News sites throughout the US — and Israel — are still displaying shock over the defeat of House Majority Leader Eric Cantor by a Tea Party challenger in Virginia’s June 11 primary. The GOP leader was widely expected to succeed John Boehner as Speaker of the House of Representatives within the next 3 years; hardly anyone predicted his loss to the political newcomer, Dave Brat. Cantor is the first Majority Leader since 1899 to fail renomination by his party.

Cantor’s defeat will have widespread repercussions for US domestic politics, epitomizing the growing fissure in the Republican party between mainstream center-right Republicans and the Tea Party. Cantor himself danced awkwardly between the two, blurring their boundary. But nothing in Cantor’s stated positions or House votes on social and economic issues distinguishes him from other conservative Republicans.

Cantor was the sole Jewish Republican in the House of Representatives during his 7 terms in office, putting him on the very short list of the Jewish members of Congress who have found a political home within the GOP. There are currently no other Republican Jews in the Senate, so Cantor’s departure from the House will mean that there won’t be a single Jewish Republican in either chamber of Congress. In the 113th Congress, 21 Democrats in the House and 11 in the Senate are Jewish, as is 1 Independent senator. This will be rather awkward for the Republican Jewish Coalition (RJC), which has not only been arguing for three decades that American Jews are abandoning their traditional loyalty to the Democratic party and increasingly identifying as Republican, but also that Jewish interests are better served by Republicans. Cantor was the RJC’s poster boy.

Indeed, here’s RJC Executive Director Matt Brooks statement on Cantor’s resounding defeat:

We are disappointed that our friend Eric Cantor lost his primary race tonight, but we are proud of his many, many accomplishments in Congress…Eric has been an important pro-Israel voice in the House and a leader on security issues, including Iran sanctions. We deeply appreciate his efforts to keep our country secure and to support our allies around the world.

Although support for pro-Israel and anti-Iran legislation has been overwhelmingly bipartisan, Cantor has played a unique role on the GOP side of the aisle. Alexander Burns of Politico points out:

…with Cantor’s defeat, there’s no longer a point man to help organize trips to Israel for junior GOP lawmakers, as Cantor routinely did. Jewish nonprofits and advocacy groups have no other natural person in leadership to look to for a sympathetic ear. No other Republican lawmaker can claim to have precisely the same relationship with gaming billionaire Sheldon Adelson, a primary benefactor of both the Republican Party and the Republican Jewish Coalition.

Cantor reportedly spent more than $5 million on his re-election campaign, while his opponent, an Economics professor at Randolph-Macon College, spent only $122,000. With big bucks backing him, Cantor seemed to have little to fear from a political novice supported by the Tea Party. “Brat’s campaign portrayed Cantor as a creature of Washington and an ally of special interests, particularly those representing the financial industry,” writes Jonathan Cohn of The New Republic. According to the Center for Responsive Politics, Cantor’s top three campaign contributors for the 2014 cycle were the Blackstone Group, Scoggin Capital Management, and Goldman Sachs.

The New Jersey based pro-Israel political action group NORPAC was also among the major contributors to Cantor’s campaign committee, though Cohn seems to have overlooked this. Ranking #9 on Cantor’s list of top donors, NORPAC had bundled $24,560 from pro-Cantor contributors in the 2014 election cycle, about $2000 less than Goldman Sachs’ $26,600.

AIPAC, the much larger and better known pro-Israel lobbying group, does not donate to candidates or bundle campaign contributions. But the campaign contributions of AIPAC’s presidents and individual activists can be documented, and they can serve as a bellwether of AIPAC’s organizational support. Until recently, AIPAC presidents personally contributed mostly to pro-Israel Democrats running in national elections, Jewish or not, and to the small number of Jewish Republicans then in the House and Senate. While AIPAC has tended to favor incumbents, it has also supported the challengers of candidates running for re-election whose positions were deemed insufficiently supportive of Israel. Since joining AIPAC ‘s Board roughly a decade ago, Michael Kassen has been extending his own campaign contributions to some of the most conservative Republican members of Congress — including Ed Royce, Virginia Foxx, and Ted Cruz — whose domestic policies are sharply at odds with those held by center-to-liberal Jewish Americans. Kassen became president of the organization in 2012 and AIPAC’s Chairman of the Board in 2014.

In a twist of irony, by contributing to the Tea Party’s increasing hold on Congress — as long as candidates’ stated support for Israel was loud and clear — pro-Israel donors like Kassen may have inadvertently contributed to a political climate conducive to the defeat of their single greatest success story, Eric Cantor.

A week after the now-notorious “Adelson Primary” at the Republican Jewish Coalition (RJC) convention in Las Vegas, the Washington Post ran the first of what it called a series of profiles of a “handful of wealthy donors” who are likely to give a ton of money — many tons, now that the Supreme Court has opened the floodgates of campaign cash in the McCutcheon v. FEC case — to political candidates in the current and 2016 election cycles. It chose hedge fund supremo Paul Singer as its first subject, a major GOP funder.

Actually, the Post ran two versions of the profile — one longer piece on its blog and a second, somewhat shorter piece printed in the newspaper. The blog post is more comprehensive. While it focuses primarily on Singer’s support — and substantial contributions to campaigns — for gay marriage around the country, it also mentions other causes that have benefited from his largesse, including his opposition to any form of financial regulation and Israel about which it notes only:

Like fellow Republican donor Sheldon Adelson, Singer is staunchly pro-Israel. He is on the board of the Republican Jewish Coalition, which held its spring meeting last weekend. He was a member of a large American delegation that went to celebrate Israel’s 60th anniversary in 2008.

The print version of the profile, in contrast, focused almost exclusively on Singer’s LGBT rights advocacy; indeed, neither the word “Israel,” nor the phrase “Republican Jewish Coalition,” nor the name “Sheldon Adelson” appear in the more than 1,000-word piece. The only hint in the article — which is likely to be more influential in forming opinions about Singer’s philanthropy within the Beltway than the blog post — that he has any interest in Israel at all is found in the last paragraph in which it is noted that Singer sits on the board of the “conservative” [!!??] Commentary magazine. But then you’d have to know that Commentary is a hard-line neoconservative journal obsessed with Israel to figure out that Singer takes an interest in matters Middle Eastern.

In a blog post published Monday by The Nation, LobeLog co-founder and contributor Eli Clifton (who now lives in New York and thus doesn’t have ready access to the Washington Post print edition) noted appropriately that the Post’s blog profile had skimped over Singer’s Israel-related philanthropy, notably his generosity to the Likudist Foundation for Defense of Democracies (FDD), to which he contributed $3.6 million between 2008 and 2011 and may have provided yet more since, albeit not through his family’s foundation. According to tax forms compiled by Eli, between 2009 and 2012, Singer also contributed about $2.3 million to the American Enterprise Institute which, of course, led the charge to war in Iraq and remains highly hawkish on Iran, although those contributions may have had as much or more to do with AEI’s laissez-faire economic theology as with its Israel advocacy. It’s safe to say that his current memberships on the board of both the RJC and Commentary – both staunchly Likudist in orientation — belie some substantial financial support, as does his previous service on the board of the Jewish Institute for National Security Affairs (JINSA) whose executive director, Mike Makovsky, yesterday co-authored an op-ed in the Wall Street Journal urging the Obama administration to transfer some B-52s and bunker-busting Massive Ordnance Penetrators to Israel ASAP for possible use against Iran. In the past, Singer’s family foundation has also contributed to Frank Gaffney’s Center for Security Policy and the Middle East Media Research Institute (MEMRI) — organizations which he may still be supporting, albeit not through his foundation, which is required by the IRS to publicly disclose its giving.

