Although the Obama administration appears to be currently focused on resisting calls to increase sanctions on Iran while negotiations over its nuclear program are in session, the far more dangerous “military option” is alive and well in Washington despite its many pitfalls.

Senator-elect Tom Cotton (R-Ark) told a group of reporters on Dec. 3 that Congress should be considering the “credible use [of] force,” against Iran, according to the Free Beacon. Cotton, who described the ongoing negotiations with Iran as “a sham,” also said the US should consider arming Israel with bunker-buster bombs that could penetrate Iran’s underground nuclear facilities.

A day later, Dennis Ross, Ray Takeyh and Eric Edelman—all of whom have served in the US government—echoed their previous calls for a greater threat of force against Iran in the Washington Post. “The president would be wise to consult with Congress on the parameters of an acceptable deal and to secure a resolution authorizing him to use force in the event that Iran violates its obligations or seeks a breakout capacity,” they wrote Dec. 4.

While the White House has considerably lowered the volume on its insistence that “all options are on the table,” it has maintained the mantra. “We will not let Iran acquire a nuclear weapon—period,” said Vice President Joe Biden on Dec. 6, according to Reuters. “End of discussion. Not on our watch.”

Of course, President George W. Bush considered the so-called “military option” against Iran’s nuclear infrastructure in 2006, but rejected it. The notion of “surgical” air strikes is also absurd: Bush was told taking out Iran’s nuclear infrastructure would require a massive effort. And despite its repeated threats, Israel does not have the capability with which to launch such an effort (unless it resorted to nuclear weapons). Only the US has a sufficiently robust conventional capability to do so. However, the military challenge is greater now than it was back in 2006.

The Military Option Lives On

Iranian Supreme Leader Ali Khamenei declared in June 2014 that the Americans “have renounced the idea of any military actions.” Khamenei was likely reacting to President Obama’s West Point speech a week before. Referring to military action in general, the president said: “Just because we have the best hammer does not mean every problem is a nail.” However, asked for a reaction to Khamenei’s assertion, the White House highlighted another passage in the speech on Iran: “…we reserve all options in order to prevent Iran from obtaining a nuclear weapon.”

Possibly extending the threat into the future, leading Democratic presidential contender for 2016 Hillary Clinton repeated the mantra in March of this year. While arguing that the diplomatic process with Iran should be given enough time to work, she also said she was “Personally skeptical” of Iranian intentions. “[L]et’s be clear, every other option does remain on the table,” she added, according to Haaretz.

Various American pundits (be they hawks or those who are sensitive to Israeli views on the matter) have since labored to keep the military option alive. Harvard Law Professor Alan Dershowitz declared in TV interview on Nov. 24 that if diplomacy fails, the US “should use its military facilities and ability to prevent Iran from developing nuclear weapons.” Israel also keeps the heat on the US by threatening to strike Iran if Washington fails to do so. Dershowitz, however, noted correctly that an Israeli attack “could only ‘set back’ Iran’s nuclear program for a few years.”

Israeli vs. US Military Action

Aside from using nuclear weapons, Israel does not have an effective military option. The extreme range involved greatly reduces the power of Israel’s military reach. Additionally, finding routes to and from the target is dicey, with most countries certain to oppose use of their airspace.

Flying through Turkey is a leading option, but Ankara would not grant permission, and could try to interfere. Cooperation between Israel and some of the Arab Gulf states (sharing the same dim view of Iran) reportedly has increased. But if a southern corridor were available—even if GCC aerial tankers refueled Israeli aircraft en route—the Israelis could only severely damage a few key targets.

By contrast, with access to the Gulf and the Indian Ocean, plus its bases close to Iran, the US could mount a vastly more powerful effort. Carrier battle groups, other naval assets, and large numbers of US Air Force combat aircraft could be used.

Iranian Military Preparations

Despite its public scoffing, Iran is aware that it could face a robust military assault at some point and has thus been busy since 2006 upgrading its ability to deter or confront an attack.

Iran has upgraded its military radar and missile systems with assistance from sources such as China and Russia, as well as a variety of equipment and expertise secured through less official channels. Iran has also enhanced its large arsenal of MiG-29 fighter aircraft and several formerly Iraqi SU-24 fighter-bombers that were flown to Iran at the outset of the First Gulf War. Iran’s navy has also expanded its inventory of missile-equipped fast-attack vessels to confront a more modern navy with an asymmetric threat: “swarming” enemy vessels (overwhelming them with large number of smaller craft).

The most significant upgrade to Iran’s air defense was to have been the potent Russian S-300 anti-aircraft/ missile system. However, in response to a greatly tightened UN arms embargo in 2010, Moscow suspended the deal.

The Iranians claim to be developing their own version of the S-300 (the “Bavar-373”). They also claim to have produced their own models of a host of other foreign air, air defense and naval systems.

Many of these claims are dubious, but as with its own impressive Shahab series surface-to-surface ballistic missile program, Iran has developed quite impressive technical military-related capabilities. Some upgrades and even a few of these indigenous systems probably have been successfully fielded. I observed impressive Iranian improvisation while covering the Iraq-Iran War from inside the US Intelligence Community. For example, the Iranians kept advanced US F-14 fighters in the air far beyond all Pentagon estimates, even producing a large number of parts needed for basic maintenance and minor overhauls.

The Military Option Means War

Veteran investigative journalist Seymour Hersh consulted me regarding his April 2006 New Yorker article about Bush administration deliberations concerning the military option against Iran. My intelligence credentials told me that Hersh had assembled, effectively, a surprising amount of information on the military planning presented to President Bush.

Hersh revealed that one military option included the use of tactical nuclear weapons to destroy vast underground facilities such as the Natanz enrichment complex. Hersh felt, as I do, that as a part of such planning, extreme options are provided, but such an option was highly unlikely to be part of any realistic plan.

Nonetheless, even conventional US military action to destroy or cripple all known Iranian sites, would, as envisaged in 2006, involve a massive effort. The Pentagon anticipated as many as 2,000 military combat flights and a possible duration of a week. Why? In order to reach Iran’s array of nuclear sites, US combat planes would have to smash Iranian defenses leading to and around the targets.

Although unclear back then, it is also possible once the US had decided to go that far, it would also hit Iran’s ballistic missile inventory, manufacturing, and test sites. This would target what many US officials (and the Israelis) consider a potentially nuclear-related sector of Iran’s military-industrial complex: a formidable delivery capability.

Iran would hardly remain passive while all this unfolded. Therefore, the US would have to anticipate attempts by Iran’s large air force to intercept incoming US aircraft, as well as sea- and air-borne attacks against US naval vessels. Finally, dozens of Iranian anti-ship missile sites flanking the Strait of Hormuz would have to be taken out. Given Iran’s post-2006 military upgrades, US aerial combat missions and the length of the assault would have to be increased. Slugging it out with Iran’s anti-aircraft defenses, confronting its air force, fending off its navy, and striking nuclear targets would effectively add up to war.

