As 2014 draws to a close, there is no shortage of alternative suggestions about how to defeat the Islamic State (ISIS or IS). Most of them involve US escalation, driven by exaggerated notions of IS capabilities. Retaking IS’s extensive holdings will, however, take some time. All do acknowledge that regional coalition members are not pulling their weight.

Dismayed by the early December debate in the Senate Foreign Relations Committee, in which many Senators sought to limit President Barack Obama’s military options, Senator Marco Rubio said Dec. 12 that it was “alarming” that IS “now reaches from North Africa…the Middle East, Pakistan, South Asia, and Southeast Asia.” Dismissing administration efforts as “half-measures,” Rubio also demanded that defeating IS include ousting Syrian dictator Bashar al-Assad from power.

Retired Marine Corps Colonel Gary Anderson of George Washington University argued Dec. 22 that a mainly American “large scale punitive expedition” should swiftly crush the Islamic State. Georgetown University’s Anthony Cordesman pointed out, however, that US “airpower cannot resolve the religious, ethnic, political, and governance issues…at the core of Iraqi and Syrian…conflict.” Although Anderson believes a huge foreign ground offensive would clear the way for follow-on solutions, Cordesman, while critical of the inadequacies of the air campaign, warned against major escalation and said realistic endgames could be elusive.

Senator John McCain visited Iraq Dec. 26 and said the training of some 4,000 anti-IS Sunni Arab tribesmen allied to the Iraqi government should take no more than 6 weeks to 2 months and that retaking the IS-held northern Iraqi city of Mosul should be the first Iraqi goal in driving IS from Iraq. He praised Iraqi Prime Minister Haider al-Abadi for “success in unifying the Iraqi factions.”

There also has been a burst of December peace and ceasefire proposals or feelers put forward by the UN, Russia, and some individual countries. Unfortunately, the motives behind Moscow’s initiative are highly suspect, and none would appeal to all combatants or be properly monitored.

Mission Creep à la Obama

Unfortunately, the Obama administration, whether spooked by hawkish critics or pressured by the US military brass, has steadily ramped up US military involvement. The Pentagon is seeking a contractor to deploy jet fuel and gasoline to the al-Asad Airbase in western Iraq (far behind IS lines) by mid-January. One thousand troops from the US 101st Airborne Division also are scheduled to deploy to Iraq in January to train, advise and assist Iraqi and Kurdish forces.

If US aircraft begin using al-Asad, aircraft and US personnel would become a prime IS objective. When the US based aircraft inside South Vietnam, the need to deploy sizeable American ground forces to protect them was quickly generated. Furthermore, nearly 200 US troops sent to al-Asad in November may have fought IS forces in that area earlier this month; if this proves true, it would be the first such encounter between supposedly non-combat US troops sent to Iraq and IS forces.

The State of the Islamic State

Despite the jitters many have concerning the sweep of Islamic State forces, the view from the IS capital of Raqqa is hardly rosy. Still stalled in front of embattled Kobani, IS could not stop a sweeping Iraqi Kurdish, Yazidi, and Iraqi Army drive across northern Iraq to take Sinjar Mountain (again rescuing Yazidi refugees) and wrest from IS much of the town of Sinjar by December 21. Back in mid-December, the Pentagon also confirmed that an air strike killed Haji Mutazz, a deputy to IS leader Abu Bakr al-Baghdadi, as well as the IS military operations chief for Iraq, and the IS “governor” of Mosul. Meanwhile, daily coalition air strikes grind away at various targets within IS’s “caliphate” (now increasingly wracked by shortages).

Senator Rubio’s notion of IS extending from North Africa to Southeast Asia is an exaggeration. It merely refers to a scattering of mostly small groups here and there—already extremists—simply declaring allegiance to or praise for IS.

The situation of IS forces beyond Kobani in Syria is meanwhile somewhat muddled. In the northwest Aleppo area, largely Islamic extremist elements like IS and the al-Qaeda affiliated al-Nusra Front (plus a few mainstream groups) formed a “Shamiyya Front” alliance Dec. 25 to resist recent advances by Syrian government forces. In the south, seventeen mainly non-extremist rebel groups united in early December. Making slow gains against regime forces near Damascus, this grouping has received some moderate Arab aid. Rumors of a grand alliance between IS and al-Nusra, which still fight here and there, were premature.

