As some readers may recall, I wrote a long essay shortly after last July’s military coup d’etat against Egypt’s democratically elected Morsi government on differing attitudes within the neoconservative movement toward the coup and democracy itself. Given the complete lack of consensus among leading neocons as to how the U.S. should react to the coup — indeed, the fact that most neocons favored the coup and urged Washington to maintain its military assistance to the coupists — I concluded, contrary to conventional wisdom and the way that neocons have often sought to depict themselves, that “democracy promotion can’t possibly be considered a core principle of neoconservatism.” I followed that up a month later with a short post noting how the two “princelings” of the neoconservative movement and co-founders of both the Project for the New American Century (PNAC) and its successor organization, the Foreign Policy Initiative (FPI), Bob Kagan and Bill Kristol, had themselves split on the issue, with Kristol (citing Israel’s position) expressing doubt about the wisdom of cutting military aid, and Kagan demanding that it be cut.

Kristol hasn’t had much to say about Egypt recently, but Kagan came out in yesterday’s Washington Post with a stunning denunciation (also featured on FPI’s website) not only of continuing U.S. military aid for Egypt, but also of lobbying by the American Israel Public Affairs Committee (AIPAC) in Congress for continuing that assistance AND of Israel’s support for the regime. The op-ed, entitled “A Partnership That Damages the U.S.”, is particularly critical of Israel’s attitude toward both Egypt and democracy in the region, something that the ironically named (and Likudist) Foundation for Defense of Democracies (FDD) may wish to consider. Here are the relevant paragraphs:

Many members of Congress also believe that by backing the Egyptian military they are helping Israel, which, through the American Israel Public Affairs Committee, has actively lobbied Congress for full restoration of military aid. Even though the Morsi government did not pull out of the Camp David Accords or take actions hostile to Israel, the mere presence of a Muslim Brotherhood government in Egypt frightened the Israeli government.

To Israel, which has never supported democracy anywhere in the Middle East except Israel, the presence of a brutal military dictatorship bent on the extermination of Islamism is not only tolerable but desirable. Perhaps from the standpoint of a besieged state like Israel, this may be understandable. A friendly observer might point out that in the end Israel may get the worst of both worlds: a new Egyptian jihadist movement brought into existence by the military’s crackdown and a military government in Cairo that, playing to public opinion, winds up turning against Israel anyway.

Israel has to be the judge of its own best interests. But so does the United States. In Egypt, U.S. interests and Israel’s perceptions of its own interests sharply diverge. If one believes that any hope for moderation in the Arab world requires finding moderate voices not only among secularists but also among Islamists, America’s current strategy in Egypt is producing the opposite result. If one believes, as President Obama once claimed to, that it is important to seek better understanding between the United States and the Muslim world and to avoid or at least temper any clash of civilizations, then again this policy is producing the opposite result. [Emphasis added.]

It’s really a remarkable column that deserves to be read in full because of its very trenchant critique of Obama’s policy as well. If only it represented a preponderance of neoconservative opinion, which it unfortunately doesn’t.

Kagan is writing in the context of a whole lot of bad human-rights news coming out of Egypt in recent weeks in spite of which the Obama administration approved the delivery of 10 Apache helicopters, the transfer of which was held up by a partial suspension of military aid to the regime last fall. Since then, Sen. Patrick Leahy, who chairs the key Senate subcommittee that oversees foreign aid appropriations, has called for halting all military aid, including those items, like the helicopters, that are supposedly earmarked for “counter-terrorism.” As noted by Kagan, AIPAC is lobbying on behalf of the Netanyahu government against such a cut-off.