Among the many adverse consequences, perhaps the greatest concern would be radioactive contamination stemming from attacking sites near large Iranian civilian populations. The Arak reactor complex and a number of other nuclear-associated sites are close to or practically within Isfahan. The Natanz enrichment facility is less than 30 miles from the smaller city of Kashan. And the Fordow nuclear enrichment complex is situated near over a million people who call the holy city of Qom their home. International outcry over radiation leaks, civilian casualties, and other collateral damage could exceed that resulting from the assault itself.

With so many aircraft missions involved, another is the possibility that a few would be damaged or experience in-flight failures, with aircrew falling into Iranian hands. US diplomatic efforts to secure the return of downed flyers would be inevitable (for which Iran would surely exact a high price).

A particularly ominous result could be the very real possibility of an Iranian break with the International Atomic Energy Agency (IAEA) in order to pursue—with lots of expertise and perhaps more residual nuclear capabilities than thought—a nuclear weapon, although probably defensive (precisely what such an attack would try to forestall).

Once hostilities are initiated, Iran might also not end them definitively. While Iran might do very little (or nothing) to sustain the military confrontation, the US could be saddled with the seemingly endless task of keeping large air and naval forces in the Gulf as a precaution against potential retaliation, particularly against frightened Arab Gulf states (several of which could have aided the US effort). Such an open-ended commitment and prolonged instability in the Gulf could become a nightmare for Washington—and plenty of other countries around the globe.

As a postscript to my previous post, I want to draw attention to two bits of news that I came across later that day, and to offer brief comments.

Iran’s Foreign Minister, Mohammad-Javad Zarif, addresses the Nuclear Diplomacy Seminar at Allameh University: “We have not had any roll-back, and the structure of the nuclear program has been preserved. The movement forward of the nuclear program towards industrialized [scale] is continuing, and Iran’s activities in Arak and Natanz will continue…We have gained respect for the state. They respect Iran’s behavior, and the calculations of the ill-wishers of the country are in disarray.” FDD Iran Press Review, 2 December 2014

Note the emphasis on avoiding roll-back, which suggests roll-back is an Iranian “red line,” and Zarif’s insistence that halving the number of operating centrifuges at Iran’s disposal would condemn the nuclear negotiation to failure. That may sound worrisome. But it need not be if, as is reportedly the case, Iran is ready to send its low enriched uranium stocks to Russia for use in making fuel for the Bushehr reactor. In those circumstances, avoiding roll-back can be reconciled with US break-out avoidance ambitions, provided these are moderated.

Note too the references to respect. This is a clue to why avoiding roll-back is a “red line.” The leaders of Iran see its nuclear achievements as a symbol of national dignity. For them, nuclear cut-backs would entail humiliation.

This talk of dignity and humiliation may strike some readers as over-sensitive. Britain and the US tend to take their dignity for granted. But remember General Charles de Gaulle, France’s president from 1944-46 and from 1958-69.

For him, the French defeat in 1940 was such a national humiliation that the restoration of French dignity was as much of an objective for him as helping Britain (and later the US) to win the war. Time and again, he tested the patience of his British war-time hosts and allies by making demands or refusing concessions in the interest of upholding French dignity and self-respect.

Now on to a Dec. 2 Reuters report, an excerpt of which I have provided below:

Iran said it has provided evidence to the United Nations atomic agency showing that documents on suspected nuclear bomb research by the country were forged and riddled with errors….

Iran has offered detailed explanations to the IAEA and there has never been “any authenticated documents for PMD claims”, said the Iranian note posted on the agency’s website…..

They “are full of mistakes and contain fake names with specific pronunciations, which only point toward a certain member of the IAEA as their forger”, it said.

Since Nov. 11, 2013, Iran and the International Atomic Energy Agency (IAEA) have been cooperating better on the so-called “possible military dimension” (PMD) of the Iranian case. Will this incline the IAEA secretariat to react more forensically than in the past to this latest Iranian dismissal of material allegedly found on a laptop a decade ago? Will they produce and circulate to members of the Board of Governors a reasoned critique of the Iranian “explanations” if, after studying Iran’s grounds for doubt, they continue to believe in the authenticity of the laptop material?

This material has been an obstacle to a peaceful resolution of the Iranian case ever since the IAEA elevated it to a primary concern in early 2008, when all other concerns had been resolved. From the outset people I respect, such as the former Director General of the IAEA, Mohamed ElBaradei, had doubts about its authenticity.

It would be as wrong to find Iran guilty of clandestine nuclear weapon research on the basis of dubious evidence as it would be to condemn a criminal suspect on the basis of dodgy state evidence submitted to secure a conviction.

The IAEA maintains that it has reasons other than the laptop material for suspecting a military dimension to the Iranian case. I am not suggesting that consigning the laptop material to the “too dubious to be useable” file would eliminate that dimension. But I am confident that putting it to one side would simplify the IAEA’s task of bringing this investigation to some kind of resolution.

The latest report from the International Atomic Energy Agency (IAEA), issued on May 23, suggests a determined and so far impressive effort by Iran to dispel suspicion of its nuclear intentions.

Tehran is complying fully with its Nuclear Non-Proliferation Treaty (NPT) safeguards obligations — both de facto and, with one small exception, de jure. It is implementing fully the “voluntary measures” it undertook in the context of the Joint Plan of Action (JPOA) Iran signed November 24, 2013 with the US and five other powers in Geneva. It has also implemented thirteen “practical measures” pursuant to its November 11, 2013 Cooperation Framework agreement with the IAEA. (Five additional practical measures were announced on May 21, 2014.)

The IAEA continues to certify that all the nuclear material declared to it by Iran is in peaceful use. The Agency mentions no evidence for Iranian possession of undeclared nuclear material, but cannot yet say with confidence that there is no undeclared nuclear material in Iran. That is a logical consequence of the incomplete nature of the IAEA’s information of Iran’s nuclear program; the November 11, 2013 agreement will help the IAEA round out its knowledge.

Since 2008, the stoking of suspicion as to Iran’s nuclear intentions has relied heavily on fragmentary indicators of what the IAEA refers to, more or less interchangeably, as “a possible military dimension” (PMD) or “nuclear-related activities”. So, arguably, the most interesting paragraph in the latest report is paragraph 56. There the IAEA states that Iran has “shown” the Agency that simultaneous test firings of Explosive Bridge Wire (EBW) detonators (one of the above indicators) took place for a civilian (and not a nuclear weapon) application.

