Although the Obama administration appears to be currently focused on resisting calls to increase sanctions on Iran while negotiations over its nuclear program are in session, the far more dangerous “military option” is alive and well in Washington despite its many pitfalls.

Senator-elect Tom Cotton (R-Ark) told a group of reporters on Dec. 3 that Congress should be considering the “credible use [of] force,” against Iran, according to the Free Beacon. Cotton, who described the ongoing negotiations with Iran as “a sham,” also said the US should consider arming Israel with bunker-buster bombs that could penetrate Iran’s underground nuclear facilities.

A day later, Dennis Ross, Ray Takeyh and Eric Edelman—all of whom have served in the US government—echoed their previous calls for a greater threat of force against Iran in the Washington Post. “The president would be wise to consult with Congress on the parameters of an acceptable deal and to secure a resolution authorizing him to use force in the event that Iran violates its obligations or seeks a breakout capacity,” they wrote Dec. 4.

While the White House has considerably lowered the volume on its insistence that “all options are on the table,” it has maintained the mantra. “We will not let Iran acquire a nuclear weapon—period,” said Vice President Joe Biden on Dec. 6, according to Reuters. “End of discussion. Not on our watch.”

Of course, President George W. Bush considered the so-called “military option” against Iran’s nuclear infrastructure in 2006, but rejected it. The notion of “surgical” air strikes is also absurd: Bush was told taking out Iran’s nuclear infrastructure would require a massive effort. And despite its repeated threats, Israel does not have the capability with which to launch such an effort (unless it resorted to nuclear weapons). Only the US has a sufficiently robust conventional capability to do so. However, the military challenge is greater now than it was back in 2006.

The Military Option Lives On

Iranian Supreme Leader Ali Khamenei declared in June 2014 that the Americans “have renounced the idea of any military actions.” Khamenei was likely reacting to President Obama’s West Point speech a week before. Referring to military action in general, the president said: “Just because we have the best hammer does not mean every problem is a nail.” However, asked for a reaction to Khamenei’s assertion, the White House highlighted another passage in the speech on Iran: “…we reserve all options in order to prevent Iran from obtaining a nuclear weapon.”

Possibly extending the threat into the future, leading Democratic presidential contender for 2016 Hillary Clinton repeated the mantra in March of this year. While arguing that the diplomatic process with Iran should be given enough time to work, she also said she was “Personally skeptical” of Iranian intentions. “[L]et’s be clear, every other option does remain on the table,” she added, according to Haaretz.

Various American pundits (be they hawks or those who are sensitive to Israeli views on the matter) have since labored to keep the military option alive. Harvard Law Professor Alan Dershowitz declared in TV interview on Nov. 24 that if diplomacy fails, the US “should use its military facilities and ability to prevent Iran from developing nuclear weapons.” Israel also keeps the heat on the US by threatening to strike Iran if Washington fails to do so. Dershowitz, however, noted correctly that an Israeli attack “could only ‘set back’ Iran’s nuclear program for a few years.”

Israeli vs. US Military Action

Aside from using nuclear weapons, Israel does not have an effective military option. The extreme range involved greatly reduces the power of Israel’s military reach. Additionally, finding routes to and from the target is dicey, with most countries certain to oppose use of their airspace.

Flying through Turkey is a leading option, but Ankara would not grant permission, and could try to interfere. Cooperation between Israel and some of the Arab Gulf states (sharing the same dim view of Iran) reportedly has increased. But if a southern corridor were available—even if GCC aerial tankers refueled Israeli aircraft en route—the Israelis could only severely damage a few key targets.

By contrast, with access to the Gulf and the Indian Ocean, plus its bases close to Iran, the US could mount a vastly more powerful effort. Carrier battle groups, other naval assets, and large numbers of US Air Force combat aircraft could be used.

Iranian Military Preparations

Despite its public scoffing, Iran is aware that it could face a robust military assault at some point and has thus been busy since 2006 upgrading its ability to deter or confront an attack.

Iran has upgraded its military radar and missile systems with assistance from sources such as China and Russia, as well as a variety of equipment and expertise secured through less official channels. Iran has also enhanced its large arsenal of MiG-29 fighter aircraft and several formerly Iraqi SU-24 fighter-bombers that were flown to Iran at the outset of the First Gulf War. Iran’s navy has also expanded its inventory of missile-equipped fast-attack vessels to confront a more modern navy with an asymmetric threat: “swarming” enemy vessels (overwhelming them with large number of smaller craft).

The most significant upgrade to Iran’s air defense was to have been the potent Russian S-300 anti-aircraft/ missile system. However, in response to a greatly tightened UN arms embargo in 2010, Moscow suspended the deal.

