Hyping the Islamic State (ISIS or IS) threat risks generating flawed policies. The White House probably is a source of frustration, as its critics claim, but others seem too eager to commit US combat troops. Meanwhile, the administration, under constant pressure regarding the US effort, has not done enough to energize the anti-IS coalition that President Obama worked so hard to assemble. This inclines allies to believe Washington will do the heavy lifting for them.  Although addressing IS full-bore (and unilaterally) might seem appealing to some, this urge undermines the patience needed for more sensible courses of action.

The Hagel Affair

The resignation of Defense Secretary Chuck Hagel last month resulted in criticism that the White House is unreceptive to outside views, such as expanding the US military effort against IS. Excessive micromanagement of military related issues by the White House (including the phone line to commanders in Afghanistan that bypassed Hagel) has also been cited.

Past Presidents have done likewise. In overseas crises, many presidents created their own channels, giving White House officials more power than cabinet secretaries. Franklin Roosevelt often relied on Harry Hopkins over Secretary of State Cordell Hull, Richard Nixon used Henry Kissinger in lieu of William Rogers, and Colin Powell found himself outside the Bush administration’s inner circle. Perhaps the most extreme example of presidential micromanagement was Lyndon Johnson’s handling of the Vietnam War.

The Obama White House has long had dicey relations with the Pentagon. This has been, according to the Pentagon’s side of the argument, the source of delays and confusing policy directions on several issues, with the White House accused of falling into “group think.”  For his part, Hagel had complained in the early fall to National Security Advisor Susan Rice in a memo about a lack of cohesion in US policy toward IS.

Nonetheless, White House micromanagement or Pentagon-White House difficulties aside, Obama’s reluctance to ramp up the US military effort against IS excessively seems well founded. Of course, Hagel’s position is not entirely clear, but escalation had been advocated by Hagel’s two predecessors: Robert Gates and Leon Panetta.

Costs of US Escalation

IS appears ready to endure lopsided casualties to inflict some on American combat troops. And IS could follow through on this hope. Not only are its combatants fanatics, the radical Sunni militia also employs deadly suicide bombings against foes in close-up urban combat (as we’ve seen in Kobani). Additionally, IS likely hopes to get a hold of at least a few US military prisoners for filmed beheadings. So why hand IS exactly what it wants?

With large urban areas to be cleared just in Iraq—from Fallujah to Mosul—US combat troops would also likely incur casualties in excess of those suffered in 2003-08 against somewhat less fanatical Sunni Arab insurgents and Shi’a militias during the war.

American military difficulties could be further magnified by reduced interest on the part of Iraq’s Shi’a-dominated government in making the political concessions needed to split Sunni Arab tribes and other secular elements away from IS and marshal its own forces more swiftly. After all, why should Baghdad go the extra mile if the US seems willing to take care of Baghdad’s IS problem militarily?

Recently, despite lost ground in and around Ramadi west of Baghdad, Iraqi and Kurdish forces have made gains between Baghdad and Kurdish Regional Government (KRG) territory to the north. Moving up Iraq’s central line of communications, Iraqi forces have driven IS from some important territory. The siege of the vital Baiji refinery complex has been lifted, and gains have been made in the demographically mixed Diyala Governate northeast of Baghdad.

Meanwhile, Iraqi Kurds continue to push IS slowly westward. Baghdad and the KRG reached a temporary oil agreement yesterday that should clear the way for greater cooperation elsewhere, like battling IS.  Bitter quarrelling under former Prime Minister Nouri al-Maliki left Iraqi-KRG relations in shambles.

Struggling to rebound from severe reverses last summer, however, the Iraqi Army is in no position to mount a major offensive deep into IS holdings. However, successful Iraqi and Kurdish attacks demonstrate the vulnerability of IS’s vast perimeter. Strong IS forces cannot be everywhere at once to repel various challenges and adequately support ongoing attacks (such as its effort against Kobani).

In terms of a military threat, IS has been largely contained. It cannot advance northward against Turkey; isolated pro-IS sympathies exist in Jordan, but the highly professional Jordanian Army would be a tough nut to crack; and in Iraq, most all Shi’a and Kurdish areas lie outside IS control and are fighting hard to maintain this status. In Syria, IS could advance against weaker rebel forces like the Free Syrian Army, but it seems obsessed with seizing Kobani despite heavy losses.

Coalition and US Escalation

The anti-IS coalition the White House assembled is contributing relatively little to the overall military effort, despite Secretary of State John Kerry’s glowing rhetoric at today’s coalition conclave in Brussels. The air campaign is mainly an American show. Committing more US assets would make it easier for others already foot-dragging over contributions to continue dithering. Now is not the time to ramp up US military efforts, but rather to pressure allies to increase their own contributions.

The bulk of IS’s reinforcements in the form of foreign fighters flow through NATO ally Turkey. The CIA in September and the UN more recently sharply increased their estimate of the number of foreign fighters reaching the Islamic State. To date, Turkey has been more helpful to IS than the coalition because of its passivity. If it cannot be pressured to vigorously interdict incoming fighters, IS would be able to replace many lost fighters—although with less experienced cadres.

The White House (and other allies) must press Turkey harder. President Obama delayed air support for beleaguered Syrian Kurds for two weeks in deference to Turkish concerns (allowing IS to gain a foothold inside Kobani). Even today’s 60-nation gathering seems short on clear goals, let alone a robust military agenda on contributions.

Admittedly, although the Administration has done too little diplomatic spadework, its leverage overseas probably has been undermined by American politicians, pundits, and many in the media demanding an expanded US effort. 

Bottom Line

IS remains a daunting foe, so it will not be defeated easily, soon, or completely. To Americans pressing urgently for quick solutions, this is difficult to accept. But comments like one yesterday by Congresswoman Ileana Ros-Lehtinen, Chair of the House Foreign Relations Middle East and North Africa Sub-Committee, suggesting IS could damage everyone’s way of life are typical of exaggerations impeding objective policymaking.

Yet those claiming the air campaign has been ineffective are also naïve. IS has mostly ground to a halt. In some places, like Kobani, IS is hemorrhaging combat casualties. Meanwhile IS’s infrastructure, leadership, training camps, heavy weapons, oil refineries, and lines of communication have been hammered by the ongoing aerial bombardment. This week, assets in IS’s “capital” of Raqqa, Syria were also subjected to a wave of airstrikes.

Many want IS crushed quickly out of fear of IS attacks against the American homeland. Yet, as we saw in Afghanistan in 2001-02 with al-Qaeda, the combatants would not be completely rounded up should substantial US forces be sent in. Many hundreds at the very least would escape to find refuge elsewhere. In that scenario, IS would likely shift toward an international terrorist mode, posing an even greater threat to the United States. Therefore, a more collective effort—forcing IS to truly understand that it faces dozens of foes and not just a few—would be a wiser way forward. It is meanwhile imperative to strip IS of as many of its non-extremist Sunni Arab allies as possible, so they do not have to be dealt with militarily.

It’s too early to tell all there is to be told about the negotiations in Vienna between the so-called P5+1 and Iran on the latter’s nuclear program. The “telling” by each and every participant of what happened will surely take place in the next several days, and then better-informed assessments can be made. As of now, we know that the talks did not reach agreement by the November 24 deadline—a year after the interim Joint Plan of Action was agreed—and that the negotiators are aiming for a political agreement no later than next March and a comprehensive deal by June 30.

This is better than having the talks collapse. Better still would have been a provisional interim fill-in-the-blanks memorandum of headings of agreement that is so often put out in international diplomacy when negotiations hit a roadblock but neither side would have its interests served by declaring failure.

An example of failing either to set a new deadline or to issue a “fill in the blanks” agreement was vividly provided by President Bill Clinton’s declaration at the end of the abortive Camp David talks in December 2000. He simply declared the talks on an Israeli-Palestinian settlement as having broken down, rather than saying: progress has been made, here are areas of agreement, here is the timetable for the talks to continue, blah, blah. I was at dinner in Tel Aviv with a group of other American Middle East specialists and Israel’s elder statesman, Shimon Peres, when the news came through. We were all nonplussed that Clinton had not followed the tried and true method of pushing off hard issues until talks would be resumed, at some level, at a “date certain,” which had been the custom on this diplomacy since at least 1981. One result was such disappointment among Palestinians that the second intifada erupted, producing great suffering on all sides and a setback for whatever prospects for peace existed. Poor diplomacy had a tragic outcome.

This example calls for a comparison of today’s circumstances with past diplomatic negotiations of high importance and struggles over difficult issues. Each, it should be understood, is unique, but there are some common factors.

Optimism

The first is the good news that I have already presented: the talks in Vienna did not “break down” and no one walked away from the table in a huff. The other good news is that the official representatives of the two most important negotiators, the United States and Iran, clearly want to reach an agreement that will meet both of their legitimate security, economic, and other interests. Left to themselves, they would probably have had a deal signed, sealed, and delivered this past weekend if not before. But they have not been “left to themselves,” nor will they be, as I will discuss below.

