Ending a long and controversial battle, the U.S. Senate Tuesday voted 58-41 to confirm former Republican Sen. Chuck Hagel as President Barack Obama’s new secretary of defence.

The confirmation, which followed a more-lopsided 71-27 vote to end a Republican-led filibuster against the decorated Vietnam War veteran, broke mainly along party lines, with four Republican senators joining the 52 Democrats and two independents in the chambre in voting to approve the nomination.

The vote marked a major defeat for hard-line neo-conservatives, notably the Emergency Committee for Israel (ECI) and its chairman, Republican operative Bill Kristol, whose “Weekly Standard” magazine and website published a constant stream of charges against the former Nebraska senator, ranging from anti-Semitism to deep hostility toward Israel, since word that Hagel was Obama’s preferred candidate for the post in mid-December.

ECI and several other well-funded “astro-turf” groups tried first to pre-empt the nomination, which came in January, and then to derail it by promoting a filibuster by Republicans and persuading – albeit unsuccessfully — key Democratic senators considered susceptible to pressure by more-mainstream Israel lobby groups to defect.

In grueling eight-hour testimony late last month, as well as one-on-one meetings with senators, however, Hagel, who served in the Senate from 1997 to 2009, reassured doubters that he was both a strong supporter of Israel’s security and, despite a number of previous public statements suggesting that military action against Iran’s nuclear facilities would be grave mistake, he would indeed recommend such a course of action if all diplomatic efforts to curb Tehran’s nuclear programme fell short.

In a statement issued after the vote, Kristol insisted that ECI was “proud” of its role during the confirmation battle, adding that, “We are heartened that that the overwhelming majority of senators from one of the major parties voted against confirming Mr. Hagel.”

Hagel will now join his fellow-Vietnam War veteran, Secretary of State John Kerry, as one of the three top national-security officials in the cabinet, along with Obama’s national security adviser, Tom Donilon, White House Chief of Staff and former deputy national security adviser Denis McDonough, Vice President Joe Biden, as well as U.N. Amb. Susan Rice, as the president’s key foreign-policy advisers.

Yet to be confirmed is Obama’s choice for director of the Central Intelligence Agency (CIA), John Brennan, the top counter-terrorism official in the White House during most of Obama’s first term.

While Hagel is the only Republican among the top national-security officials, he is widely seen as generally sharing their worldview on key foreign-policy and defence issues – notably, the desirability of maintaining a “light military footprint”, especially in the Middle East; “engaging” actual and potential geo-political foes through diplomacy; using military power only as a last resort; and relying more on multilateral institutions, such as the U.N. and NATO, and regional actors, to address key crisis situations, sometimes derisively referred to by neo-conservatives and other hawks as “leading from behind”.

One basic tenet of their beliefs was expressed by former Pentagon chief Robert Gates two years ago when he told Army cadets: “Any future defence secretary who advises the president to again send a big American land army into Asia or into the Middle East or Africa should ‘have his head examined,’ as Gen. (Douglas) MacCarthur so delicately put it.”

As Vietnam veterans who came to believe that the war in Indochina was a major strategic error – as well as a waste of U.S. blood and treasure – Hagel and Kerry are regarded as particularly sceptical of the effectiveness of military action and of “nation-building” and counter-insurgency strategy – a scepticism also shared by Biden, whose influence on foreign policy is seen as having risen over the past two years.

Biden’s top foreign-policy aide for many years, Tony Blinken, has now taken McDonough’s place as deputy national security adviser.

Indeed, in a column published over the weekend, foreign-policy insider par excellence, David Ignatius, warned that Obama’s second-term team is so unified in their general foreign-policy outlook that Obama “is perilously close to groupthink”.

While both Kerry, who hails from the liberal-international wing of the Democratic Party, and Hagel, who is close to the rapidly disappearing “realist” wing of the Republican Party (of which Gates was also a part), both voted in 2002 to give George W. Bush the authority to go to war in Iraq, they did so with considerable reservations at the time and, within a year of the invasion, began criticising what Obama himself called a “dumb” war.

Hagel’s criticism of the Iraq war – as well as his neutrality in the 2008 race between Obama and Republican Sen. John McCain – has been cited as a major reason why most Republicans opposed his nomination, although not to the extent of supporting an indefinite filibuster against it.

But most political analysts here believe most Republican senators would have gone along with the nomination – as is customary for most presidential cabinet appointees – had the neo-conservatives and their funders, as well as elements of the more-mainstream Israel lobby, not mounted such a vigorous and expensive effort to defeat him.

Unlike most members of Congress, for whom the influence of the Israel lobby looms very large, Hagel spoke out publicly about what he believed were Israel’s poor treatment of Palestinians, the urgent necessity of a two-state solution, the importance of engaging Hamas in a peace process, and the potentially catastrophic dangers of an Israeli or U.S. military attack on Iran.

In at least one interview, he also spoke out against the “intimidate(ing)” influence of what he called the “Jewish lobby” – a phrase for which he was later accused of anti-semitism, and for which he subsequently apologised. (A major component of the Israel lobby consists of evangelical Christians, a core Republican constituency.)

Indeed, during his grueling and less-than-impressive eight-hour confirmation hearing, Republicans focused their questioning almost exclusively on his views regarding Israel and Iran.

Indeed, “Israel” was mentioned 179 times (Iran 171) – more often than Iraq (30), Afghanistan (27), Russia (23), Palestine or Palestinian (22), Syria (18), North Korea (11), Pakistan (10), Egypt (9), China (5), NATO (5), Libya (2), Bahrain (2), Somalia (2), Al-Qaeda (2), and Mali, Jordan, Turkey, Japan, and South Korea (once each) combined.

The questioning was so Israel-centred that the popular satirical weekly television programme, Saturday Night Live, even devoted a skit broadcast over the web depicting Hagel’s Republican inquisitors competing to avow their devotion to the Jewish state.