The desire of some US politicians (and Turkey) for the US-led coalition to also take on the Assad regime is very risky. The fall of or severe weakening of the regime in the near-term would create a vacuum in western Syria and IS and Nusra would be best positioned to fill it. Both groups already encroach on the holdings of moderate rebels there. To block extremist exploitation of regime implosion, a large force of effective combat troops would have to be committed. No coalition member seems ready to do so. Finally, crafting endgames for Syria—now a chaotic, shattered land flush with raging ethno-sectarian hatreds—is an incredibly daunting task.

Iraqi Government Challenges

Despite Senator McCain’s claims, Abadi has not “unified Iraqi factions.” McCain probably got the “canned” tour limited to government successes. On Dec. 18, Abadi did expand press freedom, dropping predecessor Nouri al-Maliki’s official lawsuits against journalists and publications. Yet little else, particularly relating to the military front, is going well.

Only a relatively limited number of Sunni Arab tribes and former “Awakening” cadres continue to fight alongside the government. Worse still,  the Iraqi Army has not even rebounded enough to replace Shi’a militias fighting on the front lines against IS in many areas where they devastate recaptured Sunni Arab towns. And Abadi has offered no sweeping initiative to guarantee Sunni Arab inclusion and rights. Meanwhile, IS has been busily weakening Sunni Arab tribal structure by playing on intra-tribal clan rivalries to make major tribal desertions to Baghdad more difficult.

Moreover, four thousand pro-government Sunni tribesmen is a paltry number stacked against many tens of thousands currently in IS’s pocket or under its sway. Opening an offensive against IS in Iraq by assaulting the vast Mosul area would also likely further grind up and demoralize recently trained Iraqi and other forces than empower them or result in victory. Finally, Baghdad is still preoccupied with simply trying to hold onto several key pieces of real estate behind IS lines, repeatedly under attack and poorly supplied.

Abadi appealed to his Turkish counterpart Ahmet Davutoglu for greater support in battling IS. Davutoglu declared, “We are open to any idea,” but specifically noted only continuing to train Iraqi Kurds. Aside from intelligence cooperation and training, Ankara may well avoid most meaningful commitments to Baghdad, just as it has rebuffed other coalition members—including its NATO allies.

Long War Ahead

Short of a severe weakening of IS from the inside, the struggle against the group probably will be prolonged. The problem is not merely the limited Western forces willing to participate, but paltry support from the nearest coalition members.

Turkey, sharing a vast border with IS, is the worst offender. Nonetheless, the extreme reluctance of a nervous Jordan and the Gulf Cooperation Council (GCC) states to become heavily involved is also a major drawback. Unless these reluctant allies enter the fray more forcefully on the military and economic fronts, and Baghdad grasps the need for a genuinely diverse future for Iraq, the fight is likely to be a hard slog. And the more the US does militarily further reduces the incentive for regional players to do their part.

When the history of pro-Israel lobbying in Washington is fully written, it may well be that the push for conflict with Iran will be seen as a major turning point. On Monday, a consistently hawkish, pro-Israel Democrat, Robert Menendez (D-NJ), withdrew the U.S.-Israel Strategic Partnership Act from the Senate Foreign Relations Committee’s docket. Menendez made the surprise move because a Republican member of the committee, Bob Corker (R-TN), was going to add an amendment intended to undermine the Obama administration’s efforts to reach an agreement with Iran on its nuclear program.

Judging from news reports in mainstream and far-right outlets, it seems the amendment was Corker’s idea. It would have required the U.S. president, upon reaching a deal with Iran, to submit a report to Congress within three days. Congress would then have a non-binding “vote of disapproval.” But AIPAC, the powerful pro-Israel lobbying group, stood by the amendment, and one has to think that Corker would not have introduced it if he knew AIPAC would oppose it. AIPAC eased up on its pressure against negotiations with Iran earlier this year, but it has remained steadfast in its distrust of the diplomatic process, as has, of course, the right-wing Israeli government of Benjamin Netanyahu. AIPAC’s decision to support the Corker amendment, coupled with a ratcheting up of the rhetoric coming from Netanyahu against the negotiations in recent days, suggests a renewed campaign to derail Obama’s efforts to resolve the dispute with Iran diplomatically.