In other words, there is reason to believe that Singer’s Israel-related giving — it seems most, if not all of which, has been provided to hard-line neoconservative, even Islamophobic organizations — he told the New York Times in 2007 that “America finds itself at an early stage of a drawn-out existential struggle with radical strains of pan-national Islamists” — certainly rivals, if not exceeds, his entirely laudable campaign on behalf of gay rights.

One thing Eli left out of his Nation post was Singer’s role as kind of the ultimate “vulture capitalist.” As noted in this Right Web profile quoting Greg Palast:

Singer’s modus operandi is to find some forgotten tiny debt owed by a very poor nation. …He waits for the United States and European taxpayers to forgive the poor nations’ debts, then waits a bit longer for offers of food aid, medicine and investment loans. Then Singer pounces, legally grabbing at every resource and all the money going to the desperate country. Trade stops, funds freeze, and an entire economy is effectively held hostage. Singer then demands aid-giving nations to pay monstrous ransoms to let trade resume.

In one case he demanded $400 million from the Democratic Republic of Congo (DRC) for a debt he had acquired for less than $10 million; in another he secured $58 million from the Peruvian government in exchange for letting President Alberto Fujimori flee the country in a private plane Singer had seized against payment of the debt.

More recently, his efforts to capitalize on Argentina’s debt (see here and here for IPS’ coverage) — which was touched on very briefly by the Post’s blog profile — have included the creation of an organization, the American Task Force Argentina (ATFA), that has taken out full-page ads in Capitol Hill newspapers linking the government of President Cristina Fernandez de Kirchner to Iran and an alleged cover-up of the highly questionable Iranian role in the 1994 bombing of the Jewish community center in Buenos Aires, as well as the enlistment of FDD, AEI, and staunchly pro-Israel lawmakers, such as Sen. Mark Kirk and Rep. Ileana Ros-Lehtinen, who have benefited from his campaign contributions, in his cause. Singer’s case has been opposed by the World Bank, the International Monetary Fund, and a host of humanitarian and charitable organizations concerned that, if he succeeds at the U.S. Supreme Court, efforts to relieve poor countries of unsustainable debt may be set back by a more than a decade.

So, while Singer’s support for LGBT rights is certainly an interesting and newsworthy topic for the Post’s profile of this major Republican donor — after all, it is a kind of man-bites-dog story — it seems pretty irresponsible to completely ignore, as the Post did in its print version, these other dimensions of Singer’s political philanthropy, particularly given the chronological proximity to the “Adelson Primary.”

The absurdity of political campaigns in the United States added another chapter recently when New Jersey governor Chris Christie made the “Republican hajj” to Las Vegas. Ostensibly, he was going to speak to the Republican Jewish Coalition (RJC), but the real pilgrimage was to grovel at the feet of billionaire casino mogul Sheldon Adelson in the hope of getting the kind of fat contribution that Mitt Romney and Newt Gingrich received in 2012.

During his RJC speech, Christie made the grave mistake of using a clear fact that was unacceptable to the RJC and even more so to Adelson. He called the West Bank “the Occupied Territories.” The audience’s gasps were heard nationwide. Christie was forced to ramp his groveling up to supersonic levels when he apologized to Adelson for this nearly unforgivable blunder.

Such is the role of truth when it comes to Israel in the bizarre world of Republican pro-Israel politics. And it’s not just confined to the GOP. The Democrats have also dodged this very simple fact, and it has created a political climate where the US media also rarely refers to the occupied territories as “Occupied Territories.” The politically correct term for moderates is “disputed territories.” On the right, it’s the biblical designation, “Judea and Samaria.” Nowhere else but in the United States, not even in Israel, is it controversial to call the West Bank “occupied territory.”

Christie’s apparent gaffe was surprising since you’d think the governor of New Jersey, home to a whole slew of right-wing Jewish political donors, would know better, and this speaks ill of his ability to win the GOP nod in 2016. But it’s undeniable that he stated a blatant and indisputable fact. How accurate and accepted is the term, “Occupied Territories?” Let’s look at a few examples.

  • The International Court of Justice, in its 2004 advisory opinion on the illegality of Israel’s “security barrier,” refers specifically to the “Occupied Palestinian Territory” and even further, specifically rules that the entire West Bank is under military occupation and subject to the laws regarding such a state of affairs.
  • United Nations Security Council Resolution 242 calls for “…Withdrawal of Israel armed forces from territories occupied in the recent conflict…” (emphasis added).

It’s clear that the international system is unambiguous about the status of the West Bank. But one would not expect that to mean much to the RJC or Adelson. So what about Israel? While the official Israeli stance has long been that the areas are disputed, not occupied, even the Israeli government can’t always avoid reality.

  • The Israeli High Court of Justice has consistently ruled that the West Bank is not legally part of Israel and that the laws of belligerent occupation apply there.
  • Former Israeli Prime Minister Ariel Sharon put it bluntly in 2003: “To keep 3.5 million Palestinians under occupation–you can dislike the word, but what is happening is occupation–is in my view bad for Israel, for the Palestinians and for Israel’s economy.”

But you know, those Israelis, they feel all that international pressure. So what about some US sources that the RJC might consider reliable?

  • In this video clip (about six minutes in), you can see former President George W. Bush, that noted anti-Israel liberal, saying that “Israel must stop settlement activities in the occupied territories…”
  • Since 1981, when Ronald Reagan stated that Israeli settlement expansion is not illegal, the occupation has had a politically ambiguous position in US politics. Nonetheless, a 1978 determination by the State Department’s legal adviser was accepted by the Carter administration and has never been refuted. That determination clearly calls the Territories “occupied” and renders settlements illegal.

The idea that an apology is warranted for calling the West Bank occupied is no more rational than demanding an apology for calling the sky blue or saying that Israel exists to the south of Lebanon. But Christie made it pretty clear why it happens in another piece of his RJC address. He said that Israelis “want America to be their unblinking, unwavering, unquestioning friend.” Implicit in that is criticism of President Barack Obama’s temerity in questioning any Israeli policy.

Sure, that’s not a whole lot different than the repeated statements that Obama and Vice President Joe Biden have made in referring to the “unshakeable relationship” between Israel and the United States and the “zero daylight” that they falsely claim exists between US and Israeli goals. But “unquestioning?” Most parents don’t want that kind of devotion from their children, most spouses don’t expect it from their partner, and only an idiot would consider offering it to anyone.

We are all responsible for our own decisions, and as such, we should always reserve the right to question another’s. Most of us would accept that as a universal truth. The only exception most usually make is between themselves and their deity, which, apparently, is the relationship the RJC and Sheldon Adelson believe the United States should have with Israel.

It’s been a difficult annual policy conference for the American Israel Public Affairs Committee (AIPAC) and its hopes of getting Congress to set the toughest possible conditions on any final nuclear agreement between Iran and the P5+1 (the U.S., Britain, France, China, and Russia plus Germany). As readers of this blog know, AIPAC entered the conference, which ran from Sunday through Tuesday, in a rather parlous state as a result of its worst foreign policy setback in a generation; specifically, its failure to muster nearly enough Democrats to gain a veto proof-majority in favor of the Kirk-Menendez sanctions bill that Obama had threatened to veto. Attacked by hard-line neoconservative groups on the right, notably the Emergency Committee for Israel (ECI) and the Republican Jewish Coalition (RJC) for sacrificing its devotion to Bibi Netanyahu’s jihad against Iran in the interests of bipartisanship — namely, not unduly alienating Democrats in Congress and thus bolstering J Street — the nation’s most powerful foreign policy lobby found itself in a seemingly dazed and unfamiliar defensive crouch, lacking until the very last moment a coherent lobbying agenda for the 14,000 attendees signed up for the proceedings.