But whether Hagel will indeed play a key role in determining U.S. policy toward Israel remains to be seen. For now, the much bigger challenge he faces is the implications of the so-called budget sequestration that appears certain to take effect Mar. 1 and as a result of which the Pentagon could face as much as 600 billion dollars in cuts to its budget over the next 10 years in addition to the almost-500 billion dollars in cuts that have already been mandated.

Ironically, the impact of the sequestration on the Pentagon’s budget is also seen as potentially disastrous to the neo-conservatives who opposed Hagel.

Given their strong conviction that Israeli security and global stability rests primarily on U.S. military power, they have spoken out strongly against growing Republican complacency about the effects of sequestration on the Pentagon, fearing that it heralds a resurgence of isolationist sentiment in the party. But instead of focusing primarily on rallying Republicans to compromise with Obama on the budget, they spent significantly more time and resources on defeating Hagel.

Despite an appeal Thursday by 15 right-wing Republican senators for President Barack Obama to withdraw the nomination of Chuck Hagel as his next defence secretary, the former Republican senator from Nebraska appears virtually certain to be confirmed as Pentagon chief by the full Senate next week.

The fact that his arch-foes – almost all of them from staunchly “red” U.S. states in the South and Rocky Mountain West – were able to get only 15 out of the 40 Republicans who used a filibuster threat to prevent a confirmation vote last week suggested that the anti-Hagel campaign, launched with a bang of anti-semitism accusations more than two months ago, is ending with more of a whimper.

Indeed, Thursday’s announcement by Alabama Republican Sen. Richard Shelby, a senior member of the crucial defence appropriations subcommittee, that he will vote to confirm Hagel delivered a major blow to his foes.

With two other Republican senators already pledged to vote “aye” and more than half a dozen other Republicans, including Sen. John McCain, who have promised not to delay a final vote any longer, it appears all but certain that Hagel will be confirmed with a healthy majority of as least 58 votes in the 100-seat chamber.

That effort, however, has so far come up short. Apart from a fraudulent rumour that he had once spoken before a non-existent “Friends of Hamas” organisation, the only “new” evidence they were able to find was that Hagel had once warned Israel risked becoming an “apartheid state” – something that at least two Israeli prime ministers have also recently warned about — if it did not settle with the Palestinians.

They also found that he may once have complained that the State Department sometimes acts as if it were an “adjunct of the Israeli foreign ministry”, an assessment shared by several former senior U.S. diplomats who have worked on the Israel-Palestinian issue.

While both statements were cited by neo-conservatives as proof that Hagel hated Israel, and even a couple of mainstream Jewish organisations – the American Jewish Committee and the Anti-Defamation League – suggested such remarks bore further scrutiny, they didn’t get much traction.

In any event, they don’t appear to have had had their intended effect: to peel off one or two key pro-Israel – preferably Jewish — Democrats who have so far stuck with Obama’s choice despite their discomfort with Hagel’s Republican affiliation and his view that U.S. and Israeli interests are not always one and the same.

New York Sen. Charles Schumer has been a particular target of the neo-conservative campaign, but he re-affirmed his support for the decorated Vietnam veteran Wednesday, much to the disgust of William Kristol’s Weekly Standard, Commentary magazine’s Contentions blog, and Washington Post blogger Jennifer Rubin, all of whom have played key roles in trying to rally opposition to the nomination.

In their letter to Obama, the 15 senators, who included the ranking Republican on the Senate Armed Services Committee, James Inhofe, as well as a senior party foreign-policy spokesman, Lindsay Graham, and rising stars Marco Rubio and Ted Cruz (whose McCarthyesque interrogation of Hagel during his confirmation hearing drew rebukes from party elders, including McCain), argued that the likelihood that Hagel will only get a handful of Republican votes should disqualify him.

“It would be unprecedented for a Secretary of Defense to take office without the broad base of bipartisan support and confidence needed to serve effectively in this critical position,” they wrote. “…(I)n the history of this position, none has ever been confirmed with more than 11 opposing votes. The occupant of this critical office should be someone whose candidacy is neither controversial nor divisive.”

On more substantive issues, they complained that Hagel has “proclaimed the legitimacy of the current regime in Tehran, which has violently repressed its own citizens, rigged recent elections, provided material support for terrorism, and denied the Holocaust.

“Any sound strategy on Iran must be underpinned by the highly credible threat of U.S. military force (to attack Tehran’s nuclear facilities),” they argued. “If Senator Hagel becomes Secretary of Defense, the military option will have near zero credibility. This sends a dangerous message to the regime in Tehran, as it seeks to obtain the means necessary to harm both the United States and Israel.”

The letter’s focus on both Israel and the alleged threat posed to it by Iran – the same issues that overwhelmingly dominated Hagel’s confirmation hearing last month – reflected the degree to which defence of the Jewish state has become a litmus test for core Republican constituencies in the Rocky Mountain states and the so-called “Bible Belt” that stretches from Texas and Oklahoma to the southeastern Atlantic seaboard.

Christian Zionists, who play an out-sized role in Republican primary campaigns, are especially strong and politically engaged in these states.

Indeed, Rubio, who gave the official Republican reply to Obama’s State of the Union address last week, departed immediately afterward for a visit to Israel.

“Any Republican candidate wants to plant his flag in Israel, not just in Iowa and New Hampshire (early primary election states),” Larry Sabato, a political analyst at the University of Virginia, told the Washington Times. “Christian conservatives are a big chunk of (Republican) primary voters in a large majority of states, and they care about Israel as much as Jewish Americans do.”

Indeed, Lindsay Graham, normally seen as a relative moderate in the party, has been particularly harsh in attacking Hagel, due reportedly in important part to pre-empt a challenge next year by a more right-wing candidate in his state of South Carolina.

Israel’s centrality for the red-state Republicans in the debate over Hagel is particularly remarkable given the extraordinarily strong support his nomination has received from virtually every veteran’s group in the country.

In a highly unusual statement last month, the traditionally hawkish, but officially non-partisan Veterans of Foreign Wars (VFW) called Hagel “uniquely qualified to lead the Department of Defense”. Veterans groups have historically been a key Republican constituency, especially in the South.

