.S. prestige and Obama’s credibility at home and abroad will be tested by whether Washington stands with the peoples of the region against their entrenched dictators, regardless of the so-called Libyan model. Calls for justice and dignity in the Arab uprisings signaled a historic moment that resonated across the globe. The U.S. should embrace this moment and place itself on the right side of history.

President Obama was hailed across the Arab Muslim world in June 2009 when he called for engaging credible indigenous communities on the basis of common interests and mutual respect. A retreat from those ideals would be disastrous for the U.S. and its allies, especially as regime remnants and radical Salafis endeavour to derail the democratic process.

An autocratic tribal ruler in Manama, who has just revoked the citizenship of 31 Bahraini nationals, or a brutal dictator in Damascus should not turn the clock back on the moral inroads that Washington made in the region in the post-Bush era.

The unfolding of events at a dizzying speed and increasing threats to U.S. interests and personnel demand serious attempts to address theses critical issues. In his second-term, President Obama cannot remain oblivious to rising sectarianism, growing Salafi extremism, continued repression, and suppression of minorities and women.

On day one after taking office, the president must turn his full attention to Syria.

Assad must be forced out, and soon. Over 25,000 Syrians have been killed since the uprising began in early 2011, and equal numbers have been “disappeared” by the regime. Hundreds of thousands have become refugees. Atrocities committed by the regime and by some of the rebels are inflicting untold suffering on innocent civilians in Syria.

The Syrian uprising, like those in Egypt, Tunisia, and Libya, started peacefully. Regime intransigence and repression, however, forced the uprising to become violent. Lawlessness and the porous borders have opened Syria to radical “jihadists” from neighbouring Arab countries.

Whereas, the uprising was initially non-ideological and non-religious, the incoming “jihadists” are Sunni Salafis bent on fighting a religious war against an “infidel” dictator. These “jihadists” have exploited the factionalism of the opposition for their intolerant religious extremism.

They also gained acceptance by the poorly armed rebels because they brought in weapons and money from Saudi Arabia, Qatar, and elsewhere. The rise of violent “jihadism” in Syria had been a direct consequence of continued regime intransigence.

A prolonged proxy war between Iran, which supports Assad, and Saudi Arabia, which supports the uprising, over Syria and a resurgent radical Salafi “jihad” within the insurgency cannot be good for regional stability and for the international community.

How to speed up Assad’s exit? Short of putting boots on the ground, Washington and its NATO allies, especially the UK, France, and Turkey, should declare a no-fly zone and provide the Free Syrian Army with adequate anti-tank and anti-aircraft weapons to fight the regime’s military machine. NATO should seek the consent of Arab and Asian countries for the Syria initiative, including patrolling the no-fly zone.

Media reports reveal that Turkey, with U.S. approval, has deployed Patriot missiles close to the Syrian border. This action seems to signal Turkey’s intention to create and possibly defend a no-fly zone. President Obama and other NATO leaders should vigorously push this action forward.

Syrian refugees cannot spend another winter in tents and under intolerable conditions.

NATO partners also should help streamline the opposition groups and recognise whatever group emerges as a legitimate political representative of Syria. Admittedly, factionalism among the rebel groups on the ground and within the Syrian National Council outside the country is a major impediment to diplomatic recognition and international action.

Once a unified leadership emerges, NATO should provide it with logistics, intelligence, and command and control training. Furthermore, Washington and London should put the Assad regime on notice that attacking Syria’s neighbours or using chemical and biological weapons in any form against any target will result in a massive military response.

Lakhdar Brahimi’s U.N.-Arab mission to Syria has failed to persuade Assad to stop the killing, and any talk of a temporary ceasefire is no more than wishful thinking. Russian and Chinese obduracy in the U.N. Security Council on Syria justifies an immediate and more robust NATO action against the regime. The Syrian dictator has already rejected British Prime Minister David Cameron’s offer for a safe passage out of Syria.

