It’s not unusual for evidence supposedly indicating an Iranian nuclear weapons program to be leaked to the press, but how credible is that evidence and how should the press be handling it? For example, late last year, the Associated Press reported on a graph, allegedly from Iran, that they said was indicative of Iranian nuclear weapons work. It was quickly revealed, however, that there were multiple errors in the graph, casting doubt on its credibility, authenticity and provenance. In that case, the Associated Press admitted the error promptly. More recently, a Washington Post headline declared, “Iran’s Bid to Buy Banned Magnets Stokes Fears about Major Expansion of Nuclear Capacity.” But according to nuclear physicist Yousaf Butt, the evidence for that claim may be thin at best.

During this interview with Prof. Butt, currently a research professor and scientist-in-residence at the Monterey Institute of International Studies, we discussed these issues and the Iranian nuclear standoff more generally.

Q: What do you make of recent claims that Iran may have ordered magnets for its centrifuge program?

Yousaf Butt:  The first thing to note is that there is no evidence of any actual magnets. The Washington Post story mentions “purchase orders” for some ceramic ring magnets but there are no “purchase orders”. The whole story is based upon a web-inquiry someone in Iran allegedly made for 100,000 ceramic ring magnets. So this is a simple mischaracterization. The evidence presented (Figures 3 and 4 in the source report) merely show a web inquiry, but we don’t know whether the supplier had any interest in discussing the question further. Such a web-inquiry is one step above a google-search. There is no mention of money, delivery dates or letters of credit, all of which would be part of a formal “purchase order”.

The other problem is in jumping to the conclusion that such magnets can only be used for centrifuges. This is a fault both in the source document as well as the news story. Such magnets have a host of other applications, for instance, in loudspeakers, DC motors, in the blower fan units of car radiators, military field telephones, etc. The article characterizes these magnets as “highly specialized” — they are not. They are common magnets. As I mention in my piece in The Bulletin of the Atomic Scientists, “Although magnets with an energy product of 3 MGO could be consistent with applications in suspension bearings of the older IR-1 centrifuges, they are also consistent with a host of other applications.”

The story is not necessarily completely wrong — it is simply based on very thin evidence (which it exaggerates) and it’s unbalanced because it does not mention the various possible uses of these very common magnets.

Q: If these magnets are so common why would Iran need to import them?

Yousaf Butt: Again, there is no evidence that Iran was importing or even trying to import such magnets — there is merely an alleged web-inquiry, possibly to check prices. In fact, Iran can and does make such magnets within the country. For example, the Taban Magnetic Materials Development Co. has a website where they advertise the fact that they “produce ceramic permanent magnet (hard ferrite)”.

Q: Let’s assume for a moment that this story is correct and Iran does intend to add 50,000 centrifuges — is that a violation of the Nuclear Non-Proliferation Treaty (NPT), to which Iran is a signatory?

Yousaf Butt: No, not at all. So long as enrichment is done under International Atomic Energy Agency (IAEA) safeguards, it is legal, regardless of the number or type of centrifuges. Enrichment does not equate to a bomb factory. The Russian foreign minister Sergey Lavrov has been quite explicit about this and Russia is one of the major P5+1 nations negotiating with Iran. Lavrov has made clear the distinction between what is legally required of Iran and what is being politically requested: “We were told by the IAEA that they (the Iranians) will install next generation centrifuges. However, (Iran) is doing everything in line with their commitments under the Safeguards Agreement. The IAEA has been notified, and the IAEA will be there and will supervise this, but I’d like to repeat that this is a legal aspect of the matter, while the political aspect is that we, along with the other Security Council members, have called on Iran to freeze enrichment operations during the negotiations.”

Q: What about the fear – expressed most strongly by Israel — that Iran may quickly accumulate the material needed for a bomb?

Yousaf Butt: Just last week, the US Director of National Intelligence came out with a brand new Worldwide Threat Assessment, which says quite explicitly: “we assess Iran could not divert safeguarded material and produce a weapon-worth of WGU [weapons grade uranium] before this activity is discovered.” As for Mr. Netanyahu’s red line on Iran: his track-record on predicting Iranian weaponization has been notoriously bad. As I point out in a recent piece for Reuters, in 1992 Mr. Netanyahu said Iran was three to five years from a bomb.