This explanation is credible. There is widespread use of EBW technology in the mining industry, for example. But paragraph 57 makes clear that we must not expect the Agency to pronounce the explanation credible until they have obtained clarifications in relation to the other fragmentary indicators in their possession.

What the Agency says in paragraph 57 is that it needs to be able to conduct a “system assessment” of the outstanding [PMD] issues. That suggests a comprehensive but protracted process.

Also of particular interest is Iranian submission of preliminary design information for a 10MW reactor that will burn low enriched uranium (LEU) fuel. The reactor is to be situated near the city of Shiraz. It seems likely that it is the first of four medical isotope-producing reactors of which the President of the Atomic Energy Organization of Iran (AEOI), Ali Akbar Salehi, has spoken.

A 10 MW LEU reactor will probably be of less concern to Western counter-proliferation experts than the 40 MW natural uranium reactor under construction at Arak, since the plutonium content of spent LEU fuel is smaller and lends itself less to weaponization purposes. Indeed, one of the options under negotiation pursuant to the JPOA involves modernizing the Arak design to lower the reactor’s output and allow it to burn LEU.

Furthermore, the fuel needs of the newly announced reactor (and of a modernized Arak reactor) can provide Iran with a “practical needs” justification for retaining a limited LEU production capacity at its Natanz enrichment plant. Fuelling indigenously designed research reactors is a far more credible need than the oft-asserted need to fuel Russian-designed power reactors, since Russia will want to supply fuel for the latter throughout their operating lives, and since there could be proprietary data obstacles to Iran’s fabricating fuel for them.

Finally, the latest report confirms that, in fulfilling its JPOA commitments, Iran ceased producing 20% U235 UF6 on January 20 and has reduced its 20% UF6 stockpile to 8% of total production up to that date. Iran is now far from being in a position to use 20% U235 material as feed in the “break-out” scenario that some people, such as Israeli Prime Minister Benjamin Netanyahu, assume Iran’s leaders are secretly conceiving.

The IAEA’s next report will be due in late August. Between now and then falls the deadline for the conclusion of negotiations pursuant to the JPOA. It would be nice if the reassuring picture of Iran’s nuclear program in this latest IAEA report were to influence downwards the demands made of Iran by US negotiators.

In reality, the reassuring picture is more likely to be discounted, cynically, as an indicator that Iran is making a show of cooperation to obtain better terms — and US demands are more likely to be influenced by unshakeable mistrust, and fear of Israeli displeasure, despite all the indicators that Iran’s leaders do not want nuclear weapons and believe NPT-compliance to be in Iran’s interest.

A new Brookings Institution paper, “Preventing a Nuclear-Armed Iran,” has rightly attracted considerable attention. The author, Robert Einhorn, has a distinguished record and was Special Adviser for Non-Proliferation and Arms Control at the State Department from 2009 to 2013. His recommendations must be seen as authoritative.

The paper addresses the issues that are at the center of the ongoing negotiations in Vienna between Iran and the P5+1 (the US, Britain, France, China, and Russia plus Germany). Einhorn recommends key requirements for an acceptable agreement with Iran — requirements designed to prevent Iran from having a rapid breakout capability and to deter a future Iranian decision to build nuclear weapons.

Preventing a rapid breakout capability

Iran’s development of a capability to enrich uranium has been at the core of Western concerns about Iran’s nuclear programme for over a decade. The two enrichment facilities that Iran has built, at Natanz and Fordow, are being used to produce low-enriched uranium for civil purposes but could be used to produce highly enriched uranium for military purposes.

The Nuclear Non-Proliferation Treaty (NPT) prohibits the manufacture of nuclear weapons by states such as Iran but does not prohibit the possession of enrichment facilities. The West’s negotiators therefore have a delicate task: they must contrive to persuade Iran to accept restrictions on its use of this technology — restrictions that would give the UN Security Council enough time, reacting to evidence, to prevent Iran from producing enough weapons-grade uranium for one device (i.e. from “breaking out”).

Einhorn explains that the breakout timeline depends on the numbers and types of centrifuges used and on the nature of the uranium feedstock available for a breakout attempt (for instance, if the feedstock is already low-enriched much less time is required than if it is un-enriched).

He goes on to describe the implications of limiting Iran to between 2000 and 6000 first-generation centrifuges. This creates the impression that these are the sorts of numbers that ought to be agreed to in Vienna. That is unfortunate, because Iran has already installed 19,000 first-generation centrifuges and is using 10,000 of them — and Iran’s President Hassan Rouhani has ruled out the dismantling of any existing capabilities (which his political opponents could portray as a humiliating surrender of Iranian rights).

Einhorn’s choice of what looks like an unrealistically low figure appears to stem from wanting to give the UN Security Council several months to react to evidence of a breakout attempt. However, as he himself implies, several months would be useful only if the Security Council were to want to impose sanctions before opting for force.  In reality, since sanctions have proved ineffective as a tool for coercing Iran, the council would be well-advised to opt for force within a matter of days, and could do so if the P5+1 had pre-agreed that this would be the most appropriate response (see below).

A related concern is possible Iranian development of more advanced centrifuges. With a few thousand third-generation machines, using a low-enriched feedstock, only a few weeks would be required to break out. This concern could be resolved by placing limits on the scope of Iran’s centrifuge R&D, as Einhorn recommends. But tight limits may not be negotiable.

Yet another concern relates to the plutonium-producing potential of a 40MW reactor under construction at Arak. Einhorn describes ways in which this potential could be reduced. Recent Iranian statements suggest that they, too, are working up some proposals. So this concern is likely to be largely allayed, although the risk of a plutonium-based breakout may not be totally eliminated.

Deterring an Iranian decision to build nuclear weapons

In the absence of watertight solutions to these breakout concerns (or to concern that Iran might break out using a small clandestine facility) the West’s negotiators will do well to devote at least as much effort to deterring breakout as to trying to make rapid breakout impossible.

Since 2007 US National Intelligence Estimates have drawn attention to the importance of influencing the cost/benefit calculations of Iran’s leaders, implying that this is likely to be the most effective way of ensuring that Iran does not become a nuclear-armed state.

The framers of the NPT perceived that the treaty’s impact would hang on the ability of parties to recognise a national security interest in supporting nuclear non-proliferation and disarmament. Consequently the only deterrents envisaged in the treaty are verification of nuclear material use by the International Atomic Energy Agency (IAEA), the risk that non-compliance will result in UN sanctions or authorisation of force, and the certainty that non-compliance will lead to a loss of prestige and exclusion from the society of the treaty’s adherents (currently 190 states).