The Iranians claim to be developing their own version of the S-300 (the “Bavar-373”). They also claim to have produced their own models of a host of other foreign air, air defense and naval systems.

Many of these claims are dubious, but as with its own impressive Shahab series surface-to-surface ballistic missile program, Iran has developed quite impressive technical military-related capabilities. Some upgrades and even a few of these indigenous systems probably have been successfully fielded. I observed impressive Iranian improvisation while covering the Iraq-Iran War from inside the US Intelligence Community. For example, the Iranians kept advanced US F-14 fighters in the air far beyond all Pentagon estimates, even producing a large number of parts needed for basic maintenance and minor overhauls.

The Military Option Means War

Veteran investigative journalist Seymour Hersh consulted me regarding his April 2006 New Yorker article about Bush administration deliberations concerning the military option against Iran. My intelligence credentials told me that Hersh had assembled, effectively, a surprising amount of information on the military planning presented to President Bush.

Hersh revealed that one military option included the use of tactical nuclear weapons to destroy vast underground facilities such as the Natanz enrichment complex. Hersh felt, as I do, that as a part of such planning, extreme options are provided, but such an option was highly unlikely to be part of any realistic plan.

Nonetheless, even conventional US military action to destroy or cripple all known Iranian sites, would, as envisaged in 2006, involve a massive effort. The Pentagon anticipated as many as 2,000 military combat flights and a possible duration of a week. Why? In order to reach Iran’s array of nuclear sites, US combat planes would have to smash Iranian defenses leading to and around the targets.

Although unclear back then, it is also possible once the US had decided to go that far, it would also hit Iran’s ballistic missile inventory, manufacturing, and test sites. This would target what many US officials (and the Israelis) consider a potentially nuclear-related sector of Iran’s military-industrial complex: a formidable delivery capability.

Iran would hardly remain passive while all this unfolded. Therefore, the US would have to anticipate attempts by Iran’s large air force to intercept incoming US aircraft, as well as sea- and air-borne attacks against US naval vessels. Finally, dozens of Iranian anti-ship missile sites flanking the Strait of Hormuz would have to be taken out. Given Iran’s post-2006 military upgrades, US aerial combat missions and the length of the assault would have to be increased. Slugging it out with Iran’s anti-aircraft defenses, confronting its air force, fending off its navy, and striking nuclear targets would effectively add up to war.

Among the many adverse consequences, perhaps the greatest concern would be radioactive contamination stemming from attacking sites near large Iranian civilian populations. The Arak reactor complex and a number of other nuclear-associated sites are close to or practically within Isfahan. The Natanz enrichment facility is less than 30 miles from the smaller city of Kashan. And the Fordow nuclear enrichment complex is situated near over a million people who call the holy city of Qom their home. International outcry over radiation leaks, civilian casualties, and other collateral damage could exceed that resulting from the assault itself.

With so many aircraft missions involved, another is the possibility that a few would be damaged or experience in-flight failures, with aircrew falling into Iranian hands. US diplomatic efforts to secure the return of downed flyers would be inevitable (for which Iran would surely exact a high price).

A particularly ominous result could be the very real possibility of an Iranian break with the International Atomic Energy Agency (IAEA) in order to pursue—with lots of expertise and perhaps more residual nuclear capabilities than thought—a nuclear weapon, although probably defensive (precisely what such an attack would try to forestall).

Once hostilities are initiated, Iran might also not end them definitively. While Iran might do very little (or nothing) to sustain the military confrontation, the US could be saddled with the seemingly endless task of keeping large air and naval forces in the Gulf as a precaution against potential retaliation, particularly against frightened Arab Gulf states (several of which could have aided the US effort). Such an open-ended commitment and prolonged instability in the Gulf could become a nightmare for Washington—and plenty of other countries around the globe.

As Iran and six world powers scramble to reach a deal over Iran’s nuclear program by the deadline of Nov. 24 in Vienna, Washington is seeing a flurry of last-minute events focused on the pros and cons of pursuing diplomacy with Tehran.

While advocates from both sides made their arguments on Capitol Hill this week, two distinguished former US ambassadors told an audience here Wednesday that a deal between world powers and Iran over its nuclear program offers “huge advantages” and that the chances of a “complete breakdown” in the talks at this stage are low, even if the prospect of a comprehensive accord being signed before the looming deadline is also unlikely.

Stuart Eizenstat, who played a key role in promoting sanctions against Iran under both Jimmy Carter and Bill Clinton, endorsed the diplomatic process with Iran at a Nov. 19 panel discussion hosted here by the Atlantic Council.

