The new year may have brought with it some signs of progress toward a comprehensive deal between world powers and Iran, lending credence to one of Graham Fuller’s 2015 predictions for the Middle East. However, any movement toward a nuclear agreement must now contend with a potentially game-changing complication: the desire of a new and more hawkish Republican-led Congress to impose additional sanctions on Iran regardless of how the talks are progressing.

The Associated Press reported on Friday that the P5+1 (the US, UK, France, Germany, Russia, and China) had reached a tentative agreement with Iranian negotiators on a plan to have Tehran ship some portion of its stockpiled low enriched uranium (LEU) to Russia. The agreement would presumably be along the lines of the arrangement that was first reported by IPS’s Gareth Porter in October whereby Iran’s stockpiled LEU, as well as much of its newly enriched LEU, would be converted by the Russians into fuel for its Bushehr civilian nuclear facility.

If the AP report is accurate, the deal could represent a major breakthrough in one of the core areas of dispute between the parties: the size of Iran’s uranium enrichment program. The P5+1 have sought to limit the number of centrifuges that Iran would be allowed to operate under the terms of a deal in order to lengthen the amount of time it would take the Iranians to produce enough highly enriched uranium (HEU) for a single nuclear bomb if it chose to pursue one (Iran’s “breakout time”). But Iran has balked at the idea of reducing its centrifuge program. However, another element in the “breakout time” calculation (part of the so-called “Rubik’s Cube” of a final nuclear deal) is the amount of LEU that Iran has stockpiled. Were Iran to agree to ship its LEU (which can be fairly easily enriched to levels required for weaponization) to Russia for conversion into fuel rods (which cannot be easily converted to a weaponizable form), then Iran’s “breakout time” could be extended with only a relatively minor –and perhaps even no — reduction in Iran’s current centrifuge capacity.

It should be noted that the AP report contained no specifics, saying simply that “both sides in the talks are still arguing about how much of an enriched uranium stockpile to leave Iran.” It also offered no indication that the deal would motivate the US/P5+1 negotiators to alter their demand that Iran cut its current number of operating centrifuges by over 50%, to 4500, under a final deal. In addition, Iran’s foreign ministry quickly dismissed the AP report, with spokeswoman Marzieh Afkham saying that “no agreement has been reached yet on any of the issues [being discussed] during nuclear talks,” although that denial could reflect diplomatic posturing on Iran’s part.

Other news out of Tehran, however, has offered a more encouraging sign that the sides may be moving closer to a deal. Iranian President Hassan Rouhani on Sunday argued that Iran should be prepared to accept some limits on its uranium enrichment program if doing so could help achieve a larger aim:

Speaking to an economic conference in Tehran, Rouhani both countered hard-line critics worried Iran will give up too much while also attempting to signal his administration remains open to negotiation with the six-nation group leading the talks.

If “we are ready to stop some types of enrichment which we do not need at this time, does it mean we have compromised our principles and cause?” Rouhani asked.

He responded: “Our cause is not linked to a centrifuge. It is connected to our heart and to our willpower.”

Rouhani’s remarks caused a bit of a social media storm, with some reputable analysts, including Suzanne Dimaggio who heads the Iran initiative at the New American Foundation, suggesting that a final deal is on the horizon.

Additionally, Rouhani seemed to suggest that he could put the terms of a final nuclear deal to a national referendum, possibly in order to bypass potential opposition from hardliners in the Majles (Iran’s parliament) and higher up the country’s religious and political hierarchy. As Juan Cole notes, the results of such a referendum could still be overruled by Iran’s Supreme Leader, Ayatollah Ali Khamenei, but Khamenei may be reluctant to overrule the will of a majority of the Iranian public.

Unfortunately, these positive developments take place amid the rise of a new threat to the ongoing negotiations, not from hardliners in Iran’s parliament but rather from hardliners in the newly installed (as of Saturday) US Congress. Senator Lindsey Graham (R-SC) visited Israel late last month and told Israeli Prime Minister Benjamin Netanyahu that there would be a vote on the previously stymied Kirk-Menendez bill (to impose additional sanctions on Iran) sometime in January, and that the new Congress would “follow [Netanyahu’s] lead” on dealing with Iran and the nuclear talks. Putting aside the astonishing sight of a US senator pledging allegiance to a foreign leader, sanctions are a clearly decisive issue for Tehran. The imposition of another round of broad US sanctions, even if they are made conditional on Iran abandoning the talks or breaking its obligations under the existing negotiating framework, would strengthen hardliners in Tehran who have long argued that Washington cannot be trusted. The Obama administration has pledged to veto any additional sanctions on Iran so long as talks are ongoing, but that may not matter; Senator Marco Rubio (R-FL) told reporters last week that he expects the new Congress to pass a new sanctions bill with veto-proof majorities in both the House and the Senate.