It’s morally reprehensible for the international community to remain insensitive to the continued atrocities against the Syrian people, whether by the regime or the opposition. Moral platitudes no longer cut it.

Once the regime is toppled, the international community should help the post-Assad government with economic recovery and empower the Syrian business community and entrepreneurial civil society to start creating jobs. When that happens, the “Arab Spring” would rightfully claim its fifth trophy.

Amidst UN envoy Lakhdar Brahimi’s attempts to achieve a temporary Syrian ceasefire, Secretary of State Hillary Clinton this week announced a boost in American non-lethal assistance to the Syrian rebels.  Meanwhile, Russian Armed Forces Chief of Staff Nikolai Makarov declared that Moscow has “reliable information that Syrian militants have foreign…anti-aircraft missile systems, including those made in the USA.” Recent footage from Syria shows resistance fighters with shoulder-fired anti-aircraft missile launchers. But those seen were Russian-style SA-7’s possessed by the Syrian army and many other Middle East militaries, rather than advanced US models like the FIM-92 Stinger.

The question of whether to provide arms to the Free Syrian Army (FSA), which is fighting a desperate battle against the Assad regime, remains a difficult and conflicted decision for the US and most other NATO countries. For some, sending arms to the FSA to bring an earlier end to the regime and the continuing bloodshed and destruction is a “no-brainer”. Others maintain that giving the rebels more (and perhaps better) arms would only contribute further to the overall mayhem that might not end for quite a long time regardless.

For those wishing to respond to rebel pleas for arms, Islamist extremists — scattered among the scores of militias and local contingents comprising the FSA — are a central concern. As the civil war has dragged on, there has been rising evidence of these extremists fighting alongside rebel fighters, especially in the north where foreign correspondents have far more access. Many are Syrians, but a number of them have been coming in from neighboring countries to fight as scattered contingents within the FSA (or perhaps merely to find yet another venue for “jihad” against an unpopular secular regime).

And there is real reason for concern among governments sympathetic to the opposition about arms falling into the wrong hands. It is, after all, difficult to determine who would be the ultimate recipient of munitions assistance once it passes into Syria. In a fluid environment with scores of FSA factions, militant groups might also construct deceptive liaisons to convey false assurances of moderation once they catch wind of selective distribution. Finally, in cities like Aleppo, a number of armed factions appear to be fighting alongside each other and might feel compelled to share munitions for mutual support and protection against regime attacks. The injection of surface-to-air missiles into this conflict is especially risky because they could end up in the hands of terrorist groups and be used against commercial airliners.

That said, anger is increasing among anti-regime elements within Syria over the failure of the West to provide armed assistance. Had arms been supplied to Syrian rebels considerably sooner, the number of Syrians embittered over the lack of tangible support from the outside, the vast extent of destruction wrought mainly by the regime’s aircraft and heavy weapons, and the number of militants arriving from neighboring countries might have been more limited before the fall of the Assad regime (which this writer assumes is highly likely). The palpable rise in anger toward major Western powers for withholding arms could alone render more Syrians toward anti-Western Islamist appeals.

This, in a nutshell, is the US and Western dilemma. Standing by without providing vital arms while the bloodshed continues will probably mean less sympathy and increasing militancy among the rebels over time. After all, more of them (and members of their families) are being killed and maimed because they lack proper arms and sufficient ammunition.

On the other hand, if the rebels gain access to considerable more arms (meaning militants too in many cases), anti-Western anger would likely abate. But the conflict has already gone on long enough to produce a problematic post-Assad scenario featuring more robust militias competing for power, along with perhaps even more ugly sectarian score-settling against Alawite and Christian minorities that have been supporting the regime. In fact, the great amount of infrastructure, commercial establishments and all manner of housing already destroyed by regime firepower will likely be the source of a potentially profound economic crisis that would generate a heavy measure of frustration, anger and recrimination over some years even after the fall of the regime.