“I am of the belief that an agreement is important, and that there are huge advantages—to the United States, to the West, and to Israel—in having an agreement along the lines of what we see emerging,” he said.

Last month the veteran diplomat, who was named special adviser to the secretary on Holocaust issues last year, offered a key endorsement of diplomacy with Iran in an interview with the Jerusalem Post.

Eizenstat, who currently chairs the Coucil’s Iran Task Force, also emphasized the consequences of failing to reach an accord with Iran:

Without an agreement, one always has to ask, “What’s the alternative?” No deal means an unrestrained [Iranian] use of centrifuges, it means a continuation of the Iranian plutonium plant in Arak, it means no intrusive inspections by the IAEA, it means no elimination of [Iran’s] 20% enriched uranium, it means less likelihood of eliminating weaponization, it means undercutting those who are relative moderates in Iran. So there are enormous implications.

Thomas Pickering, who served as Washington’s chief envoy in virtually every hot spot—from Moscow to San Salvador and from Lagos and Tel Aviv to Turtle Bay (in the run-up to and during the first Gulf War)—meanwhile explained why a negotiated settlement to Iran’s nuclear program is highly preferable to the “military option.”

“Nobody believes that the use of force is a guaranteed, one-shot settlement of the problem of Iran’s nuclear program,” said Pickering, who co-runs the Iran Project, which promotes diplomacy between Iran and the United States, along with several other top foreign policy experts.

Pickering also argued that a deal would open the door to “further possibilities” for US-Iranian cooperation on a host of regional issues, most immediately in serving the president’s plan of “degrading and destroying” Islamic State (ISIS or IS) forces in Iraq and Syria and in bringing stability to Afghanistan.

“I remain optimistic,” he said, “but only on the basis of the fact that reasonable people could agree.”

Pickering argued that domestic politics in both countries could be the ultimate impediment to a final deal.

“The real problem is that there is a lot of unreasoned opposition, in both countries, that is affecting the situation,” he said.

On the American side, the “unreasoned opposition” Pickering referred to is rooted in Congress, where key members of the House and Senate advocate the Israeli government’s position that any deal should completely or almost completely dismantle Iran’s nuclear infrastructure, which would be a non-starter for the Islamic Republic.

Yet whereas Pickering was critical of Israeli Prime Minister Bibi Netanyahu for having “overreached” last November in calling last year’s interim Joint Plan of Action (JPOA) a “historic mistake,” Eizenstat suggested that his hardline stance may actually have toughened the P5+1’s (US, UK, Russia, China, France plus Germany) resolve to minimize Iran’s enrichment program as much as possible.

But Uzi Eilam, the former director general of the Israeli Ministry of Defense Mission to Europe, argued that Netanyahu is “getting used” to the idea that Iran will retain some enrichment capacity under a comprehensive deal.

A deal that includes stringent monitoring by the International Atomic Energy Agency (IAEA) and a third party (Russian) commitment to process Iran’s enriched uranium into fuel and assume responsibility for spent reactor fuel would be enough to meet Israeli security concerns even with an active Iranian enrichment program, said Eilam.

Pickering also noted that sanctions relief remains a sticking point, with the Iranians wanting full relief immediately and the P5+1 insistent on maintaining some sanctions in order to ensure Iran’s continued compliance with the terms of the final accord. But he was joined by Eizenstat in arguing that it would be “almost impossible” (Eizenstat’s words) for both sides to just walk away from the talks at this point.

While both Iran and the P5+1 continue to insist that they are focused on reaching a comprehensive accord by the deadline, with just three days to go, it appears highly unlikely.

As to how long the talks would go on in the event of an extension, Pickering argued that “short-term would be better than long-term,” though he acknowledged that “short-term is harder to get because everybody’s tired, they want to go home and think.”

Eizenstat added that the impending political change in Washington, where Republicans will take control of the Senate in January and are expected to oppose any deal with Iran, would make a short extension more desirable than a long-term one.

From the looks of it, the second round of talks with Iran in Almaty, Kazakhstan was a complete failure, with both sides unable to even find a common language to begin a process of give and take. The sense I get is that the US side is rather unhappy, even more than expected, with Iran. After all, it made a slight move during the first round by reportedly not demanding the complete dismantling of Fordo and rather asking for its suspension with provisions that would make its return to operation difficult. In return, it offered some sanctions relief regarding the gold trade and petrochemical industry.

