It’s June 15, 1992. A news nugget on page A-12 of the Washington Post reports that the chief of Israel’s Air Force believes military action might be necessary to prevent Iran from developing nuclear weapons:

It’s June 15, 1992. A news nugget on page A-12 of the Washington Post reports that the chief of Israel’s Air Force believes military action might be necessary to prevent Iran from developing nuclear weapons:

Maj. Gen. Herzl Budinger told Israeli television that if Iran’s intensive effort to develop atomic weapons is not “disrupted,” the fundamentalist Islamic nation will become a nuclear power by the end of the decade. Earlier, the air force commander told reporters that “the greatest disruption possible, whether military or political,” is necessary to keep nuclear weapons out of the Middle East and prevent a world war. By “disruption,” Budinger said he meant “international political action, and aggressive action, if needed.”

This was the birth of what we can now look back on as two decades of threats by Israel to “bomb Iran” — with or without the consent, assistance and/or leadership of the United States — to prevent Iran’s impending development of nuclear capability.

Iran was struggling to recover economically from the ravages of its eight year war with Iraq (1980-1988). Its firebrand revolutionary leader, Ayatollah Ruhollah Khomeini, had died three years earlier. A US National Intelligence Estimate (NIE 34-91, Oct. 1991) viewed Iran’s president, Ali Akbar Hashemi Rafsanjani, as a pragmatic nationalist who “is likely to move slowly and prudently to repair relations” with the US but conceded that “Iran’s major foreign policy goal is to foster a more stable regional environment conducive to Iranian security and economic development.” Although it would be a “nuisance,” Iran’s becoming “more dangerous” was viewed by the NIE as a “less likely scenario.” The Israeli defense establishment thought otherwise.

Fast forward a decade. Weeks after Iran had quietly assisted the US in achieving its initial victory over the Taliban in Afghanistan, President George W. Bush branded Iran as part of an “axis of evil” during his 2002 State of the Union speech. In an interview with the London Times, Prime Minister Ariel Sharon called on the international community “to target Iran as soon as the imminent conflict with Iraq is complete.” Sharon insisted that the day after the Iraq war (which had not yet begun) ended, the war against Iran must begin.

Fast forward another decade…

During 2012, not a month passed when the prospect of an Israeli attack on Iran didn’t generate hyperventilated headlines. To mark the end of the 20th anniversary of “the Iranian threat,” here’s a look back at some of the articles that kept the about-to-happen war against Iran’s nuclear program in the headlines last year.

January 2012: The year started with a bang…at least in the press. Foreign Affairs features an essay “Time to Attack Iran” by Matt Kroenig, reinforced by “The Case for Regime Change in Iran”, a commentary by Jamie M. Fly and Gary Schmitt, alongside of which are two pieces critical of Koenig’s arguments: “Not the Time to Attack Iran” by Colin H.Kahl” and “The Flawed Logic of Striking Iran” by Alexandre Debs and Nuno P. Monteiro. Also weighing in with a totally contrarian view was neorealist Kenneth Waltz, who contributes “Why Iran Should Get the Bomb” to the debate. An astute critique of Fly and Schmitt, which remains timely, is Simon Tisdall’s piece in the Guardian, “An Iran War is Brewing From Mutual Ignorance.”

A noteworthy pro-war attention grabber that reaches a much wider and more diverse audience outside policy wonk circles is Ronen Bergman’s cover story for the New York Times Sunday Magazine, “Will Israel Attack Iran?”, which concludes, ”After speaking with many senior Israeli leaders and chiefs of the military and the intelligence, I have come to believe that Israel will indeed strike Iran in 2012.”  Ira Chernus provides a takedown of Bergman’s arguments a few days later in the Huffington Post. Also contradicting Bergman is a draft of an Institute for Science and International Security (ISIS) report, arguing that Iran would not be capable of building a nuclear weapon in 2012 and that a a military attack wouldn’t effectively prevent Iran from building one if it made the decision to do so.

February: David Ignatius reveals in a Washington Post op-ed, “Is Israel Preparing to Attack Iran?”, that US Secretary of Defense Leon Panetta’s biggest worry is that Israel may be preparing to attack Iran in the spring. Ignatius’ scoop goes viral, eliciting commentary from all directions within the mainstream media and blogosphere. Charles Krauthammer immediately infers that such a leak would not have occurred unless an Israeli attack was “certain” and concludes it’s a done deal. Gareth Porter argues that the leak brings into sharper focus “a contradiction in the Barack Obama administration’s Iran policy between its effort to reduce the likelihood of being drawn into a war with Iran and its desire to exploit the Israeli threat of war to gain diplomatic leverage on Iran”. In the New York Times, former Israeli military defense chief Amos Yadlin demands ”an ironclad American assurance that if Israel refrains from acting in its own window of opportunity — and all other options have failed to halt Tehran’s nuclear quest — Washington will act to prevent a nuclear Iran while it is still within its power to do so.” Jonathan Marcus at BBC News provides a step-by-step blueprint of “How Israel Might Strike at Iran.”