Consequently, in terms of the available options at this late stage in the struggle, those governments agonizing over the pros and cons of providing arms might well perceive the choice as a sort of “Catch-22.” In the context of the argument on the positive side of the policy ledger that providing arms could bring a swifter defeat of the regime, there is one more possible plus. So far, major Syrian Army units have not chosen to defect en masse, probably because (in addition to the obvious regime-loyalty notion) many realize facing off against the regime would be considerably more dangerous than combating relatively lightly armed rebel contingents. Should, however, rebel forces become considerably more militarily formidable, that shift might trigger such defections and a change on the ground that could be more significant than what the rebels have achieved so far. That said, even if plenty of additional arms were provided, the FSA is unlikely to receive tanks, other armored vehicles and heavy artillery that could match regime capabilities because most rebel fighters are not army defectors and would not be able to operate these more complex weapon-systems nearly as effectively as the Syrian military. So, not only has the US evidently provided little or no arms to the Syrian opposition, Washington may well remain (like many other potential Western suppliers) quite conflicted with respect to doing so.

First came the hullaballoo over the “Mosque at Ground Zero.”  Then there was Pastor Terry Jones of Gainesville, Florida, grabbing headlines as he promoted “International Burn-a-Koran Day.”  Most recently, we have an American posting a slanderous anti-Muslim video on the Internet with all the ensuing turmoil.

Throughout, the official U.S. position has remained fixed: the United States government condemns Islamophobia.  Americans respect Islam as a religion of peace.  Incidents suggesting otherwise are the work of a tiny minority — whackos, hatemongers, and publicity-seekers.  Among Muslims from Benghazi to Islamabad, the argument has proven to be a tough sell.

And not without reason: although it might be comforting to dismiss anti-Islamic outbursts in the U.S. as the work of a few fanatics, the picture is actually far more complicated.  Those complications in turn help explain why religion, once considered a foreign policy asset, has in recent years become a net liability.

Let’s begin with a brief history lesson.  From the late 1940s to the late 1980s, when Communism provided the overarching ideological rationale for American globalism, religion figured prominently as a theme of U.S. foreign policy.  Communist antipathy toward religion helped invest the Cold War foreign policy consensus with its remarkable durability.  That Communists were godless sufficed to place them beyond the pale.  For many Americans, the Cold War derived its moral clarity from the conviction that here was a contest pitting the God-fearing against the God-denying.  Since we were on God’s side, it appeared axiomatic that God should repay the compliment.

From time to time during the decades when anti-Communism provided so much of the animating spirit of U.S. policy, Judeo-Christian strategists in Washington (not necessarily believers themselves), drawing on the theologically correct proposition that Christians, Jews, and Muslims all worship the same God, sought to enlist Muslims, sometimes of fundamentalist persuasions, in the cause of opposing the godless.  One especially notable example was the Soviet-Afghan War of 1979-1989.  To inflict pain on the Soviet occupiers, the United States threw its weight behind the Afghan resistance, styled in Washington as “freedom fighters,” and funneled aid (via the Saudis and the Pakistanis) to the most religiously extreme among them.  When this effort resulted in a massive Soviet defeat, the United States celebrated its support for the Afghan Mujahedeen as evidence of strategic genius.  It was almost as if God had rendered a verdict.

Yet not so many years after the Soviets withdrew in defeat, the freedom fighters morphed into the fiercely anti-Western Taliban, providing sanctuary to al-Qaeda as it plotted — successfully — to attack the United States.  Clearly, this was a monkey wrench thrown into God’s plan.

With the launching of the Global War on Terrorism, Islamism succeeded Communism as the body of beliefs that, if left unchecked, threatened to sweep across the globe with dire consequences for freedom.  Those who Washington had armed as “freedom fighters” now became America’s most dangerous enemies.  So at least members of the national security establishment believed or purported to believe, thereby curtailing any further discussion of whether militarized globalism actually represented the best approach to promoting liberal values globally or even served U.S. interests.