The Iranian leadership did not think this was a balanced offer even if they acknowledged the US move as a positive step. The closure or non-operation of Fordo is a key component of a solution to the nuclear conflict while the slight sanctions relief offered in return hardly impacts the complex web of trade and financial sanctions that have been imposed on Iran. More importantly, for negotiation purposes, Fordo — an under-mountain site built in reaction to the repeated refrain of “all options are on the table” — is Tehran’s most important leverage for the talks. So, giving it away cheaply is just bad negotiating strategy.

There were attempts by some members of Iran’s foreign policy establishment to sell the US offer as a good first step to the Iranian public but that didn’t work out. In private conversations, even those hoping that Tehran would take the offer talked about the need for the Leader to take the “poisoned chalice,” a reference to Islamic Revolution founder Ayatollah Khomeini’s famous words when he accepted a ceasefire with Iraq in 1988. In other words, even those hoping for the acceptance of the offer considered it unbalanced and only necessitated through circumstances.

Subsequent efforts to make the offer more balanced during the technical talks in Istanbul failed. Hence, as they have done before, the Iranian negotiating team shifted gears and began talking about a comprehensive solution to the Iran question that will address other regional issues (i.e. Syria and Bahrain) as well as delineate what the end game will be. The endgame for Tehran since everything began in 2003 has always entailed the right to enrich uranium on Iranian soil. In retrospect, we should have expected Iran’s shift back toward a comprehensive discussion — which also happened in Moscow — after efforts during the technical talks to make the revised proposal more balanced failed.

As a result, the question of “now what?” will have to be on the table for the US. By moving a bit, the Obama administration has acknowledged that just making demands without at least appearing to address some of Iran’s bottom lines won’t move the process forward. Similarly, the presumption that a successful sanctions regime will convince Tehran to accede to a perceived bad deal in order to rescue Iran’s economy also just received a solid beating.

The US can of course continue to tighten the economic noose on Iran, although it is not clear how much more “useful” damage that will actually do. Two recent reports from completely divergent outlets — the National Iranian American Council and the Washington Institute for Near East Policy — suggest that Iran’s economy is adapting to the limits that have been imposed on its oil exports. Neither of these reports deny the harm sanctions have inflicted or the opportunity costs that have resulted, but they do acknowledge that Iran has been able to adjust and limp along at least in terms of macro trade and budget numbers. Even a recent joint-report by the Carnegie Endowment for International Peace and the Federation of American Scientists — while focusing on the costs and risks of Iran’s nuclear program — ends up acknowledging that costs from the loss of oil exports and opportunity costs resulting from the loss of foreign investment has been absorbed by Iran.

Indeed, continuing with what hasn’t worked in the past with the hope that it will one day work is what Gary Samore, Obama’s former nuclear advisor, expects. I guess the hope is that something magical will happen with Iran’s June 14 election and a newly elected president who will take charge by August. Perhaps he will be able to convince the Iranian leadership across the board that the offer Iran just designated as neither balanced nor comprehensive needs to be accepted.

This expectation or hope is a risky one. It is premised on the belief that Iran is a contested political environment and the harshness of sanctions will eventually pave the way for folks who think it’s time to abandon Iran’s nuclear program in favor of economic riches to gain the upper hand or argument. But the logic of Iran as a contested political terrain actually brings us to the opposite conclusion. One can more easily argue that the inability to begin a process of give and take on the nuclear issue before Iran’s election provides incentive to those who insist on Iran’s nuclear rights — and also happen to be in charge of the country — to make sure that a president is elected who will continue to toe their established line. In other words, the further escalation of sanctions may end up impacting the Iranian election, but not in the way that was intended.

So are there other options? Yes, according to another recent report by the Atlantic Council called Time to Move from Tactics to Strategy on Iran. It calls upon the Obama administration to “lay out a step-by-step reciprocal and proportionate plan that ends with graduated relief of sanctions on oil, and eventually on the Iranian Central Bank, in return for verifiable curbs on Iranian uranium enrichment and stocks of enriched uranium, and assurances that Iran does not have undeclared nuclear materials and facilities.”

Various sections of the report appear like they have been written by different members of the Council’s Iran Task Force, but the process laid out is pretty close to what the Iranians have articulated; if the issue is Iran’s nuclear program, then let’s lay out a roadmap and endgame for how the nuclear issue can be resolved to the relative satisfaction of all sides. The report also calls for opening an US Interests Section in Iran and increased people-to-people contact. Although it doesn’t come right out and say it, it effectively endorses various improved relations (people-to-people or government-to-government) as a companion to or simultaneous with a clearly defined step-by-step framework that reduces pressure on Iran in exchange for limitations on its nuclear program.