March: Israeli PM Benjamin Netanyahu tells Israeli media that he had assured President Obama during their talks in Washington that Israel had not yet decided whether or not to strike Iran in the next few weeks. Within days, a front page piece in the Sheldon Adelson-owned Israeli daily Israel Hayom by headlined “Difficult, Daring, Doable”, propounds the feasibility and desirability of an Israeli attack on Iranian nuclear facilities. Mark Perry exposes what his sources believe to be a secret Israeli plan to attack Iran from Azerbaijan; the neoconservative and right-wing media are divided as to whether the story is a hoax or another deliberate leak by the Obama administration intended to thwart Israeli plans.

April: It’s spring and there are no signs of an Israeli attack. Slate’s Fred Kaplan suggests that Israel might launch an “October surprise” just before the US elections:

If they started an attack and needed U.S. firepower to help them complete the task, Barack Obama might open himself up to perilous political attacks—for being indecisive, weak, appeasing, anti-Israel, you name it—if he didn’t follow through. It could cost him the votes of crucial constituencies.

May: In the May/June issue of World Affairs Journal, Elliott Abrams and Robert Wexler debate whether the time for an Israeli attack on Iran has finally arrived. Abrams calls for immediate action and Robert Wexler argues “not yet.” After numerous reports in the right-wing blogosphere cite Israel Defense Forces Chief of Staff Benny Gantz in arguing that Israel is about to attack Iran, Gantz slams the “public chatter” about the Iranian nuclear issue by people who used to know things about Iran’s nuclear program but no longer do,” while assuring the Knesset Foreign Affairs and Defense Committee that Israel is “super ready” for military action. A temporary lull in war rhetoric from Israel fuels mid-month speculation that the top echelons of the Israeli government are in “lockdown” in preparation for a military strike. The surprise formation of a national unity government, Reuters infers, is reflective of Netanyahu’s desire for “a strong government to lead a military campaign,” particularly one that includes Iranian-born Shaul Mofaz, a former Israeli Chief of Staff and a veteran soldier in the coalition:

‘I think they have made a decision to attack,’ said one senior Israeli figure with close ties to the leadership. ‘It is going to happen. The window of opportunity is before the U.S. presidential election in November. This way they will bounce the Americans into supporting them.’

June: In another op-ed, David Ignatius rings alarm bells:

It’s clear that Israel’s military option is still very much on the table, despite the success of economic sanctions in forcing Iran into negotiations. ‘It’s not a bluff, they’re serious about it,” says Efraim Halevy, a former head of the Mossad, Israel’s intelligence service. A half-dozen other experts and officials made the same point in interviews last week: The world shouldn’t relax and assume that a showdown with Iran has been postponed until next year. Here, the alarm light is still flashing red.

July: Chief of Staff Benny Gantz refutes rumours that he is opposed to war with Iran. “The IDF will carry out orders to attack Iran’s nuclear facilities if it receives them from the government,” he declares. Mofaz leaves Netanyahu’s coalition, revivifying the need for Israeli elections. Charles Krauthammer opines to Fox News that Israel will attack Iran if it appears that President Obama will win re-election.

August: During Panetta’s visit to Israel, Netanyahu informs him during closed talks that Israel is prepared to defend itself from Iran with or without the help of the US and that he is prepared to accept the consequences. Barak Ravid of Haaretz reports that others at the meeting believed that Netanyahu’s comments were part of a “psychological warfare” campaign waged by Netanyahu and Defense Minister Ehud Barak “in order to pressure the U.S. into attacking Iran itself.” Two weeks later, Panetta tells the press that the Israelis have not yet “made a decision as to whether or not they will go in and attack Iran at this time,” while Chairman of the US Joint Chiefs of Staff Martin Dempsey incurs the wrath of Israeli political leaders when he asserts that an Israeli attack “could delay but not destroy Iran’s nuclear capabilities”.

September: Among the questions that Lesley Stahl asks “The Spymaster” — the former head of Israel’s Mossad, Meir Dagan — in a Sixty Minutes interview is whether an Israeli attack on Iran could succeed. Although she opens the interview with a Dagan quote asserting that “Israel attacking Iran was the stupidest idea [he] had ever heard,” she insistently argues that he ought to believe otherwise, sometimes even putting words in Dagan’s mouth despite his clear resistance.

Netanyahu’s speech before the UN General Assembly on Sept. 27 becomes an iconic moment when the Israeli leader literally draws a line with a red marker on a crude graphic of an incendiary device. “Ladies and gentlemen, the relevant question is not when Iran will get the bomb. The relevant question is at what stage can we no longer stop Iran from getting the bomb,” he said. Netanyahu’s use of the “Wile E. Coyote” rendition of an Iranian nuclear weapon evokes disapproving frowns as well as irreverent mockery: “I’m hearing ridicule of that stunt from people in the United States government who are a) militant on the subject of Iran, and b) needed by Israel to carry-out effective anti-proliferation efforts,” Jeffrey Goldberg fumes in The Atlantic. Goldberg, normally a staunch defender of Netanyahu, also complains:

Netanyahu’s constant threats, and warnings, about Iran’s nuclear program have undermined Israel’s deterrent capability. Netanyahu spent much of this year arguing, privately and publicly, that soon it would be too late to stop the Iranians from moving their centrifuges fully underground. He knows full well that the Iranians could soon enter the so-called zone of immunity, by moving the bulk of their centrifuges into the Fordow facility, where Israeli bombs can’t reach. But he’s now kicked the can down the road until next spring.