The most recent extension of the talks called for a final framework to be in place by March 1 and for a full deal to be reached by July 1. It seems likely that most Republicans in Congress will do their best to scuttle the talks before either of those deadlines can be reached, putting negotiators (who will meet again Jan 15. in Geneva) on an even tighter timeframe.

As 2014 draws to a close, there is no shortage of alternative suggestions about how to defeat the Islamic State (ISIS or IS). Most of them involve US escalation, driven by exaggerated notions of IS capabilities. Retaking IS’s extensive holdings will, however, take some time. All do acknowledge that regional coalition members are not pulling their weight.

Dismayed by the early December debate in the Senate Foreign Relations Committee, in which many Senators sought to limit President Barack Obama’s military options, Senator Marco Rubio said Dec. 12 that it was “alarming” that IS “now reaches from North Africa…the Middle East, Pakistan, South Asia, and Southeast Asia.” Dismissing administration efforts as “half-measures,” Rubio also demanded that defeating IS include ousting Syrian dictator Bashar al-Assad from power.

Retired Marine Corps Colonel Gary Anderson of George Washington University argued Dec. 22 that a mainly American “large scale punitive expedition” should swiftly crush the Islamic State. Georgetown University’s Anthony Cordesman pointed out, however, that US “airpower cannot resolve the religious, ethnic, political, and governance issues…at the core of Iraqi and Syrian…conflict.” Although Anderson believes a huge foreign ground offensive would clear the way for follow-on solutions, Cordesman, while critical of the inadequacies of the air campaign, warned against major escalation and said realistic endgames could be elusive.

Senator John McCain visited Iraq Dec. 26 and said the training of some 4,000 anti-IS Sunni Arab tribesmen allied to the Iraqi government should take no more than 6 weeks to 2 months and that retaking the IS-held northern Iraqi city of Mosul should be the first Iraqi goal in driving IS from Iraq. He praised Iraqi Prime Minister Haider al-Abadi for “success in unifying the Iraqi factions.”

There also has been a burst of December peace and ceasefire proposals or feelers put forward by the UN, Russia, and some individual countries. Unfortunately, the motives behind Moscow’s initiative are highly suspect, and none would appeal to all combatants or be properly monitored.

Mission Creep à la Obama

Unfortunately, the Obama administration, whether spooked by hawkish critics or pressured by the US military brass, has steadily ramped up US military involvement. The Pentagon is seeking a contractor to deploy jet fuel and gasoline to the al-Asad Airbase in western Iraq (far behind IS lines) by mid-January. One thousand troops from the US 101st Airborne Division also are scheduled to deploy to Iraq in January to train, advise and assist Iraqi and Kurdish forces.

If US aircraft begin using al-Asad, aircraft and US personnel would become a prime IS objective. When the US based aircraft inside South Vietnam, the need to deploy sizeable American ground forces to protect them was quickly generated. Furthermore, nearly 200 US troops sent to al-Asad in November may have fought IS forces in that area earlier this month; if this proves true, it would be the first such encounter between supposedly non-combat US troops sent to Iraq and IS forces.

The State of the Islamic State

Despite the jitters many have concerning the sweep of Islamic State forces, the view from the IS capital of Raqqa is hardly rosy. Still stalled in front of embattled Kobani, IS could not stop a sweeping Iraqi Kurdish, Yazidi, and Iraqi Army drive across northern Iraq to take Sinjar Mountain (again rescuing Yazidi refugees) and wrest from IS much of the town of Sinjar by December 21. Back in mid-December, the Pentagon also confirmed that an air strike killed Haji Mutazz, a deputy to IS leader Abu Bakr al-Baghdadi, as well as the IS military operations chief for Iraq, and the IS “governor” of Mosul. Meanwhile, daily coalition air strikes grind away at various targets within IS’s “caliphate” (now increasingly wracked by shortages).