Former Republican presidential candidate Bob Dole, who was himself badly wounded in World War II and has long been a favourite of the VFW and other veterans’ groups, used similar language in endorsing Hagel’s nomination here Thursday.

According to some analysts, the senators who have been most outspoken in opposing Hagel, especially those from Texas, Oklahoma, and other states with a disproportionate number of big military bases and defence-manufacturing facilities, may yet regret their stance, particularly in light of the anticipated defence cuts caused by the so-called sequestration.

“While Hagel had to play defense during the (confirmation) hearing, that will change when he gets to the Pentagon,” noted former senior Ronald Reagan defence official Lawrence Korb and Lauren Linde in an article on foreignpolicy.com this week.

“Based upon his past experiences in business, the non-profit world, and the Senate, he will be a take-charge leader, and one of his challenges will be reducing defense spending. And his choices could hurt the constituents of the very officials who have done the most to hurt him.”

Indeed, that may help to explain Shelby’s decision to vote for Hagel’s nomination, according to Joel Rubin, a Capitol Hill veteran at the Ploughshares Fund.

“Shelby seems to be making a very pragmatic choice about wanting to have a relationship with the new defense secretary in this era of tightening budgets – budgets that could also potentially affect projects back at home.”

As Jim has pointed out, the battle over Chuck Hagel’s highly probable nomination as Secretary of Defense has been a decisive test of whether President Obama is serious about curbing Israel’s and Benjamin Netanyahu’s excesses in his second term. It has also put the spotlight on neoconservatives and Israel lobby groups in the US in an unfamiliar way.

The fight over the former Nebraska senator has essentially been defined by two sides. Hagel’s loudest and fiercest opponents, including neoconservative Weekly Standard editor in chief, William Kristol, have put smears and evidence-free hits at the top of their complaint list, while Hagel’s supporters have provided thoughtful analyses of his credentials and past service. All this has led to even unlikely candidates like MSNBC’s Joe Scarbourough telling it like it is on National television. And while criticism of Israeli foreign policy and Israel lobby groups in the US often leads to accusations of anti-semitism (no matter how baseless), the way Hagel’s leading opponents have chosen to conduct their war seems to have backfired on them. They are now under the spotlight as much as Hagel is.

Of course, as Josh Rogin reminds us, the real battle has yet to begin.

Chuck Hagel is being misrepresented as anti-Israel and ‘soft’ on Iran, Hamas, and Hezbollah. These accusations misrepresent Senator Hagel’s positions on national security, Israel and the Middle East.

In his book America: Our Next Chapter, Hagel wrote: 

“[a]t its core, there will always be a special and historic bond with Israel exemplified by our continued commitment to Israel’s defense.”

“[a] comprehensive solution should not include any compromise regarding Israel’s Jewish identity, which must be assured. The Israeli people must be free to live in peace and security.”

Daniel Kurtzer, former U.S. ambassador to Israel under President George W. Bush, called the criticism of Hagel’s policy views “terribly misguided.”

“I found him in all the years I served, including as ambassador to Israel, to be a supporter of Israel and a man also ready to discuss very frankly with the Israelis the concerns we had about certain Israeli policies,” he said.

Dr. Aaron David Miller, a Mideast adviser to six Secretaries of State, a vice president and distinguished scholar at the Woodrow Wilson Center, wrote:

“Hagel is a strong supporter of Israel and a believer in shared values.” He has said that “there is a difference between a special relationship with Israel and an exclusive relationship with Israel. I believe in the former and Chuck Hagel believes the former.”

The pro-Israel, pro-peace J Street organization has said:

“Sen. Hagel has been one of the most thoughtful voices in Washington for two decades on questions relating to American policy in the Middle East. He has also been a staunch friend of the State of Israel and a trusted ally in the Senate, speaking out on behalf of America’s commitment to Israel’s security. He recognized, before many would talk about it publicly, that the peaceful resolution of the Israeli-Palestinian conflict in two states is in the national security interest of the United States. The outrageous attacks on Sen. Hagel, many from unnamed sources, are being leveled at a decorated Vietnam War hero who is widely admired as a rational and independent voice on foreign and defense policy.”

Here are the facts

Hagel as a strong supporter of Israel

Hagel had an unbroken record of substantive support for Israel — support that strengthened military cooperation and enhanced Israeli security in a troubled region. He voted time and time again to provide billions of dollars of U.S. military and security assistance for Israel. In his book, Hagel wrote, “[a]t its core, there will always be a special and historic bond with Israel exemplified by our continued commitment to Israel’s defense.” Further, “[a] comprehensive solution should not include any compromise regarding Israel’s Jewish identity, which must be assured. The Israeli people must be free to live in peace and security.” Hagel cosponsored Feinstein resolutions which includes“ commitment to a true and lasting solution to the Israeli-Palestinian conflict, based on the establishment of two states, living side by side in peace and security and with recognized borders” and calls on the “Hamas-led PA to recognize the State of Israel’s right to exist.”

Position on automatic sequester cuts to defense spending

Hagel has never expressed support for across-the-board, automatic budget cuts to the Department of Defense. Hagel, like most members of Congress today – and every credible deficit reduction plan on the table – believes that additional cuts to defense are warranted and would not put our security or our military supremacy at risk. Hagel has always said we must never do anything that would weaken America’s national security.

Hagel on negotiating with Hamas

Hagel was original co-sponsor of legislation urging the international community “to avoid contact with and refrain from supporting the terrorist organization Hamas until it agrees to recognize Israel, renounce violence, disarm and accept prior agreements.” Furthermore, Hagel endorsed a proposal spearheaded by Henry Siegman, long time executive director of the American Jewish Congress and coauthored by respected American foreign policy experts from both sides of the political aisle, which called for inducing Hamas to modify its behavior, and noted that “[d]irect U.S. engagement with Hamas may not now be practical, but shutting out the movement and isolating Gaza has only made it stronger and Fatah weaker. Israel itself has acknowledged Hamas is simply too important and powerful to be ignored.” Efraim Halevy, former head of Mossad and national security adviser to Ariel Sharon, supports a similar approach.