Yet as a rallying cry, a war against Islamism presented difficulties right from the outset.  As much as policymakers struggled to prevent Islamism from merging in the popular mind with Islam itself, significant numbers of Americans — whether genuinely fearful or mischief-minded – saw this as a distinction without a difference.  Efforts by the Bush administration to work around this problem by framing the post-9/11 threat under the rubric of “terrorism” ultimately failed because that generic term offered no explanation for motive. However the administration twisted and turned, motive in this instance seemed bound up with matters of religion.

Where exactly to situate God in post-9/11 U.S. policy posed a genuine challenge for policymakers, not least of all for George W. Bush, who believed, no doubt sincerely, that God had chosen him to defend America in its time of maximum danger.  Unlike the communists, far from denying God’s existence, Islamists embrace God with startling ferocity.  Indeed, in their vitriolic denunciations of the United States and in perpetrating acts of anti-American violence, they audaciously present themselves as nothing less than God’s avenging agents.  In confronting the Great Satan, they claim to be doing God’s will.

Waging War in Jesus’s Name

This debate over who actually represents God’s will is one that the successive administrations of George W. Bush and Barack Obama have studiously sought to avoid.  The United States is not at war with Islam per se, U.S. officials insist.  Still, among Muslims abroad, Washington’s repeated denials notwithstanding, suspicion persists and not without reason.

Consider the case of Lieutenant General William G. (“Jerry”) Boykin.  While still on active duty in 2002, this highly decorated Army officer spoke in uniform at a series of some 30 church gatherings during which he offered his own response to President Bush’s famous question: “Why do they hate us?”  The general’s perspective differed markedly from his commander-in-chief’s:  “The answer to that is because we’re a Christian nation.  We are hated because we are a nation of believers.”

On another such occasion, the general recalled his encounter with a Somali warlord who claimed to enjoy Allah’s protection.  The warlord was deluding himself, Boykin declared, and was sure to get his comeuppance: “I knew that my God was bigger than his.  I knew that my God was a real God and his was an idol.”  As a Christian nation, Boykin insisted, the United States would succeed in overcoming its adversaries only if “we come against them in the name of Jesus.”

When Boykin’s remarks caught the attention of the mainstream press, denunciations rained down from on high, as the White House, the State Department, and the Pentagon hastened to disassociate the government from the general’s views.  Yet subsequent indicators suggest that, however crudely, Boykin was indeed expressing perspectives shared by more than a few of his fellow citizens.

One such indicator came immediately: despite the furor, the general kept his important Pentagon job as deputy undersecretary of defense for intelligence, suggesting that the Bush administration considered his transgression minor.  Perhaps Boykin had spoken out of turn, but his was not a fireable offense.  (One can only speculate regarding the fate likely to befall a U.S. high-ranking officer daring to say of Israeli Prime Benjamin Netanyahu, “My God is a real God and his is an idol.”)

A second indicator came in the wake of Boykin’s retirement from active duty.  In 2012, the influential Family Research Council (FRC) in Washington hired the general to serve as the organization’s executive vice-president.  Devoted to “advancing faith, family, and freedom,” the council presents itself as emphatically Christian in its outlook.  FRC events routinely attract Republican Party heavyweights.  The organization forms part of the conservative mainstream, much as, say, the American Civil Liberties Union forms part of the left-liberal mainstream.

So for the FRC to hire as its chief operating officer someone espousing Boykin’s pronounced views regarding Islam qualifies as noteworthy.  At a minimum, those who recruited the former general apparently found nothing especially objectionable in his worldview.  They saw nothing politically risky about associating with Jerry Boykin.  He’s their kind of guy. More likely, by hiring Boykin, the FRC intended to send a signal: on matters where their new COO claimed expertise — above all, war — thumb-in-your eye political incorrectness was becoming a virtue.  Imagine the NAACP electing Nation of Islam leader Louis Farrakhan as its national president, thereby endorsing his views on race, and you get the idea.