That was bad enough. But the Russian takeover of Crimea made things worse. The event dominated the news throughout the conference, making it virtually impossible for AIPAC to break through the blanket TV news coverage of the Ukrainian crisis. Even Netanyahu’s belligerent remarks delivered to the conferees Tuesday morning, designed to psyche them up for their subsequent shleps up to Capitol Hill, were relegated to the inside pages of major national newspapers.

Even the weather refused to cooperate. The snowfall that blanketed the area Sunday night and Monday morning effectively shut down the government and downtown, closing Congressional offices, making it highly inconvenient — and, in many cases, impossible — for the usual overwhelming majority of members of Congress, who customarily make cameo appearances at the conference to ensure their good standing, to get to the convention center, and generally cast a wintry pall over the three-day proceedings.

(And then, as if to add insult to injury, on Tuesday, the same day that Israeli Prime Minister Bibi Netanyahu keynoted the conference, The Hill newspaper, which basically ignored the proceedings throughout, featured a flattering full-page profile of Jeremy Ben-Ami, while the even more influential Politico published an op-ed entitled “Why AIPAC Needs to Get With the Peace Program” by the J Street founder and president. Ouch!)

Ultimately, aside from Netanyahu’s belligerence (a embarrassingly amount of which was directed against the Boycott, Divestment, and Sanctions (BDS) movement), what did AIPAC get on the Iran front? Although the smoke has not yet completely cleared on that question, it seems they got some form of its Plan C (after losing on Plan A — the Kirk-Menendez bill — and never getting any lift from Plan B, a non-binding resolution laying out impossible conditions for a final agreement) — a Congressional letter that the group helped to draft.

There are now, however, two such letters that are being circulated in Congress for signature — one hard-line version supposedly co-written by Sens. Lindsey Graham and Robert Menendez that clearly AIPAC and Netanyahu would prefer; the second, a softer one co-authored by House Majority Leader Eric Cantor and Minority Whip Steny Hoyer. The question is, which version (both have been cleared by AIPAC) will get the most support on Capitol Hill?

As I’ve pointed out, both versions are ambiguous on key points, notably on the critical issue of whether Iran will be permitted — at least by Congress as a condition for lifting sanctions as part of any final agreement between the P5+1 — to maintain a limited uranium enrichment program on its own soil. The best analysis of the difference in both letters and the context in which they have been drafted and presented was provided yesterday in a statement by the National Iranian American Council’s (NIAC) policy director (and fellow-Seattle native), Jamal Abdi. Here it is:

…NIAC has serious concerns with the language in the Senate letter regarding demands for a final deal. NIAC outlined its position on what principles should guide Congressional action regarding U.S.-Iran diplomatic efforts in a recent letter to Congressional leadership that was signed by forty organizations. That letter urged that Congress uphold the JPOA [Joint Plan of Action agreed between the P5+1 and Iran last Nov 24], not issue demands on negotiations that contradict the interim terms or the terms outlined for a final deal in JPOA, and that Congress work with the Administration regarding the need to eventually lift sanctions.The House letter meets those standards. NIAC has minor concerns with the House letter, but will not oppose it and commends the efforts of those in the House who succeeded in securing a more balanced letter.

Unfortunately, the Senate letter does not meet those standards and NIAC therefore opposes the Senate letter.

The Senate letter uses new language to offer old ultimatums that will complicate ongoing negotiations, box-in U.S. negotiators, signal that the U.S. would violate the terms outlined in the JPOA, and serve as an invitation to hardliners in Iran to issue similar escalatory demands that will narrow options for compromise. Sections of the letter will be construed to rule out any final deal in which Iran retains a civilian enrichment program, in contradiction of the Joint Plan of Action. This, in combination with demands regarding dismantlement of infrastructure and facilities, and requiring the deal to have regional implications beyond its scope, can only interfere with the work of U.S. diplomats to resolve key concerns at the negotiating table.

NIAC urges that the Administration and Congress coordinate closely regarding ongoing negotiations and work towards the shared goal of preventing a nuclear-armed Iran and averting a disastrous war. NIAC urges that members of the Senate abstain from signing onto the Menendez-Graham letter and instead consider language that supports the ongoing negotiations towards a final deal instead of adding unnecessary complications.

Thus, in NIAC’s opinion, the House letter is preferable for understandable reasons, although the group doesn’t support it.

Now, the latest interesting development is that Senate Armed Services Committee Chair Carl Levin, who was among the first of the senior Democrats to speak out against the Kirk-Menendez bill, has endorsed the House (Cantor-Hoyer, or C-H) letter and proposed it as a substitute in the Senate for the (Menendez-Graham, or M-G) letter. My understanding is that Levin believes that, despite its ambiguity, the House letter gives the administration the room it needs to negotiate a final agreement that would presumably permit some limited enrichment. If, as expected, other Senate Democrats, such as Banking Committee Chair Tim Johnson and Intelligence Committee Chair Dianne Feinstein, follow suit, the chances are pretty good that he can get the backing of the majority caucus (although bringing around the 16 Democrats who co-sponsored the Kirk-Menendez bill will be a challenge). And, with Cantor as the chief Republican sponsor of the C-H letter, it’s almost certain that a majority of the House will sign onto that. Especially because, like the tougher M-G letter, the C-H letter has also been blessed by AIPAC.

Thus, as recently three weeks ago, AIPAC was still lobbying hard in the Senate for the Kirk-Menendez sanctions bill, which was clearly designed by its drafters to sabotage the JPOA. When it failed to win at that, it tried briefly to get a resolution that would have set out conditions — known to be unacceptable to Tehran — that a final deal with Iran would have to incorporate, but the Democratic caucus would not go along. Twice rejected, it has been forced to settle for a letter and could very well wind up with the weakest one currently on the table. (See update below)

Moreover, the difference between Netanyahu’s maximalist position — no uranium enrichment, no centrifuges, no nothing — and the House letter endorsed by AIPAC is quite large, and Bibi must be rather upset by the gap. Indeed, his strongest supporters here are very upset.

Now, it bears mentioning that the White House, fearful of their effect on the negotiations and feeling perhaps a bit triumphant after frustrating AIPAC so badly over the last couple of months, opposes both letters, which could prove problematic if and when a final agreement with Iran is reached. While Obama can use his executive authority to ease or waive many sanctions, some sanctions can only be lifted by an act of Congress. Moreover, if Obama relies on his waiver authority, there’s no guarantee that his successor, who could even be a Republican, will continue waiving. As the NIAC statement warns “It is critical that Congress work with the Administration to ensure necessary authorizations are in place to enable nuclear-related sanctions to be lifted, as outlined by the JPOA. Those authorizations do not currently exist.” Thus, the administration’s opposition to Congress expressing its views on the subject could have the perverse effect of alienating key lawmakers whose support will eventually be required to fully implement a final agreement — a point made in an ironic tweet (“Pro-Israel and Pro-Iran Lobbies Agree: Iran Cannot Lift Sanctions Without Congress”) by the Foundation for the Defense of Democracies’ (FDD) Mark Dubowitz, who has long favored waging “economic warfare” against Tehran.