Q: But doesn’t Iran have a history of being less than forthright on nuclear issues?

Yousaf Butt: That’s a very subjective question, but there are often “feelings” and “concerns” voiced informally that Iran has been sneaky in the past, hence it cannot be trusted. Indeed, this may have been the case in the past, but one has to dig deeper into history to find out why. Among the very first things Iran did after the revolution in 1979 was stop its nuclear program because of opposition to nuclear power by its new leader, Ayatollah Ruhollah Khomeini. (Ironically, Iran’s nuclear program was kicked off in the 1950s with the full encouragement and support of the United States, under the auspices of Eisenhower’s Atoms for Peace program.) In 1982, Iran decided to resume work on the Bushehr reactors, partly because it was financially complex to just drop the project.

In 1983, Iran went to the IAEA in an overt, non-sneaky way, to solicit help in setting-up a research-level facility for uranium enrichment. The IAEA agreed and was very receptive to the idea, since helping member nations with such work is part of its duties. However, when US government officials caught wind of this, they intervened politically to stop the IAEA from helping Iran. This was documented by Mark Hibbs in an article for “Nuclear Fuel” which is excerpted here.: “…the U.S. government then ”directly intervened” to discourage the IAEA from assisting Iran in production of UO2 and UF6. ”We stopped that in its tracks,” said a former U.S. official.”

One can debate whether or not that was a smart move on the part of the US, but what is beyond question is that it constitutes politicization of the IAEA. So, indeed, Iran may have done some sneaky things in the past, but their hand has also, to some extent, been forced.

The IAEA is a technical agency and, in my view, it should steer clear of all politics. And this is not just my view, many people in the technical and legal arms control community feel this way. For example, Robert Kelley, who twice served with the IAEA as a director of the nuclear inspections in Iraq has said that “IAEA work to date, including the mischaracterization of satellite images of Parchin, is more consistent with an IAEA agenda to target Iran than of technical analysis.”

Unfortunately, a possible consequence of business as usual at the IAEA is the loss of faith in, and the subsequent collapse of, the non-proliferation regime. One way to start afresh would be to think about an “NPT 2.0” which would demand more of both Nuclear Weapon States as well as of non-Nuclear Weapons States, as I outlined in an article for Foreign Policy.

Ahead of the technical-level nuclear talks that will take place in Istanbul on March 18 and the top-level talks that will be held in early April, Farideh Farhi, an Independent Scholar at the University of Hawaii and Lobe Log contributor, offers context and insight into what can reasonably be expected in terms of results.

Q): Considering the cautious optimism that was expressed by the Iranians after the Almaty talks (February 26-27), is there a better chance for a breakthrough during the March/April meetings?

Farideh Farhi: It is too soon to think of breakthrough at this point. But the decision on the part of Iran’s negotiating team to portray the slight move on the part of the United States [to offer slight sanctions relief] as a turning point, has given the leadership in Tehran room to sell an initial confidence-building measure in the next couple of months as a “win-win situation,” something the Iranians have always claimed to be interested in. Having room to maneuver domestically, however, does not necessarily mean that it will happen. In the next couple of months we just have to wait and see the extent to which opponents of any kind of deal in both Tehran and Washington will be able to prevent the optimism that’s been expressed from turning into a process of give and take.

At this point, though, it is noteworthy that the first signs of opposition to what happened in Almaty occurred in Washington and not Tehran (see this Washington Post editorial.) In Iran, the questioning that has since emerged is about whether the positive portrayal of a US shift, for example by Foreign Minister Ali Akbar Salehi, is justified by an actual shift in Almaty, which some deem as not sufficient to warrant an agreement; at least not yet.

Q): CNN reported on March 2 that Iran was open to direct talks, but Iran has made similar statements before and you’ve pointed out that direct talks have already taken place back in October 2009. What happened during that meeting?