I’m not sure if the individuals who wrote the section on people-to-people contact and the need to use stepped-up public diplomacy to make Iranians “aware of the real reasons for sanctions” (to ensure the peacefulness of Iran’s nuclear program) understand how hard it is even for the most adept propaganda machine — and our country does have a pretty good one — to sell the idea that the US is justified in collectively punishing Iranians for the policies of their leaders. Nevertheless, making the case that the US is really not that bad while the sanctions regime is being relaxed through a step-by-step process of negotiations is a whole lot easier than what is being done right now: escalating the process of squeezing Iran while denying responsibility for it.

The Council report curiously does insist on maintaining one aspect of the Obama administration’s approach. It says that the majority of the Iran Task Force favors maintaining the military option as a last resort. It calls on the Obama administration to make sure that the option remains credible despite the acknowledgment that “While the drawbacks of a nuclear Iran are grave, the ramifications of a premature military strike—what the US military refers to as “second- and third-order effects”—could also be dire.” My dictionary tells me that “dire” is much worse than “grave” and I guess the report tries to ignore this by highlighting its rejection of a “premature” strike, whatever that means. But the dire effects of the premature strike are the same, I suppose, as a rightly timed strike.

Beyond this, I am truly puzzled by the inability of those promoting this type of public discourse to understand the corrosive impact that the language of “all options are on the table” has on the so-called international community that the Obama administration claims to represent, as well as various stakeholders in Iran, including the “Iranian people” who we apparently love and are so interested in establishing contact with. These fighting words do nothing to make the threat of military attack credible to those who run Iran’s nuclear policy precisely because of the “dire” effects that the Council report lays out. They also undercut any claim to righteousness regarding the nuclear row for the people who occupy the land and buildings that are being threatened. I cannot claim to know what the “Iranian people” think, but I can say that the overwhelming majority of Iranians I know, inside and outside of Iran, consider this language vulgar and appalling and reflective of an utter disregard for other people’s lives and livelihoods. Who else speaks this way nowadays? North Korea?

America’s “now what?” moment regarding Iran could be a productive moment if it begins to come to terms with the fact that the sanctions regime has not changed the calculation of the Iranian government — as evidenced by what just happened in Almaty. It can only do so, however, if it acknowledges that the military option cannot be made credible because the idea is both stupid and offensive.

Romney’s more potent criticism of Obama has more to do with statements made by Obama’s underlings. It is true, as Romney wrote, that administration officials have discussed publicly the risks of an American (or Israeli) attack on Iran’s nuclear facilities. There are risks, of course — potentially catastrophic ones — of attacking. But it doesn’t help the American negotiating position to publicly telegraph to the Iranians these sorts of doubts.

Goldberg reiterated his stance in the Atlantic:

President Obama has been undermined from time to time by his own team on the Iran question — whenever a senior official of his administration analyzes publicly the dangers of a military confrontation to the U.S., we should assume the Iranian leaders breathe a sigh of relief, and make the calculations that Obama is bluffing on military action.

Not everyone agrees with Romney and Goldberg, whose flawed reporting about the alleged threat from Saddam Hussein in 2002 was referenced by US hawks to advance their case for war on Iraq. Indeed, prompted by Israel’s latest Iran-pressure campaign, the editorial board of USA Today urged for a real discussion about the military option’s consequences:

But the choice between hot and cold wars is exactly what needs to be discussed before the U.S. risks launching itself into another military morass. Look at the daunting consequences, and you see why Israelis are so divided:

But can the cons of publicly discussing an easily devastating war be more harmful than concealing the discussion from the public? Ali Gharib answers in the Daily Beast:

Were the administration not willing to publicly discuss the potential consequences with its public, then the threats better be a bluff—because to launch this war without a national dialogue would be a monumental disservice to American democracy, not to mention irresponsible. The stakes are simply too high: an eminent group of foreign policy heavyweights recently said an attack could spark an ”all-out regional war“; former top Israeli security officials say strikes could be counterproductive, spurring Iran to build the bomb, and justify it. That’s to say nothing of the incredible potential these scenarios—deemed likely by experts—hold for spilled American blood and treasure.

As does Ben Armbruster in ThinkProgress:

…having a thorough, thoughtful, honest and open discussion about the consequences of going to war with Iran only helps us and our allies. Democracies debate policy openly and freely, which actually could serve as a model for those Iranians looking for change. Openly discussing and knowing the consequences of attacking Iran doesn’t mean that President Obama won’t follow through with his policy of using all options available, including military force, to prevent Iran from acquiring nuclear weapons. It means that he, his administration and the American people will be more informed about what the aftermath of a military attack would look like.

“If we’ve learned anything from the past decade of war in the Middle East, it’s that debates over our national security strengthen our policy and our democracy. Doing the opposite weakens it,” Rubin said.