UPDATE: In the battle of the two letters on the Senate side, I understand that the Menendez-Graham version has currently fetched more signatures by a margin of 34-11. The 34 on the M-G side consist of 25 Republicans and 9 Democrats, while the 11 signatories to the Levin (or Cantor-Hoyer) substitute are all Democrats. Two Democrats who did not co-sponsor the Kirk-Menendez bill have signed both letters. I’ve been told that AIPAC is now actively lobbying against the Cantor-Hoyer version, despite the fact that it cleared the letter before the co-authors circulated it. If you have a preference, you should probably call your senator’s office.

The JTA is reporting a move by more than 90 House members to invite Prime Minister Bibi Netanyahu to once again address a Joint Session of Congress when he comes to keynote AIPAC’s annual policy conference March 2-4. You’ll remember, of course, the last time this happened — in 2011 — when our lawmakers thoroughly embarrassed themselves by bouncing up and down in their seats with 29 standing ovations — far more than what Obama has ever gotten from the same audience — for the Israeli leader’s 50-minute address, or an average of more than once every two minutes. (A great version of the performance, with musical accompaniment, was featured on the Israeli on-line journal, +972 Magazine, and can be seen here.)

Thus far, according to the JTA report, 79 Republicans and only 17 Democrats have signed on to the letter that is being sent to the House leadership requesting the invitation at the apparent instigation of its two main sponsors, Reps. Doug Lamborn (R-Colo.) and Brad Sherman (D-Calif.) The fact that the signatories are overwhelmingly Republican naturally recalls what happened with the Kirk-Menendez bill when its primary sponsors, Mark Kirk and Robert Menendez, succeeded in rounding up only 16 of 55 Democratic senators once the administration, backed up by 10 Democratic committee chairs, made clear its opposition to the bill. Indeed, the increasingly partisan nature of Israel-related issues must be causing heartburn at AIPAC’s headquarters, which pulled the plug on Kirk-Menendez once it became clear that it could not get more Democrats to co-sponsor the bill. Now, it may be that Lamborn and Sherman can obtain many more Democratic signatories, but thus far this looks like a Republican initiative designed to embarrass and undercut the administration. Coming so soon after the Kirk-Menendez debacle, it seems doubtful that AIPAC is behind this. The question then becomes, besides Lamborn and Sherman, who is? Is it those groups, like the Emergency Committee for Israel (ECI) or the Republican Jewish Coalition (RJC) that publicly criticized AIPAC for making, in ECI’s words, “a fetish of bipartisanship?” Was Bibi’s new ambassador, Florida-raised Ron Dermer, involved? Did Bibi himself know? If so, and if so few Democrats were willing to sign, it would be highly embarrassing, not to say politically risky.

If Netanyahu were to appear before a Joint Session, it would be his third time, tying Winston Churchill for the record. (In addition to his appearance in 2011, Netanyahu also was given that honor when he last served as Prime Minister in 1996.) Of course, Churchill is regarded as a hero by Bibi, as he is by other neoconservatives (who extol Churchill’s imperialist and racist worldview, as well as his role in defeating Nazism), so he would no doubt be sorely tempted by an invitation, even at the risk of further alienating (if that were possible) the President of the United States. It’s worth noting that the Prime Minister of the United Kingdom has addressed a joint session of Congress eight times since 1941, while the Presidents and/or Prime Ministers of Israel, France, Mexico and Ireland are tied in second place at seven a piece. But Israeli leaders have appeared more frequently than those of any other country since Yitzhak Rabin became the first in 1976.

Lamborn represents the Colorado Springs area in Congress and clearly stands on the far right of the party. His Wikipedia entry appears not to have been written by admirers, and, aside from his alleged opposition to regulating dog-fighting, one thing that stands out in his profile given the current circumstances is his deliberate boycott of Obama’s 2012 State of the Union address to, in the words of his spokesperson, “send a clear message that he does not support the politics of Barck Obama, that they have hurt our country.” Here is his press release about his new initiative:

Nearly one hundred Members of Congress have signed a letter circulating in the US House of Representatives urging the House Leadership to invite Israeli Prime Minister Benjamin Netanyahu to address a Joint Session of Congress during his upcoming visit to Washington.

The bi-partisan letter, which was spearheaded by Congressman Doug Lamborn (R-CO) and Congressman Brad Sherman (D-CA) and is addressed to Speaker John Boehner and Minority Leader Nancy Pelosi, cites the importance of inviting the leader of “our closest ally in the Middle East” to speak to Congress at a time of widespread instability and turmoil in the region.

“Given the importance of our relationship with Israel we ask you to invite Prime Minister Netanyahu to address a Joint Session of Congress.  Doing so would send a clear message of support for Israel,” the letter reads.

“The strong support we have received for this initiative shows our close relationship with the State of Israel which is based on deeply shared values, as well as moral, historical and security ties,” said Congressman Doug Lamborn (CO-05).

In a remarkable demonstration of the the increasingly vulnerable state into which AIPAC appears to have thrown itself, the Israel lobby’s premier group released a new statement this afternoon clarifying that it still supports the Kirk-Menendez “Wag the Dog” Act less than 24 hours after announcing that it no longer supported an immediate vote on the legislation.

The statement came as two hard-line neoconservative (and Republican) groups — Bill Kristol’s Emergency Committee for Israel (ECI) and the Republican Jewish Coalition — implicitly denounced AIPAC for its retreat. The latest AIPAC statement, issued in the name of its president, Michael Kassen, suggests that it is being whipsawed between its Republican neoconservative supporters, who are used to getting their way in the organization, and its desire to remain in the good graces of key Democrats who have been increasingly alienated and angered by the degree to which Republicans are aggressively seeking to make Iran (and Israel) a partisan issue.

One very interesting question raised by the latest developments is whether AIPAC sought Bibi Netanyahu’s blessing before its statement yesterday opposing immediate action on the Kirk-Menendez bill. That AIPAC should feel compelled to make such a public statement just three weeks before its annual policy conference here will likely add to the impression among its members — 14,000 of whom are supposed to attend — that the group was not only defeated — at least for now — in its biggest legislative fight against a president of the past two decades, but that it also suffers from an indecisive and uncertain leadership typical of large organizations that have grown overconfident in their power when suddenly confronted with a major setback.

Here’s AIPAC’s latest:

I am writing today to correct some mischaracterizations in the press regarding our position on the Senate Iran bill. Some have suggested that by not calling for an immediate vote on the legislation, we have abandoned our support for the bill. Nothing could be further from the truth.

In fact, we remain strongly committed to the passage of the Nuclear Weapon Free Iran Act. This legislation is one important part of a broad strategy that we have pursued over many years to prevent Iran from acquiring a nuclear weapons capability. As negotiations for a final agreement with Iran begin, we must—and will—continue our efforts on every front to ensure that any deal with Iran guarantees the dismantlement of its nuclear infrastructure and blocks its path to a bomb.

Yesterday, Senator Menendez—who along with Senator Kirk is the lead sponsor of the legislation—delivered a forceful speech on the Senate floor, in which he outlined what such a deal must include. In response, we issued a statement applauding Chairman Menendez’s leadership. We strongly support his assessment of the threat, his commitment to the critical role Congress must play, and his path to passage of the legislation, which includes building broad bipartisan support.