Farideh Farhi: I have written about what happened then here, but in short, during the October 2009 Geneva meeting, which occurred while Iran was in the midst of post-election turmoil, hopes were raised by the Saeed Jalili-led nuclear team, after he met with US negotiator William Burns, that a breakthrough had happened and the US had accepted Iran’s right to enrich uranium in exchange for the transfer of uranium out of Iran (later to be returned to Iran in the transformed form of fuel for the Tehran Research Reactor). But Iran’s tumultuous post-election environment, combined with a lack of transparency regarding the agreement’s details, led to opposition across the political spectrum. Rightly or wrongly, there was a sense in the public that the hard-line power leaders were making a behind-the-scenes-deal with outside powers in order to continue repression at home. Eventually the inability of both Jalili and President Mahmoud Ahmadinejad to convince others in Iran that the agreement included an explicit acceptance of Iran’s enrichment program led to Leader Ali Khamenei’s withdrawal of support for the agreement.

Q: Why do you think the administration is so focused on direct talks right now while Congress seems to be operating on a completely different beat, and what needs to happen for direct talks to happen again.

Farideh Farhi: The insistence on direct talks, I assume, is about receiving a signal from the Leader that he is interested in resolving the nuclear issue. The problem is that there is also a lack of trust on his side and he needs to be assured that the United States is interested in a process of give and take. He, along with quite a few others in Iran, need to be convinced that bilateral talks are not a trap intended to reignite the international consensus for the further squeezing of Iran, which the Obama Administration has been unable to sustain due to Russian and Chinese refusal to buy in at the United Nations.

In addition, many in Iran, rightly or wrongly, have come to believe that the US interest in direct talks is only about exacting concessions from Iran or serving its own interests without any attention to Iran’s needs and interests. Experiences such as Iran’s engagement with the US over Afghanistan in 2001, and the three rounds of talk over Iraq in 2006-07, have given the impression that there is no equivalency between what the US demands and what it’s willing to offer. In Iraq, for instance, the US wanted Iran’s help for the resolution of everyday security challenges that the US was facing without acknowledging that Iran also has interests in shaping the political direction of Iraq. There are other examples but the end result has always been Tehran’s increased caution regarding direct dealings with the US.

As of now, the two countries are still far from finding a common language to talk to each other with. Washington is still focused on the resolution of immediate issues of concern, be it Iran’s nuclear program or figuring out a way of getting Iran’s help — or at least reducing Iran’s incentive to create trouble — as it tries to untangle itself from Afghanistan. Tehran, on the other hand, is focused on longer-term strategic issues and the consolidation of its role in the region. For Tehran to enter into a direct conversation with the US, it has to be convinced that it will also get something tangible out of it.

Q: What needs to happen on both sides to increase the chances for progress during the March/April talks, and if you believe that nothing will happen on the Iranian side before the election, what needs to happen generally.

I fall into the category of people who think that something can happen before the election. The fact that the Iranians agreed to have technical talks so soon confirms my belief. The unambiguous signal from Tehran is that the nuclear issue is a systemic matter and will not be affected by the result of the election. Meanwhile, the decision by the United States to shift a bit before the election also signals to Iran’s leadership that it’s not betting on or hoping for the victory of any particular candidate in the election. If it’s sustained, this move, unlike the dynamics we saw during the 2009 election, will take the question of potential talks with the US out of the Iranian electoral equation because some form of them are already taking place.

What needs to happen in the next few months is a demonstration on the part of Tehran that it’s willing to suspend part of its enrichment program in exchange for the suspension of some sanctions on the part of the United States and Europe. Neither of these suspensions need to be consequential or major in terms of broader demands that both sides have on each other. But the acceptance of a mini-step as a first step is by itself a sign that a process — based on a more realistic understanding and expectation of what can be given and taken from both sides — has begun. If this happens — given the contentious dynamics in both countries and ferocious opposition by a number of regional players to any kind of talks between Iran and the United States — it’s a very big deal, even it it continues to occur within the P5+1 frame.

Speaking with Mitchell Plitnick, Rosen, co-chair of the Rabbinical Council of Jewish Voice for Peace, stressed that the views both in his book and in this interview are his own and do not represent his congregation. Excerpts follow.

Q: How has your personal view of Israel changed in the past four years?