Hagel on opposition to labeling the Iranian Islamic Revolutionary Guards Corps a terrorist organization

Opposed by 21 other Senators, as the nonbinding amendment made no reference in support of any diplomatic strategy, would have had minimal practical impact and could have been seen as a “backdoor method of gaining Congressional validation for military action,” by the Bush Administration, as Senator Webb said at the time. In his book, Hagel wrote that Iran is a “state sponsor of terrorism” that “provides material support to Hezbollah and Hamas.”

Opposition to use of force by the US or Israel to stop Iran’s nuclear weapons program

Hagel has never ruled out use of force and supports keeping all options on the table. During his time in the Senate, Hagel supported efforts to use force in cases such as Kosovo, and al Qaeda, where all diplomatic options were (or were assured to be) exhausted. And in his book, Hagel wrote that “[a]n Iranian nuclear breakout would have dangerous consequences in a region characterized by unresolved and long-standing conflicts, including the overriding Arab-Israeli issue.”

Hagel’s support for sanctions on Iran

Sanctions on Iran have been in place since 1996 and Hagel has supported numerous sanctions on Iran. While Hagel is skeptical of unilateral sanctions (Cuba), he supports multilateral sanctions which we have seen, in concert with allies, put tremendous pressure on Iran. This has been acknowledged by the Israeli government. In a March 2012 interview, he said the U.S. should “keep ratcheting up the sanctions” and “keep the world community with you” on pressuring Iran. Furthermore, he has voted in favor of the Iran Missile Proliferation Sanctions Act of 1998, Iran Nonproliferation Act of 2000, and Iran Freedom Support Act of 2006.

Criticism of the 2006 armed conflict in Lebanon and seeking an immediate ceasefire

The 2006 conflict was criticized by the official Israeli government-appointed Winograd Commission, criticizing it for how the government rushed into military action without considering other options, “including that of continuing the policy of ‘containment,’ or combining political and diplomatic moves with military strikes below the ‘escalation level,’ or military preparation without immediate military action.” Since 2006, Hezbollah has more than rebuilt its arsenal of rockets aimed at Israel.

Urging U.S. to deal with the Assads in Syria and Yasser Arafat

Hagel believes that you do not need to negotiate with your friends, but rather with your enemies – in a clear-eyed manner – for the purposes of defending and advancing America’s national security. Responsible leaders from around the world explore all options to pursue national interest. Israel negotiated a peace treaty with Egypt after successive wars. Colombia has engaged the FARC to pursue an acceptable end to that conflict. And, Israel has in the past engaged Syria to pursue an end to the Israel-Syrian conflict. Hagel had no illusions about Arafat. In a 2002 op-ed, Hagel wrote that “[t]he U.S. cannot excuse Arafat for his failings as a leader, his complicity in terrorism and his inability to make the tough choices for peace. The Palestinian people…have paid a price for Arafat’s corruption, intrigues, and limitations.” However, he believed that “we cannot hold the Middle East peace process hostage by making Yasser Arafat the issue.” The fact that Yasser Arafat’s party, Fatah, with its capable, technocratic prime minister, Salam Fayyad, is now seen as a much more responsible partner for peace, and has responsibly governed the West Bank, is a testament to this pragmatic approach.

What about the GOP? It’s soul-searching time. A good case could be made that the author, in many ways, of the GOP’s problems is William Kristol. Kristol saddled John McCain with Sarah Palin. He’s the biggest backer of Paul Ryan, a Washington creature, who is being talked up as a potential presidential candidate in 2016–when was the last time a Congressman won the presidency? And Kristol, of course, has dominated foreign policy debate in the GOP by ceaselessly purveying neocon malarkey about American militarism abroad, but Romney’s bluster about a new American century went nowhere. Had Romney shunned the neocon bluster and campaigned as a Massachusetts moderate, he would have posed a much greater threat to Obama than he did.

The temptation, of course, will be to blame Romney, and Romney alone, for the defeat. This is nonsense. Yes, Romney was always an unpromising candidate, but of the Republican primary candidates Romney was the most formidable. The campaign he waged was far superior to John McCain’s in 2008. But ultimately the positions that Romney was forced to adopt undid his campaign. He never really recovered from pandering to a base that never fully accepted him. From calling himself “severely conservative” to the Todd Akin disaster, Romney was crippled by the radicalism of the GOP…

As the situation on the ground in Syria becomes ever more fluid and the Assad regime appears to be tottering, a familiar group of hawks is calling for U.S. military action to fill the void. As reported by Foreign Policy‘s Josh Rogin, on Tuesday two prominent neoconservative groups, the Foreign Policy Initiative (FPI) and Foundation for Defense of Democracies (FDD), released an open letter to President Obama calling for the use of U.S. airpower to establish “safe zones” in rebel-held areas. The letter suggests that “the United States cannot outsource its strategic and moral responsibilities to cynical great powers, regional actors who do not fully share our values, or international mediators. Only resolved U.S. leadership has the potential to halt the bloodshed and ensure the emergence of a Syria that advances America’s national security interests.”

The letter’s sixty-plus signatories include only three Syrians, but the roster will be rather familiar to those who remember the various open letters released by the FPI’s predecessor group, the Project for the New American Century (PNAC). These letters played a key role in the public runup to the Iraq war. Soon after the September 11 attacks, for example, a group of many of the same signatories as today’s letter claimed that “even if evidence does not link Iraq directly to the attack, any strategy aiming at the eradication of terrorism and its sponsors must include a determined effort to remove Saddam Hussein from power in Iraq.”

While the FPI/FDD letter includes a handful of Syrian opposition activists and human rights officials (notably Amnesty International’s Larry Cox), it remains dominated by neoconservative pundits (such as William Kristol, Robert Kagan, Michael Ledeen, Martin Peretz, and Cliff May) and Bush administration veterans (such as Karl Rove, Elliott Abrams, Douglas Feith, and John Hannah). Patrick Clawson and Mehdi Khalaji, WINEP: Patrick Clawson and Mehdi Khalaji of the Israel-centric Washington Institute for Near East Policy (aka Washington Institute or WINEP) argue that Iran may need to be shocked into submission with more crippling measures including a military attack:

Ultimately, changing this mindset may require a profound shock of some sort, be it remarkably tough sanctions, more-complete political isolation, or military action.