I want to thank you for your hard work thus far in earning the support of 59 senators for the Menendez-Kirk bill. We still have much work to do over the coming months. It will be a long struggle, but one that we are committed to fighting.

We will continue to work closely with friends on both sides of the aisle, in both the House and Senate, to ensure that everything is done to prevent a nuclear weapons-capable Iran.

Now, I personally didn’t see any press reports that asserted that AIPAC was withdrawing its support for the bill; only that it had withdrawn its support for an immediate vote on it. So what provoked this “correct[ion]?” I assume it was the remarkably hasty way in which AIPAC beat its retreat — less than two hours after Sen. Menendez delivered his floor speech in which he rued the attempt by his Republican colleagues to use the bill as a bludgeon against Democrats even as he himself stood it. While I had assumed that Menendez and AIPAC had choreographed the sequence of statements in advance — after all, Menendez was the Senate’s biggest beneficiary of pro-Israel PACS associated with AIPAC in 2012 — AIPAC’s announcement appeared to leave a number of its critical allies, such as The Israel Project (TIP), United Against a Nuclear Iran (UANI), and not least the American Jewish Committee (AJC) and the Anti-Defamation League (ADL) — all of which have lobbied for immediate passage of the bill, hanging out there with a position that it had abandoned — hanging out to dry. (Remarkably, TIP’s “Daily Tip” — its news digest — completely ignored Menendez’s speech and AIPAC’s statement.)

But while those groups maintained silence Friday, ECI and RJC came out swinging, suggesting that AIPAC’s concerns about maintaining its bipartisan appeal were foolish. Here’s ECI’s statement “on the withdrawal of Democratic support for a vote on the Senate Iran sanctions bill,” issued in the name of Kristol himself:

We commend 42 [Republican] Senators for their strong letter demanding a vote on S. 1881, the bipartisan Nuclear Weapon Free Iran Act, which has been cosponsored by more than half of the Senate. The bill is simple and reasonable. It would reimpose existing sanctions suspended under the interim agreement if Iran cheats; it would ensure that a final agreement requires Iran to dismantle its illicit nuclear infrastructure; and it promises to impose additional economic sanctions in the future should Iran fail to agree to a final deal that dismantles its nuclear infrastructure.

As the Senators put it in their letter to the Majority Leader, ‘Now we have come to a crossroads. Will the Senate allow Iran to keep its illicit nuclear infrastructure in place, rebuild its teetering economy and ultimately develop nuclear weapons at some point in the future?’

The answer to this question must be no. The Senate should act now to deliver that answer. It would be nice if there were universal bipartisan support for acting now to stop a nuclear Iran. But there apparently is not. And it would be terrible if history’s judgment on the pro-Israel community was that it made a fetish of bipartisanship — and got a nuclear Iran. [Emphasis added.]

And here’s what the RJC, speaking through the voice of its Congressional Affairs Director, Noah Silverman, put out:

As you know, the RJC has been the most consistent voice urging Congress to enact strong new legislation that will maximize pressure on Iran’s rogue regime to end its pursuit of nuclear weapons capability.

When Senator Kirk and Senator Menendez introduced their bipartisan bill to lock in new, crippling sanctions on Iran if the regime failed to follow through on its obligations under the Geneva accord, we launched an all-out effort to win support from Republican Senators.

Within days – thanks in large part to our efforts – 95 percent of the Senate Republicans had signed on as cosponsors of the Kirk/Menendez bill. Considering that the bill (S. 1881) has numerous Democrat cosponsors, and Senate Majority Leader Harry Reid had pledged to permit Senate action soon when he delayed a vote on sanctions last year, success seemed within reach.

What happened next should trouble every pro-Israel American deeply. The Obama administration unleashed an unprecedented campaign to portray Kirk, Menendez and their backers as ‘warmongers.’

And they enlisted Democratic members of non-partisan pro-Israel organizations to work from within to undermine the push for Kirk-Menendez.

The Obama White House’s tactics have been disgraceful. But they’ve clearly had an effect. Democratic Kirk-Menendez cosponsors endorsed delaying a vote on the legislation they ostensibly support. Liberal news outlets attacked Republicans as ‘partisan’ for demanding a vote on bipartisan legislation.

And now the most prominent organization in the coalition of activist groups supporting Kirk-Menendez – the American Israel Public Affairs Committee – has reversed itself and is calling for Senate action on Kirk-Menendez to be delayed.

We still believe this legislation is urgently needed if there is to be any hope of convincing the Iranians to alter their course. And the good news is that Senate Republicans overwhelmingly understand this. Earlier this week, 42 GOP Senators sent Harry Reid a letter making it clear that Republicans who support Kirk-Menendez are determined to get a vote.

Now more than ever, Republican leaders in Congress will need our help. We want to thank you for everything you’ve already done – and to assure you that, no matter what others do, we are not going to give up on this effort. The stakes for our national security and for the survival of Israel are just too high.[Emphasis in the original.]

So now we have two hardline neoconservative Republican groups attacking AIPAC, albeit not by name, for mak(ing) a “fetish of bipartisanship,” as Kristol put it. And we no doubt have Democrats, like Rep. Debbie Wasserman-Schultz, who can’t be happy with the organization due to the kinds of pressure it exerted on them to oppose their own president and the fact that AIPAC had effectively aligned itself with the Congressional Republican leadership for so long. Nor can groups like TIP or UANI or the AJC be happy with AIPAC’s probable failure to consult with them before staking out its latest position. And then there’s the fact that AIPAC, which, as this blog has noted before, prefers to act behind the scenes, had not only been forced into the limelight as a result of its advocacy for the Kirk-Menendez bill, but has, through its back-to-back public statements, moved itself to center stage, even as it finds itself buffeted by both right and left. This can’t be a comfortable place for it to find itself. Indeed, it suggests not only weakness on the part of its leadership, but also the possibility of serious internal conflict.

There’s still the question of what motivated it to change its position so publicly and so ineptly? Was it the fact that the Clintons came out for delaying a vote? After all, it’s one thing to alienate Obama, who will only be around for another three years and may face a Republican majority in both houses of Congress less than a year from now; it’s another to embarrass Hillary who, it may think, has a virtual lock on the nomination with no Republican in sight who can beat her. Or was it that letter signed by the 42 Republicans, thus transforming the bill into a more clearly partisan issue, provoking Menendez, a generally very loyal Democrat (except on Cuba), to change his position, that persuaded AIPAC’s leadership that they had to move if they were going to retain any claim to bipartisanship (in which case Kirk, who appears to have organized the letter, made a very, very serious mistake)? Or did Netanyahu, whose national security establishment appears increasingly reconciled to and comfortable with the possibility of a limited Iranian nuclear program, come to a similar realization? Or did the White House say it wasn’t going to send any Cabinet-level official to the AIPAC conference March 2-4 unless it backed off the bill, as Peter Beinart suggested  in Haaretz last week? Or all of the above?

What Sen. John McCain referred to as the “wacko-bird” faction of the Republican Party is seeking co-sponsors for a new resolution that would forbid the Obama administration from engaging in any bilateral talks with Iran unless Tehran fulfills two conditions. We obtained a letter by a member of Sen. Ted Cruz’s staff and a copy of the draft resolution (which you can find below) sent out to presumably sympathetic legislative directors today. Perhaps the intention here is to make the Kirk-Menendez Iran Nuclear Weapon Free Act of 2013, aka the Wag the Dog Act, look vaguely reasonable although its aim may be more related to Cruz’s cultivation of the Republican Jewish Coalition and its big donors. Whatever the case, it amounts to yet another effort to derail any possibility of detente between Washington and Tehran.