Senator Rubio’s notion of IS extending from North Africa to Southeast Asia is an exaggeration. It merely refers to a scattering of mostly small groups here and there—already extremists—simply declaring allegiance to or praise for IS.

The situation of IS forces beyond Kobani in Syria is meanwhile somewhat muddled. In the northwest Aleppo area, largely Islamic extremist elements like IS and the al-Qaeda affiliated al-Nusra Front (plus a few mainstream groups) formed a “Shamiyya Front” alliance Dec. 25 to resist recent advances by Syrian government forces. In the south, seventeen mainly non-extremist rebel groups united in early December. Making slow gains against regime forces near Damascus, this grouping has received some moderate Arab aid. Rumors of a grand alliance between IS and al-Nusra, which still fight here and there, were premature.

The desire of some US politicians (and Turkey) for the US-led coalition to also take on the Assad regime is very risky. The fall of or severe weakening of the regime in the near-term would create a vacuum in western Syria and IS and Nusra would be best positioned to fill it. Both groups already encroach on the holdings of moderate rebels there. To block extremist exploitation of regime implosion, a large force of effective combat troops would have to be committed. No coalition member seems ready to do so. Finally, crafting endgames for Syria—now a chaotic, shattered land flush with raging ethno-sectarian hatreds—is an incredibly daunting task.

Iraqi Government Challenges

Despite Senator McCain’s claims, Abadi has not “unified Iraqi factions.” McCain probably got the “canned” tour limited to government successes. On Dec. 18, Abadi did expand press freedom, dropping predecessor Nouri al-Maliki’s official lawsuits against journalists and publications. Yet little else, particularly relating to the military front, is going well.

Only a relatively limited number of Sunni Arab tribes and former “Awakening” cadres continue to fight alongside the government. Worse still,  the Iraqi Army has not even rebounded enough to replace Shi’a militias fighting on the front lines against IS in many areas where they devastate recaptured Sunni Arab towns. And Abadi has offered no sweeping initiative to guarantee Sunni Arab inclusion and rights. Meanwhile, IS has been busily weakening Sunni Arab tribal structure by playing on intra-tribal clan rivalries to make major tribal desertions to Baghdad more difficult.

Moreover, four thousand pro-government Sunni tribesmen is a paltry number stacked against many tens of thousands currently in IS’s pocket or under its sway. Opening an offensive against IS in Iraq by assaulting the vast Mosul area would also likely further grind up and demoralize recently trained Iraqi and other forces than empower them or result in victory. Finally, Baghdad is still preoccupied with simply trying to hold onto several key pieces of real estate behind IS lines, repeatedly under attack and poorly supplied.

Abadi appealed to his Turkish counterpart Ahmet Davutoglu for greater support in battling IS. Davutoglu declared, “We are open to any idea,” but specifically noted only continuing to train Iraqi Kurds. Aside from intelligence cooperation and training, Ankara may well avoid most meaningful commitments to Baghdad, just as it has rebuffed other coalition members—including its NATO allies.

Long War Ahead

Short of a severe weakening of IS from the inside, the struggle against the group probably will be prolonged. The problem is not merely the limited Western forces willing to participate, but paltry support from the nearest coalition members.

Turkey, sharing a vast border with IS, is the worst offender. Nonetheless, the extreme reluctance of a nervous Jordan and the Gulf Cooperation Council (GCC) states to become heavily involved is also a major drawback. Unless these reluctant allies enter the fray more forcefully on the military and economic fronts, and Baghdad grasps the need for a genuinely diverse future for Iraq, the fight is likely to be a hard slog. And the more the US does militarily further reduces the incentive for regional players to do their part.

In perhaps his boldest foreign policy move during his presidency, Barack Obama Wednesday announced that he intends to establish full diplomatic relations with Cuba.

While the president noted that he lacked the authority to lift the 54-year-old trade embargo against Havana, he issued directives that will permit more American citizens to travel there and third-country subsidiaries of US companies to engage in commerce. Other measures include the launching a review of whether Havana should remain on the US list of “state sponsors of terrorism.” The president also said he looked forward to engaging Congress in “an honest and serious debate about lifting the embargo.”