Further good news is that all the issues involving Iran’s nuclear program have now been so masticated by all the parties that they are virtually pulp. If anything is still hidden, it is hard to imagine, other than in the minds of conspiracy theorists who, alas, exist in abundance on any issue involving the Middle East. A deal to be cut on specifics? Yes. New factors to consider? Highly unlikely.

Even more good news is that the United States and the other P5+1 countries (US, UK, Russia, China, France plus Germany), have got to know much better than before their official Iranian counterparts and overall Iranian interests, perspectives, and thinking (US officials, long chary of being seen in the same room with “an Iranian,” lag behind the others in this regard). We can hope that this learning process has also taken place on the Iranian side. This does not mean that the actual means whereby Iran takes decisions—nominally, at least, in the hands of the Supreme Leader, Ayatollah Khamenei—is any less opaque. But even so, there is surely greater understanding of one another—one of the key objectives of just about any diplomatic process.

A partial precedent can be found in US-Soviet arms control and other negotiations during the Cold War. The details of these negotiations were important, or so both sides believed, especially what had to be a primarily symbolic fixation with the numbers of missile launchers and “throw-weight.” This highly charged political preoccupation took place even though the utter destruction of both sides would be guaranteed in a nuclear war. Yet even with great disparities in these numbers, neither side would have been prepared to risk moving even closer to the brink of conflict. Both US and Soviet leaders came to realize that the most important benefit of the talks was the talking, and that they had to improve their political relationship or risk major if not catastrophic loss on both sides. The simple act of talking proved to be a major factor in the eventual end of the Cold War.

The parallel with the Iran talks is that the process itself—including the fact that it is now legitimate to talk with the “Devil” on the other side—has permitted, even if tacitly, greater understanding that the West and Iran have, in contrast to their differences, at least some complementary if not common interests. For the US and Iran, these include freedom of shipping through the Strait of Hormuz; counter-piracy; opposition to Islamic State (ISIS or IS); stability in Afghanistan; opposition to the drug trade, al-Qaeda, Taliban and terrorism; and at least a modus vivendi in regard to Iraq. This does not mean that the US and Iran will see eye-to-eye on all of these issues, but they do constitute a significant agenda, against which the fine details of getting a perfect nuclear agreement (from each side’s perspective) must be measured.

Pessimism

There is also bad news, however, including in the precedents, or partial precedents, of other negotiations. As already noted, negotiations over the fate of the West Bank and Gaza have been going on since May 1979 (I was the White House member of the first US negotiating team), and, while some progress has been made, the issues today look remarkably like they did 37 years ago.

Negotiations following the 1953 armistice in the Korean War have also been going on, with fits and starts, for 61 years. The negotiations over the Vietnam War (the US phase of it) dragged on for years and involved even what in retrospect seem to have been idiocies like arguments over the “shape of the table.” They came to a conclusion only when the US decided it was time to get out—i.e., the North Vietnamese successfully waited us out. Negotiations over Kashmir have also been going on, intermittently, since the 1947 partition of India. The OSCE-led talks on Nagorno-Karabakh (Armenia versus Azerbaijan) have gone on for about two decades, under the nominal chairmanship of France, Russia, and the United States. All this diplomatic activity relates to a small group of what are now called “frozen conflicts,” where negotiations go on ad infinitum but without a lot of further harm done.

But with the exception of the Vietnam talks, all the other dragged-out talking has taken place against the background of relatively stable situations. Talks on Korea go nowhere, but fighting only takes place in small bursts and is not significant. Even regarding the Palestinians, fighting takes place from time to time, including major fighting, but failure to get a permanent end of hostilities does not lead to a fundamental breakdown of “stability” in the Middle East, due to the tacit agreement of all outside powers.

Dangers of Delay

The talks on the Iranian nuclear program, due to restart in December, are different. While they are dragging along, things happen. Sanctions continue and could even be increased on Iran, especially with so many “out for blood” members of the incoming 114th US Congress. Whether this added pressure will get the US a better deal is debatable, but further suffering for the Iranian people, already far out of proportion to anything bad that Iran has done, will just get worse. Iran may also choose to press forward with uranium enrichment, making a later deal somewhat—who knows how much—more difficult to conclude and verify. Israel will have calculations of its own to make about what Iran is up to and whether it should seriously consider the use of force. And chances for US-Iranian cooperation against IS will diminish.

So time is not on the side of an agreement, and any prospects of Iranian-Western cooperation on other serious regional matters have been further put off—a high cost for all concerned.

Due to the contentious domestic politics on both sides, the risks are even greater. In Iran, there are already pressures from the clerical right and from some other nationalists to undercut both the Iranian president, Hassan Rouhani, and the lead negotiator, Foreign Minister Mohammad Javad Zarif, both of whom, in these people’s eyes, are now tainted. We can expect further pressures against a deal from this quarter.

The matter is at least as bad and probably worse on the Western side—more particularly, on the US side. The new Congress has already been mentioned. But one reason for consideration of that factor is that, on the P5+1 side of the table, there have not just been six countries but eight, two invisible but very much present, and they are second and third in importance at the table only behind the US itself: Israel and Saudi Arabia.

Both countries are determined to prevent any realistic agreement with Iran on its nuclear program, even if declared by President Barack Obama, in his judgment, to satisfy fully the security interests of both the United States and its allies and partners, including Israel and the Gulf Arabs. For them, in fact, the issue is not just about Iran’s nuclear program, but also about the very idea of Iran being readmitted into international society. For the Sunni Arabs, it is partly about the struggle with the region’s Shi’as, including in President Bashar Assad’s Syria but most particularly in Iran. And for all of these players, there is also a critical geopolitical competition, including vying for US friendship while opposing Iran’s reemergence as another regional player.

The United States does not share any of these interests regarding Sunni vs. Shi’a or geopolitical competitions among regional countries. Our interests are to foster stability in the region, promote security, including against any further proliferation of nuclear weapons (beginning with Iran), and to help counter the virus of Islamist fundamentalism. On the last-named, unfortunately, the US still does not get the cooperation it needs, especially from Saudi Arabia, whose citizens have played such an instrumental role in exporting the ideas, money, and arms that sustain IS.

Thus it is to be deeply regretted, certainly by all the governments formally represented in the P5+1, that efforts to conclude the talks have been put off. The enemies of agreement, on both sides, have gained time to continue their efforts to prevent an agreement—enemies both in Iran and especially in the United States, with the heavy pressures from the Arab oil lobby and the Israeli lobby in the US Congress.

What happens now in Iran can only be determined by the Iranians. What happens with the P5+1 will depend, more than anything else, on the willingness and political courage of President Obama to persevere and say “Damn the torpedoes, full speed ahead” to the Gulf Arab states, Israel, and their allies in the United States, and do what he is paid to do: promote the interests and security of the United States of America.

Bahrain’s national election planned for this Saturday portends no change in the al-Khalifa regime’s anti-Shi’a stance and is yet another futile exercise in sham democracy. Even the mainstream al-Wefaq Shi’a opposition party has decided to boycott the election because of perceived bias in the recently gerrymandered electoral districts.

Most observers view the election as another public relations ploy by the minority Sunni regime to convince the outside world, especially Western countries, that all is well in the tiny kingdom. The regime is betting, perhaps correctly, that the West would not criticize its game of superficial electoral politics because of Bahrain’s participation in the US-led anti-ISIS coalition and Saudi Arabia’s influence in the process.

The regime’s sectarian repression of the Shi’a majority is deeply grounded in the same radical Sunni ideology espoused by Islamic State (ISIS or IS). In fact, extremist Sunni rhetoric has been tolerated in Bahrain in the name of fighting the Shi’a opposition and Iran.

IS enjoys significant backing in Bahrain among some pro-regime Sunni factions. Such ideological support, which is widely spread out among certain Sunni groups in Saudi Arabia and other Gulf Cooperation Council (GCC) states, is a key driver of IS in Iraq and Syria. This also explains why many IS jihadists come from the family-ruled Gulf states.

Promoting extremist Sunni ideology at home while ostensibly fighting IS in the Levant is a cynical ploy by the Khalifas’ to justify their continued suppression of Shi’a rights and policy of turning a blind eye to the poor living conditions in Shi’a villages and towns. Sitra, a tiny Shi’a island just south of the capital city of Manama, is indeed a world apart from the glitzy Khalifa strongholds in other parts of the island country.

Stoking sectarianism might be a winning strategy in the short term; it is certainly a losing proposition in the long run. It’s equally foolish for the Bahraini regime to believe that Western support, which is currently driven by the war against IS, would be sufficient to save them from the wrath of their people should a radical Shi’a uprising erupt.

Wefaq and the Election

The regime, and US policymakers for that matter, should take Wefaq’s boycott of the election very seriously. As a mainstream opposition political party, Wefaq has been willing to cooperate with the Sunni regime under the umbrella of the Khalifas as long as genuine reform is implemented.