Whereas, on September 27, 2013, the President of Iran, Hassan Rouhani, and President Barack Obama engaged in the first direct contact between Iranian and United States leaders since 1979;

Whereas the Government of Iran has yet to take any practical steps towards halting Iran’s nuclear programs and remains a committed state-sponsor of terrorist groups that have been responsible for American deaths in Lebanon, Saudi Arabia, Iraq, and Afghanistan;

Whereas, since the election of President Rouhani, the persecution by the Government of Iran of religious minorities, notably Christians, has increased not decreased;

Whereas United States citizens remain imprisoned in Iran, including Pastor Saeed Abedini, Amir Hekmati, and Robert Levinson;

Whereas President Rouhani has called Israel the ‘‘Zionist state’’ that has been ‘‘a wound that has sat on the body of the Muslim world for years and needs to be removed’’, and Iran’s Supreme Leader Ayatollah Khamenei has called Israel a ‘‘rabid dog’’ facing ‘‘annihilation’’;

A viral video calling on world leaders to a “set the red line” to prevent Iran from acquiring a nuclear weapon has garnered over 1.3 million YouTube views thanks to a savvy social media campaign on Facebook and Twitter.

It’s been promoted by conservative bloggers and Washington-based organizations like the Republican Jewish Coalition and The Israel Project. But the 15-minute-long film is leading some experts to question the filmmaker’s message.

The video is part of an “independent, not-for-profit project designed to harness the global voice of humanity for the purpose of a peaceful solution to prevent a nuclear Iran,” say the film’s two principals, Banafsheh Zand and Shraga Simmons, on their website, settheredline.com.

Zand, who narrates the film, was born in Iran and fled the country during the Iranian revolution in 1979.

Her father, Iranian journalist Siamak Pourzand, committed suicide in 2011 after having been imprisoned since 2001 for writing articles critical of Iran’s political leaders.

Set The Red Line’s narration offers a list of reasons why Iran’s alleged nuclear weapons program must be stopped, including that “Iranian leaders are on a messianic warpath with the ultimate goal of hastening the Mahdi, the messianic Twelfth Imam, to usher in an era of global Islamic domination.”

“Iran has a plan to take over the world, and they view the United States as the ‘Great Satan,’ which must be destroyed,” Zand warns in the film.

“The Iranian regime will push war because that is [their] mandate and they’ve said it everyday and if westerners think that that regime can be deterred … then they will be in for a surprise because that regime has no intention of giving up its nukes,” Zand told The American Independent in an email.

The film endorses ongoing diplomatic efforts to find a peaceful solution to tensions over Iran’s nuclear program but urges viewers to support a “backup solution” should diplomacy fail.

“We must continue and even intensify the various diplomatic methods that world leaders have worked so hard to implement. But the reality is that Iran’s nuclear clock is ticking faster than the diplomatic clock,” says Zand in the film. “So we need an effective and reliable backup solution. It’s called the Red Line.”

Viewers are urged to participate in a social media campaign to push world leaders to lay down the “red line,” defined in the film as “world leaders make a pronouncement outlining a clear and unambiguous set of criteria that will serve as fair warning to Iran that crossing this line will trigger a devastating military response.”

“Pragmatically, the red line puts us in a much better position of going up against a non-nuclear Iran than having to face the certainty of war against a genocidal and nuclear Iran,” says Zand later in the film.

“The red line is specifically and only for the purpose of getting world leaders to pressure the Iranian regime to give up their nuclear weapons. I do not support any external military action on Iran,” Zand told TAI.

“Why would anyone attack a country whose people loath it?” Zand asked TAI. “Why would anyone attack a country with suicide bombers deployed around the world?”

“The Khomeinist regime totally intends to kill Westerners, Israelis, Palestinians and Arabs because they believe that they (the Shia Twelvers) are the ‘anointed’ ones and … they believe that it is the duty of all Muslims to die in the name of the Islamic pole that the Khomeinists have decided to head,” said Zand to TAI. “[T]hat regime openly says that it is Muslim duty to die, as collateral damage and that Sunnis have no say in the matter.”

Simmons told TAI that “military action should only be a last resort, when sanctions, diplomatic isolation and negotiations have failed to stop the regime.”

In interviews with TAI, experts questioned the approach outlined in the film.

“The video is conveniently vague so we never know to whom we’ll leave it to draw this red line. The US? Israel? The United Nations Security Council?” said Iran expert and author Barbara Slavin.  “All we’re told is that it has to happen before Iran develops nuclear weapons. If Iran crosses this line it triggers a devastating response, say the filmmakers. This sounds more like an argument for war than an effort to prevent it.”

Matt Duss, a policy analyst at the liberal Center for American Progress, also criticized the film.

“Like most of the most hawkish arguments about Iran it’s plagued by a fundamental contradiction,” said Duss. “One is this claim, which is highly arguable, that Iran’s leaders are determined to destroy the west and this is a non-negotiable element of their extremist Muslim beliefs; and we must set a red line. These two things are contradictory. If Iran’s threat to destroy the west is nonnegotiable then why would they take a red line seriously?”

He added, “There’s this idea that Iran’s leaders are all apocalyptic crazies looking to trigger the return of the Shiite messiah, but there’s little evidence to suggest these beliefs drive Iranian policy.”

Zand, speaking in the film, says that Saudi Arabia, Kuwait, Qatar, Bahrain, Jordan, the UAE, and Iraq “would all fall like dominoes” if faced with an aggressive, nuclear-armed Iran.

But, according to Slavin, “there is absolutely no indication that there would be regime change in any of these places.”

“If Iran got a nuclear weapon the Saudis and all the countries across the Persian Gulf would probably shore up their alliances with the US even more and there would be a vigilant effort to contain Iran,” Slavin went on to add.

Set The Red Line garnered over one million YouTube views thanks to an effective social media campaign, said the film’s director.

“It was very grassroots, which to me is a huge success,” said Simmons. “Thousands of individuals sent the film out to their private email lists and posted on Facebook. We also contacted approximately 1,000 ‘Facebook administrators’ whose groups deal with issues of foreign affairs. I know for certain that a number of very large Facebook groups (with a million followers) promoted it to their lists.”

The Israel Project, “a one-stop source for detailed and accurate information about Israel and the Middle East,” according to its website, promoted the film both on its website andon Twitter.

Twitter accounts belonging to the Republican Jewish Coalition and a Fox News Produceralso promoted the film.

Neither Simmons nor Zand is new to political activism.

Simmons is senior editor of Aish.com, the online outreach arm of the Orthodox Jewish organization Aish HaTorah. His blog posts frequently criticize what he sees as biased reporting by journalists covering Israel.

Simmons accused CBS’s 60 Minutes of “further demonizing Israel and eroding its support in the West” after the show aired a segment examining the treatment of Palestinian Christians in the Israeli-occupied West Bank.

In a November 18, 2012, post — written during the Israel Defense Forces’ “Operation Pillar of Defense” in the Gaza Strip — Simmons criticized CNN’s Zain Verjee’s “horribly biased” interview of Israeli government spokesperson Mark Regev. Verjee asked about reports of children wounded by Israeli airstrikes and questioned how the IDF’s actions help bring peace to the region.