Perhaps even more notably, this episode marks another step in the increasing polarization of Israel as a domestic U.S. political issue. The Republicans have been working hard ever since Barack Obama got elected to “own” the issue of Israel. In this case, however, they and AIPAC may have overplayed their hand, just as it did at the beginning of the year with S. 1881, when it lined up with Republicans to try to strangle the Joint Plan of Action (JPOA) between world powers and Iran in its crib.

The U.S.-Israel Strategic Partnership Act had already generated some controversy, especially over a provision that would have allowed Israel to participate in the U.S.’ visa waiver program, which would make it easier for Israeli citizens to obtain American visas. The House of Representatives ended up amending the bill to address the initial objections to admitting Israel into that program program. The objection centered on Israel’s unwillingness to reciprocate in granting visas to U.S. citizens, a standard expectation of the program. The bill now addresses this with language that requires Israel to treat U.S. citizens (including Arab Americans) as it wishes the U.S. to treat Israelis and satisfy all other requirements of the visa waiver program. Many believe that other objections, specifically revolving around Israel’s espionage activities in the U.S. (which Israel vehemently denies but are well known in the U.S. intelligence community), are the reason for a recent spate of leaks to Newsweek magazine on the subject.

But aside from that piece, the legislation is a pretty standard piece of pro-Israel fluff, which would provide only a modest, small boost to existing cooperation between the United States and Israel in military, security and scientific arenas. Yet it appears quite possible that AIPAC helped Corker kill it, however unintentionally. Why did that happen?

This seems to have been a miscalculation on AIPAC’s part. If this amendment originated with Corker and not AIPAC, as seems likely, then it was clearly an attempt by the Tennessee Republican to drive a wedge between the “pro-Israel community” and the president. AIPAC backs the idea, but they surely treasure bi-partisan support for their initiatives in Congress much more, as indicated by their decision to back down on S. 1881 in February, especially after it ran up against a solid wall of Democratic opposition. Yet AIPAC has been remarkably passive in the face of Republican efforts to make Israel a partisan issue. Of course, Republicans have gotten a lot of help from Netanyahu (and now his new ambassador, Ron Dermer) on that score in recent years. But the alienation of liberal Democrats from pro-Israel sentiment is growing as a result. This amendment and its result constitute one more step in that direction.

AIPAC, and probably Corker as well, did not expect Menendez to pull a popular pro-Israel bill from the Senate docket. But Menendez appears to have recognized the difficult position this amendment would put Senate Democrats in. They cannot credibly oppose Obama on negotiations with Iran because their constituents support the talks and are deeply opposed to military action against Iran. Once Obama, in his State of the Union Address no less, declared that he was standing firm on negotiating seriously with Iran and then prevailed in the fight over S. 1881, it was clear that most Congressional Democrats would not challenge the president so long as the talks continued. So, if the Corker amendment was brought, Senate Democrats would either have to vote against their president or against AIPAC. Neither prospect held any appeal to Menendez. So he pulled the bill.

In many ways, Menendez and other Senate Democrats who are particularly close to AIPAC just want to keep their heads down for the next two years. If Obama can work out a viable deal with Iran, that’s great. If not, they are probably hoping that a more hawkish leader, like Hillary Clinton, who will be more in line with AIPAC on Middle East policy, will win in 2016. Until then, they are going to have to walk a tightrope.

Republicans, meanwhile, are likely to continue their efforts to “own” the issue. Corker will probably back down on his amendment eventually so that the rest of the bill can go through. But that will mean that the Republicans can claim that Menendez, well-known as among the most pro-Israel Democrats in Congress, thwarted AIPAC’s plans.

If, as AIPAC surely hopes, the next president, from either party, is more in tune with the Netanyahu government than Obama, then a rightward move of the Israel issue serves it well in the long-term. Indeed, in such a case, AIPAC would probably prefer a Democrat again in the White House, reinforcing the group’s bipartisan image and influence, while Israel gets framed in Washington in a more comfortable way than it is now.