October: Israeli Foreign Minister Ehud Barak tells Britain’s The Daily Telegraph that Iran has used up to a third of its enriched uranium to make fuel rods for a medical research reactor, thereby delaying progress towards a weapon for 8-10 months. Barak speculated that Iran’s “ruling ayatollahs” may be trying to reduce tension over the nuclear issue until after the US presidential election, or convince the International Atomic Energy Agency (IAEA) of Iran’s willingness to cooperate. Barak said this did not change Israel’s view that Iran was seeking to develop nuclear weapons.

The threat of an October surprise immediately before the US election subsides. The alliance of Netanyahu’s Likud party with Foreign Minister Avigdor Lieberman’s even more hardline Yisrael Beiteinu (“Israel is our home”) party leads to concerns that the PM is forming a war cabinet that would make a military confrontation inevitable. According to Aluf Benn of Haaretz:

…he announced that the top priority of his next government will be preventing Iran from acquiring nuclear weapons. The merger with Avigdor Lieberman’s Yisrael Beiteinu party will dissolve any domestic opposition to the war, since after the election, Netanyahu will be able to argue that he received a mandate from the people to act as he sees fit. Ministers and top defense officials will have a hard time arguing with him. From now on, only American opposition is liable to delay, or even prevent, a command to the Israel Air Force to take off for Iran.

November: Netanyahu vows to stop Iran’s nuclear progress, even if it means defying the US. In a joint press conference at the Pentagon, after Panetta implied that retiring Israeli Defense Minister Ehud Barak agreed that “there is time and space for an effort to try to achieve a diplomatic solution” with Iran — which Panetta said “remains, I believe, the preferred outcome for both the United States and for Israel” — Barak undercuts his host, stating that Iranian leaders would have to be “coerced” into ending their nuclear program. Barak predicts this will happen in 2013.

December:  On Dec. 31, in a Haaretz article headlined “Bibi’s Strange Silence on Iran,” Uzi Benziman wonders what has become of the Iranian threat, which suddenly vanished from Israel’s national conversation, with the exception of a single unremarkable mention as part of a list of challenges in a political party speech by Netanyahu last week:

Since his [Netanyahu's] In a joint press conference at the beginning of the month with Panetta, retiring Israeli Defense Minister Ehud Barak anyahu’s] resounding appearance at the United Nations, where he pointed to the Iranian threat by means of a ludicrous drawing, this fateful issue (from his perspective ) has somehow dropped from the public eye. It’s a strange turn of events considering the fact that the Iranian nuclear program topped Netanyahu’s agenda during his entire current term in office, and that the manner in which he handled it cast a pall of palpable existential threat over Israel.

But according to former Obama national security adviser Dennis Ross, 2013 will be “the decisive year” in the showdown with Iran’s nuclear program. “If by the end of 2013 diplomacy hasn’t worked, the prospects for use of force become quite high,” he said.

A new year, with new possibilities, which will probably include more talk of an impending war with Iran (that Lobe Log will continue to track and report on). Elections are coming up in both Israel and Iran, opening the door to a range of events that can seriously impact the US and Israel’s Iran policy, as well as Iranian foreign policy. And while total peace may be unlikely, one can at least hope that past predictions of war with Iran will be as accurate in 2013 as they have been in the past.

Chuck Hagel hasn’t even been nominated for Secretary of Defense and yet rumors abound that he is a frontrunner for the job. The volume of the squawking from hard-line hawks opposing his nomination reveals much about the way the neoconservative echo chamber operates.

Morris Amitay, a former executive director of the American Israeli Public Affairs Committee (AIPAC), founder of Washington PAC, and author of the 2008 ultimatum, Why Jews Must Vote for John McCain“, opined to Adam Kredo of the Washington Free Beacon that Hagel becoming Secretary of Defense “would be a very unwise and disastrous choice for U.S. policies and activities regarding the Middle East.” Asked to rate Hagel’s views on Israel, Amitay responded, “He’s probably the worst.”

“He is one of the most hostile critics of Israel that has ever been in the Senate,” harrumphed Morton Klein, President of the Zionist Organization of America to The Algemeiner, a right-wing (and virulently anti-Obama) Jewish news site.

Noah Silverman of  the Republican Jewish Coalition wrote that Hagel’s nomination would be a “gut check” for pro-Obama Israel supporters, gleefully pointing to a litany of complaints about Hagel refusing to sign letters of support on a variety of Israel-related topics compiled by the National Jewish Democratic Council (NJDC). Silverman also referenced the rantings of Jennifer Rubin, Right Turn blogger at the Washington Post, who dusted off and recycled some anti-Hagel canards from her files, in particular an anti-Hagel screed she wrote for Commentary in 2010.

What do Rubin and the hyper-pro-Israel, franti-Iran-spinmeisters find so distressing and dangerous about Hagel? And how justified are their accusations? Rubin notes that “In 2009, Hagel signed a letter urging Obama to open direct negotiations with Hamas, a position so extreme that Obama hasn’t (yet) embraced it.”