While claiming that sanctions alone are not enough, the authors recommend piling more on anyway:

Washington has long advocated sanctions as the key to spurring Iranian compromise, and the announcement of the latest round of financial measures certainly seemed central in getting Iran back to the negotiating table. At the end of the day, however, such measures have not persuaded Tehran to make even the minimum compromises that would be acceptable to the P5+1. Expecting the new sanctions alone to spur Iran toward a more favorable position may therefore be unrealistic — Washington and its allies would be well advised to plan additional sanctions.

Michael Eisenstadt, WINEP: The director of WINEP’s Military and Security Studies Program argues that the US should aggressively harden its stance against Iran by implementing increased pressure tactics and ramping up the military option through posturing and public preparation:

Successful diplomacy may well depend on the administration’s ability to convince Tehran that the price of failed negotiations could be armed conflict. To make this threat credible, Washington must first show Tehran that it is preparing for a possible military confrontation — whether initiated by Iran or a third country — and that it is willing and able to enforce its red lines regarding freedom of navigation in the Gulf and the regime’s nuclear program.

Jamie Fly, Lee Smith and William Kristol, Weekly Standard: While applauding a related bipartisan Senate letter that we noted last week, three of the most ardent neoconservative pushers of the Iraq War urge Congress to “seriously explore” an Authorization of Military Force against Iran:

Stephen Rademaker, one of the witnesses at a House Armed Services Committee hearing on June 20, testified that Iran has not been “sufficiently persuaded that military force really is in prospect should they fail to come to an acceptable agreement to the problem.”

The key to changing that is a serious debate about the military option. But even in the wake of the collapse of the talks, far too many otherwise serious people continue to hold out hope for a negotiated settlement brought about by increased economic pressure. All additional sanctions should be explored and enacted as soon as possible, but what the track record of more than a decade of negotiations with Iran tells us is that this is not a country about to concede. This is not a regime on the ropes or on the cusp of compromise, as many would have us believe.

This is a regime committed to developing nuclear weapons, despite the cost to the Iranian economy and the toll on the Iranian people. Time is running out and the consequences of inaction for the United States, Israel, and the free world will only increase in the weeks and months ahead. It’s time for Congress to seriously explore an Authorization of Military Force to halt Iran’s nuclear program.

Mark Dubowitz, Foreign Policy: The executive director of the hawkish Foundation for Defense of Democracies and influential sanctions-pusher Mark Dubowitz argues for more “economic warfare” to “to shake the Islamic Republic to its core” by “blacklisting Iran’s entire energy sector”, extending the sanctions on the Central Bank of Iran, targeting other areas of the Iranian economy and:

…if that’s insufficient to get Khamenei to strike a deal — and there is unfortunately no evidence so far that it will — the president needs to unite the country in moving beyond sanctions and preparing for U.S. military strikes against Iran’s nuclear weapons program.

Daniel Pipes, Washington Times: The aftermath of an Israeli attack on Iran wouldn’t be all that bad according to Daniel Pipes. From yesterday’s posting:

Mideast focused pundit Daniel Pipes has positively reviewedreport by the Washington Institute for Near East Policy (WINEP) that discusses “likely” Iranian responses to an Israeli “preventive strike”. Pipes, who in 2010 argued that President Obama should bomb Iran to “to salvage his tottering administration”, repeats Michael Eisenstadt and Michael Knights’ assessment of how Iran would react to an Israeli military attack before concluding that the consequences would be “unpleasant but not cataclysmic, manageable not devastating.” The underlying assumption in Pipes’ article is that Iran is actively pursuing a nuclear weapon rather than nuclear weapon capability, which is what the International Atomic Energy Association (IAEA) and US intelligence agencies have asserted. And according to Pipes’ line of reasoning, the consequences of striking Iran pale in comparison to the only alternative he provides: “apocalyptic Islamists controlling nuclear weapons“.

William Kristol & Jamie Fly, Weekly Standard: Neoconservative pundit William Kristol who cofounded such jewels as the Project for a New American Century (PNAC), the Foreign Policy Initiative (FPI) and who serves on the board of the hyperbolic Israel advocacy group, the Emergency Committee for Israel (ECI) tries to pressure the President into bringing the U.S. closer to war with Iran with ideologue in arms, Jamie Fly: (Jim Lobe has the story.)

President Obama says a nuclear Iran is unacceptable. The real and credible threat of force is probably the last hope of persuading the Iranian regime to back down. So: Isn’t it time for the president to ask Congress for an Authorization for Use of Military Force against Iran’s nuclear program?

Instead of running away from it, administration officials could be putting the military option front and center and ensuring it is seen as viable. And if the administration flinches, Congress could consider passing such an authorization anyway.

And here is Mitt Romney’s response to the article from CBS’s “Face the Nation“:

…I can assure you if I’m President, the Iranians will have no question but that I would be willing to take military action, if necessary, to prevent them from becoming a nuclear threat to the world. I don’t believe at this stage, therefore, if I’m President, that we need to have war powers approval or a special authorization for military force. The President has that capacity now.

Former Senator Charles Robb (D-Va): Testifying at this week’s Armed Services Committee hearing titled “Addressing the Iranian Nuclear Challenge: Understanding the Military Options” was former Senator Charles Robb who now co-chairs the Bipartisan Policy Center’s (BPC) Task Force on Iran. Robb mainly reiterated recommendations from a BPC report released in February. According to BPC staffers, “only the credible threat of force, combined with sanctions” affords “any realistic hope of an acceptable diplomatic resolution.” Unsuprisingly, “force” is the key to successful diplomacy:

There are three primary components of a credible military threat: an effective information and messaging strategy, economic preparations and credible military readiness activities. Undertaking these steps would boost the credibility of the military option, thereby strengthening the chance for sanctions and diplomacy to succeed in bringing about a peaceful resolution to the standoff over Iran’s nuclear program.