Indeed, for AIPAC’s (and Israel’s) talking points, you need look no further than a policy analysis entitled, “Resuming Military Aid to Egypt: A Strategic Imperative”, published this week by Eric Trager of the Washington Institute for Near East Policy (WINEP), a think tank spun off by AIPAC in the 1980s but still very much in the lobby group’s orbit. While Trager predictably deplores the abuses that have taken place, he argues, dubiously, that somehow the military is not accountable for them because of the “severely fractured …competing power centers” that supposedly characterize the Egyptian state at the moment. He goes on:

…[W]ithholding aid could still jeopardize Washington’s ability to ensure Egypt’s longer-term cooperation. For one thing, Russia is trying to expand its influence in the Middle East by selling weapons to Cairo, and various Persian Gulf states — which have sent billions in aid to keep the current Egyptian government afloat — are strongly supporting Moscow’s efforts. Moreover, after years of refusing to do so, the Egyptian military has been actively fighting Sinai-based jihadists since September, so withholding aid now would send a very confusing message about Washington’s strategic priorities. The United States also stands to lose other strategic benefits if the aid is withheld, including overflight rights and preferred access to the Suez Canal.

Having pulled all the stops to avert an Israeli attack against Iran last spring that never happened, has the Obama administration given all that it has to Israel’s hawkish leaders, only to learn that it has been played? If so, how might this affect the US response to Israeli warnings that it will attack Iran before the 2012 presidential election?

Martin Indyk, a former US Ambassador to Israel during the Clinton years who is now head of Foreign Policy at the Brookings Institution, is reported by the Sheldon Adelson-owned Israel Hayom to have told Israel Army Radio on August 23 that:

The administration was convinced that Israel was going to attack in the spring. That was the official assessment, everyone ran to battle stations, mobilized, engaged with the Israelis, did whatever they could to calm them down and make it clear that the President [Barack Obama] was absolutely committed to Israel’s security and to ensuring that Iran would not get nuclear weapons. That seemed to work fine. But after that, the administration concluded that Prime Minister [Benjamin] Netanyahu and Defense Minister [Ehud] Barak were engaged in a complete bluff, and having succeeded in bluffing them, I think they were wary of being bluffed again.

When Obama met with Netanyahu in March, according to Indyk, the president came away convinced that an Israeli strike against Iran’s nuclear facilities was about to occur. He did everything possible to reassure Israel’s leader that the US would do whatever was necessary to deter Iran from acquiring nuclear weapons capability. “Apparently, Israel complied, as no attack has yet taken place,” according to the religious nationalist news site Arutz Sheva.

A diplomatic success story? Hardly, according to The Jerusalem Post:

After no Israeli strike took place, Indyk said that the US officials felt as though they had been duped by Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak’s ruse. The former ambassador added that there is a sense within the US government that Washington is once again being misled by Israeli declarations and leaks.

It’s not clear whether Indyk is working for or against the President in suggesting that the Obama administration feels it was played by Netanyahu and Ehud Barak. Or, by stating that after having been misled about Israel’s intentions, the administration remains committed to preventing Iran from developing  nuclear weapons but views Israel as “the boy who cried wolf” and is therefore taking less seriously the hyperbolic hints that Israel will attack Iran prior to the US election. It’s possible that Indyk’s current message intentionally contrasts with the recent recommendation of fellow Clinton adviser Dennis Ross that Obama try to avert an Israeli military strike on Iran by promising Netanyahu even more armaments and military support.

The author of the Clinton administration’s “dual containment” policy that simultaneously targeted Iran and Iraq (instead of playing the two Persian Gulf powers off against one another as traditional “balance of power ” strategic logic would have suggested), Indyk has served as Assistant Secretary of State for Near East affairs, Special Assistant to the President, and the US National Security Council’s senior director for Near East and South Asia. Bill Clinton appointed Indyk as Ambassador to Israel in 1993. A former Research Director at the American Public Affairs Committee (AIPAC), Indyk was the founding director of the Washington Institution for Near East Policy (WINEP), an AIPAC-created think tank dedicated to influencing the executive branch on Middle East foreign policy while AIPAC focused on lobbying members of Congress. Indyk is also the founding director of Brookings’ Saban Center for Middle East Policy. During the 2008 presidential primaries, Indyk backed Hillary Clinton, but supported Barack Obama when he won the Democratic nomination.