“In the most significant changes in our policy in more than fifty years, we will end an outdated approach that, for decades, has failed to advance our interests, and instead we will begin to normalize relations between our two countries,” said Obama in a nationally televised announcement.

“Through these changes, we intend to create more opportunities for the American and Cuban people, and begin a new chapter among the nations of the Americas.”

The announcement, which was preceded by a secret, 45-minute telephone conversation Tuesday morning between Obama and Cuban President Raul Castro, drew both praise from those who have long argued that Washington’s pursuit of Cuba’s isolation has been a total failure and bitter denunciations from right-wing Republicans. Some of them vowed, among other things, to oppose any effort to lift the embargo, open the US embassy in Havana, or confirm a US ambassador to serve there. (Washington has had an Interest Section in the Cuban capital since 1977.)

“Today’s announcement initiating a dramatic change in US policy is just the latest in a long line of failed attempts by President Obama to appease rogue regimes at all costs,” said Florida Sen. Marco Rubio, one of a number of fiercely anti-Castro Cuban-American lawmakers and a likely candidate for the Republican presidential nomination in 2016.

“I intend to use my role as incoming Chairman of the Senate Foreign Relations Committee’s Western Hemisphere subcommittee to make every effort to block this dangerous and desperate attempt by the President to burnish his legacy at the Cuba people’s expense,” he said in a statement. “Appeasing the Castro brothers will only cause other tyrants from Caracas to Tehran to Pyongyang to see that they can take advantage of President Obama’s naiveté during his final two years in office.”

The outgoing Democratic chair of the Foreign Relations Committee, New Jersey Sen. Robert Menendez, also decried Obama’s announcement. “The United States has just thrown the Cuban regime an economic lifeline,” he said.

“With the collapse of the Venezuelan economy, Cuba is losing its main benefactor, but will now receive the support of the United States, the greatest democracy in the world,” said Menendez, who is also Cuban-American.

But other lawmakers hailed the announcement.

Today President Obama and President Raul Castro made history,” said Sen. Patrick Leahy, a senior Democrat and one of three lawmakers, including Republican Sen. Jeff Flake, who escorted Alan Gross, a US Agency for International Development (USAID) contractor, from Havana Wednesday morning as part of a larger prisoner and spy swap that precipitated the announcement.

“Those who cling to a failed policy (and) …may oppose the President’s actions have nothing to offer but more of the same. That would serve neither the interests of the United States and its people, nor of the Cuban people,” Leahy said. “It is time for a change.”

Other analysts also lauded Obama’s Wednesday’s developments, comparing them to historic breakthroughs with major foreign policy consequences.

“Obama has chosen to change the entire framework of the relationship, as (former President Richard) Nixon did when he travelled to China,” said William LeoGrande, a veteran Cuba scholar at American University, in an email from Havana. “Many issues remain to be resolved, but the new direction of US policy is clear.”

Michael Shifter, president of the Inter-American Dialogue, a Washington-based hemispheric think tank that has long urged Washington to normalize ties with Havana, told IPS the regional implications would likely be very positive.

“Obama’s decision will be cheered and applauded throughout Latin America,” he said.

“The Cuba issue has sharply divided Washington from the rest of the hemisphere for decades, and this move, long overdue, goes a long way towards removing a key major source of irritation in US-Latin American relations,” Shifter said.

Obama also announced Wednesday that he will attend the 2015 Summit of the Americas in Panama in April. Castro had also been officially invited, over the objections of both the US and Canada, at the last Summit in Cartagena in 2012, so there had been some speculation that Obama might boycott the proceedings.

Harvard international relations expert Stephen Walt said he hoped that Wednesday’s announcement portends additional bold moves by Obama on the world stage in his last two years as president despite the control of both houses of Congress by Republicans.

“One may hope that this decision will be followed by renewed efforts to restore full diplomatic relations with even more important countries, most notably Iran,” he told IPS in an email.

“Recognition does not imply endorsing a foreign government’s policies; it simply acknowledges that U.S. interests are almost always well served by regular contact with allies and adversaries alike,” he said.

Administration officials told reporters that Wednesday’s developments were made possible by 18 months of secret talks between senior official from both sides—not unlike those carried out in Oman between the US and Iran prior to their landmark November 2013 agreement with five other world powers on Tehran’s nuclear program.