What exactly is the BPC? Jim Lobe has the scoop:

We’ve been covering BPC’s work on Iran pretty intensively both on IPS and Lobelog since the fall of 2008 when it issued its first Iran report whose primary author, as I understand it, was Michael Rubin (and Dennis Ross was on the task force that produced it).

The staff director for their Iran reports is Michael Makovsky whose RightWeb profile was updated just two months ago.

Makovsky, brother of David at the Washington Institute for Near East Policy (WINEP), not only served at one time in the IDF, but also was a West Bank settler, according to reports. When I asked him directly about a month ago whether those reports were accurate, he abruptly terminated an otherwise relatively cordial conversation about his service in the Feith’s Office of Special Plans in the run-up to the Iraq invasion. If those reports are indeed true, and, to my knowledge, he’s never denied them, one has to ask how someone who presumably supports Israeli settlements in occupied territory could become Foreign Policy Director of something called the “Bipartisan Policy Center”.

When they unveiled their last report in February you can read my synopsis here, Robb and Sen. Coates presided. I wrote about their first report in 2008.

Interestingly, several of the key players on the Iran task force at BPC were invited to a Foundation for the Defense of Democracy (FDD) retreat in the Bahamas back in May 2007, entitled “Confronting the Iranian Threat: The Way Forward”. In addition to Makovsky, Rademaker was invited, as were Michael Rubin and Air Force Lt. Gen. Chuck Wald (ret.), who has been a major contributor to the Iran task force and co-written op-eds about its work with Robb and Coates. Precisely who turned up there, I don’t know, but Wald told me at the time that he wasn’t able to attend. I wrote about the invitation on Lobelog at the time. You can find it here. It was kind of a who’s who among the neo-con hawks: Bret Stephens, Reuel Marc Gerecht, Michael Ledeen, etc. etc.

Congress, Foreign Policy: Josh Rogin reports on a bipartisan letter spearheaded by Sens. Robert Menendez (D-NJ) and Roy Blunt (R-MO) that was sent out last Friday by 44 senators calling on the President to cease diplomatic efforts if the Iranians don’t submit to 3 U.S. demands, as well as continue the relentless sanctions regime and ramp up the military option:

“On the other hand, if the sessions in Moscow produce no substantive agreement, we urge you to reevaluate the utility of further talks at this time and instead focus on significantly increasing the pressure on the Iranian government through sanctions and making clear that a credible military option exists,” they wrote.  ”As you have rightly noted, ‘the window for diplomacy is closing.’  Iran’s leaders must realize that you mean precisely that.”

Salon’s Glenn Greenwald responds:

This implication is clear: a military attack by the U.S. on Iran is at least justified, if not compelled, if a satisfactory agreement is not quickly reached regarding Iran’s nuclear program. At the same time, the letter itself virtually ensures no such agreement is possible because the conditions it imposes as the “absolute minimum” are ones everyone knows Iran will never agree to (closing the Fordow facility and giving up its right to enrich uranium above 5 percent). It also declares that it is not only Iran’s possession of a nuclear weapon that is “unacceptable” — diplomatic code for “we’ll go to war to stop it” — but its mere “capability” to build one.

As does the Washington Post’s hawk-in-chief Jennifer Rubin who applauds the increasingly militaristic trend in Congress and the fact that it’s “unlikely the Iranians will agree to any of those conditions” in the letter while yet again agitating for the U.S. to wage war on Iran (emphasis mine):

But those crippling sanctions have come very late as Iran compiles a sufficient stockpile of enriched uranium to make multiple bombs. We are drawing close to the point when Obama will face the choice he has tried to avoid: Act militarily, support the Israelis’ military action or accept the “unacceptable,” a nuclear-armed revolutionary state sponsor of terror? And as we arrive at that point it becomes clear that the only reason for Israel (with fewer military capabilities than the United States) to act militarily rather than the United States would be that the president, even on the most critical national security threat of our time, won’t lead.

Yet despite all the huffing and puffing that Rubin does on a weekly basis about the “threat” the U.S. faces from Iran, just this February Lt. Gen. Ronald Burgess, the director of the Defense Intelligence Agency, testified that “Iran is unlikely to initiate or intentionally provoke a conflict.” Add to that the top U.S. intelligence official James Clapper’s reiteration that Iran has not made a decision to build a nuclear bomb and that diplomacy and sanctions–as opposed to the militaristic measures that Rubin advocates–remain the most effective means of dissuading the Iranians from going nuclear.

Jennifer Rubin, Washington Post: What sanctions good for according to Rubin (forget that diplomacy mumbo jumbo):

We should, of course, move forward on sanctions insofar as they may undermine the current regime and push segments of the population in the country to align themselves with the Green Movement.

And here is her lament for what has so far been U.S. refusal to militarily strike Iran:

Given Obama’s refusal to act forcefully against Iran’s weaker, non-nuclear armed ally Syria, I strongly suspect it will be up to Israel. That would be a pitiful result of a lackadaisical American approach to our primary security threat and the ignominious end to “leading from behind.” Let’s hope it doesn’t come to that, but at this point that certainly seems like the most likely outcome.

Washington Post: The Post’s hawkish editorial board calls for U.S. rejection of Iran’s right to peacefully enrich uranium (putting them in line with the Israeli position) and increasing pressure on Iran:

The Obama administration must nevertheless be prepared to take an Iranian “no” for an answer. It should resist any effort by Russia or other members of the international coalition to weaken the steps that Iran must take, or to grant Tehran major sanctions relief for partial concessions. It should continue to reject recognition of an Iranian “right” to enrich uranium.

The United States and its allies also should have a strategy for quickly and significantly increasing the pressure on the Khamenei regime if the negotiations break down. Israel may press for military action; if that option is to be resisted, there must be a credible and robust alternative.