In the past several months, however, Indyk has grown critical of Obama’s foreign policy. As co-author of  Bending History: Barack Obama’s Foreign Policy (with Michael O’Hanlon and Kenneth Lieberthal) he classified Obama as a pragmatist who opted for reasonable policies — often the least-worst available options — “with an approach typified by thoroughness, reasonably good teamwork, and flexibility when needed”. Indyk told Nahum Barnea of the Hebrew-language Israeli newspaper Yediot Aharonot in an interview coinciding with the book’s publication that despite the greatness of the vision he presented, “Obama’s  cold, analytical and aloof attitude didn’‎t suit the Middle Eastern climate.”

‎In a February 29 op-ed in the New York Times, Indyk criticized the “fundamental design flaw” in the Obama administration’s Iran sanctions policy. Indyk warned that “crippling” sanctions designed to “persuade the Israelis that there is a viable alternative to a preventive strike” could backfire as “the Iranians conclude that they have no choice but to press ahead in acquiring the ultimate means of assuring the regime’s survival.” Furthermore, Indyk opined, the constant warnings of Obama’s military advisers about the grave consequences of a military strike by Israel might signal that the US cannot be counted upon to restrain the Israelis from launching a war against Iran. Indyk also suggested that election year rhetoric might impact Iran’s strategic calculus. The louder Obama insists that that he will not allow Iran to acquire nuclear weapons, the more likely it is that that Iran will respond defiantly:

The only way out of the vicious circle is for Khamenei to understand that Obama is not seeking his overthrow — that behind the negotiating door lies a path to Iran’s peaceful use of nuclear power and not a corridor to the gallows. But how, while pursuing sanctions designed to cut Iran’s economic jugular, can Obama credibly signal this to Khamenei without opening himself up to the charge of weakness? Any hint of reassurance to the Iranian regime will surely be seized upon by his Republican rivals as a sign of appeasement.

Yet during an Yediot Aharonot interview at the end of May, Indyk recommended that Israelis be wary of US efforts to negotiate with Iran. “‎The Israeli response must be skeptical, regardless of what exactly is agreed upon there,” Indyk said. “‎When others are negotiating in your stead, you have every reason to suspect you are being sold out.”

In his latest interview, Indyk’s message seems to be that Obama has nothing left to promise Netanyahu:

Essentially, the U.S. had done everything it could to reassure Israel, the president doesn’t have anything more in his quiver, no other arrow to shoot to reassure it. I think this time around they thought, ‘Here we go again, there’s nothing more we can do we’ll just learn to live with it.

Patrick Clawson and Mehdi Khalaji, WINEP: Patrick Clawson and Mehdi Khalaji of the Israel-centric Washington Institute for Near East Policy (aka Washington Institute or WINEP) argue that Iran may need to be shocked into submission with more crippling measures including a military attack:

Ultimately, changing this mindset may require a profound shock of some sort, be it remarkably tough sanctions, more-complete political isolation, or military action.

While claiming that sanctions alone are not enough, the authors recommend piling more on anyway:

Washington has long advocated sanctions as the key to spurring Iranian compromise, and the announcement of the latest round of financial measures certainly seemed central in getting Iran back to the negotiating table. At the end of the day, however, such measures have not persuaded Tehran to make even the minimum compromises that would be acceptable to the P5+1. Expecting the new sanctions alone to spur Iran toward a more favorable position may therefore be unrealistic — Washington and its allies would be well advised to plan additional sanctions.

Michael Eisenstadt, WINEP: The director of WINEP’s Military and Security Studies Program argues that the US should aggressively harden its stance against Iran by implementing increased pressure tactics and ramping up the military option through posturing and public preparation:

Successful diplomacy may well depend on the administration’s ability to convince Tehran that the price of failed negotiations could be armed conflict. To make this threat credible, Washington must first show Tehran that it is preparing for a possible military confrontation — whether initiated by Iran or a third country — and that it is willing and able to enforce its red lines regarding freedom of navigation in the Gulf and the regime’s nuclear program.