What the FRC’s embrace of General Boykin makes clear is this: to dismiss manifestations of Islamophobia simply as the work of an insignificant American fringe is mistaken.  As with the supporters of Senator Joseph McCarthy, who during the early days of the Cold War saw communists under every State Department desk, those engaging in these actions are daring to express openly attitudes that others in far greater numbers also quietly nurture.  To put it another way, what Americans in the 1950s knew as McCarthyism has reappeared in the form of Boykinism.

Historians differ passionately over whether McCarthyism represented a perversion of anti-Communism or its truest expression.  So, too, present-day observers will disagree as to whether Boykinism represents a merely fervent or utterly demented response to the Islamist threat.  Yet this much is inarguable: just as the junior senator from Wisconsin in his heyday embodied a non-trivial strain of American politics, so, too, does the former special-ops-warrior-turned-“ordained minister with a passion for spreading the Gospel of Jesus Christ.”

Notably, as Boykinism’s leading exponent, the former general’s views bear a striking resemblance to those favored by the late senator.  Like McCarthy, Boykin believes that, while enemies beyond America’s gates pose great dangers, the enemy within poses a still greater threat.  “I’ve studied Marxist insurgency,” he declared in a 2010 video.  “It was part of my training.  And the things I know that have been done in every Marxist insurgency are being done in America today.”  Explicitly comparing the United States as governed by Barack Obama to Stalin’s Soviet Union, Mao Zedong’s China, and Fidel Castro’s Cuba, Boykin charges that, under the guise of health reform, the Obama administration is secretly organizing a “constabulary force that will control the population in America.”  This new force is, he claims, designed to be larger than the United States military, and will function just as Hitler’s Brownshirts once did in Germany. All of this is unfolding before our innocent and unsuspecting eyes.

Boykinism: The New McCarthyism

How many Americans endorsed McCarthy’s conspiratorial view of national and world politics?  It’s difficult to know for sure, but enough in Wisconsin to win him reelection in 1952, by a comfortable 54% to 46% majority.  Enough to strike fear into the hearts of politicians who quaked at the thought of McCarthy fingering them for being “soft on Communism.”

How many Americans endorse Boykin’s comparably incendiary views?  Again, it’s difficult to tell.  Enough to persuade FRC’s funders and supporters to hire him, confident that doing so would burnish, not tarnish, the organization’s brand.  Certainly, Boykin has in no way damaged its ability to attract powerhouses of the domestic right.  FRC’s recent “Values Voter Summit”  featured luminaries such as Republican vice-presidential nominee Paul Ryan, former Republican Senator and presidential candidate Rick Santorum, House Majority Leader Eric Cantor, and Representative Michele Bachmann — along with Jerry Boykin himself, who lectured attendees on “Israel, Iran, and the Future of Western Civilization.” (In early August, Mitt Romney met privately with a group of “prominent social conservatives,” including Boykin.)

Does their appearance at the FRC podium signify that Ryan, Santorum, Cantor, and Bachmann all subscribe to Boykinism’s essential tenets?  Not any more than those who exploited the McCarthyite moment to their own political advantage  — Richard Nixon, for example — necessarily agreed with all of McCarthy’s reckless accusations.  Yet the presence of leading Republicans on an FRC program featuring Boykin certainly suggests that they find nothing especially objectionable or politically damaging to them in his worldview.

Still, comparisons between McCarthyism and Boykinism only go so far.  Senator McCarthy wreaked havoc mostly on the home front, instigating witch-hunts, destroying careers, and trampling on civil rights, while imparting to American politics even more of a circus atmosphere than usual.  In terms of foreign policy, the effect of McCarthyism, if anything, was to reinforce an already existing anti-communist consensus.  McCarthy’s antics didn’t create enemies abroad.  McCarthyism merely reaffirmed that communists were indeed the enemy, while making the political price of thinking otherwise too high to contemplate.