Since 2003 President Rouhani has shown that he understands all this very well. He knows that Iran would pay a high price for breaching its non-proliferation obligations and that acquiring nuclear weapons would bring no benefit, since Iran is not in need of a nuclear deterrent. The signs are that his political opponents, too, have figured that out.

All this needs to be borne in mind when determining whether any additional (going beyond the NPT) deterrents are necessary in the current context.

Einhorn believes that they are.  The most questionable of his recommendations are that: 

  • The Security Council should agree in advance on how to react to any evidence of an attempt to break out or other serious violation of the agreement under negotiation in Vienna;
  • The US Congress should pass a standing authorisation for the use of military force (AUMF) in the event of evidence that Iran has taken steps to abandon the agreement and move towards producing nuclear weapons;
  • The US administration should indicate publicly how it would react to such evidence. 

These recommendations betray a flawed understanding of Iranian psychology. Such public threats would be seen in Iran as humiliating, and would be resented. That resentment could be used to stir up opposition to the agreement and could even end up providing a motive for ditching it. The threats would serve no practical purpose since leading Iranians are already well aware of what they would risk were they to attempt breakout.

More in keeping with Iranian psychology and a more effective deterrent would be a private P5+1 intimation that they will be united in urging the Security Council to authorise force in the event of evidence of a breakout attempt. Nothing more is needed. Iranian diplomats are highly intelligent. 

Conclusion

This paper is heartening. It offers reason to think that the Vienna negotiators can succeed in producing a resolution of Western concerns that Iran will have an interest in respecting. However, as Iran’s Foreign Minister Mohammad Javad Zarif likes to remind us, a resolution will require flexibility from both sides. The West must try to avoid the over-bidding (in pursuit of over-insurance) that doomed the 2004-05 negotiations between Iran and the E3 (the UK, France and Germany).

Prominent neoconservative writers Bret Stephens and Reuel Marc Gerecht called for a much tougher approach to talks with Iran over its nuclear program in a debate hosted here by the McCain Institute on March 11, one week before talks aimed at a final deal between Iran and world powers resume in Vienna.

Stephens, the deputy editorial page editor of the Wall Street Journal, and Gerecht, a senior fellow at the Foundation for Defense of Democracies, were up against the Brookings Institute’s arms control expert Robert Einhorn who served as a top non-proliferation adviser at the State Department in Obama’s first term and the Carnegie Endowment’s Karim Sajadpour, both of whom argued that now is the right time to give diplomacy a chance to succeed.

The neoconservative writers hammered the Joint Plan of Action (JPA), negotiated between Iran and the P5+1 (the U.S., Britain, France, China, and Russia plus Germany) in Geneva on November 24, 2014 as a surrender of sanctions for few, if any, Iranian concessions. Gerecht, who wrote in 2002 that an invasion of Iraq and the installation of a democratic government there would “probably” cause regime change in Iran, characterized the difference between those who support the JPA and those who oppose it as all related to a single question: “are you prepared to pre-emptively strike Iran to prevent it from developing a nuclear weapon?” Supporters of the JPA, he contended, are not, implying that they’re not tough enough to extract a favorable deal from the Iranians either. Stephens, a supporter of the Iraq War who still insists that the war was based on sound intelligence, took an even harder line against the negotiating process, contending that “the whole strategy of Iran since negotiations began in 2002 has been to delay and delay and delay” in order to continue developing its nuclear program without risking a military response.

On the other side, Einhorn commended the JPA, calling it “a very promising first step that halts movement in Iran’s nuclear program for the first time in twelve years” that also greatly improved access for international monitors, in exchange for relatively light sanctions relief. Sajadpour added that instead of criticizing the JPA for not being “the ideal deal,” opponents “have to look at the reasonable alternatives,” which are not favorable. A harder American line on issues like uranium enrichment, according to Sadjadpour, would also risk splintering the international consensus that has supported the sanctions regime thus far and might embolden Iranian hardliners to stop talking and fully pursue a nuclear weapons program.

The question of reasonable alternatives to the JPA — whether there were any and whether those would have been preferable to the deal that was reached — permeated the discussion. Both Einhorn and Sajadpour stressed the degree to which America must be seen as allowing room for diplomacy to work in order to build international support for tougher actions (whether economic or military) down the road, if needed. Stephens and Gerecht, on the other hand, supported stronger sanctions even at the risk of Russia and China abandoning the P5+1 altogether. When Einhorn pointed out that China is the largest importer of Iranian crude and would undoubtedly increase its imports if they were to pull out of the sanctions coalition, Gerecht countered with the argument that neither Russia nor China’s departure from the coalition would have much impact on the most painful banking sanctions. This assertion, an interesting one given that the Bank of Moscow just agreed to pay a $10 million fine to the Treasury Department for violating sanctions against the Iranian banking industry, was left unchallenged.

The moderate Einhorn did, however, support a general “toughening” of the US negotiating position, proposing that Congress could pass a “prior authorization to use force” resolution to empower President Barack Obama to strike Iran if it violates its obligations. No one mentioned what happened the last time Congress gave a president prior authorization to use military force over a Middle Eastern nation’s supposed weapons of mass destruction program.

Another hotly contested point had to do with the efficacy of international monitoring. Einhorn praised the JPA for its verification provisions and for laying the groundwork for even tougher monitoring in a permanent agreement. He pointed to successes in identifying the facilities at Natanz, Arak, and Fordow as evidence that monitoring and intelligence gathering has worked, while Stephens pointed to America’s failure to predict India’s 1998 nuclear tests as evidence that verification can easily fail. Gerecht argued that Iran will resist more stringent monitoring in a permanent agreement, and warned that the US intelligence community likely has no sources in high positions either in the Iranian government or its nuclear program, and therefore lacks the ability to check what international monitors find.

The debate over monitoring highlighted what seems to be a fundamental flaw in the neoconservative position: by their logic there seems to be no circumstance under which negotiations can be allowed to work. After all, according to their argument the Iranians cannot be trusted, verification does not work, and toughening sanctions is always better than easing sanctions. If there is no way to trust that verification can work, and no way to trust the Iranians themselves, then how can there be a diplomatic solution to this situation? Gerecht’s question about pre-emptive military action could easily be reframed for opponents of the JPA: “are you prepared to ease sanctions on Iran, ever, in exchange for any Iranian concessions?” Are sanctions, and the implicit threat of military action they contain a means to the end of preventing Iran from achieving a nuclear weapon (or rapid breakout capacity), or are they the end in themselves?