For the party, meaningful reform includes free elections; reinstating the 1973 constitution; government accountability (particularly at the level of the prime minister); ending economic, political, and employment discrimination, especially in security and defense; and halting illegal arrests, trials, and convictions.

In fact, Wefaq supported the reform initiative of then-Emir Hamad in 2001-02 and endorsed the so-called National Charter believing that Hamad was committed to genuine reform. Several opposition figures came back from exile to cooperate with the new initiative.

Unfortunately, however, the only “reform” that resulted from Hamad’s initiative was changing the name of the country to the “Kingdom of Bahrain” and replacing his title of “Emir” with “King.” The reform initiative stalled because of opposition from Prime Minister Khalifa and the “Khawalids” in the office of the emir in Gulf countries, and defense, and judicial branches of government.

Overturning the Bahraini regime’s unconstitutional step of stripping Shi’a citizens of their citizenship has become a key reform demand for Wefaq. Despite the constitutional prohibition, a total of 40 Bahrainis have been stripped of their citizenship in the past two years—31 in November 2012 and nine in August 2014.

Article 17 of the Bahraini constitution states that a Bahraini citizen “cannot be stripped of his nationality except in case of treason. It is prohibited to banish a citizen from Bahrain or prevent him from returning to it.” Article 18 states, “People are equal in human dignity, and citizens are equal before the law in public rights and duties.”

Wefaq is the largest, most prominent and pragmatic opposition political party in the country. Its 18 members resigned from parliament three years ago to protest the draconian measures the ruling family has adopted against the opposition, particularly the Shi’a community.

Wefaq believes the regime will use the skewed election results to justify its massive human rights violations and continued campaign of harassment, arrests, and illegal detentions. Wefaq and other opposition groups—including Wa’d, al-Tajjamu,’ and al-Ikha’—decided to boycott the election, refusing to take part in what some of them call a pseudo-democratic political charade.

Jamil Kathim, who heads Wefaq’s Shura Council, said the election “does not represent the popular will and will not provide security for the country.” Matar Ibrahim Matar, a former Wefaq Member of Parliament who is currently living in Washington, DC, called on the government to postpone the election “until a national path forward has been agreed on.”

The opposition groups also urged King Hamad to “seek a national consensus to resolve the serious national issues that have bedeviled the nation since 2011 before holding elections.”

The mainstream opposition includes several leading figures with whom the regime could work with if it’s seriously interested in becoming more inclusive. These include Ali Salman, Secretary General of Al-Wifaq, Jamil Kathim, Abd al-Jalil al-Khalil, Ali al-Marzook, Matar Ibrahim Matar, Jasim Hussain, Mansoor al-Jamri, Nabil Rajab, Lamis Dhaif, Maryam al-Khawaja, Ali al-Ikri, and several others.

The regime, in defiance, has gone all out to publicize the elections based on Crown Prince Salman’s so-called “Common Ground” framework.  In addition to “Electoral Districts,” the other four parts of the framework include “Legislative Authority,” “Cabinet Formation,” “Judicial Reform,” and “Security.”

Is There a Way Forward?

The regime is pressing ahead with the election while ignoring the pragmatic demands of the opposition. Human rights Watch and Human Rights First have frequently identified the egregious human rights violations committed by the regime against innocent civilians and political activists.

But Bahrain has waged a fierce public relations campaign to dissuade Western governments from raising the human rights issue in the country. The Khalifa regime has used an army of “access” academics, former diplomats, retired senior military officers, corporate executive think-tankers, and pliant media influential figures to act as informal advisers to “lobby” policymakers in Western capitals on behalf of the Bahraini regime.

What we are seeing now is a minority Sunni regime refusing to share the political process with the country’s Shi’a majority on the basis of fairness, equity, and justice. If the United States believes continued tensions in Bahrain and in the wider Gulf are harmful to its strategic regional interests, it cannot remain oblivious to these violations and to the possibility of radicalization in Bahrain.

Due to the Khalifas’ refusal to seriously act on the concerns of the country’s Shi’a majority, the elections on Saturday will not move the reconciliation process forward. Washington may be hoping to stabilize its relations with Iran through an agreement on the nuclear issue and to understand the regional factors that led to the rise of IS to speed up its defeat, but the growing chance of vicious sectarianism in Bahrain could undermine its search for regional stability.

Once again American observers are outbidding each other over how serious a threat the Islamic State (ISIS or IS) poses. Recent IS gains in Iraq heightened Washington’s concern, causing President Obama to huddle with coalition defense ministers. In this air of heightened crisis, the option of deploying US combat troops has been revived. Yet this supposed fix (even just talk of it) involves a host of likely problems.

The 19th Century politician, diplomat and writer Don Piatt once said, “A man’s greatness can be measured by his enemies.” If applied to the Islamic State, IS falls short in terms of the ground conflict. The radical Sunni group’s foes consist of the demoralized, ill-led Iraqi Army; Iraq’s sectarian, dysfunctional government; the better, but potentially shaky, Iraqi Kurds; the paltry forces of the rebel Free Syrian Army; and the fierce-fighting but under-armed and ill-supplied Syrian Kurds. Naturally, IS has scored successes against such weak opponents. But that does not make it the irresistible force portrayed by many.

Iraqi Prime Minister Haider al-Abadi has been virtually useless since replacing the discredited Nouri al-Maliki. Surrounded by much the same hyper-sectarian Shia politicians, Abadi has not made an earnest, good faith effort to weaken IS by wooing away many of its Sunni Arab tribal and military supporters. This is, by far, the most critical factor in Iraq on the ground.  Far more pressure from the US and perhaps mediation by regional actors must be considered.

Without a Sunni Arab game change against IS, isolated western Iraqi garrisons in towns and bases have been falling. The al-Asad Airbase complex near the city of Hit may be next. Largely government-held Ramadi remains out of IS hands, but only because surrounding tribes oppose the group. And even with Baghdad at its back, the Iraqi Army’s performance has been marked by repeated failures.

Meanwhile, the Free Syrian Army has received little of the military support for which it has begged for three years. Plagued by inferior weaponry and ammunition shortages, and comprised of a welter of semi-autonomous local militias, it poses little danger to IS.

Though more determined and coherent than the Iraqi Army, Iraqi Kurdish fighters, the Peshmerga, typically advance behind heavy US air support or in relatively weakly held IS areas. Despite a few exceptions, they are generally reluctant to advance very far—and hold ground—much beyond their own borders.

Meanwhile, the US ignored heroic resistance by tougher Syrian Kurds until recently. They represent the only major contingent of highly motivated anti-ISIS boots on the ground. Probably in response to Turkish wishes, the US largely withheld air support for nearly two weeks.

Yet since declaring Kobani a humanitarian disaster on Oct. 14, the US has hammered IS positions at Kobani with waves of airstrikes, after strikes last week proved too few. Intelligence sharing between the US and the defenders of Kobani has made the strikes more effective. Had strikes this powerful been launched two weeks earlier, Kobani itself would not have become a battlefield.

 

Providing no military assistance whatsoever, Turkey has blocked thousands of Turkish Kurdish reinforcements from reaching Kobani. Fighters and doctors on the scene report numerous border closures and wounded combatants dying just inside Syria awaiting treatment in Turkey.  Other fighters from Kobani have been arrested at the border, including some wounded.

Still, all around the Islamic State’s current holdings are countries with powerful militaries capable of dealing serious blows to IS regardless of the group’s fanaticism. Turkey to the north, Iran to the east, and Jordan to the south represent dangerous potential IS enemies if attacked. Just beyond Damascus and northwestern Jordan lies perhaps the most formidable local foe: Israel. Much of Iraq’s Shia south would become a graveyard for IS forces attempting to seize sizeable portions of this hostile area, in part because Iran would not let this area and Shia Islam’s holiest shrines fall.

The Anti-IS Front

Turkish cooperation with NATO against IS would vastly boost anti-IS operations. Air support could be based much closer to targets, Syrian and Iraqi Kurds could receive assistance, and the Islamic State’s smuggling of goods and recruits could be curbed. A Turkish volte-face might also salvage its peace process with the Kurds. Turkey has been holding its support hostage to demands such as coalition airstrikes against the Syrian regime. The coalition must keep pushing back; compliance would dissipate the air war against IS.

Other coalition partners, including NATO states like Germany, have also remained on the sidelines or provided little. This too needs to change to impose further pressure on IS.

If Kobani is an example of solid boots on the ground, Iraqi troops fighting west of Baghdad represent the opposite (despite heightened air support and attacks by US Apache helicopter gunships). In Kobani, Kurds have responded to strikes by attacking to clear IS fighters from some areas lost earlier. Heavier strikes near Baghdad barely shore up wavering defense lines.

Instead of responding to lackluster ground forces by boosting air strikes, it should be made clear that forces willing to fight hard to capitalize on air strikes will receive priority. Otherwise under-motivated forces may do even less, hoping air power would do their jobs for them—a losing proposition.

Is such a policy risky? Yes, but so is pouring in US combat troops in the numbers being discussed. Iraqi forces—with Baghdad at stake—must be forced by circumstance to stand their ground. And if densely populated Shia neighborhoods in Baghdad are threatened, they probably would.