A: I had seen the conflict as two peoples having two legitimate claims to the land of Israel-Palestine and the only way out of the morass is two states for two peoples. I had identified with Israel as a Jew; that was my narrative growing up. I have deep familial relationships there, visited Israel many times, and even considered moving there.

The shift in my views was a gradual thing, but the breaking point was Operation Cast Lead in 2008-2009 (this was the name Israel gave to its assault on the Gaza Strip at that time). I came to realise this was not a conflict between two equal parties but an essential injustice that began with the birth of the state of Israel and has continued since that time. It is a situation of one very powerful party bending the other to its will.

Once I spoke out about Israel’s outrages in Cast Lead, the dominoes really started to fall for me. As a congregational rabbi I was in a difficult place and people looked to me for guidance. About a year after that, I reassessed my relationship as a Jew to Israel, to the entire issue, not just Gaza, but about Zionism in general.

I become more involved in Palestine Solidarity work, reaching out to Palestinians, some of whom were friends and others who were activists in this area. So many of them reached out to me when I spoke out on Gaza, and I wanted to learn from them what their experience of this issue was.

Today, I know where I stand, very much a rabbi in the Jewish community, still serving my congregation, still motivated by Jewish values, but also someone who stands in solidarity with Palestinians in their struggle for human rights, equal rights and dignity in the land they either live in or seek to return to.

Q: Jewish Voice for Peace is one of the leading groups involved in targeted divestment from Israel’s occupation, a part of the Boycott/Divestment/Sanctions (BDS) movement that seeks to bring public economic and political pressure on Israel. How do you see the future of this movement?

A: I think the movement is growing by leaps and bounds, attracting more and more people. When the U.N. vote on Palestine’s non-member status hit, it drowned out another story I thought was actually more important: Stevie Wonder backed out of a fundraising concert for a U.S. group called the Friends of the Israel Defense Forces.

He is the latest celebrity to express his support for the Palestinian cause by cancelling such concerts following a long list of artists and entertainers who have cancelled shows in Israel. Whether they did it because of public pressure or because they believed it to be right, it shows the power of the boycott movement.

To create political change, leveraging people power is the best method; historically, this has consistently been the case. The fact that Israel reacts so harshly against it shows its potential. When Hillary Clinton says 3,000 new settlement units are “not helpful”, that doesn’t get Israel’s attention.

On the other hand, when Jewish Voice for Peace, Students for Justice in Palestine and a wide range of church groups succeed in getting a large holding company to divest from the occupation, that’s front page news in Israel. That is a sign that this has a great impact, when used in a smart and concerted way.

Contrary to the frequent accusations, BDS is not anti-Semitic. I think the argument that it unfairly singles out Israel from other human rights abusers is disingenuous… The question is not whether Israel is legitimate; it exists and is part of the international community. But if Israel acts in an illegitimate way, citizens around the world have the right and responsibility to leverage what power they can to get them to cease.

Q: Do you think the recent call by 15 mainstream Protestant leaders of many different denominations for an inquiry into whether U.S. aid to Israel is in compliance with existing U.S. law is a significant new development?

A: Yes. I think the most important thing is that the leaders are standing firm and are not backing down despite being excoriated and being called everything up to and including anti-Semites. That is important because up until now the covenant on religious relations has been that you can talk about anything BUT Israel, and this time they’ve broken with that.

They have until now been bullied by the Jewish establishment. This can usher in a new relationship where we can talk about anything, not only the things we have in common, but also these issues, like Israeli policy, where we don’t always agree. I’m proud that JVP stood behind the statement.

Jewish leaders said they would walk out of a planned interfaith summit, and demanded a separate summit to discuss these issues. I thought this was very damaging, this is not something resembling dialogue.

The Church leaders have issued a second statement saying they would be happy to meet with Jewish leaders about this, that we’re happy to talk, but we are not going back on what we said. This is very healthy; this is real dialogue, which occurs when you focus on the painful issues you don’t agree on.

It’s very important that Christians see that many Jews do stand with them when they make statements like this. The Jewish establishment does not represent the Jewish community. The Jewish community is much larger and more complex than these unaccountable representatives whose names most Jews don’t even know.