In fact, the said letter was the brainchild of Henry Siegman, the Executive Director of the American Jewish Congress for nearly three decades, an ordained Orthodox rabbi, a US army chaplain awarded a bronze star during the Korean War and currently President of the US/Middle East Project (USMEP). He also authored a 2006 article for the New York Review of Books stating that negotiating with Hamas was Israel’s last chance for peace. Hagel’s nine “extreme” bi-partisan co-signatories were two veteran presidential national security advisers, Brent Scowcroft and Zbigniew Brzezinski; economic adviser Paul Volcker; JFK’s special counsel Ted Sorensen; former House International Relations Committee chairman Lee Hamilton, a Democrat; former Bush #41 UN ambassador Thomas Pickering, co-chair of USMEP; World Bank president James Wolfensohn; Carla Hills, a former US trade representative during the Ford administration; and another former Republican senator, Nancy Kassebaum Baker.

Hagel’s anti-Israel stance is epitomized by a (rather fuzzily cited) Hagel quote dug up by Rubin, which she apparently considers damning: “Let me clear something up here if there’s any doubt in your mind. I’m a United States Senator. I’m not an Israeli senator. I’m a United States Senator. I support Israel. But my first interest is, I take an oath of office to the constitution of the United States. Not to a president, not to a party, not to Israel.”

On Iran, Rubin wrote in 2010: “Hagel was one of two senators in 2004 to vote against renewal of the Libya-Iran sanctions act. (“Messrs. Hagel and [Richard] Lugar … want a weaker stance than most other senators against the terrorists in Iran and Syria and the West Bank and Gaza and against those who help the terrorists. They are more concerned than most other senators about upsetting our erstwhile allies in Europe — the French and Germans — who do business with the terrorists.”)

The unidentified parenthetical quote she used in both her Washington Post and Commentary attacks on Hagel was lifted from a 2004 New York Sun editorial disparaging Democratic presidential candidate Sen. John Kerry for his adherence to “Lugar-Hagelism”– a foreign policy stance that regards direct negotiations with antagonists as being far more productive and efficacious than sanctions:

  …what is Lugar-Hagelism?

One indicator came on July 24, 2001, when the Senate voted 96 to 2 to renew the Iran-Libya Sanctions Act. The act helps deny Iran and Libya money that they would spend on supporting terror or acquiring weapons of mass destruction. The two senators who opposed the measure? Messrs. Lugar and Hagel.

Another indicator came on November 11, 2003, when the Senate, by a vote of 89 to 4, passed the Syria Accountability Act authorizing sanctions on Syria for its support of terrorism and its occupation of Lebanon. Mr. Hagel – along with Mr. Kerry – didn’t vote. Mr. Hagel met in Damascus in 1998 with the terror-sponsoring dictator, Hafez Al-Assad, and returned to tell a reporter about the meeting, “Peace comes through dealing with people. Peace doesn’t come at the end of a bayonet or the end of a gun.”

Kerry and Hagel weren’t alone in abstaining on the Syria Accountability Act vote. Sen. Joe Lieberman didn’t cast a vote either. More to the point, Hagel’s stance on Syria, expressed to the Council on Foreign Relations in 2005, has proven itself astute, even prescient:

The United States should be very cautious about supporting the collapse of the Assad regime. That would be a dangerous event, with the potential to trigger wider regional instability at a time when our capacity to help shape a desired regional outcome is very limited. Our objective should be a strategic shift in Syria’s perspective and actions that would open the way to greater common interests for the countries of the region.

Furthermore, it would appear that attacks from the right on Hagel might also apply to Kerry: “Mr. Kerry has a lot in common with Mr. Hagel; Mr.Hagel is also a decorated Vietnam veteran who is now a multimillionaire. Mr. Kerry has a lot in common with Mr. Lugar, too; they are both former Navy officers. Mr. Lugar has been in the Senate for 27 years, while Mr. Kerry has been there, and serving on the Senate Foreign Relations Committee that Mr. Lugar now chairs, for 19 years.”

Ironically, during the 2012 election cycle, Lugar — who the New York Sun dubbed “Ayatollah Lugar” for his skepticism about the wisdom of Iran sanctions — received $20,000 from NORPAC, a leading pro-Israel political action committee in New Jersey, more than any other candidate in the 2012 election cycle. The Jewish Week explains why pro-Israel groups lamented Lugar’s defeat in the Indiana GOP primary and his absence from the Senate:

Lugar, the top Republican on the Foreign Relations Committee, consistently backed defense assistance for Israel and in the 1980s championed freedom for Soviet Jews. But he was also known for pushing a more active U.S. approach to brokering Middle East peace than that favored by much of the pro-Israel lobby, and he preferred to move ahead cautiously on Iran sanctions….

Israel advocates and GOP insiders explained that Lugar represented a breed of lawmaker who pro-Israel groups see as valuable to their cause and disappearing: One who reaches across the aisle.

“Lugar wasn’t actively pro-Israel, but he wasn’t anti either,” said Mike Kraft, a staffer on the Senate Foreign Relations Committee in the 1970s and 1980s who now is a consultant on counterterrorism and writes for a number of pro-Israel websites and think tanks. “But generally losing a good, balanced, thoughtful guy on foreign policy is a real tragedy. It weakens the American political system.”

The revolving door between government and industry is nothing new. Government regulators get jobs in related industries when they retire; military officers accept positions with defense contractors. Former members of Congress have also accepted positions in business and industry, often as lobbyists, after tiring of office or being voted out.