Officials credited Pope Francis, an Argentine, with a key role in prodding both parties toward an accord.

“The Holy Father wishes to express his warm congratulations for the historic decision taken by the Governments of the United States of America and Cuba to establish diplomatic relations, with the aim of overcoming, in the interest of the citizens of both countries, the difficulties which have marked their recent history,” the Vatican said in a statement Wednesday.

The Vatican’s strong endorsement could mute some of the Republican and Cuban-American criticism of normalization and make it more difficult for Rubio and his colleagues to prevent the establishment of an embassy and appointment of an ambassador, according to some Capitol Hill staff.

Similarly, major US corporations, some of whom, particularly in the agribusiness and consumer goods sectors, have seen major market potential in Cuba, are likely to lobby their allies on the Republican side.

“We deeply believe that an open dialogue and commercial exchange between the US and Cuban private sectors will bring shared benefits, and the steps announced today will go a long way in allowing opportunities for free enterprise to flourish,” said Thomas Donohue, the president of the US Chamber of Commerce in a statement. Donohue headed what he called an unprecedented “exploratory” trip to Cuba earlier this year.

“Congress now has a decision to make,” said Jake Colvin, the vice president for global trade issues at the National Foreign Trade Council, an association of many of the world’s biggest multi-national corporations. “It can either show that politics stops at the water’s edge, or insist that the walls of the Cold War still exist.”

Wednesday’s announcement came in the wake of an extraordinary series of editorials by the New York Times through this autumn in favour of normalization and the lifting of the trade embargo.

In another sign of a fundamental shift here, former Secretary of State Hillary Clinton, whose husband Bill took some steps to ease the embargo during his tenure as president, disclosed in her book published last summer that she had urged Obama to “take another look at our embargo. It wasn’t achieving its goals, and it was holding back our broader agenda across Latin America.”

That stance, of course, could alienate some Cuban-American opinion, especially in the critical “swing state” of Florida if Clinton runs in the 2016 election. But recent polls of Cuban-Americans have suggested an important generational change in attitudes toward Cuba and normalization within the Cuban-American community, with the younger generation favoring broader ties with their homeland.

President Barack Obama noted “real progress” but hinted at an extension yesterday after being briefed by Secretary of State John Kerry, who held several meetings with the Iranians this week.

On Wednesday, an Iranian diplomat told the Japanese Kyodo News that the talks could be extended by two months, but there’s still no official word. The editorial boards of the New York Times and the Washington Post have meanwhile come out on the side of continued negotiations.

Presently there’s not a lot of buzz around the question of whether Congress will push for more sanctions on Iran. Indeed, senior Senate aides told the Wall Street Journal yesterday that they do not see the same level of tension over a possible extension compared with the beginning of the year.

Still, as Jim wrote earlier this week, key lawmakers here in Washington are trying to make sanctions relief to Iran conditional on Congressional approval.

While the prospects of reaching a comprehensive deal any time soon are far from certain, one thing is for sure: important actors, from all sides of the political spectrum inside Iran, support the diplomatic process. Indeed, just this week the International Campaign for Human Rights in Iran (ICHRI) released a study showing leading Iranian activists’ support for the negotiations.

The report, Voices from Iran: Strong Support for the Nuclear Negotiations, shows that support for a successful deal are equally forthcoming not only among human rights victims and former political prisoners, but also among those who believe that the negotiations themselves would have no effect on the human rights situation in Iran.

“Opponents of the nuclear talks cannot use human rights concerns as a tool to undermine the negotiations,” said Hadi Ghaemi, Executive Director of the Campaign. “The very individuals who have suffered the most from the human rights crisis in Iran remain fully committed to the negotiations.”

More than two-thirds of the 22 key human and civil rights defenders interviewed said they felt an agreement resulting in the lifting of sanctions would improve the economic conditions of ordinary people, who would then be enabled to focus on improving civil liberties.

“Every single human rights advocate — along with journalists, editors, private business owners and so on — I have met in Iran hopes for the resolution of the nuclear conflict and eventual ending of sanctions for two basic reasons: one is economic and one is political,” said independent scholar and LobeLog contributor Farideh Farhi.