Jamie Fly, Lee Smith and William Kristol, Weekly Standard: While applauding a related bipartisan Senate letter that we noted last week, three of the most ardent neoconservative pushers of the Iraq War urge Congress to “seriously explore” an Authorization of Military Force against Iran:

Stephen Rademaker, one of the witnesses at a House Armed Services Committee hearing on June 20, testified that Iran has not been “sufficiently persuaded that military force really is in prospect should they fail to come to an acceptable agreement to the problem.”

The key to changing that is a serious debate about the military option. But even in the wake of the collapse of the talks, far too many otherwise serious people continue to hold out hope for a negotiated settlement brought about by increased economic pressure. All additional sanctions should be explored and enacted as soon as possible, but what the track record of more than a decade of negotiations with Iran tells us is that this is not a country about to concede. This is not a regime on the ropes or on the cusp of compromise, as many would have us believe.

This is a regime committed to developing nuclear weapons, despite the cost to the Iranian economy and the toll on the Iranian people. Time is running out and the consequences of inaction for the United States, Israel, and the free world will only increase in the weeks and months ahead. It’s time for Congress to seriously explore an Authorization of Military Force to halt Iran’s nuclear program.

Mark Dubowitz, Foreign Policy: The executive director of the hawkish Foundation for Defense of Democracies and influential sanctions-pusher Mark Dubowitz argues for more “economic warfare” to “to shake the Islamic Republic to its core” by “blacklisting Iran’s entire energy sector”, extending the sanctions on the Central Bank of Iran, targeting other areas of the Iranian economy and:

…if that’s insufficient to get Khamenei to strike a deal — and there is unfortunately no evidence so far that it will — the president needs to unite the country in moving beyond sanctions and preparing for U.S. military strikes against Iran’s nuclear weapons program.

Daniel Pipes, Washington Times: The aftermath of an Israeli attack on Iran wouldn’t be all that bad according to Daniel Pipes. From yesterday’s posting:

Mideast focused pundit Daniel Pipes has positively reviewedreport by the Washington Institute for Near East Policy (WINEP) that discusses “likely” Iranian responses to an Israeli “preventive strike”. Pipes, who in 2010 argued that President Obama should bomb Iran to “to salvage his tottering administration”, repeats Michael Eisenstadt and Michael Knights’ assessment of how Iran would react to an Israeli military attack before concluding that the consequences would be “unpleasant but not cataclysmic, manageable not devastating.” The underlying assumption in Pipes’ article is that Iran is actively pursuing a nuclear weapon rather than nuclear weapon capability, which is what the International Atomic Energy Association (IAEA) and US intelligence agencies have asserted. And according to Pipes’ line of reasoning, the consequences of striking Iran pale in comparison to the only alternative he provides: “apocalyptic Islamists controlling nuclear weapons“.

Several witnesses criticized the media for questioning the alleged plot’s plausibility and the evidence presented, but no evidence related to the plot was offered or discussed in [...]]]> On October 26, two house subcommittees held a hearing dominated by hawks and neoconservatives on the alleged “Iranian plot” to assassinate Saudi Arabia’s ambassador in Washington. Several witnesses criticized the media for questioning the alleged plot’s plausibility and the evidence presented, but no evidence related to the plot was offered or discussed in detail. The “Joint Subcommittee Hearing: Iranian Terror Operations on American Soil” did, however, feature a display of major hawkishness, notably by retired Army Gen. John Keane. “We’ve got to put our hand around their throat now,” he said at one point, and “Why don’t we kill them? We kill other people who kill others,” at another.

Keane repeated his claim that Iran is “our number one strategic enemy in the world” and called the alleged plot a “stunning rebuke to the Obama administration’s policy of negotiation and isolation with the Iranians.” His recommendations included conducting “covert operations led by the CIA” and providing “money, information and encouragement to the dissident leaders inside Iran to use their population to put pressure on the regime.”

Keane stopped short of recommending military strikes, but another panelist, Reuel Marc Gerecht of the uber-hawkish Foundation for Defense of Democracies did.