Mark Kirk (R-Ill.): Following the Moscow talks Senate hawk Mark Kirk calls for a “final” (what happens after?) round of more sanctions on Iran:

After three rounds of meetings, Iran remains in violation of multiple U.N. Security Council resolutions ordering it to halt all its uranium enrichment activities.  The House and Senate should immediately negotiate a final Iran sanctions bill that can be sent to the President’s desk in July. This legislation should include new and tougher sanctions proposals put forward by lawmakers on both sides of the aisle, including sanctions targeting Iran’s energy and financial sectors, shipping and insurance.

Jed Babbin, American Spectator: The Deputy Undersecretary of Defense under George H.W. Bush who stated in 2006 that he was “willing to kill as many people as it requires to take out Hezbollah” declares that “[d]iplomacy won’t work” with Iran so for now covert operations, particularly in the cyber realm, should be vigorously deployed through all available means including the U.S.’s vast arsenal:

Expanding our cyberwar operations against Iran is one of the best options. Offensive cyberwar is far cheaper, and easier, than the defensive. We can, and should, disrupt Iranian government and military functions as often as we can. Iran is reportedly developing a new computer language to make such attacks more difficult. Our cyber warriors should be tasked to infiltrate that project and plant malicious software — “malware” in cyber jargon — to gather information from and at our command disrupt or destroy the computer networks the new system runs on.

A future president — let’s hope one will take office next year — should consider the “bad luck” option. Covert operations need not be conducted only by special operations forces, CIA agents, or computer warriors. We have a significant variety of stealthy weapons and weapon platforms. That president would have the option of making an equally large variety of Presidential Determinations authorizing the use of those weapons against Iran’s nuclear facilities and its intelligence and military centers.

Mitch McConnell: The Senate Minority Leader recommended this week that lawmakers draft a resolution “authorizing the use of force” against Iran. Said McConnell:

I made a recommendation last night for something that I think might convince the Iranians that we’re serious about it, and that would be to debate and vote on a resolution authorizing the use of force. That doesn’t guarantee that force would be used, but it certainly would be a credible step in the direction saying we view this as a very serious matter.

Casey, Graham and Lieberman, Wall Street Journal: While promoting their recently proposed resolution which Robert Wright says makes war with Iran more likely because it severely limits U.S. options, the senators argue for harsher punitive measures against the Islamic Republic:

First, it is imperative that the U.S. and its partners accelerate and expand economic pressure on Tehran. The only thing Iran’s leaders value more than their nuclear ambitions is the survival of their regime. Consequently, sanctions must threaten the very existence of that regime in order to have a chance of stopping its illicit nuclear activities.

They also advocate the threat of military force:

As importantly, however, we must put to rest any suspicion that in the end the United States will acquiesce to Iran’s acquisition of a nuclear-weapons capability and adopt a strategy of containment.

Analysts explain that one of the reasons why Iran is resistant to Western demands is because it believes the U.S. is seeking regime change through any and all means. Don’t policy recommendations like this directly feed into that paranoia?

Foreign Policy Initiative “Time to Attack Iran” Event: This week Matthew Kroenig, Jame M. Fly and Elbridge A. Colby debated attacking Iran this week at the militaristic Washington think tank. Kroenig and Fly advocated military strikes on Iran and Fly went even further by arguing that “limited strikes” weren’t enough and that the main goal of U.S. policy on Iran should be regime change. Kroenig’s “Time to Attack Iran” article resulted in serious push-back from respected analysts like Paul Pillar and Stephen Walt. Fly’s recommendations have received less attention despite their extremism.

Wall Street Journal Editorial Board: The Journal rarely has anything but vehement criticism for President Obama, but this week they praised his display of hawkishness at this year’s American Israel Public Affairs Committee conference. At the same time, the board also absurdly argued that Obama is protecting Iran over Israel, while challenging the administration to become more militaristic:

As for military strikes, senior Administration officials have repeatedly sounded as if their top priority is deterring Israel, rather than stopping Iran from getting a bomb.

If the President’s contention is that an Israeli strike would be less effective and have more unpredictable consequences than an American strike, he’s right—and few Israelis would disagree. Israelis don’t have the same military resources as the U.S.

The question Mr. Netanyahu and Israeli leaders have to ponder is whether Mr. Obama now means what he says.

Mitt Romney, Washington Post: The Republican presidential frontrunner expresses his commitment to Israel while declaring how militaristic he would be with Iran as President:

As for Iran in particular, I will take every measure necessary to check the evil regime of the ayatollahs. Until Iran ceases its nuclear-bomb program, I will press for ever-tightening sanctions, acting with other countries if we can but alone if we must. I will speak out on behalf of the cause of democracy in Iran and support Iranian dissidents who are fighting for their freedom. I will make clear that America’s commitment to Israel’s security and survival is absolute. I will demonstrate our commitment to the world by making Jerusalem the destination of my first foreign trip.

Most important, I will buttress my diplomacy with a military option that will persuade the ayatollahs to abandon their nuclear ambitions. Only when they understand that at the end of that road lies not nuclear weapons but ruin will there be a real chance for a peaceful resolution.

Emanuele Ottolenghi, New York Times: The Foundation for Defense of Democracies’s senior fellow recommends that the U.S. threaten Iran with war and implement more extreme punitive measures:

As tough as the current sanctions against Iran are, they will work only if Iran is brought to its knees once again. The pain inflicted must be far greater for the country to see backtracking as preferable. Iran is a rational actor; and it cannot be dissuaded at this point, barring extreme measures.

If Western nations wish to avoid a military confrontation in the Persian Gulf and prevent a nuclear Iran, they must adopt crippling sanctions that will bring Iran’s economy to the brink of collapse. That means a complete United Nations-imposed oil embargo enforced by a naval blockade, as well as total diplomatic isolation. And they must warn Iran that if it tries to jump the last wall, the West is willing and capable of inflicting devastating harm.

Howard Kohr at AIPAC 2012: During the first part of his speech the executive director of the American Israel Public Affairs Committee says there’s “still time” before the U.S. needs to use “force” and then recommends threatening military action and subjecting Iran to “disruptive measures”:

Four tracks are critical. Tough, disciplined, principled diplomacy. Truly crippling sanctions. Disruptive measures and establishing a credible threat to use force.