Some have downplayed the impact of airstrikes against IS. They maintain strikes must be complimented by decent ground troops–correct where IS goes for more territory. However, a month of pounding undoubtedly has had an overall impact on IS even if that is not yet evident in some frontline fighting. The air campaign also is a long-term affair, with adjustments, mounting contributions, and accumulated impact. One plus is the Islamic State’s fanaticism, driving it to continue exposing its military assets to airstrikes along frontlines where heavy damage could be inflicted.

Committing US combat troops to battle around Baghdad would signal to Iraqi ground troops that they need not take most of the responsibility for the capital’s defense. Americans concerned that sending combat troops would escalate demand for more (“mission creep”) are correct. Reliance on US troops also would regenerate an unhealthy dependency.

More US advisors instead of line combat troops would be wiser, but competence is not the main problem; Iraqi soldiers must see they have no choice but to fight it out with IS. That goes beyond advice, and some advisors caught up in rapid, haphazard Iraqi retreats could be killed or captured by IS. Although advisors are also valuable in coordinating frontline aerial targeting, Americans would have to be prepared for losses. Some of those might well involve the ritual execution of captured US soldiers—perhaps the biggest risk involved in committing large forces.

Rashid commands a small unit of a dozen fighters, members of the Kurdish armed forces – known as the Peshmerga – deployed to the oil-rich province since June 13.

On June 12, the Iraqi army evacuated its positions in Kirkuk province after its troops had earlier conceded control of the country’s second largest city, Mosul, in the face of advancing Sunni militant groups led by the Islamic State of Iraq and the Levant (ISIS).

“Since we have been deployed here things have changed,” says Rashid, a Peshmerga for 25 years, with a sense of pride. “It’s safer now and people can go out and do their daily business.”

However, although the deployment of thousands of Peshmerga troops has in fact brought relative calm to the city so far, trouble appears to be brewing.

Rich in natural resources such as oil and home to a mixed population of Kurds, Arabs, Turkmen and Christians, Kirkuk is no stranger to conflict. It has been at the heart of decades of armed and political struggles between the Kurds and successive Iraqi governments.

Since the Kurdish takeover there, armed Shia groups have been flexing their muscles, a move that has infuriated the considerable Sunni Arab population in the province and could be a potentially destabilising factor, while insurgent activity by Sunni militants continues in some parts of the province and has left tens of casualties behind so far.

The local office of the influential Shia cleric Muqtada Sadr organised a military parade on June 21 in which hundreds of armed Shia men walked through the streets in downtown Kirkuk.

“The parade was meant to send a couple of messages. One was a message of reassurance to all Iraqis that there are soldiers to defend all segments of the people,” says Sheikh Raad al-Sakhri, the local representative of Sadr, sitting on the floor of his well-protected Khazal al-Tamimi mosque. “And the other was a message to terrorists that there is another army ready to fight for the sake of the country if the [official] military [forces] fall short of their duties.”

Al-Sakhri might claim his men will protect everyone, but the Sunni Arabs here are not convinced.

At the peak of Iraq’s sectarian strife in 2006 and 2007, Sadr’s Mahdi Army was seen as responsible for summary execution of thousands of Sunnis in the capital Baghdad and other areas.

“A question for the local government [in Kirkuk] is will it allow Sunni Arabs to carry out a similar (military) parade,” says Massoud Zangana, a former human rights activist turned businessman, who alleges he has been threatened with death by Shia armed groups.  “The number of Sunni Arabs is more than the Shia in this city.”

Zangana owns a television channel called Taghyir – Arabic for ‘Change’ – that broadcasts from Amman, Jordan, which some Iraqis refer to as the “Revolution Channel” for its steady coverage of Sunni protests two years ago and of the current fight between Sunni militants and the Iraqi army.

Local media are also buzzing with reports that the central government in Baghdad has delivered a couple of arms’ shipments via the city’s airport to Shia militiamen here.

Officials in Kirkuk or Baghdad have not confirmed those reports.

“Giving weapons to official security forces is okay but providing arms to one side to fight the others is wrong,” says Mohammed Khalil Joburi, a Sunni Arab member of the Kirkuk Provincial Council, wishing that the news of arm deliveries is not true.

The local government in Kirkuk is run by the Patriotic Union of Kurdistan (PUK), a major Kurdish party that has close relationship with Iran. Many in the local media speculate that the PUK-controlled administration in Kirkuk had possibly agreed to the military display by Shia groups under pressure from Iraq’s powerful eastern neighbour, Iran.

Despite the appearance of relative calm, tensions are high in Kirkuk and security forces are visible throughout the city.

By appearing to favour Shia armed elements, Kurds might risk alienating the local Sunni Arabs and potentially push them toward cooperation with ISIS and other militant Sunni factions.

In Bashir, a village in southern Kirkuk populated by Shia Turkmen, local Shia militias and Kurdish Peshmerga forces have clashed with ISIS and other Sunni militant groups.

In the western part of the province around Hawija district, the Kurdish Peshmerga have repeatedly fought against ISIS and its local allies.

Kirkuk has not been spared suicide attacks, a trademark of ISIS and jihadist groups.

On June 25, a suicide attack killed at least five people and injured around two dozen others.

The challenge before Kurds who effectively rule most parts of the province is to prevent a spillover of violence and sectarian divisions in other parts of the country into Kirkuk.

Kurds view Kirkuk as part of their homeland, Kurdistan, and hope they can maintain their current military and political dominance in the city.

In the latest Iraqi parliamentary elections in April, Kurds won eight out of the 12 parliamentary seats allocated to the province.

Kirkuk’s vast oil fields have the capacity to produce around half a million barrels of oil per day and Kurds consider Kirkuk central to their aspirations to build an independent state.

Massoud Barzani, President of the Kurdistan Region, recently said that he will deploy as many forces as needed to maintain Kurdish control of the contested province.

On June 30, Barzani asked the head of United Nations Mission to Iraq to organise a referendum in which Kirkuk’s residents can decide whether they want to be part of the Kurdistan Region.

The official territory of the Kurdistan Region includes Erbil, Sulaimaniya and Dohuk provinces.

But after the Iraqi military’s recent defeat at the hand of ISIS-led Sunni militant groups, Kurds have expanded their control over large parts of the neighbouring Kirkuk, Nineveh, Diyala and Salahaddin provinces.

Now in charge of Kirkuk, the challenge for Kurds is walking a fine line between Shia and Sunni, Arab and Turkmen populations to maintain order in the medium and long term.

In a deeply-divided city facing the threat of jihadists close by, Kirkuk’s Shia and Sunni leaders who spoke to IPS appeared to have no objection to Peshmerga’s control of Kirkuk, at least in the short term.

In the heart of the city’s historic citadel, Rashid and his young men are well aware of the difficult task lying ahead. “We are here to protect all groups … We don’t wish to fight but this area is surrounded by ISIS and all sorts of other groups,” says Rashid.

“We don’t know what their goal is, but we are on alert here.”

As the Syrian uprising against the Baathist regime enters its fourth year, it is clear, given the changing balance of power on the ground, that predictions about the imminent collapse of the Assad dynasty, which constituted conventional wisdom from 2011-12, are far from the mark. Once derided by its neighbours for the obsolescence of its equipment and what was perceived as the cluelessness of its soldiers, the Syrian army has retaken from opposition fighters several strategic positions, including the latest, Yabroud, which, according to all major actors, is of pre-eminent importance. The same observers also agreed that recent victories by the regime are in reality less those of the Syrian security forces than of Hezbollah fighters from Lebanon, both in terms of the manpower they provided and the strategic advice they offered their Syrian counterparts.

Hezbollah’s open intervention in its neighbour’s civil war has from the outset posed many questions and provoked not a little anxiety. What exactly are Hezbollah’s aims in Syria? In light of the reprisals that have been conducted by its Syrian foes and their sympathizers in areas sympathetic to the group or under its control, doesn’t it have more to lose than to gain? Finally, and in particular, does Hezbollah risk losing its popular base and its pre-eminence on the national level in Lebanon?

Flashback to an intervention outside national borders

If Hezbollah’s leaders have supported — and from the beginning — the Lebanese government’s policy of non-intervention in the Syrian crisis, that has not prevented them from taking a clear position in favor of Assad’s regime, even while calling for a negotiated settlement between the belligerents. It must not be forgotten that cooperation between the Baathist regime in Damascus and Hezbollah began in the early 1990s and their strategic alliance has consisted essentially of Syria’s facilitating the transfer of arms from Iran to Hezbollah. In its various defeats of the Israeli army, the group became to a certain extent indebted to the Assad dynasty, which explains why, despite Damascus’s decades-long abandonment of any armed challenge to Tel Aviv, Hezbollah still considers the Syrian leadership to be a “regime of resistance against Israel.”