But there seems to be a new and somewhat unexpected trend among members of Congress: some are stepping down from elected office before their term is complete without a scandal or personal circumstances prompting their resignation.

Jim DeMint became the third member of Congress in just over three years to give up elected office to work for a think tank when he announced on Dec. 6 that he has accepted the position as head of the Heritage Foundation.

Midway into his seventh term representing Florida’s heavily Democratic 19th congressional district, self-described “fire breathing liberal” Robert Wexler announced in October 2009 that he would be giving up the House seat he’s held since 1996 to become Executive Director of the Daniel S. Abraham Center for Middle East Peace and Economic Cooperation. Not quite a year and a half later, nine-term California Democrat Jane Harman stepped down from her House seat to become the first woman President and CEO of the Woodrow Wilson Institute.

DeMint, founder of the Tea Party caucus, is the first Republican and sitting senator to relinquish his elected office in order to head a think tank. The Wall Street Journal, whose editorial board has much in common with Heritage Foundation ideology, explains the impetus behind DeMint’s career change:

Sen. DeMint said he is taking the Heritage job because he sees it as a vehicle to popularize conservative ideas in a way that connects with a broader public. “This is an urgent time,” the senator said, “because we saw in the last election we were not able to communicate conservative ideas that win elections.” Mr. DeMint, who was a market researcher before he entered politics, said he plans to take the Heritage Foundation’s traditional research plus that of think tanks at the state level and “translate those policy papers into real-life demonstrations of things that work.”

While DeMint’s new salary has not been publicly disclosed, his predecessor Ed Feulner received $1,025,922 in 2010 according to the Heritage Foundation’s IRS filing for that year. The filing also indicates that Feulner received a base salary of $477,907, a bonus of $535,300, plus deferred and non-taxable compensation. Wexler openly stated that financial considerations played a role in his decision to take up a think tank post. DeMint has made no such admission, although the Los Angeles Times has pointed out that DeMint is one of the less wealthy members of Congress.

Interestingly, although the influential American Israel Public Affairs Committee’s (AIPAC) recent presidents overwhelmingly favor pro-Israel Democrats, DeMint has also received political contributions from AIPAC’s current president, Michael Kassen.

Since its founding in 1973, Heritage’s “think” has always been subordinate to its “tank.” Its Board is a Pandora’s box of political has-beens from the Reagan and Bush years, such as Edwin Meese, and some very rich men like Richard Scaife (a Vice Chairman who Robert Kaiser and Ira Chenoy dubbed the “funding father of the right”) and whose individual largesse, however generous, now pales in comparison to the $80 million annually that Heritage is able to rake in.

Hawkish and hardline (albeit vague) on foreign policy issues, the Heritage Foundation presents the Middle East — particularly the Israeli-Palestinian conflict — relations with the Arab world and the Iranian nuclear threat, through an often warped prism of US “national security.”

While the Washington Post laments that “the intellectualism that was once the Heritage hallmark has become somewhat suspect in an era in which the insurgent passion of the tea party sets the terms of political activism,” Jacob Weisberg’s astute observations a dozen years ago are still timely and even more on point:

Because of its combat mentality, Heritage has never been a place with very high standards. Like other conservative outfits, it loves the lingo of academic life. Its hallways are cluttered with endowed chairs, visiting fellows, and distinguished scholars. The conceit here is that as a PC Dark Age has overcome the universities, conservative think tanks have become the refuge of thought and learning. At Heritage in particular, this is a laugh. AEI and the Manhattan Institute frequently produce stimulating books and studies and occasionally arrive at unexpected positions. Even the more dogmatic Cato Institute has cultivated a reputation for rigorous research and analysis from a libertarian point of view. Heritage, however, is essentially a propaganda mill.

To counter this image, Heritage has been attempting to cultivate a new generation of Fellows — aspiring pundits, interns, bloggers and twitterati — who spread Heritage talking points and sound bytes for the right-wing media from policy papers that could be mistaken for actual studies.

As a 501(c)(3) nonprofit organization, the Heritage Foundation is not permitted to engage in lobbying. When its “experts” testify before Congress, they are always careful to preface their remarks with the disclaimer “The views I express in this testimony are my own, and should not be construed as representing any official position of The Heritage Foundation.” Briefing papers and other literature intended to influence policy contain the disclaimer, “Nothing written here is to be construed as an attempt to aid or hinder the passage of any bill before Congress.” This, Weisberg pointed out, “is an evident absurdity. Heritage exists to aid and hinder legislation before Congress and often boasts about doing so.”

The creation of Heritage Action for America (HAFA) in 2010, a 501(c)(4), was designed to sidestep such restrictions entirely. CEO Michael Needham explained that HAFA would provide “heat” while Heritage itself would continue to provide “light.” Not surprisingly, DeMint received a 99% rating from HAFA. Placing him in the top slot may mean even more “fangs for the Conservative beast“.

Commenting on DeMint’s leaving the Senate, Sen. Minority Leader Mitch McConnell disclosed, perhaps inadvertently, his own close ties to the Heritage Foundation. “We’re sorry to see Jim go. He’s had a distinguished career,” McConnell told Politico. “My wife [Elaine Chao] is a distinguished fellow at The Heritage Foundation. She’ll be reporting to him.”