In response to a question directed at the entire panel about what should be done to counter the “threat” posed to the U.S. by Iran, Gerecht pushed the standard neo-con argument that the Islamic Republic is led by irrational actors who “do not respond in the same rational economic ways that we do.” He also echoed the preemptive war rhetoric that the Bush administration used in the run-up to the Iraq invasion.

I don’t think that you’re really going to really intimidate these people, get their attention, unless you shoot someone…I think you have to send a pretty powerful message to those who have undertaken this or I think down the road you’re asking for it.

Matthew Levitt of the Washington Institute for Near East Policy, a spin-off of the American Israel Public Affairs Committee, added that sanctions against Iran have been “tremendously effective,” but they have to be used in tandem with other options “aggressively enough to make Iran care.” His list of other options included “military options,” “covert actions” and “diplomatic options.”

The hearing did include a few brief moments of reason. At one point Rep. Jackie Speier (D-Calif.) said that while

Iran’s leaders must be held accountable for their action…we cannot take any reckless actions which may lead to opening another front in the ‘War on Terror,’ which the American people do not want and cannot afford.

Note on Keane: Keane has close ties with U.S. neoconservatives and was one of the main architects of George W. Bush’s surge in Iraq. In 2006, Gen. George Casey and the chief of the U.S. Central Command, Gen. John Abizaid recommended reducing troop levels in Iraq, but Keane and his neoconservative allies started looking for someone that would support escalation instead–ultimately General David Petraeus. As documented by Bob Woodward in the War Within (though not in the fashion I write here), Keane ignored the chain of command while heavily promoting Petraeus. He also helped persuade Bush to reject the Iraq Study Group’s findings and recommendations by aggressively pushing an alternative strategy he wrote with Frederick Kagan at the American Enterprise Institute called “Choosing Victory: A Plan for Success in Iraq.” That report led to the military buildup that followed. He’s also criticizing Obama’s announcement last week that the U.S. will withdraw all its troops from Iraq by Christmas. “I think it’s an absolute disaster,” he told the Washington Times last weekend. “We won the war in Iraq, and we’re now losing the peace.”

A similar House of Representatives resolution passed this week.

The two bills, very likely drafted by AIPAC, cite a number of statements by President Obama and Secretary of State Clinton to support a very strong stance against the Palestinian campaign, highlighting the extent to which the Administration was already behind these efforts, even before Congress added its voice.

The Senate bill (which had 89 co-sponsors and passed by unanimous consent) and the House version (which gathered 356 co-sponsors and passed by a vote of 407-6) both have the point that the Palestinians are “circumventing negotiations” at the heart of their argument.

Not surprisingly, this argument is widely echoed among “pro-Israel” groups in Washington. Michael Singh of the AIPAC-spawned Washington Institute for Near East Policy (WINEP) warned that “If indeed the Palestinians seek to circumvent negotiations and seek recognition by the acclamation of the UN General Assembly, the painstaking gains made in Israeli-Palestinian economic cooperation will almost certainly be lost.”

Neoconservative leader Elliot Abrams said: “That the PLO is following this path suggests a lack of interest in the genuine negotiations that are the only real path to statehood… But this entire episode reveals a lack of Palestinian seriousness about negotiations and suggests that, while talks may commence and avoid the September UN confrontation, they will go nowhere.”

But Saeb Erekat, a leading PLO negotiator, says the Palestinians are holding fast to the UN course, despite US pressure. “We don’t see a contradiction between the efforts being exerted to revive the peace process and our bid to go to the UN.”

With the number of countries that have already expressed recognition of a Palestinian state, it is a given that any UN vote will favor that state. It’s also a given that this will not confer UN membership on Palestine and won’t change things much from the status quo.

Yet AIPAC has pulled out all the stops, and, with Congress supplying the political pressure, the Obama Administration is treating the Palestinian campaign with extreme gravity. Why the panic?

One reason could be a fear of the ancillary results. The US may be concerned that such a vote, which will provoke massive outrage among the Israeli public, will provoke Israel to take its own, already considerable, unilateral actions in retaliation.