Still, this could backfire. Aggressive Republican efforts to make Israel a partisan issue — and AIPAC’s acquiescence in that strategy — are alienating a lot of Jews and a lot of Democrats. Most of those groups want a secure Israel, to be sure. But they also want to avoid war with Iran and an end to Israel’s occupation of Palestinian land. AIPAC is working against both of the latter goals.

AIPAC will have no problem keeping Republicans in their camp, unless more radical groups, such as Bill Kristol’s Emergency Committee for Israel (ECI), the Zionist Organization of America (ZOA), and, of course, the Republican Jewish Coalition, that criticized its capitulation on S. 1881 persuade its wealthiest donors to desert it. But Democrats might find it increasingly difficult to toe the AIPAC line, even with a more hawkish figure like Clinton in the White House. AIPAC has come a long way by justifiably touting its bipartisanship. Should “pro-Israel” become a Republican label, however, they stand to lose a great deal in the long run. And maybe that’s not a bad thing.

John Kerry’s words at a report-back to the Senate Foreign Relations Committee sent shock waves all the way to Jerusalem. “Unfortunately, prisoners were not released on the Saturday they were supposed to be released,” he said. “And so day one went by, day two went by, day three went by. And then in the afternoon, when they were about to maybe get there, 700 settlement units were announced in Jerusalem and, poof, that was sort of the moment. We find ourselves where we are.”

That was well outside the usual boundaries of discourse for top US officials, and it certainly got noticed. Kerry’s own State Department subordinates quickly rushed to reaffirm that “…today, Secretary Kerry was again crystal clear that both sides have taken unhelpful steps and at no point has he engaged in a blame game.”

But the message was clear and Kerry himself has taken no steps to truly back off from it. He technically didn’t “blame” Israel. Rather, as he put it, “I only described the unfolding of events and the natural difficulties involved in managing such a complex and sensitive negotiation.”

The message, in a nutshell, is that the Obama administration is fed up with Bibi Netanyahu and his antics. That’s been welcomed by the vast majority of thinking analysts and observers who understood long ago that Israel has acted as the major obstacle to talks and that US pandering to Netanyahu was only going to harden the Israelis’ positions. But that welcome needs to be cooled a bit.

However frustrated Kerry may be by Netanyahu and Palestinian President Mahmoud Abbas declining to accept a US-brokered deal that was absurdly lopsided in Israel’s favor, the peace process must, apparently, go on. The United States continues intense efforts to bring the two sides back to the table despite the fact that months of talks have only been counter-productive and that the current goal of the talks is to find a framework for talks. At this point, the entire Oslo process is little more than a joke. If anything, it resembles a zombie from the television show, The Walking Dead — it’s really dead but it just keeps walking around and making noise.

Despite Kerry’s testimony, he’s staying in the business of bringing Israelis and Palestinians back to the table, and there’s one reason: the only goal remaining on the Obama administration’s agenda is to prevent the talks from completely breaking down on their watch. Yet it seems even that modest goal is beyond Kerry’s grasp. According to Israeli officials, the method for bringing the talks back to zombie-life is to re-issue the offer Abbas pre-empted with his application to fifteen international treaties and institutions. The only changes apparently on the table are compensation to Israel for Abbas’ heinous crime.

Despite Abbas’ unusually bold action in those applications, his track record of submission suggests he will cave-in again. Still, it’s hard to see how he can justify such a turnaround under these circumstances. So, it’s slightly more likely that he will not agree to this. But the most likely outcome is that the Israelis and Palestinians will continue to squabble, and that the deadline of April 29 will be upon us before Kerry can put the sham talks back together.

Given the beating the US is taking around the world over other issues, especially Ukraine; and the always-tenuous balance of maintaining the Iran nuclear talks, Kerry may have no choice but to finally give up on this poorly planned and even more poorly executed attempt to secure a resolution of the Oslo process. It’s now too late, but given the enormous amount of energy Kerry has devoted to this quixotic task, he may not be able to admit it. In any case, the US now must choose between looking foolish by giving up or looking even more foolish by pressing on in this effort when it’s clearly not prepared to do what it would take to get something done.