This was one of the most memorable lines from Barack Obama’s 2008 acceptance speech at the Democratic National Convention: “the greatest risk we can take is to try the same, old politics with the same, old players and expect a different result.”

Those of us who took him at his word hoped that they would apply not only to domestic issues, but to foreign policy too. This author actually had the optimistic temerity to pen a piece imagining what the new president’s “new politics” toward Iran might look like, in an Alternet piece headlined, “What President Obama’s Letter to Iran Should Really Say.” Here is an excerpt from its conclusion:

Your interests and ours do not, and will not, always coincide, nor will we always view the challenges facing the world from the same perspective.  Nonetheless, Iranians and Americans need to speak with one another, to share ideas, to work together on issues about which we already agree in principle, and to learn from one another on those with which we are in accord in practice.  We can then, with mutual respect, build upon the relationship we have created to approach the more difficult issues — those that have locked our relationship into a confrontational dynamic for the past 30 years.

(An Iranian colleague informed me at the time that my letter, minus its byline, was e-mailed around Iran, sparking speculation as to whether or not Obama had written it himself!).

While my proposed Letter wasn’t exactly the same message that Obama transmitted to the Iranians during his 2009 Nowruz speech, there were sufficient resemblances between the two to offer, at least temporarily, some grounds for optimism:

We have serious differences that have grown over time.  My administration is now committed to diplomacy that addresses the full range of issues before us, and to pursuing constructive ties among the United States, Iran and the international community.  This process will not be advanced by threats.  We seek instead engagement that is honest and grounded in mutual respect.

But the president’s Iran policy was soon channeled toward the “the same old politics with the same old players.” Robert Gates stayed on as Secretary of Defense, minimizing any meaningful change in rhetoric or policy from the previous Bush years. Veterans of the Clinton administration, such as Dennis Ross, were recycled and brought on board to deal with Iran policy. Sanctions continued to be equated  with “diplomacy,” and cudgels confused with “carrots.”

Weeks before the 2012 US election, President Obama now finds himself in a situation where Israeli Prime Minister Benjamin Netanyahu — who has made no secret of his hope that Obama’s Republican rival will be elected in his stead — is attempting to play Obama’s puppet master. Netanyahu’s ultimatum: either the US issues a “clear red line” for an American attack on Iran that is acceptable to Israel, or the Israelis will strike Iran on their own. And if the Israelis start a war, the US president will have no choice but to back Israel by getting involved. There remains the politically untenable option of Obama declaring openly that the US and Israel are not on the same page and that the US will not back an Israeli strike on Iran, but in the current political environment, that is highly unlikely.

Is there any way out for Obama? According to Akiva Eldar, a senior political correspondent for Haaretz, there is. Obama should buck the hysteria from the right-wing in the US and Israel and go to Iran as Richard Nixon went to China in 1972:

Obama lost the battle long ago for Netanyahu’s fans in the U.S. Jewish community and among the Christian right. If the Iran issue was critical to the U.S. presidential election then Obama should have already started packing. Instead of trying to bring the Iranians to their knees, he can offer them a way up toward restoration of their self-respect. What does Obama have to lose by flying to Tehran to begin a dialogue about ending the nuclear arms race and stopping Iran’s support for terror organizations and for the genocide in Syria?

Eldar, who served as Haaretz’s US Bureau Chief and Washington correspondent from 1993-96, was designated as one of the most prominent and influential commentators in the world in 2006. In 2007 he received the annual “Search for Common Ground” award for Middle East journalism. He regularly appears on major television and radio networks in Israel, the US, Canada, Australia, and Europe, and has appeared on Nightline, the Charlie Rose Show and on CNN and CBS news programs. So it is significant when a seasoned Israeli commentator like Eldar suggests Obama give a reconciliation speech in Tehran that says:

“No single nation should pick and choose which country holds nuclear weapons. And that’s why I strongly reaffirmed America’s commitment to seek a world in which no nations possess nuclear weapons. And any nation – including Iran – should have the right to access peaceful nuclear power if it complies with its responsibilities under the nuclear Non-Proliferation Treaty. That commitment is at the core of the treaty, and it must be kept for all who fully abide by it. And I’m hopeful that all countries in the region can share in this goal” (from Obama’s remarks in Cairo on June 4, 2009 ).

Such a move, Eldar suggests, would not just be good policy, it would also be good politics: “after his historic visit to China, Nixon was reelected.”

Eldar’s op-eds appear in The International Herald Tribune, The New York Times, The LA Times, The Philadelphia Inquirer and The New York Jewish Week. Will this one make its way into the American press? It’s a groundbreaking article that deserves more widespread attention than it has thus far received, epecially from President Obama, who really needs a game-changer on Iran to stave off disaster.

As candidate Obama said back in 2008, “the greatest risk we can take is to try the same, old politics with the same, old players and expect a different result.”

The whole thing is a fascinating read, but this line really jumped out at me:

Others have also described Ross as more skeptical [than Mitchell] about the chances of peace, based on his decades-long experience with trying to bring together the parties.

I don’t want to get all new-agey, but if you think something is difficult or impossible to do, the chances of being able to do it are greatly diminished from the get-go.