The two sides did find common ground in supporting a policy of regime change in Iran, but had drastically different ideas as to implementation. Sajadpour suggested that, if the West pursues policies that cultivate goodwill among Iranians, and especially the Iranian youth, Iranian leader Ayatollah Ali Khamenei may have no choice but to acquiesce to internal pressure to improve relations. On the other hand Gerecht and Stephens argued that a military strike that drastically set back Iran’s nuclear program would severely damage the regime’s credibility at home, a questionable assumption that has been challenged by moderate Iranian leaders. Einhorn cautioned that there is no way to know how far back a strike could set Iran’s nuclear program, but that it would certainly end any chance of a negotiated nuclear settlement and put Iran inexorably on the path toward developing a nuclear weapon.

When that stalled in mid-January at only 59 co-sponsors, all but 16 of whom were Republicans, it initiated discussions about a non-binding resolution essentially endorsing Kirk-Menendez and laying out the conditions for a final “acceptable” agreement with Iran that was also certain to be rejected by Tehran.

It seems now that AIPAC, whose annual policy conference got underway Sunday and is scheduled to last through Tuesday despite ominous warnings of a new winter storm that may limit its 14,000 attendees’ lobbying capabilities, has been reduced to rounding up senators willing to sign a letter to Obama that softens or eliminates some of its previous language but suggests that some of its key demands — most notably, the abandonment by Iran of all uranium enrichment — may still be a sine qua non for Congressional acquiescence to lifting sanctions if and when a final agreement is reached. Gaining as many signatures on that letter as possible is now the top priority in AIPAC’s legislative agenda (although it will also continue pressing lawmakers to co-sponsor or otherwise support S. 1881).

The proposed letter is currently signed by six senators divided in equal parts between Republicans and Democrats. On the Republican side are Lindsey Graham, who’s been wanting to attack Iran for a really long time now; Mark Kirk; and Kelly Ayotte. On the Democratic side are Robert Menendez, Charles Schumer, and Christopher Coons. Of course, Kirk, Menendez, and Schumer were the three out-front and public co-sponsors of what became know as the Kirk-Menendez bill, while the three other letter signers also became co-sponsors. And, of course, Graham’s co-sponsorship, coupled with his long history of war-mongering, makes it difficult for the letter’s Democrats to indignantly insist, as they have in the past, that the letter is designed to reduce — rather than increase — the chances of war. One has to believe that if AIPAC could’ve gotten one of the Democrats who didn’t co-sponsor S. 1881, they would have preferred him or her to be among the original signatories of the letter. Their absence suggests that the group could run into similar resistance among Democrats even with a much toned-down letter. Indeed, a failure to get more than 59 senators to sign on to a mere letter — which, as I understand it, the administration still strongly opposes due to the baleful impact it could have on the P5+1 negotiations (both on Rouhani’s position and in light of the rapidly rising tensions with Russia over Ukraine ) — would constitute another very serious and highly embarrassing setback for AIPAC amid reports that some of its dissatisfied far-right backers are now mulling the possibility of creating a new lobby group.

But the letter appears to be part of a strategy to overcome that 59-senator threshold. By first asking recalcitrant Democrats to co-sponsor Kirk-Menendez, AIPAC knows it will likely be turned down, at least at this point. But then, by making a second “ask” — to sign a more innocuous-sounding letter — it no doubt believes that a number of Democrats who are uncomfortable about rebuffing AIPAC and/or not sounding “tough” on Iran and/or vesting complete confidence in Obama’s diplomacy strategy at a moment when it is under attack from the right over Ukraine, Syria, etc. etc., will go along in hopes that the Israel lobby will give them a gold star for campaign contribution purposes and not darken their doorway for at least a few months. It seems like a sound strategy, and, if successful, it would help demonstrate to AIPAC’s donors that its effectiveness has not diminished too much, in spite of its recent defeats.

Several points about the letter deserve highlighting:

First, AIPAC has dropped the “wag the dog” provision that called on Washington to provide all necessary help, including military support, to Israel in the event that its leaders felt compelled to attack Iran’s nuclear program. It also forgoes explicit military threats. And, of course, it is non-binding.

Second, it is ambiguous at best about whether its signers find acceptable any final agreement that permits Iran to engage in any uranium enrichment. Its ruling out any recognition of a “right to enrichment”; its demand that such an agreement preclude any “uranium pathway to a bomb;” and its insistence that any agreement cannot lead to any enrichment elsewhere in the region suggest that its authors have not given up on Israel’s “zero-enrichment” position, a stance that the administration and Tehran and Washington’s P5+1 partners all believe is completely unrealistic.

On the other hand, the assertion that there is “no reason for Iran to have an enrichment facility like Fordow” is more intriguing, depending on how you interpret its meaning. It may mean that the enrichment facility at Natanz is kosher, in which case it accepts future Iranian enrichment and demands only that an underground facility like Fordow, which is far more difficult to attack, be dismantled. Or it may mean that it objects to Fordow simply because it is an enrichment facility, thus making Natanz equally objectionable. Indeed, the ambiguity may be deliberate on AIPAC’s part, designed to appeal to those senators who choose to believe that the letter gives the administration the flexibility to accept a limited enrichment program, when, in fact, the letter’s intention is to reduce or eliminate that flexibility.

Third, the letter’s demand that any final agreement “must dismantle Iran’s nuclear weapons program” is tendentious  and provocative, not to mention factually inaccurate, simply because neither U.S. nor Israeli intelligence believes that Tehran has made a decision to build a weapon. What we know — and the Iranian authorities admit — is that it has a nuclear program with elements that could contribute to building a bomb, IF and only IF a decision is made to do so. So how do you dismantle a nuclear weapons program if your intelligence agencies believe there is no such thing?

You may see other problems with the language, the ambiguities of which, as noted above, may be intended to rope senators back into the AIPAC fold and get them to sign on to a letter that could be used against them in the future if they try to stick to the administration’s determination to exhaust diplomatic options. Much will now depend on the attitude taken by both the administration and the ten Democratic Senate chairs who came out early and strongly against a vote on Kirk-Menendez.

Prime Minister Benjamin Netanyahu’s statement to the UN General Assembly today leaves me feeling frustrated. There are more than 30 points in it that I would dearly love to discuss with him, either because they seem to be of questionable veracity, or because they are assertions that are not backed up by evidence.

But perhaps I should count myself lucky that such an opportunity will never come my way. I suspect Mr. Netanyahu is a politician who finds it hard to concede a point or learn from his mistakes.

If this piece has any readers, let me assure them that I am not going to itemise all 35 of the Israeli Prime Minister’s questionable propositions. Instead I propose to react to a handful of Mr. Netanyahu’s points (paraphrased below) that touch on my experience of the Iranian and North Korean nuclear issues over the last eleven years…

Rouhani was Iran’s chief nuclear negotiator between 2003 and 2005. He masterminded the strategy that enabled Iran to advance its nuclear weapons program behind a smoke screen of diplomatic engagement. Here’s what he said in his 2011 book: “While we were talking to the Europeans in Tehran, we were installing equipment in Isfahan.”