Boykinism, in contrast, makes its impact felt abroad.  Unlike McCarthyism, it doesn’t strike fear into the hearts of incumbents on the campaign trail here.  Attracting General Boykin’s endorsement or provoking his ire probably won’t determine the outcome of any election.  Yet in its various manifestations Boykinism provides the kindling that helps sustain anti-American sentiment in the Islamic world.  It reinforces the belief among Muslims that the Global War on Terror really is a war against them.

Boykinism confirms what many Muslims are already primed to believe: that American values and Islamic values are irreconcilable.  American presidents and secretaries of state stick to their talking points, praising Islam as a great religious tradition and touting past U.S. military actions (ostensibly) undertaken on behalf of Muslims.  Yet with their credibility among Iraqis, Afghans, Pakistanis, and others in the Greater Middle East about nil, they are pissing in the wind.

As long as substantial numbers of vocal Americans do not buy the ideological argument constructed to justify U.S. intervention in the Islamic world — that their conception of freedom (including religious freedom) is ultimately compatible with ours – then neither will Muslims.  In that sense, the supporters of Boykinism who reject that proposition encourage Muslims to follow suit.  This ensures, by extension, that further reliance on armed force as the preferred instrument of U. S. policy in the Islamic world will compound the errors that produced and have defined the post-9/11 era.

Sadly, the Saudi and Bahraini governments have looked the other way as their Sunni Salafis try to penetrate the Syrian opposition in the name of fighting Assad, Alawites, Shia, Hizballah and Iran.

The Assad regime has pursued a sectarian strategy that has resulted in promoting violent “jihadism” in order to bolster his narrative that the opposition to his regime is the work of foreign radical Salafi terrorist groups. Despite Assad’s self-serving claims, violent Salafi activists are nevertheless exploiting instability and lawlessness in some Arab countries, Syria included, to preach their doctrine and force more conservative social practises on their compatriots.

Some Salafis do not believe in peaceful, gradual, political change and are actively working to undermine nascent political systems, including by terrorising and killing minority Shia, Alawites, and Christians.

Radical Salafis have recently committed violent acts in Mali and other Sahel countries in Africa, as well as in Nigeria, Uganda and Kenya. Salafis also have committed violent acts in the name of “jihad” in Egypt, Sinai, Syria, Iraq, Yemen and elsewhere in the Middle East.

As the Arab Spring touches more countries and as more regimes—for example, in Saudi Arabia, Bahrain, Sudan and the Palestinian authority—come under pressure from their own citizens, they begin to use sectarianism and promote radical elements within these sects for their own survival and regional posturing. Salafi “jihadists” are more than happy to oblige. Unfortunately, average Muslim citizens bear the brunt of this violence.

Where did modern day Salafism come from?

Since the late 1960s, when King Faisal declared exporting Islam a cardinal principle of Saudi foreign policy, Saudi Arabia has been spreading its brand of Wahhabi-Salafi Islam among Muslim youth worldwide.

At the time, Faisal intended to use Saudi Islam to fight “secular” Arab nationalism, led by Gamal Abd al-Nassir of Egypt, Ba’thism, led by Syria and Iraq, and atheist Communism, led by the Soviet Union.

The Wahhabi-Salafi interpretation of Islam, which has been a Saudi export for half a century, is grounded in the teachings of 13th century Islamic scholar Ibn Taymiyya and 18th century Saudi scholar Ibn Abd al-Wahhab. It’s also associated with the conservative Hanbali school of Sunni jurisprudence.

In a nutshell, the Wahhabi-Salafi religious doctrine is intolerant of other religions such as Christians and Jews and of Muslim sects such as the Shia and the Ahmadiyya, which do not adhere to the teachings of Sunni Islam. It also restricts the rights of women as equal members of the family and society and uses the Wahhabi interpretation to quell any criticism of the regime in the name of fighting sedition, or “fitna”.