“As one prominent human rights advocate told me, the right to economic livelihood is also a human rights issue. Given the comprehensive nature of US-led sanctions, these folk see them as major violations of the Iranian peoples’ rights and want them removed,” said Farhi, who is currently in Tehran.

“Politically, while the lifting of sanctions is not presumed to automatically lead to better treatment of dissidents and critics by the state, there is hope that the reduced threat perception and reduced fear of regime change will eventually lead to the further loosening of the political environment,” she added.

“Conversely, there is fear that a breakdown in the nuclear negotiations may lead to the intensification of domestic factional and institutional conflicts, which have historically harmed the more vulnerable political and civil rights activists as well as members of the press,” she said.

This should be important news for US, Canadian (also see here) and EU politicians who appear worried that seriously engaging Iran on its nuclear program will lead to worsened human rights violations and/or believe further punitive measures at this time will improve the situation.

As Jim noted:

While [House Foreign Affairs Chairman Ed Royce, R-Calif and ranking member Eliot Engel, D-NY] were releasing their letter, on one side of the Capitol, Sen. Mark Kirk, by far the biggest Congressional recipient of AIPAC-related funding in his 2010 re-election campaign, teamed up with Marco Rubio, the keynoter at last year’s Republican Jewish Coalition convention, to introduce The Iran Human Rights Accountability Act on the other. Among other provisions, it would impose visa bans and asset freezes against Supreme Leader Ayatollah Ali Khamenei and President Hassan Rouhani. It’s just the kind of thing that generates a lot of goodwill in Tehran. Indeed, one of the Act’s chapters could only be interpreted as “regime change:” it declares the “policy of the United States” to be laying “the foundation for the emergence of a freely elected, open and democratic political system in Iran that is not a threat to its neighbors or to the United States and to work with all citizens of Iran who seek to establish such a political system.” Another gift to the hard-liners in Tehran who are as eager to undermine their negotiators in Vienna as the hawks here are to blow up the negotiations.

“The study makes clear that anyone concerned about human rights in Iran should not use human rights to undermine a nuclear deal,” Mike Amitay, a senior policy analyst at the Open Society Policy Center, told LobeLog. “Human rights issues should be addressed in tandem with support for the negotiations and in a way that does not undermine the success of the negotiations.”

“In this regard, recently introduced rights legislation is counterproductive and offered now as an attempt to scuttle a deal,” he said.

The most important point I’d like to impress on our negotiators and members of Congress is that this is a historic opportunity. Additionally, the human toll from decades of confrontation is immeasurable. My suffering as a political hostage in Evin Prison from 2009 to 2011 was a result of decades of mutual hostility between the U.S. and Iran. But, taken in context, I got off relatively easy with only 26 months behind bars. A resolution to the standoff over Iran’s nuclear capacity will finally lead us down a different path that no longer punishes the Iranian people for the actions of their leaders.

Just four days before 14,000 members arrive for AIPAC’s annual policy conference and a keynote by none other than Bibi Netanyahu himself, the group appears at sea, tossed between Republicans eager to do the Likud leader’s bidding and embarrass President Barack Obama on the one hand and the administration and leading Democratic lawmakers who believe that any new sanctions legislation will likely sabotage the ongoing negotiations with Iran and bring the country closer to another Mideast war.

The latest move is predictably coming from the Republican side, which seems determined to find a new legislative vehicle for the stalled Kirk-Menendez (“Wag the Dog”) sanctions bill. They apparently intend to propose — and try to force a vote on — an alternative to a military veterans’ bill (S. 1982) put forward by Sen. Bernie Sanders. The alternative, sponsored by North Carolina Sen. Richard Burr, reportedly includes most of the Kirk-Menendez provisions. Minority Leader Mitch McConnell made clear Wednesday that the Republican stratagem was very much linked to the AIPAC conference when he made yet another appeal to Majority Leader Harry Reid to permit a vote on sanctions legislation. Here’s what he said on the floor:

Now I know many active Members of AIPAC — the Majority Leader mentioned AIPAC — they want to have this vote. They’ll be coming to Washington next week from all over the country. I’ll bet you, Mr. President, this is a vote they want to have.