Abbas has pretty much mapped his post-talks course, and it certainly seems like most Palestinians are anxious to see it happen. That is, increased activism at the United Nations, including applying for accession to the Rome Statute, which would allow the Palestinians to bring Israeli leaders to the International Criminal Court on war crimes charges. Israel is very concerned about that, and that’s why despite the total harmlessness to Israel of the Palestinians’ fifteen international applications, Israel is reacting with increased threats, including an announced intention to steal the tax revenues Israel, by agreement, collects for the Palestinians.

In fact, it is in Israel where we have seen the most activity in response to the breakdown in talks, and none of it is encouraging. The Israeli opposition took days to comment. Zehava Gal-On, head of the left-wing Zionist Meretz Party had, as one would expect, the clearest criticism, saying Israel had given the United States “the finger.” The ostensible leader of the opposition, Isaac Herzog, was less harsh, but called for new elections. That would, however, be foolish as recent polls clearly indicate a strengthening of the right-wing majority. The two parties within Netanyahu’s coalition — HaTnuah and Yesh Atid — which are supposed to be holding Bibi’s feet to the peace talks fire, scrambled desperately to find credible ways to support Netanyahu instead.

Netanyahu’s critics have come from his right flank, in two different ways. First, Trade and Labor Minister, Naftali Bennett of the religious HaBayit Hayehudi (Jewish Home) party called for Israel to annex large chunks of the West Bank to punish the Palestinians for their fifteen applications. While there is no chance Israel will do that in the near future, Bennett has been pushing annexation since he rose to the top of his party and has vowed to intensify the public campaign in this direction. Given the ongoing rightward trend among Israeli citizens, this is a cause that could gain considerable momentum going forward.

Then, Netanyahu’s Foreign Minister, Avigdor Lieberman continued his efforts to position himself as the next Prime Minister by meeting with Kerry and publicly stating that Kerry didn’t blame Israel for the breakdown. Lieberman thus gave the impression of himself as a true diplomat, an image the radically right-wing and historically undiplomatic leader of the largely Russian Yisrael Beiteinu (Israel Our Home) party, has been trying to cultivate ever since he came back to his post after being suspended while under investigation for corruption charges. Lieberman still invites great skepticism among Israelis, but his image is definitely improving.

Bennett, having gotten wind of the attempt by Kerry to revive the talks, then publicly declared that he would pull HaBayit HaYehudi out of the government if the previously arranged deal, or anything similar, went through. Bennett is known for bombast, and the fact is that this stance of his is not supported by his own party. Even HaBayit HaYehudi Housing Minister Uri Ariel, who played a central role in derailing the talks by announcing new settlement construction just as Kerry was trying to put a crutch underneath the discussions, disagrees with Bennett.

Still, these challenges from his right flank are serious for Netanyahu in the long-term, although right now, his popularity is rising among Israelis. That is probably more dismaying than anything else. Israel has, at last, killed the Oslo process and Abbas’ apparent willingness to continue working with the United States to keep them going for no discernible purpose is not winning him any points among his own public.

In the end, the situation is merely a more concentrated form of the one which has held for most of the Oslo era. The United States insists on both managing the process and keeping it going. It calls on the Israelis and Palestinians to make “hard choices” and take “bold steps,” yet administration after administration is unwilling to make its own choices and take its own steps in the face of expected political backlash to bring about a deal. Israel keeps its own goal front and center; that being to make sure that it minimizes, or even eliminates, the possibility of any significant Israeli concession. In two months Iran could produce enough highly enriched uranium for a nuclear bomb, according to Secretary of State John Kerry’s testimony to the Senate Foreign Relations Committee on April 8. In isolation, this number sounds alarming, but in context, Iran is years, not months, away from a deliverable nuclear weapon and the United States is negotiating to extend that timeline even further.

Highly enriched uranium alone does not give Tehran a practical weapon. Iran would need to be able to build the explosive package and fit the bomb onto a missile. The US intelligence community has consistently testified since 2007 that Iran abandoned its nuclear weapons program years ago and that there is no hard evidence that Iran has restarted these activities.