Mike Huckabee, Washington Times: The former Republican presidential candidate turned Fox News television host explains his hawkish vision for U.S. policy on “evil” Iran and ally Israel (emphasis mine):

The Obama administration should strictly enforce sanctions against Iran’s Central Bank, accelerate the timetable of the European Union’s oil boycott of Iran and increase covert action within Iran to destabilize the regime and its nuclear program. The State Department should provide long-overdue assistance to Iranian dissidents with satellite phone and Internet technology to enable them to organize and communicate free from the regime’s authoritarian boot.

When Israeli Prime Minister Benjamin Netanyahu comes to the White House next week, Mr. Obama should issue an unequivocal statement that Israel is fully within its rights to protect itself against the existential threat of Iran, and if it does so, it will enjoy U.S. support. He should further state that the United States is actively considering military action.

Amos Yadlin, New York Times: The former Israeli military intelligence chief turned expert at the Washington Institute for Near Easy Policy recommends that the U.S. commit to going to war with Iran if its current policies fail to prevent Israel from attacking first:

Mr. Obama will therefore have to shift the Israeli defense establishment’s thinking from a focus on the “zone of immunity” to a “zone of trust.” What is needed is an ironclad American assurance that if Israel refrains from acting in its own window of opportunity — and all other options have failed to halt Tehran’s nuclear quest — Washington will act to prevent a nuclear Iran while it is still within its power to do so.

Peter Brookes, National Review: The Heritage Foundation senior fellow recommends that “any Iranian hostility” should be met with U.S. military might:

Iran understands strength, especially the military kind – and it only benefits from the bickering that we’ve seen again and again in recent years between Israel and the United States on a number of matters.

The president should also lean forward on the military option, beyond the tired old phrase that “it’s still on the table.” While Obama must be careful not to make threats he isn’t willing to keep, he should define red lines that are not to be crossed.

Iran will surely blame us for any Israeli strike, whether we’re involved from the get-go or not. As such, the president should ready U.S. forces for a possible Persian punch directed at us in the aftermath of an Israeli attack on Iran.

Assuming Israel doesn’t give us advanced warning, any Iranian hostility toward us or our interests should feel the searing heat of U.S. air and naval assets, not only targeting Iran’s nuclear program, but its conventional and paramilitary forces, too.

William Kristol, Weekly Standard: The publication’s founder and editor was one of the most enthusiastic proponents of the Iraq War. Here he implies that Israel’s “American friends” should pressure President Obama into adopting Israel’s hawkish Iran policy and at minimum ensure that Obama supports Israel’s actions against Iran:

It would of course be better if President Obama were not wedded to a timeline that fails to recognize the imperatives of Israel’s security. The task of American friends of Israel is first to try to persuade President Obama to act sooner than he now appears willing to do, to persuade him that the United States should stand arm in arm and side by side with Israel. But if President Obama continues to insist that it is Israel who takes the lead, the task of American friends of Israel will be to ensure that President Obama at least lives up to his promise Sunday that “when the chips are down, I have Israel’s back.”

After a speech on Friday by Secretary of Defense Leon Panetta that implored Israel to make moves to thaw its cool relations with strategic partners and overcome its growing isolation, neoconservative commentators went bananas. Former Bush Mideast hand Elliott Abrams, speaking with neocon Washington Post blogger Jennifer Rubin, wondered, “Does anyone wonder why Israelis don’t trust this administration to guard their security?” (In September, Abram’s himself said it was “true” that Israel and the U.S. enjoy “the best military-to-military relationship ever.”)

The most overblown response, though, came from right-wing don Bill Kristol. Speaking through a press release from the far-right-wing pressure group he heads, the Emergency Committee for Israel, Kristol attacked President Obama’s comments last weekend to Jewish donors that his administration’s security cooperation with Israel had reached new heights in the partnership. Kristol said:

Nobody believes President Obama when he claims, as he did last week, that he “has done more for the security of the state of Israel than any previous administration.” That’s because he hasn’t — and because President Obama and his administration keeps acting to weaken the security of the state of Israel.

The problem with Kristol’s statement, and one he seems to willfully ignore, is that there are at least a few people who don’t hold his stated opinion about the Obama administration’s work on Israel’s security, among them Israel’s leaders.

In a speech delivered to the American Israeli Public Affairs Committee (AIPAC) national convention in May, Israeli Prime Minister Benjamin Netanyahu called American security cooperation with Israel during the Obama administration “unprecedented”:

Yesterday President Obama spoke about his ironclad commitment to Israel’s security. He rightly said that our security cooperation is unprecedented. He spoke of that commitment not just in front of AIPAC. He spoke about it in two speeches heard throughout the Arab world. And he has backed those words with deeds.

In September, Netanyahu personally thanked Obama in a speech for his attentiveness and support in resolving a crisis when demonstrators overtook Israel’s embassy in Cairo.

The various U.S. security commitments to Israel are legion. In the same speech Kristol criticized, Panetta announced that “the U.S. armed forces and the [Israel Defense Forces] will conduct the largest joint exercises in the history of that partnership.” This spring, Israel used an expanded aid package from the Obama administration to develop the Iron Dome missile defense system that protects citizens of southern Israel from rocket attacks with a 93 percent success rate. And the U.S. has worked closely with Israel in slowing Iran’s nuclear progress, even reportedly partnering up to create the Stuxnet virus that hampered Iran’s nuclear centrifuges and selling Israel bunk-busing bombs. All the work has included unflinching diplomatic support for Israel in international fora.

In August, former Israeli prime minister and current Defense Minister Ehud Barak said that he could “hardly remember a better period of support, American support and cooperation and similar strategic understanding of events around us than what we have right now.” Last month, Barak said Obama is an “extremely strong supporter of Israel in regard to its security” and that his administration was “excelling in this.” He added: “I don’t think that anyone can raise any question mark about the devotion of this president to the security of Israel.” Maybe someone should tell Bill Kristol.