Indeed, Israel warned of just such a reaction today, when the government announced that they were expropriating uncultivated land belonging to a West Bank Palestinian town, Karyut, in order to retroactively attach a settlement outpost called Hayovel to the settlement of Eli. This violates not only Israel’s previous commitments, but also Netanyahu’s own words.

In his famous Bar-Ilan speech where Bibi gave his lip-service acceptance to a two-state solution, Netanyahu said: “We have no intention of building new settlements or of expropriating additional land for existing settlements.”

So much for that.

But the timing seems intended to send the message to Washington that Israel is prepared to make good on its repeated threats to take much more aggressive unilateral actions than its normal expansion of settlements if the Palestinians pursue this UN vote.

Aaron Miller, who worked on these issues for decades, expresses another concern: “The (Obama) administration seems terrified at the prospect of letting matters drift and the prospects of a Palestinian resolution at the UN for which it has no real response. Such an outcome could trigger violence when it becomes clear to Palestinians that very little has changed.”

The more likely scenario, however, is an eruption in the West Bank if the US goes its influence beyond blocking Security Council resolutions into preventing any action even in the UN General Assembly, one of the few global arenas where the Palestinians have any leverage against Israel.

The basic premise of the AIPAC and congressional argument, publicly, is the tired refrain that “only negotiations between the parties” can resolve the conflict.

Yet, as Erekat contended, continued negotiations and UN support for Palestinian statehood are not mutually exclusive. It would strengthen the Palestinian position a bit, but would hardly tilt the balance.

The real issue is that the UN vote would harm the rhetoric of the decomposing “peace process.” The US is desperate to revive negotiations, and the real development they are finding so hard to contend with is that the Palestinian Authority, in the wake of revelations in the Palestine Papers and the general atmosphere of the Arab Spring, is no longer able to pursue negotiations without results.

But the Netanyahu government has determined that the only way it can maintain its policies in the West Bank, Gaza and East Jerusalem is under the cover of ongoing talks, and the Obama Administration has no options to offer either party other than a return to the same failed formula.

So, the tool is to accuse the Palestinians of circumventing those negotiations. Ironically, this is precisely the strategy they should pursue, to find alternatives to the same old talks mediated by people like Dennis Ross who are obviously representing Israel. But in fact, as Erekat notes, all this really is is an effort to strengthen the Palestinian hand in those negotiations, even if only a little.

And that sends AIPAC into a frantic lobbying tizzy.

The resulting panel largely reflected the realist view that a U.S. [...]]]> J Street’s annual conference hosted a panel discussion this morning on “Averting the Crisis: American Policy Options.” The panel was notably missing the hawkish voice of the Washington Institute for Near East Policy’s Patrick Clawson (who canceled earlier in the morning). The resulting panel largely reflected the realist view that a U.S. policy of discouraging Israel from engaging in any immediate military action against Hamas, Hezbollah, or Iran and the Obama administration’s strategy of containment and engagement with Iran is advantageous for both U.S. and Israeli interests.

Some key quotes from the panel included Saban Center director Kenneth Pollack calling for the U.S. to hold Israel back from any “rush action” while the Middle East is in a state of turmoil:

This hasn’t been about Israel. And the most important thing for the Israelis to do is to not make it about Israel. There are a lot of things that the government of Israel could do right now that would be extraordinarily unhelpful. Unhelpful to the events playing out in the region and ultimately unhelpful to the future and security of the state of Israel.

It would be driven by the fear, the siege mentality. It’s one of our roles as the United States, and their great ally and friend, to help them through this period without taking rash action that will ultimately be to the detriment of Israel and the U.S. and to the benefit of Iran.

I think the Iranians would like nothing more than to see the Netanyahu government take a series of rash steps that would infuriate the Arab populations.

This theme — that hardliners in Iran, not to mention other Arab leaders facing citizen uprisings, will benefit from aggressive behavior on the part of Israel — was recurring during the panel’s discussion.