The US intelligence assessment is that Iran abandoned its nuclear weapons program in 2003. Francois Nicoullaud, who was France’s ambassador to Iran at the time, has written that it was Dr. Rouhani who, with the support of Iran’s Supreme Leader, ordered abandonment.

Iran’s completion of a uranium conversion plant at Isfahan in 2004 occurred with the full knowledge of Iran’s European negotiating partners, and indeed of the rest of the world, thanks to International Atomic Energy Agency’s (IAEA) inspection visits to the site. In doing so, Iran was not in breach of its 2003 agreement with Europe.

In 2002 Iran was caught red-handed secretly building an underground centrifuge facility in Natanz.

It is unknowable whether Iran intended the Natanz facility to be secret. In 2002, their safeguards agreement with the IAEA obliged them to declare new facilities 180 days before the first introduction of nuclear material. Well before the 180-day mark, an Israeli-supported anti-Iran organisation proclaimed to the world that Tehran was building a “secret” enrichment facility. An Iranian declaration followed in good time. Personally, I doubt the Iranians could have been naïve enough to intend a large facility to be secret.

In 2009 Iran was again caught red-handed secretly building a huge underground nuclear facility for uranium enrichment in a mountain near Qom.

A similar story. The US and its allies allowed their knowledge that this facility was under construction to leak. At much the same time Iran declared the facility to the IAEA. Would Iran have made that declaration had it not been for the leak? Would they have declared it later, 180 days before the introduction of material? These questions are unanswerable until the relevant Iranian archives are opened.

Why would a country with vast natural energy reserves invest billions in developing nuclear energy?

I wonder whether this question was ever put in the 1960s to the USA, Canada and the USSR. I wonder whether now Israel is putting it to the United Arab Emirates.

Iran has also continued work on the heavy water reactor at Arak; that’s in order to have another route to the bomb, a plutonium path.

To extract plutonium from spent reactor fuel a reprocessing facility is necessary. Neither the IAEA nor US intelligence has ever come across evidence of an Iranian reprocessing facility. Iran has assured friend and foe for the last ten years that it has no intention of acquiring a reprocessing capability.

Since Rouhani’s election — and I stress this — this vast and feverish effort has continued unabated… The sanctions policy today is bearing fruit.

These two assertions look to me to be contradictory. In any case, Iran’s “effort” hardly qualifies for the epithet “feverish”: 18,000 centrifuges installed over the course of seven and a half years; 10.000 kg of low enriched uranium produced over the same period (only enough for four or five nuclear devices, if further enriched, or for just over a third of a fresh fuel load for Iran’s sole power reactor).

In 2005, North Korea agreed to a deal that was celebrated the world over by many well-meaning people… A year later, North Korea exploded its first nuclear weapons device.

An alleged Iranian nuclear threat to global survival deserves more rigorous analysis than a vague argument by analogy. And this is an analogy that breaks down when exposed to facts. In 2005, the DPRK, unlike Iran, was not a party to the Nuclear Non-Proliferation Treaty (NPT), and was not subject to IAEA safeguards; it already possessed enough plutonium for at least ten nuclear devices. Its leaders knew that the US and its allies were unable to make a credible threat to end the DPRK nuclear weapons program by force or to retaliate for DPRK bad faith, because the DPRK was capable of killing millions of South Koreans in a matter of hours by conventional means. The DPRK has a record of reneging on deals with the US; Iran does not. The DPRK is a “loner” that has not the remotest chance of ever being elected to preside over the 120-nation Non-Aligned Movement (NAM); Iranians care passionately about the prestige and reputation of Iran, which currently presides over the NAM.

In standing alone, Israel will know that it will be defending many, many others.

I wonder whom Mr. Netanyahu has in mind. India? China? Japan? Indonesia? Malaysia or Thailand? Sub-Saharan Africa? Latin America? Europe? Russia? Iraq? Turkey? Syria? Egypt? Algeria? Oman?

I would like to conclude with a quotation from a political thinker whom I would expect Mr. Netanyahu to admire: Nicolai Machiavelli. “I believe that forced agreements will be kept neither by princes nor by republics.”

Israeli fears will never be dispelled by forcing Iran to give up uranium enrichment, nor by destroying its enrichment facilities. Safety lies in the US negotiating an agreement that Iran will have no interest in breaking but that will nonetheless be subject to stringent verification and and actionable under the NPT.

Most headlines on Iran’s launch of uranium-related sites on April 9th — its National Day of Nuclear Technology — linked it to the diplomatic deadlock in Kazakhstan. Tehran was regarded as pursuing escalation, perhaps in frustration with the situation. But was this really the case?

To answer this question, one needs to consider what Iran has previously done on this anniversary, the significance of the Islamic Republic’s new sites and its escalatory options.

The government of Mahmoud Ahmadinejad launched the National Day of Nuclear Technology in 2006. This was part of the push for a harder stance on the nuclear issue after the breakdown of talks with European powers, during which Iran voluntarily agreed to freeze enrichment-related activities.

As part of the first festivities in 2006, Iran announced that it would — in defiance of a UN Security Council warning — enrich uranium on an industrial scale. A total of 164 centrifuges at Natanz started to spin, churning out uranium enriched below 5%.

During the past seven years, the Islamic Republic has largely used its Nuclear Technology day to unveil new achievements, both for domestic and foreign audiences. As the occasion has repeatedly coincided with nuclear diplomatic developments, it has often been used to signal Iranian attitudes.

In 2007, Iran used the anniversary to announce that it had crossed the Western red line of 3,000 operational centrifuges. Back then, David Albright, head of the Institute for Science and International Security, asserted that “Ahmadinejad is trying to demonstrate facts on the ground and negotiate from a stronger position.”

The year after, Iran used the occasion to announce that it would begin installing 6,000 centrifuges and alluded to the testing of a new generation of centrifuges. Then in 2009, Ahmadinejad inaugurated the country’s first Fuel Manufacturing Plant in the central city of Isfahan. The Islamic Republic also said its number of centrifuges had increased to 7,000.

In 2010, as the UN Security Council convened to discuss fresh sanctions, Iran unveiled new “third-generation” centrifuges, said to have separation power six times that of first-generation centrifuges. Iran also declared that “considerable” uranium reserves had been found in Yazd province. That year, the International Atomic Energy Agency (IAEA) reported that Iran had 8,610 centrifuges installed, of which 3,772 were operating.

In 2011, after dialogue over Iran’s production of 19.75%-enriched uranium had broken down, it opted to simply praise past achievements. Apart from this, it announced the resumption of fuel reloading at the Bushehr power plant. And last year, after the escalation of Western sanctions, Iran announced that local scientists had produced fuel for the Tehran Research Reactor containing uranium enriched to 19.75%.