So far, however, it appears that Reid and the Democrats are standing firm against the move, as the caucus tweeted in response to McConnell:

They quickly marshalled strong support from key veterans groups, including the American Legion, whose National Commander, Daniel Dellinger, put out the following statement:

Iran is a serious issue that Congress needs to address, but it cannot be tied to S. 1982, which is extremely important as our nation prepares to welcome millions of U.S. military servicemen and women home from war. This comprehensive bill aims to help veterans find good jobs, get the health care they need and make in-state tuition rates applicable to all who are using their GI Bill benefits. This legislation is about supporting veterans, pure and simple. The Senate can debate various aspects of it, and that’s understandable, but it cannot lose focus on the matter at hand: helping military personnel make the transition to veteran life and ensuring that those who served their nation in uniform receive the benefits they earned and deserve. We can deal with Iran – or any other issue unrelated specifically to veterans – with separate legislation.

The Iraq and Afghanistan Veterans of America (IAVA) quickly followed suit with its director, Paul Rieckhoff tweeting that Iran sanctions were “not relevant” to the bill and suggesting that the Republican maneuver was another example of “gridlock” in Washington. Later in the day, Reid himself tweeted:

The question, of course, is where is AIPAC in all this? I sent an email query to the group’s spokesman, Marshall Wittman, around noon but had received no reply as of late Wednesday night, suggesting either that the organization had not yet formed an opinion or simply preferred not to comment, a rather striking possibility given the proximity of its policy conference which will end with all of the attendees fanning out across Capitol Hill to lobby their lawmakers on a range of priorities, no doubt beginning with Iran. As the delegates will have just heard a no-doubt hawkish exhortation from Netanyahu himself Tuesday morning and the Burr alternative may be the only pending Iran-related measure that reflects his views, what marching orders will AIPAC offer its legions? Moreover, given the strong Democratic opposition to date, lobbying in favor of Burr will make AIPAC’s claim to bipartisanship appear ever more hollow. And while that may be the direction in which some of the group’s biggest donors would like to take it, such a move would risk further alienating its largely Democratic base.

AIPAC’s two top leaders sought last weekend to clarify its position in an op-ed in the New York Times entitled “Don’t Let Up on Iran,” which, in addition to misstating a number of facts, succeeded only in muddying the waters by noting, “Earlier this month, we agreed with Mr. Menendez on delaying a vote in the Senate, but we remain committed to the bill’s passage.” What that means at this point, however, is anybody’s guess. Do they think that what they agreed to delay just two weeks ago should now be voted on despite the stronger opposition among Democrats? Not clear, not clear at all.  It would seem that the flailing I referred to a couple of weeks ago continues.

Meanwhile, two likely Republican president candidates, Marco Rubio and Ted Cruz, made clear Wednesday they have no reservations about supporting new sanctions or, for that matter, war if it comes to that. Both senators suggested that if Iran obtained a bomb, it might very well transfer it to Venezuela. (Shades of pre-Iraq war hype.) “They both hate us,” declared Cruz. Meanwhile, Cruz’s fellow-Texan, Pastor John Hagee has scheduled his big annual Christians United for Israel (CUFI) conference in Washington for July 21-22; that is, two days after the expiration of the six-month Joint Plan of Action (JPA) negotiated between Iran and the P5+1 (the U.S., Britain, France, China and Russia plus Germany), which, however, can be extended by another six months by agreement of the parties. If, as anticipated, such an extension will be agreed, AIPAC will be joined by its Christian Zionist brothers and sisters in a major new push for sanctions.

The problem with their argument manifests itself in their juxtaposition of Palin and Kentucky Senator-elect Rand Paul.

Now, Paul is not a foaming-at-the-mouth neocon. But neither do his views on the Middle East seem likely fulfill the hopes that the Leveretts have for the Tea Party — namely, providing “the most outspoken congressional opponents of potential moves by the Obama Administration toward military confrontation with Iran.”

For a more fleshed out account of the direction of the Tea Party’s foreign policy, check out Scott McConnell’s piece at Right Web. McConnell, a founding editor of the American Conservative, described the different approaches of neoconseravtives and Tea Partiers who tend toward fiscally-conservative restraint and writes:

Thus far, the neoconservatives appear to be parrying the challenge effectively. The question is, can the neocons, as they have with other political factions in the past, successfully co-opt this new political force in such a way as to make it amenable to their goals?