Even more troubling, Salafis view violence as a legitimate tool to fight the so-called enemies of Islam without the approval of nationally recognised religious authorities. Any self-proclaimed Salafi activist can issue a religious edict, or “fatwa”, to launch a jihad against a perceived enemy, whether Muslim or non-Muslim.

Usama Bin Ladin did just that in the 1990s, which, of course, started an unending cycle of violence and terrorism against Muslims and “infidels” alike, including the United States and other Western countries.

Many of the radical Salafi activists in Mali and other African countries have received their religious educations at Imam Muhammad University in Saudi Arabia, the hotbed of Salafi Islam and one of the most conservative institutions of Islamic education in the world.

The Saudi government and some wealthy Saudi financiers have been spending significant amounts of money on spreading Islam through scholarships, local projects and Islamic NGOs, as well as by building mosques and printing of Korans and other religious texts espousing Wahhabi-Salafism.

Since the early 1970s, Wahhabi-Salafi proselytisation has been carried out by Saudi-created and financed non-governmental organisations, such as the Muslim World League, the International Islamic Relief Organisation, the World Association of Muslim Youth, and al-Haramayn.

Some of these organisations became involved in terrorist activities in Muslim and non-Muslim countries and have since been disbanded by the Saudi government. Many of their leaders have been jailed or killed. Others fled their home countries and forged careers in new terrorist organisations in Yemen, Morocco, Iraq, Somalia, Indonesia, Libya, Mali and elsewhere.

For years, Saudi officials thought that as long as violent “jihad” was waged far away, the regime was safe. That view changed dramatically after May 12, 2003 when terrorists struck in the heart of the Saudi capital.

Wahhabi proselytisation has laid the foundation for today’s Salafi “jihadism” in Africa and in the Arab world. Saudi textbooks are imbued with this interpretation of Islam, which creates a narrow, intolerant, conflict-driven worldview in the minds of youth there.

Unlike the early focus of King Faisal, today’s proselytisers target fellow Muslims, who espouse a different religious interpretation, and other religious groups. The so-called jihadists have killed hundreds of Muslims, which they view as “collateral damage” in the fight against the “near and far enemies” of Islam.

While mainstream Islamic political parties are participants in governments across the Islamic world, and while Washington is beginning to engage Islamic parties as governing partners, radical Salafis are undermining democratic transition and lawful political reform. They oppose democracy as understood worldwide because they view it as man-made and not God’s rule, or “hukm”.

And what to do about it?

The raging violence in Syria and the regime’s clinging to power provide a fertile environment for Salafi groups to establish a foothold in that country. National security and strategic interests of the West and democratic Arab governments dictate that they neutralise and defeat the Salafi project.

As a first step, they must work closely with Syrian rebels to hasten the fall of the Assad regime. This requires arming the rebels with adequate weapons to fight the Assad military machine, especially his tanks, bulldozers and aircraft.

Washington and London must also have a serious conversation with the Saudis about the long-term threat of radical Salafism and the pivotal role Saudi Wahhabi proselytisation plays in nurturing radical Salafi ideology and activities. A positive outcome of this conversation should help in building a post-Arab Spring stable, democratic political order. In fact, such a conversation is long overdue.

For years my colleagues and I briefed senior policymakers about the potential and long-term danger of spreading this narrow-minded, exclusivist, intolerant religious doctrine. Unfortunately, the West’s close economic and security relations with the Saudi regime have prevented any serious dialogue with the Saudis about this nefarious export and insidious ideology.

The 92nd Street Y and the Clarion Fund are having trouble getting the big names attached to their Iran war mongering panelon Nov. 7. First, New York Times Jerusalem Bureau Chief Ethan Bronner canceled his appearance on the panel after ThinkProgress called attention to Clarion’s history of promoting anti-Muslim documentaries and the upcoming panel discussion’s role in promoting the organization’s bomb-Iran documentary,Iranium. ThinkProgress can now report that former U.N. Ambassador John Bolton, an outspoken proponent of militaryaction against Iran, has dropped off the panel as well.