So why does this Ross guy keep getting jobs that he doesn’t think are possible? I picked up Ross’ book off of my shelf here in D.C., and it amazed me how many times he says you cannot make any kind of deal with the Iranians. Then, Obama put him in charge of making a deal with the Iranians. Ross, we now learn, doubts that a peace deal can be reached in Israel-Palestine, and Obama gives him a job making peace in Israel-Palestine.

On the Middle Eastern conflict, Ross’s credentials for the job are impeccable. After all, he’s been involved in decades — decades! — of failed peace processes. Ross has worked at the Washington Institute (WINEP), an AIPAC-formed think tank, and also chaired the Jewish People Policy Institute (JPPI), an Israeli organization dedicated to “ensur(ing) the thriving of the Jewish People and the Jewish civilization.” (The organization seems to oppose intermarriage with racist-sounding statements like “cultural collectivity cannot survive in the long term without primary biological foundations of family and children.”)

Ross was thought responsible for crafting Obama’s presidential campaign AIPAC speech — yes, the one with the line about an “undivided” Jerusalem that would spike a peace deal if implemented. Ross later reiterated the notion of an undivided Jerusalem as a “fact” in an interview with the Jerusalem Post.

Ross was recently in the news following a secret but not-so-secret visit to the Middle East, which was fleshed out on Politico by Laura Rozen. Rozen was the reporter who carried a rather shocking anonymous allegation about Ross:

“[Ross] seems to be far more sensitive to [Israeli Prime Minister Benjamin] Netanyahu’s coalition politics than to U.S. interests,” one U.S. official told POLITICO Saturday. “And he doesn’t seem to understand that this has become bigger than Jerusalem but is rather about the credibility of this administration.”

In an update, Rozen carried NSC CoS Denis McDonough’s defense of Ross:

“The assertion is as false as it is offensive,” McDonough said Sunday by e-mail. ”Whoever said it has no idea what they are talking about. Dennis Ross’s many decades of service speak volumes about his commitment to this country and to our vital interests, and he is a critical part of the president’s team.”

But the new Forward article, as MJ Rosenberg points out, backs up the notion that Ross was extremely concerned with “advocat[ing]” for Israel. The source is none other than Israel-advocate extraordinaire Abe Foxman (who doesn’t negotiate on behalf of the U.S. government):

“Dennis is the closest thing you’ll find to a melitz yosher, as far as Israel is concerned,” said the Anti-Defamation League’s national director, Abraham Foxman, who used the ancient Hebrew term for ‘advocate.’”

Do you get the feeling that Ross advocated for Iran? Or, as the Forward article put it (with my strikethrough), has “strong ties to Israel” Iran? Guttman writes that Ross is considered to have a “reputation of being pro-Israeli.” As for Iran? Not quite: Ross’s Iran experience seems to boil down to heading United Against Nuclear Iran (UANI), a group that pushes for harsher, broad-based sanctions against Iran (despite a stated goal to not hurt ordinary Iranians) and that has criticized Obama’s policy of engagement. Ross left the gig, as with JPPI, when he took the job with the administration.

The group also launched an error-filled fear-mongering video (while Ross was still there; he appears in the video) and a campaign to get New York hotels to refuse to host Iranian president Mahmoud Ahmadinejad when he comes to town each year for the U.N. General Assembly, which hardly lays the groundwork for good diplomacy.

Oh, and about the Iran engagement designed by Ross: The administration’s approach has been questioned by several leading Iran experts. “It is unlikely that the resources and dedication needed for success was given to a policy that the administration expected to fail,” National Iranian American Council (NIAC) president Trita Parsi observed. In December, Ross publicly defended the administration against charges that engagement was less than sincere from the U.S. side. But it is Ross himself who has apparently long held a pessimistic outlook on engagement.

Ross’s 2007 book, “Statecraft: And How to Restore America’s Standing in the World“, is fascinating in light of where Ross has come from, and where he’s taken Iran policy. I was struck at a five-page section of the first chapter called “Neoconservatism vs. Neoliberalism,” in which Ross writes, “[Neoconservatism's] current standard-bearers — such as Richard Perle, David Frum, William Kristol, and Robert Kagan — are serious thinkers with a clear worldview,” (with my links).

Later, in several long sections about the run-up to George W. Bush’s Iraq war, Ross notes that Paul Wolfowitz was highly focused on Iraq before and after 9/11. He also mentions “political difficulties” in the push for war: “Once [Bush] realized there might be a domestic problem in acting against Iraq, his administration focused a great deal of energy and effort on mobilizing domestic support for military action.”

But Ross never acknowledges that some of his neoconservative “serious thinkers” — such as Kristol and his Weekly Standard magazine — were involved in the concerted campaign to mislead Americans in an effort to push the war… just as the same figures are pushing for an attack on Iran. Frum, who does seem capable of serious thinking, was the author of the “axis of evil” phrasing of Bush’s 2002 State of the Union address. The moniker included both Iraq and Iran, despite the fact that the latter was, until the speech, considered a potential ally in the fight against Al Qaeda. (Marsha Cohen chronicled an Israeli effort to squash the alliance, culminating in Frum’s contribution to the Bush speech.)