McConnell notes that Palin was discovered by neoconservative don Bill Kristol. Those Tea Partiers who have actually been successful (winning or garnering great followings and attention) have been courted by — and often seemed to please — Israel lobby forces and some neoconservative influences.

Take Tea Party favorite Marco Rubio, who will represent Florida in the Senate as of early January. The day after winning his seat, Rubio announced a visit to Israel. During the campaign, Rubio, much to the excitement of neoconservatives, said that the U.S. should attack Iran to prevent it from getting nuclear weapons. Likewise, Utah’s Senator-elect Mike Lee, another Tea Partier, met with Israeli PM Bibi Netanyahu and ran on a platform that “military action [against Iran] would be justified.” Both Senators-elect said the U.S. should allow Israel to strike Iran.

The picture with Rand Paul is significantly more complicated than what the Leveretts present. Comments Paul made during the campaign in May sparked a minor blog squabble between various elements of the “old right” — the American Conservative‘s Daniel Larison and Antiwar.com‘s Justin Raimondo. (Both could claim the “old right” mantle before the Tea Party was even a glimmer in the eye of Rick Santelli or the Koch brothers.)

Just a week after the mid-term elections that elevated Rubio, Lee and Paul to the Senate, McConnell gave an updated breakdown of Paul’s views in his Right Web piece:

On the other hand, Rand Paul, the son of the isolationist icon and early Tea Party favorite Ron Paul, has studiously avoided discussion of foreign policy issues in his campaign. In October, a GQ article reported that after Paul’s primary win he met with prominent neoconservatives Bill Kristol, Tom Donnelly of AEI, and Dan Senor (cofounder of the Foreign Policy Initiative) in Washington to talk foreign policy. While he once criticized the Republicans’ “military adventurism,” opposed the war in Iraq, and “scoffed at the threat of Iranian nukes,” he may have begun changing his positions. Senor categorized Paul as “in absorption mode” and not “cemented in his views.” Paul later met with the American Israel Public Affairs Committee, where he reportedly “told them what they wanted to hear” and distanced himself from his father, who has been critical of the extent of U.S. support for Israel.

McConnell concludes by noting that the Tea Party has a strong “religious” right element as well as a “libertarian” one.

The “religious” element is likely aligned with Christian Zionists such as John Hagee and his Christians United for Israel (CUFI), whose views on the Middle East profess a Greater Israel Zionism even more fervent and violent than one finds in most public neoconservative quarters (the two groups are already strong allies). As with the neocons, Christian Zionists tend to take a moralistic worldview that finds any and all enemies of Israel (particularly Muslims) to be “evil” — unredeemable to the point of requiring extermination by force (otherwise known as Armageddon, or the final battle between good and evil, a central piece of Christian Zionist eschatology.)

Furthermore, the “libertarian” elements of the Tea Party might indeed include those who, confronted by the wider consequences of an attack on Iran, would recoil at the idea of a broad and unpredictable Middle East war. But neoconservatives — in attempting to build a diverse coalition for their aggressive policies — will constantly downplay these negative wider consequences of an assault. (As they did during much of the panel on the “kinetic option” at the big Foundation for Defense of Democracies Iran confab earlier this month.)

And as for fiscally minded small-government ideologues from either branch of the Tea Party, they will come to learn that the cost of a bombing run will only be the price of a warehouse full of ordinance, smart bombs, drones with Hellfire missiles, and the fuel to get it all into Iranian territory. That just ain’t that much dough.

If the Leveretts so choose, they can take heart that there might indeed be some Tea Partiers who, as they put it, “are stalwart in their criticism of the Iraq war and their determination that the United States not launch another ‘war of choice’ in the Middle East that will end up doing even greater damage to America’s interests and international standing.” But I’m not going to hold out hope on this score.

Tea Partiers who make it into the halls of power will likely have their principles watered down by that power. The opinions of Tea Party activists in the field won’t concern neoconservatives, who are known for focusing their efforts on elites — what journalist Sidney Blumenthal called the “Counter Establishment” in his 1986 book. Irving Kristol once said that with a magazine that has “a circulation of a few hundred, you could change the world.” (Some recent populist outreach on YouTube and other mediums notwithstanding.)

The Tea Party — or even a significant portion of it — seems to me to be an unlikely part of any coalition in Washington that will work to stop the United States from starting a war with Iran.