Verjee “sounds like she’d be more comfortable on Hamas TV,” wrote Simmons.

Simmons emphasized that his work on Set The Red Line was conducted independently from his job at Aish HaTorah.

“It happens that I am employed as an editor at the Aish.com website,” said Simmons. “I knew that the credibility of the message required full independence, so I took a full leave of absence from that position to enable me to make the film independently, without any organizational involvements whatsoever.”

Zand explained to TAI that she and Simmons spoke on Skype about making the film and shortly thereafter she was flown to Israel to narrate the film.

“I don’t even know what Aish HaTorah is,” said Zand. “We both agree Iran is out of order and intends to kills westerners and Israelis. Neither one of us want war.”

Tax disclosures show that from 2005 to 2010, Simmons served as secretary of Honest Reporting, a group that characterizes itself as “monitor[ing] the news for bias, inaccuracy, or other breach of journalistic standards in coverage of the Arab-Israeli conflict.”

Honest Reporting apparently participated in the release of Obsession: Radical Islam’s War Against The West, a 2005 film that compared the rise of radical Islam to the rise of Nazism in the 1930s.

The film’s website warns, “As we sleep in the comfort of our homes, a new evil rises against us. A new menace is threatening, with all the means at its disposal, to bow Western Civilization under the yoke of its values. That enemy is Radical Islam.”

“[Honest Reporting] now denies any involvement in the production of ‘Obsession.’ But its website promoted it as an Honest Reporting project in 2005, the year it was first released,” reported Sara Posner in a 2008 Jewish Week article.

As Posner reported, an archived version of the Honest Reporting website from June 14, 2006, shows Obsession listed as an “affiliate” project. The site also declared at the time: “HonestReporting’s ‘Obsession’ Wins Award at WorldFest Independent Film Festival.”

The film gained mainstream attention after 28 million DVDs were distributed to swing-state voters via newspaper inserts and bulk mailings before the 2008 U.S. presidential election.

Set The Red Line was Zand’s first collaboration with Simmons but not her first foray into political advocacy.

Her LinkedIn profile states that from February 2010 to October 2012, the month Set The Red Line was released, she worked as a consultant at Iran180, a group that “demand[s] a 180 by the Iranian government on their pursuit of nuclear weapons and the treatment of their citizens,” according to its website. Iran180’s outreach director, Chris DeVito, told TAI that Zand no longer works with the organization.

DeVito declined to offer a detailed opinion on the film but stated, “There are elements of the narrative that are extremely important and entirely valid.”

The smear campaign against Chuck Hagel did not begin on Dec. 14, 2012. The former Nebraska senator’s opposition to war as the preferred means of conducting foreign policy made him a maverick during the post-9/11 Bush years. Although most Republicans agreed with Hagel’s socially conservative positions on domestic issues, his nuanced approach to foreign policy — and his view that diplomacy was a more efficacious means of securing long term US interests than sending in troops with an unclear and/or undefined strategic objective — set him apart from many of his fellow party members.

Some criticism of Hagel began to surface in 2007, when he briefly considered running for president as a Republican. In an effort to thwart his candidacy and undermine his potential candidacy, the National Jewish Democratic Council (NJDC) compiled a list of petty grievances that would constitute the core of most neoconservative excoriations of Hagel, persisting in cyberspace long after the NJDC had scrubbed all references to them from its website. Hagel ultimately decided not to run, but he also chose not to support the GOP nominee, John McCain. He derided McCain’s vice presidential designate, Sarah Palin. While Hagel stopped short of explicitly endorsing Obama for president, his wife made no secret of the fact that she intended to vote for McCain’s Democratic rival.

After Obama won the 2008 presidential election, neoconservative attacks on Hagel resumed, with the aim of preventing his appointment to a cabinet post in the newly elected administration. Hagel’s name was floated as a possible Secretary of State or Secretary of Defense, with Obama eventually appointing his challenger for the Democratic nomination, New York Sen. Hillary Rodham Clinton, to head the State Department. Obama also decided to keep Bush’s Defense Secretary, Robert Gates, at his post for another year or so. Hagel was instead appointed to co-chair the president’s intelligence advisory board, although his name kept coming up amid speculation in 2009, and again in 2010, that Gates would step down.

During his two terms as a US Senator from Nebraska, Hagel’s refusal to sign various AIPAC-drafted letters presented to members of Congress outlining positions on the Middle East, compiled in 2007 by the NJDC, became, in the hands of the Republican Jewish Coalition and the neoconservative media, prima facie evidence of Hagel’s unsuitability for a position in Obama’s cabinet. That Obama would even consider Hagel also indicated Obama’s alleged perfidy. (The fact that about a quarter of other prominent Democratic as well as Republican senators also did not sign these letters has usually been obscured, with most attention given to Hagel and Richard Lugar.)

Beginning in 2009, attacks on Hagel were redirected from his stated (and presumed) foreign policy positions, to his support for the new liberal Jewish lobby, J Street. This further devolved into false charges of support for terrorism and endorsement of groups such as Hezbollah and Hamas. In 2010, the Emergency Committee for Israel (ECI) targeted Hagel’s endorsement of retired Navy Admiral Joe Sestak for Senate in one of the ECI’s first public-relations battles. When Hagel’s name came up as a possible contender for Secretary of Defense after Obama’s re-election in 2012, the weapons for an assault against Hagel were already loaded, aimed and ready to fire, beginning with charges of anti-Semitism, “appeasement of Iran,” and hostility toward Israel, then devolving into accusations of homophobia.

The following chronology of the smear campaign against Chuck Hagel, past and present, is intended to be representative, rather than exhaustive. It traces back numerous accusations currently being made against Hagel to their earliest dubious sources. Its intention is to provide other researchers a starting point or a supplement to their own research in progress, as well as offer anyone who has just begun following this issue an overview of, and some insights into, the ideological nature and sources of neoconservatives’ hostility to Hagel’s nomination. Its aim is also to explain why Hagel’s defenders — left, right and center; peace activists and military veterans; staunch supporters of Israel and critics of its policies — believe that more than just the nomination and confirmation of a superbly qualified candidate for a top Defense post is at stake in the days ahead.

Chuck Hagel’s nomination will be a test case of the process of, and basis for, the selection, vetting, evaluating, and confirming of top US policymakers by a dysfunctional and divided legislative branch of government. It will also demonstrate whether a handful of manipulative ideologues are capable of, and can get away with, substituting smears, derision and character assassination for thoughtful consideration of — and debate about — US national security interests and needs (and what they ought to be) in the second decade of the 21st century, as well as how to best serve them. It is in this spirit that this chronology has been compiled.

Republican vice presidential designate Paul Ryan is in Las Vegas today to meet with casino magnate and would-be political kingmaker Sheldon Adelson. He will also hold a public rally and private fundraising event at the Adelson-owned Venetian. Laura Myers of the Las Vegas Review-Journal noted, “The Sands Corp. chief is a generous GOP donor who already has contributed $10 million to a political action committee, Restore Our Future, supporting Romney’s campaign.” The advocacy group, ProgressNow Nevada, has announced it will be holding a counter-rally.

In making his obeisance to the moneyman upon whom Mitt Romney is staking his political fortune (Romney’s paltry net worth of $250 million is only a tad over 10% of Adelson’s nearly $24.5 billion), Ryan will no doubt try to assure Adelson that they are on the same page about Israel, or rather, Adelson’s own view of what is good for Israel.