Indeed, “My belief is we will, in fact, be greeted as liberators” didn’t work out so well in 2003.

Amidst reports that Great Britain has denied the US military use of important British bases for an assault against Iran, Pentagon Press Secretary George Little told reporters on Friday that whenever the DOD considers military action “we do it within the legal confines…of this country.” The US has been contemplating military action against Iran’s nuclear program since at least 2006, but the legality of a unilateral attack has evidently not been a major consideration in Washington. It should be, as should the likely tactical complications of British (and potentially broader) non-cooperation.

In dramatic contrast to apparent US assumptions of legality concerning preventative military action against Iran is the statement the Guardian obtained from a UK government source that “’The UK would be in breach of international law if it facilitated what amounted to a pre-emptive strike on Iran.’” In fact, reportedly based on legal advice from the UK’s attorney general, the UK has denied the US use of important British bases on Ascension Island, Cyprus, and Diego Garcia. The UK position should be of legal interest in Washington because Great Britain would not be the attacking nation, merely a government assisting the attacker. If UK legal instincts are so extraordinarily cautious about even passively aiding an attacker, one wonders how the US, in the role of the attacker, could muster such confidence about being on legal solid ground.

Most of all US resort to force over the past 20-odd years has been in response to direct attacks on the United States or US interests (post-9/11 anti-terrorist military action aimed against al-Qaeda and its affiliates, cruise missile attacks against al-Qaeda bases in Afghanistan in response to the East Africa embassy bombings and the attack against the USS Cole, etc.). Even with the iffy — and later debunked — Bush Administration case for war against Iraq, the US maintained that by sustaining a supposed arsenal of WMD, Iraq was in violation of international law tied to red lines laid down in UNSC resolutions linked to Chapter VII enforcement (use of force) concerning very specific requirements levied on Iraq in the immediate wake of the 1991 Gulf War.

So, even in an alleged worst case scenario in which, for sake of argument, Iran was believed to be in the midst of developing nuclear weapons that it planned to meld to an enhanced ballistic missile capability, that in and of itself would not constitute a direct attack on the US (out of range) or US interests (American bases or embassies in the Middle East/South Asia region). Indeed, the presumed threat posed by any such Iranian capabilities primarily would be against US regional allies such as Israel, most notably, and potentially others such as the GCC states, Turkey and so on. It has, however, not been historic US policy to launch preventative attacks against assumed — not active — threats against its allies.

On another, tactical level, the reported UK refusal of basing cooperation could be quite significant with respect to any US attack against Iran (even more so if other key US NATO allies were to follow suit). The potential loss of transit, staging, refueling and basing rights through the UK, Cyprus and particularly the basing of US heavy bombers at Diego Garcia, could complicate considerably the US ability to amass desired support for an attack on Iran (or sustain the preferred pace of military operations) in the robust manner outlined in the leaked 2006 US military operations plan reportedly briefed to President Bush.

Thus, the tactical problems associated with this apparent UK decision might give pause to US policymakers mulling over any massive knockout blow against Iran’s greatly dispersed nuclear infrastructure, as well as the many and varied Iranian military assets available to defend it.

“There is the possibility of progress in the next round [of Iran nuclear talks], but it’s going to require that both sides be more flexible and a little more creative,” says the Arms Control Association’s Daryl Kimball in an interview with the Council on Foreign Relations.

“Whatever happens after the election, the most important thing is that the P5+1 process resumes and that it be a much more dynamic negotiation that is not simply a reiteration of previous well-understood positions,” he said.

Iran expert and Lobe Log contributor Farideh Farhi also warns that inflexibility on both sides will impede a peaceful resolution to this decades-long dispute:

The reality is that the current sanctions regime does not constitute a stable situation. First, the instability (and instability is different from regime change as we are sadly learning in Syria) it might beget is a constant force for policy re-evaluation on all sides (other members of the P5+1 included). Second, maintaining sanctions require vigilance while egging on the sanctioned regime to become more risk-taking in trying to get around them. This is a formula for war and it will happen if a real effort at compromise is not made. Inflexibility will beget inflexibility.

Arguing that a nuclear deal will produce the greatest positive outcomes on all sides, Harvard Kennedy’s Stephen M. Walt also emphasizes the importance of compromise while discussing the regime collapse vs. military option scenarios – the two most likely outcomes given the track that the US is on now:
By contrast, a nuclear deal that gave something to both sides and promised both sides a significant stream of future benefits would give both actors an incentive to stick to the terms. It would also tend to silence the hawks in both camps who push for hardline solutions (i.e., those Americans who favor military force and those Iranians who might favor actually getting a bomb). The problem here, as my colleague Matt Bunn reminded me yesterday, is that the current level of mistrust makes it hard for either side to convince the other that it will actually deliver the stream of benefits that will have to be part of the deal.