Ross never mentions that neocon Douglas Feith, a political appointee in the Pentagon’s Office of Special Plans (OSP), was responsible for cherry-picking intelligence about Iraq within the administration, and whose office was feeding cooked information to the public via Scooter Libby in Vice President Dick Cheney‘s office. Through Libby, the distorted information made its way into the hands of the Standard and sympathetic journalists like ideologue Judith Miller at the New York Times. In August of 2003, Jim Lobe wrote (with my links):

[K]ey personnel who worked in both NESA [the Pentagon's Near East and South Asia bureau] and OSP were part of a broader network of neo-conservative ideologues and activists who worked with other Bush political appointees scattered around the national-security bureaucracy to move the country to war, according to retired Lt Col Karen Kwiatkowski, who was assigned to NESA from May 2002 through February 2003. …

Other appointees who worked with… both offices included Michael Rubin, a Middle East specialist previously with the neo-conservative American Enterprise Institute (AEI); David Schenker, previously with the Washington Institute for Near East Policy (WINEP); Michael Makovsky; an expert on neo-con icon Winston Churchill and the younger brother of David Makovsky, a senior WINEP fellow and former executive editor of pro-Likud ‘Jerusalem Post’; and Chris Lehman, the brother of the John Lehman, a prominent neo-conservative who served as secretary of the navy under Ronald Reagan, according to Kwiatkowski.

Ross has personal experience with many OSP veterans, working with them at WINEP and signing hawkish reports on Iran authored by them.

During the 2008 presidential campaign, Ross was a member of a task force that delivered a hawkish report apparently co-authored by two veterans of OSP, Rubin and Michael Makovsky. (Ross reportedly recused himself as the presidential campaign came into full swing.) Lobe, noting Ross’s curious involvement, called the report a “roadmap to war with Iran,” and added, a year later, that the group that put out the report was accelerating the plan, calling for a military build-up and a naval blockade against Iran.

After taking his position within the Obama administration, Ross released a book, co-authored with David Makovsky, that was skeptical of the notion that engagement could work. Nathan Guttman, in a review of the book for the Forward, wrote:

The success of diplomatic engagement, according to Ross, is not guaranteed and could be unlikely. Still, he and Makovsky believe that negotiations will serve a purpose even if results are not satisfying. “By not trying, the U.S. and its refusal to talk become the issue,” said Makovsky in a June 1 interview with the Forward. “What we are saying is that if the U.S. chooses engagement, even if it fails, every other option will be more legitimate.”

The attitude of Ross and Makovsky seems closer to that of the Israeli government then to that of the Obama administration.

OSP, Feith, the Makovsky brothers, and Rubin are not listed in the index of “Statecraft,” nor have they appeared in the many sections that I’ve read in full.

In his book, Ross does have many revealing passages about concepts that have been worked into the Obama administration’s Iran policy. One such ploy, which has not been acknowledged or revealed publicly, is using Israel as the crazy ‘bad cop’ — a potentially dangerous game. Ross also writes that international pressure (through sanctions) must be made in order to cause Iran “pain.” Only then, thinks Ross, can concessions such as “economic, technological and security benefits” from the U.S. be offered:

Orchestrating this combination of sticks and carrots requires at this point some obviously adverse consequences for the Iranians first.

This view does not comport with the Obama plan for a simultaneous dual-track policy toward Iran — which holds that engagement and pressure should occur simultaneously — and serves to bolster critics who say that engagement has not been serious because meaningful concessions have not been offered. But it does hint at another tactic that Ross references at least twice in the book: the difference between “style” and “substance.” With regard to Iran, he presents this dichotomy in relation to public professions about the “military option” — a euphemism for launching a war. But publicly suppressing rhetoric is only used as a way to build international support for pressure — not also, as one might expect, a way to assuage the security fears of Iran.

But those aren’t the only ideas from the 2007 book that seem to have made their way into U.S. policy toward Iran. In “Statecraft,” Ross endorses the use of “more overt and inherently deniable alternatives to the use of force” for slowing Iran’s nuclear progress. In particular, he mentions the “fragility of centrifuges,” which is exactly what is being targeted by the Stuxnet virus, a powerful computer worm thought to be created by a state, likely Israel, and perhaps with help from the U.S., according to the latest revelations.

Some critics of this website complain that the level of attention given to neoconservatives is too great, but they should consider this: Look at Dennis Ross. He works extensively with this clique, and no doubt has the occasional drink or meeting with them. And, most importantly, he writes approvingly about neoconservatives, noting that their viewpoint affects political considerations of “any political leader.” Because of these neocon “considerations,” he writes, this is how we should view the Islamic Republic: “With Iran, there  is a profound mistrust of the mullahs, and of their perceived deceit, their support for terror, and their enduring hostility to America and its friends in the Middle East. … No one will be keen to be portrayed as soft on the Iranian mullahs.”

This from the man that formulated a policy that has offered “adverse consequences” but so far no “carrots.” Ross’s predictions are a self-fulfilling prophecy — and since he gets the big appointments, he gets to fulfill them. Taking reviews of his book with Makovsky, the Bipartisan Policy Committee report, and “Statecraft” as a whole, I’m not at all surprised that little progress has been made with Iran.

But, at least, that was his first try. He’s a three-time-loser on Israeli-Palestinian peace-making. With Iran, I had to put the pieces together, whereas with the Israeli-Palestinian issue, his record is right there for all to see. Putting Ross in charge of peace-making between the two seems to perfectly fit Einstein’s definition of insanity.