This arrangement would probably not survive in the event that the Free Syrian Army (FSA) or the Sunni jihadi groups actually took power. The Syrian opposition factions didn’t wait for Hezbollah fighters to actually cross the border before declaring their hostility for — and issuing threats against — the party. In December 2011, for example, Burhan Ghalioun, who then headed the Syrian National Council (SNC), declared that if indeed the Assad regime was defeated, “the new authorities would drastically review their relations with Iran and Hezbollah” (Al-Arabiya, 12/2/11). The following month, FSA spokesman, Col. Ammar al-Wawi, warned that Hezbollah’s secretary general, Hassan Nasrallah, will be “held accountable for his actions before revolutionary courts after the victory of the Syrian revolution” (L’Orient-Le Jour, 2/1/12). Then, in the fall of 2012, the head of al-Qaeda in Syria (as it was then known), Majid al-Majid, issued a specific threat against Hezbollah, announcing his plans to conduct attacks against tourist sites in Lebanon if the government in Beirut continued to support the party (Al-Joumhouriya, 9/3/12). Similarly, the FSA’s leadership promised to bring the war into the heart of southern Beirut (a Hezbollah stronghold) if the party “didn’t end its support for the regime of Bashar al-Assad” (L’Orient-Le Jour, 10/9/12). The rhetoric became if anything more virulent and increasingly characterized by a sectarian, anti-Shiite hostility as the Sunni jihadi groups, which made clear that the conflict went far beyond any ideological or economic differences, gained ascendance among the opposition forces.

It bears repeating that all of this preceded Hezbollah’s intervention, which in fact took place in two stages. The first real appearance of the Islamic Resistance in Lebanon (IRL), Hezbollah’s paramiltary, mother organization, dates in all likelihood to the latter half of 2012 (the IRL is normally presented as the military wing of Hezbollah. In reality, it preceded Hezbollah and originally helped create it. The relationship is thus the opposite: Hezbollah is the civil extension of the IRL). It didn’t involve sending combatants to fight alongside regime forces. Rather, the first units were members of local self-defense forces that formed spontaneously in the increasingly conflicted zone along the border. Having never been precisely demarcated, the border between northeast Lebanon and Syria constitutes a large area that is home to some 30 villages actually inhabited by Lebanese — mainly Shiite — citizens, all of whom, however, are subject to Syrian sovereignty. Given their sectarian character, these villages were targeted early on by Sunni jihadi groups linked to the opposition. Small groups of local youth — all Lebanese — thus took up arms to defend their families and homes against those attacks. Some among them were members of Hezbollah and the IRL whose initial purpose was thus simple self-defense.

The second stage of Hezbollah’s intervention on Syrian territory came with the battle of Quseir in the spring of 2013, when IRL combatants fought side by side with regular Syrian army forces. This more extended intervention resulted from the confluence of the interests of both the regime and Hezbollah, a confluence that is readily apparent from a glance at Syrian geography. The IRL hasn’t fought in the central, southern or eastern part of the country and does not (yet) appear to be committed to helping Assad re-conquer his country. Rather, its zone of intervention has been confined to the swath of territory around the Aleppo-Homs-Damascus axis, stretching roughly from the northwest coast of Syria (immediately north of Lebanon) along the border down to the Lebanese Shiite region of Baalbeck al-Hermel. The northwest coast is largely Alawite (Shiite) and Christian; that is, the two sectarian constituencies most closely allied with the regime. The regime, with IRL’s help, has been focused on clearing the major transportation routes that link the capital, Damascus, to the northwest, and making it more difficult for Syrian rebels to gain access to Sunni sympathisers in the Bekaa who have provided them with safe haven and, above all, a base for resupply.

But IRL’s intervention in Syria is motivated primarily by the defense of its own interests, reflecting less an attempt to save the Syrian regime than a proactive effort to anticipate the potential impact of Assad’s fall on its ability to act in Syria. Hezbollah and IRL don’t need to be welcome throughout Syria; if Syria breaks up into various zones of influitence as has already more or less taken place, a stable and protected sanctuary is sufficient for their purposes; that is, to ensure that key supply routes remain intact. It is thus not by chance that IRL fighters have focused their intervention in this area.

Bad for Assad, good for March 14?

Lebanon’s political scene has been split since 2005 between the March 14 Alliance — an essentially Sunni and Christian coalition of parties and individuals opposed to the Syrian regime and consisting mainly of the Sunni “Future Current” (FC) of Saad Hariri and the Lebanese Forces of Samir Geagea — and the March 8 Coalition, which has favoured maintaining close ties with Damascus and is led by Hezbollah with the support of the “Free Patriotic Current” of Michel Aoun.

It has been assumed by the March 14 movement — and some of its western supporters — that Assad’s ouster and the advent of real democracy in Syria would result almost automatically in Lebanon in a decisive victory for its forces over March 8, and thus the marginalization of Hezbollah. In this view, the changing balance of power between the Syrian regime in Damascus and its opposition would logically and necessarily replicate itself in Lebanon between the two coalitions there. In reality, however, the belief in such a direct relationship between the politics of the two countries ignores the nature of the leverage exerted by Hezbollah on the political stage in Lebanon, just as it wrongfully assumes that any successor to the Assad dynasty will necessarily act in favor of anti-Syrian Lebanese forces. Contrary to the popular adage, the ramifications in Lebanon of what happens in Syria demonstrates that the enemy of my enemy is not necessarily my friend.

Indeed, the major role played by the radical Islamic groups in the Syrian opposition hardly strengthens the March 14 movement; on the contrary, it simultaneously weakens both of the major sectarian factions within it: Christian and Sunni.

Lebanese Christians of all political persuasions are not happy with the growing role played by the Sunni jihadists at the heart of the anti-Assad networks. Shocked by what their Iraqi co-religionists have suffered in recent years and what has begun to happen to their counterparts in Syria — the treatment of the nuns in Maaloula offers one recent example — Lebanese Christians see their worst nightmare as the arrival in Lebanon of a similar regime of repression, abuse and ultimately forced exile.

Within the Lebanese Christian community, two main political factions have vied for popular support. While Geagea, the leader of the Christian faction within the March 14 movement, depends on the moderate and Western-allied Sunni (FC), Aoun, who heads the opposing camp, is wary of Hariri’s close links with Saudi Arabia and pushes for an alliance with a Hezbollah whose behaviour regarding Islamo-Christian relations has for years been seen as exemplary. Thus, its media, which diligently covers all abuses committed against Christians by Sunni jihadi groups throughout the region, takes every opportunity to highlight Hezbollah’s strong ties with Christians.

They recall, for example, the joint project announced by the Maronite Patriarch and Hezbollah to promote the concept of a “civil State of believers,” in January 2011; Hezbollah’s reception of Pope Benedict’s September 2012 visit to Lebanon (on his arrival at the Beirut airport, it sent a welcome escort consisting of hundreds of the party’s Scouts sporting berets adorned with the Vatican’s coat of arms); the construction work of Jihad al-Binaa, a Hezbollah organ which, after the 2006 war with Israel, repaired at its own expense churches damaged by Israeli bombs and artillery shells during the month-long conflict; Hezbollah’s support for the so-called “orthodox” electoral law that had long been a pet project of Christian conservatives, the majority of whom belong to the March 14 movement; and the November 2012 invitation to Hezbollah’s leadership by the Maronite Patriarch, Monsignor Bechara al-Rahi, to send its own delegation to accompany him for his formal installation as cardinal at the Vatican.

Thus, Christians who are already favourable to Hezbollah have no reason to change their position. All the more so in light of the embarrassing position in which their March 14 co-religionists find themselves in given the rise of jihadi groups in the Syrian opposition. Indeed, Geagea, who had argued for months after the outbreak of the insurrection in Syria that an Islamist regime in Syria would not prove harmful to Christians, abruptly abandoned that claim by the end of 2012. At the same time, the Gemayel family, the second political grouping within March 14’s Christian constituency, never endorsed Geagea’s initially enthusiastic embrace of the rebellion and has preferred instead to support the government’s position of not taking sides.

The destabilization of the anti-Assad line resulting from the disarray among the March 14 Christians is enhanced by the weakening of the Sunnis’ position in Lebanon. Syria’s turmoil has effectively accelerated the shattering of Sunni unity, which was already under stress in recent years due to a series of setbacks suffered by the FC and its leader, Saad Hariri, as well as by the emergence of pockets of radical Islamists, particularly in the northern part of the country around Tripoli.

Faced with the militarization of the conflict next door, the temptation to provide reinforcements and logistical support to the insurgents there became too strong for the FC to resist. Despite some initial official denials, Hariri himself opted for silence in November 2012 when pressed about the mounting evidence implicating his associates regarding the supply of arms and funding for the rebels. This direct involvement in the Syrian conflict, which occurred before Hezbollah’s intervention, as well as the clear support for the rebels provided by the FC’s external sponsor, Saudi Arabia — not to mention the overt support voiced by several FC members of parliament in 2012 and 2013 for the radical Sunni cleric Ahmad al-Assir — fatally undermined the efforts by Hariri’s faction to present itself as an effective firewall against extremist groups.