The late negotiation expert Roger Fisher famously recommended giving opponents “yes-sable” propositions: If you want a deal, you have to offer something that the opponent might actually want to accept. In the same vein, Chinese strategic sage Sun Tzu advised “building a golden bridge” for your enemies to retreat across.

Translation: If we want a lasting nuclear deal with Iran, it can’t be completely one-sided. Paradoxically, we don’t want to strong-arm Iran into accepting a deal they hate, but which they are taking because we’ve left them no choice. A completely one-sided deal might be easier to sell here at home, but that sort of deal is also less likely to endure. In order to last, there has to be something in it for them, both in terms of tangible benefits but also in terms of acknowledging Iranian interests and national pride. Otherwise, the deal won’t stick and we’ll be back to the current situation of threat-mongering, suspicion, and strategic distraction. That might be an outcome that a few neo-cons want, but hardly anyone else.

The Institute for Science and International Security (ISIS) has released a brief report emphasizing that Iran continues to move toward nuclear weapons capability and the international community must halt further progress. ISIS’s latest concern centers around Iranian lawmaker Mansour Haqiqatpour’s October 2 comment that Iran could enrich uranium to 60 percent if diplomatic talks fail. From Reuters:

“In case our talks with the (six powers) fail to pay off, Iranian youth will master (the technology for) enrichment up to 60 percent to fuel submarines and ocean-going ships,” Haqiqatpour said.

The powers should know that “if these talks continue into next year, Iran cannot guarantee it would keep its enrichment limited to 20 percent. This enrichment is likely to increase to 40 or 50 percent,” he said.

The US and international community should prepare for an official Iranian announcement of such high-grade enrichment, warns ISIS, adding that Iran has “no need to produce highly enriched uranium at all, even if it wanted nuclear fuel for a reactor powering nuclear submarines or other naval vessels, or for a research reactor”. The move would also “significantly shortens Iran’s dash time to reaching weapon grade uranium,” the report said.

ISIS’s conclusion:

Taken in this context, any official Iranian announcement to make highly enriched uranium should be seen as unacceptable. Many will view such a decision as equivalent to initiating a breakout to acquire nuclear  weapons, reducing any chance for negotiations to work and potentially increasing the chances for military  strikes and war. Before Iran announces official plans to make highly enriched uranium, the United States and  the other members of the P5+1 should quietly but clearly state to Iran what it risks by producing highly  enriched uranium under any pretext.

No details are provided as to what exactly needs to be done to make Iran understand that such a move would be “unacceptable”, but we are informed that Iranian enrichment of high-grade uranium would increase the chances for military conflict.

The fact that Iran is still years aways from being able to test a device, and according to US and international official assessments has still not made the decision to do so, is also absent from ISIS’s report. Indeed, according to the bipartisan Iran Project report on the benefits and costs of military action on Iran (emphasis mine):

After deciding to “dash” for a bomb, Iran would need from one to four months to produce enough weapons-grade  uranium for a single nuclear device. Additional time—up to two years, according  to conservative estimates—would be required for Iran to build a nuclear warhead  that would be reliably deliverable by a missile. Given extensive monitoring and  surveillance of Iranian activities, signs of an Iranian decision to build a nuclear  weapon would likely be detected, and the U.S. would have at least a month to  implement a course of action.

Two must-read analyses of the Iran portion from last night’s final presidential debate are brought to us by TIME’s Tony Karon and the Arms Control Association’s Greg Thielmann. (This TPM headline also sums up the entire debate quite nicely: “Romney’s Final Debate Message: I’ll Be A Better Obama”.)

Karon writes that regardless of who wins the 2012 presidential election, the United States will consider direct talks with Iran:

“It is essential for us to understand what our mission is in Iran,” Romney said in Monday’s foreign policy debate, “and that is to dissuade Iran from having a nuclear weapon through peaceful and diplomatic means.” His leverage of choice: “crippling sanctions” with the threat of military action as a last resort should Iran cross a red line toward developing “nuclear-weapons capability.” That’s broadly the same policy the Obama Administration has followed. Asked to differentiate himself, in the debate, Romney didn’t even raise the ambiguous question of where to draw the red line. (Obama sets his red line for action at Iran moving to acquire a nuclear weapon; Romney uses the phrase nuclear-weapons capability – although it’s not exactly clear whether this means the capability to build nuclear weapons, which Iran perhaps already has in latent form, or the capability to rapidly assemble and deploy nuclear warheads atop missiles.) Instead Romney simply insisted he’d have imposed tighter sanctions sooner.