But Bolton, who even appears in the film to warn about the existential threat of an Iranian nuclear weapon, was more concerned with his appearance fee than Clarion Fund’s track record of hyping Islamophobia. A spokesperson at the 92nd St. Y told ThinkProgress:

There were not the funds we originally thought there were to bring John Bolton up. We were very sorry that he couldn’t but that’s what happened.

A source close to John Bolton confirmed that Bolton was not attending the event because of the 92nd St. Y’s inability to pay for his appearance.

Obviously Bolton is free to charge a speaking fee, but given his dire warnings about Iran’s nuclear program and his prominent role in Iranium, it’s interesting that he would only appear at the event if his speaking fee was paid. In Iranium Bolton warns:

I think Iran has as a long-term objective dominance within the Islamic world and dominance in the Middle East as well as becoming a great power internationally. [...]

All American administrations have consistently said that they find [that] Iran pursuing nuclear weapons is unacceptable. But unfortunately, unacceptable turns out to really mean unacceptable. Since the various U.S. governments have not taken adequate steps to prevent Iran from achieving that unacceptable result.

Given Bolton’s prominent role in the film and his regular calls for harsher policies to confront Iran, it’s surprising that the matter of an appearance fee has led him to cancel an opportunity to promote Iranium and warn the country — the event will be simulcast in over 20 locations across the U.S. — about what he believes to be an existential threat. But apparently for Bolton, a notorious proponent of military action and use of force, the lack of a satisfactory speaking fee trumps the importance of warning the country about the threat of a nuclear Iran.

Responding to CAP’s Islamophobia report, anti-Muslim activists David Horowitz called it “fascistic” and Robert Spencer deemed it the “agenda of the Islamic jihad.” Determined to one-up her Islamophobia network colleagues, Pamela Geller took to her blog on Friday evening to unleash a fiery tirade against the new report “Fear, Inc.”

Geller piles baseless, if at times colorful, allegations on the report’s authors. Including:

Over at the wildly funded machine of hate and lies, the “Center of American Progess,” the Soros cranks have spent hundreds of thousands producing a pile of dung masquerading as research. [...]

It reads more like a Mein Kampf treatise. The funding section of the report is outrageous. I have not seen one dime from any those donors, though they name me as a recipient. Lies. [...]

[MediaMatters and the Center for American Progress] mean to destroy this country, and they will crush anyone who gets in their way. [...]

This “report on Islamophobia” is Goebbels attacking the Jew. I wear it as a badge of honor. These quislings are the enemy. They fear my work, and that is good. They fear my book, Stop the Islamization of America: A Practical Guide to the Resistance. [...]

Watch them choke on their own vomit.

Geller’s only factual issue with the report is that “I have not received one cent from any of these funders they attempt to tie me to.” But the report never claims that Geller receives any money from the seven funders who contributed $42.6 million to the Islamophobia network. Indeed, Geller is probably one of the few individuals who requires little money from outside donors. Last year, The New York Times reported:

Ms. Geller got nearly $4 million when [she and Michael H. Oshry] divorced in 2007, and when Mr. Oshry died in 2008, there was a $5 million life-insurance policy benefiting her four daughters, said Alex Potruch, Mr. Oshry’s lawyer. She also kept some proceeds from the sale of Mr. Oshry’s $1.8 million house in Hewlett Harbor.

Geller, much like her colleagues Robert Spencer and David Horowitz, uses the report as an opportunity to solicit readers for contributions while never meaningfully challenging the factual accuracy of the 130-page report on Geller and her anti-Muslim allies. While unsurprising and certainly not out of the norm for Geller, her response to the report underlines the bigotry, hatred and intolerance exhibited by many member of the Islamophobia network.