All the more since, when the radical Sunni groups challenged the state’s authority and even, at times, confronted it with violence, FC MPs from Tripoli defended their actions without any public rebuke from the leadership. Thus, Hariri’s pledges of moderation have consistently proved difficult to uphold, as he showed himself either unwilling or unable to rein in these groups.

Indeed, this fragmentation among the Sunnis poses a serious threat to Hezbollah because of the risk that their actions could spark a sectarian civil war in Lebanon. On the other hand, while Sunnis across the political spectrum have long been hostile toward Hezbollah — including well before its intervention in Syria — it appears that the majority of the community still values the civil peace — however tenuous — that has reigned in Lebanon for the past two decades sufficiently to avoid letting themselves be dragged into war against the party.

The community that would logically appear most susceptible to change its political allegiance in light of the Syrian crisis remains the Shia themselves. Indeed, IRL’s intervention on the side of the loyalist forces across the border has reverberated strongly in Lebanon, especially with respect to security. Reprisals by the Syrian opposition have already taken the form of several car or suicide bombings in two Shiite strongholds — Beirut’s southern suburbs and the northeastern Bekaa. While it is undeniable that these incidents have spread unease and fear among the Shiites, any thought that they could trigger a massive desertion by the community would seem deluded.

Why Lebanese Shia don’t support Assad’s fall

The Shiites of Lebanon have three reasons for not supporting the fall of Assad’s regime. The first relates to the bipolarity of the political scene. The two camps and their followers hold highly defined views regarding their political, factional, regional, and international allegiances. On the one hand, March 8 is allied to Syria and Iran and looks positively at Russia. On the other, March 14 followers have no problem dealing with Israel, are friendly to Saudi Arabia, and, at the international level, consider France and the US their natural protectors. Thus, without necessarily retaining any admiration for the Damascus regime — let alone any endorsement of its policies and behavior — the strong majority of the Shia “naturally” prefer it as the lesser evil compared to one which would upset the regional equilibrium.

It is for the same reason that the Shiite community disapproved of March 14’s adherence in 2005 to an American neoconservative policy aimed at upending the existing regional balance of power. Asked to choose between the devil and the deep blue sea, Lebanon’s Shiites feel more at home and comfortable — and secure — under the Syrian-Iranian umbrella than being subject to US-European (and Saudi) adventures in the Middle East — particularly in the wake of the wars in Afghanistan and Iraq.

Over the past 20 years, the community has also developed a very special, very strong and very sophisticated relationship with Hezbollah. The party’s successive victories over the Israeli occupation and its social and political achievements on the domestic front have built a solid confidence in its strategic acuity. Those accomplishments have also sparked a revival of communal identity, based on a new “Shiite pride,” the promotion of a collective self-image. In so doing, the party has permitted the community to rid itself of inferiority complexes that it has suffered for decades, if not centuries, thus inspiring a strong, durable feeling of gratitude towards Hezbollah and, accordingly, cementing an enduring political bond between the party and the community.

The last reason why the majority of Shiites are unlikely to desert Hezbollah is their strong hostility towards the Sunni jihadist groups in the Syrian opposition. Christians are not the only religious group anxious about their growing importance. Shiites feel much the same fear because they know that the hatred directed by these groups at them is based more on religious than on political differences; that is, they are hated for what they are, rather than for what they think. In a country whose state lacks the resources to assure its citizens’ security, Hezbollah appears — as paradoxical as it may seem — as the only group capable of defending the nation — and its community.

In other words, the Syrian crisis has not changed the basic political configuration of Lebanon. Hezbollah’s critics still criticise it; those who support it also continue to do so. Those feelings have perhaps become more polarized as a result of Hezbollah’s intervention in Syria, but no consequential political defection is in view — from one side or the other.

A few days ago, Bahraini officials announced they “foiled an attempt to smuggle explosives and arms, some made in Iran and Syria, into the country by boat.”  Around the same time, the government also contended it had defused a car bomb and seized weapons in different locations in the country.

The Al Khalifa regime maintains it is fighting terrorism, which it unabashedly equates with pro-reform activists. The regime accuses Iran of plotting and driving acts of “terrorism” on the island.  Regardless of Iran’s perceived involvement in the smuggling of weapons, it is important to put this latest episode in context.

First, although Iran might benefit from continued instability in Bahrain, since Bahrain became independent in 1971 Iran has not engaged in any activity to remove the Sunni Al Khalifa from power. In 1970-71, the Shah of Iran accepted the United Nations’ special plebiscite in Bahrain, which resulted in granting the country independence. Successive Iranian governments under the Ayatollahs since the fall of the Shah have not questioned Bahrain’s independence.

Furthermore, over the years most Bahraini Shia looked for Iraqi and other Arab, not Iranian, grand Ayatollahs as sources of emulation or marja’ taqlid. The Shia al-Wefaq political party, which some elements within the Al Khalifa ruling family have accused of being a conduit for Iran, has consistently supported genuine reform through peaceful means.

Al-Wefaq leaders, some of whom have studied and lived in Iran in recent decades, have supported the government’s call for dialogue with the opposition and have endorsed the government’s call for dialogue with the opposition and the Crown Prince’s initiative for reform and dialogue. The Al Khalifa’s response to al-Wefaq’s peaceful position has been to arrest its two most prominent leaders, Sheikh Ali Salman and Khalil al-Marzooq.

Second, regardless of the public relations campaign the Bahraini regime is waging against Iran, it continues its arrests and sham trials and convictions of Bahraini citizens. This includes doctors and health providers, young and old peaceful protesters, and more recently athletes. Their only “sin” is that they are members of the Shia majority in a country ruled by a Sunni minority regime.

In a recent article, James Dorsey of Singapore’s S. Rajaratnam School of International Studies detailed the large number of Shia athletes, players and champions — soccer, handball, tennis, jiu-jitsu, gymnastics, beach volleyball, and car racing — who have been arrested and given lengthy jail sentences.  Many of these players, who hail from Diraz and other neighboring Shia villages, were hastily tried and convicted for expressing pro-reform views.

Third, in a recent interview with the Kuwaiti newspaper al-Qabas, Professor M. Cherif Bassiouni, who headed the Bahrain Independent Commission of Inquiry (BICI), expressed his disappointment at the government’s failure to implement some of the key recommendations in the report. As a reminder, King Hamad had created BICI and formally and publicly received and accepted its final report.

No one within the regime has been held accountable for the unlawful acts and crimes detailed in the BICI report. According to Bassiouni, the government’s inaction on the recommendation has raised serious doubts within “civil society institutions and human rights organizations” about the regime’s commitment to genuine reform.

Fourth, the Bahraini regime, like its Saudi counterpart, is stoking a deadly sectarian war in the Gulf and elsewhere in the region. The ruling family is very concerned that should Iran conclude a deal with the international community on its nuclear program, Al Khalifa would become marginalized as a Gulf player.

The regime is particularly worried that as a small island country with minuscule oil production, Bahrain might become a marginal player in regional and international politics. It behooves the Al Khalifa regime to know that if it fails to work with its people to bring stability to the country, it will lose its standing in Washington and other Western capitals.

As the Bahraini majority loses confidence in the regime, it would not be unthinkable for Saudi Arabia and other regional and international powers, including the United States, to consider Al Khalifa a liability. The key mission of the Bahrain-based US Fifth Fleet is not to protect the repressive Al Khalifa regime. It serves regional stability, strategic waterways, and other global US interests. Its commitment to Al Khalifa or to the Bahrain port is neither central nor irrevocable.

As the Bahraini regime continues its campaign against Iran, it should remember that by refusing to engage the largely peaceful opposition for meaningful reform, it has created an environment for Sunni extremism and anti-Shia radicalism. The recent history of intolerant religious proselytization instructs us that such an environment invariably leads to terrorism. This is a domestic phenomenon regardless of whether the intercepted arms came from Iran or not. One also should recognize that growing frustration among dissidents will drive some of the youth to become more radicalized and turn to violence.

If regimes are willing to tear their countries apart in order to stay in power as the Al Khalifa ruling family seems to be doing, domestic terrorism is an assured outcome. Today, we see this phenomenon in Syria, Iraq, and elsewhere. The Islamic State in Syria and the Levant (ISIL) did not emerge in a vacuum. Radical, intolerant, Sunni jihadism, which Bahrain and Saudi Arabia have been pushing in Syria, and before that in Iraq, is the kernel from which terrorism sprouts. Eventually it will come home to roost.

As I wrote previously, the Al Khalifa regime’s survival remains possible only if the ruling family stops playing its repressive apartheid game and engage its people with an eye toward power sharing and genuine reform.

King Hamad still has an opportunity to implement the BICI recommendations comprehensively and transparently. He could assemble a group of distinguished Bahrainis, Sunni and Shia, and task them with writing a new constitution that would include a nationally elected parliament with full legislative powers and checks and balances over the executive branch. This should be done soon because the King and the ruling family are running out of time.