Pollack also addressed the argument that democratic revolutions in the Middle East can be hijacked, saying:

We need to be alive to the possibility that these revolutions can come off the rail, that there are spoilers out there who look to take advantage of it. Iran is one that is unquestionably trying to do just that. What we have to do is make it hard for Iran to do it and help our allies in Israel not become spoilers themselves.

Heather Hurlburt, executive director of the National Security Network, added her own warning: that the U.S. must be careful not to fall victim to Islamophobic fear-mongering as popular democracy movements sweep across the Middle East.

You are seeing at every level people who conflate the Muslim Brotherhood, Hamas and Al Qaeda as if they were all one thing whose primary purpose is to blow us up in our supermarkets. That is the rhetoric we’re going to be confronting here in Washington.

The New York Times’s Roger Cohen emphasized that the constant predictions that Iran is on the precipice of producing a nuclear weapon (with many of the deadlines already having passed) has been highly inaccurate:

We’ve had a lot of predictions that [Iran would be producing nuclear weapons] and the fact is it hasn’t happened.

And

The Iranians have been messing around with this nuclear program for forty years! What are they doing?

The discussion about Iran tended to focus on what the democratic uprisings in Iran and elsewhere will mean for Israel and its fear of an Iranian nuclear weapon. The panelists admitted that Iran had lost its position on the front pages of newspapers and, as breaking news emerges from the Middle East on a daily basis, the Obama administration’s focus on Iran’s nuclear program will be diminished.

Pollack observed:

A lot of the people who previously spent all their time working on Iran, trying to craft these sanctions, trying to bring all these other countries aboard against Iran are now spending 24 or 25 hours a day doing nothing but working on Bahrain, Egypt, Yemen, Tunisia, etc… Iran is very much on the backburner at the moment in the White House, the State Department and the Pentagon.

U.S. officials estimate that if Iran were to try a “break out” by enriching uranium at Natanz to the 90 percent level needed for a bomb, that move (requiring reconfiguration of the centrifuges) would be detectable – and it would take Iran one to two more years to make a bomb.

The Iranians could try what U.S. officials call a “sneak out” at a secret enrichment facility like the one they constructed near Qom. They would have to use their poorly performing (and perhaps still Stuxnet-infected) old centrifuges or an unproven new model. Alternative enrichment technologies, such as lasers or a heavy-water reactor, don’t appear feasible for Iran now, officials say. Foreign technology from Russia and other suppliers has been halted, and the Iranians can’t build the complex hardware (such as a “pressure vessel” needed for the heavy-water reactor) on their own.

And here’s Eli Lake in the Washington Times, with a good article on the same subject in which he talks with neoconservative pundit Patrick Clawson of WINEP, again with my emphasis:

Patrick Clawson, a specialist at the Washington Institute for Near East Policy, said: “Certainly, the IAEA reports and what we hear from people knowledgeable about the nuclear program is that Iran is encountering significant technical problems.”

“The great worry is that Iran has clandestine facilities that will allow it to overcome these technical problems,” he said.

Now here’s Columbia professor Richard Bulliet, speaking at a forum called  “War With Iran?”, where the event poster featured a gas mask emblazoned with the Israeli, Iranian, and U.S. flags (video here; start at minute 41):

Recently I was reading about the buildup to the war on Iraq, and one of the things that became apparent as you look back… is that after 1991, the U.S. put sanctions on Iraq that were essentially sanctions that could not be positively satisfied. Iraq could say ‘okay, we have completely given up WMD.’ And we could say, ‘we don’t believe you, and the only way we can be sure is to get rid of your regime.’

My worry is that we’re moving a little bit in this direction with Iran, that we’re creating a focus on a sanctions regime that it may not be possible for Iran to ever satisfy the fear of the people that are putting on the sanctions.

If you had a statement from Iran that ‘we have stopped purifying uranium,’ you would have some people who would say: ‘Well, underground someplace they’re still doing it; there are hidden facilities. There are centerfuges going day and night, and we just don’t know where they are doing it. They’re in Saddam’s palaces which have now been shipped to Iran.’