This year, Iran announced on the anniversary that it had opened two uranium mines and a yellowcake processing plant named after an assassinated nuclear scientist. What’s the significance of these sites?

In terms of capacity, the yellowcake facility is insignificant. Its stated output of 60 tons a year is less than one third of what’s needed to fuel the Bushehr atomic power plant. Moreover, the discovery of the uranium deposits, which are now being extracted, was first announced years ago. Along the same line, the head of the Atomic Energy Organization of Iran had announced in February 2012 that the mines would be operational in about a year, that is, right around this time.

The most important fact to keep in mind, however, is that Iran has for a long time been projected to be close to exhausting its limited supply of yellowcake. Without feedstock to inject into its centrifuges at Natanz (in gaseous form), Iran’s uranium enrichment — at least to 3.5% — would grind to a halt.

In short, the new sites unveiled on April 9th are designed to ensure the status quo.

There are other factors which also signify Iran’s pursuit of the status quo rather than escalation. For example, considering the many powerful escalatory options in its possession — wider use of new-generation centrifuges, expansion of operations at Fordow, increases in enrichment levels and construction of long-promised, new enrichment sites — the announcements this year seem geared towards signaling  restraint to a foreign audience without appearing empty-handed in front of a domestic public facing unprecedented sanctions.

Indeed, the Islamic Republic has little interest in escalating the situation at this point, especially as it faces its first presidential election since the disputed vote in 2009. The idea that Iran prefers to quietly kick the can down the road until it gets its house in order was also recently expressed by former top US non-proliferation official, Gary Samore.

Meanwhile, it could also be argued that the United States – or at least its Congress — is pursuing escalation.

Following the deadlock in Kazakhstan, US lawmakers have been pushing for fresh sanctions that would constitute something akin to an Oil-for-Food Program 2.0. The draft Senate bill states that the proposed embargo won’t be lifted until Iran releases political prisoners, respects the rights of women and minorities and moves toward “a free and democratically elected government.”

Moreover, last week, the National Council of Resistance of Iran (NCRI) — a front for the until recently terror-listed Mujahideen-e-Khalq Organization (MEK) — opened an official office one block away from the White House. The group was put on the State Department’s terror list by the Clinton Administration. In the past, the MEK was behind a series of killings and bombings in Iran — one of which led to the permanent paralysis of Supreme Leader Ayatollah Ali Khamenei’s right arm. The MEK, which sided with Saddam Hussein during the Iran-Iraq war, was also reportedly involved in the assassinations of Iranian nuclear scientists. Among these men is Darioush Rezaeinejad, whom the new yellowcake facility is named after.

The signal that’s being sent to decision-makers in Tehran, regardless of whether the Obama Administration approves of the MEK’s new office, is that the sanctions have little to do with their nuclear program. Combined with the wording of the proposed embargo, the situation ominously fits into Ayatollah Khamenei’s narrative that even a nuclear deal won’t be enough to roll back American pressure.

All things considered, one should be careful about linking Iran’s latest announcements about its nuclear achievements to the continued deadlock in talks with the 6 world powers, or viewing Iran’s actions as deserving of the escalation pursued by at least one of these powers.

It is becoming ever clearer that both Iran and the United States need to get their houses in order before they can move in the right direction. More than ever, cool heads need to prevail.

I was still a serving diplomat in Vienna when, in January 2006, the International Atomic Energy Agency (IAEA) reported that Iran had resumed uranium enrichment, suspended since November 2003. Like my Western colleagues, I feared the worst. I assumed that Iran was going to install as many centrifuges as it could as quickly as it could, and that within a very few years Iran’s production of enriched uranium would bring into existence an intractable nuclear deterrent capability (even then I doubted Iran wanted an offensive nuclear capability).

I would have been incredulous had someone assured me that seven years later Iran would only possess some 16,000 assembled centrifuge machines; that Iran would only be operating some 60% of these; that it would only just be starting to install some 3,000 machines of a more advanced and efficient design, which it first obtained in 1995; that it would only have produced 8,300 kg of enriched uranium; and that less than 30% of this production would have been enriched to the intermediate level of 20% U235.

Of course, there are people who say that Iran would dearly love to have built more machines and produced more enriched uranium since 2006. For all I know, these people are right when they tell us that a number of technical impediments, some contrived by the West, and procurement problems have slowed progress.

But the latest IAEA report (GOV 2013/6 of 21 February) makes me think, as some previous reports have, that this may not be the whole story. I sense that Iran is deliberately adopting a cautious, measured approach to the expansion of its nuclear program. I speculate below about possible reasons for this.

In this latest report, the headline grabber has been Iran’s declaration to the IAEA of plans to install 18 cascades (some 3,000 machines) of the more advanced IR2m type. This has been greeted with alarm in some quarters and with condemnation by Western governments.

That was predictable but is not strictly rational. These machines are being installed at the Natanz plant, not the less vulnerable (to aerial attack) Fordow plant. They are to be used, Iran has declared, to enrich uranium to 3.5%, not 20%. They are being introduced in modest quantities (Western enrichment plants contain tens of thousands of machines). Could Iran be signalling that the West should not be alarmed: Iran has no intention of using these machines for the rapid “breakout” that is the stuff of Mr. Netanyahu’s nightmares?

Equally noteworthy are two other IAEA findings. Iran is still only using 4 out of a possible 16 cascades at Fordow to enrich uranium to 20%. And of the 47 kg of 20% U235 produced since November at Fordow and Natanz combined, some 60% has been transferred to Isfahan and converted from gaseous to metallic form.

One consequence of this is that only 167kg of the 280kg of 20% U235 produced since early 2010 is still available in gaseous form for enrichment to weapon-grade, were Iran to start re-configuring the Fordow cascades in order to “breakout”. And of this it seems likely (the IAEA report is silent) that fewer than 100kg are located at Fordow, assuming that at least a portion of the 130kg produced at Fordow has been transferred to Isfahan.

Could this be a signal that Iran has no intention of giving Mr. Netanyahu a pretext for another bout of war fever by approaching his “red line” of 240kg of 20% U235 hexafluoride ready for higher enrichment?

Anyway, it would have been nice if Western governments could have come up with a more clever reaction to the IR2m declaration than to don their global policeman’s caps and issue a stern reprimand to a sovereign counterpart. If they are really alarmed that after 17 years Iran is at last installing a more advanced design of centrifuge, why not make the few, simple policy adjustments that are needed to draw Iran into a serious negotiation?

The rational response to the introduction of more efficient centrifuge machines is to seek to increase the timeliness of the IAEA’s detection capabilities. This can be achieved by persuading Iran to re-apply the Additional Protocol. Western negotiators will find their Iranian counterparts open to persuasion provided Iranian concerns are also addressed.