The reverberations of the desperate war inside Syria have increasingly radiated outward. In addition to the massive Syrian refugee exodus, Lebanon and Iraq in particular have been impacted adversely by heightened instability and violence. Yet actions associated with both have only increased their vulnerability. By contrast, the Turks and Iraq’s northern Kurdish Regional Government (KRG) have boldly ramped up their mutual cooperation, in part to form a common front to counter an unwelcome rival Kurdish alliance taking shape inside Syria.

Despite rising violence in Lebanon, so far Iraq has been the most heavily affected overall of Syria’s neighbors. In addition to the almost daily backdrop of horrific bombings and attacks by gunmen on Shi’a and government-related targets (like those of Dec. 16 killing 65), there has been a surge in execution-style killings and beheadings, with bodies dumped in various locales (characteristic of the dark days of the 2006-2008 sectarian violence). Recently, Iranian workers on a gas pipeline in north central Iraq were also the objects of a massacre. Al-Qaeda associated elements have been the prime culprits, but Shi’a militias have become more active as well.

With more than 8,000 Iraqis already dead this year from extremist violence, Iraqi Foreign Minister Hoshyar Zebari warned earlier this month of more danger from a jihadist “Islamic emirate” that could take hold in much of Syria. Yet, the Baghdad government’s own marginalization and persecution of Iraq’s Sunni Arab community under Prime Minister Nuri al-Maliki has been the leading cause for the powerful revival of Sunni Arab extremism in Iraq and its close linkage to the parallel phenomenon in Syria.
Meanwhile, hardline Grand Ayatollah Kazim al-Haeri (who has inspired Shi’a militias in Iraq for years) issued a fatwa on Dec. 15 pronouncing “fighting in Syria legitimate” and declaring those who die there “martyrs.” This fatwa probably will send many more Iraqi Shi’a into Syria to join over a thousand already believed to be fighting for the regime. But it also could intensify seething sectarian tensions within Iraq.

Other notable developments affecting Iraq, however, involve its northern Kurdish Regional Government (KRG). KRG President Masoud Barzani made his first visit to Turkey in any capacity since 1992 in mid-November. The obvious aim was to support Turkish President Erdogan’s peace efforts focused on the extremist Kurdistan Workers Party (PKK) as well as to help Ergodan secure more Kurdish favor in Turkey’s March 2014 municipal elections.

Such high-profile assistance from Iraq’s Kurds would seem odd but for two other pressing matters. First, both Turkey and the KRG were alarmed by the declaration before Barzani’s visit by Kurdish militias in northeastern Syria of an interim administration for an autonomous Kurdish region there. Although repressed in the pre-civil war era, these militias are believed to have made their move with the approval of the Syrian government, and to have received aid from Assad’s allies, Iran and the Maliki government (relationships both Erdogan and Barzani oppose). Moreover, the Iraqi Kurds and the Turks fear the Syrian Kurdish Democratic Union Party (PYD), with links to the radical PKK, is behind the recent unity move.

For Damascus, any such agreement probably represents a cynical wartime concession of iffy standing simply to harness the bulk of Syria’s 2 million Kurds against anti-regime Sunni Arab rebels. Support from the regime probably also made possible the only UN airlift of winter relief supplies for any area outside government control into this predominantly Kurdish region. The only other airlifts to rebel areas associated with the Syrian regime have involved bombs.

Syrian Kurdish militias have been battling various rebels for over a year. On Dec. 13, cadres of the al-Qaeda linked Islamic State in Iraq and the Levant (ISIL) reportedly seized 120 Syrian Kurdish hostages near the Turkish border north of Aleppo, the latest of a number of such kidnappings. There has also been heavy skirmishing between the ISIL and extremist al-Nusra Front rebels and Syrian Kurdish militias along the edges of the Kurdish-controlled zone.

The second key driver in Barzani’s and Erdogan’s warming ties is oil. For years, Maliki’s government has been at odds with Barzani’s KRG over the KRG’s efforts to award its own contracts for large-scale oil and gas exports. KRG patience may have run out. In late November, Turkey and the KRG apparently came close to finalizing a comprehensive oil and gas deal — the latest move in Ankara’s cooperation with the KRG that has angered Baghdad.

Turkish Energy Minister Taner Yildiz assured Iraqi officials on Dec. 1 that “any exports must be with the approval of the Iraqi government.” But with Iraq still balking over fears of greater KRG autonomy, the Turks and the KRG are keeping the pressure up; on Dec. 13, test flows of limited amounts of KRG crude were sent through a new pipeline already completed to carry Iraqi Kurdish exports Turkey sorely needs to diversify its energy dependence and secure oil and gas at a likely discount.

Lebanon has been paying ever more dearly for the ongoing sectarian violence just across its lengthy Syrian border and Hezbollah’s military intervention in Syria. Indeed, given Lebanon’s own complex sectarian mosaic, overspill was inevitable, with an ongoing litany of clashes, killings, threats, and squaring off otherwise among Sunni, Alawite and Shi’a communities radiating out from the border.

Tensions and sectarian violence, however, also have been rising in core areas of Lebanon. In the northern city of Tripoli, with a majority Sunni Arab community, a Lebanese soldier died and 7 others were wounded in a Dec. 5 clash with extremists sympathetic to the Syrian rebels. More than 100 have died in Tripoli so far this year in gun battles and a bombing pitting Sunni militants against the army, the police, Tripoli’s minority Alawite community, or Lebanese Shi’a elements. As a result, Lebanon’s caretaker Prime Minister, Najib Mikati, recently turned security there over to the army for 6 months.

Probably most damaging for Lebanon has been Hezbollah’s intervention in Syria, sending thousands of seasoned fighters to reinforce those of the Assad regime. Hundreds of its combatants have been killed in action, and heavily Shi’a-populated areas of Beirut in particular (home to many Hezbollah fighters) have not simply remained a quiet “home front” away from Hezbollah’s war across the border.

Bombings like the one against the Iranian Embassy in Beirut and nearby buildings on Nov. 19, which killed two dozen, have hammered Shi’a neighborhoods. On Dec. 4, a Hezbollah commander back from the Syrian front, Hassan al-Liqqis, was gunned down in front of his residence. Hezbollah blamed the Israelis, but it is more likely he was another victim of rising home-grown violence. Today, Hezbollah claims it thwarted an attempted car bombing believed to have been aimed at one of its bases in the largely Hezbollah-controlled Bekaa Valley 20 miles east of Beirut.

Many assumed through the 1st year of the Syrian conflict that refugees would comprise the main burden faced by Syria’s neighbors, but the savagery and destruction wrought by the Syrian regime especially magnified even that challenge far beyond early worse-case scenarios. The virtual explosion of the rebel al-Qaeda factor, Hezbollah’s robust intervention, and the anti-rebel stance taken — or forced upon — most of Syria’s Kurds was not foreseen. All this further complicates ongoing efforts to find some path out of the Hellish Syrian maelstrom, be they Western efforts to oust Assad & Co. or the recently revived international efforts to bring the parties together for talks in Geneva. All things considered, the prospects for an effective way forward out of this crisis remain grim.

The devil is in the details.  This cliché is already being invoked regarding the deal concluded this past weekend between Iran and the so-called P5+1 – the permanent members of the UN Security Council, plus Germany, along with the European Union’s High Representative, Baroness Ashton.

Devil and details, yes; but if there is such a thing, the “angel” is in the “big picture,” the fact of the agreement itself – interim, certainly; flawed, perhaps; but a basic break with the past, come-what-may.  It will now become much harder for Iran to get the bomb, even if it were hell-bent on doing so.  The risk of war has plummeted.  Israel is safer – along with the rest of the region and the world — even as Prime Minister Benyamin Netanyahu denies that fact.

This is the end of the Cold War with Iran, (accurately) defined as a state when it is not possible to distinguish between what is negotiable and what is not.  Going back to that parlous state would require a major act of Iranian bad faith, perfidy, or aggression, not at all in its self-interest.

In the last few days, the Middle East has become different from what it was before.  Indeed, that happened, if one needs to denote “moments of history,” when President Barack Obama picked up the phone to call Iran’s President, Hassan Rouhani, in the latter’s limousine on the way to Kennedy Airport.

Even that moment was months in the making.  But psychologically it set in train a sequence of events that is causing an earthquake in the region.  And like any good earthquake, the extent, the impact, and even the direction it travels will not be clear for some time.  But one thing is clear: much is now different, and despite serious down-side risks, that can be positive if people in power will make it so.  As said by John Kennedy, the 50th anniversary of whose assassination also came this past week, “Our problems are man-made, therefore they may be solved by man.”

The struggle with Iran has never been just about “the bomb.”  Even putting aside the question whether Iran’s insistence on having a domestic nuclear energy program would ineluctably morph into a nuclear weapons capability (or threshold capability, a “screwdriver’s turn” away from a weapon), Iran has posed a problem for the Middle East, many of its neighbors, and outsiders in the West ever since the Islamic Revolution of 1979.  That turned Iran from being a supporter of Western, especially American, interests – a so-called “regional influential” – to being a challenger of US hegemony, the more-or-less accepted predominance of Sunnis over Shiites in the heart of the Middle East, and the comfort level of close US partners among Arab oil-producing states and Israel.  That all happened well before Iran’s nuclear program became an issue.