But inflexibility from both sides may prevent a peaceful resolution to the Iran-US impasse:

While he may be open to a genuine compromise, Khamenei can’t be seen to surrender on “nuclear rights” for which Iran has fought and suffered growing isolation over the past decade, notes University of Hawaii Iran scholar Farideh Farhi. “With the draconian economic measures imposed on Iran in the past year, the [domestic] political terrain makes quite impossible the acceptance of a deal that does not bring about some immediate, palpable, even if small, relaxation of the sanctions regime,” says Farhi. Imagining sanctions as an alternative to military action may be misleading, she argues, because Khamenei believes their purpose is regime change, and mounting economic pain could prompt the regime to become more reckless in its effort to break out of the noose.

(Interestingly, Romney previously dodged questions about meeting directly with Iran, but Benjamin Armbruster reports that Paul Ryan was on network morning shows today saying that Romney would engage in bilateral talks without preconditions [from the Iranians?]).

Thielmann, a former senior State Department intelligence analyst, meanwhile clarifies the candidates’ positions on Iran:

Obama concluded last night that: “There is a deal to be had, and that is that [the Iranians] abide by the rules that have already been established. They convince the international community they are not pursuing a nuclear [weapons] program. There are inspections that are very intrusive. But over time, what they can do is regain credibility. In the meantime, though, we’re not going to let up the pressure until we have clear evidence that that takes place.”  At the same time, he warned that “the clock is ticking” and that he would not allow negotiations “to go on forever.”

For his part, Governor Romney appeared to tack away during the debate from his previous posture on Iran. Earlier, he had followed the lead of Israel’s prime minister, appearing more skeptical that any acceptable compromise could be reached with the current regime in Tehran and more willing to imply that unilateral military action would be taken sooner rather than later. Last night, Romney’s martial alarm was barely audible. Yet his avowed interest in diplomacy was belied by his call for treating Iran’s diplomats “as the pariahs they are.” It is difficult to negotiate constructively with those you are simultaneously labeling “pariahs.”

Both candidates appeared united in making one point about Iran policy options. Whatever the consequences of exercising the military option, they each signaled willingness ultimately to launch a preventive attack against Iran. This in spite of a near consensus among experts that, short of invasion and occupation, such an attack would not prevent but would bring about a nuclear-armed Iran.

Laura Rozen’s recent interview with former Mossad director Efraim Halevy focuses heavily on diplomatic options for the US, Israel and Iran in the impasse over the Iranian nuclear program. Halevy, like former Mossad director Meir Dagan and a number of past and present US and Israeli national security officials, opposes preventive military action against Iran because he fears it will lead to the collapse of the international sanctions regime, a regional war and only embolden Iran to build and deploy nuclear weapons as a deterrent in the years following the attack.

Particularly interesting is Halevy’s description of Obama and Romney’s approach to the Iran issue.

Obama has placed emphasis on negotiations. In this current election for the US presidency, his hands are tied. He cannot proceed, because he cannot appear soft on Israel’s security.

Negotiating with Iran is perceived as a sign of beginning to forsake Israel. That is where I think the basic difference is between Romney and Obama. What Romney is doing is mortally destroying any chance of a resolution without war. Therefore when [he recently] said, he doesn’t think there should be a war with Iran, this does not ring true. It is not consistent with other things he has said. […]

The Truman National Security Project has created an interactive version of a war game with Iran. The goal is to highlight the costs of using the military option — financially massive and downright bad for US allies and forces in the region — on the Islamic Republic.

The game was developed in consultation with senior former defense department officials and military experts. Users are put in the shoes of the President who is given various modes of deployment for attacking Iran after it crosses his stated red line — acquisition of a nuclear weapon. Players are faced with quickly rising oil and military costs from the get-go, as well as retaliatory attacks against US forces and allies in the region. In sum, once the war has begun, it’s impossible to escape unscathed as harsh force will result in harsh responses from Iran and its proxies while de-escalation attempts will further endanger US interests and forces.

The game is informative and frightening, to say the least, and indicative of why the highest echelons of the Israeli and US defence establishments are hardly gung-ho about going to war with Iran, especially when striking its nuclear facilities will likely intensify Iran’s drive to go nuclear as former Secretary of Defense Robert Gates has argued, and only set back its program by 3-5 years at best

The website was launched on Friday and an accompanying television ad featuring US Army veteran Justin Ford will begin airing tonight during the national security presidential debate.