And under that circumstance, you get to a logic that’s saying, if you sanction a regime to get it to change its behavior, but you do not believe there are any circumstances under which a claim to behavior change would actually be credible, then regime change is your only option.

How many of the people that campaign most tirelessly for sanctions think that they will work? How many thought they were a good idea in Iraq for a decade, then went ahead and pushed for a war there anyway?

This last point is at the crux of critically examining sanctions–which hurt ordinary Iranians. In Iraq, infant mortality rose from 1 in 30, in 1990, to 1 in 8, in 1997. That’s more than a threefold increase, in just seven years, of babies who did not live to see their first birthdays.

There was no evidence in Iraq of a weapons of mass destructions program. Was it a result of those same sanctions? I couldn’t say. But I do know that neoconservatives and their allies in power remained determined, even with the draconian sanctions, to make war on Iraq.

  • The Diplomat: American Enterprise Institute Scholar Michael Rubin is interviewed on The Diplomat blog on “how sanctions can work with Iran.” Rubin says that sanctions are having both an economic and reputational impact. “[Iranians] look at themselves as a country that was once on par with European countries like Spain and Portugal, and they see themselves now following headlong into the third world,” he says. Rubin advocates tightening sanctions on Iran’s banking sector and on passenger air travel as a way of “[making] life a little bit more inconvenient.” Rubin says he’d “never rule out a military option” but acknowledges that containment might be a more likely path than bombing. Rubin points to Ahmadinejad’s firing of Foreign Minister Manoucher Mottaki as the latest evidence backing up the ‘critics.’ Ray Takeyh of the Council on Foreign Relations tells Jennifer Rubin that the move is part of an ongoing consolidation of power by Ahmadinejad. The Washington Institute for Near East Policy‘s (WINEP) Michael Singh e-mails her and says: “I view this as just the first move in a power struggle over foreign policy, and it is too soon to tell how it will shake out.” Rubin suggests the latest events support the idea of “reflect[ing] on our current policy,” presumably switching to her own flawed prescriptions for aggressive military action.   • The Washington Times: Ilan Berman, vice president of the hawkish American Foreign Policy Council, writes that the WikiLeaks cables “demolishes a number of sacred cows relating to American policy towards the Islamic republic” and brings the United States “one step closer to [a military] strike on Iran.” Berman claims that WikiLeaks has proven that: many Middle Eastern leaders are willing to support military action against Iran (this assertion has been widely questioned); Iran has acquired Russian designed missiles from North Korea which can reach Western Europe (significant doubt has been raised about this allegation); and “if Iran is allowed to cross the nuclear threshold, others in the Middle East invariably will follow suit.”
  • Voice of America: VOA includes comments made by Iranian chief nuclear negotiator Saeed Jalili in its wrap up of the P5+1 Geneva talks. Jalili says Iran will never give up its nuclear rights. Simon Henderson, at the hawkish Washington Institute for Near East Policy, told VOA that “it does not make sense for Tehran to say it needs nuclear technology for power purposes…that is one of the reasons why there is such suspicion that Iran is building a nuclear weapon.”
  • Tablet Magazine: Lee Smith, a visiting fellow at the Hudson Institute and columnist at Tablet, writes that analysts who argue that hawkish comments made by Arab leaders in the WikiLeaks cables might not always tell the truth to U.S. diplomats, indirectly raise a point about the relationship between Arab leaders and the United States: “Perhaps it is helpful to think of the Wikileaks cables in lay terms as a transcript of a guy (in this case, the Saudis) trying to pick up a pretty girl (the Americans) at a bar. What the boy says to the girl may or may not be true. What is most significant is the effect he means to produce, which is to convince the girl to go home with him.” Smith concludes that much of what is said in the cables about Iran is just “noise” and “it should not matter one whit to U.S. policymakers whether Iran is a danger to the Arabs or, for that matter, to Israel: Tehran represents a major strategic threat to American interests.”