Led by the United States, countries challenged by the Ayatollah Khomeini’s revolution fostered a policy of containing Iran.  It included diplomatic isolation, the introduction of economic sanctions, US support – some covert, some open – for Saddam Hussein’s Iraq in its war against Iran, and US buttressing of the military security of its regional partners, along with the plentiful supply of Western armaments.  There have also been widespread reports of external efforts to destabilize Iran, along with a US predilection, when not also a formal policy, for regime change in Iran, a goal which continues to have its adherents.  For example, see here.

Why Iran has now decided to negotiate seriously about its nuclear program will be long debated and will be variously ascribed to swingeing economic sanctions that have increased pressures by average Iranians on their government to do what is needed to get them lifted; to progressive loss of popular support for the mullah-led regime and a “mellowing” of ideology – factors analogous to the crumbling of Soviet and East European communism two decades ago; and to the election of an Iranian president with an agenda different from his predecessor – blessed, one has to emphasize, by the Supreme Leader for reasons he has not revealed.

The current state of possibilities was helped immeasurably by a US administration that has itself been prepared to negotiate seriously, unlike its two predecessors, from the time a decade ago when Iran put a positive offer on the table that went unanswered – as Secretary of State John Kerry noted in early Sunday morning (Geneva time) commentary.

At heart, what has happened in the last two months is that Iran is now back “in play” in the region and is beginning the march toward resuming a role in the international community – slow perhaps, abortive perhaps, but for now pointed in that direction.  Assuming that the issue of Iran’s nuclear program can be dealt with successfully – a big “assuming” — that is clearly in US interests.  While it is much too soon to “count chickens,” that could lead toward renewed US-Iranian cooperation, tacit or explicit, over Afghanistan, where complementary interests led Iran to support the US overthrow of the Taliban regime in 2001. The possibility of Iran’s potentially no longer being a pariah state could lead it to value stability in Iraq over the pursuit of major influence there, which itself is problematic, given historic tensions between the two countries that Shia co-fraternity between the leaderships in Baghdad and Teheran only partially obscures.

It is still a stretch, however, to see Iran’s working to reconcile with Israel (a quasi-ally before 1979), although Iran’s full reengagement in the outside world and especially in relations with the United States can never be completed without Iran’s reaching out to Israel (and vice versa), a feat far more difficult than the diplomacy that began to bear fruit last weekend in Geneva.  And for Iran to change its posture toward Syria and Hezbollah in Lebanon would require not just alteration of Iran’s ambitions but also changes in policies by other states and groups.

Syria is both symbol and substance of the core problem of Iran’s re-emergence as a serious player in the Middle East.  At one level is the slow-burning civil war between Sunnis and Shias that was reignited by the Iranian Revolution and then, when that fire began to be tamped down, by the US-led invasion of Iraq, which overthrew a Sunni minority government dominating a majority Shia population.  The war in Syria is at least in part an effort by Sunni states to “right the balance.”  In the process, however, Saudi Arabia in particular has been unwilling to control elements in its country that are both inspiring and arming the worst elements of Islamist extremism and which also fuel not just Al Qaeda and its ilk but also the Taliban.  They have been primary sources of destabilization in several regional states and have killed American soldiers and others in Afghanistan.

At another level is the state-centered competition for influence in the region – geopolitics. This is also linked to the relationships of regional states with the West and especially the United States.  In particular, Saudi Arabia and Israel each has a basic stake in their ties to, and support by, the United States; both stoutly oppose Iran’s reentry into that competition, however modest.  Of course, Israel is also concerned by the continuing risk that, somehow, the US (and others) will fail to trammel Iran’s capacity to get the bomb; and also that attention will again swing back to the unresolved Israeli-Palestinian conflict.  But Saudi Arabia faces no potential military threat from Iran.  Indeed, to the extent it and other Arab states of the Persian Gulf face a threat or challenge from Iran, it is denominated in terms of Sunni vs. Shia, cultural and economic penetration, and the greater vibrancy of Iranian society – none of which can be dealt with by the huge quantities of modern armaments these countries have accumulated.

Further, as Iran does again become a player and moves out from under crippling sanctions, in the process attracting massive foreign investments, uncertainties regarding Iranian power and potential challenges to its neighbors will lead the latter to cleave even more closely to the United States; and the US will have to continue being a critical strategic presence in the region – its desire to “pivot” to East Asia notwithstanding.

With all these stakes, it is not surprising that several regional states are opposing the US-led opening to Iran and have already signaled a no-holds-barred campaign, including in US domestic politics, if not to scuttle what has been achieved so far, at least to limit US (and P5+1) negotiating flexibility.  (Iranian hard-liners will also be working to undercut President Rouhani.)  Israel and others can rightly ask that the US not fall for a “sucker’s deal,” though, as Secretary Kerry correctly stated, “We are not blind, and I don’t think we’re stupid.” But they are also worried that they will lose their long-unchallenged preeminence in Washington and with Western business interests.  This is not Washington’s problem. Indeed, from Afghanistan to Iraq to Syria and even to Israeli-Palestinian relations, drawing Iran constructively into the outside world – if that can be done and done safely – is very much in US interests.

Even as things stand now, at an early stage in moving beyond cold war with Iran, President Obama has earned his Nobel Peace Prize.

Bahraini opposition groups announced on Tuesday their opposition to participating in the dialogue that is supposed to start tomorrow. According to the Bahrain Mirror, the five opposition groups that signed the joint statement included al-Wifaq, Wa’d, al-Minbar, al-Tajammu’, and al-Ikha’.

The statement maintained that during the eight months of the so-called national dialogue, the government exploited the process as a public relations tool and did not show seriousness of purpose, a clear agenda for reconciliation, or a date certain for closure. The government ignored the six points that the opposition presented at the beginning of the second round of the dialogue in late August.

These points called for halting anti-opposition incitement, which the regime feverishly pushed through its media; promoting genuine national reconciliation; releasing political prisoners; and ending violations of peoples’ homes, such as breaking down doors; vigilante justice; and unlawful arrests.

Since the hiatus in the dialogue in the past few weeks, regime arrests and repression continued unabated, violations of human rights proceeded at a faster pace, the arrests of protesters, including minors, increased, fired workers have not been allowed to return to their jobs, and the regime’s actions against the Shia majority became much uglier.

The adoption of the 22 amendments by the pro-government legislature has given the prime minister and the king added “legalistic” leverage to proceed with their policy of sectarianism and discrimination. Sham trials and unreasonable lengthy jail sentences have been meted out to hundreds of protesters.

The international community, including most Western countries, have condemned these practices and called on the Al-Khalifa regime to cease and desist from these policies and begin a process of serious national reconciliation.

Some mainstream opposition activists in the past week came under heavy pressure from their “friends” to participate in the dialogue. Tuesday’s statement shows the opposition did not succumb to the pressure from pro-regime elements to participate in the dialogue. They accuse the government, instead, of focusing on the “process” of the dialogue, not its substance.

The regime continues to deprive some Bahrainis of their citizenship and push others to leave the country, while at the same time giving Bahraini citizenship to Sunni foreign nationals in order to decrease the size of the Shia majority. Some within the opposition have supported participating in the dialogue, arguing it would be better to engage the regime despite its insincerity and continued repression.

Other opposition activists fear that their non-participation would engender more regime violence, cause more deaths and injuries, and increase arrests and sham trials. Many mainstream activists within the opposition have shunned the dialogue because they doubted it would yield tangible results.

The regime has spent much time on the process of “a dialogue about the dialogue” and not on putting the country on a stable peaceful path. It relies on this charade to avoid making serious concessions to the Bahraini people.

The ruling family’s refusal to respond to the people’s demands for power sharing and genuine political and economic reform will continue regardless of whether the dialogue resumes Oct. 30 or not. The Al Khalifa’s actions against their people belie their public statements in defence of national reconciliation.

The Al Khalifas seem to be playing a dangerous chicken and egg game, which, in the long run, will deepen sectarianism and violence and will make national reconciliation much more difficult.

International human rights organisations, the European Union, and the United Nations have all seen through this game and have condemned these tactics and policies.

The Al Khalifa family, like other Gulf Arab families, believes it is entitled to rule the country as it sees fit because it owns it. The regime hopes that perceived diminishing U.S. influence in the Arab region, especially the rift between Washington and Riyadh, will push the Bahraini crisis to the back burner of regional policy. The regime continues to buy nasty and deadly weapons to fight public demonstrations.

Having failed to silence their people’s calls for justice, equality, and freedom for two and a half years, the king and his prime minister would be foolish to think they could succeed in the coming months and years.

Instead of bogus dialogue, the king should exercise real leadership by having his son and crown prince lead a true national reconciliation dialogue in which all segments of society will participate. The decision of the five opposition groups against participation in the dialogue was correct and legitimate.