After all, one does not need to be a genius to surmise that Iran’s cautious expansion of its nuclear program aims in part at bringing the West to the negotiating table — just as Western governments aim at “bringing Iran to the table” by piling on sanctions. This would be an amusing irony were the mutual incomprehension not potentially so dangerous.

It is expected that the six world powers negotiating group (the P5+1) will once again meet this month at various diplomatic levels with Iranian representatives to resolve fears that Iran could decide to divert its civilian nuclear program toward military use. Little has been agreed upon in past sessions and optimism for the next meeting is modest. The allied group’s most recent position has called for the ending of 20 percent uranium enrichment; the shipment abroad of 20 percent enriched uranium; the closure of Fordow, an underground enrichment center near Qom; and a halt to lower-grade enrichment. Iran has insisted that it has the right to enrich uranium under the Nuclear Non-Proliferation Treaty (NPT) for peaceful purposes and, in effect, that its concerns about sanctions must be addressed.

American press and government attention to Iran’s extensive nuclear program is concentrated on its potential diversion of nuclear material toward military purposes. Often ignored in public discussions about Iran’s nuclear ambitions is that its interest in nuclear power and related medicinal use spans over 40 years. In the 1980s, the Shah developed the thesis that petroleum should be used for dozens of potential products and not wasted on power production. At that time, he set a target of 20,000 megawatts (mg) of power by ten nuclear reactors to be designed and erected by engineering firms from the US, France and Germany. The Germans were the only country that got to the actual construction phase of Iran’s first power reactor in the city of Bushehr. The US and Iran had to reach agreement on a new treaty on the peaceful uses of nuclear energy before contracts could be signed and the long negotiations were held up by the Shah’s insistence that the treaty provide for Iran’s right to the entire nuclear process from enrichment to reprocessing. A compromise was reached and the agreement was initialed in the summer of 1978, but the revolution intervened before it could be submitted to the Senate for ratification.

In the 1977-78 period, the Shah also instructed his staff to calculate what resources, human and other, would be needed if at some point Iran decided to have a military nuclear program. The entire program was then set aside early in the revolutionary period by the Iranian government and Western governments withdrew their interests in cooperation, including Germany.

During the late 1980s or early 1990s, Iran’s new Islamic government directly or indirectly drew upon plans laid down by the monarchy and assessed its future power needs. Like the monarchy it had worked to overthrow, Iran’s current government opted for 20,000 mg of nuclear origin to be completed in the third decade of 2000. In this period, the Rafsanjani and Khatami governments, like the Shah before them, also apparently authorized research and experimentation for possible military uses. It is these activities that continue to concern the International Atomic Energy Agency (IAEA) and Western governments even though Iran has steadily denied engaging in nuclear activities that are geared toward military purposes. The American intelligence community has officially concluded that in fact, Iran halted suspicious actions in 2003 and no other state has asserted that it has convincing evidence to the contrary.

Now, more than 40 years after the first expression of interest in nuclear power, Iran has in operation only Bushehr, a 1,000 mg pressurized water reactor, that the Russians took over from the canceled German contract. Power reactors require the enrichment of large amounts of uranium ore to a level of 3.5% to 5%, or Low-enriched Uranium (LEU), and further separative work to a form appropriate for reactor fuel. Reactors like Bushehr require roughly 26 tonnes of LEU as yearly fuel and several times that for total start-up requirements. As part of the construction contract, the Russians have provided a total of 85 tonnes of LEU and have to maintain control of the irradiated fuel. Bushehr has the capacity to supply 2% of the country’s electricity needs.

Iranian authorities expect to complete the Arak heavy water plant in 2013-2014. The reactor will create 40 mg of power and 10-12 kilos of plutonium per year. Officials in Tehran have claimed that the plutonium will be used for research and medicinal isotopes. Outside observers are particularly concerned that at some point in the future the plutonium could be used to build at least two nuclear explosives yearly if the plutonium is separated form the fuel. North Korea, Israel, India, and Pakistan used plutonium for their nuclear bombs. As yet, however, Iran does not have the capability to separate the plutonium into explosive usable form.

The IAEA presently has inspection rights to over 20 facilities dedicated to various aspects of Iran’s extensive nuclear program including two enrichment facilities (Natanz and Fordow), a plant that separates uranium from ore in Isfahan, the research reactor in Tehran, and a number of research and development centers.

Iran announced last year that it hoped to sign contracts this year for construction of the Bushehr Two reactor and possibly one south of the city of Awaz at Darkhovin. The Bushehr Two reactor was at one time to be constructed by the French and planned to be a second heavy water type to produce 330 mg of power.

Iran has 5,303 kg of enriched uranium in storage — perhaps one fifth of the yearly fuel requirement for Bushehr, let alone its start-up needs. The uranium mines in Iran are not of high quality and at present importation, like the 450 tonnes from South Africa several decades ago, will be subject to UN and international sanctions. The head of Iran’s nuclear matters has expressed the ambition to have 48,000 centrifuges at Natanz, which, at full operational capacity, could provide the yearly fuel requirements for one reactor. Iran’s centrifuge plant as yet can not produce that number but could over time and will move to more efficiently designed centrifuges. The enrichment capabilities at Fordow could supplement Natanz. The Iranians created considerable controversy last year when over 200 kgs of uranium were enriched at Fordow to 20 percent allegedly to fuel the Tehran research reactor. Twenty percent enriched uranium can be increased to over 90 percent bomb level much more quickly than from low enrichment. A sizable portion of the uranium had also been put in a form for Tehran’s reactor.

Looking ahead, Iran has made considerable advances in its nuclear program and will continue its unyielding position that under the NPT it has every right to a civilian program that includes reactor fuel enrichment. The program, at least in the past decade, has had all the attributes of legitimate civilian uses. However, the future course will be even more difficult now than in the past. Iran has persevered successfully in developing a solid base despite the assassination of its nuclear scientists and the Stuxnet cyber attack against the computers that direct several programs. But economic sanctions will make the importing of reactor requirements, including dual-use items, nearly impossible. Continuing threats of cyber warfare and aerial bombings will also continue to hang over Iran’s planners.

The concern of the US, Israel and others is that Iran’s leaders, despite their insistence that all Iran’s actions are permitted under the NPT, could decide to “break out” and achieve weaponization within a brief period. If such a decision was made, it could take the track of highly enriched uranium ore, and, once Arak is working, by plutonium. However, any efforts in this direction would certainly be known soon after they were made and the US and Israel would have sufficient time to decide about military action or adopting a policy of containment. Iran’s nuclear activities in no way pose a current threat to the region or to the United States.