Compared to the alternative, two months demonstrates a rollback in Iran’s capabilities. If Iran, the United States and its negotiating partners had not reached the interim Joint Plan of Action (JPA) in November 2013, that time window would be weeks, not months. That two-month window will also grow longer as Iran continues to follow through on its commitment under the JPA to eliminate its stockpile of uranium that could be more easily enriched to weapons-grade.

While Washington negotiates with Iran on a comprehensive deal that will put even more time back on the clock, it is important to consider how long it would take Iran to “break out” from its commitments and produce enough highly-enriched uranium for weapon. But this is only one factor of the final deal, which should be considered in its entirety.

Senator Robert Menendez (D-NJ) said in the April 8 hearing that limiting Iran’s nuclear program to a 6-12 month breakout timeline under the final deal is not enough and that a deal must “dismantle Iran’s nuclear weapons program.” However, Iran does not have a nuclear weapons program. It is also naïve to regard these conditions as feasible. Eliminating Iran’s centrifuges and enriched uranium stockpiles would be an ideal nonproliferation goal, but Iran is highly unlikely to agree to such terms and the United States already agreed in November that Tehran would be allowed to enrich uranium based on its practical needs. Those needs are small and the comprehensive deal should scale back Iran’s uranium enrichment accordingly.

Menendez and his colleagues in Congress must remember that negotiations require compromise, and policymakers must not jeopardize prospects of reaching a good agreement with Iran. They must also remember that a deal will include stringent monitoring and verification in addition to what is already in place that will quickly alert the international community if Tehran deviates from its commitments.

This does not, of course, mean that the United States should accept unlimited uranium enrichment. Menendez said that a deal must prevent Iran from having a path to a nuclear bomb. This is a reasonable demand. Iran should be restricted to only producing uranium enriched to civilian power reactor grade, and the amount produced should be tied to its civilian power needs. In exchange for significant sanctions relief Tehran should also allow international inspectors more extensive access to its nuclear facilities, visits on short notice, and provide more-timely information about future nuclear facilities.

Including these measures in a deal would ensure that Iran could not — if it decided to — dash to build a nuclear weapon before the international community would detect such activities and be able to block them. Evidence suggests that Washington’s team is already placing significant emphasis on achieving comprehensive monitoring and verification measures on Iran’s nuclear program beyond the standard International Atomic Energy Agency (IAEA) monitoring that Iran is already subject to as a signatory to the Nuclear Non-Proliferation Treaty (NPT).

Setting limits on Iran’s ballistic missiles would also increase international confidence that Tehran cannot deliver nuclear weapons, but requiring it to dismantle all missiles large enough to deliver them would be akin to the severe missile limits imposed on Saddam Hussein’s vanquished Iraq in 1991. A 150-kilometer range limit on Iran’s ballistic missiles would remove its most effective deterrent against its regional adversaries. Like any other state existing in such circumstances, Iran would likely view this as an unacceptable compromise to its national security.

While Iran may be willing to commit to some confidence building measures in these areas that will give the international community more information about flight tests, missile deployments, and even warhead loadings, Tehran will not agree to dismantle its short and medium-range ballistic missiles, which it sees as vital to its security in a hostile region.

Moreover, capping Iran’s ballistic missile development to small, very short-range systems is not essential for a comprehensive final deal. Strict monitoring and verification of Iran’s nuclear program would provide enough transparency and the confidence that Tehran is not pursing nuclear weapons, as well as the ability to detect a change in its behavior.

Of course, to get Iran to agree to any of these limitations, Congress must be prepared to pass legislation to lift proliferation-related sanctions and accept a civil Iranian nuclear program, which includes uranium enrichment. If Iran is not convinced that Washington is ready to take this step, a deal is highly unlikely.

Reaching a final deal with Iran will not be easy. Members of Congress should give our diplomats the best chance to negotiate a verifiable nuclear agreement with Iran by avoiding sabotage through unreasonable demands on centrifuge numbers and breakout timelines, which compromise only part of the issues at hand. A comprehensive deal remains the best chance to guard against an unrestrained and unmonitored Iranian nuclear program, but it must include enough reasons for Iran to agree to it.