Ryan’s congressional website outlines his position on Israel under the header of National Security:

America has no better friend in the Middle East than the nation of Israel. Not only is Israel the region’s only fully functioning democracy, with a government based on popular consent and the rule of law, but it is also a valuable ally against Islamic extremism and terrorism. Our shared democratic values and national interests are supported by maintaining a close friendship with Israel. Americans also have a strong interest in Israel achieving a lasting peace with its neighbors – including the Palestinians.

Reasonable people – including those who live in the Middle East – differ about how the conflict between Israel and Palestine can be resolved. However, I believe at least one thing is clear: we cannot advocate for a solution to the Israeli-Palestinian conflict that jeopardizes Israel’s safety or legitimizes terrorism. Hamas, which is one of the two major Palestinian political factions, is an Islamist terrorist group whose charter calls for Israel’s destruction, refuses to recognize Israel’s existence, and calls Osama Bin Laden a “martyr.”

While I do not have a role in the diplomatic discussions over the resolution of the Israeli-Palestinian conflict, America should not pressure Israel to agree to a peace deal that is unlikely to result in peace and security. Real peace will require Palestinians to recognize that Israel has a right to exist, even as it will require two states for the two peoples. Introduced by House Majority Leader Eric Cantor on May 13, 2011, H. Res. 268 reaffirms the United States’ commitment to a negotiated settlement of the Israeli-Palestinian conflict through direct negotiations. I co-sponsored this legislation, and it passed the House on July 7, 2011 by a vote of 407-13.  I was also a cosponsor of H.R. 4133, the United States-Israel Enhanced Security Cooperation Act, also introduced by Majority Leader Eric Cantor, which passed the House on May 9, 2012 by a vote of 411-2.  H.R. 4133 states that it is United States policy to reaffirm the commitment to Israel’s security as a state, provide Israel with the military capabilities to defend itself, expand military and civilian cooperation, assist in a negotiated settlement of the Israeli-Palestinian conflict, and encourage Israel’s neighbors to recognize its right to exist.

It should be noted that H.R. 268 had 356 co-sponsors and H.R. 4133 had 304. Legislation deemed to be “pro-Israel” (for better or for worse) almost invariably attracts bipartisan sponsorship and support, and passes the House by an overwhelming majority. As Haviv Rettig Gur writes in the Times of Israel:

…Ryan, like Romney himself, has little experience or visible record in dealing with foreign policy issues. He is a signatory to letters and bills presented by fellow members of Congress, especially from the Republican side of the aisle, which deal with Afghanistan, Pakistan, the UN, Israel, and other issues, but none of these was initiated by Ryan.

So, there is nothing particularly remarkable about Ryan’s voting record on foreign policy issues. Touting his record as a pro-Israel advocate, Ryan is grasping at straw, hoping to spin it into gold. It is noteworthy, however, that Ryan doesn’t go out of his way to draw pubic attention to the numerous House appropriations bills he’s voted in favor of that have included generous aid for Israel.

Israeli Ambassador to the U.S. Michael Oren recently met with Ryan and praised him for being “very supportive” of Israel. The Republican Jewish Coalition gleefully seized upon Oren’s approval of Ryan, depicting it as an enthusiastic endorsement:

…we are pleased that by picking Paul Ryan, Gov. Romney has opted for a running  mate who has a record Israel’s Ambassador to the U.S., Michael Oren, has already praised as ‘very supportive’ of the Jewish state.  Paul Ryan has earned appreciation from pro-Israel voters by rejecting the Obama administration’s tactic of pressuring Israel to make concessions its leaders believe will undermine its security – and he rightly insists that a rejection of violence and incitement on the Palestinian side is an essential precondition for a meaningful peace agreement.”

Right-wing Jewish news sites and blogs are cherry-picking and parsing Ryan’s pro-Israel platitudes and voting record. Ryan’s mention on his website of “reasonable people” differing about how to resolve the Israeli-Palestinian conflict is being ignored, as is Ryan’s reference to “two states for the two peoples.” Nevertheless, a criticism of Romney’s pro-Israel position published back in June, in the very conservative and orthodox-oriented Jewish Press, is equally applicable to Ryan’s position:

The Romney campaign literature states that “with regard to the Israeli-Palestinian conflict, Mitt’s policy will differ sharply from President Obama’s,” but continues to state that “as president, Mitt will reject any measure that would frustrate direct negotiations between Israel and the Palestinians. He will make clear to the Palestinians that the unilateral attempt to decide issues that are designated for final negotiations by the Oslo Accords is unacceptable.”

Essentially, it means that Romney endorses Oslo, but with a better behaved Palestinian partner. And although his campaign threatens that “the United States will reduce assistance to the Palestinians if they continue to pursue United Nations recognition or form a unity government that includes Hamas,” it still envisions a reality in which a more compliant Palestinian Authority will be rewarded with a state.

In other words, any “two-state solution” is unacceptable to right wing Jews. This includes Adelson, who told Jewish Week editor Gary Rosenblatt that “the two-state solution is a stepping stone for the destruction of Israel and the Jewish people”, and that he sees no distinction between Hamas and the Palestinian Authority.

Also being politely overlooked is Ryan’s silence and evident lack of enthusiasm about Israel or the U.S. attacking Iran. Ryan has, like the overwhelming majority of members of Congress, consistently voted in favor of increasingly stringent Iran sanctions. Nonetheless, Matt Yglesias of The American Prospect points out that in a foreign policy speech to the Alexander Hamilton Society on June 2, while Ryan “called for America to ‘speak boldly for those whose voices are denied by the jackbooted thugs of the tired tyrants of Syria and Iran,’ he did so without embracing neoconservative demands for military action.” In the same speech, Ryan mentioned Israel only once: “What we can do is affirm our commitment to democracy in the region by standing in solidarity with our longstanding allies in Israel and our new partners in Iraq.”

In a joint interview on CBS’s Sixty Minutes this past Sunday, the subject of Israel never came up, while Iran came up once in passing. Romney described Ryan to Bob Schieffer — who had been gently blowing puffball questions at the political newlyweds — as a “…policy guy. People know him as a policy guy. That’s one of the reasons he has such respect on both sides of the aisle.” Romney also tried to attach the “policy guy” description to himself: “…believe it or not. I love policy. I love solving tough problems. And we face real challenges around the world, places like Syria, Egypt, Iran.”

Neither Romney nor Ryan offered any clue as to how either of these two policy guys would deal with the “challenges” Romney alluded to during the interview. In response, Schieffer quickly returned the feel-good interview to chatter about Ryan’s role in the upcoming campaign.

Haviv Rettig Gur offers what is probably the most clear-eyed assessment about the real impact of Middle East foreign policy questions on the 2012 presidential election:

While Israel’s media is currently in the grip of a government leak-fueled obsession with the question of whether Israel is about to strike Iran — and whether the US can be relied upon to thwart an Iranian bomb if Israel holds its fire — even this issue, with its potential to prompt radical regional drama, isn’t figuring in the presidential campaign.

Barring significant developments, such as an Israeli attack on Iran’s nuclear facilities, it is likely that Israel, or any foreign policy agenda, is now tabled for the duration of the campaign. The American people are simply not listening. The Romney campaign now views foreign policy differences as a distraction from the business of hammering the president on the economy, and the Obama campaign can’t afford to get distracted from the battle to control the narrative on the country’s economic and fiscal woes.

Except when it means spinning straw into gold.
